Abstract: The development of start‐up communities is seen as critical to the successful development of entrepreneurship in a region. However, it remains unclear what exactly start‐up communities are and how they can be facilitated. Ambiguity concerning the geographical scale and membership of start‐up communities leads to different conceptualisations. In this paper, we apply communities of practice (CoP) theory to understand how conceptualisations of start‐up communities work and how they can be facilitated. To this end, we qualitatively study start‐up communities in Sydney, Melbourne and Canberra, Australia. Our results show that start‐up communities that are confined to a particular workspace strongly resemble a CoP. Furthermore, many elements of CoPs can also be found in regional start‐up communities. Finally, we find that workspace communities have more direct and top‐down facilitation activities, while regional start‐up communities have more indirect and bottom‐up facilitation activities. Abstract: During the recent decade, scholars have started to pay more attention to how the local socio‐institutional environment affects the outcome of regional cross‐border co‐operation (CBC) programmes and projects. This paper studies the social capital processes of CBC, particular focus being on how power and trust relations are manifested in project networking and implementation governed by public authorities. The examination focuses on the border towns of Tornio (Finland) and Haparanda (Sweden) which share a common cultural history and a long tradition of co‐operation. The results, based on document analysis and 16 interviews, show that the CBC at Tornio‐Haparanda is not unproblematic but contested by different interest groups and actors. It involves practices of inclusion and exclusion that influence mobilisation, engagement and trust building between different actors. The social capital processes are intertwined with the local norms and values as well as with the strategic networking and pursuance of specific development objectives. [ABSTRACT FROM AUTHOR]

Abstract: The service industry in China has been undergoing rapid growth, especially since the early 1990s. However, little research has been conducted regarding its characteristics, spatial patterns and dynamics. Based on the theories of economic growth, economic transition and urban hierarchy, this paper develops an analytical framework for elucidating the growth of the service industry in China. We find that cities with a high increment in the service industry tend to be located in coastal areas, and mainly constitute megacities and large, highly developed cities. Cities with higher administrative rank, such as centrally administrated municipalities, cities designated in the State Plan and provincial capitals, maintain relatively high growth in the service industry. It is concluded that China's economic transition and urban hierarchy play significant roles in the growth of the service industry, suggesting that service industry growth in China does not strictly adhere to growth patterns observed in Western countries. This paper examines the relationship between immigrants' genetic diversity and economic development in the United States during the late nineteenth and the beginning of the twentieth centuries, a period commonly referred to as the age of mass migration from Europe to the New World. Our panel model estimates show that during this period, immigrants' genetic diversity is significantly positively correlated with measures of U.S. counties' economic development. There exists also a significant positive relationship between immigrants' genetic diversity in 1870 and contemporaneous measures of U.S. counties' average income. One potential consequence of rising top‐income concentration is borrowing by less‐affluent households attempting to maintain relative living standards. This paper evaluates the “keeping up with the Joneses” phenomenon, examining the responsiveness of payment‐to‐income ratios for different debt types across the income distribution to changes in income among affluent households. The analysis provides evidence for the responsiveness of debt to rising top incomes. Middle‐ and upper‐middle‐income households take on more housing‐related debt and have higher payments in places with higher top‐income levels. Abstract: This study reviews the post‐2005 national development strategies of 50 countries from diverse income groups, geographical locations, human development tiers and official development assistance (ODA) levels to assess Millennium Development Goal (MDG) absorption into development planning. Reviewing Poverty Reduction Strategy Papers (PRSPs) and non‐PRSP national strategies, the majority of the development plans have either adopted the MDGs as planning tools or ‘localized’ them in a meaningful way, using diverse adaptation strategies. A high correlation is detected between the income group, PRSP status and ODA reliance of countries, and their propensity to incorporate MDGs in their planning instruments. However, MDG alignment is not coterminous with greater pro‐poor or MDG‐oriented policies. Countries that have not integrated MDGs into their national plans were as likely to allocate government funds to social sectors as MDG aligners. [ABSTRACT FROM AUTHOR]

Abstract: This paper studies the role played by the quality of property rights in the linkages of international capital flows into sub‐Saharan African (SSA) economies. Using panel data of 36 SSA countries over the period 1996–2015 and the ARDL procedure with the Pooled Mean Group regression method appropriate for non‐stationary panel data estimation, we account for the joint effects of property rights quality and openness to foreign capital flows on economic growth. We uncover the existence of a property rights quality threshold beyond which property rights either amplifies the spillovers effects or attenuates the negative effect of capital flows on economic growth. For instance, it takes a level of property rights of at least 60 to have a positive long‐term impact of capital flows on economic growth in natural resource‐poor African countries. The quality of property rights matters more to obtain spillover effects of capital flows on growth in natural resource‐poor countries than in their peer natural resource‐rich countries. Finally, with regard to the countries' income levels, capital flows have significant long‐term spillovers effects on economic growth in advanced African economies than in their low‐income peers. Abstract: This paper aims to assess the efforts of the Saudi government in diversifying its economy. A descriptive analysis was used to evaluate the efforts the Saudi government exerted to enhance economic diversification through nine development plans covering 45 years (from 1970 to 2014). Two measures of economic diversification were applied, instability of private gross domestic product (GDP) and its relation to oil price instability, and relative contribution of private and public sectors to GDP. The research concludes that Saudi government has succeeded in moving towards economic diversification in the last two development plans compared to the previous seven development plans, although the economic diversification was a slow‐paced process. The performance of the private sector is still low which calls for a prompt intervention from the Saudi government to improve the legislative environment, competition, and attracting big international companies to enter Saudi market and raise the level of efficiency of the private sector and achieve its main goal of being less dependent on oil sector and its revenue. Abstract: Using data on 48 contiguous U.S. states and a spatial econometric approach, this paper examines short‐ and long‐run effects of productive higher education and highway infrastructure spending financed by different revenue sources on state economic growth. Following the Lagrange Multiplier, Wald, and Likelihood Ratio tests, the data are found to be characterized by both spatial lag and spatial error processes, leading to the estimation of a dynamic spatial Durbin model. By decomposing results of the dynamic spatial Durbin model into short‐ and long‐run direct as well as indirect (spillover) effects, we show that accounting for spillover effects provides a more comprehensive approach to uncovering the effects of productive government spending on growth. We find that, regardless of the financing source, productive higher education and highway spending have statistically significant short‐ and long‐run direct as well as spillover effects on state income growth. Abstract: Policy makers and academics frequently emphasize a positive link between city size and economic growth. The empirical literature on the relationship, however, is scarce and uses rough indicators for the size of a country's cities, while ignoring factors that are increasingly considered to shape this relationship. In this paper, we employ a panel of 113 countries between 1980 and 2010 to explore whether 1) there are certain city sizes that are growth enhancing and 2) how additional factors highlighted in the literature impact the city size/growth relationship. The results suggest a nonlinear relationship which is dependent on the country's size. In contrast to the prevailing view that large cities are growth‐inducing, for a majority of countries relatively small cities of up to 3 million inhabitants are more conducive to economic growth. A large share of the urban population in cities of more than 10 million inhabitants is only growth promoting in countries with an urban population of 28.5 million and more. In addition, the relationship is highly context‐dependent: a high share of industries that benefit from agglomeration economies, a well‐developed urban infrastructure, and an adequate level of governance effectiveness allow countries to take advantage of agglomeration benefits from larger cities. Abstract: Maritime industrial development areas (MIDAs) are spatial tools designed to accelerate economic growth in backwards coastal areas and thus alleviate regional disparities, and they have widely expanded in both developed and developing countries over the past sixty years. This paper reviews the global development of MIDAs in different historical periods and compares them with cases on China's Liaoning coast in terms of their structure, location, administration, national political‐economic climate and theoretical justification. The results indicate that although those countries have different institutional environments they seemingly once took the same path in their specific stages of development. However, the experiences of developed countries and other developing ones and the current dilemma of MIDAs in coastal Liaoning together demonstrate that MIDAs cannot achieve the policy targets anticipated by decision makers, especially during the economic transitions of China. This finding cautions backwards countries and their lagging areas, such as northeastern China, that the traditional pattern tried by the first developed countries may not be appropriate when the development tool (e.g., MIDAs) is examined in both the framework of international comparison and the socioeconomic setting of a specific country. Abstract: Public sector activities are often neglected in the economic approaches used to analyze the driving forces behind urban growth. The institutional status of a regional capital is a crucial aspect of public sector activities. This paper reports on a quasi‐natural experiment on county towns in East Germany. Since 1990, East German cities have demonstrated remarkable differences in population development. During this same period, many towns have lost their status as a county seat due to several administrative reforms. Using a difference‐in‐differences approach, we compare the annual population development of former county capitals to population change in towns that have successfully held on to their capital status throughout the observed period. The estimations show that losing county capital status has a statistically significant negative effect on annual changes in population. Summary: Using a dataset for a panel of 118 countries, this paper shows that changes in the level of education of national populations aged 45 to 64 are positively associated with economic growth. An increase of one percentage point in the share of individuals in this age group who attended secondary education is associated with a 1.2% increase in GDP per capita. In contrast, variation in the level of education in younger cohorts is not positively associated with economic growth. Abstract: Smart policies at the urban (smart city initiatives) and the regional (smart specialisation Strategies, S3) level, both fostered by the need to better spend the reduced budget available for EU policy‐making, have recently gained much attention. While some attempts have been made to explore the growth potential of the two policies separately, no empirical analysis has considered their joint contribution to regional growth. This paper identifies two types of development (measured as 2008–2010 GDP growth) effects associated to smart policies: one, short‐run, associated to urban smartness initiatives, and a second, long run, linked to S3. Instrumental variables estimates are used to support the conceptual framework suggested for the link between these two types of policies, which are both found to have a positive impact on regional economic performance. Drawing on qualitative interviews conducted in two provinces of southern Thailand, Nakhon Si Thammarat and Phatthalung in 2015 and 2016, this paper engages with literature on the politics of scale to consider the relationships among the practice of growing rubber and regional belonging. In many ways decoupling low rubber prices (at the time of writing) from a larger story of substantial, multinational increases in rubber cultivation and production since the early 2000s, a common calculus in southern Thailand among smallholder rubber farmers, or chao suan yang in Thai, of current price woes points in large measure to past policy moves by the Thai government, and especially under the administration of Thaksin Shinawatra in the mid‐2000s, to promote rubber cultivation into northern and northeastern provinces. I contend that emphasis given to such a regional‐national, in other words Thai, story of declines in rubber prices entails noteworthy moments of translation whereby rubber's scales are reconstru(ct)ed through appeals to regional legacies and perceptions of a transmission of ‘southern Thai rubber’ outside of the south. Motivated by the basic adage that man does not live by bread alone, we offer a theory of historical economic growth and population dynamics where human beings need food to survive, but enjoy other things, too. Our model imposes a Malthusian constraint on food, but introduces a second good to the analysis that affects living standards without affecting population growth. We show that technological change does a good job explaining historical consumption patterns and population dynamics, including the Neolithic Revolution, the Industrial Revolution, and the Great Divergence. Our theory stands in contrast to models that assume a single composite good and a Malthusian constraint. These models generate negligible growth prior to the Industrial Revolution. However, recent revisions to historical data show that historical living standards-though obviously much lower than today's-varied over time and space much more than previously thought. These revisions include updates to Maddison's dataset, which served as the basis for many papers taking long-run stagnation as a point of departure. This new evidence suggests that the assumption of long-run stagnation is problematic. A new concept of community is proposed in this third paper of the series, 'Towards a psychoanalytic concept of community'. This concept emphasizes the unconscious, collective, psychological tasks involved in creating and sustaining a community, as well as the tasks undertaken by the community in achieving its reason for being. One of the core psychological tasks is the creation of bonding among its members. When a community is being formed it experiences itself subjectively as 'us', and needs to come to terms with what is 'not us'. A set of psychological tasks comes into play and they relate to the formation and maintenance of its boundary and identity. Each of these psychological tasks is underpinned by unconscious psychic processes; such as symbolization to create boundary, projective and introjective identifications to create bonds and identity. This paper examines urban-rural welfare inequality in Tunisia. Founded on the recentred influence function and quantile regression based counterfactual decomposition, we dissect the gap between the two areas. Results of the present study suggest that the difference between rural poor households and urban poor households is due essentially to characteristic effects; while for wealthier households both characteristic and returns to these characteristic effects (for example, efficiency of educational system) are responsible for this gap. Additionally, the results demonstrate that this is an issue of value, and, more specifically, an economic development fairness conflict. The growing diversity of North - South international volunteerism challenges the widely accepted distinction between volunteering for development as a long-standing component of official development assistance and the more recent phenomenon of volunteer tourism as a private sector led commercial endeavour focused primarily on the personal growth of the volunteer. This paper reviews recent research that blurs this distinction by placing international volunteering within the geographical imaginaries of development and the neoliberal practices of governance of aidland. It focuses on four themes tackled in recent research: i) the ways in which neoliberal ideologies have shaped the motivations, goals, practices and governance of international volunteering; ii) the contexts in which international volunteering can foster more equitable relationships between Northern and Southern development actors; iii) what roles emotion and affect play in these relationships, and iv) the extent to which international volunteering can offer a critical perspective on the rules, logics and ideologies of aidland. The main argument is that while neoliberal conceptualisations of development have evidently shaped international volunteering, they do not fully capture the relational and experiential impacts of volunteering. The technologies of proximity afforded by volunteering can lead to critical and transformative insights into development and aidland, particularly when volunteers are embedded in local organisations over a longer time. Understanding the influence of moral repugnance on social decisions is challenging, particularly because in several cases not all of the relevant policy options can be observed. In a series of recent studies, we designed survey experiments to identify individual preferences in morally controversial transactions, with focus on the provision of payments to kidney donors in the United States (Elias, Lacetera, & Macis, 2015a, 2015b, 2016a). We found that providing information on how a price mechanism can help alleviate the organ shortage significantly reduces opposition toward payments for organs. Moreover, we quantified the trade-off that people make between the repugnance and the efficiency of alternative kidney procurement systems. In Elias, Lacetera, Macis, and Salardi (2017), finally, we analyzed how the regulation of controversial activities is related to economic development. Innovation processes in emerging economies tend to differ from those in developed countries in that a larger share of firms absorb existing knowledge. The paper assesses how firms' absorptive capacity mediates the impact of global value chains on the innovation of handicraft exports in Yogyakarta, Indonesia. The study draws three conclusions. First, the incremental innovation of craft exporters demands specific but rather mundane absorptive capacities of firms, such as language abilities and capable departments. Second, and contrary to what might be expected, the study finds that the governance modes of global value chains do not significantly affect the level of innovation. Third, a group of traders have the highest level of innovation, the highest level of absorptive capacity, and they positively affect the innovation of suppliers. Over the past decades, governments have switched from a managerial to an entrepreneurial style of governance in the strengthening of certain places at the expense of others. This coevolved with an increase in inter-urban and inter-regional competition for resources, also called 'policy competition'. The issue for regional governments is how they balance their wish to strengthen their economic structure, without creating conflicts of unfair competition in the designation of 'winners' and 'losers'. This paper addresses this balancing act in the Dutch Province of Limburg, where a multinational threatened to leave the region. The case is analysed with the help of actor-network-theory and follows the translations through which an innovative policy tool was constructed that allowed the Province to invest in real estate. Through the innovative 'campus' concept, the Province could comfort the vested interests of the multinational, while balancing out the interests of other economic cores in the region. The paper examines the value-generating strategies used in some of New Zealand's primary activities in a rapidly changing trading context in which the countries of East Asia increasingly figure. These strategies range from scaling up volume, with a consequent conspicuous impact on rural landscapes, to innovative value-enhancing relationships linking producers, processors and consumers in processes which value landscapes for the contribution they make to provenance stories. Our argument is that higher-value strategies are necessarily more intensely collaborative and involve a pursuit of engaged relationships, especially between onshore producers and manufacturers and consumers at a distance. We term this collaborative form of strategising as 'the relationships economy'. We illustrate our argument using two case studies, dairying and merino. While there are great differences in scale between them, and dairying focuses significantly on volume-generating capacity, there are players in dairying who are adopting higher-value relationships-based approaches similar to those developed in the merino industry. The common thread connecting the case studies is that of intentional enactment, which echoes earlier periods in New Zealand's trading history when considerable work was undertaken by industry participants to create new markets for primary products. Given the rapid development within China, the inequality of available water resources has been increasingly of interest. Current methods for assessing water stress are inadequate for province-scale rapid monitoring. A more responsive indicator at a finer scale is needed to understand the distribution of water stress in China. This paper selected Defense Meteorological Satellite Program Operational Line-scan System night-time stable lights as a proxy for water stress at the province level in China from 2004 to 2012, as night-time lights are closely linked with population density, electricity consumption and other social, economic and environmental indicators associated with water stress. The linear regression results showed the intensity of night-time lights can serve as a predictive tool to assess water stress across provinces with an R2 from 0.797 to 0.854. The model worked especially well in some regions, such as East China, North China and South West China. Nonetheless, confounding factors interfered with the predictive relationship, including population density, level of economic development, natural resource endowment and industrial structures, etc. The model was not greatly improved by building a multi-variable linear regression including agricultural and industrial indicators. In this paper, we investigate how the innovation expectations of public financiers are related to realized patents. The analysis is based on a novel data set of collaborative R&D projects subsidized by the Finnish Agency of Technology and Innovation (Tekes) and the European Regional Development Fund (ERDF) during the period 2000-2004. Innovation expectations are measured using reports submitted by Tekes experts during ex ante assessments of projects. Our probit model results reveal that Tekes' patent expectations are positively related to realized patents for projects led by private firms (but not by public organizations). Despite economic growth since the recession, the gap between the richest and the poorest segments of the population remains one of the most pressing concerns of contemporary America. This paper uses IR-95/20, IR-80/20, and IR-65/35 ratios to measure the income divides between the richest and the poorest segments in the mid-to-large-sized metropolises of the U.S. Southeast, their variation across ethnicities, and their association with metropolitan level attributes such as diversity, segregation, socio-economic, and other built-environment, and labor characteristics. The income divide ratios serve as the dependent variables whereas principal components along with state-dummy variables serve as the explanatory variables in regressions analyses. The metropolises that are large, diverse, and better educated are the most income-divided whereas those with lower educated people are less divided. Metropolises with larger shares of their labor engaged in primary sectors of economy have higher income divides; this observation also holds true for African Americans and Hispanics. Metropolises that gained in intermixing during 2000-2014 are associated with a lower income divide and vice versa. [ABSTRACT FROM AUTHOR]

This paper examines the degree to which creative industries stimulate regional productivity growth in a developing country, Indonesia. The Indonesian government promotes long-established 'traditional' craft businesses as creative industries, but they pay less attention to new knowledge creation and focus on highlighting heritage values as selling points. Our findings show that the 'real' creative industries are still scarce and found mostly in fairly advanced urban regions. These industries are more likely to be an indicator than a driver of regional economic development. Meanwhile, those traditional businesses are much larger than creative industries and potentially contribute to regional productivity through consumption activities, thereby requiring different policy strategies. This paper investigates how spinoffs in peripheral regions can profit from the work experience of their founders. More specifically, it discusses which firm routines and business contacts entrepreneurs gather through their prior work experience, and how this experience influences the organizational structure and orientation of the newly founded firm. The transfer of capabilities from parent firm to spinoff has been identified as important aspect of industrial clustering, but empirical evidence from peripheral areas is still sparse. It compares 22 semi-structured interviews with founders of manufacturing firms from different peripheral regions in Switzerland to investigate whether routine and network transfer differs in varying peripheral contexts. The results show that not only inherited routines are important, but also inherited business contacts. Further, instead of simply reproducing acquired routines and networks, founders employ a mixture of continuity and change to find a good trade-off between relying on well-proven practices and introducing novelty. Finally, the geographical proximity of inherited business contacts seems to have an influence on the implementation strategy founders choose. Entrepreneurs with strong inherited local business contacts do not have to invest as much in building up new business contacts as those entrepreneurs in more isolated locations. This paper describes the relationship between donor agencies and government during the development of Lao basic education policy in the post-Cold War period, 1991-2000. We argue that Laos had only recently been 're- born' from colonial regimes, and was thus unable to resist or mediate donor policy agendas and donors who acted on behalf of economically developed nations. The nature of the power relationship between donor and government is explored through an analysis of policy developed at that time as well as the perceptions of aid conditionalities, as recalled by government officials and those working in the aid sector at that time. This paper explores satisfaction with the political domain of local government performance, using survey data from a contemporary British city as the empirical context. It employs a factor-augmented ordered logit analysis of data emerging from a representative city-wide series of over 1,000 household interviews. Affective reactions to local economic performance and policy effectiveness are constructed in the spirit of the approach used in earlier work by social scientists. The key significant influences that raise or depress satisfaction at this geographical level are presented. Affective reactions to past policy and the economy are both shown to be statistically significant, but with reactions to the economy being negative while those for other policy reactions seemingly positive. Over the past few years, cities have been increasingly adopting a written plan to guide economic development processes. This is in sharp contrast to past practices which were haphazard and unsystematic. So far, there has been no comprehensive overview of the policies, strategies and focus of these written documents. Focusing on the Province of Ontario, Canada, we undertook a systematic content analysis of the most recent documents for each city. Specific codes were developed for the analysis of the documents. While the majority of cities in Ontario were identified as having codified a formal economic development plan (a plan was identified in 41 of 51 cities), there was considerable variability in how the plans were developed (such as through the use of private consultants) and presented, with noticeable differences in the information given about the community, complexity of analysis conducted and the details on the economic development policies that are being pursued. Despite the range of document formats, there was notable uniformity in the content of the policy directives that were presented. In terms of economic development focus, traditional manufacturing is essentially ignored in favour of attracting advanced manufacturing and knowledge-based industries. Additionally, due to the extensive reliance on private external consultants, the plans have a homogenous nature, where contemporary ideas such as diversification, place branding and marketing, downtown redevelopment, focus on creative and knowledge industries, and tourism are constantly regurgitated. Conspicuously missing among the strategies were regional collaborations and cluster development. Although the adoption of a written plan represents an important milestone in local economic development policymaking, a number of key limitations were identified within the current documents, and the paper offers direction for a more effective future policy development. Within the UK, City Deals, essentially bespoke packages of funding and decision-making negotiated between national government and local authorities, are increasingly taking centre stage in promoting economic growth. Each City Deal is seen to reflect the needs of individual cities and their surrounding regions, and each has its own distinctive funding and development agenda. Although the City Deal model has been broadly welcomed by national and local political leaders, concerns have been more widely expressed about its operation and effectiveness. This paper outlines the development and characteristics of the City Deals programme and offers a reflective commentary on a number of issues surrounding the programme, namely, accountability and evaluation, the relationship between the local and national states, the role of planning, and sustainable development. This paper seeks to make a contribution to the study of personhood in EU free movement law by linking a historical and doctrinal analysis with the internal transformation of the homo economicus in economic liberalism. It is argued that a shift can be observed in the government of mobility from 'freeing up' the ability of the worker as a relatively passive subject tied to external economic mechanisms to the targeting of the individual him/herself as a responsible, active bearer of economic capability or 'human capital', whereby past socio-economic conduct and prospective economic activity serve as the thresholds for the entitlement to rights. The essence of the 'new' homo economicus of EU free movement law is situated at the intersection of the social and economic, serving as a rational frame for the government of the European mover on the basis of a mutual responsibility between the Union citizen and his/her host Member State towards social and economic activity, self-sufficiency and integration. We already know what causes cervical cancer, how to prevent it, and how to treat it, even in resource-constrained settings. Inequitable access to human papillomavirus vaccine for girls and screening and precancer treatment for women in low- and middle-income countries is unacceptable on ethical, social, and financial grounds. The burden of cervical cancer falls on the poor and extends beyond the narrow bounds of the family, affecting national economic development and community life, as family resources are drained and poverty tightens its grip. Proven solutions are available and the priorities for the next few years are clear, as shown by the papers in this Supplement. Sustained political commitment and strategic investments in cervical cancer prevention can not only save millions of lives over the next 10 years, but can also pave the way for the broader fight against all cancers. Recent spikes in commodity prices, the growing appetite for primary commodities among emerging economies, growing interest in biofuels and speculations over future returns to land and its products have led to a renewed interest in farmland in the global South. With highly publicized risks and polarized 'win-lose' narratives, so-called 'land grabbing' has become an important focus of transnational governance activity. In juxtaposition to those seeing large-scale land acquisitions as inherently risky or undesirable, some argue for the potential opportunities they engender-provided risks can be mitigated through improved governance. This paper explores this argument through a systematic analysis of the formal features of the multi-sited governance mechanisms in place to guide agricultural investment and govern its social and environmental effects. The intent is not to discount the importance of informal norms and practices or the so-called 'lived experience of governance,' nor the argument that such land acquisitions are inherently flawed irrespective of the 'discipline imposed on them.' Rather, the paper aims to explore the merits of the arguments advanced by the pro-investment camp, and to explore the extent to which the emerging global governance architecture is set up to deliver on the purported benefits of large-scale agricultural investment. Results suggest that serious weaknesses in the substantive scope, reach and/or implementation mechanisms in all of the reviewed governance mechanisms pose a serious risk to the likely effectiveness of the emerging governance architecture in minimizing risks and leveraging benefits. Recent literature suggests two mechanisms through which the start-up of new firms contributes to economic development: the growth of start-ups and competition among incumbent firms induced by the start-ups. While existing studies derive the competition effect indirectly, this paper deploys a direct measure, called market mobility, to approximate the induced competition effect. The empirical results are consistent with the idea that both effects are important in explaining the long-term economic impact of start-ups. This paper analyses multidimensional inequalities in health care distribution for Henan Province in central China. The paper has two objectives: (1) examining the multi-scale health care inequality in Henan from two dimensions, urban-rural and core-periphery and (2) revealing the spatial effects of China's multiple transitions, provincial development strategies, and local economic development on health care distribution. The authors used geographic information systems-based spatial statistical methods to detect the spatial-temporal variation of health care distribution, and applied geographically weighted regression to reveal the effects of multiple transitions on the health care sector. The results illustrate that urban-rural and core-periphery gaps in Henan are still significant even though health care reforms and recent provincial policies have improved the access of rural and peripheral areas to health care. Health care inequality is sensitive to geographical scale and clustering, and spatial patterns of health care are shaped by the interwoven forces at national, provincial, and local scales. ABSTRACT Low rates of internal migration in many European countries contribute to the persistence of significant regional labor market differences. I use the Mikrozensus, a large annual sample of households living in Germany, to further our understanding of the underlying reasons. This paper makes two main contributions: first, the paper quantifies the disutility of migrating. To this end, I estimate conditional logit models of the migration decision across the German federal states. Second, I then focus on the differences between immigrants and natives. I find significantly higher responsiveness to labor market differentials in the immigrant population than in the native population. Unobserved moving costs for immigrants are estimated to be only about 31 percent of this same cost for natives. The findings bear on the assessment of the economic impact of immigration, and the paper contributes to the current immigration-related policy debates that feature prominently in many European countries, and that likely will continue to be important in light of the ongoing EU expansion and the resulting east-west migration. Unemployment is often cited as a measure of the low employment content of Ghana's strong growth performance over the past three decades. The paper presents evidence to suggest that employment growth in Ghana continues to trail economic growth due to high growth of low employment generating sectors against sluggish growth of high labour absorption sectors. A cross-sectional estimation of a probit regression model also indicates a strong effect of demand factors on unemployment, indicating a weak employment generating impact of economic growth. Empirical analysis also confirms higher vulnerability of youth and urban dwellers to unemployment with education and gender explaining unemployment in some instances. Reservation wage is also observed to have an increasing effect of unemployment. The paper recommends policies that promote investment in agriculture and manufacturing which is associated with higher employment elasticity of output. High incidence of unemployment among the youth and secondary school leavers in the most recent period requires targeted intervention including support for entrepreneurial training and start-up capital to attract young school leavers to become 'creators' rather than 'seekers' of jobs. A downward review of expectations on the part of jobseekers in terms of their reservation wage could help reduce unemployment in Ghana. [ABSTRACT FROM AUTHOR]

Although previous systematic reviews considered the relationship between socioeconomic status and obesity, almost 200 peer-reviewed articles have been published since the last review on that topic, and this paper focuses specifically on education, which has different implications. The authors systematically review the peer-reviewed literature from around the world considering the association between educational attainment and obesity. Databases from public health and medicine, education, psychology, economics, and other social sciences were searched, and articles published in English, French, Portuguese and Spanish were included. This paper includes 289 articles that report on 410 populations in 91 countries. The relationship between educational attainment and obesity was modified by both gender and the country's economic development level: an inverse association was more common in studies of higher-income countries and a positive association was more common in lower-income countries, with stronger social patterning among women. Relatively few studies reported on lower-income countries, controlled for a comprehensive set of potential confounding variables and/or attempted to assess causality through the use of quasi-experimental designs. Future research should address these gaps to understand if the relationship between educational attainment and obesity may be causal, thus supporting education policy as a tool for obesity prevention. In this paper, we develop an endogenous growth and international trade model with two countries in which equilibrium wages in the two countries are different between two countries. First, when trade costs are high, the share of manufacturing firms in the large country increases with a decline in trade costs because of market size. However, the share of firms then decreases with a decline in trade costs when trade costs are low because of wage differences. Finally, all firms agglomerate in the small country, since production costs in the small country are low. In this paper, I explore the possibilities of linking and expanding existing sending and receiving countries' initiatives that mobilize immigrants to participate in the development process of their countries of origin in such a way as to advance two main goals of such initiatives: (1) to multiply their developmental impact in sending regions; and (2) to help increase the social and political capital of immigrants and immigrant associations, so as to facilitate both their role in the development of their countries of origin and also their integration in their host societies. In the paper, I will study the Mexican 3×1 programme and Spain's co-development model and explore the ways in which programmes such as these could be ideally linked and implemented, in diverse contexts, in a way that is advantageous to both sending and receiving societies. This paper proposes the notion of territorial patterns of innovation as a new conceptualization to understand the relationship among knowledge, innovation, and economic growth at the regional level. The territorial patterns of innovation approach reject the simplistic view of an invention-innovation equivalence and advance alternative patterns, alternative ways in which knowledge and innovation can take place and mix in space. Each of them represents a different way of innovating, one not necessarily more efficient than the other. On the empirical ground, the paper demonstrates this statement for all NUTS2 regions of the 27 European Union states by showing that the efficiency in taking advantage of innovation does not only link to the strength of the local knowledge base; rather, territorial patterns of innovation characterized by relatively low knowledge intensity can be relatively more efficient in grasping and exploiting innovation returns for growing. Interesting policy implications can be drawn from the empirical analysis presented. If the results do not deny the importance of research and development ( R&D) activities for regional growth, and therefore the right focus put forward by the Europe 2020 on a 'smart growth' based on knowledge and innovation, they call for particular attention when the Europe 2020 goal is translated into a regional setting. The paper examines the changing institutional framework within which export manufacturing takes place in Vietnam and its influence on the management of export oriented companies. The paper draws on research undertaken in two companies in the garment and footwear sectors respectively. The paper examines the context of export oriented manufacturing within a framework defined by international treaty arrangements, supply chain relationships and the framework of employment relations law and institutions, as a basis for understanding the range of HR issues which managers in export oriented companies must face. This overview suggests that the economic development pathway being pursued by the Vietnamese government imposes a range of obligations on export companies. The paper observes that there are strong pressures for institutional reform emanating from foreign-owned export companies, but that the process of institutional development is yet to deal with bargaining systems and conflict resolution in a way which provides a reliable basis for companies in export industries. This paper tests the hypothesis of a negative relation between openness and inflation in the context of African countries. A dynamic model of inflation in which openness enters alternately as an endogenous and exogenous variable is estimated with different panel data estimation procedures. The paper finds no robust evidence that openness served as a mechanism to restrain inflation in the region. On the contrary, the results suggest that increased openness, treated as an endogenous variable, is associated with higher inflation on holding constant such factors as food supply constraint and level of economic development which are found significant co-determinants. One major aim of the Greater Mekong Subregion ( GMS) integration programme, supported by the Asian Development Bank ( ADB), is to foster regional 'community' for sharing resources, people and financial flows. This 'community' is the target of both economic growth and poverty reduction. The emphasis on 'community' in the ADB's mushrooming quantity of documents raises important questions about what kinds of people are included, in what roles and with what kinds of support and protection. This paper explores these questions in relation to the political economy of regulating ethnic migrants from Myanmar working in Thailand. This paper argues that extra-legal relations between migrants and state/para-state agents constitute a crucial part of regulation. In transferring the regulation of migration to the national scale, the ADB inadvertently reinforces national differences between Thais and cross-border people. Additionally, the complicated and fluctuating implementation of national regulations in both countries leaves migrants subject to violence and extortion from state and quasi-state agents in Thailand. This paper shows that the dynamics of global capitalism require 'deportable labour' supplied by ethnic migrants who are included in the GMS community as the most invisible, vulnerable and exploited members. Traditionally, China and North Korea have been described as 'blood brothers' because of their common socialist ideological ground. Since 2000 the basis of their relationship has shifted from one-sided economic support by China into strategic and mutual cooperation. In this paper, we analyse changes in their relationship by examining two specific points: first, China's growing investment and trade in North Korea, and second, close linkages of regional development strategies between the two countries. While the prevalent discussions around North Korea and its relations with China concentrate on geopolitical issues, this research shed more light on geoeconomic engagement between China and North Korea. This paper employs a spatial Durbin growth model to estimate the impact of trade openness on regional per capita income in Brazil using a data set of 469 Brazilian micro-regions over the period 2004-2007. We calculate the direct, indirect and cumulative impact on per capita income of trade openness and human capital in these micro-regions. Results indicate that greater trade openness in a region promotes economic development locally, while exerting negative influence on per capita income of the neighbouring regions. Our findings also show that human capital has a positive - direct and indirect - impact on the economic development of Brazilian micro-regions. [ABSTRACT FROM AUTHOR]

In recent years, the endogenous development ( ED) approach has gained influence within the rhetoric of European rural development policies ( RP). This paper provides a fundamental critique of the approach and shows that neither the economic elements of RP in general nor ED in particular are targeted towards the specific economic needs and capabilities of rural areas. The second part of this paper consists of the search for possible alternative concepts for a more targeted and effective RP. Based on a synopsis of existing theories, an integrated approach is proposed that builds upon the different coordination mechanisms for economic activity suggested by different theories. The new, integrated perspective enables an economic characterisation of rural areas and indicates that the successful support of local coordination of economic activity is determined by specific local conditions. It also makes evident that localised approaches usually cannot compensate rural areas for the lack of agglomeration advantages. Therefore, programmes for the economic development of rural areas which support the local coordination of economic activity remain a second-best policy. As such, they do not free the state from policies of spatial redistribution if the political aim is the creation of comparable living conditions. [ABSTRACT FROM AUTHOR]

This paper investigates the determinants of educational achievements using household data collected in 2009 and 2010 from six sub-Saharan African countries. The econometric strategy combines estimation of random effect Probit models and variance decompositions to assess the relative contributions of between-family and within-family inequalities in schooling. Whilst the selected countries are rather heterogeneous in terms of economic development and public education expenditures, very similar results are found in five out of the six sub-Saharan countries. More than two-thirds of differences in schooling are explained by educational differences between families and within-household inequalities are very difficult to explain by observed family characteristics.
