Results of international achievement surveys such as the Programme in International Student Assessment have consistently reported an achievement gap between immigrant and non-immigrant student populations around the world. This paper unpacks this persistent achievement gap by examining key characteristics that influence the performance of first- and second-generation immigrant students as well as the policies and practices that are associated with enhanced educational outcomes. A multi-layered framework is proposed to help policymakers juxtapose key characteristics of their immigrant students' achievement against individual, family, school, community, and host society characteristics and policies. The discussion also underscores the importance of connecting this multi-layered framework with other important sectors within governments such as those responsible for the economy, health, social protection, and immigration. This paper also examines limitations with current large-scale data sets and the implications for research and policy analysis.

In 2000, Gayle Andrews and this author published "Turning Points 2000: Educating Adolescents in the 21st Century," in which they summarized their analysis of the conditions of middle grades education at the turn of the century. Now, nearly a decade later, what is the state of middle grades education? On the one hand, federal mandates under No Child Left Behind have stimulated a significant and needed emphasis on improving instruction and outcomes for students who historically had been left behind. On balance, though, no sea change in the status of middle grades education has occurred. Data from the most recent National Assessment of Educational Progress (NAEP) show improvement in eighth grade scores in recent years for virtually all groups, but significant problems remain. The data also show continuing gaps in achievement between racial and ethnic groups in reading and math. These data suggest that the core of what students do every day in school--what they learn, how they learn, and how they demonstrate what they have learned--remains much the same as it was a decade ago and decades before that. While the heart of middle grades education may not have drastically changed in the past decades, the world has. The forces of globalization have and will continue to create a vastly different set of challenges and opportunities for today's middle grades students compared to previous generations. In 2008, Asia Society, a non-partisan, non-profit education organization, published a report entitled "Going Global: Preparing Our Students for An Interconnected World" (Asia Society, 2008). This author co-authored the report, with his colleagues Shari Albright, Vivien Stewart, and Heather Singmaster. Like "Turning Points 2000" nearly a decade ago, "Going Global" provides a guide for the education of adolescents that draws on research and best practices from exemplary schools. Much of what is discussed in this paper draws heavily on "Going Global," which responds precisely to the questions that frame this special edition of "Middle School Journal": Now and in the future, what do adolescents need to know and be able to do, and how can middle grades schools help students develop these capacities?

This paper takes advantage of the Taiwan Assessment of Student Achievement data set to empirically evaluate whether the test score differentials between pupils with immigrant and native mothers are substantial across subjects, grades and years. Our results show that there exist test score differentials between the two groups after controlling for the students' individual characteristics and family background. The Chinese, Maths and English subjects exhibit larger test score gaps relative to Science and Society. We also find that the academic gaps between native students and pupils with mothers from Southeast Asian countries tend to widen, while the students' performance is about the same as that for native students if their mothers are from mainland China, confirming that the language proficiency of immigrant mothers significantly affects pupils' learning. Our empirical results may suggest that remedial teaching (or an equivalent preferential policy) for the lower-grade pupils with immigrant mothers might be required to create a fair environment for learning, and such a policy should take the nationality of those foreign mothers into account.

A small group of high-performing East Asian economies dominate the top of the Programme for International Student Assessment (PISA) rankings. This has caught the attention of Western policymakers, who want to know why East Asian children obtain such high PISA scores, and what can be done to replicate their success. In this paper I investigate whether children of East Asian descent, who were born and raised in a Western country (Australia), also score highly on the PISA test. I then explore whether their superior performance (relative to children of Australian heritage) can be explained by reasons often given for East Asian students' extraordinary educational achievements. My results suggest that second-generation East Asian immigrants outperform their native Australian peers by approximately 100 test points. Moreover, the magnitude of this achievement gap has increased substantially over the last ten years. Yet there is no 'silver bullet' that can explain why East Asian children obtain such high levels of academic achievement. Rather a combination of factors, each making their own independent contribution, seem to be at play. Consequently, I warn Western policymakers that it may only be possible to catch the leading East Asian economies in the PISA rankings with widespread cultural change.

The Programme for International Student Assessment (PISA) and Trends in Mathematics and Science Study are two highly respected studies of school pupils' academic achievement. English policy-makers have been disappointed with school children's performance on these tests, particularly in comparison to the strong results of young people from East Asia. In this paper, we provide new insight into the England--East Asia gap in school children's mathematics skills. We do so by considering how cross-national differences in math test scores change between ages 10 and 16. Our results suggest that, although average math test scores are higher in East Asian countries, this achievement gap does not increase between ages 10 and 16. We thus conclude that reforming the secondary school system may not be the most effective way for England to "catch up" with the East Asian nations in the PISA math rankings. Rather, earlier intervention, during pre-school and primary school, may be needed instead.

Utilizing data on approximately 16,000 children from the Early Childhood Longitudinal Survey-Kindergarten Cohort and a rich set of mediating factors on 16 immigrant groups, this paper examined the associations between children's immigrant generation status and their academic performance. The changes in academic achievements during kindergarten and first-grade were also examined to explore the varying learning paces exhibited by children from different countries of origin. Results indicate that, compared to third and later generation non-Hispanic white children, children of Latin American regions tended to have lower reading and math scores, while children of Asian regions tended to have higher reading and math scores. In addition, although children of immigrants may have either higher (e.g., children from East Asia) or lower scores (e.g., children from Mexico) by first-grade compared to third and later generation non-Hispanic white children, the former generally learned skills at faster paces, thus widening (e.g., for children from East Asia) or narrowing (e.g., for children from Mexico) academic achievement gaps. Child and family characteristics accounted for a large share of the differences in children's academic achievements. Home, school, and neighborhood environments may also matter but to a lesser extent. Research implications are discussed. (Contains 8 tables and 8 footnotes.)
