International student education in China has been continuously changing in response to the rapid social transition since the People’s Republic of China was established in 1949. Adopting a historical perspective, this scholarly paper begins with an analysis of characteristics of international student education in China in terms of rationales, role of government, and international students. Several challenges are then identified and this paper concludes with observations on future trends of international student education development, with a special focus on the implications of “the Belt and Road”. The internationalization of higher education has become an important policy and research agenda. At the national level, different countries have responded differently with some countries becoming more open than others. At the local level, universities have also reacted differently with some becoming more liberal and innovative than others. Thus, this paper aims, first, to examine the rationale and policies of the Singapore government in internationalizing its higher education, and, second, to determine the corresponding institutional responses of Singapore educational institutions particularly at the university level. The findings show that government policies have been designed, implemented, reviewed, and adjusted to promote student values and attributes, including intercultural awareness and engagement, competitive edge, and global citizenship, through an internationalized curriculum; to meet the country’s manpower and population requirements; and to promote Singapore as an international hub for education. Singapore universities, in particular the National University of Singapore (NUS), have implemented their programs and activities to promote internationalization at home and abroad. Singapore will continue to internationalize its higher education as national borders become more open and as universities become more competitive and innovative. [ABSTRACT FROM AUTHOR]

Based on ethnographic data, the present study examines how being critical has been understood, valued and practiced among students enrolled in international English-as-the-medium-of-instruction (EMI) Master's porgrammes in a top-rated comprehensive university in China. Drawing on the Foucauldian ethico-political axes of self-formation, this article presents three case studies and finds that international and local students form critical selves in diverse ways as influenced by lived experiences of interculturality at personal, institutional and disciplinary levels. The Foucauldian axes enable a holistic understanding of students' formation of critical selves in relation to their past, present and prospective intercultural life trajectories as situated within the social and institutional contexts. It also helps call for a culturally-enriching, self-reflexive approach to critical pedagogy in the context of internationalization of higher education that breaks away from theoretical conceptions of critical thinking as traditionally grounded on essentialist views on cultures and relevant pedagogical norms. The internationalization of higher education globally continues to grow more and more towards commercialization and neoliberalism paths, despite growing concerns about the underlying consequences. Building further on our work and using Saudi Arabia as a national case, this article critically investigates how and in what ways the Saudi government's desire to internationalize its higher education system has overlooked the many problems associated with its English-only policy, and the neoliberal shaping of social and economic pressures. The article also demonstrates the paradoxical messages concerning internationalization success, strategies, and visions conveyed by the Saudi government and by several institutions from English-speaking countries in response to Saudi Arabia's aspiration for internationalization of its higher education. We draw on several data sources in this article, specifically: (1) the Colleges of Excellence (CoE) project documents – a major Saudi government's initiative to restructure the technical and vocational education system; (2) Several publicly available news items released by technical and vocational colleges from Canada and the UK as well as by the UK government in relation to their participation in Saudi Arabia's CoE project; and (3) publicly available news items published in a number of key local Saudi newspapers regarding various aspects of the CoE project. The internationalization of tertiary education has given rise to student mobility of industrial proportions and affects and is affected by, national economies. Currently British universities are host to the second highest number of international students in the world; the proportionality of international students in the student body in UK higher education (HE) is also the second highest globally.Over the decades the British government has declined to link policy and practice on international student issues, rather, has taken a stance which presented a view of the country’s role in overseas student affairs that reflected imperialist, postcolonial, international, and global perspectives, invariably mirroring the political complexion of the day. The article highlights a number of ways in which policies designed to control international student numbers has had the effect of creating conditions in which the domestic students have in turn been privileged and disadvantaged. Using a historical perspective to interrogate former policy initiatives, it concludes by reflecting on what the impact of present policies are likely to be for future developments of the sector. In recent decades many East Asian countries have initiated ambitious policies to increase their global prominence as education hubs. This article examines the development of Taiwan’s international student recruitment policies from 1950 to 2011, exemplifying the case in a non-Western, non-English speaking context. While Taiwan’s case is distinctive with the dominance of noneconomic factors in shaping the state policy orientation and agendas, the strong role of the state and the Confucian model of higher education constitute a valid example of developments in the internationalization of higher education in East Asia. The analysis further shows that the intertwining forces of localization, nationalization, and globalization influenced the policy development throughout three stages of the trajectory. These findings demonstrate the transformationalist viewpoint of globalization and support the “glonacal agency approach” proposed by Rhoades and Marginson claiming that local, national, and global domains are simultaneously significant in understanding globalization and higher education.
