Uganda has ambitions to become a middle‐income country by 2040. Achieving this goal would require an economic transformation that is led and aided by industrialization. Economic transformation and industrialization also require efficient utilization of energy, including electricity. The cost of electricity in Uganda is not cheap; thus, there is an incentive for industries and policymakers to invest in energy efficiency measures. The fact that energy efficiency could contribute to climate and other social policy objectives is also an added advantage. Since the mid‐2000s, following a power crisis, the Government of Uganda has taken several initiatives to promote energy efficiency within the industrial sector. However, although targeted interventions delivered demonstrable gains, efforts to institutionalize industrial energy efficiency remains a challenge. In this article, we use institutional theory and the political economy approach to explore why institutionalization has been difficult to achieve in Uganda. The article pays attention to the underlying political and economic processes to observe the factors that contribute to the non‐institutionalized status. The article argues the need to build a robust regulatory framework with a deliberate intent to broaden consensus around a shared understanding of the trade‐offs and benefits associated with energy efficiency. This paper evaluates the effect of access to improved water sources and sanitation on 41 sub-Saharan African (SSA) countries' economic efficiency and growth. For this reason data envelopment analysis (DEA), bootstrap techniques and probabilistic approaches are used. The empirical results indicate that SSA countries' economic efficiency is positively influenced by the access of population both on improved water sources and sanitation. Finally, when the provision of access to improved water sources is provided to more than 50% of the population, the positive effect on countries' economic efficiency is much greater compared with the effect of providing sustainable access to improved sanitation to the same proportion of population. Most of the monetary policy frameworks which use a domestic anchor for monetary policy in sub-Saharan Africa (SSA) employ quantitative money targets. Although these frameworks proved useful in reducing inflation in SSA, they are not well suited to the discretionary fine tuning of monetary policy. Monetary policy frameworks should be reformed in the post-crisis period, especially in the 'frontier markets' of SSA, where the need for activist demand management will grow in line with economic development and the integration of domestic financial sectors into global markets. Reforms should include adopting a broader set of policy objectives in addition to inflation, replacing broad money as the intermediate target with a more sophisticated set of indicators and forecasts and reform of the operating target. In essence, central banks should introduce a form of inflation targeting lite. This should be complemented by measures to strengthen the transmission mechanism of monetary policy. Migrant remittances reached $21 billion in sub-Saharan Africa (SSA) in 2008 according to the World Bank estimates. Despite these important flows, few macroeconomic studies have been conducted on this topic in SSA compared to other developing regions. The existing studies on the impact of remittances in SSA have been mostly in the form of case studies at the microeconomic level or reports. The objective of this study is to fill in this gap by investigating the impact of remittances on savings and investment in respective samples of 37 and 34 SSA countries over the period 1980-2004. It also analyzes comparatively the effectiveness of remittances and foreign aid in promoting savings and investment. OLS and instrumental variables (2SLS) with country fixed-effects are used as estimations methods. We find that both remittances and foreign aid positively and significantly influence savings and investment in SSA, meaning that contrary to most conclusions found in the literature, migrant remittances in SSA are not only and entirely spent in basic consumption needs. We also find that, although the volume and share of remittances are lower than foreign aid, remittances have more positive impact on savings and investment. Remittances, by being directly received by people in need and not by governments as intermediaries, would serve more households' interests and be more effective in favouring economic development than foreign aid. However, when efficiently used in a good institutional, political and economic environment, foreign aid can act as a complement to remittances by allowing vulnerable households to have income above the threshold subsistence's level so they (or migrants) can use a larger share of remittances for savings and investment purposes. The article describes how the forces of globalization influence poverty in general. Six case studies from Sub-Saharan Africa (SSA) are discussed to examine the impact of globalization in the country. It was noted that although globalization has made some contribution to economic growth in SSA, it has not yet facilitated the process of structural transformation required for countries in SSA to reach the take-off stage and accelerate economic development and poverty reduction. The case studies illustrated that globalization instead has increased intra-country inequality and done very little to reduce poverty.

Many African countries have experienced episodes of weak growth since 1970 through the 2000s. A fundamental intermediation gap in Sub‐Saharan Africa (SSA) is the extremely limited financing for medium to long term lending facilities to promote growth. Thus, given the importance of financial development on economic growth, this study investigates the impact of financial development on economic growth in SSA, which is sub‐divided into low‐, middle‐ and upper‐income groupings to ascertain whether differences in income levels across countries affect the relative impact of finance on growth. The study adopts the dynamic and static panel data model to analyse 30 SSA countries using annual data over the 1985–2015 period. The findings indicate that financial depth and financial intermediation reduce per capita income growth in low‐ and middle‐income countries. However, it increases growth in upper‐income and the overall sample of SSA countries. Credit supply positively impacts growth in low‐income countries but exerts a significantly negative impact on growth in middle‐income and the overall sample of SSA countries. Financial liberalisation promotes growth in upper‐income and the overall SSA. However, it reduces growth in low‐ and middle‐income countries. Motivation: Many countries in sub‐Saharan Africa (SSA) experience thwarted economic development and corrupt public administration. As the United Nations Convention Against Corruption (UNCAC) focuses on implementation mechanisms in SSA, there is a need to examine the causes of the setbacks affecting these mechanisms, looking at the current trends of corruption and their impact on socioeconomic development. Purpose: This article focuses on assessing setbacks in anti‐corruption strategies to advance economic development in SSA, primarily looking at how and in what conditions UNCAC prevents corruption and manages responses in SSA. Approach: This article adopts a descriptive and an explanatory perspective, using case studies of Kenya and Nigeria to explain and show how far the objectives of anti‐corruption strategies have been met, and assessing the causes of setbacks. In this context, the article also explores the challenges facing the UK's Department for International Development (DFID). Conclusions: Socioeconomic development in SSA is hard to separate from maladministration and large‐scale corruption. The findings reveal the gravity of this impact and its interrelated factors of "active" and "benign" corruption. This article concludes that for SSA to create sustainable economic environments, the causes of the failure to stamp out corruption need to be addressed, and dishonesty, maladministration, illicit activities, nepotism curtailed, along with corrupt influences on anti‐corruption legislation. Policy implications: The article concludes that if governance does not prevent the failures of anti‐corruption strategies, an interventionist response will only weaken national endeavours, making it difficult to reach UNCAC's vision of sustainable and corruption‐free economic environments. While there has been extensive evidence provided on the varying effects of leaders' extended tenures on economic growth, political institutions and conflict, little attention in the empirical literature has been given to the determinants that may contribute to long tenures. Without being cognisant of these underlying factors, any efforts aimed at limiting tenures to progress economic development and democratic institutions will have little effect, as evidenced by several leaders' attempts to subvert constitutional laws in this regard. Using panel data analysis for sub‐Saharan African countries between 1960 and 2015, this study looks at the likely determinants (both at individual and country level) that can increase or decrease political survival. The preliminary results suggest that at an individual level, the leader's age, political career and rebel experience increase the likelihood of extended tenure, while the leader's education reduces the probability of extended tenure. At a country level, the country's wealth is likely to increase tenures, while increased conflict and strong institutions decrease a leader's tenure. [ABSTRACT FROM AUTHOR]

The importance of life expectancy is recognised in the development economics literature because of its increasing effects on labour productivity and economic growth in long‐run. However, no published study to date empirically examines the nonlinear relationships between globalisation, financial development, economic growth and life expectancy in sub‐Saharan African (SSA) countries. Therefore, our study intends to fill this gap by using non‐parametric cointegration test and multivariate Granger causality test towards a non‐linear empirical understanding of the factors affecting the life expectancy. We consider the case of 16 sub‐Saharan African economies using annual data over the period 1970–2012. The empirical analysis indicates that financial development, globalisation and economic growth appear to have a positive impact upon life expectancy in sub‐Saharan African economies, except for Gabon and Togo. Our empirical findings may provide insightful policy implications towards improving population health conditions which are vital for promoting the productivity of labour force and long‐run economic growth in sub‐Saharan African countries. In light of these policy implications, governments should incorporate globalisation, financial development and economic growth as key economic instruments in formulating sustainable developmental policy to promote life expectancy for the people in sub‐Saharan African countries. Abstract: Using cross‐sectional and panel data estimation techniques with various methods of volatility measures, we have found a significant negative impact of growth volatility on growth for 35 sub‐Saharan African countries from 1980 to 2013. When we consider the possible endogeneity of growth volatility, we obtained a more strong negative relationship. Decade by decade regression indicates a decline in the volatility effect over time for standard deviation based method. Nevertheless, volatility coefficient of one decade does not significantly vary from the other decade when we test for the equality of the coefficients. We further classified SSA countries into ‘resource rich’ and ‘resource non‐rich’ so as to observe if volatility varies by resource within the region. Although the latter groups seem to have a stronger negative relationship, it is the ‘resource rich’ countries which have a stronger negative relationship when endogeneity of growth volatility is taken into account. Abstract: The linkages between international trade and economic performance has received significant attention from policymakers and researchers. There is consensus in the literature that improved trade openness corresponds to improved economic growth. In this study, we argue that trade openness has a significant impact on population health outcomes and financing. The study employed a balanced panel data for 42 sub‐Saharan African (SSA) countries over the period 1995–2013. Population health status was measured by total life expectancy at birth, infant mortality rate and under‐five mortality rate. Three main estimation models were used: (1) fixed effect (FE); (2) random effect (RE); and (3) the generalized method of moments (GMM) in estimating the relationships. The results showed that trade openness has a positive and significant effect on life expectancy, a negative and significant effect on the infant mortality rate and a negative impact of trade openness on the under‐five mortality rate. A positive effect of trade openness on health financing was also realized. The findings of the study support international trade integration and emphasize the need for countries to be conscious of gains from trade within sub‐sectors of the economy. [ABSTRACT FROM AUTHOR]

Sub-Saharan African ( SSA) countries need adequate energy to achieve socio-economic growth and development. According to recent statistics, only 30 per cent of the entire population have access to power, making the region the highest in the world with people without access to electricity. This is in sharp contrast with the abundant energy resources available, which could be harnessed to provide the needed energy. The purpose of this study is to identify and analyse the determinants of aggregate energy demand in SSA. Reliable secondary macroeconomic and energy data were collected from publicly available and widely used databases. The study uses a panel cointegration technique to examine the determinants of energy demand in SSA, over the period from 1980 to 2014, for selected countries in the region. Our results reveal that income is the predominant factor behind the increase in energy demand in SSA, with the highest elasticity. Furthermore, energy demand in SSA conforms to a priori expectations of a negative price elasticity. The results are in line with the theory of demand. Significantly, we also find that urbanisation an important role for energy demand. Stringent energy conservation policy and other recommendations flow from the findings. [ABSTRACT FROM AUTHOR]

Until recently, it has been argued in economic theory that regional integration and trade agreements among developing countries may achieve negative growth effects. This study tests empirically the effects of such South-South agreements on growth and convergence. All three world regions in question are considered: South America, Southeast Asia, and Sub-Saharan Africa. A comprehensive panel data analysis is conducted that distinguishes between the problems of testing for stronger growth and accelerated convergence, respectively. Sub-Saharan Africa (SSA) has been receiving foreign aid for many decades; nonetheless, it ranked among the poorest regions in the world. This study revisits the aid effectiveness debate quantitatively by investigating the relationship among foreign aid, governance and economic growth in SSA using more recent data from 1996 to 2012 and testing for heterogeneity in aid recipient countries. Fundamental questions raised in this study are: does aid work the same way in all regions and group of countries in SSA? Do governance and size of aid matter? Employing the system generalized methods of moments (system GMM) technique, results show that foreign aid has an insignificant negative relationship with economic growth in aggregate SSA. However, one cap does not fit all in SSA as heterogeneity across aid recipients has implications for aid effectiveness. Moreover, governance and size of aid complement each other to improve growth in SSA. This study has been able to show quantitatively that a general policy for countries in SSA is not good enough for aid effectiveness; donors should increase the size of aid, and governance in recipient countries must improve. In sub-Saharan African (SSA) cities like Maputo, land commodification is predictably fueled by plans for aspirational infrastructure serving elites. What is rather more peculiar, however, is the way in which the promotion of some fiscal policy reforms can also inadvertently support land commodification and the uneven development it (re)produces. This article describes how efforts to host both democratic fiscal reforms (via localized exercises like participatory budgeting) and to tap into international capital circuits to stir economic development (via aspirational infrastructure and urban redevelopment plans) can produce a Sisyphean dilemma. While gains in ordinary infrastructure investments (e.g. wells, water pumps) were achieved democratically in Maputo's KaTembe district with the participatory budget, these material (and political) improvements have been rendered irrelevant by better funded aspirational infrastructure projects for KaTembe (e.g. bridges, high-rise residential buildings, tourist facilities) supported by more opaque decisions made by the national government without residential input. Given the wide embrace of participatory budgeting in contexts of weak democracy across SSA cities and elsewhere, Maputo's experience serves as a timely alert of the risks run when this popular exercise is prematurely promoted, especially when wider-scaled property tax reforms could better redress uneven and undemocratic urban development. We analyse the relationship between public debt, economic growth and inflation in a group of 52 African economies between 1950 and 2012. The results indicate that the limits of public debt are negatively related to economic growth and exhibit, from a given level of debt, an inverted U behaviour regarding the relationship between economic growth and public debt. Briefly, the high levels of public debt are coincident with reduced rates of economic growth and rising levels of inflation. Our results for three specific geographical areas resemble those of the overall analysis, despite some differences. In North African countries, the growth rates of the gross domestic product ( GDP) and inflation also show an inverted U behaviour as the ratio of public debt/ GDP increases. The highest rate of economic growth is recorded when the ratio of public debt/ GDP is below 30% of GDP and corresponds to an average inflation rate of 5.33%. An identical behaviour of the GDP growth rates and inflation also appears in Sub-Saharan countries until the third interval (60-90%). However, the highest growth rate of the GDP and GDP per capita is registered when the public debt/ GDP ratio is in the second interval (30-60%). For the countries of the Southern Africa Development Community, the highest average rate of economic growth (6.8%) is similar to North African countries, when the ratio public debt/ GDP is below 30% of GDP, with an average inflation rate of 11%. Employment in Household Enterprises (HEs) has been an integral part of the recent economic growth in sub-Saharan Africa (SSA). Yet employment and development strategies tend to exclude the sector, despite the fact that households with HEs tend to be richer. A good example is Mozambique, where 34% of households rely on income from this source. Analysis of household livelihoods using panel data shows that starting HEs is associated with upward wealth mobility and poverty reduction, particularly for rural and poorly-educated households. Targeted programmes directed towards the constraints to HE creation, survival and income growth would be likely to enhance the effectiveness of employment and poverty reduction strategies in Mozambique as well as in other low income countries in SSA. In theory, private capital flows (PCF) augment domestic capital for economic growth. In sub-Saharan African (SSA) economies, foreign direct investment per capita (FDIC), portfolio investment per capita (PIC) and bank lending per capita (BLC) components of PCF grew inversely to gross domestic product per capita (GDPC). Previous studies have attributed this problem largely to recipient economies' structural features, with little attention paid to PCF shocks (sharp fluctuations from the equilibrium path). Employing annual data on 14 SSA countries from 1990 to 2013, this study estimated a neoclassical growth model to evaluate the effects of PCF shocks on the SSA countries' economic output and growth. The results showed that private capital flows positively affected economic output and growth, as hypothesized in theory. The effects of PCF shocks were negative, however, and are thus culpable for poor response of the region's economic performance to inflows of private capital. [ABSTRACT FROM AUTHOR]

Jayne et al. make a valuable contribution to emerging empirical evidence on agricultural input subsidy programs in Africa by examining the effects of corrupt "diversion" of subsidized fertilizers on the displacement or crowding out effects of farmers' purchases of subsidized fertilizer on purchases of unsubsidized fertilizer. Unfortunately, their estimation of the effects of this on economic and financial benefit cost ratios (BCRs) is methodologically flawed and, for Malawi, is also undermined by problematic use of data. This comment presents a consistent methodology for revised estimates of both economic BCR and fiscal efficiency for the Malawi program. This shows that the underlying economic BCR of subsidized fertilizers in Malawi has been higher than estimated by Jayne et al. and is largely unaffected by diversion and displacement, but that the fiscal efficiency of investments in the program is strongly affected by diversion and displacement in program implementation. This article analyses trends in wheat consumption and imports in sub-Saharan Africa since 1980, and estimates the economic and demographic determinants of this rising demand for wheat. Results point to rising incomes, growing populations, and increasing women's labour-force participation as key drivers. Urban wheat-expenditure shares generally exceed rural ones and SSA's demand is met largely by imports and partly through domestic production on large-scale farms. Rising demand may therefore entail few farm-non-farm synergies and minimal prospects to spur broad-based economic development. Electricity consumption in Sub- Saharan Africa has surged over the past two decades, whereas economic fundamentals like growth in gross domestic product ( GDP) might have contributed to this trend, the impact of changing climatic conditions cannot be underestimated. This study therefore investigates the dynamics among electricity consumption, temperature variability (a proxy for climate change) and economic growth, while controlling for urbanization within a structural vector error correction model for 11 countries in Sub- Saharan Africa. Findings from the study indicate that a positive shock in temperature variability has a positive permanent effect on electricity consumption for all the countries except Togo, South Africa and Zimbabwe. In the case of Togo we find only transitory effects of positive shocks in temperature variability on electricity consumption. However, these effects are minimal, given the low penetration rate for air conditioners and heating devices in these countries. Moreover the findings further indicate that the effects of a positive shock in temperature variability on real GDP is consistent in terms of the direction of the effects, which is negative, but only vary across the sampled countries in relation to the period(s) the effects of the shocks completely diminished. The article offers an overview on the economic condition in Africa as of September 16 to October 15, 2014. Noted is that the economic growth in the Sub-Saharan region has remained strong and had accelerated to 5.8% but is threatened by the consequence if the Ebola outbreak could spread in the western area. Described is that the economic atmosphere in South Africa had been lacklustre due to low business confidence, tight electrical supply and affected by protracted strikes.

Scholars have struggled to understand the role of investment in the slow growth of post-Independence sub-Saharan Africa. Existing research has largely relied on national accounting data, which suggests low returns on investment in the region. This article uses data gathered during fieldwork to investigate the quality of the investment data in the national accounts of Nigeria, Africa's most populous economy. It proposes a new investment series which can be compared to those in Nigeria's national accounts for 1976-85. It provides an alternative view of investment and productivity during the country's crucial oil boom period, when Nigeria had significant funding available for investment but this investment did not result in long-term economic growth. Data are drawn from construction surveys, publicly listed and privately held construction company financial records, and industry publications. The new series suggests that for many years of the oil boom, approximately twothirds of what was recorded as having been investment in Nigeria's national accounts was not investment at all. Much of this was 'ghost construction', projects paid for but never completed. This indicates that actual investment was far more productive than has previously been appreciated. There has been a recent surge in research on long-term African development. For this research agenda to be fruitful and its theories tested, it is crucial to have consistent estimates of economic change. However, there is a lack of reliable time series data for the colonial period in Sub-Saharan Africa. This article contributes new time series data for the Gold Coast and Ghana between 1890 and 2010 and in particular a new GDP time series for Ghana for the years 1891–1957. The series implies a sustained period of economic expansion from the late nineteenth century. This suggests a revision of some prevalent truths about the history of economic growth in Sub-Saharan Africa, and points the way forward for expanding the database to cover the colonial period for other African economies. This study explores the causal relationship among electricity consumption, economic growth and CO2 emissions for a group of 14 sub-Sahara African (SSA) countries from 1980 to 2009 using panel cointegration and panel vector error correction modelling methods. The findings demonstrate that in the long run electricity consumption has a statistically significant positive impact on CO2 emissions. The results also reveal that the inverted U-shaped Environmental Kuznets Curve (EKC) hypothesis exists in the SSA countries' case. The panel causality tests indicate that there is short-run unidirectional causality running from economic growth to CO2 emissions and electricity consumption respectively. Simultaneously, there is long-run bidirectional causality between electricity consumption and economic growth, electricity consumption and CO2 emissions, economic growth and CO2 emissions. Depending on the results, relevant policies can be initiated without negatively affecting economic growth. [ABSTRACT FROM AUTHOR]

Despite rapid economic growth, the numbers living in absolute poverty in Africa have grown. China's rapidly expanding presence in Africa is widely considered to be a prime source of this unequalization. However, at the same time, its presence also supports countervailing and unrecognized processes of equalization, although this varies by country, class, gender and age grouping. China has the capacity to help Africa move to a more sustainable and less unequal growth path by providing low-cost consumer and capital goods, new market opportunities which can be accessed by small-scale producers and new, more appropriate capital goods. Taking advantage of the China-induced commodities price boom to promote more equal patterns of growth will depend on the capacity of African actors to promote linkages effectively. The extent to which Africa is able to take advantage of opportunities opened up by China to move to a new, more inclusive growth path will largely be determined by political developments in Africa. Despite recent improvements in economic performance, undernutrition rates in sub-Saharan Africa appear to have improved much less and rather inconsistently across the continent. We examine to what extent there is an empirical linkage between income growth and reductions of child undernutrition in Africa. We pool all DHS surveys for African countries, control for other correlates of undernutrition, and add country-level GDP per capita. We find that a 10 percent increase in GDP per capita is associated with 1.5 to 1.7 percent lower odds of being stunted, 2.8 to 3.0 percent lower odds of being underweight, and 3.5 to 4.0 percent lower odds of being wasted. Other drivers of undernutrition, including relative socioeconomic status and mother's education and her nutritional status, are quantitatively more important. There is a general belief that Sub-Saharan Africa has the poorest record of international remittances because, due to deficiencies in the region's financial systems, a greater proportion of remittances passes through informal channels. This article examines the interactive impact of financial development on remittances to the region. Using a panel data covering 32 countries in the region from 1995 to 2009, it finds evidence of weak financial infrastructure constraining the flow of remittances. It also shows that the higher the level of a country's infrastructural development, the greater the impact on remittances. The article establishes that the impact of financial development and institutional quality is greater in emerging markets than in developing economies, implying that improving the financial system and institutional structures in Africa should be at the centre of the current policy efforts to optimize the benefits of remittances. Urbanization has traditionally been understood as a byproduct of economic development, but this explanatory framework fails to account for the phenomenon of 'urbanization without growth' observed in sub-Saharan Africa throughout the 1980s and 1990s. In light of this apparent anomaly, I argue that urbanization is better understood as a global historical process driven by population dynamics associated with technological and institutional innovations that have substantially improved disease control and food security in urban settlements across the globe. These innovations first emerged in Europe in the eighteenth and nineteenth centuries and were subsequently diffused through colonialism, trade, and international development assistance. A range of qualitative and quantitative evidence is presented to demonstrate that this historically grounded theory of urbanization offers a more convincing explanation for the stylized facts of Africa's urban transition-and hence the process of world urbanization more broadly-than the traditional economic account. Despite rapid economic growth and massive inflows of aid, rural poverty in Mozambique is worsening. Agricultural production and productivity have not increased in the last decade. Use of chemical fertilizers and other modern technology is at a low level and decreasing. The present development model emphasizes that the role of government and donors is to provide human capital and infrastructure, while the private sector is responsible for economic development and ending poverty. The most recent national surveys confirm what is being seen elsewhere in Africa - that this non-interventionist strategy does not raise agricultural productivity or reduce poverty. While 80 per cent of Mozambique's population is engaged in agriculture, this sector contributes only 20 per cent of GDP. This suggests that investments in agriculture are likely to generate pro-poor growth, both to rural and urban dwellers. The Tracking Development project aims to explain the divergences in development outcomes in sub-Saharan Africa and South-East Asia over the past fifty years through the pair-wise comparison of four countries in each region. The development trajectories in South-East Asia revealed that the transition to sustained growth has consistently been associated with policies aimed at (i) macroeconomic stabilisation; (ii) improving life in the rural sector, increasing agricultural productivity and ensuring an ample supply of food; and (iii) liberalising the economy and creating conditions of economic freedom, particularly for peasant farmers and other small actors. In Africa, initiatives in these directions have been taken in some instances, but the simultaneous pursuit of all three policy objectives has not occurred. Most noticeably, policies aimed at macroeconomic stabilisation were pursued in both regions, but whereas in South-East Asia these were associated with policies leading to poverty reduction, this was not the case in Africa. There is an influential view that South-East Asia's economic success is based on export-oriented industrialisation, and that African states should above all imitate this aspect of Asian development strategy. This article, however, uses evidence from Indonesia, Nigeria, Malaysia and Kenya to argue: (i) that the historical roots of South-East Asian economic success actually lie in pro-poor agricultural and rural development; (ii) that even when it has been pro-rural, as in the case of Kenya, African development strategy has not been pro-poor; and (iii) that pro-poor agricultural development, not export-oriented industrialisation, should be the first priority of African states seeking to achieve sustained growth and poverty reduction. (1248) Andrea Goldstein, Nicolas Pinaud, Helmut Reisen and Dorothy McCormick When the OECD Development Centre launched research in 2005 to document the economic, political and social impacts of China’s and India’s economic growth on sub-Saharan African (SSA) countries, the arrival (or resurgence) of new important players had triggered concerns among traditional donors. Accusations ran from free riding on Western debt relief over violation of governance standards and unfair company competition to fragmentation of aid delivery. At the same time, there was a tendency to neglect the diversity of SSA in terms of resource endowments, trade links and industrial development. It was time then to promote African voices from various backgrounds to reflect Africa’s heterogeneity. The introductory section presents a summary of findings about the economic impact of the two Asian giants in SSA countries by Africa-based economists, with three practical conclusions. First, African countries should favour strategies that minimise areas of direct competition with the Asian giants. Second, industrialisation strategies are required to exploit opportunities complementary to the Asian development path. Third, sectors of mutual interest should be identified in order to develop long-term views on how to cooperate with China and India and these views should be mainstreamed into national development plans. The article discusses the correlation between food aid and poverty in Sub-Saharan Africa. The main objective of food aid is to reduce poverty in the country. It describes that food aid is an efficient means of reducing hunger, used as food work programs, and brings development on food supply programs in less developed countries. The household survey shows the relationship between household income and household wheat sales and purchases. Food aid is illustrated that it did not distribute long-term developmental benefits to the poor countries. It concludes that African countries are getting more dependent on food imports.

This study investigates empirically the direction of causality between financial development and economic growth in three sub-Saharan African countries — Kenya, South Africa and Tanzania. The study seeks to answer one critical question: Does financial development in sub-Saharan African countries exhibit a supply-leading or demand- following response? Using three proxies of financial development against real GDP per capita (a proxy for economic growth), the study finds that the direction of causality between financial development and economic growth is sensitive to the choice of measurement for financial development. In addition, the strength and clarity of the causality evidence is found to vary from country to country and over time. On balance, a demand-following response is found to be stronger in Kenya and South Africa, whilst in Tanzania a supply-leading response is found to be dominant. The study therefore recommends that for Kenya and South Africa the real sector of the economy should be developed further in order to sustain the development of the financial sector. While population continues to grow rapidly in Sub-Saharan Africa (SSA), uncultivated land has been largely exhausted. Since the yield of food grain per unit of land has remained largely unchanged for more than several decades (figure 1), per capita food production in the region has been declining (figure 2). Therefore, there are growing worldwide concerns regarding the widespread and persistent or even worsening poverty and food shortages in SSA. This is in sharp contrast to the experience in developing countries in Asia. Rice and wheat yields began to grow dramatically in the late 1960s, due to the development of fertilizer-responsive, high-yielding modern rice and wheat varieties (MVs), which is heralded as the ‘Green Revolution.’ Grain yield more than doubled and the per capita grain production significantly increased in tropical Asia over the last four decades. The question is why we failed to repeat the Asian Green Revolution in SSA. This poses a serious challenge for development economists, because it is widely believed that Schultz (1964) provides an accurate characterization of traditional agriculture and proposes an appropriate prescription to transform it into a modern agricultural sector. This article focuses on the question of whether economic aid, international trade or a combination of both is most helpful to the poorest countries. Poor countries, especially those in Sub-Saharan Africa, have not been able to sustain any economic growth despite receiving billions of dollars in aid. While some believe that aid has been misused and wasted prohibiting growth, others think that inherent characteristics of those countries such as geography, poor government and economic structure cause them to remain poor. Most developing countries, including the poorest, have attempted to facilitate and encourage a dynamic trading private sector by liberalizing trade but with little success.

This article discusses international trade, economic aid and the development of poorer countries. While productive employment, improving education and health are growing in transitional and developing countries, millions of people in the Middle East, Russia and Central Asia are experiencing little or no economic growth despite rich natural resources. Sub-Saharan Africa suffers extreme poverty and economic stagnation as it is torn by conflicts. Immigration pressures are increasing as fertility rates in developing countries continue to exceed those in the Western democracies. Industrial and developing countries that have participated in globalization have experienced institutional change, growth and rising living standards.

The article focuses on local initiatives and poverty reduction in urban areas, with the example of Yeumbeul in Senegal. In sub-Saharan Africa, urbanization has had a considerable impact on attitudes, social transformations, economic growth, and development. In this region, which is still very rural, it is in the major cities and smaller towns that the social practices, cultural creativity, and economic dynamics that will do much to shape twenty-first century Africa are being generated. Despite some real progress in terms of town planning, administrators and politicians can no longer ignore a truly critical general situation: urban organization and management are becoming ever more chaotic and most town dwellers still live in dirty, under equipped districts with poor access to basic urban services such as schools, dispensaries, safe water, and transport. The main difficulty facing town dwellers, however, remains the matter of unemployment and underemployment. For over a decade, most African countries have been living with the constraints of successive structural adjustment plans and their harsh effects on the population.

Sub-Saharan agriculture, with few exceptions has stagnated despite official goals of achieving self-sufficiency and increasing export earnings. African agriculture has suffered deteriorating terms of trade, inadequate technology and infrastructure, and policies which severely discourage agricultural enterprise. In some countries structural adjustment and policy reform are occurring, and there remains great potential for agricultural development due in part to prospective advantages in natural resources and abundant labor. This article argues that a major problem with contemporary policy analysis is that it has difficulty coming to terms with complex economic change. This in turn is probably influenced by a view of socioeconomic systems that still harks back to the classical mechanics of the nineteenth century and a relatively stable world in which social action could reasonably be informed by disinterested scientific research of a traditional kind. By means of a review of some recent policy analysis literature and by focusing on issues relating to development issues in contemporary Africa, the article maintains that a more realistic approach would recognize the evolutionary nature of modem socioeconomic systems and base policy interventions accordingly. Following visits to three less developed countries (LDCs) in Sub-Saharan Africa (Tanzania, Kenya and Zimbabwe) to study public sector personnel systems, the author offers a review of personnel practice in Civil Service and parastatal organizations. In the main, despite a recognition that personnel issues were crucial to organizational success and thereby, ultimately, to economic development, the personnel function was found to be a largely reactive administrative operation, often combined with non-personnel 'housekeeping' roles and lacking a strategic role within the organization. Reasons for this restricted role are suggested and include a lack of alternative models of best personnel practice, the historical legacy of colonial administration, and the continuing need for administrative controls in the face of favouritism and corruption. Prospects for reform are considered in the light of current conditions and the view is advanced that changes in the personnel practices and policy are most desirable and urgent in the parastatal sector, and that a reformed parastatal sector might serve as a model for selective improvements to personnel management in the Civil Service.
