The construction sector is vulnerable to safety risk incidents due to its dynamic nature. Although numerous research efforts and technological advancements have focused on addressing workplace injuries, most of the studies perform empirical and deterministic postimpact evaluations on construction project performance. The effective modeling of the safety risk impacts on project performance provides decisionmakers with a valuable tool toward incidents prevention and proper safety risk management. Therefore, this study collected Australian incident records from the construction industry from 2016 onwards and conducted discrete event simulation to quantitatively measure the impact of safety risk incidents on project cost performance. Moreover, this study investigated the correlation between safety risk incidents and the age of injured workers. The findings show a strong correlation between the middle-aged workforce and the severity of incidents on project cost overruns. The ex-ante, nondeterministic analysis of safety risk impacts on project performance provides insightful results that will advance safety management theory in the direction of achieving zero harm workplace environments., (© 2021 Society for Risk Analysis.)

Dynamic work environments in construction and civil infrastructure sectors remain susceptible to safety risks. Although previous research has resulted in improvements, there is currently a gap in measuring temporal impacts of safety risks quantitatively. Precise modeling of potential delays caused by safety incidents is vital for efficient management of risks and making informed decisions on project contingency. Toward this aim, the current research adopts a nondeterministic modeling method to simulate and quantify safety incidents and find correlations with project delays. Using a deductive approach, three research questions were formulated, and investigations conducted on Australian data collected from 2016 onwards. Quantitative impacts of safety risks on project completion times were numerically measured. Furthermore, safety risks were ranked based on their significance of temporal impacts on project performance. This paper contributes to the theory of safety management by developing a nondeterministic method to model impacts of safety risks at both industry and project levels. Timber as a structural material has been in use since the medieval period. Even today, there are many residential houses being built with timber frame in Australia. Wooden wharfs and bridges are common examples of timber structures in coastal regions of Australia. Humidity in such coastal regions is often high causing an increase in moisture level in the timber structures. Besides, over-loading, rot and decay, termites and borers, etc. cause damage to timber and presence of moisture either aggravates this or favours such causes. Hence, there has been an increased demand for repair and rehabilitation of heritage and important timber structures. Strengthening wooden structures with fibre reinforced polymers (FRPs) is becoming popular in the construction industry. The objective of this paper is to demonstrate the effect of moisture on the durability of the timber-FRP interface. After reviewing previous studies in the durability of the timber-FRP composite, it has been found that prolonged moisture exposure leads to premature debonding in the timber-FRP interface. A graphical representation of the effect of moisture on bond failure has been established through this research work after investigating the previous work of scholars. Current trends in workforce development indicate the movement of workers within and across occupations to be the norm. In 2009, only one in three vocational education and training (VET) graduates in Australia ended up working in an occupation for which they were trained. This implies that VET enhances the employability of its graduates by equipping them with the knowledge and competencies to work in different occupations and sectors. This paper presents findings from a government-funded study that examined the occupational mobility of selected associate professional and trades occupations within the Aged Care, Automotive and Civil Construction sectors in Queensland. The study surveyed enrolled nurses and related workers, motor mechanics and civil construction workers to analyse their patterns of occupational mobility, future work intentions, reasons for taking and leaving work, and the factors influencing them to leave or remain in their occupations. This paper also discusses the implications of findings for the training of workers in these sectors and more generally. (Contains 5 tables and 3 figures.)

Immersive virtual reality (IVR) and mobile technologies have been identified as important in reimaging information delivery and pedagogy. This, coupled with evolving research in single (SUVR) and multiuser (MUVR) IVR environments, may enhance educational practice. However, there is limited research on the impact of such technologies on the learners' experience in authentic learning environments, such as building information modeling in architecture, engineering, and construction (AEC) workflows. This paper addresses this through a study of forty-eight participants recruited from a postgraduate construction course at an Australian University to answer a research question on how mobile MUVR is more useable than mobile SUVR when experiencing building information models. A within-subjects' experiment was performed using a mixed-methods approach assessing participant mobile IVR Usability on a 5-point Likert scale across four constructs and analysis of reflective sentiment and essays. The results show that when the participants moved from SUVR to MUVR, this significantly increased the overall perceived mobile IVR Usability. Combined with the qualitative analysis, these results suggest that MUVR influences mobile IVR Usability and an increase in learner experience. This study can be used as a launchpad for future research that will explore the causes of the evolution of the enhancement that MUVR provides, expanding beyond the scope of AEC education and industries.

With the increasing challenges facing professional engineers working in more complex, global and interdisciplinary contexts, different approaches to understanding how engineers practice and learn are necessary. This paper draws on recent research in the social sciences from the field of workplace learning, to suggest that a practice-theory perspective on engineers' professional learning is fruitful. It shifts the focus from the attributes of the individual learner (knowledge, skills and attitudes) to the attributes of the practice (interactions, materiality, opportunities and challenges). Learning is thus more than the technical "acquisition" and "transfer" of knowledge, but a complex bundle of activities, that is, social, material, embodied and emerging. The paper is illustrated with examples from a research study of the learning of experienced engineers in the construction industry to demonstrate common practices--site walks and design review meetings--in which learning takes place.

This paper presents the findings of an evaluation of the mandatory Construction Induction Training initiative (CIT). The paper details a pilot study conducted in 2010 with the commercial construction sector and a subsequent study in 2011 of the housing and civil sectors conducting business in the metropolitan area of Perth and in regional Western Australia. The international literature on safety training evaluations and the impact on safety performance is reviewed. We argue that formal evaluation of safety training and evidence of a link with safety culture improvement is limited. The analysis of the study includes discussion of the transfer of safety knowledge through training participation into the construction safety culture. The findings include evidence of a decreasing trend in work-related injuries and significant support for the CIT. Participants were supportive of the mandatory nature of the CIT and believed that the training had not only increased their personal safety awareness but had also contributed to a positive improvement in the safety culture in construction worksites and in the industry. Although the training has been designed for construction workers there is evidence of extended uptake of the CIT as a generic safety course for preparation for those wishing to work in the other industry sectors.

A financial awareness education program was implemented with construction industry apprentices in Victoria, Australia. The program included face-to-face delivery of education around a range of financial management issues that apprentices face as they begin their apprenticeship. The paper reports on an evaluation of the program, which included surveys at completion of the presentation, as well as focus group follow-up two months later. Both intended behaviour change and actual behaviour change, including knowledge retention, are noted in the results. The program evaluation highlights factors such as relevance and immediacy of need as crucial to determining appropriate content and successful implementation. The paper concludes by recommending inclusion of financial awareness in vocational education curricula on an ongoing basis, rather than as ad hoc delivered programs, to ensure sustainable knowledge gains and behaviour change outcomes.

The purpose of this paper is to investigate the impact frontline supervisors have on workplace safety culture and to argue for increased formal supervisory training. Two studies conducted in 2006-08 and 2011 are examined and compared in which 28 Managers and Occupational Health and Safety Managers in the construction industry in Western Australia were interviewed as well as a case study undertaken of a safety change process for an underground mine. The supervisor is the direct line manager of most of the employees on a worksite and the value that he/she places on safe work practices is crucial to the level of safety. What the supervisor demonstrates and demands, the standards set by that person, is what determines the safety level on the worksites. However, the uptake of supervisory training is limited and badly needed to improve frontline supervision techniques. The paper presents narrative that supports the notion that supervisors play a pivotal role in worksite safety culture. It also highlights the gap in training support for those in frontline supervisory roles.

The paper explores ways that vocational education and training (VET) might become involved in the development of moral "know-how", ready for workplace practice. The primary concern here is the transformation of earlier-learnt ethical principles to their applied moral behaviour, essential for appropriate practice within workplace environments. The argument is grounded in literature and a research study of 14 construction workers from various sectors of the industry in Queensland, Australia. The study identified four influential factors that frame the reports of the study participants' learning to judge, decide and act morally within the construction industry workplace: (1) upbringing, (2) schooling, (3) social contexts, and (4) workplace experience. The paper discusses the less-than-adequate way participants learnt their morals for workplace application and goes on to outline a potentially better way to train them through such paths. The conclusion from the study is that it is necessary to present moral contextualisation through sustained learning over time to gradually develop moral "know-how", and that VET has a role to play in this process.

Developing academic relationships between vocational colleges and universities in Australia has been problematic, with exchanges between the two sectors limited to linear articulation and prescribed credit transfer. Whilst some very good examples of collaboration exist, the two sectors generally operate independently of each other. The isolation of the sectors has meant frustration for students and employers who want a flexible, collaborative model to meet changing industry needs. This paper reports upon a pilot project in construction management at a Melbourne university that attempted to address these needs. It demonstrates how over a five year period, HE students completed electives in practical units within the VET sector. The overwhelming success of the project meant that practical electives were embedded in the construction management programme in 2007 and this paper reports on the third, final phase of the project in 2009/10 which saw construction management students graduate with a dual qualification--both a vocational qualification and a university degree. Interviews conducted in this final phase reveal that students and industry want the benefits of a practical and theoretical qualification. The paper raises critical questions about educational pathways and suggests long-term implications for construction and tertiary education in Australia and internationally. (Contains 2 tables.)

This paper proposes 15 principles of educational intervention for developing vocationalised moral values for workplaces. The principles are drawn from a study of 14 construction workers in Queensland, Australia and draws from their understanding and perception of vocational moral development. The paper proposes these principles as a basis for lifelong learning. This concept of lifelong learning is summarised in terms of educational outcomes and engagements within institutional and industrialised regulatory contexts and contrary experiential social and personal contexts. Purpose: The purpose of this paper is to evaluate an innovative way to train adult apprentices for the construction industry. Design/methodology/approach: The paper emphasizes that, in order to address skills shortages for international construction, training methods must be improved. It looks at the example of an adult apprenticeship scheme in Australia from the perspectives of the apprentice, the training provider and the employer. Findings: The paper suggests that trained adult apprentices with previous experience can be more productive and loyal, and that this scheme has implications for the training of apprentices generally. Research limitations/implications: To date, the scheme has enjoyed success in Australia and for the provision of tradespeople in the international construction industry. Originality/value: The paper illustrates how a training partnership has sought to provide necessary and increasingly scarce skills for an international construction organization through an original apprenticeship scheme. Purpose: The purpose of this paper is to develop a synergy between the approaches of knowledge management in a learning organisation and supply chain management so that learning chains can be created in order to unleash innovation and creativity by managing knowledge in supply chains. Design/methodology/approach: Through extensive literature review, commonalities between knowledge management and supply chain management were elicited. Knowledge Advantage framework, which was developed as a part of CRC for Construction Innovation Australia, research project "Delivering improved knowledge management and ICT diffusion in Australian construction industry", has been proposed to extend across the supply chain in order to develop learning chains. Findings: The paper provides a conceptual grounding for future research in the area of knowledge management and supply chain management and suggests that, as unit of competition changes from organisation vs organisation to chain vs chain under supply chain management, learning organisation itself will not be an answer to the complex and dynamic business environment. The learning chains are to be created instead, through managing knowledge in supply chains that will facilitate innovation and creativity essentially required to thrive in the unpredictable business environment of today. Originality/value: The paper explores the role of knowledge management to serve as such a vehicle in the emerging paradigm of supply chain management through which innovation and creativity can be unleashed by a collaborative effort of all the members of the supply chain. This paper explains how the benefit derived from a KM initiative termed as "knowledge advantage framework (K-adv)", originally developed for a certain single organisation, can be extended across the supply chain partners, which helps creating a culture of knowledge sharing through which a knowledge advantage for the whole supply chain can be developed. It can then be used to unleash creativity and innovation in the construction projects.

Purpose: With the advent of information and communication technologies (ICT), some organisations have endeavoured to develop and maintain systems commonly known as project histories. This paper aims to provide a framework to the construction organisations in order to improve the learning from projects through the development and use of project histories. Design/methodology/approach: This paper provides an interpretative investigation of the issues concerning project histories for one leading construction company in Australia. A systems approach (soft system methodology (SSM)) is used in this study as a tool to comprehend the underlying processes and to highlight the related issues. Findings: The research has shown that project histories are poorly designed, implemented, managed and applied in the organisation studied. This paper argues that reason for this deficiency is the lack of support from senior management, and proper integration of project histories into a company's overall strategy and vision. As a result of applying SSM participants of the study and analyst have come into an agreement of carrying out six actions that have the ability to improve the process concerning project histories. Research limitations/implications: The study is relevant to the organisation under study. It is because the use of SSM results in developing a relevant system rather than developing a correct general system. However, the study involves one of leading construction organisation in Australia and other organisations may find commonalities in problems and issues raised and solution proposed. Practical implications: The research has the potential to improve the use of project histories and put these into practice. This could inhibit mistakes being repeated, saving on rework and not re-inventing the wheel. Originality/value: Recent interest in organisational learning and knowledge management is having an impact in the construction industry. Major companies are gearing up to incorporate these emerging business philosophies into their overall strategy and vision. With the adoption of knowledge management strategies into construction companies, it will be possible to apply project histories and conduct project learning in an efficient way. This type of the study can be said to be the one of the firsts of its kind in an Australian context and may be regarded as a founding work for future studies.

Purpose: The purpose of this paper is to examine the impact of experiential simulation-based learning of employee self-efficacy. Design/Methodology/Approach: The research approach is an exploratory case study of a group of trainees from the same organisation. Using a quasi-experiment, one group, pre-test-post-test design (Tharenou et al., 2007), a questionnaire with validated scales at Time 1 (T1) prior to training and Time (T2) three months after training were used. All scales had been validated by the researchers and had acceptable levels of reliability. In addition interviews are undertaken with the participants immediately at the end of the programme. Findings: The research found strong evidence of the positive impact of the training on skills transfer to the workplace with support from supervisors as key criteria. Research Limitations/Implications: There remains a need for additional studies with larger and more diverse samples and studies which incorporate control groups into their design. Practical Implications: This study provided support for the transfer of knowledge using simulation-based training and advances our limited knowledge and understanding of simulation-based training as a form of experiential (management) learning and development. Originality/Value: This is the first study to undertake a longitudinal analysis of the impact on self-efficacy in the workplace and as such adds to the research in this field.

Purpose: The purpose of this paper is to explore the definition, prevalence, antecedents, consequences and coping behaviours associated with apprenticeship bullying in the building and construction industry. Design/methodology/approach: The sample comprises 13 participants aged between 22 and 27 (M = 23.8, SD = 1.26) who were all men who had completed their apprenticeship within the past five years. Participants completed an individual semi-structured interview in which several themes and sub-themes were identified. Findings: Four characteristics (intention to harm, imbalance in power, repeated behaviours, target interpretation) and two types (personal, work-related) were identified by participants as fundamental to the definition of apprenticeship bullying. Being the target of bullying was found to be commonplace during an apprenticeship. Several antecedents were identified at the individual level (age, personality, physical appearance, work ethic, work performance) along with factors at the organisation level (culture and leadership style) that determined whether bullying would occur. The consequences of apprenticeship bullying included poor individual (personal and work-related) and organisational outcomes. Targets of apprenticeship bullying also tended to use avoidance coping. Originality/value: This study has provided clarification on the characteristics and behaviours associated with apprenticeship bullying, as well as identified the antecedents and consequences of apprenticeship bullying from the perspective of past apprentices in the building and construction industry.

Introduction: Safety is one of the critical and persistent challenges in the construction industry. Measuring safety performance could allow decision-makers to check safety production processes and enhance the health and safety environment., Method: This study developed a total-factor framework based on the global Data Envelopment Analysis (DEA) method to measure safety performance. The performance trend and influencing factors of pure technical efficiency and scale efficiency were separately investigated. The safety performance of construction employees in Australia was measured as a case study., Results: The results demonstrate that the safety performance in the Australian construction industry has been evidently enhanced, which is mainly promoted by the progress of pure technical elements. The scale factors did not play a positive and important role in driving the performance., Conclusions: The increasing regional differences in safety performance could be reduced by learning the practices from the benchmark construction industry, such as a young worker program, small business safety program, workplace mental health program, and advanced construction technologies., Practical Applications: The method can be utilized to measure safety performance and investigate the pathways to enhance performance without influencing production inputs and outcomes. Three-dimensional concrete printing (3DCP) is a sustainable and green approach for rapid construction with the ability to create complex shapes to preserve the intended aesthetic appearance for an affordable cost. Even after a decade of attempts, there are many limitations and challenges to applying this technology for constructions without borders. The lack of guidelines for mix designs, quality control procedures during extrusion, printing and building phases, compatibility of material with extruder, standard testing, and guidelines to verify suitability of mixture with respect to the application and exposure conditions and limited machine capacity are several areas to be addressed for applications without borders. The development of 3DCP applications as a sustainable and green technology is another challenging task due to high Portland cement consumption in 3DCP. However, reducing the high usage of ordinary Portland cement (OPC) with pozzolanic waste materials replacement and environmentally friendly cement indicates the direction of moving 3DCP into a sustainable pathway. The authors reviewed more than 200 refereed articles published on materials and techniques in 3DCP. Inconsistency in disseminating knowledge in research articles has hindered the creation of a monolithically connected chain of research efforts and findings in accelerating the development and adoption of this technology. This paper summarizes the common approach to developing 3DCP mix designs and identifies the key areas for the future development of materials and techniques and challenges to be addressed for the global adoption of 3DCP. Since January 1, 2007, Government legislation in Western Australia required all workers in construction to complete mandatory safety awareness training before they began work on site. During the implementation of this new legislation there was considerable resistance from the construction sector due to the mandatory nature of the training. The construction industry viewed this as an unnecessary impost as they considered that there was already sufficient safety training delivered through individual company and site inductions. In 2010, we evaluated the new Construction Induction Training (CIT) in the commercial construction sector in Western Australia to find that since 2007 there has been an unanticipated change in support for the mandatory training. The 2010 study shows a shift in the values of the safety culture for the commercial sector of the construction industry. In 2010, the industry not only supports the mandatory CIT, but is very vocal in its request to re-institute the refresher courses that were withdrawn in 2009. Indeed, 79% of respondents claimed there were measurable benefits to their business having their employees complete the CIT, while 96% claimed the CIT assisted in reducing accidents/incidents on their worksites. This 2010 study indicates that in this case, mandatory training has had a positive effect on safety culture change and gradually reduced work-related injury in the industry since 2007 to the present. The paper uses data from two studies conducted in 2006 and 2010 to highlight the unanticipated change in perception of the value of mandatory safety training in the WA construction industry to one which is positive and supportive. The popularity of simulators to augment training programs for operators of heavy machinery has been growing across several industries including mining, rail and more recently construction. High-fidelity, interactive simulation is typically achieved through complete immersion in brief, stressful and complex VR scenarios. The use of simulation benefits industry through a reduction in training time, increasing safety and resulting in less damage to on-site equipment. Advantages to training providers across all industries include lower capital costs, less operational risk, and faster set up time. While some industries have been quick to embrace simulation training, civil construction has not. This paper introduces a project being undertaken to test the effectiveness of heavy plant simulators to improve current operator training methods. As a test case a simulator module was utilized in a 10 week introductory course in construction. A short survey explored the trainer's perspective on usability and effectiveness of the simulator for the purpose of gaining expert opinion and perceptions on the usability of a plant simulator in a real world construction skills course application. Initial feedback from these experienced trainers indicates several advantages to skills training and development using a simulator. (Contains 2 figures.)

This paper is based on two studies of mandatory online learning which although unrelated and conducted eight years apart nevertheless provide an illuminating comparison of mandatory training delivered online. The first study was carried out in 2002 in a state government department and the second in 2010 with the commercial construction industry, both in Western Australia. The key findings from both studies are that learning outcomes mirror the learning goals that are imposed and legitimized by the organization or industry. Mandatory learning is often transmissive learning that may not have transformative effects and online training may be open to abuse because it lacks the controls necessary to ensure that those registering actually are the ones that complete the training. The Australian construction industry is facing a mental health crisis; poor mental health indicators are significantly higher than the all-industry average. Despite a growing body of research into the mental health of the industry's workforce, concerns have been raised about its alignment with regulatory developments in this area. This raises questions about the relevance of research to support mental health policy development in Australia and evidence-based research on mental health policy relating to the construction industry. However, there has been no research to explore the extent of this problem. This paper addresses this knowledge gap by reporting the results of a systematic review of peer-reviewed mental health research using the PRISMA scoping review methodology. The results reveal significant misalignment between existing research and Australian government regulation in this area. A particularly low level of research–policy alignment is found in the areas of: violence and traumatic events at work, financial concerns, poor organizational change management, workplace injustice, and social support. The paper concludes with recommendations for new avenues of mental health research to address these gaps, enabling closer alignment between mental health research and regulatory reform. In 2005, the School of Property, Construction and Project Management at RMIT University, Melbourne, introduced a new curriculum format for all first year students. All students enrolling in one of the four undergraduate degrees offered by the school commenced a common first year programme. This new curriculum was adopted to provide students with a broader depth of knowledge and experience across all study areas and to provide greater skill enhancement for graduates. The common first year university experience allows students to build a multidisciplinary degree based upon their interests and skills. But the common first year has created a number of challenges for the lecturing staff: extremely large classes, space and resourcing issues, assessment and administration problems; greater strains upon technology; and increase in the impersonal nature of the learning environment. This paper examines how one of these large first year classes (construction science) was conducted to address some of the learning issues arising from a common first year. It describes how students were encouraged over the semester to electronically build and create a classroom resource of e-reference material on construction science topics, which was the basis for classroom discussion, interaction and assessment. The result was an electronic reference folder on CD that provided students with both a starting point for assignments, class interaction and assessment, and the development of vital information technology literacy skills.

Purpose: In Australia, as in many other countries, refugees are over-represented in the ranks of the unemployed, under-employed and precariously employed and often become frustrated in their attempts to secure work. Despite the construction industry being a major potential source of employment for refugees, there has been a surprising lack of research into their experiences of securing work in the industry. Addressing this gap and also the general lack of voice for refugees in construction research, the aim of this paper is to explore the barriers refugees face in securing employment in the construction industry. Design/methodology/approach: This paper reports a survey of refugees who have worked or attempted to seek work in the Australian construction industry. Findings: Results show that the main barriers to securing employment in construction are: lack of local work experience; employer discrimination; employer failure to recognise previous qualifications, skills and experience and employers not understanding the challenges they face. Government employment agencies and systems are also perceived to be of limited value and overly complex, in contrast to the activities of not-for-profit support agencies. Research limitations/implications: While the research is limited to Australia, the findings contribute an important and missing refugee dimension to the emerging body of research on construction social procurement. They also contribute unique sector-specific insights into the broader debate about refugee resettlement and employment. Further research is needed in other national contexts. Practical implications: Recommendations are made to address the barriers to employment identified including: initiatives to provide refugees with work experience in the industry; education to break-down negative stereotypes of refugees among employers; greater support for not-for-profits supporting refugees and reform of government and employment agency systems and procedures. Social implications: By enhancing understanding of the barriers to employment for refugees in construction and proposing solutions to reduce those barriers, this research contributes new insights into a growing global challenge of how we better integrate growing numbers of refugees into harmonious and prosperous societies. Originality/value: The findings are important in facilitating the smoother integration of refugees into society. Beyond the moral imperative, there are significant social, cultural and economic benefits which successful refugee integration brings to host countries and industries like construction which in many countries are now being required to employ refugees in their workforce as a condition of public sector contracts. Despite efforts to promote gender diversity, the construction industry in Australia remains one of the most male-dominated industries. Women, compared to their male counterparts, progress more slowly and encounter major obstacles to career development in the construction industry. Existing research tends to focus on broad factors that impact women's career development in all career stages despite the fact that women's career priorities often change as they progress through different career stages. This study applied Super's career development model to investigate the influential factors on women's career development across four career stages: explore (precareer), establishment (early career), midcareer, and late career. By conducting a systematic review in accordance with the Preferred Reporting Items for Systematic Reviews and Meta-Analyses guidelines, this research identified influential factors related to women's career development in the construction industry, namely, attitude, capability, interest, past experiences, family responsibilities, parental influences, role models, support, culture, organizational practice, and policies and regulations. Based on the women's empowerment framework, the identified factors were coded and synthesized into three dimensions: individual, relational, and environmental. The research finds there is a significant focus on providing relational and environmental support to women in construction, and less attention is given to individual factors. The review revealed that personal interest and parental perceptions in construction influence women's career development in precareer and early career stages, while masculine culture significantly impacts women's career development in all career stages. This study also summarizes the theoretical contributions and practical implications drawn from existing research on different stages of women's career development and provides guidance for further research. The construction industry is the primary focus for social procurement policies in many countries. However, there has been little research into the drivers of social procurement policy adoption in this industry. To help address this gap in research, this paper reports the results of semi-structured interviews with fifteen social procurement professionals who are implementing social procurement into the Australian construction industry. Results reveal interesting historical parallels with the implementation of environmental sustainability initiatives. However, social procurement has yet to become normalized. There appears to be a high level of homogeneity in industry practice and while there is considerable scope for innovation, this is constrained by the prescriptive and 'top-down' nature of social procurement policies in Australia which make it difficult for organizations to respond 'bottom-up' to actual community needs. It is concluded that the considerable untapped potential of social procurement policies to create social value currently depends on the intrapreneurial efforts of a small number of emerging social procurement professionals who are individually challenging the many institutional norms and practices which undermine the implementation of these policies into the construction industry. Despite substantial investments and efforts by governments, construction organisations, and researchers, the construction industry remains one of the most male-dominated industries in Australia, with women being underrepresented numerically and hierarchically. Efforts to attract and retain women in construction have been implemented inconsistently on an ad hoc basis. As part of a larger research project that focuses on retaining women in the Australian construction industry, this research conducts a systematic literature review (SLR) in accordance with the PRISMA guidelines. The objective is to explore the factors that influence women's careers and their experiences in the Australian construction industry that have been identified in the literature over the past three decades. Additionally, the findings are anticipated to inform future efforts to evaluate the effectiveness of current initiatives to retain women and develop a framework for enhancing women's experiences and retaining them in this profession. This SLR revealed that excessive and rigid work hours, gendered culture and informal rules, limited career development opportunities, and negative perceptions of women's abilities are the main factors and issues that cause women to leave the industry. Among these, rigid and long work hours seem to be the foremost factor to be prioritised. Understanding the roles of key variables in driving this cultural change is important to ensure that concrete progress is made. This paper uses a combined method -- survey and semi-structured interviews -- to evaluate the perceived effectiveness of digital design environments for supporting architects' sustainable design practices. In most contemporary firms, architects' sustainable design aspirations are reliant on the use digital design tools and associated computational platforms. Past research, however, suggests that a level of uncertainty exists about whether these tools and platforms are sufficient for this purpose. To investigate this issue in an Australian context, architects were invited to take part in an online survey to identify general trends and perceptions, leading to a series of semi-structured interviews, to analyse the issues in detail. The survey results (n = 70) suggest that despite considering sustainable design an important objective in their design practice, participants believe that digital design tools require further development and improvement. Detailed interviews (n = 15) then identified specific factors affecting the usefulness of digital design tools. These results enhance our understanding of Australian architects' experiences using digital design tools. Fly-in Fly-out (FIFO) employment has become a fundamental feature of construction activity in the resources sector in Australia. Much of the existing FIFO research has focused on the production phase of resource projects, as opposed to the construction phase. The rosters in the construction phase are less sociable than those in the production phase. Production phase-focused FIFO studies have documented negative impacts on communities, work-life balance and on the mental and occupational health of workers. This paper presents findings from a qualitative study among electrical trades workers working a challenging FIFO roster while employed during the construction phase of the INPEX LNG Project in Darwin in Australia's Northern Territory. Results from 18 semi-structured interviews are used to examine these rosters from the perspective of workplace health and safety. Findings are linked to obligations placed on the Person Conducting the Business or Undertaking (PCBU) by work health and safety legislation. Australia's construction industry throughout the last two decades has seen an increase in the number of women pursuing careers. The percentage it has increased by between 1998 and 2020 is a disappointing 0.2% despite the research, strategies, and initiatives the Australian Government has implemented during the interval. The purpose of this study is to evaluate and support the legislative notion of required gender percentages on tendering documents and how this change could increase the number of women in public projects. A systematic literature review of scholarly sources from the database Scopus was applied to develop a thematic analysis of women in the industry. The results found four themes: underrepresentation, barriers to career, education pathways, and opportunities for employment. These themes reinforced the need to introduce legislation such as gender requirements for public projects. Connections made were that gender legislation would increase the number of job opportunities, more jobs would encourage all levels of education to promote women in construction, more women in construction would improve their underrepresentation, and thus make women-centric problems in the workforce a more common issue and more likely to improve. The paper concludes that to see an increase in the number of women in Australia's construction industry, the government must take enforceable legislative change. This change must start by creating legislation that requires organisations that want to tender with the government to have a minimum percentage of women in any proposed public works submission before it can be awarded. The law of contract is changing. "Good faith" and "relational contracts" are used by parties more than ever before in commercial disputes. Yet, their definition and what it really means to act in good faith are still unsettled in the UK and Australia, reducing the (judicial and doctrinal) utility and impact of such conceptual tools. In contrast, the construction industry is trying to move forward in policy terms. Over the last 30 years, industry-led initiatives have been working to improve collaboration. In the UK and Australia, new collaborative frameworks contain express provisions asking parties to act with mutual trust and cooperation among other collaborative schemes. Examination of the judicial approach and industry initiatives demonstrates that there is – underpinning both – a project-centric approach (even if that is yet to be fully recognised or articulated). Purpose – The purpose of this paper is to explore behavioural factors which are perceived to influence corrupt action in the Australian construction industry. Design/methodology/approach – The paper draw on Rabl and Kühlmann’s Model of a corrupt action and the results of face-to-face interviews with 23 people working in the Australian construction industry. Findings – The results suggest that corruption is ambiguously defined yet perceived to be very common and primarily associated with personal gain rather than breaking the law. The main forms of corruption were identified as kickbacks, fraud and bribery and this behaviour is perceived to be driven by high goal feasibility, by conducive attitudes and supportive subjective norms and by high perceived behavioural control over being caught. Research limitations/implications – The research is based on a relatively small sample of 23 respondents and the use of snowball sampling may have meant that the respondents would tend to present a particular view of the industry. It is also important to point out that this research took place within a highly politicised environment coinciding the with launch of the third Royal Commission into corruption in the construction industry and is based on the respondent’s perceptions of corruption rather than incontrovertible evidence of corruption in practice. Nevertheless, given the care the authors took to avoid these biases, it does provide a useful window in the incidence and types of corruption in construction and the behavioural factors that might influence it. Practical implications – In terms of tackling corruption, it is recommended that greater attention be given to exploring the culture of the industry which appears to normalise corrupt behaviour and to the hidden informal “institutions” which appear to be undermining the many formal policies and procedures which have been put in place to tackle corruption in the construction industry. Social implications – The global construction industry has been identified by Transparency International as the most bribery-prone of 19 industries it rated. The cost is huge with scarce resources being diverted from much needed urban regeneration, community concerns about development being ignored, individual human rights being abused, productivity and efficiency being compromised and important environments, cultures and heritage being destroyed. In Australia, concerns about corruption in the construction industry have led to an unprecedented three Royal Commissions which have argued that there is a culture which encourages, accepts and rewards this behaviour. Originality/value – By using Rabl and Kühlmann’s Theory of a corrupt action this paper throws new light on how corruption is defined by members of the construction industry. The findings suggest that while formal technical and procedural solutions to corruption are important in addressing corruption they are likely to be undermined by strong cultures and informal institutions which dictate the “rules of the game” on the ground. Purpose: The purpose of this paper is to assess, compare and explain safety climate differences between the Indonesian and Australian construction industries. Design/methodology/approach: The paper reports a comparative safety climate survey of 415 construction personnel working in the Australian and Indonesia construction industries. Findings: Surprisingly, the results show that the safety climate in Indonesia and Australia are similar and that the differences in safety performance, safety climate must be interpreted within the context of wider health and safety norms, regulations, awareness, knowledge and typical work environments to make any sense. Research limitations/implications: This research contributes a missing international comparative dimension to the emerging research on construction safety climate. Indonesian studies are notably absent from this literature, despite the size of the country and the poor health and safety record of its construction industry. Similar comparisons between safety climate in other countries need to be made. Practical implications: This research allows construction managers operating across international boundaries to better understand the cultural and institutional context in which safety climate is developed. This will assist in the development of more culturally sensitive safety management strategies. Social implications: The construction industry's poor safety record has serious implications for both individuals working in the industry, their immediate families and the communities in which they live. By improving the safety record of the industry these impacts can be reduced. Originality/value: This research reveals, for the first time, the cultural and institutional complexities of comparing safety climate across different countries. The objective of this research was to present a platform to identify the optimal staffing of a multiskilled workforce in the construction industry. The novelty of our model is its capability in developing a customized and context specific multiskilled workforce staffing strategy that identifies the best compromise between multiskilling costs and benefits with consideration of unique features of different production environments. Another novelty of our multiskilled workforce staffing is its capacity to explore every possible schedule associate with every possible staffing strategy. Our model chooses the multiskilling staffing strategy corresponding to the schedule that leads to the best results in terms of cost and time. The paper examined optimal multiskilling staffing and scheduling and compared it with well-regarded existing multiskilling strategies in the construction industry, such as chaining and direct capacity balancing, using an optimization technique. The parameters of the optimization model were informed by a small hypothetical case and a real case off-site construction factory producing bathroom pods in Australia. Developed an optimal multiskilling staffing strategy continuously and in some cases significantly outweighed the existing well-regarded multiskilling strategies. The optimal multiskilling staffing strategy is highly context-specific and can be very complex because achieving it needs having an appropriate staffing platform. Subjective decision making on a multi skilling staffing strategy that does not deploy the workforce to the most appropriate workstations can lead to a significant productivity loss. Purpose – The purpose of this paper is to export the role of professional bodies within the property industry in Australia in bringing about gender equality. In particular the policy objectives of the various professional bodies is analysed and contrasted with the level of genres equality demonstrated within the governance structures of the organisations at national and regional level. Design/methodology/approach – The paper analyses the annual reports of the leading property professional bodies in Australia to identify any gender equity policy objectives and to identify the balance between male and female representation in the governing boards of the associations. Findings – The research shows that while a few organisations have made some statements regarding the need for change to a more inclusive property industry these objectives are not reflected within the governance structure of the organisations. It is therefore evident that significant attitudinal and structural change will be required to bring about equality within the property industry. Research limitations/implications – The research is limited to the Australian property and construction industry and the relevant boards at national and state level. Practical implications – The paper highlights the need to address gender inequality at the senior management level within the professional associations that govern the property profession. The professional associations are uniquely placed to show leadership in promoting gender equality and should be adopting policy within the organisations charter to being about a shift in attitudes to women within management roles in the property industry. Social implications – The issue of gender equity is highly topical and this paper adds to the research in this area. It highlights the important role that professional associations could take in bringing about change, but reveals that many professional bodies have a worse gender balance at the governance level than many of their member firms. Originality/value – The paper is the first to analyse the gender mix within the professional bodies in Australia which govern and advise the property and construction industries. The emergence of Building Information Modelling (BIM) has revolutionized the infrastructure construction industry by introducing real-time and collaborative information management tools to be used throughout the lifecycle of projects. The importance of BIM in this industry has been emphasized in previous research. However, strategies for the implementation of this system is still less explored, which requires more elaboration and validation. The purpose of this paper is to investigate such strategies considering all necessary dimensions of the BIM system in infrastructure construction projects. The findings are based on theoretical discussion and semi-structured interviews in a case study project in New South Wales, Australia. The results revealed that BIM integrates various elements of infrastructure construction, which include but are not limited to risk, time, cost, energy, safety, and sustainability. It was found that implementation strategies should focus on improving the contribution of the BIM system to infrastructure construction in terms of improved (1) integrity and automation, (2) collaboration, and (3) optimization. Identification of seven technical and managerial implementations strategies is the core contribution of this research. Managing supply chain performance is essential for value generation to stakeholders. Nonetheless, this process has become overly complicated due to environmental concerns that lead to policy changes, customer preferences, and business activities. Reverse logistics is an environmentally friendly practice that can be critical in improving the environmental performance of construction operations. This paper examines the perceived role of reverse logistics practices on supply chain performance criteria—for example, cost, quality, time, flexibility, and environment. Semistructured in‐depth interviews were conducted with 15 senior industry experts from South East Queensland, Australia. Interview transcripts were analyzed by coding, categorizing, and identifying the interconnected relationships among concepts. In general, the experts perceive that reverse logistics practices significantly reduce the sourcing cost of materials compared with new materials. When used materials meet industry specifications, they are expected to have a similar performance without affecting the construction time or the overall quality of the project while protecting the environment. Nevertheless, the flexibility is found to be somewhat difficult. It is likely that reverse logistics can be instrumental in construction should the industry uptake be substantial with an emphasis on used material quality and acceptance criteria. Poor safety is a perennial problem for the construction industry worldwide. The concept of safety climate has been strongly linked to safety performance, yet inconsistent methodologies make international comparisons problematic. In addressing this gap in research, a comparative safety climate survey of 515 construction operatives and managers in Australia, Indonesia, and China is presented using a standardized tool. The results highlight interesting similarities and differences between safety climate in each country and question taken–for–granted assumptions that safety climate in countries with relatively mature regulatory structures like Australia are more positive than in less developed countries like Indonesia and China. Results also highlight the intermediating effects of factors such as management commitment and cultural differences in shaping safety climate. Highlighting the potential value of theories of new institutionalism and cultural and ethical relativism, the paper concludes by raising important new practical, theoretical, and methodological questions about the merits and challenges of making international comparisons of safety climate, even when using standardized measurement tools. Purpose The purpose of this paper is to identify possible agents and levers to trigger the development and implementation of work place health promotion programs (WHPPs) in the Australian construction industry. Unlike most large workplaces and most high-risk workplaces, these programs are rarely found in the construction sector.Design/methodology/approach Qualitative interviews with 80 trades workers and site-based and off-site construction managers are used to reveal perceptions of the impact of WHPPs and ill-health and poor health behaviors on site activities with a view to identifying leverage points to introduce WHPPs in construction.Findings Unhealthy lifestyle behaviors are seen as impacting on sites in three main ways: productivity (broadly defined), safety and interpersonal relations. Results also reveal specific roles and levers for different actors in the supply chain and a clear desire for a collective, industry-based response to identified health problems.Practical implications High levels of chronic diseases in the construction industry means firms within the sector must make a concerted attempt to change patterns of behavior or face significant long-term health implications for their workforce. Reducing levels of health and longevity of the workforce, mean work performance, productivity and participation is likely to decline.Originality/value Although construction workers are recognized as one of the workforces at most risk for life limiting diseases such as Type 2 diabetes and cardiovascular disease, relatively little work has investigated health and well-being considerations for construction workers. The paper explores ways that vocational education and training (VET) might become involved in the development of moral 'know-how, ready for workplace practice. The primary concern here is the transformation of earlier-learnt ethical principles to their applied moral behaviour, essential for appropriate practice within workplace environments. The argument is grounded in literature and a research study of 14 construction workers from various sectors of the industry in Queensland, Australia. The study identified four influential factors that frame the reports of the study participants' learning to judge, decide and act morally within the construction industry workplace: (1) upbringing, (2) schooling, (3) social contexts, and (4) workplace experience. The paper discusses the less-than-adequate way participants learnt their morals for workplace application and goes on to outline a potentially better way to train them through such paths. The conclusion from the study is that it is necessary to present moral contextualisation through sustained learning over time to gradually develop moral 'know-how', and that VET has a role to play in this process. Purpose – Construction businesses are perceived uncertainly by investors, and are generally assumed to represent more risk than other businesses. Added to this is the perception of poor business management practices being adopted by construction companies, sometimes resulting in business-failure. Fluctuations in construction workload contribute to investor anxiety. In this light, the paper aims to present a study of the comparative management efficiency performance of construction companies. Design/methodology/approach – Publicly listed Australian construction companies over the ten-year period 1998-2007 are examined. Performance is compared with a select number of "blue chip" companies as a benchmark. In total, 19 management efficiency measures are used including asset management ratios, debt and safety ratios, and cash flow ratios. The construction companies used in the study engage in work covering the full range of construction activities. Findings – The results indicate that construction companies perform as well as, and in some cases better than, other businesses, dispelling some of the misconceptions about construction businesses. Purpose -- The purpose of this paper is to provide a labour process theory interpretation of four case studies within the Australian construction industry. In each case study a working time intervention (a shift to a five-day working week from the industry standard six days) was implemented as an attempt to improve the work-life balance of employees. Design/methodology/approach -- This paper was based on four case studies with mixed methods. Each case study has a variety of data collection methods which include questionnaires, short and long interviews, and focus groups. Findings -- It was found that the complex mix of wage- and salary-earning staff within the construction industry, along with labour market pressures, means that changing to a five-day working week is quite a radical notion within the industry. However, there are some organisations willing to explore opportunities for change with mixed experiences. Practical implications -- The practical implications of this research include understanding the complexity within the Australian construction industry, based around hours of work and pay systems. Decision-makers within the construction industry must recognize a range of competing pressures that mean that "preferred" managerial styles might not be appropriate. Originality/value -- This paper shows that construction firms must take an active approach to reducing the culture of long working hours. Purpose - This paper seeks to examine a hierarchical measurement model for occupational health and safety (OHS) performance developed for use in the Australian construction industry and tested over the life of one case study construction project. The model was intended to provide a more sensitive and informative measure of project OHS performance than traditional injury frequency rates. Design/methodology/approach - Two measurement tools were tested. The tools, a monthly weighted safety index and a quarterly safety climate survey, were used to measure OHS performance and performance data are presented. Findings - The data suggest convergent validity, indicated by consistent results between the two measures. Results also indicated that a combination of measurement techniques provides more comprehensive data pertaining to project OHS performance and enables the diagnosis of OHS issues that would be undetected with reliance exclusively on traditional measures, such as lost time injury frequency rates. Research limitations/implications - The implications for future research lie in the demonstrated need to carefully evaluate the validity of the safety index and safety climate survey in future construction projects, and in the broader construction context. The results were limited to an evaluation of the measurement model in a single case study construction project and future testing is needed to determine the generalisability of the model. Practical implications - The implications for practice are that multiple measures of OHS performance, including leading indicators and surveys of workers' attitudes and perceptions of project OHS, provide a more useful basis for the development of targeted OHS improvement strategies. Originality/value - The paper develops a theoretical framework for the measurement of OHS using positive performance indicators and safety climate surveys. The evidence for convergent validity suggests that, in combination with traditional lost time injury rates, these measures provide a more robust method for the early detection and rectification of OHS issues in construction projects. Purpose - The purpose of this paper is to discuss the roadmapping methodology and its application to concrete prefabricated housing in Australia. Design/methodology/approach - The paper describes the concrete and housing industries of Australia collaboration in a project to develop a technology and innovation roadmap that will advance the concrete industry's supply chain capabilities by identifying and mapping innovation necessary for prefabricated concrete house construction. The roadmap lays out what is necessary for an off-site systems-based approach to housing construction in Australia. The systems-based approach to prefabricated concrete products is a relatively new and developing extension of the concrete industry supply chain in Australia. New manufacturing technologies and innovations, which are emerging locally and from overseas, make these potential extensions possible. For the long-term sustainability of the concrete industry, it is critical that it better understands how to adopt cooperative innovations in prefabrication to realise these benefits in the housing industry and advance Australia's competitiveness. The first phase of the mapping involved the development of an industry-maturity model that determined the current state of the industry, and plotted this against the desired route for the future. Numerous industry-based workshops and interviews gathered the views of the industry towards existing concrete housing systems, and where their main difficulties are in relation to adoption. Using these data, a technology roadmap is developed, together with three options on how these might be realised using the roadmap. The options offered through the roadmapping process form the basis for ongoing experimental trials of concrete houses in the major cities of Australia. Findings - The system-based approach to prefabrication is seen as innovative and the industry needs to understand how to adopt cooperative innovations in prefabrication in order to be competitive. This paper examines the uptake of environmentally sustainable housing in two major cities in Australia. The paper responds to literature that suggests sustainability is not so much a technological problem as an institutional one, and to theories of innovation which focus on innovation diffusion through chains of production. The disaggregation and piecemeal nature of innovation within the building industry is underpinned by unfamiliarity with new technologies, a lack of consistent legislation and pricing and unclear channels of communication. Design/methodology/approach: The study adopted a mixed-method research design which involves two phases. In Phase I, qualitative data were collected and analysed to identify safety and health practices. In total, 19 experts who have experience in building construction projects were involved in the interviews. During Phase II, quantitative data were collected from contractors that are involved in the delivery of building projects using questionnaires which were administered via face-to-face interviews. After analysing the quantitative data, the safety and health practices were prioritised and the relationships between the practices and company profiles were investigated. Findings: Safety and health policy, safety and health plan and hazard analysis are found to be the three most important practices that can improve productivity in building construction projects. The results of Spearman correlation analysis revealed that the level of implementation of the safety and health practices increases with project costs. Company experience and company size are positively associated with safety and health practices. Project delay is negatively correlated with safety and health practices. Originality/value: The study provides useful information for international developers and contractors who want to do the construction business in Australia. Furthermore, contractors involved in the construction of building projects in Australia can implement the identified safety and health practices to improve labour productivity. Purpose - The purpose of this paper is to report upon research undertaken on deployment of information communication technology (ICT) diffusion initiatives in the Australian construction industry. The paper seeks to explain how innovation implementation drivers and barriers facilitate diffusion at the organisational, group and individual levels. Design/methodology/approach - Data from two web-based document management case studies and one intranet document management system case study are used to analyse ICT diffusion dynamics within three large information technology (IT) literate Australian construction firms. The sample was purposefully limited to large IT-literate construction contracting organisations with a need to use ICT for their operational effectiveness. Findings - Constraints at the personal level include limited budget for ICT investment, commitment from other project participants, issues of ICT standardisation, and security problems. At the organisational level, constraints include basic levels computer experience, time available to learn, and the identification of clear benefits of ICT use. Constraints at the group level include time available to share information, quality of personal contact and geographical distance. Research limitations/implications - The sample was purposefully limited to large IT-literate construction contracting organisations with a need to use ICT for their operational effectiveness. Practical implications - The driver and barrier models presented indicate that ICT innovation implementation requires intense management interventions to facilitate a supportive workplace environment that strongly links personal and organisational resource investment with demonstrated outcome benefits. Originality/value - This study provides rich insights of the dynamics of ICT innovation implementation.
