This paper provides an empirical assessment of the driving forces behind structural transformation in sub-Saharan Africa, and to further access the role of structural reforms in accounting for cross-country differences in transformation. Evidence from this paper reveals that country specific fundamentals, institutions and policy reforms as well as governance and fiscal reforms are the key drivers of transformation in the region. The paper examines the dynamically evolving triangular relationships between institutions, growth and inequality in the process of economic development, in order to deepen the understanding of institutional conditions for pro-poor growth and shared growth. In this context, the paper discusses the institutional conditions found in sub-Saharan Africa, which may have produced the growth pattern that is unequal and against the poor. The analysis shows that sub-Saharan African countries require transforming institutions for embarking upon and sustaining a development path which would ensure shared growth in years to come. The paper first evaluates the growth-inequality-poverty nexus, as found in the recent literature, which increasingly challenges the trade-off between growth and equity, as postulated in the traditional theories. Various definitions of pro-poor growth are discussed and a sharper definition of the concept of ‘shared’ growth is provided. Definitions of institutions are then examined, as well as the triangular inter-relationships between institutions, inequality and poverty. The paper finally analyses specific institutional conditions found in sub-Saharan Africa that prevent economies from emerging out of low-equilibrium poverty traps that are characterized by low economic growth, unequal distribution of income and wealth as well as unequal access to resources and power. This paper provides some empirical evidence on the sources of growth in sub-Saharan Africa (SSA). Within the classical convergence framework, several macroeconomic, socio and political factors are identified as affecting the steady state growth paths of the SSA countries. The rejection of the constant technology growth rate assumption implied by the linearised Solow-Swan growth specification suggests differences in the economies' technology growth rates. An endogenous technology growth model is estimated to measure contributions of diminishing returns and technology transfer to the rate of conditional convergence in the region. This paper measures the extent to which South African economic growth is an engine of growth in sub-Saharan Africa. Results based on panel data estimation for 47 African countries over four decades suggest that South African growth has a substantial positive impact on growth in the rest of Africa, even after controlling for other growth determinants. Beginning from the early 1980s countries in Sub-Saharan Africa embarked on financial liberalization policies with a view to reversing the ill-effects of financial repression. This paper provides a survey of financial liberalization in Sub-Saharan African countries over the period 1980 to 2004. Our review of empirical studies showed that financial liberalization has had diverse and contrasting effects on savings, investment and economic growth. Most studies found a significant positive effect of financial liberalization on investment whereas its effect on savings has been largely insignificant. The evidence on the effect on economic growth is inconclusive as different studies find contrasting results. It is found that financial liberalization policies have not had the desired and expected results as both financial and macroeconomic variables have not improved following financial liberalization in these countries. This calls for a rethinking of financial liberalization in Sub-Saharan African countries. It is important that financial liberalization is carried out in a stable macroeconomic environment. In addition to this, there should be a building and reform of institutions and the strengthening of prudential regulation. The general policy prescription for resource-rich countries is that, for sustainable consumption, a greater percentage of the windfall from resource rents should be channeled into accumulating foreign assets such as a sovereign public fund as done in Norway and other developed but resource-rich countries. This might not be a correct policy prescription for resource-rich sub-Saharan African (SSA) countries, where public capital is very low to support the needed economic growth. In such countries, rents from resources serve as an opportunity to scale-up the needed public capital. Using a panel data for the period 1990-2013, we find in line with the scaling-up hypothesis that resource rents significantly increases public investment in SSA and that this tends to depend on the quality of political institutions. The article describes how the forces of globalization influence poverty in general. Six case studies from Sub-Saharan Africa (SSA) are discussed to examine the impact of globalization in the country. It was noted that although globalization has made some contribution to economic growth in SSA, it has not yet facilitated the process of structural transformation required for countries in SSA to reach the take-off stage and accelerate economic development and poverty reduction. The case studies illustrated that globalization instead has increased intra-country inequality and done very little to reduce poverty.

Scholars have struggled to understand the role of investment in the slow growth of post-Independence sub-Saharan Africa. Existing research has largely relied on national accounting data, which suggests low returns on investment in the region. This article uses data gathered during fieldwork to investigate the quality of the investment data in the national accounts of Nigeria, Africa's most populous economy. It proposes a new investment series which can be compared to those in Nigeria's national accounts for 1976-85. It provides an alternative view of investment and productivity during the country's crucial oil boom period, when Nigeria had significant funding available for investment but this investment did not result in long-term economic growth. Data are drawn from construction surveys, publicly listed and privately held construction company financial records, and industry publications. The new series suggests that for many years of the oil boom, approximately twothirds of what was recorded as having been investment in Nigeria's national accounts was not investment at all. Much of this was 'ghost construction', projects paid for but never completed. This indicates that actual investment was far more productive than has previously been appreciated. Urbanization has traditionally been understood as a byproduct of economic development, but this explanatory framework fails to account for the phenomenon of 'urbanization without growth' observed in sub-Saharan Africa throughout the 1980s and 1990s. In light of this apparent anomaly, I argue that urbanization is better understood as a global historical process driven by population dynamics associated with technological and institutional innovations that have substantially improved disease control and food security in urban settlements across the globe. These innovations first emerged in Europe in the eighteenth and nineteenth centuries and were subsequently diffused through colonialism, trade, and international development assistance. A range of qualitative and quantitative evidence is presented to demonstrate that this historically grounded theory of urbanization offers a more convincing explanation for the stylized facts of Africa's urban transition-and hence the process of world urbanization more broadly-than the traditional economic account.
