Four years after the Panama Papers scandal, tax avoidance remains an urgent moral-political problem. Moving beyond both the academic and policy mainstream, I advocate the "democratization of tax enforcement," by which I mean systematic efforts to make tax avoiders accountable to the judgment of ordinary citizens. Both individual oligarchs and multinational corporations have access to sophisticated tax avoidance strategies that impose significant fiscal costs on democracies and exacerbate preexisting distributive and political inequalities. Yet much contemporary tax sheltering occurs within the letter of the law, rendering criminal sanctions ineffective. In response, I argue for the creation of Citizen Tax Juries, deliberative minipublics empowered to scrutinize tax avoiders, demand accountability, and facilitate concrete reforms. This proposal thus responds to the wider aspiration, within contemporary democratic theory, to secure more popular control over essential economic processes. [ABSTRACT FROM AUTHOR]

The COVID-19 pandemic has highlighted a major contradiction in contemporary urban planning. This is the relationship between the entrepreneurial modes of urban politics that shape contemporary planning practice and the interrelated dynamics of economic precarity and informalisation of low-income communities that exacerbate contagion, and therefore enable pandemic spread. Through a review of literature on the urban dimensions of COVID-19, and on the historical relationship between pandemics and urban planning, we develop a framework for analysing the debates that are emerging around planning approaches to addressing contemporary pandemic risk in low-income, informalised communities. We argue that post-pandemic debates about urban planning responses are likely to take shape around three discourses that have framed approaches to addressing informalised communities under entrepreneurial urbanism – a revanchist approach based on territorial stigmatisation of spaces of the poor, an incrementalist approach premised on addressing the most immediate drivers of contagion, and a reformist approach that seeks to address the structural conditions that have produced economic precarity and shelter informality. We further argue that any effort to assess the political outfall of the COVID-19 pandemic in a given context needs to take an inter-scalar approach, analysing how debates over informality take shape at the urban and national scales. This meeting gathered social scientists from diverse disciplines to share insights and questions regarding the role of space in their respective research areas, as well as the possibilities of strengthening and integrating research on inequality/equity issues through the spatial perspective.

By examining seemingly contradictory reactions to the COVID-19 pandemic and relating these to the basic income debate in Australia, this article explores the potential that the socio-economic crisis provoked by COVID-19 presen ts for a transformation of welfare systems. Drawing on ethnographic observation, the article describes the emergence of grassroots forms of solidarity in response to the pandemic. Within the context of the increasing hardship experienced by Australians, ongoing failures of existing welfare systems, and inadequate government responses to COVID-19, the groundswell of solidarity may coalesce with increasing support for a basic income, creating a conjunctural movement that propels radical social transformation. Sociologists have shown that moral understandings of market exchanges can differ between historical periods and institutional settings, but they have paid less attention to how producers' moral frameworks vary depending on their unequal positions within both markets and institutions. We use interviews and ethnographic observations to examine the vibrant market of research shops selling academic work to students around two of Uganda's top universities. We identify three groups of researchers—Knowledge Producers, Entrepreneurs, and Educators—who construct different professional identities and moral justifications of their trade, and who orient their market action accordingly. We demonstrate that these identities and moral frameworks reflect an interplay between the institutional contexts and the social class positions that researchers occupy within this illicit market. Knowledge Producers and Entrepreneurs both experienced a sense of "fit" with their respective institutional cultures, but the former now see their work as compromising ideals of research, whereas the latter capitalize on what they view as a broken system. Educators, disadvantaged at both institutions, articulate a framework countering the dominant institutional cultures and sympathetic to underperforming students. This approach illuminates how institutional contexts and individual class positions within them influence producers' moral frameworks, leading to differentiation of the market. Food and digital culture are mutually implicated in contemporary processes of knowledge production and power contestation around the world. Our introduction and the papers in this special issue of the European Journal of Cultural Studies seek to draw out the distinctions, parallels and overlaps across food and the digital to offer critical insights into digital food culture's capacities, paradoxes and impacts on everyday life. We ask a series of questions fundamentally focused on issues of power that signal a critical concern for the (re)production and circulation of inequality within the food and digital nexus. For us and the authors here, Cultural Studies is particularly fertile ground from which to analyse digital food culture precisely because of the discipline's commitment to critiquing power and inequality and its subsequent capacity to illuminate everyday digital food politics and their social, cultural and ethical impacts. This article presents and highlights key questions—and introduces related concepts and theoretical debates—that drive this research agenda. In addition, we address the ways the issue's papers connect to digital food culture and power after COVID-19. We conclude with a summary of the articles in the issue and their contributions to digital food culture research and cultural studies more broadly. [ABSTRACT FROM AUTHOR]

Studies are largely optimistic about the ability of standardized procedures to constrain decision-makers' biases and produce more equitable results across fields. However, work that embraces standardization as an equalizing force stands in contrast to research on standardization and street-level bureaucrats, which asserts that standardized procedures are not self-actuating and cannot be understood apart from the environments in which they are used. I examine how frontline workers vary in their approach to an actuarial-based tool intended to standardize judgments. In a highly controlled decision-making environment, child welfare workers whose racial and sex characteristics afford them higher status report subverting the tool; conversely, workers in the same position whose ascriptive characteristics yield them lower status in terms of race and sex describe following the rules. In an environment where the same tool is adopted only ceremonially, all workers experience decision-making as unconstrained, regardless of their ascriptive characteristics. This work fills gaps in knowledge about how social status and organizational context intersect to affect rule abidance. Examining these dynamic relationships advances understanding of how organizations reproduce inequality and the limits and potential for standardization to transform social hierarchies. Purpose: This paper aims to identify and systematically summarize the relevant research on metaphors that are used to explain gender inequalities in the organizational context. Design/methodology/approach: The researchers conducted a systematic literature review using bibliometric techniques and content analysis. Findings: The systematic literature review identified a total of 1,269 papers in 688 journals written by 2,441 authors. The first paper was published in 1971 and the publication growth can be observed in the five decades analyzed. The Gender in Management: An International Journal, was the journal that published more papers about this thematic. Michelle Ryan was the most influential researcher regarding the number of papers and citations she had. The content analysis performed with the 27 most influential papers showed 4 research streams (metaphors; gender and leadership; challenges, stereotypes and toxic environment; and gender in the academy). Concerning the metaphors explored in those papers, the glass ceiling is the most prominent. Furthermore, 26 kinds of barriers were identified regarding the challenges that women face to reach positions of power. Practical implications: The scrutiny of the metaphors and barriers enable access to what is being a hindrance to female progression in the organizational structure. So, this study may instrumentalize organizations and women to improve gender diversity practices in the workplace. This study describes an education for development experience related to health and quality of life implemented in the framework of an on-going university cooperation action in Central America. A space for debate on these issues was created to support and promote the implementation of local policies; provide technical support for the design, preparation and implementation of socio-educational research; train health mediators; and foster the exchange of experiences among professionals and institutions. Methodologically, the work comprises three phases: an analysis of the problem of HIV/AIDS using an applied research approach, a participatory diagnosis of the actual situation of risk groups in order to make decisions to construct a health prevention discourse adapted to the contextual reality and, finally, the coordinated promotion of educational actions for development. The consolidation of this inter-institutional alliance, which acts on real needs in this context, is producing substantial, tangible changes in the habits and quality of life of the local community. Aims and objectives To discuss the risks that heteronormative assumptions play in prostate cancer care and how these may be addressed. Background There is international evidence to support the case that LGBT patients with cancer are less likely to report poor health or self-disclose sexual orientation. Gender-specific cancers, such as prostate cancer, require particular interventions in terms of supportive care. These may include advice about side-effect management (such as incontinence or erectile dysfunction), treatment choices and social and emotional issues. In this paper, we discuss and analyse the heteronormative assumptions and culture that exist around this cancer. We argue that this situation may act as a barrier to effective supportive care for all Lesbian women, Gay, Transgender and Bisexual patients, in this case men who have sex with men. Methods Identification and inclusion of relevant international evidence combined with clinical discussion. Results This paper posits a number of questions around heteronormativity in relation to prostate cancer information provision, supportive care and male sexuality. While assumptions regarding sexual orientation should be avoided in clinical encounters, this may be difficult when heteronormative assumptions dominate. Existing research supports the assertion that patient experience, including the needs of LGBT patients, should be central to service developments. Conclusion Assumptions about sexual orientation should be avoided and recorded accurately and sensitively, and relational models of care should be promoted at the start of cancer treatment in an appropriate manner. These may assist in reducing the risks of embarrassment or offence to nonheterosexual patients, or to professionals who may adopt heteronormative assumptions. Relevance to clinical practice Having an awareness of the risks of making heteronormative assumptions in clinical practice will be useful for all health professionals engaged in prostate cancer care. This awareness can prevent embarrassment or upset for patients and ensure a more equitable provision of service, including men with prostate cancer who do not identify as heterosexual.
