During the first decades of the 20th century, the supply of paper for the printing industries in Mexico became a problematic issue. Production difficulties, price increases and poor distribution during the monopoly of the San Rafael factory started a deep debate on the modernization and interference of the State in the paper industry. This article analyzes the transition between the private monopoly and the creation of the public company, Productora e Importadora de Papel Sociedad Anónima (PIPSA) in 1935, during the government of Lázaro Cárdenas (1934-1940). Through parliamentary debates, press articles and ministerial reports, the questioning of the monopoly as a public policy, the birth of PIPSA and the results in its first years of operation will be explained. Misinformation is a complex and urgent sociotechnical problem that requires meaningful governance, in addition to technical efforts aimed at detection or classification and intervention or literacy efforts aimed at promoting awareness and identification. This review draws on interdisciplinary literature—spanning information science, computer science, management, law, political science, public policy, journalism, communications, psychology, and sociology—to deliver an adaptable, descriptive governance model synthesized from past scholarship on the governance of misinformation. Crossing disciplines and contexts of study and cases, we characterize: the complexity and impact of misinformation as a governance challenge, what has been managed and governed relative to misinformation, the institutional structure of different governance parameters, and empirically identified sources of success and failure in different governance models. Our approach to support this review is based on systematic, structured literature review methods to synthesize and compare insights drawn from conceptual, qualitative, and quantitative empirical works published in or translated into English from 1991 to the present. Value co‐creation as a research topic has been a critical proposition of interest to a wide range of disciplines. In recent years, the field of cultural heritage has also developed a range of information practices to promote different forms of value co‐creation. While the body of literature has begun to accumulate, we still lack a comprehensive understanding of conceptual foundations and how value co‐creation is implemented in cultural heritage information practices. This paper conducted a hermeneutic literature review to understand and conceptualize the core aspects of value co‐creation in various cultural heritage information works. In particular, this paper provides a research mapping of the genres of co‐creation in cultural heritage information practices, the actors, and the roles played by the stakeholders. Further, this review provides an overview of the dominant value co‐creation models in the cultural heritage field. It distills the drivers of value co‐creation and the core value consequences that arise from a process perspective. Finally, this paper puts forward a thematic, theoretical, and methodological agenda for future work based on these findings. The review contributes to the literature by proposing an integrated conceptual framework that summarizes the core elements of value co‐creation in cultural heritage information practices. This article explores historians' role in shaping public policy amid crises through the programs of the Idaho State Historical Society (ISHS). ISHS navigated the post-2008 recession, aligning with the History Relevance Campaign to redefine history's societal value and develop a legislative outreach program. This article encapsulates the ISHS's journey and history's power--through the agency's new briefing paper program--to inform, unite, guide policy, and promote informed governance. With the profound integration of digital technology and traditional agriculture, the whole industry chain of rural e-commerce, as an advanced system, is reshaping the production, sales, and management models of agriculture and is emerging as a new catalyst for the advancement of digital agriculture through significant innovation. This paper focuses on the digital empowerment attributes and strategic attributes of the whole industrial chain of rural e-commerce, and evolutionary game models under market mechanisms and regulations are constructed. It examines the influence of various elements, such as the digital technology empowerment coefficient, on collaborative innovation within the whole industry chain of rural e-commerce. Using case simulations, this paper discusses the role of government regulation and intervention when market mechanisms are inadequate. The study reveals that factors such as the digital technology empowerment coefficient, technology absorptive capacity, and the amount of technology and information stored in collaborative innovation positively influence the whole industry chain. Potential risk losses and free-rider gains have negative effects on the evolution of the system toward collaborative innovation. When market mechanisms are inadequate, a combination of operational cost subsidies and incentive measures can yield more effective policy synergy, with the incentive impact of cost subsidies being particularly notable. The strategic application of enterprise-liquidated damage and government penalties will aid in regulating and directing corporate behavior. The findings of this research not only offer a new microlevel explanation for understanding the decision-making mechanism behind collaborative innovation in the whole industrial chain of rural e-commerce but also serve as a reference for government policy formulation to ensure the stability of the whole rural e-commerce industry chain. Purpose: The pulp and paper industry has been the focus of government policies ever since independence. This is the only industry where government plays a multi-dimensional role – not only as the regulator but also as the supplier of raw material and as the buyer. Despite the government's omnipotent role, there is evidence that industry is not very competitive, as it has very high energy and water intensity and poor productivity. A potent factor identified in the literature for the underperformance of the industry or for that matter any economy is the kind of technology used by the firms in the sector. This paper aims to look into the role of government policy in affecting the growth of the industry and what role embodied technology has played in influencing the efficiency of firms in Indian pulp and paper industry. Design/methodology/approach: For the first question, the study uses 66 years of production data of the industry from 1951 to 2016 and tests for the structural break. For the second question, the study uses cross-section plant-level data for the year 2011-2012 of 160 paper manufacturing units to first estimate the stochastic production frontier (stochastic frontier analysis [SFA]) and then uses the output of SFA to find an association between embodied technology gap (TG) and technical efficiency. A methodological problem in earlier literature is the use of the productivity gap as a proxy for embodied TG. The present study uses technical parameters of papermaking – machine deckle and operating speed – to construct an index of TG. Findings: The results show a structural break in the production trend occurring in 1999 with the delicensing in July 1997 as the possible cause. The SFA results show that the average technical inefficiency (TE) of the firms in the sector is 74 per cent with half of the firms having TE higher than 76 per cent. The study, however, does not find any impact of embodied TG on technical efficiency; rather it is the age, size, ownership and location that have an impact on it. Originality/value: This is an original research, as the author has not come across any study in Indian context or elsewhere using technical parameters to construct TG variable. How people pay is critically important to consumers and businesses alike. Many consumers are choosing to pay for goods and services from an increasing number of options. Tech‐savvy urbanites buy coffee by tapping their phone on a reader. Parents returning from a night out use peer‐to‐peer payment apps, such as Venmo, to pay the sitter. The recent explosion of financial innovations promises faster, more efficient, and cheaper transactions. These increasing digital payment options coincide with decreased number and volume of cash transactions. However, vulnerable populations face more constrained payment choices and often rely exclusively on cash. Without experience, devices, or acceptable credit histories, vulnerable populations may have little access to digital transactions. The advantages of falling digital costs and other benefits thus accrue to the digitally connected. At the same time, those who must transact in coins and paper money are likely to find their relative costs increasing. This paper highlights payment trends and the potential impact on vulnerable populations in the United States as we move toward a cashless society. This paper should stimulate discussions of public policy initiatives to mitigate digital payment issues for vulnerable people. [ABSTRACT FROM AUTHOR]

Female under-representation in high-profile career positions has relevant impacts on firms' outcomes, research topics, and public policies. In the academic profession, women's participation decreases as they evolve in their careers. To understand the lack of women in economics in Brazilian academia, we investigate the decision to submit papers to the largest conference in the country (Brazilian Meeting of Economics, or ANPEC Meetings), an important achievement in the profession. We explore a novel panel dataset of researchers and match them with web-scraped data of their résumés to test gender differences in the probability of submitting an article one year after having a paper (same or new) rejected in the previous year. Our findings suggest that women desist 2.9% points more than men when facing rejection. We also find evidence that younger women give up more and that the quality of the undergraduate program relates to the gender gap in the likelihood of desisting. Finally, we argue that more competitive women may self-select into higher-quality institutions. [ABSTRACT FROM AUTHOR]

The article presents information on various governmental or parliamentary publication often referred to as "Grey Papers". Such documents are part of the common currency of conversation. However, in practice it is very difficult to define these terms and one finds that in much of governmental publishing the color of the covers of the document is less significant than the greyness over the meaning attached to the various forms of publication. One believes that one knows the difference between White Papers, Green Papers and their kin, but under close examination they often tend to merge to a uniform grey. A White Paper, indicates the broad lines of legislation the Government intend to introduce and, very often, of executive action that will be taken. A Green paper is a white paper that is not ripe yet. Green Papers announce tentative proposals for discussion.

Smokeless tobacco (SLT) use is widespread across many nations and populations, and India shares more than three-quarters of the global burden of SLT consumption. Tobacco use in India has been largely viewed as a male-dominant behaviour. However, evidence from medical, social and behavioural sciences show significant SLT use among women and young girls. This paper highlights key dimensions of SLT use among women in India including prevalence and determinants, the health effects arising from SLT use and cessation behaviours. The paper concludes by providing recommendations with the aim of setting research priorities and policy agenda to achieve a tobacco-free society. The focus on women and girls is essential to achieve the national targets for tobacco control under the National Health Policy, 2017, and Sustainable Development Goals 3 of ensuring healthy lives and promote well-being for all. Family medicine is the internationally recognized nomenclature for the academic discipline, knowledge domain, and medical specialty of primary care doctors, working in the community setting. Family medicine is defined as a specialty of medicine which is concerned with providing comprehensive care to individuals and families by integrating biomedical, behavioral, and social sciences in the community setting. The distinction of family medicine lies in the tradition of medical generalism, promoting whole person care, in a life cycle mode; providing optimal preventive, promotive, and curative healthcare services in a wide spectrum of setting from home to hospital. In 2016, 92nd report of the department‑related parliamentary standing committee on health and family welfare on the “Functioning of the Medical Council of India” has emphasized the need for postgraduate in family medicine. The committee report has noted that “the medical education system is designed in a way that the concept of family physicians has been ignored. The committee recommends that the Government of India in coordination with State Governments should establish robust PG Programs in Family Medicine and facilitate introduction of Family Medicine discipline in all medical colleges. This will not only minimize the need for frequent referrals to specialist and decrease the load on tertiary care but also provide continuous healthcare for the individuals and families. The successive National Health Policies of Government of India–NHP 2002 and 2017 have emphasized the need of family medicine training in India. The recently enacted National Medical Commission Act 2019 has mandated NMC to promote training in family medicine at both undergraduate and postgraduate levels. Therefore, in the background of the stated policies of the Government of India the concept of family doctors, which was earlier neglected should be institutionalized within the mainstream medical education system of India. It is now time to accelerate and upgrade family medicine training and thereby strengthen the concept of comprehensive primary care in India. A consensus has formed that the negative social externalities of online harms combined with huge market power of internet intermediaries justify regulation of online service providers.[1] Fake news, foreign interference in democracy and a business model based on exploitation of engagement via behavioural data have consolidated a political will for new policies, and the government's White Paper proposes a new social media regulator with the power to fine companies that fail to reduce exposure to harmful content. The White Paper proposes, rather than defining a size threshold triggering regulation, to locate discretion with the regulator to decide where to place regulatory emphasis: the regulator will have to decide on the basis of evidence, what the harm reduction priorities are at any one time. So both illegal and harmful content should be part of the regulator's remit, but the regulator should avoid muddying the distinction between them. In effect, each company would be responsible to observe a general regulator-derived code for dealing with speech that clearly meets a standard of illegality, and a company-specific or sector-wide voluntary code that reflects the terms of service of the company. Purpose: This paper aims to explore the factors that affect housing prices as per Chinese articles indexed in the Chinese Science Citation Database (CSCD). There were different foci regarding what drove housing prices in China in Chinese articles, and international journal articles in English. As most previous English articles only threw light on international research, it motivated the researchers to systematically review Chinese literature's factors that affected housing prices in China. Design/methodology/approach: This paper reviewed housing price research articles indexed in the two largest Chinese academic research databases: the CSCD and China Knowledge Infrastructure Engineering Database (CNKI.NET). It systematically collected the data and adopted descriptive analysis techniques and synthesis. Findings: This research reviewed the literature published from 2015 to 2020 and revealed some unique factors affecting China's housing prices. For example, research focused on administrative aspects such as macroeconomic regulation and control (often known as macro control). Authors of Chinese articles suggested that the two-child policy affected housing prices, which differed from that in the English journal articles. The research results implied that researchers should read top Chinese journals on top of good international journals when they study China's real estate market in the future. Research limitations/implications: Because the domestic real estate market started late, domestic real estate transaction data and real estate-related statistics are more difficult to obtain. The research is mostly based on the relationship between supply and demand, government policy and individual consumer factors, and the sample has a short time span. Practical implications: As China is a planned economy country, administrative factors are one main factor that affects the housing price. There were a significant number of articles in Chinese that considered this factor to be the main driver of the real estate price. It included government investment and macro-control, i.e. direct government intervention to cool down the overheated economy. Yet, there are few English articles that threw light on this factor including the commodity housing supply and government behaviour that affect housing price. The second-child policy, which is unique in China, also played an important role in the determination of the housing price. In the articles indexed in CNKI, the second-child rate, willingness to have a second child or having a second child were mentioned in the Chinese articles but not the English ones. Social implications: In this paper, the economic, social, administrative and environmental factors were summarised, which basically covered all the factors affecting housing prices. The administrative factors were a special group of factors that affect the housing price because of the country's planned economic system. Secondly, it provided useful information to real estate development enterprises in China. To make a correct investment and management decision, real estate development enterprises must understand the actual situation and possible problems of the industry. In this study, we analysed the research literature on the real estate industry in China for the period from 2015 to 2020 one by one and determined the influencing factors of the housing price, which provided references for effective cost control. Thirdly, it allows the public to understand and grasp the real estate industry. As the housing price has been continuously increasing, the public pays increasing attention to the real estate industry. Through the literature analysis of the impact of real estate prices, this paper revealed the elements of house price expenses, which makes it convenient for ordinary people to understand the real estate industry. Originality/value: This study allows foreigners who do not know Chinese to know more about factors that drove housing prices from the Chinese perspective. It also provides insights to overseas developers who wish to enter the property market in China. The results can be generalised to other non-English-speaking real estate research. In the first four or five centuries of its manufacturing in Europe, paper was neither cheap nor available in unlimited quantities. Old rags, the primary material from which the paper was exclusively made, were a strategic commodity and trade with them was strictly regulated. Owing to their perpetual scarcity, as well as to the overall laboriousness of the papermaking process, a skilled master printer of the Incunabula period was hardly able to purchase a ream or two of high-quality paper for his monthly earnings. Consequently, the earliest printers had to rely on the support of ‘venture capitalists’ in order to secure steady supplies of paper. But the limitations of its manufacturing were not resolved by the end of the Incunabula period. Alas, the shortage and high cost of paper accompanied the development of print in Italy and elsewhere practically up until the advent of its industrial production from wooden pulp in the nineteenth century. This article examines John Bruce's vision of the bureaucratic archives of the British state and empire at the end of the eighteenth century. As Historiographer to the East India Company and Keeper of State Papers in the 1790s and early 1800s, Bruce used the archives of corporate and state government as sources of bureaucratic knowledge to justify and plan imperial and domestic policy. In this way, Bruce deployed a strategy of governance by the authority of "state papers," rooted in early modern political practice, across imperial and domestic government. India has produced several drafts of data policies. In this work, they are referred to [1] JBNSCR 2018, [2] DPDPR 2018, [3] NSAI 2018, [4] RAITF 2018, [5] PDPB 2019, [6] PRAI 2021, [7] JPCR 2021, [8] IDAUP 2022, [9] IDABNUP 2022. All of them consider Artificial Intelligence (AI) a social problem solver at the societal level, let alone an incentive for economic growth. However, these policy drafts warn of the social disruptions caused by algorithms and encourage the careful use of computational technologies in various social contexts. Hence, the emerging data society and its implications in India's social contexts demand immense social science attention, which needs to be improved in the policy drafts, primarily because they are creations of industry stakeholders, technocrats, bureaucrats, and experts from tech schools. In the larger social milieu of digital infrastructure emerging, the fundamental question is whether India's national philosophy envisioned in the Indian constitution is reflected in the policy papers. The paper enquires whether the national data policy upholds the core values dispersed through the philosophy of the Indian constitution, which, among other things, is not confined only to inclusion, diversity, rights, liberty, justice and equality. By focusing on constitutional values, the paper seeks to offer a broader and more critical understanding of India's approach to AI policy by bringing together analyses of a wide array of policy documents available in the public realm. The article discusses Hawaiian groups' resistance to globalization. Rebellion begins when youth started to fight for the environment and their rights. Community members opposed the construction of golf courses, luxury condominiums, hotels and resorts. Local residents fought the construction of a geothermal power plant in Puna and the missile-launching in Ka'Ü district. In 1997, Stephen Yamashiro wanted to lease 4, 400 acres of Hawaii's Island to Oji Paper Ltd. Several organizations opposed the plan and in November, 1997, State Board of Land and Natural Resources rejected it. The author states that these events indicate the emergence of a more democratic politics on Hawaii Island and illustrates how local communities can set their own parameters for economic development.

Using observational data on consumer carryout bag usage, we measure the effects of disposable bag policies on disposable and reusable bag demand. Our results show that plastic bag bans coupled with paper bag fees decrease total disposable bag demand but lead to significant increases in paper bag consumption. We compare our results to a study on bag fees and find that both policies lead to similar increases in reusable bag usage. However, the success of bans versus fees in discouraging disposable bag usage is contingent upon the types and prices of bags that stores choose to sell in lieu of disposable plastic. The Levelling Up White Paper (LUWP) is intended to drive local economic growth and development, particularly in left-behind places. It proposes policies and investments in innovation infrastructure and services as an explicit mission and key component of the LU reform agenda. This paper, however, suggests that, without systemic behaviour and culture change in national innovation institutes and their funders, the LUWP will produce few if any results of game-changing significance. Based on a project to explore how a Research Council and one of its core funded institutes should improve local impact and prepare for the LUWP, the paper explores practical changes that need to be considered to make LUWP place-based innovation ambitions a reality. It discusses the structures and processes that national institutes and programmes might need to transition from interventions that have local impacts incidentally by accident of where they are taking place, to purposeful place-based growth and development. It then suggests the capabilities required to deliver this well – which has major implications for innovation funders. The LUWP's good intentions for more impactful place-based innovation requires new tools and techniques, experimentation and learning-by-doing, and proper resourcing – robustly tested and evaluated by Local Economy research and practitioner communities.
