The present research reexamines the validity of the EKC hypothesis in the top three polluted nations in Africa, Algeria, Egypt, and South Africa, over the period 1970-2020. The central idea of the research is to reexamine the EKC hypothesis by incorporating the ARMEY curve linking government spending and GDP into the Kuznets curve, as suggested by Işık et al. Environ Sci Pollut Res 29(11):16472-16483, (2022) and Ongan et al. Environ Sci Pollut Res 29(31):46587-46599, (2022). To this end, the ARDL equation with a Fourier function is implemented to estimate the long-run drivers of environmental deterioration. The Stochastic Impacts by Regression on Population, Affluence, and Technology (STIRPAT) model results revealed that the composite model is only valid in Algeria, and the optimal government spending that maximizes CO 2 emissions is 16.88% of gross domestic product. On the contrary, the results showed that the composite model is not valid for South Africa and Egypt due to the failure of the desired shapes for the three curves. This study investigates the role of informality in the relationship among renewable and nonrenewable energy consumption, economic growth, and CO 2 emissions in a panel of 19 Eastern and South African countries. The empirical strategy exploits the panel generalized method of moments, panel fixed effects models using the Driscoll-Kraay standard errors, panel method of moments quantile regressions, and the Dumitrescu-Hurlin bootstrap panel Granger causality analysis. The results are fourfold. First, nonrenewable energy consumption is positively associated with CO 2 emissions, while renewable energy consumption is not. Second, there is a nonlinear ∩ -shaped relationship between economic growth and CO 2 emissions, consistent with the environmental Kuznets curve (EKC) hypothesis. Third, the results show a nonlinear ∪ -shaped relationship between informality and CO 2 emissions, suggesting that higher informality is associated with lower CO 2 emissions up to a certain critical point beyond which further increases in informality precipitate higher CO 2 emissions. There has been a plethora of debate on the link between fiscal decentralization and a drop in carbon dioxide (CO 2 ) emissions, even though the evidence supporting this assertion is relatively sparse. Although the precise nature of this relationship is still up for discussion, economic hypothesis postulates that fiscal decentralization has an impact on environmental sustainability. Some researchers claim that fiscal decentralization could potentially result in a race to the top, while some believe it would lead to a race to the bottom. This analysis intends to shed light on the precise processes by which this connection may work in South Africa between 1960 and 2020 in light of current discussions in environmental and development economics. In contrary to previous studies, this paper employs a cutting-edge dynamic autoregressive distributed lag simulations methodology to evaluate the positive and negative variations in fiscal decentralization on CO 2 emissions. Our findings demonstrate the prevalence of the race to the top strategy by illustrating how fiscal decentralization has a bearing on CO 2 emissions reduction in the short and long terms. In accordance with the findings, greater fiscal decentralization should be implemented through the transfer of more powers to regional authorities, especially in the realm of environmental legislation considerations, in a bid to preserve South Africa's environmental integrity. The main objective of this paper is to look at how environmental degradation in the form of climate change and air pollution affect international tourism for five countries such as Brazil, Russia, India, China, and South Africa (BRICS) over the years 1990-2019. Other independent variables include information and communication technology (ICT) and democracy. We also look at the role of environmental regulation to see the validity of porter hypothesis in the tourism sector. To achieve this objective, we apply a novel method of moments quantile regression approach as well as a robust causality technique. The result shows that at lower and medium quantile, CO 2 emission has positive impact on tourism while at higher quantile, CO 2 emission has negative but insignificant effect on tourism in BRICS countries. The result for PM2.5 is uniform across all the quantiles, showing the negative effect on tourism. ICT and human capital positively affect the tourism while democracy has negative impact on the tourism sector of the BRICS nations. The result also validated the Porter hypothesis for tourism sector. We conclude that tourism industry stakeholders and the environmental policymakers must work together to integrate tourism policies with BRICS countries' environmental conservation policies as part of the transition to sustainable tourism industry., (© 2022. There are many studies on the relationship between energy consumption and various environmental indicators in Africa, and SANE countries in particular. However, there is a dearth of studies that relate external debt to CO 2 emissions, and even the ecological footprint, which is a more comprehensive environmental indicator. As such, this paper applies advanced estimation techniques to explore the role of external debt in the famous energy-growth-environmental nexus in SANE countries from 1970 to 2018. The findings from the Augmented Mean Group estimator indicate that economic growth and energy consumption increase environmental pressure in the SANE countries. On country-level results, the environmental Kuznets curve (EKC) hypothesis, monotonic increase, and monotonic decrease for ecological footprint holds in South Africa, Algeria, and Nigeria, respectively. Also, the results reveal that external debt increases the ecological footprint in South Africa and Algeria. Furthermore, the Kónya (2006) bootstrap country-level Granger causality test shows that ecological footprint is sensitive to economic growth and energy consumption in South Africa and Nigeria, while economic growth is sensitive to the ecological footprint in both Algeria and Nigeria. Environmental sustainability concerns are growing worldwide. Many recent studies have focused on key indicators of CO2 emissions, but less consideration has been given to human capital. This study examines the impact of human capital on CO2 emissions in Brazil, Russia, India, China, and South Africa (BRICS) economies from 1991 to 2019 using a nonlinear panel autoregressive distributed lag approach. Findings show that positive change in education has reduced CO2 emissions, while a negative change in education has increased CO2 emissions in the long run in a group of BRICS. Regarding economy-wise analysis, a positive change in education reduces CO2 emissions in Russia, China, and South Africa in the long run, but a negative change in education has an increasing impact on CO2 emissions in Brazil and China. The results of robustness are also maintained in group and economy-wise empirical analysis. The debate over the role international trade plays in determining environmental outcomes has considerably generated more heat than light. Theoretical work has been successful in identifying a series of hypotheses linking openness to trade and environmental quality, but the empirical verification of these hypotheses has seriously lagged. This study revisits the dynamic relationship between trade openness and environmental quality in South Africa using time series data over the period 1960-2020. The recently developed novel dynamic autoregressive distributed lag (ARDL) simulation framework has been used. The outcomes of the analysis indicate that (i) trade openness deteriorates environmental quality in the long run, although it is environmentally friendly in the short run; (ii) the scale effect increases CO 2 emissions, whereas the technique effect contributes to lower it, thus validating the presence of an environmental Kuznets curve (EKC) hypothesis; (iii) energy consumption, foreign direct investment, and industrial value-added contribute to environmental deterioration; (iv) technological innovation improves environmental quality; (v) the pollution haven hypothesis (PHH) exists; and (vi) InSE, InTE, InOPEN, InEC, InFDI, InTECH, and InIGDP Granger-cause InCO 2 in the medium, long, and short run suggesting that these variables are important to influence CO 2 emissions. With rapid economic growth, BRICS is facing enormous burdens of carbon emission and severe issues of income inequality. However, behind this economic success, the BRICS economies also face few thoughtful challenges to improve environmental quality by catching up the sustainable development goals. Consequently, the existing empirical research is concerned with the dynamic links between income inequality and CO 2 emissions by using the novel nonlinear ARDL approach, but small attention has been paid to the BRICS in literature. Therefore, we observed that a negative and positive change in income inequality has positive effect on CO 2 emissions in Russia and South Africa in the long run, although a positive change in income inequality has positive effects on CO 2 emissions in Brazil, Russia, and China, while a negative change in income inequality has negative effect on CO 2 emissions in India, Brazil, and Russia in the short run. Inward Foreign Direct Investment (FDI) plays an important role on the overall economic conditions of host countries, particularly the ones that are still in low developmental stages. South Africa (SA) as an example of this group of countries has also experienced intermittent electricity supply and increasing electricity tariffs since 2008. As the literature suggests that attracting FDI depends on the conditions of the host country, the main purpose of this study is to examine the impact that electricity prices and supply, as representatives of the energy conditions of SA as a host country, had to the attractiveness of FDI to SA. To do so, this study uses the Autoregressive Distributed Lag (ARDL) cointegration approach for the period 1985 to 2018. The findings of the study indicated that indeed the initial hypotheses have been confirmed: (1) electricity supply is a positive contributor to inward FDI, ceteris paribus, and (2) electricity prices are a negative contributor to inward FDI, ceteris paribus.

Since developing countries experience economic and environmental sustainability challenges, it is desirable digging into the linkages between economic and environmental parameters. The purpose of this work is to evaluate the existence of the environmental Kuznets curve (EKC) theory (i.e., the inverse U-shape connection between real GDP per capita and per capita carbon dioxide emissions) in the sample of 11 developing countries. By using balanced annual panel data in the period between 1992 and 2014 and two alternative estimation techniques, we explored the potential inverted U-shaped linkage between carbon dioxide emissions and real GDP per capita in the sample of interest. For analysis purposes, Pedroni and Westerlund co-integration techniques are employed. Then, fully modified ordinary least squares, pooled mean group methods are applied for long-run parameter estimations. And, the Dumitrescu-Hurlin causality approach is employed for causal directions. Firstly, this work's findings provide the supportive evidence to the inverse U-shaped linkage in the long-run, indicating that an increase in real GDP per capita and electricity consumption tends to mitigate long-run carbon dioxide emissions in the developing countries, for the whole sample. Secondly, the country-specific findings suggested the presence of EKC theory for Brazil, China, India, Malaysia, the Russian Federation, Thailand, and Turkey. It implicated that these countries are on the path of attaining environmental sustainability in the long-run. However, Mexico, Philippines, Indonesia, and South Africa failed to lend credence to the EKC theory. It manifested that these countries need to design strategies directed to reduce carbon dioxide emissions from economic activity and electricity generation through efficiency improvement or promotion of renewables. Finally, bidirectional causal links are observed among all the variables of interest. The findings suggest that country-specific targeted action plans should be implemented to ensure the environmental sustainability in the developing world.

Among the environmental economics research issues, the issue of convergence has received quite a lot of attention, which is also known as stationary analysis. In this research strand, whether shocks to the time series variable are permanent or temporary is tested via the unit root tests. In this study, based on the theory and empirical works of stochastic convergence, we evaluate the convergence for the BASIC member countries, including Brazil, South Africa, India, and China. We use a variety of methodologies to see whether the convergence of ecological footprint holds for these countries or not. We first use the wavelet decomposition technique to decompose the series into the short run, middle run, and long run, and then we run several unit root tests to confirm the stationarity property of the series. The methodologies implemented in this study allow us to apply econometric tests to the original series as well as to the decomposed series. The results of panel CIPS test demonstrate that the null hypothesis of unit root could be rejected for the short run but not for the middle and long run, implying that long-lasting impact might prevail due to any shocks to the ecological footprint in the middle and long run. This study draws ardent attention to the Sustainable Development Goal 13 (climate change mitigation) of the United Nations by investigating the CO 2 emissions-energy consumption-militarisation-economic growth nexus for South Africa (SA) from 1960 to 2019. The researcher applied frequency domain causality and the novel dynamic autoregressive distributed lag (ARDL) simulation approaches to achieve the research objective. The main findings reflected that (i) there is a long-run equilibrium relationship between the variables; (ii) there is no causality between militarisation and energy consumption; (iii) unidirectional causality runs from militarisation to economic growth; (iv) there is no causality between militarisation and CO 2 emissions; and (v) unidirectional causality runs from energy consumption to economic growth. The dynamic ARDL simulations' main results suggest that (i) in the short-run, a positive and insignificant relationship exist between militarisation and CO 2 emissions. Conversely, a negative and significant relationship was recorded in the long-run. Thus, the treadmill theory of destruction is not valid for SA. (ii) In the short-run, economic growth has a positive and significant impact on CO 2 emissions, while in the long-run, economic growth has a negative and significant impact on CO 2 emissions. Agricultural farms play a crucial role in providing food security in South Africa and other parts of the world. These agricultural farms are faced with challenges such as stock theft, equipment theft and armed robberies. This paper aimed to explore the use of technological innovations on agricultural farms to detect and prevent crime. Complexity theory was adopted to achieve the aim of the paper. Qualitative research was adopted to achieve the research objective and in-depth interviews were conducted with farm managers in South Africa. Content analysis was used with the aid of Atlas.ti version 8 to analyse the primary data. The findings uncovered that technological innovation devices such as motion sensors, monitoring surveillance camera devices and drones are used on agricultural farms. Despite these devices' use, agricultural farms face security budget constraints. Context: This paper reports on a study of the progress of vocational education and training (VET) and the need for further profession-oriented training of lecturers in public, technical vocational colleges in South Africa, under the consideration of societal and political conditions. Approach: The study is based on a mixed methods approach in which an analysis of educational policy documents and a qualitative and a quantitative study with VET teachers and representatives of education authorities in South Africa are conducted. Findings: The classification of the results is conducted in line with the conditions defined by Phillips and Ochs regarding policy transfers. The following can thus be observed through the bilateral relationship between Germany and South Africa: (1) The Guiding Philosophy of the educational system is characterised by societal and political power structures. This is evident in an analysis of approved reforms within the last two decades. (2) The desired effects of "Ambitions Goals" have thus far not taken hold. Nonetheless, there is a willingness to enact reforms to continue developing vocational education, including the training and further education of lecturers that must be noted. Minimum requirements regarding lecturers' basic qualifications have been formulated, which one in five vocational lecturers in South Africa currently cannot fulfil. (3) The Strategies formulated to implement training methods face the main problem of difficulty in implementation in colleges. (4) The Enabling Structures, i.e. the education-management-system as well as the financial and personnel support of the educational system, are widely perceived by lecturers as unsupportive, ineffective and discriminatory. This is observed, for example, when looking at the equipment used, teachers' salaries, classroom sizes as well as the mentorship programme and further training opportunities. (5) Processes: a discrepancy exists on the level of the lecturers and the central need for further training regarding modern technologies, especially those used by foreign firms in their production in South Africa. (6) The results of the conducted study document a high variation of qualifications among TVET lecturers when it examines their teaching Techniques. Conclusions: Overall, the empirical results of the study reveal a complex structure with respect to the requirements for further training of TVET lecturers, describe central needs for further training of lecturers and deliver connectable knowledge for both the practical educational advancement of lecturer training and further education training, as well as for research in the context of the internationalisation of vocational training in South Africa.

This study examines links between Morgan and Stanley capital Investment (MSCI), foreign direct investment (FDI), renewable energy, urbanization, and trade openness on environmental degradation in (Brazil, Russia, India, China, South Africa) BRICS countries. In this study, generalized method of moment (GMM) estimation is applied on a data set ranging from 1993 to 2018. Results illustrate that stock market index price (MSCI) has negative relationship on CO 2 emissions in India, China, Russia, and South Africa and has positive relationship in Brazil. One possible reason for this is strong environmental regulations and their enforcement by Brazilian government. The study also finds that trade openness, FDI, and urbanization have a significant positive relationship on environmental degradation. The impact of stock market development on environmental degradation varies among BRICS countries. Our outcomes have significant policy implications. For example, the policy makers have to initiate effective strategies to promote the renewable energy sources to meet the increasing demand for energy by replacing the use of conventional energy such as coal, gas, and oil. This will help to reduce the CO 2 emissions from fossil fuel and ensure sustainable stock market development in the BRICS nations. BRICS countries who have taken the initiative and formulated policies for businesses to conserve the environment play a positive role compared to those who do not.

This study uncovers the role of regulatory quality, energy use, and globalization in the conventional environmental Kuznets curve (EKC) for South Africa by incorporating structural breaks in the series based on quarterly frequency data between 1996:Q1 and 2016:Q4. Applying the autoregressive distributed lag (ARDL) model, we confirm a cointegration between the variables. The empirical results suggest the validity of the EKC hypothesis in South Africa. In addition, while energy use exerts positive pressure on ecological footprint, globalization and regulatory quality exert negative pressure on ecological footprint. However, the effect of globalization is weak in the long run while the effect of regulatory quality is weak in short run. The results further reveal that the structural break years are statistically insignificant. The causality result establishes a causal link flowing from all the variables to ecological footprint in the long run. In the short run, economic growth and energy use Granger-cause regulatory quality. Also, while energy use causes ecological footprint, globalization is a predictor of energy use. The policy implication of this study is that increasing the pace of globalization and strengthening regulatory quality are efficient strategies to improve environmental quality and sustain a stable EKC in South Africa.

Simultaneous achievement of sustainable development goals (SDGs), especially energy efficiency (SDG 7), economic growth (SDG 8), and pollution reduction (SDG 13), has been a major challenge among the developing countries. Besides, there is absence of a study which quantifies clean production (net growth-emission effects) and energy import efficiency (net growth-energy import effects) as indicators of sustainable growth. Thus, this current study examines this issue for South Africa and Nigeria at aggregate and sectoral levels between 1981 and 2015 using simultaneous equation models and threshold regression analysis. Evidence of the sustainable growth cannot be established for South Africa and Nigeria with and without structural break. Further, the analysis shows that, with respect to Nigeria, keeping petroleum import per capita above the respective threshold enhances the environmental quality as aggregate and sectoral outputs increase. However, the CO2 emission can only induce increased GDP per capita when the petroleum import is below the threshold level. In South Africa's case, although maintaining petroleum import beyond the threshold may increase CO2 emission per capita associated with high aggregate output per capita, such emission exhibits a negligible reverse impact on output per capita. Results are found to vary across both lower and upper threshold regimes for sectors. Policy recommendations are discussed in the conclusion.

Purpose: The study aims to explore the extent to which human resources development quantifies the economic growth of BRICS countries under the globalization era by controlling country differences. Design/methodology/approach: The study used the Generalized Method of Moments (GMM) and Scheffe pairwise comparison tests to quantify the impact of the variables and the level of difference among the BRICS countries onto human Resources development. Findings: The study observes that the impact of human resources development on economic growth of BRICS counties is significant but limited to few countries. The study reveals that countries such as India and South Africa are unable to utilize their human resources efficiently to promote economic growth, as compared with Russia, China and Brazil. The study further argues that there is urgent need of amalgam of various economic development theories keeping in mind the regional needs to extract the positive impact from human resource on economic development. Research limitations/implications: The single limitation of this research is that it was not possible to compare the results with other developing countries to unleash the capabilities of human resources development with regard to economic growth at the universal level. Originality/value: To the best of the authors' knowledge, this paper is the first of its kind to analyze human resources development at a much deeper level. The paper has chosen variables which are important from the policy perspective of government rather than the working perspective, which is a great contribution. Further, for human index the variables chose covering major aspects of human development from spending perspective.

This scientific enquiry examines the role of capital investment in the energy-pollution model in SANEM countries. The methodology is based on the Pooled Mean Group (PMG), which is appropriate for a heterogeneous panel. Findings reveal that energy use negatively impacts CO 2 emissions in Algeria, South Africa, Morocco, and the panel, in the short-run; however, it positively impacts CO 2 pollution in Nigeria, Egypt, and the panel, in the long-run. Again, investment exerts a positive effect on CO 2 in South Africa and Algeria, whereas it is negative in Nigeria, Egypt, and Morocco. Capital investment also expands short-run pollution in the panel, but it reduces long-run pollution. Lastly, the energy-investment interaction reduces the panel's CO 2 pollution in the short-run and long-run, as well as, in Morocco, Egypt, Nigeria, and South Africa, except in Algeria. Thus, we conclude that capital investment is crucial in the energy-pollution nexus and suggest cooperation in attracting low-carbon emitting investments to the region.

This paper examines three interrelated factors outside of formal provision of technical and vocational education and training (TVET) in sub-Saharan Africa that have undermined TVET systems. The first is the process, pace, and levels of industrialisation, which has had a direct effect on TVET provision: low numbers of well-paying jobs requiring technical expertise. This has an indirect effect, which is the second crucial factor: lack of economic development and change in labour markets. There are very few jobs that would be considered 'middle class' or 'mid-level' in wealthy countries. Most people are in survivalist work. An international consensus since the 2000s on palliative approaches to development which address the effects but not the causes of the lack of economic development in Africa has resulted in mass poor quality provision of education--the third factor. Education systems are rapidly expanding and achievement levels rising, in the context of very little possibility of labour market rewards for most people, and substantial labour market rewards confined mainly to graduates. This reinforces deeply embedded cultural preferences for general education, which originate in the type of education systems established by colonial powers, as well as the relationships between educational credentials and elite jobs.

The paper examines the value of traditional leaders in the advancement and execution of Municipal Integrated Plan (IDP) in South Africa. According to literature search institution of traditional leadership have been in place for a very a long time. To examines the value of traditional leaders in the advancement and execution of Municipal Integrated Plan (IDP) in South Africa, the paper employed the Behavioural theory of leadership. This paper used secondary data (through a literature review) to collect relevant information. It was revealed that differences between the local governance, and traditional leaders are depriving community members of the services that they should be getting from their respective municipalities. Despite the enactment of numerous constitutional laws to strengthen ties between traditional leaders and the local government, it is evident in existing literature that the lack in understanding of roles between traditional leaders and municipal councils remains a challenge. Traditional leaders are not able to participate fully in the IDP policy execution. The paper concluded by arguing that overcoming the undermining and including traditional leaders in all stages of development programs by municipalities is desirable to win the fight against poverty, unemployment, and income inequality through quality service delivery. Education is at the core of South Africa's national development. The National Development Plan recognizes the potential of education to transform individuals and drive attainment of other development goals. The country's higher education system is characterized by low participation and high attrition. This presents challenges for the attainment of targets set by the NDP. A number of Open Education Resources initiatives implemented around the world have shown that, when combined with Open Educational Practices, such approaches have potential to address some of the challenges facing the South African higher education sector. This paper explores these initiatives and elements that would need to be considered to ensure an environment that is conducive to their sustainable adoption.

The purpose of this paper is to examine and analyze how the Fourth Industrial Revolution (4IR) contributes to economic growth and development in South Africa. It argues that the 4IR is a pathway to achieve economic growth and development. Although much emphasis from the literature indicates the negative impact of the 4IR on human development, this paper brings to light that the 4IR is an engine to the headway of economic development. To get the expected results, desktop research is used, covering South Africa as an area of focus. Hence, it adopted a literature-based methodology that relies on the use of existing literature to critique the role of the 4IR in enhancing economic development. It reveals that the 4IR is detrimental to human development, however, it can be used as a catalyst for economic growth and development. Not only is lack of education generally recognised as a cause of poverty, it has come to be recognised as one of three core "dimensions of poverty", alongside living standard and health (World Bank 2016). Despite strong economic growth throughout most of the so-called "developing world", poverty persists, and at levels which are causing many observers to doubt the meaning of "development". It thus becomes ever more important to understand the relationship between equity and development. Here, Stephen Roche introduces in this first general issue of International Review of Education, brief descriptions of some of the original papers contained in the Apr 2016 issue. The authors of the first paper--Chavanne Peercy and Nanette Svenson--examine "The Role of Higher Education in Equitable Human Development". The next article "Sustainable Development of Phillipine Coastal Resources: Subsidary in Ethnoecology through Inclusive Participatory Education" Focuses on adult education in the Phillipines. The paper applies the principles of ethnoecology (the study of the relationship between society and natural resources) to adult education for sustainable development. Specifically, the authors--Joey Ayala, Pauline Bautista, Marivic Pajaro, Mark Raquino and Paul Watts--describe and evaluate a pilot adult education initiative undertaken to help fisherfolk better manage marine resources. There are both moral and practical cases for making poverty eradication a central pillar of sustainable development. Sudhir Anand and Amartya Sen expressed the moral argument succinctly: "Sustaining deprivation cannot be our goal" (Anand and Sen 2000, p. 2030). In a companion study to their paper in this journal last year (Mayombe and Lombard 2015), Celestin Mayombe and Antoinette Lombard examine the efficacy of material and human resources in non-formal education and training centres in "The Importance of Material Resources and Qualified Trainers in Adult Non-Formal Education and Training Centres in South Africa". The issue also provides a short research note which takes a critical look at "The New Language of Instruction Policy in Malawi: A House Standing on a Shaky Foundation." This paper by Gregory Hankoni Kamwendo examines a new policy that positions English as the medium of instruction from the start of primary education in a country where English is not the main language of household communication and many teachers struggle to use English as a medium of instruction.

The smooth transition of students into higher education is crucial for laying a strong foundation for success at the university level. This paper investigated students' perceptions and responses to enrolling in an Extended Curriculum Programme (ECP) and lecturers' efforts to motivate students and understand the factors that may hinder student success. To achieve this, the research utilised a mixed methods approach, incorporating both qualitative and quantitative dimensions. The researchers purposefully selected 150 ECP students enrolled in the 2024 academic year. Data collection involved the use of free listing techniques and semi-structured interviews, which allowed for a comprehensive understanding of the students' experiences. The collected research data was organised, transcribed, and analysed using thematic analysis, ensuring a systematic and in-depth exploration of the data. Additionally, the findings were statistically analysed using Microsoft Excel to compare the challenges faced based on gender and age, providing a nuanced understanding of the factors influencing student transition. The students, while enthusiastic about their university experience, also expressed feelings of being lost and overwhelmed during their transition. Many students, particularly those who linked their early academic performance to future opportunities, felt unprepared for independent study at the university, which was distressing. Ignoring such experiences and the lack of a sense of belonging can hinder students' academic success. Therefore, it is crucial for lecturers to identify students' emotions early and implement supportive strategies, such as a well-planned orientation program, recognition, and rewards for high-achieving students. The work reviews the ongoing controversy over work and play within the framework of a constructivist early childhood curriculum. Educators and parents with narrow perception of play view it as mere physical actions of walking, clapping and singing outside class work. However, educators who hold a constructivist epistemological view of child play see play as educative, and possessing ingredients for stimulation that foster an all-round development of children. The paper examines various dimensions of play and work within a constructivist early childhood education paradigm, with special reference to playful learning. The authors argue that teachers of young children need to conceptualize play with a supportive policy and procedural environment that meet the criteria for evaluational, relational and instrumental relevance. Some challenges associated with the use of playful learning in early childhood education centres in Nigeria and South Africa are highlighted.

This paper discusses the pedagogical responses of the Wits University Cultural Policy and Management Department to the needs of our students in the postcolonial context of South Africa. It reviews the challenges experienced by our postgraduate students and the resultant innovations in both curriculum design and learning and teaching practice. While in many respects the drivers for this programme are similar to those in the Global North, the key challenges posed by our location on the African continent and indeed made prominent more recently in the #FeesMustFall movement are that the concepts, theories and case studies we draw from are specific to and rooted in the African context and reality. Preparing students for work as managers in cultural organisations has increasingly given way to engaging as activists and strategists with the policy environment for the cultural economy and to thinking strategically about the intersection between culture, creativity and the economy.

Implementing policy combinations that neither negatively impact economic performance nor create the least amount of harm is the most crucial factor to consider in policy practices that promote environmental quality. In this regard, green growth, which harmonises both environmental and economic performance, gains importance. Based on this, this study analyses the effects of foreign direct investments, financial development, and financial globalisation on green growth for BRICS countries for the period 1990-2021. For this purpose, the effects of these factors on green growth are investigated using novel wavelet quantile regression and wavelet quantile correlation techniques. The findings show that while foreign direct investment inflow harms green growth in countries other than South Africa, there is a positive effect for South Africa. This paper discusses the relationship between international agendas for lifelong learning and financial aid for low income countries, especially those on the African continent. It argues that there are subtle differences in terminology written by policymakers respectively in Europe and South Africa for lifelong learning but that international development agendas reinscribe lifelong learning for countries in receipt of development aid. Taking a postcolonial perspective the paper provides a textual analysis of case examples from policy documents in two African countries to demonstrate how international aid priorities negatively affect government choices and policies for lifelong learning, in spite of more regional analyses of the role of education and lifelong learning for the continent's development needs. It argues that the inclusion of indigenous worldviews from the south have potential to enhance a global agenda for the social purpose element of lifelong learning.

This paper applies the capabilities approach to the broader debate of the role of vocational education and training (VET) in poverty alleviation. The capabilities approach provides an approach for conceptualising and evaluating VET which differs in orientation from dominant productivist conceptions. It does so by shifting the focus from economic development to human development. By placing the well-being of VET students at the centre of our concern it shifts the lens from income generation and with it employability to a lens on capability expansion which includes but is not limited to the capability to work. The paper is based on interviews with 20 South African Further Education and Training (FET) college students. The central argument is that VET has an important role to play in poverty alleviation, but only if located in a multi-dimensional view of poverty which understands poverty as capability deprivation across multiple human functionings. In this broader notion of poverty, the role that VET plays includes training for employability, but also includes the expansion of other important capabilities such as, and in the voice of a FET student interviewed in this study, "the ability to dream", or in the language of the capabilities approach, the capability to aspire.

Purpose: The purpose of this paper is to systematically examine and draw attention to the potential benefits of solar power generation for access to and use of information and communication technologies (ICT) aimed at sustainable development in emerging economies. Design/methodology/approach: Electricity plays a crucial role in the development and use of ICT and in the process of striving to achieve sustainable development in emerging economies. It has been shown that electrical energy is intrinsically linked to economic, environmental and social dimensions of sustainable development. An extensive analysis of the major contribution of solar electricity in various sectors such as economic, social and environmental benefits is provided. The paper concludes with a discussion on current status of solar electricity in major emerging economies, their planning policies and strategies for promoting solar power generation for increased access to ICT by people and sustainable development of society. Findings: The demand for electricity in residential, commercial and industrial sectors in developing countries (emerging economies) is likely to increase, both as a result of increase in population and expanding industrialization. It remains amongst others, a growing challenge for these nations to obtain and put in place reliable and secured electricity supplies, for accessing ICT and to work towards achieving sustainability. The important issues that must be considered and addressed for the successful implementation of solar electricity programs for sustainability and wellbeing in developing nations are pointed out. Practical implications: The paper shows that the problems of lack of qualified solar technicians and established Photovoltaic (PV) markets and business modes, renewable (solar) energy education have to be addressed. Other issues include appreciation of solar electricity as one of the major energy component, lowering initial cost of the PV technology, availability of finance mechanisms for customers, import tax exemption and regarding electricity as one of the basic needs like food, shelter and clothing. Overhaul of existing systems needs to take place in order to provide the means to deal with some of these issues. Originality/value: Availability of power remains crucial for development in emerging markets. Solar electricity is of major interest for the energy sector in developing or emerging economies because it offers the possibility of generating renewable electricity using sunlight: a resource that is widely and freely available in most, if not all, developing countries. This paper raises awareness about this in a unique way and identifies problems faced by the sectors. To address some of these challenges without compromising the goal of sustainability and development, it is important that low carbon emitting electrical energy sources such as solar electricity are given high priorities by policy makers, industries and research and development institutions in emerging countries. Some innovative suggestions are provided for achieving this. (Contains 1 figure and 1 table.)

The purpose of this paper is to discuss both the status of the PhD in South Africa and the feasibility of the country's aspiration to increase by fivefold the production of PhDs by 2025. Based on the first empirical studies on doctoral education in South Africa, it argues that in order to move towards this target, an expanded and coordinated effort is necessary. This includes the removal of barriers that hinder the expansion of the South African higher education system. In particular the paper highlights insufficient funding, policy that stands in the way of expansion, scarcity of students, limited supervisory capacity and lack of recognition of the value of the doctorate and higher learning, as well as limited and inadequate partnerships. The main question is whether South Africa can achieve the desired outcome by following international trends or whether the expansion target is merely a pipedream. (Contains 2 tables.)

This paper applies ideas that emanate from the Global North, concerning neoliberalism and neoliberal governmentality, to the case of marketisation in South Africa. It also attends to the limits of Northern ideas that are both intellectual undertakings and policy manifestations. In the first part of the paper, we identify how rationales for school choice, many of which have been introduced in countries like England, the USA, and Australia, have also been introduced in post-apartheid South Africa. Despite the introduction of markets to address apartheid era racial segregation, we suggest that in South Africa marketisation operates as part of racial neoliberalism. In the second part of the paper we explore in more detail how neoliberal governmentality operates in relation to education policy more generally, and specifically in South Africa.

This paper investigates the relationship between Grade 12 learner preferences for study in higher education, student enrolment in higher education programmes, and student graduations in different programme areas, considering the match between these supply-side indicators and a forecast of skills demand in South Africa as a first step towards ascertaining the extent to which the higher education system is meeting the demand for skills in the labour market. While learner preferences are predominantly for study in the field of Science, Engineering and Technology (SET), student graduations are predominantly in the Humanities. And since a large proportion of scarce-skills areas are SET-related, this creates a mismatch that has implications for the economic development of the country. Simultaneously, however, the demand for educators (school teachers and academics) is even greater: the strongest discrete demand is for educators, followed by that for managers. The paper concludes by urging more concerted development of teachers and managers.

This paper explores the making of the National Qualifications Framework (NQF) in South Africa, and asks how a policy that was intended to unite education and training, and build new forms of equality, failed to become hegemonic as the new state established itself. In so doing, it engages, and argues for, theoretical tools that help keep "the state" at the centre of policy analysis. The paper explores a rupture within the NQF between the fields of education and training by examining practices through which the policy developed between 1985 and 2007. Informed by involvement in these events, the author draws on data gathered from documents and interviews with over 70 participants engaged in making the NQF. Using a conceptual vocabulary derived from Laclau and Mouffe's discourse theory the paper analyses the way social antagonisms were constructed and political frontiers drawn in changing political conditions [Laclau, E., Mouffe, C., 1985. Hegemony and Socialist Strategy. Towards a Radical Democratic Politics. Verso, London]. The paper argues that the emergence, development and rupture in the NQF can be explained in relation to shifting hegemonic practices that sought to organise social relations throughout the transition and within the post-apartheid era. The policy is portrayed as a feature of the political transition, marking the articulation of elements within the fields of education and training by hegemonic formations concerned with securing a democratic economy within a global market. The analysis runs that there has been a failure to maintain hegemony and that a rupture has occurred along a fault line within the South African state between practices building a corporatist state and those constructing a developmental state. The paper argues that the fractures built into the South African NQF point to complex challenges that states "at the margins" face when simultaneously articulating with differing, contradictory globalised practices, whilst also seeking to build equitable national education systems. Local concerns remain significant in struggles to re-make the state, and education and training policy.

Recent cross-country growth studies have found that ethnolinguistic fractionalization is an important explanatory variable of long-run growth performance. This paper highlights some limitations of cross-country studies by focusing on the time series evidence for South Africa. In presenting variation over time in a number of social dimensions, this paper adds longitudinal evidence on a range of dimensions that have been linked to long run economic development. Given South Africa's history of ethnic and racial politics, it constitutes a useful case study to explore the dynamics of the possible effects of ethnolinguistic fractionalization on growth. We introduce several new sets of fractionalization indicators for South Africa: ethnolinguistic, religious and cultural fractionalization, and a polarization measure. The results of this study provide important nuance to the existing body of evidence, for the use of fractionalization indices in growth studies.

Purpose: The paper aims to put into context globalization as educational, economic, and technological relations, with attention to dimensions of variability and other problems associated with domination of western and northern post-industrial developed nations on the developing world. Design/methodology/approach: The approach taken in this paper is that of a discussion of the issues. Findings: Education in its broadest functional terms prepares populaces for interaction within the social, economical, political, and cultural domains of daily life. Global education in its encompassing reach toward the macrocosm prepares populations in many countries to co-exist, particularly with information age technological innovations. Such an overstatement or broad sweep of the maximum view of international education overlooks in-depth understanding of the exercise of power in the international realm. Originality/value: The paper discusses the issues surrounding globalization, the economic gap between technologically trained workers and agrarian economies and the cultural divide caused by policies and assumptions.

This paper examines the extent to which apartheid has and continues to shape the agricultural sector in South Africa. The paper employed the Sustainable Livelihood Approach (SLA) as a theoretical lens. This approach helped to understand the long-lasting legacies (and their subsequent effects) of apartheid in the agricultural sector and how the government has, since post-1994, approached the process and need for land redistribution in South Africa. This paper relied on secondary data to gather the relevant literature that speaks to what the paper aims to achieve. Findings revealed that apartheid introduced systemic policies to segregate and deprive black South Africans of owning land and restricted their participation in the agricultural sector. While the South African government post-1994 has undertaken an array of steps to address the need for land reform, these approaches have yet to achieve their desired results, albeit never-ending challenges have characterized them. Moreover, there needs to be a consensus from a political perspective to reflect how land reform should be undertaken while at the same time protecting proprietary rights and the economic development of the country. In July 2005, President Mbeki announced the launch of the Accelerated and Shared Growth Initiative for South Africa (AsgiSA), a new development strategy designed to help the South African state meet the ANC's 2004 election pledges, namely: (1) halve unemployment; (2) halve poverty; (3) accelerate employment equity; and (4) improve broad-based black economic empowerment. AsgiSA outlines a very different development path from the current orthodoxy of the Millennium Development Goals and Poverty Reduction Strategy Papers in spite of the common commitment to halving poverty. This difference in approach encompasses the education and skills sector, where post-basic provision is given considerable attention. This paper seeks to explore why South Africa has taken this different approach, especially in education and skills development. It examines what the current evidence tells us about the strategy's likely success. Finally, it briefly considers the implications this case might have for the dominant model of African education and development.

Based on a study of research partnerships with industry across the higher education sector in three high technology fields in South Africa, the paper identifies five key tensions, the resolution of which shapes the way partnerships are facilitated and constrained in distinct institutional contexts. The paper highlights the significance of policy coherence between organizational levels within an institution, the importance of seeking a balance between financial and intellectual research imperatives, the necessity of promoting a strategic balance between the forms of partnership that are allowed and encouraged to develop, and the need for flexible regulation within institutions to provide levers and incentives without being heavy-handed or constricting. This paper argues the case for re-visiting the concepts of high and low skills as used in academic and political debates in the older industrial countries. There the concept of low skills has, for a number of reasons, acquired negative connotations in that low skilled jobs are seen to "drag down" the economy and therefore something which policy should avoid creating. However, by examining the experience of some of the newly industrialised societies, we witness a situation in which policy makers have deliberately used the creation of low skilled jobs for the purposes of taking people out of poverty and triggering the move into higher skilled, higher value-added jobs. In the light of this experience it is argued that there is a role for the South African government to take a more pro-active stance in developing low skilled employment as a prelude to moving the economy up the value-chain. During the last thirty years, National Qualification Frameworks have emerged as an attempt by the state to "manage" the relations between education, training and work. Drawing on South African experiences of ten years of development of a competency and outcomes based National Qualifications Framework (NQF), this paper highlights the areas of greatest contestation and achievement. We argue for a view of NQFs as a work-in-progress and as contestable artefacts of modern society, which can provide an opportunity to address, in a modest manner, aspects of lifelong learning that contribute to economic development, social justice and personal empowerment.

An address is structured information allowing one to locate a building or other feature in the physical world; yet, in large parts of the world, including South Africa, many people must get by without such a utility. Although addresses are being rolled out, there is still no clarity concerning stakeholder responsibilities in the governance of addresses and address data in South Africa. In this paper, we present a categorisation of address purposes based on a holistic analysis of the many purposes of an address found in literature. Supported by this categorisation, stakeholders who could or should be involved in addressing governance in South Africa are identified. This first hierarchical categorisation of address purposes can be extended with additional levels of categorisation of new and diverse uses and purposes of addresses as they emerge. The categorisation confirms the significant value of addresses to society, governance, and the economy, sanctioning the need for investments for implementing an effective addressing infrastructure. financial grant creates an avenue to reduce poverty, inequality and to improve equitable economic development. The objective of this paper is to examine the effect of social financial grant increases on poverty alleviation in South Africa. The paper inclines on prior poverty theories of economic growth, which highlights the use of social financial grants to achieve poverty reduction and equitable economic growth. The paper applies a quantitative approach; data on social grants were from the publications of the South African department of statistics and the South African Social Security Agency. The ensuing cross-sectional data were analysed using the structural equation modelling approach. Findings from the analysis indicate that, amongst the seven types, only three namely, the grants for old age, grants for disability and grants for supporting a child enhances reduction in inequality. On the contrary, four of the seven social grant types enhance reduction in poverty level; these are the grants for war veterans, aid grants, grants for dependency, and grants for fostering a child. The paper highlights policy implications of the findings, which includes inter alia, that policy makers may target poverty reduction or inequality reduction using specific social grant types. Findings from this paper provide an avenue for further research to assess poverty and inequality reduction through these social grant types in other developing economies. Such research should check if this current research result is replicable using social grant data from other developing countries. Concerted efforts have been geared towards development in the South African Post-apartheid era at local level. Studies have shown that local governments have recognized local economic development as a crucial tool for addressing development-related challenges. The extent to which the municipalities have ingrained the local economic development goal, however, has received little to no attention. Hence, this paper intends to fill the missing gap and answers the following questions: what are the key components of economic development at the local level in the post-apartheid era? To what extent has the local economic development stimulated growth and development with particular reference to small and medium scale enterprise? What are the donors’ approaches to local development and their critical challenges? Using the secondary sources of data collection, this paper reviews current level of economic development at local municipalities in South Africa. Thereafter, it examines the impact of the municipal government strategies designed to stimulate political and socio-economic development agenda at the local level in South Africa. The land question is an emotive issue across the world. At independence, erstwhile colonies adopted land reforms to address colonial imbalances in landholding. South Africa is one such country that has embarked on land reforms with the view to correcting economic imbalances created by the apartheid past. However, land reform in South Africa has not only been slow but has failed to deal with the twin challenges of poverty and inequality. Using qualitative research design and neoclassical theory, this paper investigates South Africa's land reforms under the auspices of radical economic transformation. The paper argues that the wholesale expropriation of land without compensation does not fit into the obtaining (neoliberal) economic blueprint that has dominated the country over the years. The call for a radical transformation of landholding rights in the country without structural changes in macroeconomic management remains political rhetoric. [ABSTRACT FROM AUTHOR]

This paper explores how South Africa despite having one of the most lauded constitutions and legal frameworks in the world has been unable to advance as a developmental state in economic development and institutional building endeavours. The contention of this paper is that the South African government, prioritising law and development, did so at the expense of institutional building for economic development purposes. Law and development is conceptualised in this paper as States prioritising liberal actions such as separation of powers (judiciary, executive and legislature) and human rights. Consequently, this paper is not arguing against some of the tenants characterising the law and development agenda. Rather it asks, did South Africa lose its credentials as a possible developmental state by prioritising law and development initiatives over building developmental state institutions for local economic development purposes in particular? Ultimately, this paper contends that for South Africa to become a functional developmental state it needs to reconsider its constitutional/law and development aspirations, in favour of reconfiguring government institutions to prioritise economic development. The development of any country hinges significantly on the availability of good governance and a well-functioning public sector. In the post-apartheid era, South Africa had to ensure that the public sector responded to the needs of the people through effective and efficient service delivery. However, several governance and corruption-related issues engulfed the public sector right after apartheid, severely damaging its reputation in the eyes of the general public. This paper examines the governance and corruption dilemma in South Africa's public sector. It employs a narrative literature review and conceptualizes the origin and concept of good governance to answer the underlying question of this paper. The paper found that South Africa suffers from years of corruption, which has wasted billions of taxpayers' money through irregular expenditure. The lack of transparency and accountability within the governance process in the public sector has consolidated corruption and impunity. Consequently, the implication is that the government will struggle to address the triple bottom issues of poverty, inequality, and unemployment. In the future, this will affect South Africa's quest for inclusive socioeconomic development unless urgent policy interventions are implemented to address these challenges. [ABSTRACT FROM AUTHOR]

In South Africa, a national peak structure, the Human Resource Development Council, led by the Deputy President and consisting of key Cabinet Ministers, senior leaders from organised labour and business, community representatives, professional bodies and experts from research and higher education, was established to enable high-level coordination at a strategic level. There is little evidence of achievements of this Council and its associated human resource development strategy. This paper suggests that human resource development strategies in South Africa have been more about posturing to be seen to be doing something, than actually planning the development of the skills of the nation, with one brief period when there was a focus on "plumbing"--or dealing with specifically targeted "blockages" in the skills "pipeline". The underlying problem, we suggest, lies in the very notion of national human resource development, which seems on the one hand to be too broad and unwieldy a concept to be useful to governments; on the other hand, it seems to carry too much of the weight of economic development. These conceptual weaknesses, as well as bureaucratic weaknesses in South Africa, explain the poorly conceptualised structures and processes.

After decades of decline, African higher education is now arguably in a new era of revival. With the prevalence of knowledge economy discourse, national governments in Africa and their development partners have increasingly aligned higher education with poverty reduction plans and strategies. Research capacity has become a critical development issue; and widening participation to doctoral education is seen as an instrument for enhancing this capacity. Against this backdrop, this paper presents a review of emerging initiatives and policies that have some bearing on the PhD in select sub-Saharan African nations, namely Ethiopia, Ghana and South Africa. The findings show a shared optimism about the economic value of higher education, and explicate divergences and convergences in the framing of problems and policy responses related to doctoral education across the three nations. In the conclusion we reflect on challenges and policy omissions in the pursuit of the African PhD.
