Research has revealed the existence of an energy-efficiency gap – the difference between optimal and actual energy end-use, suggesting that energy efficiency can be improved. Energy management (EnM) is a means for improving industrial energy efficiency. However, due to various barriers, the full potential of EnM is not realised. Several studies have addressed drivers and barriers to energy efficiency but few to EnM. This study aims to identify EnM practices, the most important perceived drivers and barriers for EnM, and relations among them in the energy-intensive Swedish pulp and paper industry (PPI), which has the longest experience internationally of practising EnM systems, and has worked according to the standards since 2004. Our results show that, altogether, the PPI works regularly and continuously with EnM, with a clear division of responsibilities. The highest maturity for EnM practices was for energy policy, followed by organization, investments, and performance measurement. The study also shows that communication between middle management and operations personnel has potential for improvement. The most important categories of drivers were economic, whereas for barriers they were organizational. Nevertheless, knowledge-related barriers and drivers were amongst the most important, suggesting that the absorptive capacity for energy issues could be improved. The widely recognised Energiewende, (“energy transition”) in Germany has lost its original momentum. We therefore address the question of how the transition process to a new energy system can be reignited. To do so, we developed the “5Ds approach”, which lays the groundwork for a process analysis and the identification of important catalysts and barriers. Focusing on the five major fields required for the energy transition, we analyse the effects of: (1) Decarbonisation: How can efficiency and renewable energies be expanded successfully? (2) Digitalisation: Which digital solutions facilitate this conversion and would be suitable as sustainable business models? (3) Decentralisation: How can potential decentralised energy and efficiency opportunities be developed? (4) Democratisation: How can participation be strengthened in order to foster acceptance (and prevent “yellow vest” protests, etc.)? (5) Diversification of service: Which services can make significant contributions in the context of flexible power generation, demand-side management, storage and grids? Our paper comes to the conclusion that German policy efforts in the “5D” fields have been implemented very differently. Particularly with regard to democratisation, the opportunities for genuine participation among the different social actors must be further strengthened to get the Energiewende back on track. New market models are needed to meet the challenges of the energy transition and to increase the performance of “5D” through economic incentives.

The economic crises in Thailand, South Korea, Indonesia, and Japan have focused attention on the region's economic problems as well as its well-documented success. One potential problem is satiating these economies' increasing demand for energy. This problem has been made even more pressing by deep devaluations that substantially raised imported energy prices in local currency terms. IGCC Policy Papers 35-37, Energy and Security in Northeast Asia, seek to examine the international implications of the longer-term energy situation in Northeast Asia, including the decisions that government policymakers are likely to make to address their economies' pressing energy needs. Policy Paper 35, Fueling Security, debates the fundamental issue of whether rising energy demand generates new security dilemmas or whether efficient energy markets mitigate potential security risks arising from increased competition for energy resources. Kent Calder argues that energy rivalry might deepen tensions among the major powers in Northeast Asia, while Fereidun Fesharaki sees market competition where Calder sees rivalry. This paper examines the market assumptions behind these analyses, including the current status and projections for overall regional energy demand (Fesharaki, Sara Banaszak, and WU Kang) and fossil fuel use (WU).

Energy and Security in Northeast Asia is a three-part series of papers showing that there are unrealized gains to be had from multilateral cooperation on energy issues. Such cooperation is the goal of the University of California Institute on Global Conflict and Cooperation’s Northeast Asia Cooperation Dialogue (NEACD), an informal track-two discussion exploring the potential for cooperation on security issues among China, Japan, Russia, the Republic of Korea, the Democratic People’s Republic of Korea, and the United States. Many papers in this collection first were presented to a September 1996 NEACD workshop on Northeast Asian energy and security held in Seoul, Korea. That workshop offered participating government officials and private experts an opportunity to explore the ramifications of increasing energy demand on future relations among their countries. After the workshop, IGCC solicited additional papers to analyze the basic premises among our initial contributions.

Paper has shaped society for centuries and is considered one of humanity's most important inventions. However, pulp and paper products can be damaging to social and natural systems along their lifecycle of material extraction, processing, transportation, and waste handling. The pulp and paper industry is among the top five most energy-intensive industries globally and is the fourth largest industrial energy user. This industry accounts for approximately 6% of global industrial energy use and 2% of direct industrial CO 2 emissions. The pulp and paper industry is also the largest user of original or virgin wood, with deleterious impacts on both human health and local flora and fauna, including aquatic ecosystems. This critical and systematic review seeks to identify alternatives for mitigating the climate impacts of pulp and paper processes and products, thus making the pulp and paper industry more environmentally sustainable. This study reviews 466 studies to answer the following questions: what are the main determinants of energy and carbon emissions emerging from the pulp and paper industry? What are the benefits of this industry adopting low-carbon manufacturing processes, and what barriers will need to be tackled to enable such adoption? Using a sociotechnical lens, we answer these questions, identify barriers for the pulp and paper industry's decarbonization, and present promising avenues for future research. •This review identifies carbon-intensive processes in the pulp and paper industry. •Presents decarbonizing practices, potential transformations and innovations. •Presents promising avenues for future research. •No agreed consensus on the most promising technologies to achieve net-zero in the pulp and paper industry. •Pulp and paper products are associated with other sociotechnical systems that create compelling interdependencies among industries. Goal, Scope and Background. The environmental sustainability is one of the current priorities of the Portuguese pulp and paper industry. Life Cycle Assessment (LCA) was the methodology chosen to evaluate the sustainability of the printing and writing paper production activity. This paper grade represents about 60% of the total production of paper in Portugal and its production is expected to increase in the near future. The main goal of this study was to assess the potential environmental impacts associated with the entire life cycle of the printing and writing paper produced in Portugal from Eucalyptus globulus pulp and consumed in Germany, in order to identify the processes with the largest environmental impacts. Another goal of this study was to evaluate the effect on the potential environmental impacts of changing the market where the Portuguese printing and writing paper is consumed: German market vs. Portuguese market. Methods. The main stages considered in this study were: forestry, pulp production, paper production, paper distribution, and paper final disposal. Transports and production of chemicals, fuels and energy in the grid were also included in these stages. Whenever possible and feasible, average or typical data from industry were collected. The remaining data were obtained from the literature and specialised databases. A quantitative impact assessment was performed for five impact categories: global warming over 100 years, acidification, eutrophication, non-renewable resource depletion and photochemical oxidant formation. Results. In the German market scenario, the paper production stage was a remarkable hot spot for air emissions (non-renewable CO2, NOx and SO2) and for non-renewable energy consumption, and, consequently, for the impact categories that consider these parameters: global warming, acidification and non-renewable resource depletion. These important environmental impacts are due to the energy requirements in the printing and writing paper production process, which are fulfilled by on-site fuel oil burning and consumption of electricity from the national grid, which is mostly based on the use of fossil fuels. The pulp production stage was identified as the largest contributor to water emissions (COD and AOX) and to eutrophication. Considering that energy consumed by the pulp production processes comes from renewable fuels, this stage was also the most contributing to renewable energy consumption. Discussion. The paper distribution stage showed an important contribution to NOx emissions, which, however, did not result in a major contribution to acidification or eutrophication. The final disposal stage was the main contributor to the photochemical oxidant formation potential due to CH4 emissions from wastepaper landfilling. On the other hand, paper consumption in Portugal was environmentally more favourable than in Germany for the parameters/impact categories where the paper distribution stage has a significant contribution (non-renewable CO2, NOx, non-renewable energy consumption, acidification, eutrophication and non-renewable resource depletion) due to shorter distances needed to deliver paper to the consumers. For the remaining parameters/impact categories, the increase observed in the final disposal stage in the Portuguese market was preponderant, and resulted from the existence of significant differences in the final disposal alternatives in the analysed markets (recycling dominates in Germany, whereas landfilling dominates in Portugal). Conclusions. The pulp and paper production stages were found to be of significance for almost all of the inventory parameters as well as for the impact assessment categories. The Swedish pulp and paper industry accounts for half of industrial final energy use in Sweden and 2.3 % in EU-27. On the basis of a disaggregated set of physical production data, a Logarithmic Mean Divisia Index decomposition method is applied to disentangle the influence from activity, structure and energy efficiency improvement (EEI) on its fuel, electricity and primary energy use. An extended analysis tracks the fossil energy use and carbon dioxide (CO) emissions to discern past and present developments of industrial decarbonisation. In 1984-2011, the total production output increased by 49 %, whereas growth in primary energy use was limited to 26 %. Compared with an activity-based scenario, 50 PJ of primary energy use has been avoided through EEI and 6 PJ through structural change. The production has become oriented towards more electricity-intensive but less fuel-intensive segments. The electricity use EEI was negligible until year 2000 but sizeable thereafter as it started to outpace the counteracting impact from structural change. Results are consistent with previous bottom-up evaluations, and the policy context is further elaborated in a discussion about the role of relevant energy and climate policies in facilitating the enhanced EEI observed over the last decade. Based on a study of policy-induced changes in the Swedish pulp and paper industry, this paper follows a process of socio-technical regime destabilisation. Results from the study show that in industries where established firms have significant power, processes of endogenous renewal are more likely to destabilise established regimes than processes based on niche solutions. Further, the study shows how policy measures aimed to destabilise the current regime may result in different responses, owing to the different capabilities of individual firms. Abstract: Paper production is an energy-intensive process and accounted for about 9% of industrial energy demand in Germany in 2008. There have only been slow improvements in energy efficiency in the paper industry over the past twenty years. Policies can accelerate the progress made, but knowledge about the remaining efficiency potentials and their costs is a prerequisite for their success. We assess 17 process technologies to improve energy efficiency in the German pulp and paper industry up to 2035 using a techno-economic approach. These result in a saving potential of 34 TJ/a for fuels and 12 TJ/a for electricity, which equal 21% and 16% of fuel and electricity demand, respectively. The energy savings can be translated into mitigated CO2 emissions of 3 Mt. The larger part of this potential is found to be cost-effective from a firm''s perspective. The most influential technologies are heat recovery in paper mills and the use of innovative paper drying technologies. In conclusion, significant saving potentials are still available, but are limited if we assume that current paper production processes will not change radically. Further savings would be available if the system boundaries of this study were extended to e.g. include cross-cutting technologies. [Copyright &y& Elsevier]

The climate change policy debate and ensuing discussions about industrial energy use and carbon emissions have highlighted the need to: (a) aggregate engineering information to a level relevant for economic policy analysis while maintaining sufficient detail so that results are meaningful for industry decision makers, (b) properly represent an industry’s capital vintage structure to better understand inertia associated with changes in aggregate industrial emissions profiles, and (c) identify policy instruments that leverage an industry’s potential for technological change such that carbon emissions can be noticeably reduced. This paper presents an econometric analysis of energy use and emissions profiles of the US Pulp and Paper Industry and uses the resulting set of equations to specify a dynamic model for the analysis of select climate change policies. Scenarios of cost of carbon, energy tax, and investment-led policies indicate that a combination of cost of carbon and investment-led policies can achieve the desired result of rapidly improving overall efficiency of the industry and promoting changes in fuel mix, which together can result in drastic reductions of carbon emissions. Several aspects of the growing market for energy-related collaboration between pulp and paper industries (PPIs) and energy service companies (ESCOs) in Sweden were investigated through in-depth interviews with PPI and ESCO managers. Aspects of concern are the different forms of co-operation established, the managers' views on the recent changes made regarding competence and business focus, the managers' views on the opportunities and risks with energy related co-operation and the implications for sustainable industrial energy management. The study shows that there is a mutual belief among PPI and ESCO managers that co-operation can provide opportunities for improved competitiveness through a more rational distribution of competences between companies. The main two barriers against the utilization of this potential are that ESCOs must prove that they can bring added values other than capital to pulp and paper mills, and the lack of competition between external energy service providers. Furthermore, we argue that adding aspects related to competence and inter-firm partnering can improve the existing theory surrounding barriers and opportunities for sustainable industrial energy management in manufacturing industries. One-third of all greenhouse gas emissions come from the world's building stock while accounting for 40% of global energy use. There is no way to combat global warming or attain energy independence without addressing the inefficiency of the building sector. This sector is the second consumer of electricity after the industrial sector in Morocco and is ranked third emitter after the energy sector and transportation sector. Using Ifrane as a case study, this paper examines and reviews the city's energy use and the initiatives taken to improve building efficiency. The findings showed that, during the analyzed period, i.e., from 2014 to 2022, Ifrane's annual electricity consumption climbed steadily from 35 to 43 GWh. The government of Morocco has implemented effective laws, guidelines and regulations, as well as publicized ways to reduce energy consumption and increase energy efficiency. However, gathered data and survey results revealed opportunities and challenges for enhancing Ifrane's efficient energy use. The study also evaluates government programs, codes/standards and related actions for the improvement of household energy efficiency. As part of the review, the available literature was analyzed to assess the effectiveness of energy behavior and awareness, the impact of an economical and sustainable building envelope, the impact of building retrofitting programs, the importance of energy-performing devices and appliances, the adoption of smart home energy management systems, the integration of renewable energies for on-site clean energy generation and the role of policies and governance in the building sector in Ifrane. A benchmark evaluation and potential ideas are offered to guide energy policies and improve energy efficiency in Ifrane and other cities within the same climate zone.

In France and Germany, significant networks of local initiatives have developed around energy issues. This article brings practitioners' viewpoints into discussion. It presents the way in which two of these networks – the CLER-network for the energy transition (France) and the 100% – Regions network (Germany) – each identifies itself, describes its action and build-up process in relation to government action, and conceives of justice issues in the field of climate energy policy. The analysis shows that these two networks share a lot, including political ends (localisation of energy production, empowerment of rural territories), but practice quite differently as intermediaries for local initiatives. This suggests overcoming the transition management vs grassroots divide present in the literature and paying more attention to hybrids. It also brings emphasis on a type of intermediary's work, which has not been covered by the academic literature, namely that of tinkering with multiple supports and embedding action in local-national-supranational networking in order to maintain continuity. In discussing justice dimensions, we emphasize that motives or ends of action are only reflectively related to ideas of justice: justice issues seem bound up with a politics of assembling, either as a marker of federative action (all fighting for justice) or as a potentially divisive issue. In the quest of the structure of the intermediate between Δ1- and Δ2-pyrazolines, the reactivity of these molecules tetrasubstituted by cyano groups in adjacent positions (3,3,4,4 or 4,4,5,5) has been explored in their neutral and protonated forms. By 1970, European and Japanese dependence on Middle Eastern oil had increased tremendously both in absolute terms and as a percentage of their total energy consumption. In 1950, eighty-five percent of the energy needs of Western Europe and Japan were satisfied by indigenous coal deposits, but by 1970, ninety percent of their demands were met by crude oil imports, most of which came from the Middle East and North Africa. Even the U.S. was becoming increasingly reliant upon foreign imports. While it would remain far more energy self-sufficient then either Europe or Japan, in 1970, U.S. domestic oil production began to decline at a rate of two percent per year. This meant that the U.S. would not only become increasingly dependent upon foreign oil, but also that it would be increasingly difficult for it to supply its allies in an emergency. Finally, it is important to note that in the early 1970's, worldwide consumption of oil was increasing at a rate of seven to eight percent annually. The competitive threat posed by the industry newcomers and the increased importance of Middle Eastern oil combined to make it increasingly difficult for the oil companies to resist demands of the oil producing nations.

Byline: M.J. Hoogeveen, L. Reijnders Impacts of the application of e-commerce on paper and energy use are analysed in a case study concerning a Dutch electronic retailer (e-tailer) of computers. The estimated use of paper associated with the e-tailer concerned was substantially reduced, if compared with physical retailing or traditional mail-order retailing. However, the overall effect of e-tailing on paper use strongly depends on customer behaviour. Some characteristics of e-commerce, as practiced by the e-tailer concerned, such as diminished floor space requirements, reduced need for personal transport and simplified logistics, improve energy efficiency compared to physical retailing. Substitution of paper information by on line information has an energy use effect that is dependent on the time of online information perusal and the extent to which downloaded information is printed. Increasing distances from producers to consumers, outsourcing, and increased use of computers, associated equipment and electronic networks are characteristics of e-commerce that may have an upward effect on energy use. In this case study, the upward effects on energy use were less than the direct energy efficiency gains. However, the indirect effects associated with increased buying power and the rebound effect on transport following from freed travel time, greatly exceeded direct energy efficiency gains.

The purpose of this study is to evaluate effects of the press section on the energy performance of a paper machine. It interested in expressing the importance of the press section in the energy consumption of a drying paper in which the amount of evaporated water and energy consumption is enormous. After the description of the components of the dryer of a paper machine, the mass, energy and entropy balance were established. The development of healthy building technology has become a major trend in the global construction industry, especially in China, owing to accelerating urbanization and increasing health awareness among residents. However, an effective evaluation framework to quantify and evaluate the maturity of healthy building technology is lacking. This paper proposes a novel maturity evaluation model for healthy building technology. After analyzing the Driver–Pressure–State–Impact–Response (DPSIR) framework for asserting the maturity of healthy building in China, it constructs an evaluation indicator system, comprising five and twenty-seven first- and second-class indicators, respectively. Subsequently, this paper constructs an improved projection pursuit model based on border collie optimization. The model obtains evaluation results by mining evaluation data, thus overcoming the limitations of traditional evaluation models in dealing with complex data. The empirical research results demonstrate that China is in the optimization stage in terms of the level of maturity of healthy building technology. The weight of impact is as high as 0.2743, which is the most important first-level indicator. Strict green energy utilization policy requirements are the most important secondary indicator, with a weight of 0.0513. Notably, the model is more advanced than other algorithms. In addition, this paper offers some countermeasures and suggestions to promote healthy building in China. Developing and applying this model can promote and popularize healthy building technology in China and even the globe and contribute to a healthier and more sustainable living environment. The Avoid–Shift–Improve framework has been used since its conception in the 1990s to help decision-makers prioritize action towards environmental sustainability in the transport sector. The core of the framework establishes a clear priority of action among the three main strategies that give it its name, thus highlighting the prominent role transport demand reduction should have within policy discussions. However, although its general formulation allows for a fruitful application to other sectors, the approach and its definitions have rarely been extended beyond transport. In particular, the energy sector could significantly benefit from an application of its methodology since the prioritization of energy demand reduction over energy efficiency would be in line with an optimized path towards decarbonization. This paper outlines a theoretical application of the A-S-I framework to the energy sector that allows the categorization of energy policies in terms of Avoid, Shift, or Improve strategies. Moreover, the paper presents an analysis of several energy policies databases to evaluate to what extent policies are addressing energy demand reduction, shift to less-carbon-intensive energy sources or energy efficiency. The results of the study show that most energy-related policies seem to support improving efficiency in current technology (18–33% of policies, depending on the database that is considered) and shifting towards low-carbon sources (28–48% of policies) more than reducing or altogether avoiding energy demand in the first place (6–22% of policies). Further research is recommended to strengthen the results, especially by evaluating the significance of each policy in terms of committed investment, as well as to understand the main factors that contribute to Avoid-type policies being under-represented in the energy sector. Background: Environmental pollution and energy poverty have always been serious challenges for the global energy system. Results: Based on the panel data of 30 provinces in China from 2005 to 2020, this paper uses FE and sys-GMM models to explore the impact of environmental regulations and climate change on energy poverty. The results show that climate change increases energy poverty, with rising energy for cooling in hot summers, and unchanged income in the short term. Moreover, environmental regulation plays a moderating role between climate change and energy poverty. Specifically, economical environmental regulation has a negative moderating effect, while legal and supervised environmental regulations have positive moderating effects. Finally, the national basic energy poverty line used is lower than that in the eastern region, higher than that in the western region, and close to that in the central region, which reflects the heterogeneity of energy poverty in different regions of China. Conclusions: The findings in this paper clarify the nexus between climate change, environmental regulation, and energy poverty, addressing in this way a gap in existing research, which has great significance for environmental and energy policy makers. The work presents a novel computationally efficient transmission policy for throughput maximization over point-to-point sensor links employing harvest-use-store protocol with finite storage capacity battery. In these settings, under finite averaging duration constraint, the stochastic dynamic programming (SDP) technique provides the optimal solution for throughput maximization, but the implementation complexity for SDP is prohibitively large. Thus, there is a need to explore new solutions that can provide near-optimal throughput with lower implementation complexity. The work in this paper presents a adaptive transmission policy based on uniform thresholding that achieves a near-optimal throughput obtainable by SDP. In the wake of increasing global emphasis on sustainable environmental practices, South African organisations strive to integrate green business principles into their strategies. The paper's objective was to evaluate the importance and implementation of an energy policy within the financial services sector in line with ISO50001. The paper presents findings from a quantitative non-experimental study within the South African financial services sector through a structured questionnaire. The findings showed that although the implementation of an energy policy is important, there is still a gap in the adoption of an energy policy within the financial services sector. The study further found that a notable percentage (29.5%) of respondents indicated that the energy policy did not provide sufficient guidance on energy targets and objectives. Setting an energy policy is the starting point and driving force for implementing energy management. It should be the priority of managers who have not yet done so. The City of Cape Town has recently drafted an energy strategy and an integrated waste management plan. The creative implementation of these strategies requires knowledge of potential sources of energy and flows of waste. Inventories of requisite data are sparse. Wood and paper are interesting cases in point, as they are significant contributors to waste and potential energy carriers. A better knowledge of all related flows is obtained by means of a Material Flow Analysis (MFA). Data have been gathered for the fuel wood sector, the manufacturing, construction and demolition sector, the pulp and paper market, the municipal solid waste sector and the wastewater sector. Analysis shows that ∼70% of the renewable energy target of the City (10% of energy demand to be covered by renewables by 2020) could be met via the redirection of woody material flows within the Cape Metropolitan Area and the utilisation of innovative transformation technology. As a key project of China's western development, the West-East Natural Gas Transmission Project (WENGT) has effectively alleviated China's uneven energy distribution and supply-demand issues. It has promoted the optimization of China's energy structure and sustainable development in the new era, helping to achieve the goal of "double carbon". Based on pollution data from Chinese industrial enterprises from 2000 to 2012, this paper analyzes the impact of the West-East Natural Gas Pipeline Project on the air pollution emissions of industrial enterprises using a difference-in-difference model and explores the moderating role of local government environmental regulations. The findings indicate that the project significantly reduced air pollutant emissions from industrial enterprises in cities along the route, with a more pronounced reduction effect in areas with higher environmental regulation intensity. Additionally, the emission reduction effect varied among different types of enterprises and regions, with private enterprises showing the smallest reduction impact and the eastern coastal region exhibiting the most significant effect. This paper delves into the relationship between sustainable cross-regional energy development and air pollution emissions from industrial enterprises, providing a theoretical basis for energy conservation and emission reduction policies in China. Particularly within recent years, the rising number of city actors worldwide declaring climate emergencies and pledging commitments to carbon neutrality has sparked a spatial turn in broader sustainable transition thinking, noting the importance of the local level for governing sustainable transitions. Using a Geographical Political Economy approach, this paper critically engages with path creation theory and sustainable transitions literature to explore the potential of urban net-zero carbon transitions in a multi-scalar governance framework. The main argument is that municipal ownership across sectors has a fundamental role in sustainable transitions at the city level. This paper makes a distinct conceptual contribution to sustainable transitions literature by drawing on path creation theory to illustrate how municipal ownership is a central tenet of path creation by bringing together local actors and enabling political capacity and agency to control and strategize integrated sustainable urban pathways. Using the transport and energy sectors in Nottingham in the UK, it applies the Path Creation Framework in an urban setting to illustrate that municipal ownership stimulates a positive path creation through three main arguments. First, municipal ownership enables a positive embeddedness and historical legacy in the provision of sustainable urban energy and transport services; second, it facilitates the establishment of skills and expertise that positively reinforces urban political capacity for the pursuit of urban sustainability; and third, it stimulates the creation of innovative urban projects for sustainable and equitable pathways. Abstract: Land-use change (LUC) estimated by economic models has sparked intense international debate. Models estimate how much LUC might be induced under prescribed scenarios and rely on assumptions to generate LUC values. It is critical to test and validate underlying assumptions with empirical evidence. Furthermore, this modeling approach cannot answer if any specific indirect effects are actually caused by biofuel policy. The best way to resolve questions of causation is via scientific methods. Kim and Dale attempt to address the question of if, rather than how much, market-induced land-use change is currently detectable based on the analysis of historic evidence, and in doing so, explore some modeling assumptions behind the drivers of change. Given that there is no accepted approach to estimate the global effects of biofuel policy on land-use change, it is critical to assess the actual effects of policies through careful analysis and interpretation of empirical data.
