Integration of renewable energy sources and water production technologies is a must when facing water scarcity problems in semiarid regions, such as Mediterranean regions. The use of additional water resources and production methods, such as reclaimed water and, more specifically, desalinated water, means present and necessary water resources to introduce in the water balances to attend to water demands within a global warming and droughting scenario. These solutions have the inconvenience of energy/power needs and costs. However, the development of renewable energies like photovoltaic solar energy, with lower and lower costs and greater efficiency, makes these economically feasible facilities, reaching competitive production costs for marine or sea desalinated water by around 50% of reduction in energy costs and 20–30% of savings in final water production cost. This paper presents a practical project or action focused on the integration of renewable energies and new water resources by introducing a Photovoltaic Energy Plant (PVEP) as an energy source to feed a Seawater Desalination Treatment Plant (SWDTP). The PV facility is designed to cover all the energy demanded using the SWDTP during the day, and even studying the possibility of selling the energy production exceeds and injecting them into the energy supply network, covering the needs of buying energy needed during the high period where there is no photovoltaic energy production. Thus, savings related to energy costs and even incomes coming from energy sales mean an important reduction in operation costs or expenditures (OPEX), which makes economically feasible and sustainable the investment and the final price of water produced within the Mutxamel SWDTP. This paper proposes the first application of a split-range control technique on a concentrating solar collector to improve an absorption plant production. Solar absorption plants have solar power availability in phase with cooling demand under design conditions. Thus, it is a powerful cooling technology in the context of renewable energy and energy efficiency. These plants need control systems to cope with solar irradiance intermittency, reject irradiation disturbances, manage fossil fuels backup systems and dump closed-loop thermal-hydraulic oscillations. In this work, control techniques are proposed and simulated in an absorption plant in Spain. The plant consists of a concentrating Fresnel solar collector connected to an absorption chiller. The objectives are to operate with 100% renewable solar energy and avoid safety defocus events while reducing temperature oscillations and control actuators effort. Firstly, the current available plant controllers are defined, then two modifications are proposed. The first modification is a split-range controller capable of manipulating both flow and defocus of the Fresnel collector, the second modification is a PI controller to substitute the original chiller on-off controller. The results compare, through validated models, the different control systems and indicate that using both proposed controllers reduces 94% of the sum of actuators effort and 43% of the integral of absolute set-point tracking error compared to the plant's factory pre-set controllers. The suggested controllers increase 66% of energy production and 63% of exergy production. Besides, the split-range technique can be extended to any concentrating solar collector control. The relationship between water and renewable energy, as a vertebrate axis of the territory and landscape and its social acceptance in the Monachil river valley, was analysed. Qualitative interviews and surveys were designed and implemented using quantitative techniques that enabled the measure factors and dimensions of the perception of water, territory, and landscape. The main values and elements of the Monachil inventory, their links with ecosystem services, and traditional activities were identified. In addition, the influence of these premises on the acceptance of renewable energy projects was analysed. Results show that in Monachil, water is part of the territorial identity and landscape of the valley. There is also a strong link between the territory and hydroelectric power, which has generated a new energy landscape. More recently, solar energy has led them to pioneer an energy transition at the local scale. It is demonstrated how renewable energy infrastructures have been integrated into territorial practices. Abstract: An analysis of scientific publications on solar energy was conducted to determine whether public interest in the subject is mirrored by more intense research in the area. To this end, the research published by Spain and Germany, the two EU countries with the highest installed photovoltaic capacity, was analyzed based on Web of Science data. The results show that: solar output has risen substantially; solar research has a greater impact (measured in terms of citations) than publications on other renewables such as wind power; scientific production on solar energy is high in Germany and Spain, which together account for 51% of the total in the EU-27; the pattern of topics researched in the two countries is very similar; and their international collaboration is more intense than the world average and higher than in countries such as the USA, China or Japan. Collaboration between them is likewise intense. The main conclusion is the divergence in Germany and Spain between solar energy demand/output growth, being exponential, and the growth of research papers on the subject, which is linear. Spain has become one of the leading countries in the world in promoting electricity generation from renewable energy sources (RES), due to their positive socioeconomic and environmental impacts, through highly favorable regulatory frameworks and public incentives set by Spanish governments mainly during the first decade of 2000s, i.e., Royal Decree (RD) 2818/1998, RD 436/2004 and RD 661/2007. Conversely, the highly favorable regime applicable to RES, and specifically to solar power plants during the 1998–2008 promotion period turned into an extremely unfavorable scenario during the 2008–2020 cost-containment stage, characterized by the dismantling of the previous promotion schemes so as to reduce the skyrocketing electricity system tariff deficit, in which regulations such as RD 1578/2008, Royal Decree Law (RDL) 6/2009, RDL 14/2010, RDL 1/2012, Law 15/2012, RDL 9/2013, Law 24/2013 and RD 413/2014 stood out. Nonetheless, the Spanish renewable sector, and especially the solar power sector, has shown great dynamism in its energy policy in the period 1998–2020. This academic contribution provides a comprehensive review of the energy policy evolution for the whole solar power sector in Spain, specifically both solar photovoltaic (PV) and concentrating solar power (CSP) plants, over the last 23 years. Thus, considering both the boom in the solar power sector as well as the solar sector's bust, a survey of the different legislation in force during the 1998–2020 period, as well as of the existing academic literature dealing with this issue, is conducted to first contextualize and describe, and then carefully assess, the last 23 years of solar energy policy in Spain. In brief, the decisive role of the Spanish government in developing the RES sector, and especially the solar power sector, in recent years has been noted. In this vein, a good planning of the energy development model, the regulatory stability, the simplicity and agility of the corresponding administrative process, the appropriate design of support mechanisms, as well as security and predictability of support levels in the mid and long term, play an important role in providing certainty to all the stakeholders. During the 1998–2008 promotion stage, even with a stable, quite favorable and easily predictable RES support mechanism in place, the Spanish solar system behaved as an open-loop system without any control structure detecting and reacting to problematic situations. The fact that the Spanish government was compelled to implement ex-post measures during the period 2008–2020, seriously jeopardizing the viability of the power plants in operation, as well as compromising the legal–economic stability of the renewable energy sector, clearly indicated a malfunctioning of the energy policy control mechanism. In essence, it is hoped that the lessons extracted from this 23-year comprehensive review of the Spanish solar power sector pathway could be quite useful for other countries either in the initial development stage or fully immersed in the promotion of solar power sector or any other renewable technology. This article has been developed to assess the economic feasibility of a rooftop photovoltaic installation of industrial self-consumption. Numerical models that enable an interested person to obtain the main expected parameters will be generated, with those models being the article's main contribution to the field. To do this, a calculation methodology will be developed through which the reader, knowing the location of the facility and dimensions of the roof, will be able to calculate the maximum installable power, the main parameters related to production, the cost of the installation, and the LCOE of the plant. The use of actual costs will be facilitated in case they are known. Still, it will remain possible to apply the major equipment costs (modules, inverter, and structure) considered throughout the article. This developed calculation methodology will also allow a quick comparison of the forecasts of production, CAPEX, and LCOE of plants designed with different inclinations and different types of modules. Consequently, it will be especially useful in decision-making before developing the plant's basic engineering. Moreover, the calculations used for modeling the LCOE will be analyzed in depth. This analysis will allow evaluating how the different technical variables affect the profitability of a photovoltaic installation, such as the selected tilt, the location, the module's technology, or the available area. The accurate prediction of the solar diffuse fraction (DF), sometimes called the diffuse ratio, is an important topic for solar energy research. In the present study, the current state of Diffuse irradiance research is discussed and then three robust, machine learning (ML) models are examined using a large dataset (almost eight years) of hourly readings from Almeria, Spain. The ML models used herein, are a hybrid adaptive network-based fuzzy inference system (ANFIS), a single multi-layer perceptron (MLP) and a hybrid multi-layer perceptron grey wolf optimizer (MLP-GWO). These models were evaluated for their predictive precision, using various solar and DF irradiance data, from Spain. The results were then evaluated using frequently used evaluation criteria, the mean absolute error (MAE), mean error (ME) and the root mean square error (RMSE). The results showed that the MLP-GWO model, followed by the ANFIS model, provided a higher performance in both the training and the testing procedures. [ABSTRACT FROM AUTHOR]
