There is a need for improved skills development within the UK's Higher Education Institutions (HEI) stemming from the disconnect between the expectations of employers of the skills graduates have and the skills graduates have gained during their degree. It is well-known now that there is a clear skills gap. The present study aims to explore the effect of graduates and students' perception of skills development in HEI in the UK. A total of 420 participants completed an online survey to explore their perception as well as their confidence of skills development by rating each skill on a Likert scale. The paper discusses the results in light of pedagogical strategies developed to teach soft skills in HE. The paper concludes with recommendations for teaching practice.

To study hiring discrimination against cancer survivors, we conduct a vignette experiment in which American and British professionals recruited via Prolific evaluate fictitious job candidates. Candidates differed by periods of non-employment in their career, including non-employment due to suffering from cancer. We study the effect of cancer experiences on professionals' hirability ratings, as well as its effect on underlying candidate perceptions, related to various potential forms of stigma identified in the literature. We find that employment opportunities are lower for candidates with a history of cancer, compared to candidates without such a gap. This penalty is particularly explained by perceptions that these candidates will have higher sick leave probabilities and create additional costs. However, relative to candidates with a comparable gap due to depression or personal reasons, former cancer patients are less stigmatised, with relatively favourable assessments of their emotional abilities, social abilities, motivation and positive impact on workplace culture., (© 2023. This study explores the relation between risk of job automation and participation in adult education and training (AET) and examines variation in that relation across welfare regimes distinguishing between situational and institutional barriers. Using microdata of PIAAC, we analyze participation in formal or nonformal AET for job-related reasons in relation to the risk of automation of the respondents' occupation after controlling for main sociodemographic characteristics. Logistic regression models are run on respondents from 14 European countries representing different welfare regimes: Denmark, Norway, and Sweden (Scandinavian countries); Italy, Greece, and Spain (Southern European); Czech Republic, Slovakia, and Poland (Central and Eastern Europe), Belgium, France, and Germany (Continental); and United Kingdom and Ireland (Anglo-Saxon countries). Our findings confirm that workers in occupations at high risk of automation were found to be consistently less likely to participate in job-related AET, quite irrespective of welfare regime. This paper reports a study of permanent secretaries who served at the Department for Education (DfE) from 1975 to 2011. Located within a context of theories that explain how government bureaucracies operate, it focuses on Michael Bichard. Appointed in July 1995 when attempts were being made to open Whitehall to non-career civil servants, he retired in May 2001 having served 21 months with a Conservative and 48 months with a Labour Secretary of State. He was an unusual permanent secretary. An outsider, state school and red-brick university educated whose father had been a docker, his prior service was in local government. Inter alia, the paper traces his background and career; his role in the merger of the Departments for Education and Employment (DfEE); his relationship with his Secretaries of State; his contribution to education policy; and his estimation of his style and achievements. Consideration is also given to the value of external appointments and to the merits of a descriptive based approach to the study of public sector administration.

Purpose: Black British minority ethnics (BME) students are nationally underachieving in comparison to their Ethnic Chinese and White peers, showing typically a 16 per cent graduate attainment gap in the UK. Previous research has suggested that the attainment gap could be explained by BME student disengagement, as the students typically commute from family home to University, and they work part time. However, peer-assisted learning (PAL) has been shown to have a positive impact on addressing and resolving student alienation and disengagement. However, a question still remains regarding whether student perceptions hold up to statistical analysis when scrutinised in comparison to similar cohorts without PAL interventions. The paper aims to discuss these issues. Design/methodology/approach: This paper presents the results of a statistical study for two cohorts of students on engineering courses with a disproportionately high representation of BME students. The research method involved a statistical analysis of student records for the two cohorts to ascertain any effect of correlation between: PAL; student ethnicity; and student parental employment on student academic performance and placement attainment. Findings: The results indicate that PAL has no significant impact on the academic performance; however, PAL has a positive impact on the placement/internship attainment for BME students and students from parental households with parents in non-managerial/professional employment. Research limitations/implications: The research limitations are that the cohorts are small, but more equal diverse mix of different social categories than any other courses. However, as the cohorts are less than 30 students, comparing social categories the data sets are small to have absolute confidence in the statistical results of academic performance. Even the "t"-test has its limitations as the subjects are human, and there are multiple personal factors that can impact an individual academic performance; therefore, the data sets are heterostatic. Practical implications: The results highlight that there is need for pedagogy interventions to support--ideally all BME students from all social category to secure placements; BME students who are unable to go on placement to gain supplementary learning that has the same impact on their personal development and learning as placement/internship experience; and White students from managerial/professional family households to engage more in their studies. Social implications: Not addressing and providing appropriate pedagogy interventions, in the wider context not addressing/resolving the BME academic and placement attainment gap, a set of students are being disadvantaged to their peers through no fault of their own, and compounding their academic attainment. As academics we have a duty to provide every opportunity to develop our student attainment, and as student entry is generally homogeneous, all students should attain it. Originality/value: Previous research evaluation of PAL programmes has focused on quantitative students surveys and qualitative semi-structured research interviews with students on their student engagement and learning experience. On the other hand, this paper evaluates the intervention through conducting a quantitative statistical analysis of the student records to evaluate the impact of PAL on a cohort's performance on different social categories (classifications) and compares the results to a cohort of another group with a similar student profile, but without PAL intervention implementation.

This is a conceptual paper that examines the origin and development of universities and their current role in global society. There has been an unprecedented and exponential growth of technology and artificial intelligence capabilities over the past ten years which is challenging current working practices and affecting all areas of society. The paper examines how this role may change to match the new demands placed on them by a digitally enabled society that has greater leisure time. The design of the paper is first to detail some of the changes in work practices that are taking place and how these will impact on society. It then offers several ways in which universities could modify their role to respond to these emerging challenges. This could include new courses, new organisational structures and new pedagogical practices. The paper provides a platform for discussion and debate around the strategic vision and direction of travel for higher education.

People with learning disabilities are living longer. Older people with learning disabilities should be included in policies and plans that are for all older people. National plans and policies for older people often do not say anything about older people with learning disabilities, and it is hard to know whether older people with learning disabilities are benefiting. People who plan services locally often do not have good information on older people with learning disabilities. Using the Equalities Act 2010 could help people who plan services and write policy to think about older people with learning disabilities but this is not happening at the moment. People who work with older people with learning disabilities should be aware of policy for all older people, so that older people with learning disabilities do not miss out. This paper seeks to explore the opportunities and challenges generated by current policy, guidance and legislation in England relating to older people, in terms of the practical implications for older people with learning disabilities. Using the broad themes housing, employment, social inclusion and isolation, care and support, and promoting better health and well-being, this paper discusses potential practical opportunities and concerns for older people with learning disabilities arising from policy and legislation such as current initiatives regarding integration, personalisation and the dementia policy. Consideration is given to the implications of changing policy and practice for both current and future generations of people with a learning disability as they reach older age. This discussion paper concludes that whilst there is potential for older people with a learning disability to benefit from policy and practice aimed at improving the lives of older people generally, the tendency for policy to be targeted at specific groups without adequately considering the diversity of those groups often leaves those with a learning disability at the margins of being able to make the most of changes. The World Health Organization's Active Ageing policy framework highlights the need for economic and social engagement in communities to maintain and promote healthy ageing and quality of life. This framework does not address the needs of those living with long-term health conditions such as dementia. Although continued employment is not appropriate for all, it is possible for many living with dementia. Despite the numerous contributions that career counselling could make to support people living with dementia we found no consideration of the specific career development needs of people living with dementia in the literature. In this paper we outline the key role that career development professionals could play in the multi-disciplinary teams of professionals supporting persons living with dementia.

Purpose: This paper focusses on demonstrating the role of social media engagement and considering emotional intelligence (hereafter EI) as a critical concept to successful employment, mainly when individuals fail to reach the desired employment despite "meeting" the role requirements. Design/methodology/approach: The authors adopted a qualitative approach through semi-structured in-depth interviews of some randomly selected university students in the UK, young adults aged 19-32. The participants were selected based on different demographics to provide a broader and less biased representation of young adults in the UK. Findings: This research suggests that recruitment organisations should introduce the latest requirements and trends of employers to ensure that the expectations of employers and potential candidates are aligned to improve the employment rate in young adults. Originality/value: This research extends the literature regarding EI in social media engagement and successful employment. It also brings new perspectives on successful employment in young adults by demonstrating the role of social media engagement and EI traits leading to a conceptual framework exploring successful employment based on the role of social media engagement and EI.

Thomas Munro, a Scottish highlander, came to the Madras Presidency in South India as a soldier in the army of the East India Company in 1780. He rose to the position of its governor 40 years later in 1820 and died in India in 1827. His rise was not through military campaigns but peaceful administrative policies. During his stay in India, he defended Indian interests and took on powerful governors-general and other higher officials. He resisted their elitist policies, talked of lack of political freedom in India and wanted to give representation to Indians in administration. He conducted the first educational survey and established 101 schools. In the history of modern India, particularly in the history of education, there is a tendency to view British colonialism as a monolithic category. This paper looks at this extraordinary journey of a Scottish soldier, his impoverished status, family constraints, struggle with British elitism, and above all, his contributions to education in South India. No theory of imperialism and colonialism is available to analyse the Scottish interventions in the field of education. Such existing theories rely on the European and non-European dichotomies. They cannot be used to explain why the Scots chose to support Indians instead of their own fellow British officers in the colonial administration.

This paper systematically identifies, maps and evaluates specific types of provision for autistic students published on university websites at 120 institutions throughout the UK. Within these data we identify trends in relation to geographical region, university group, and the Teaching Excellence Framework rating. We employ Nancy Fraser's theory of social justice to unpack the reasons that underlie the differentials in provision across UK higher education institutions. Findings identify eight categories of provision tailored specifically for autistic students from 'supporting transition to university' to 'social groups' and suggest that there are institutions across the UK with evidence of more developed provision. Our data show, however, that resources and provision are not distributed equitably, raising implications for autistic students' parity of participation in higher education.

This paper explores the conceptualisation and measurement of higher education (HE) student success relating to the world-of-work. It first considers the factors that catalysed a shift in perception and understanding of student success from engagement and academic achievement at university to post-graduation employment outcomes. It summarises and critiques approaches to measuring graduate employment outcomes for a range of developed countries. There are fundamental flaws in utilising current measures of graduate employment outcomes to gauge student success. These include devaluing the social, cultural and economic value of graduates; favouring full-time employment measures; tracking graduates in their transitional phase to the labour market and encouraging HE providers to manipulate the metrics to raise institutional status. The paper suggests a more coherent approach to gauging student success in the world-of-work, which is aligned to a broader definition of graduate outcomes, realities of contemporary working practices and the sector's locus of control.

Early career researchers' journey (i.e. doctoral researchers and post-PhDs) is increasingly challenging, but little is known about how they live and interpret their significant experiences, that is how they attribute meaning to these experiences and their associated feelings. Moreover, research about how doctoral researchers and post-PhDs deal differently with such experiences remains scarce, especially when accounting for the interpretation of significant experiences across countries. This paper explores how role (doctoral researchers or post-PhDs) and country (Spain, UK and Switzerland) can influence individuals' interpretation of significant events. It draws on the most significant events reported by 544 early career researchers in two open-ended questions. Analyses revealed differences between roles only regarding the sense-making, especially in the future implications, and across countries in both the sense-making and the associated feelings. This interaction between role and cultural/workplace practices, is the most compelling, especially given the high mobility expected of post-PhDs.

This paper simulates the likely fiscal and employment effects of a vast public annual investment programme of free universal high-quality early childhood education and care (ECEC) services in the UK. It examines the extent to which it would pay for itself fiscally for different scenarios of pay increases. Investing in high-quality universal ECEC benefits all children by improving their life chances, especially for those living in lower income families. It also generates larger employment effects than other more typical investment policies such as construction projects and fosters gender equality in employment: not only it provides many high-quality jobs for women, it also allows many mothers to improve their lifetime earnings prospects by freeing up their childcare constraints. This in turn has beneficial fiscal revenue effects for the government. Estimations of annual public expenditure for a system of highly qualified and well-paid childcare staff with low child-to-staff ratios are performed, with universal coverage for all pre-school children aged 6 months to 4.5 years. Labour demand and matching supply effects are also simulated using input-output methods, for different take-up rates of the programme. A microsimulation tool is used to calculate increases in household income and tax liabilities and decreases in social security benefits spending. This results in a net annual funding requirement of between 28 and 39% of the gross investment. Two funding methods are then explored: raising taxation in a progressive way and recouping the cost over time from persistent mothers' increased earnings. The former would entail a net additional contribution by the richest 20% of households of at most 0.4% of their income; the latter would require 21 to 31 years to offset the programme on average, which is within a typical working life-course following a first child's birth, of 35 years.

Aims: Young people Not in Employment, Education and Training (NEET) are at increased risk of depression, yet mechanisms of this association are poorly understood. We hypothesised that being NEET has both behavioural and social identity consequences and that reductions in structured activity and multiple group memberships underlie increased depression in this group. Our purpose was to assess first whether depression was greater for NEET compared to non-NEET young people from the same geographical locality, and secondly, whether a loss of structured activity leading to a reduction in multiple group memberships explains the NEET-depression association., Methods: The present study was a cross-sectional between-groups design using convenience sampling. Measures of depression, structured activity and multiple group memberships were obtained from 45 NEET young people and 190 university students (non-NEET)., Results: The NEET group reported significantly more depression symptoms compared to the non-NEET student control group. A path model specifying NEET status as a predictor of depression, with this association mediated by a reduction in structured activity and fewer multiple group memberships (standardised indirect = 0.03, unstandardised indirect = 0.62, P = 0.052, 95% bias corrected confidence intervals [0.21,1.44]), provided excellent fit to our data: χ 2 (3) = 0.26, P = 0.968, comparative fit index (CFI) = 1.00, root mean square error of approximation (RMSEA)<0.01, standardized root mean square residual (SRMR) = 0.01)., Conclusions: Our findings suggest that depression is elevated amongst NEET young people compared to non-NEET students from the same locality. The association between NEET status and depression was partially mediated by reduced structured activity and its association with reduced multiple group memberships. Although using cross-sectional data, our findings suggest social interventions may be a key resource in ameliorating depression amongst NEET young people; through preserving engagement in structured activity and the wellbeing benefits derived from arising multiple group memberships., (© 2019 John Wiley & Sons Australia, Ltd.)

Purpose: The purpose of this paper is to share learning about practical steps that can be taken to eliminate persistent racism from the workplace, including racism by people who have cognitive impairments who do not understand the impact of their behaviours. Design/methodology/approach: This paper is informed by qualitative research. An independent researcher was commissioned to recruit 45 black British, black African and black Caribbean women living in Norfolk and working for a range of employers. Parameters were agreed in advance (aims, consent, data protection). A list of questions was provided to the researcher. The questions covered experiences of prejudice and discrimination. Data collection included face to face/online/telephone interviews, focus groups and questionnaires. The researcher recorded the women's views and compiled them in a findings report. The report was shared with the women to confirm that their views had been recorded accurately. The author has also convened conversations with over 100 professionals representing providers of public services, including social and domiciliary care. Findings: The author identified that it will be impossible for employers to eliminate persistent racism from their workplaces until all managers consistently and diligently address every report of racism effectively, in line with the steps set out in this paper. The purpose is to establish, over time, a workplace culture where racism is never tolerated or allowed to persist, and workers and managers learn – and become more confident – to recognise, address and eliminate racism at work. Until this is embedded, racism affecting workers will continue to go unchecked and unacknowledged in the workplace. Research limitations/implications: The data gathered to inform this paper (specifically the research commissioned and described in this abstract, in addition to other data, such as conversations convened with professionals) is qualitative data. It cannot be assumed that the experiences of the people interviewed reflect the experiences of all people. However, the voices of participants have highlighted issues to inform future planning. Practical implications: The author must be clear that, so far there has been no definitive solution to persistent racism in the workplace. The learning so far is being shared with the hope that this assists others with developing strategies to eliminate persistent racism. Social implications: Workplaces across the UK are committed to eradicating racism. However, the rate of change is glacial. This research paper shares learning about how to address this, to increase the pace of change, to begin to genuinely eliminate persistent racism from the workplace. This paper explores the experiences of 24 Early Career Researchers working in interdisciplinary and precarious employment conditions in which they are managing collaborations with multiple partners beyond the university as part of the AHRC's "Connected Communities" Programme. These conditions emerge from conflicting sources--from critical and emancipatory moves in knowledge production as well as from globalising neoliberal education policies. The paper draws on Archer's concept of reflexive identity to identify four different reflexive orientations developed by ECRs in these conditions: the disciplinarian, the freelancer, the worker bee and the social activist.

This paper uses the Habermasian concept of legitimation crisis to critique the relationship between post-compulsory education and training and the chronic levels of youth unemployment and under-employment which now characterise post-industrial Western economies, such as the UK. It draws on data from an ethnographic study of the lives of young people classified as NEET (not in education, employment or training), or at risk of becoming so to challenge dominant discourses about youth unemployment and the supposed relationship between worklessness, skills deficits and young people's lack of 'work-readiness'. The central argument of the paper is that the labour market insecurity experienced by many young people in the UK and elsewhere derives not from some supposed crisis of youth but is symptomatic of the inherent contradictions contained within capitalist modes of production which, it is argued, are exacerbated under neo-liberal policy regimes. The paper contends that various government-led initiatives which purport to prepare young people for the workplace, create links between the individual and the labour market, or force the unemployed into the labour market are, in Habermasian terms, part of an attempt to resolve the crisis of legitimation associated with contemporary capitalist societies.

Graduate employment statistics are receiving considerable attention in UK universities. This paper looks at how a wide range of employability attributes can be developed with students, through the innovative use of the Project Based Learning (PjBL) approach. The case study discussed here involves a group of archaeology students from the University of Central Lancashire (UCLAN) and their task of reconstructing and firing a small, early medieval clamp kiln. The employability skills and attributes are discussed, with reference to Yorke's Understanding, Skills, Efficacy and Metacognition (USEM) model of employability. This paper contributes to debates around social mobility and social capital by exploring the links between social class background, assistance from non-parental personal contacts for finding employment, and social class destination. The literature on social mobility, social capital and social networks is reviewed, drawing a conceptual distinction between social capital and social networks. Previous research has focussed on help from parents, yet much of the literature indicates that wider social networks are more important for labour market advancement. Using the 1970 British Cohort Study, with data collection at respondent ages 10 and 42, the relationship between help received from relatives or friends in getting jobs and social class is examined. The likelihood of receiving help varies according to class origin, yet the strongest predictor of social class destination is social class background, not social capital.

Employment subsidies are important active labour market policy (ALMP) tools, suited to a variety of labour market challenges. This paper engages with recent ALMP categorisation debates by appraising Cronert's (2019) recent typology of employment subsidies. It uses empirical material to assess the typology's explanatory power and produce insights to inform further typological development. The illustrative case of the British ' Wage Incentive' (2012-2014) is used to assess the typology's analytical purchase. Cronert's typology helpfully identifies key distinctions in the distributional profiles of employment subsidies, but further understanding of the category is impeded by the practice of defining them as demand-side interventions. The paper argues for a reappraisal of their supply-side characteristics, maintaining that the (potential) worker should be included in the analysis, and that employment subsidies' relationship with training and job creation should be acknowledged. It proposes a redefinition of employment subsidies reflecting their real-world use, and suggests a framework for further exploring varieties of employment subsidy design from the perspective of beneficiaries. This paper addresses the turn towards discourses of resilience within Higher Education, and its shared conceptual space with notions of 'grit' or the promotion of a Growth Mindset. Of particular concern is how these discourses reinforce simplistic conceptualizations of students as 'millennial snowflakes' in need of 'toughening up'. Whilst acknowledging the realities of student anxiety, and engaging with the precarity of employment within the sector, we contend that discourses of resilience threaten to mask systemic issues in favour of promoting individual change. By interrogating these seemingly benign discourses we seek to highlight the neoliberal underpinnings of narratives of resilience.

Purpose: The purpose of this paper is to provide a conceptual viewpoint which proposes the use of the post graduate Knowledge Transfer Partnership (KTP) approach to learning in undergraduate education and practice-based training. Design/methodology/approach: This is an examination of the KTP approach and how this could be used effectively in undergraduate education and training to encourage and increase practice-based learning and employer engagement. The methodology consists of a literature review, and a case study of the KTP approach. The literature reviewed examines the KTP approach, employer engagement in education and strategic government approaches to stimulate investment in knowledge and skills for workforce development, and the development of practice-based learning in the UK. The KTP provides a case study to illustrate a successful model of employer engagement, which benefits all parties to it, and assists with the strategic development required by successive governments. Findings: The suggestions are based on the authors' investigation and their understanding and experience of: the KTP approach; practice-based learning; undergraduate education; and learning and teaching approaches. The paper suggests that the KTP approach (normally a post-graduate model) could be extended to undergraduate education to provide sustainable practice-based learning that fits well with the strategies and ideologies of government, employers and academia. Practical implications: Barriers to employer and academic engagement, such as that linked to the confused terminology used to describe practice-based learning, and competing political ideologies, should be researched further to gain a better understanding of how to mitigate these in order to make the KTP approach in undergraduate education successful. The implications are that synergistic development of the KTP approach in an increased range of academic and workplace partnerships needs to be done before a fully tested model could be agreed. Originality/value: The originality is the idea of utilising a well acknowledged post-graduate model of learning within an undergraduate environment. The value is to increase the awareness of the benefits of the KTP and how the approach could be adapted for use in undergraduate environments for the eventual benefit of students, academics, employers and policy makers.

The purpose of this paper is to provide an overview of some of the dominant empirical and conceptual themes in the area of graduate employment and employability over the past decade. The paper considers the wider context of higher education (HE) and labour market change, and the policy thinking towards graduate employability. It draws upon various studies to highlight the different labour market perceptions, experiences and outcomes of graduates in the United Kingdom and other national contexts. It further draws upon research that has explored the ways in which students and graduates construct their employability and begin to manage the transition from HE to work. The paper explores some of the conceptual notions that have informed understandings of graduate employability, and argues for a broader understanding of employability than that offered by policymakers.

This paper reports an innovative continuing professional development (CPD) project for academic staff in a UK university. The aim of the project is to develop academics' skills in relating to the business environment. The project has a number of strands, but the principal focus of this paper is upon a mentoring initiative. Much CPD in universities relates to teaching, research and administration. What makes the project reported here innovative is its focus on academics' relations with the world of business. The main sources used in this paper are interviews with the mentors and the answers to questions put to a focus group of those involved with business engagement. These questions explored the forms of business engagement, the reasons academics were involved with business, the qualities needed to be a "business engagement mentor" and the identification of good practice in mentoring in this field. The conclusion considers the outcomes of the project as a whole.

The author has been asked by the Editor-in-Chief to write about the impact of fees on the sector. He does so with concern for the impact on and implications for applicants, students, graduates and their families. Home and European Union undergraduate tuition fees are of course only part of the fee picture for higher education institutions (HEIs), but are by far the most topical and controversial, especially in England. From the Browne Review (Independent Review of Higher Education Funding and Student Finance (2010), the Government's White Paper on higher education (BIS 2011) and the Higher Education Funding Council for England (HEFCE) consultation document on teaching funding (HEFCE 2011) they know the key ingredients but they do not yet know how the cake will come out of the oven. In this commentary he attempts to identify some of the trends that may develop as a result of these policies and how they may affect students and their families, employers and existing or new providers of higher education, all in the context of international developments in higher education.

In response to the precarious and disadvantaged position of forced migrants in the United States and the UK, marked by unemployment, under employment and loss of career capital, this paper draws upon a relational cultural paradigm and a life design career model in order to understand migrant work life, shape the career intervention process and examine the implications for vocational practice. An innovative career intervention is introduced and discussed, the life CV, which has been used with refugees and asylum seekers in the UK within the context of relational paradigms that reflect the intertwined nature of people's relational and working lives. The paper argues that by engaging in the activities and meaning making associated with the creation of a life CV, different life perspectives and designs become possible and individuals are enabled to consider new ways of knowing themselves and presenting themselves to potential employers.

This paper aims to provide insights into the recruitment and retention issues faced by employers in rural areas. To this end, information gathered through interviews with employers and labour market intermediaries in the predominantly rural county of Lincolnshire, UK was used as a source of data and focal point to discuss the demand side of the labour market. A distinction is made between circumstances in which there are hard-to-fill vacancies on the one hand, and the effects of an abundant labour supply on the other. The factors that affect labour retention are also discussed, including situations in which staff retention is a non-issue. Recognising the fact that economic life exists within, and is affected by the social context, the views of employers and labour market intermediaries are also analysed in the light of data from other sources. The paper concludes by suggesting that employers' recruitment and retention issues cannot be studied in isolation; the supply side as well as the demographic, economic, and political context need to be considered as well. This paper explores the views that students and employers have on innovative work-based learning (WBL) programmes in English higher education. The experiences of both students and employers were analysed methodologically, using the organizational story-telling framework (Gabriel, 1999). The themes that have emerged are learning support, organizational issues, links between the WBL programme and the workplace and barriers to change. Purpose: Although there is increasing evidence that the creative industries are essential to national economic growth as well as social and cultural well-being, creative graduates often find it difficult to become established professionally. This study aims to investigate the value of career management competence and intrinsic career motivations (as elements of "protean career orientation") in predicting positive graduate outcomes. Design/methodology/approach: Self-report surveys were administered to 208 creative industries graduates from two Australian universities at two points in time: at course completion, and one year later. Findings: The paper finds that individual career management competence and intrinsic work motivations, measured at course completion, were significant predictors of early career success, using both subjective and objective measures, measured one year later. Practical implications: This study suggests that an emphasis on student development beyond the traditional "key" employability skills may well be worthwhile. The paper also suggests a broad learning and teaching approach by which universities can encourage the development of student career identity, and thus engender student intrinsic career motivations and career self management skills and behaviours. Originality/value: This is one of the first studies to demonstrate empirically a link between a particular set of skills and graduate outcomes. In addition, it provides insights into the role of student career motivations in positive transitions to the world of work in the creative industries. (Contains 6 tables.)

This report provides a summary of findings from an ethnographic study of work-based learning provision for 16-18-year-olds who would otherwise fall into the UK Government category of not in education, employment or training (NEET). The research project took place in the north of England during 2008-2009, and investigated the biographies, experiences and aspirations of young people and practitioners working on Entry to Employment (E2E) programmes in four learning sites. The detailed research findings are reported in four papers covering the conceptual background to E2E, and the experiences of learners, tutors and Connexions personal advisers involved with the programme. This report highlights and synthesises some of the key issues raised by these papers and looks ahead to a three-year longitudinal study of NEET young people which is intended to continue and extend this work, providing an opportunity to follow this group during a period of far-reaching economic and political change.

Enterprise education at Newcastle University, UK, is embedded in the fabric of the curriculum via the Newcastle University Graduate Skills Framework. An example of this is the "Business for the Bioscientist" module. The authors discuss this module with regard to good practice, enterprise development and the wider arena of graduate careers and employer expectations. The paper illustrates how a combination of academics, curriculum developers, enterprise educators and guest speakers can result in an innovative and interactive enterprise module. Feedback from employers has reinforced the importance of embedding enterprise skills in the curriculum: the authors examine the methodology used at Newcastle to achieve this, the approach adopted and responses from learners. They assess how such an initiative can establish enterprise as a norm in the skills sets of graduates. The paper proposes and highlights various factors that universities need to address if they are to realize fully the concept of entrepreneurial learning. (Contains 2 tables and 4 figures.)

Transitions of young people from school to employment, further education or training have been a focus of government policy in the UK for at least the last three decades. Since the late 1990s, numerous policy initiatives have been introduced by New Labour in an attempt to reduce social exclusion through the increased participation of young people in work-related training. This paper reports on a mixed-methods research project exploring Entry to Employment (E2E) provision in the north of England. It outlines the experiences of Connexions practitioners working with learners and staff at four E2E providers and illustrates the complexities involved with young people's transitions to and from E2E programmes. The paper shows that a marketised system driven by targets and funding constraints can compromise the ability of practitioners to best meet the needs of young people struggling with often difficult circumstances.

This paper considers women's career development and the potential contribution of career development theory, research, practice and policy in advancing a social inclusion agenda. In particular, the paper focuses on older women in the contexts of an ageing population, labour market shortages and Australia's social inclusion agenda. Supporting young people to move from school and into the workforce has been a major focus of policy and service provision in Australia and internationally but there is growing recognition in Australia and internationally that adults may also benefit from career development support; its lack of provision has been criticised. In the context of Australia's social inclusion agenda, older women, in particular, may benefit from career development.

Purpose: The purpose of this paper is to examine the benefits of pre-employment education and training and its impact on the students' choice of career paths. It focuses on a programme delivered in partnership between Teesside University and a North East Police Force, and provides a model for future pre-employment education and training. Design/methodology/approach: The paper describes the formation of a partnership approach to the delivery of a pre-employment programme, and researches its impact on decisions for career selection. Findings: Research evaluation offers evidence to support the hypothesis that a pre-employment programme can significantly impact on decision making when changing or selecting career paths. It also emphasises the value of taking a partnership approach in delivery and content. Practical implications: The paper could provide a model for pre-employment education and training programmes in other work-based fields. A key feature in this model is the partnership approach when determining content and delivery, which in turn provides students with first hand insights into a variety of police-related occupations. Originality/value: The paper focuses on the impact of taking a partnership approach to programme content and delivery. The findings support the benefits to students of a university and police partnership when informing learners of their possible future career paths. (Contains 5 tables.)

Two cohorts of psychology graduates with Graduate Basis for Registration (GBR) with the British Psychological Society (BPS), and a range of relevant work experience (teaching, youth and social work) were employed by the Kent Educational Psychology Service (EPS) over a two-year period as assistant educational psychologists (Assistant EPs). This paper presents information about the role and effectiveness of this pre-training Assistant EP programme. The role of the Assistant EP was identified as including: individual and group level casework, projects, applied research, and delivering training, under the direct supervision of EPs. All Assistant EP work was evaluated using a range of measures. Outcomes showed that intervention targets (as agreed using the Target Monitoring and Review form) were consistently met or exceeded. Key stakeholders perceived Assistant EPs to be a valuable and flexible resource and Assistant EPs felt that the role prepared them well for applying for professional training courses. The paper concludes with a brief discussion around the future role of pre-training Assistant EPs. (Contains 5 figures and 1 note.)

This paper examines young British people's conceptualisation of identity and citizenship. Data were gathered through a questionnaire survey from 442 young male and female citizens of majority and minority ethnic origins, aged 14-24 years and at different stages of education, employment and non-employment. This was followed up by in-depth interviews with a stratified sample of 40 participants. Drawing on quantitative and qualitative data, and by closely examining the two key concepts of identity and citizenship, the paper analyses the ways in which young Britons perceive their multiple identities and citizenship status. The research shows that education and career are the major priorities of these young people. They have clear notions of identity and citizenship and most are comfortable with their own identities and feelings of citizenship. However, some of those who are from a minority ethnic background have doubts about being viewed as British citizens because of racial harassment or stereotyping, particularly in the aftermath of terrorist attacks in the West. The research has implications for pedagogy, education policy, community cohesion and social justice. (Contains 1 figure.)

Purpose: The purpose of this paper is to examine the evolution of an employee opinion survey and to evaluate its impact on the graduate training programme and associated employment relationships. Design/methodology/approach: The paper provides a detailed, longitudinal case study of one large-scale UK organisation. The approach recognises that discursive resources have a material existence in the sense that they are embodied in the social practices of individuals and the institutions and organisations within which these social practices take place. Drawing on qualitative and quantitative data, the paper demonstrates how the design, delivery and evaluation of the graduate programme formed a learning nexus between management, graduates and other stakeholders. Findings: The case study highlights the contested nature of organisational life, particularly in relation to matters of control and autonomy. However, improved graduate opinion survey ratings over time suggest that the evolving surveillance offered by internal research has been successful in achieving changed management behaviours. The case study has shown how graduate training, development and career management are best understood as discursive practices. Shared understandings about the nature of work are constructed though a communications nexus of key stakeholders. Originality/value: The main contribution of this paper is to highlight the pivotal role of the corporate training programme and associated communications in the development of shared understandings of the nature of the employment relationship. Purpose: This paper sets out to examine the contribution of employer co-funding of publicly-funded vocational education and training in the UK (i.e. training initiatives that are available to all qualified applicants but funded jointly by the public and private sectors). Design/methodology/approach: The paper draws on qualitative research undertaken with more than 30 employers in a cross-section of economic sectors. Findings: The evidence from this study suggests that there is no model for how and why employers start to become engaged in co-funding publicly-funded training. Purpose: The purpose of this paper is to provide an evaluation of the key features of a work-based, competency-led curriculum model of continuing professional development for social workers and to present a revised model, which addresses the issues that arise for learners pursuing continuing professional and academic development (CPD) within a work-based curriculum. Design/methodology/approach: Reflections on and evaluation of both undergraduate and post graduate, work-based curricula with employers, tutors and learners led to significant revisions to further models of work-based learning for CPD. These changes are presented in the form of a revised model, which addresses the tensions between work-based, competency-led curricula and the issues that arise for learners pursuing continuing professional and academic development in full-time employment. Findings: The paper makes explicit the struggle in developing and delivering work-based, competency-led curricula while also trying to address the pragmatic issues that arise for learners pursuing professional and academic development in full-time employment. In order to resolve some of the tensions a revised model of CPD in the workplace is proposed. Research limitations/implications: The study is based on the evaluation of two CPD programmes in post-qualifying social work at one university, over a ten-year period. However in this sense the study is limited to the experience of the tutors in a particular context. Practical implications: The importance of considering the workplace as a learning environment for CPD is emphasised, as are the tensions that arise for learners meeting the demands of academia in full-time employment. Originality/value: This paper presents valuable lessons learned from ten years of pedagogic experience developing and delivering work-based CPD programmes. Purpose: This paper aims to describe the work of Staffordshire University in engaging with local employers and local further education colleges in the development of a Foundation Degree in Applied Technology. Design/methodology/approach: Following an outline of current government policy in employer engagement, the paper identifies--from the literature and recent quality reviews of provision--some issues for higher education institutions in developing a work-based learning curriculum with industry. It then outlines a case study of the Foundation Degree in Applied Technology--a collaborative venture between Staffordshire University (the awarding body), Burton College (the deliverer of the award) and JCB (the employer). In conclusion, the paper evaluates the case study. Findings: Evaluation of the case study suggests that the Foundation Degree in Applied Technology, as designed by Staffordshire University and delivered at JCB by Burton College, is a model of good practice in employer engagement. Originality/value: The value of this paper is that the case study illustrates key success factors, for higher education institutions and further education partnerships, in engaging with industry to design and deliver a foundation degree for a major manufacturing employer in the private sector.

This paper compares the findings of two studies, conducted in 1998 and 2004, of academic staff in British universities. It examines the stability over time of working hours, specific work stressors and levels of psychological distress. Comparisons are also made between the levels of psychological distress currently reported by academic staff and those reported by other professional groups and the general population in the UK. Finally, the paper assesses the extent to which UK universities are meeting minimum health and safety at work standards for the management of job stressors. The findings indicate that: there has been little change in the levels of most stressors experienced over the six year period; the high levels of psychological distress found in the 1998 study are undiminished and exceed those of other professional groups and the population generally; the majority of the health and safety at work standards are not met. Possible implications of these findings for the quality of UK higher education are discussed. (Contains 3 tables, 3 figures, and 1 note.)

Purpose: The purpose of this article is to demonstrate an innovative approach to embedding employability in the design of a university degree scheme using skill sets. Design/methodology/approach: The paper looks at conventional approaches to course design, which begin with the resources already available within the higher education institute. The skill sets approach, however, begins with employers because they are the ultimate arbiters of employability. Employers working with the academic design team define coherent portfolios of skills: definitions which are then used to provide shape and form to the new degree scheme. Findings: The paper finds that employers can identify skill sets that relate to long-term employability as opposed to short-term employment. These definitions can usefully inform the design of a degree scheme. Practical implications: The approach of this paper may benefit the design of degree schemes that aim to educate a graduate to fulfil an identifiable role in industry. This approach is based on defining the continuing intellectual and critical thinking skills that enable a graduate to fulfil a role, rather than the immediate task-related skills that enable a graduate to fulfil a job. The involvement of employers in formulating a portfolio of graduate skills can be applied to the design of other schemes. Background: The COVID-19 pandemic has had enormous implications for the world of work. However, there has been relatively little focus on the employment and workforce challenges of the virus in relation to workforce health, beyond the immediate management of the spread of the disease. There is an important gap in understanding the ongoing workforce issues created by the significant incidence of Long COVID in the population., Aim: This paper examines the effects of Long COVID on employment and workers' mental health to contribute to understanding of work-limiting health conditions and to offer policy implications for COVID-19 and similar health conditions on employment and the workforce., Methods: A large national panel study for the UK is used to estimate the likelihood of exiting employment as well as on changes in working hours and general mental health and happiness of those who remain in work. The sample includes individuals 16 years and older who were in employment in January/February 2020 and followed during the pandemic 2020-2021. Long COVID is self-reported in the data. Informed by conceptual consideration of employment protection in the UK, two groups of individuals with Long COVID are defined based on the duration of symptoms. Group 1 has Long COVID 5-28 weeks after an infection with COVID-19, which is up to the maximum length of Statutory Sick Pay in the UK. Group 2 has symptoms for 29+ weeks, which is beyond the statutory entitlement to sickness pay. Panel regression models are fitted both with fixed-effects and random-effects. Individual and job characteristics are used as controls Those with no COVID-19 symptoms are the reference group., Results: In between-person comparison, Group 2 is at higher risk of exiting employment compared to those with no COVID-19 symptoms. Between-person estimates of mental health and well-being show negative effects of Long COVID for both groups but these are greatest in Group 2. Within-person estimates suggest that factors associated with earnings mediate the negative Long COVID effects on mental health in Group 1 and that Group 2 adapts to working with Long COVID. Group 1 is at risk of working zero hours (i.e. being on sick leave) but neither Group 1 nor Group 2 have a higher probability of working fewer hours compared to those with no COVID-19 symptoms. The negative impact of Long COVID on working hours stems primarily from working zero hours (sickness leave) rather than working fewer hours, suggesting a lack of accommodation by employers of Long COVID at work., Policy Implications: The extension of Statutory Sickness Pay and greater flexibility to manage partial (returns to) work would help preserve employment and mental health. Purpose The purpose of this paper is to argue that the application of social policy in the North East of England is often characterised by tension and conflict. The agencies and professionals charged with implementation of Westminster driven policies constantly seek to deploy their knowledge of local conditions in order to make them both practical and palatable.Design/methodology/approach This paper examines the region via established literature from history, geography, sociology and social policy. The paper gives illustrations via empirical work which has evaluated initiatives to improve the health of long term health-related benefit recipients and to sustain individuals in employment in the region.Findings Central to the paper’s argument is the notion of “biographies of place”. The core of this idea is that places have biographies in the same way as individuals and possess specific identities. These biographies have been shaped by the intersections between environment, history, culture and economic and social policy. The paper identifies the region’s economic development, subsequent decline and the alliance of labour politics and industrial employers around a common consensus that sought economic prosperity and social progress via a vision of “modernisation” as a key component of this biography.Originality/value The paper argues that an appreciation of these spatial biographies can result in innovative and more effective social policy interventions with the potential to address issues that affect entire localities. This paper considers social security policy and structures in relation to the labour market of the late 1980s and 1990s. The paper begins by describing the labour market of the late 1980s and summarising projective descriptions of labour demand in the 1990s. The second section of the paper reports on recent research examining the labour supply behaviour of long term unemployed people, drawing out the role of social security policy and structures therein. The third section of the paper concludes that the role of social security policy is at present essentially reactive rather than proactive; that it does little to address the likely need for labour of certain kinds in the 1990s; and that efforts to address the problem of long term unemployment through social security policy have been largely misdirected. The final section of the paper briefly considers some of the ways in which social security systems can be more proactive and suggests a number of both short term and longer term policy changes which research indicates would be of benefit in the UK. The purpose of this paper is to enrich the current conceptualization of graduate employability and employment through the lens of policy, academia and practice in UK higher education. We examine the UK policy context that is shaping graduate employability and employment debates before enriching this conceptualization through a discussion of key themes in the academic literature. We then undertake a comparative study across a sample of 35 higher education institutions in the UK to identify and discuss key employability practice areas shaping their graduate employability and employment provision. We do so by drawing on institutional employability data that is already available in the public domain. In mapping key themes in the literature against institutional employability practice, we conclude that the employer-university interaction theme in the literature is not sufficiently addressed in UK higher education practice. Drawing on the evidence from our comparative study, we provide a discussion on four directions worthy of further exploration by universities as they shape their institutional responses to the lack of employer-university interaction.

Purpose: The purpose of this paper is to evaluate career impact of entrepreneurship education (EE) considering evidence drawn from a quantitative study of alumni within two UK higher education institutions (HEIs) from a retrospective perspective. The findings inform the value of the EE experience and its impact on both self-employability and wider employability career choices. This study will be of relevance to both enterprise support agencies and government policy makers. Design/methodology/approach: This research study considers evidence drawn from an online quantitative survey of EE within two UK HEIs. The survey evaluated a range of issues including course design, programme satisfaction, impact, career outcomes and respondents demographics. Over 80 respondents completed the survey in full which was analysed using a range of bivariate techniques. Findings: The evidence suggested here indicates that EE programmes provide value both in terms of helping to enable business start-ups and also in supporting other career paths, through the enterprising knowledge and skill sets graduates acquire during their specialised studies. This study contributes to the literature by recognising and measuring these contributions. For example, this study enables discernment between different EE course components and their value for different career outcomes. Research limitations/implications The study recognises the limitations of this survey data in terms of the size of the sample, number of HEIs evaluated and its point in time design. Practical implications The HEI sector must evaluate its practices and measure the effectiveness of its graduates in terms of achieving sustainable business start-up. In course design, the evidence suggested that students value both the enterprising and entrepreneurial skills and knowledge components and discern value between them in their later careers. The findings suggest that EE graduates typically experience portfolio careers with multiple occupations in different sectors and roles within both employment and self-employment. Thus it is important that EE programme design includes both enterprising and entrepreneurial components to meet the future requirements of their graduates postgraduation. Originality/value This study contributes new evidence regarding the value of EE in UK HEIs. This evidence should inform course design and policy makers regarding the value of EE in creating self-employment and creating enterprising employees.

Background: The United Kingdom (UK) has a significant and rising population of refugees and asylum seekers, including many who have previously worked as healthcare professionals. Evidence shows they have struggled to join and successfully work in the UK National Health Service (NHS) despite initiatives designed to improve their inclusion. This paper presents a narrative review based on research surrounding this population to describe the barriers that have impeded their integration and possible ways to overcome them. Methods: We conducted a literature review to obtain peer-reviewed primary research from key databases (PubMed, Web of Science, Medline, EMBASE). The collected sources were individually reviewed against predetermined questions to construct a cohesive narrative. Results: 46 studies were retrieved, of which 13 satisfied the inclusion criteria. The vast majority of literature focussed on doctors with minimal research on other healthcare workers. Study review identified numerous barriers impeding the integration of refugee and asylum seeker healthcare professionals (RASHPs) into the workforce that are unique from other international medical graduates seeking employment in the UK. These include experiences of trauma, additional legal hurdles and restrictions on their right to work, significant gaps in work experience, and financial difficulties. Several work experience and/or training programs have been created to help RASHPs obtain substantive employment, the most successful of which have involved a multifaceted approach and an income for participants. Conclusions: Continual work towards improving the integration of RASHPs into the UK NHS is mutually beneficial. Purpose – The purpose of this paper is to bring together two separate strands of the literature (politics and industrial relations) on civil service management and reform to enable consideration of the industrial relations implications of these changes. Design/methodology/approach – This paper is conceptual and has no empirical base. The paper is a general review of existing literature on the subject. Findings – The paper identifies the importance of historical legacy in both management and union behaviour in the civil service. By revisiting earlier civil service reforms, the reader is able to gain an understanding of the rationale for much of the current restructuring of the civil service. Additionally, any discussion of trade union behaviour should be located in the context of union tradition and evolution. Research limitations/implications – In being a general review, the paper does not report empirical evidence but instead provides the background for future research into civil service industrial relations and management. Originality/value – This paper is the first to provide a systematic review of management restructuring in the civil service whilst at the same time considering union responses.
