Motivation: Agenda 2030 and the Sustainable Development Goals (SDGs) expand the development agenda. While all major development actors support policy coherence for development (PCD), analysis has been lacking on how this can be achieved as the development agenda expands. We discuss the relationship between SDGs and PCD through a comprehensive case study from Finland. Purpose: To examine the coherence of Finland's foreign and development policy for achieving the SDGs, while leaving no one behind. Particular focus is given to policies related to the private sector's role in development, and attention is also paid to ministries other than the Ministry for Foreign Affairs. Approach and methods: We carried out interviews with policy‐makers and other stakeholders, and analysed relevant documents. We reviewed governmental high‐level policy statements, sectoral alignments, and development aid documents. We also reviewed the position papers that the Finnish Government had issued on European Union (EU) processes, particularly regarding development relating to the private sector. Findings: Finland has been uniquely positioned to advance PCD in its foreign policy, thanks to co‐ordination structures across government. Nonetheless, mainstreaming of the expanded development agenda has been largely limited to the Ministry for Foreign Affairs and its development policy department. The breadth of the SDG agenda has enabled individual targets to be cherry‐picked, with less attention paid to advancing the Agenda 2030 as a whole and to implementing its Leave No One Behind (LNOB) principle. Despite an institutional framework seemingly ideal for policy coherence, traditional sectoral divisions between development policy as a separate field and sustainability as an environmental issue, remain. Five factors in particular hindered policy coherence: (a) Finland's position papers to the EU on taxes and migration all but ignored Agenda 2030 commitments; (b) the Finnish emphasis on the private sector in development narrowed the considerations of development to economic growth; (c) sustainability was seen as green technology, with scant regard to social sustainability; (d) private firms interpreted the SDGs to mean that environmental sustainability could address human rights‐related concerns with corporate social responsibility initiatives; and (e) cuts to staffing in the Finnish Government stymied innovative thinking and working across departmental boundaries. Policy Implications: Finland is generally seen as a front‐runner in mainstreaming development issues, which makes it an interesting case. We outline the key challenges that Finland has faced in tackling PCD, which should be relevant for other Organisation for Economic Co‐operation and Development (OECD) countries as well. Many challenges related to PCD are political and organizational. As such, they are highly dependent on the particular institutional settings in each country. Mega‐city regions (MCRs) have emerged as the main spatial form of China's new urbanization strategy and become the basic spatial units participating in global and regional competition. However, MCRs are not equally capable of boosting regional economic development due to their different levels of development. Therefore, this paper adopts the concept of competitiveness as both a theoretical framework and an empirical model to evaluate the development status of China's MCRs. Based on a review of the existing literature, this paper proposes a multi‐tier evaluation system to calculate the competitiveness of 13 MCRs. The chosen indicators come from the six perspectives of economic development, human resources, infrastructural accessibility, integration into the global economy, capacity for scientific and technological innovation, and sustainable development. The results show that there are great disparities and regional inequalities in competitiveness across different MCRs. The Yangtze River Delta, Pearl River Delta, and Beijing–Tianjin–Tangshan MCRs are the first‐tier MCRs with the highest levels of development and have significant global influence as well. Chengdu–Chongqing, Shandong Peninsula, South‐central Liaoning, and Wuhan belong to the second‐tier of MCRs that show partial advantages and have significant regional influence. The remaining regions belong to the third‐ or fourth‐tier of MCRs that have relatively weak competitiveness. There is mounting theoretical and empirical research that explains the reasons for the rapid expansion of China's export trade, but they mostly ignore the effects of cultural differences. To fill this gap, this paper provides an empirical investigation of how cultural diversity affects the sustainable development of trade, which is defined as the goal of maintaining certain volume of trade and making trade growth sustainable. The findings are as follows. (1) Cultural diversity can significantly promote the sustainable development of trade. (2) Entrepreneurship is the possible channel wherein cultural diversity affects the sustainable development of trade, including innovation entrepreneurship and business entrepreneurship. (3) Further studies demonstrate that economic openness has a significant moderating effect on the relationship between cultural diversity and the sustainable development of trade. That is, the higher the level of openness of a city, the stronger the promotion of cultural diversity to the sustainable development of trade. This study not only deepens understanding on the relationship between culture and trade but also provides important policy implications for many countries that have high migration rates. As economic growth centres, the Southeast Asian cities feature high population pressure, unsustainable land use, environmental degradation, and large ecological footprints. It is difficult to manage environmental health and basic services for urban dwellers, and ensure optimum flow of ecosystem services in the context of rapid, unplanned, and haphazard urbanization. These challenges are particularly multifaceted in the developing countries of Southeast Asian region. This study, based on secondary sources, adopted multidisciplinary lenses, such as geographical information systems, socio‐economic perspective, and sustainability science to examine the population situation, land use change pattern, and drivers of environmental degradation in the Southeast Asian cities as well as the Dhaka megacity, and brought forth a fresh perspective to look into contemporary urban ecosystems, population dynamics, environmental health, and sustainability. It also focused on identifying the commonalities among the cities under study to create a common understanding towards promoting collaborative urban development. This study shows that the urbanization process in the Southeast Asia region is taking place mostly in an unplanned and haphazard manner. With little concern for nature, life‐supporting ecological systems, and the environment, urban spatial growth continues unabated. The data surveyed and discussed in this paper shows that the current style of urbanization in Southeast Asia can best be called unsustainable. The findings also suggest that the general wellbeing and welfare of the current and future generations in Southeast Asian cities as well as in Dhaka is at risk. The paper recommends concerted efforts towards making the urbanization process sustainable, including better urban planning, policymaking, and international and regional cooperation. Ever‐changing spatial divisions of labour have led to an altered integration of many developing countries into global production networks (GPNs), leading to new spaces of territorial development in these countries. Against this background, this paper examines the role of local institutional actors in co‐shaping territorial development driven by global industrial relocation. Drawing on the case of Bekasi District, Indonesia, this paper nuances the notion of 'strategic coupling' in specific national and local settings of developing countries. Drawing on empirical material obtained through a series of in‐depth interviews conducted between 2012 and 2016, our analysis reveals that although local institutional actors have participated in Bekasi District's territorial development processes they sometimes exhibit a hesitant and less‐than‐creative attitude in this participation. Meanwhile, non‐local actors, most notably private developers and central government agencies, tend to have a more significant leverage in these development processes at the local level, suggesting complex institutional arrangements in tying Bekasi District's assets with GPNs. Abstract: Using panel data on 47 African countries from 1980–2013, this paper investigates the effects of aid on Africa's economic growth from the perspective of political stability. We find that international aid can promote economic growth in Africa, but the effectiveness of aid depends on countries’ political stability. Further, the intensity of aid affects its effectiveness. When the aid–GDP ratio is between 0 and 69 per cent, aid can promote economic growth in recipient countries, and when this ratio is 27 per cent, the marginal impact of aid on economic growth is maximized. The findings of this paper suggest that providers of aid should avoid providing a substantial amount of aid to countries at risk of political unrest, and they must determine the optimal scale of aid based on the economic development of recipient countries in order to enable aid to generate better results. Recipient countries should maintain social and political stability and ensure that they do not develop an excessive dependence on aid so that they can achieve the self‐sustainable development of their own economies. The paper critically analyzes the problems and the hurdles for the financial inclusion for the economical growth and plans to call attention to the importance of Pradhan Mantri Yojana to bring Financial Inclusion a reality. A country can develop economically and socially if its weakest section can end up being financially independent. To achieve inclusive growth, the Government of India has introduced many schemes recently and steps have been taken that the benefits of policies reach the people. The schemes include Pradhan Mantri Jeevan Jyoti Yojna, Pradhan Mantri Bima Suraksha Yojna and Pradhan Manti Atal Yojna that have already been launched. The unawareness of financial institutions in the rural, semi‐urban and hilly areas of India is worrisome. The study focuses on the secondary source of information obtained through the website of the Reserve Bank of India website and other published sources. Sustainable growth, economic development and progress of an economy can only be achieved if a country has a well‐equipped financial system. A diversity of place‐based community economic practices that enact ethical interdependence has long enabled livelihoods in Monsoon Asia. Managed either democratically or coercively, these culturally inflected practices have survived the rise of a cash economy, albeit in modified form, sometimes being co‐opted to state projects. In the modern development imaginary, these practices have been positioned as ‘traditional’, ‘rural’ and largely superseded. But if we read against the grain of modernisation, a largely hidden geography of community economic practices emerges. This paper introduces the project of documenting keywords of place‐based community economies in Monsoon Asia. It extends Raymond William’s cultural analysis of keywords into a non‐western context and situates this discursive approach within a material semiotic framing. The paper has been collaboratively written with co‐researchers across Southeast Asia and represents an experimental mode of scholarship that aims to advance a post‐development agenda. This paper draws on fieldwork conducted in 2011 and 2016 to explore the differing experiences of Karamojong women following the Government of Uganda's most recent disarmament programme. Besides being deprived of their guns, Karamojong communities have lost most of the cattle on which their livelihoods and way of life were centred. The study assesses whether or not women's experience of patriarchy has changed in these new circumstances, and, if so, how this impacts on their security and control of resources, or the absence of them. It maps, using information primarily supplied by women, public authorities from below, and evaluates if and how they respond to women's protection and survival needs, as well as if current development/humanitarian interventions are of sustainable benefit to Karamojong women. The paper concludes that apparent shifts in gender relations are probably superficial, contingent on continuing food aid, and that economic development and positive social change for women remain elusive. This paper uses China's provincial border counties as samples to explore the role played by administrative boundaries in uneven regional economic development. The results indicate that the gap between provincial border counties and other regions is increasing and that economic diffusion to provincial border counties from developed regions is extremely weak. Moreover, provincial border counties have become economically backward. A regression analysis model that includes certain novel factors that are likely to influence economic growth confirms the significant effects of government intervention and administrative boundaries on economic growth in provincial border counties. This paper concludes that administrative boundaries' effects should be nullified by limiting preferential development policies and implementing policies that instead help provincial border counties engage in sustainable development. This paper examines the nature and origins of state-society relations in sub-Saharan Africa ( SSA). It traces the region's predatory state-society relations to slavery and colonialism and the concomitant extractive institutions, which are not conducive to sustainable economic development. Consequently, attempts to achieve sustainable development have been largely futile. The paper proposes a strategy for transforming the region's economic and governance institutions for inclusive and enduring growth and development. The global agenda of sustainable development (SD) will get a major boost from the successful implementation of the Sustainable Development Goals (SDGs) in developing countries. This requires effective planning and understanding of the SDGs at the national level and developing sound SDG indicators that account for country priorities. Currently, there is no formal SDG indicator set in India, but the process for it is underway. This paper has attempted to propose a unique technique for identifying the most representative indicator set for SD measurement in India based on the SDGs. Considering the needs and preferences of the country, a three‐stage process is proposed to develop the priority indicator set. The application of the approach has been presented for SDG 7, which relates to energy. This is supported with a background on India's SD progress. The impact of disasters on the macroeconomy has moved to the centre of sustainable development in a country and regions, as disasters can affect all sectors of society. It is of great practical value for comprehensive disaster reduction and sustainable development to better determine these impacts, analyse different types of disasters and different impact types, and clarify both positive and negative implications for the macroeconomy from the short term to longer term. This paper introduces convergent innovation (CI) as a form of meta-innovation-an innovation in the way we innovate. CI integrates human and economic development outcomes, through behavioral and ecosystem transformation at scale, for sustainable prosperity and affordable universal health care within a whole-of-society paradigm. To this end, CI combines technological and social innovation (including organizational, social process, financial, and institutional), with a special focus on the most underserved populations. CI takes a modular approach that convenes around roadmaps for real world change-a portfolio of loosely coupled complementary partners from the business community, civil society, and the public sector. Roadmaps serve as collaborative platforms for focused, achievable, and time-bound projects to provide scalable, sustainable, and resilient solutions to complex challenges, with benefits both to participating partners and to society. In this paper, we first briefly review the literature on technological innovation that sets the foundations of CI and motivates its feasibility. We then describe CI, its building blocks, and enabling conditions for deployment and scaling up, illustrating its operational forms through examples of existing CI-sensitive innovation. Global multiregional input-output databases (GMRIOs) became the standard tool for tracking environmental impacts through global supply chains. To date, several GMRIOs are available, but the numerical results differ. This paper considers how GMRIOs can be made more robust and authoritative. We show that GMRIOs need detail in environmentally relevant sectors. On the basis of a review of earlier work, we conclude that the highest uncertainty in footprint analyses is caused by the environmental data used in a GMRIO, followed by the size of country measured in gross domestic product (GDP) as fraction of the global total, the structure of the national table, and only at the end the structure of trade. We suggest the following to enhance robustness of results. In the short term, we recommend using the Single country National Accounts Consistent footprint approach, that uses official data for extensions and the national table for the country in question, combined with embodiments in imports calculated using a GMRIO. In a time period of 2 to 3 years, we propose work on harmonized environmental data for water, carbon, materials, and land, and use the aggregated Organization for Economic Cooperation and Development (OECD) Inter-Country Input-Output GMRIO as default in combination with detailing procedures developed in, for example, the EXIOBASE and Eora projects. In the long term, solutions should be coordinated by the international organizations such as the United Nations (UN) Statistical Division, OECD, and Eurostat. This could ensure that when input-output tables and trade data of individual countries are combined, that the global totals are consistent and that bilateral trade asymmetries are resolved. This paper serves as an introduction to this special issue on the use of multiregional inputoutput modeling in assessments of natural resource use and resource use efficiency. Due to globalization, growth in trade has outpaced growth in global gross domestic product (GDP). As a consequence, impacts of consumption of a country increasingly take place abroad. Various methods have been developed to perform so-called footprint analyses. We argue that global multiregional input-output (GMRIO) analysis has the largest potential to provide a consistent accounting framework to calculate a variety of different footprint indicators. The state of the art in GMRIO has, however, various shortcomings, such as limited sector and regional detail and incomplete extensions. The work presented in this special issue addresses a number of such problems and how to possibly overcome them, focusing on the construction of a new GMRIO database (EXIOBASE V3). This database includes long time series in both current and constant prices, a high level of product and sector detail, a physical representation of the world economy, and allows analyzing which footprints out of the many possible indicators provide most information for policy making. Various options for empirical analyses are presented in this special issue. Within the UK, City Deals, essentially bespoke packages of funding and decision-making negotiated between national government and local authorities, are increasingly taking centre stage in promoting economic growth. Each City Deal is seen to reflect the needs of individual cities and their surrounding regions, and each has its own distinctive funding and development agenda. Although the City Deal model has been broadly welcomed by national and local political leaders, concerns have been more widely expressed about its operation and effectiveness. This paper outlines the development and characteristics of the City Deals programme and offers a reflective commentary on a number of issues surrounding the programme, namely, accountability and evaluation, the relationship between the local and national states, the role of planning, and sustainable development. This special double issue of the International Social Security Review addresses the question of the essential roles that national social security systems play in contributing to social and economic objectives and does so through the lens of the Dynamic Social Security conceptual framework. In 2007, the International Social Security Association adopted Dynamic Social Security as the strategic concept to guide its actions. The concept aims to positively influence two outcomes: improvements in social security coverage and improvements in social security administration. The set of papers comprising this issue tackle questions relating primarily to the former. On the basis of country examples, the broad aim of this special issue is to take stock of the strategic concept and its 'dimensions' as a framework to guide the sustainable development of social security systems. In recent years, the endogenous development ( ED) approach has gained influence within the rhetoric of European rural development policies ( RP). This paper provides a fundamental critique of the approach and shows that neither the economic elements of RP in general nor ED in particular are targeted towards the specific economic needs and capabilities of rural areas. The second part of this paper consists of the search for possible alternative concepts for a more targeted and effective RP. Based on a synopsis of existing theories, an integrated approach is proposed that builds upon the different coordination mechanisms for economic activity suggested by different theories. The new, integrated perspective enables an economic characterisation of rural areas and indicates that the successful support of local coordination of economic activity is determined by specific local conditions. It also makes evident that localised approaches usually cannot compensate rural areas for the lack of agglomeration advantages. Therefore, programmes for the economic development of rural areas which support the local coordination of economic activity remain a second-best policy. As such, they do not free the state from policies of spatial redistribution if the political aim is the creation of comparable living conditions. [ABSTRACT FROM AUTHOR]

Climate scientists point to a number of unsustainable trends concerning the environment and natural resources. There is also ongoing concern about poverty reduction, labor rights, and other social aspects of sustainable development. Growing numbers argue that change is required, but still at issue is the extent of change and how to facilitate it. In this paper, the focus is on the dominant interpretive schema of influential actors with respect to ideas about science in society, paradigms in economics, and ideological orientations. The authors argue that the monopolistic position of neoclassical economics at university departments of economics in different parts of the world, and the spread of its associated technocratic logic within broader policy arenas, should be abandoned in favor of a more ideologically open attitude that facilitates discussion and debate within academia, public policy, and in civil society more generally. In a sense, economics requires “democratization” with implications for approaches to sustainability monitoring, accounting, and the assessment of projects and policies. Widespread agreement exists on the broad outlines of the concept of sustainable development for developing countries. This calls for a development model capable of meeting basic needs without depleting natural resources at a rate that robs future generations of their use. In this regard, citizen participation is also considered key to legitimise such policy choices. However, there is considerable disagreement over the substance and meaning of the major components of the concept and the relationship between them. This paper argues that positions in policy disputes over the sustainable development of the forest cluster in two distinct approaches: market-friendly initiatives and grassroots development. Since market economies prevail almost everywhere, the question that is posed concerns the conditions under which the grassroots development approach is included as a significant complement to market-friendly initiatives. This is a political question, requiring an examination of actors, interests and power resources. The paper thus applies a political economy framework to a paired comparison of Mexico, where grassroots development approaches (community forestry) had notable successes, and Chile, where market-friendly forest policy crowded out alternatives. This paper explores the concept of sustainable tourism and how it applies to urban destinations such as Singapore. As tourism is an important industry in Singapore, in terms of employment, business activity and an income generator, the Singapore Tourism Board is continuously looking at potential avenues to make Singapore a competitive destination. We examine the use of thematic zones in Singapore as a strategy to achieve its ambition of becoming a tourism capital of the world. By focusing on a case study of the Singapore River thematic zone (one of the 11 thematic zones identified by the Singapore Tourism Board), we assess the viability of thematic zones in ensuring sustainable urban tourism. In most treatments of social justice, little consideration is given to spatial concerns. However, it is increasingly evident that spatial or territorial factors play a major role in determining life chances and in helping to deliver social inclusion. This paper considers the key theoretical issues that underpin the spatial dimension of social justice. From this, the paper progresses to examining the factors that have influenced the introduction of sociospatial development as a component part of the adoption of the sustainable development paradigm. Illustrations are provided of the outcome of this new model including the construction of the European Spatial Development Perspective and the introduction of Community Planning in Scotland. After brief discussion of the general losses refugees incur in connection with displacement, the paper examines empirically the structural and institutional factors that discourage refugees from taking initiatives to recoup their losses and to construct sustainable livelihoods in countries of asylum, as well as the conditions that perpetuate poverty, vulnerability, and marginalisation. The paper argues that in developing countries refugee status, regardless of duration, leads to the acquisition of neither nationality nor denizenship. Basic rights and sources of livelihoods are apportioned on the basis of nationality and not residence. Lack of belonging to a spatially bounded community or geo-political state entity is therefore the single most important factor that prevents formulation and implementation of long-term development programmes. The Sustainable Livelihoods Approach ( SLA) is promoted as a useful way to centre development on the needs of those who are most vulnerable, but is critiqued for inflexibility and ignoring important power relations. In light of the rigidities in using a formulaic SLA, this conceptual paper suggests a practical suite of tools that are in use in livelihoods research and development practice, and refocuses them to include adaptive strategies of vulnerable peoples to resource management pressures. The Pentagon Prison of five capitals can overwhelm both the researcher and researched and while possibly useful in identifying livelihoods gaps, misses all-encompassing power relations, and reduces complexities to quantitative units. In arguing for a shift from the Pentagon Prison of SLA towards a flexible livelihoods trajectory approach, in particular for a research project on livelihood adaptations in Lao PDR, I identify a feasible research and development approach that more meaningfully reflects the lives of those participating in that research. I propose that the livelihood trajectories approach opens up the way data are gathered and can lead to holistic understandings of the complex realities of peoples' adaptive strategies, incorporating strategies from short to long term, and proactive, reactive and inactive techniques. Policies designed for sustainable development are becoming ever more complex and ambiguous. Assessments should thus incorporate development representations and values, rather than only relying on economic and financial normative indicators. This paper proposes a conceptual framework that acknowledges the plurality of the various stakeholders' viewpoints. We suggest that evaluation of grassroots development policies could provide an innovative and more integrative way to measure development by broadening the scope to encompass both livelihood and welfare dimensions. Based on the assessment of a development scheme in New Caledonia, we argue that this cognitive and shared approach could be used to obtain a contextualised measurement of development. Two conditions further strengthen this approach: combining the use of different types of measurement tools, and adopting a rigorous quantitative measurement approach, in line with the collective representations. Green growth, the promotion of energy efficiency and clean energy technologies and sustainable development are frequently viewed as complementary goals by international policymakers. This paper argues that green growth will not ensure sustainable economic development as long as global ecosystem degradation and loss means that the world continues to face worsening problems of ecological scarcity - the loss of myriad benefits, or 'services', as these systems are exploited for human use and activity. Overcoming this problem requires addressing further sustainability and funding challenges. The sustainability challenge is to overcome a vast array of market, policy and institutional failures that prevents recognition of the economic significance of this scarcity. The funding challenge is to bridge the shortfall between the global benefits that humankind receives from ecosystems and what we are willing to pay to maintain and conserve them. Improving economic and scientific analysis of ecological scarcity, valuing the loss in benefits, and translating the implications into policy are the key steps for addressing the sustainability challenge. Exploring and implementing a range of innovative financing mechanisms, from international payments for ecosystem services to financial and currency transactions taxes to international financing facilities are possibilities for alleviating the funding challenge. This paper aims to investigate the complementary relationship between commercial banks and microfinance institutions in the West African Economic and Monetary Union (WAEMU) as a means to sustain economic growth. Using panel data on seven countries from 1999 to 2005 with the Feasible Generalized Least Squares and the AR(1) disturbances, the study indicates that the banking and microfinance sectors are prone to operating individually, and that banks benefit from microfinance activities. A joint effort of both sectors in facing credit allocation appears to be very significant over the single action of microfinance institutions. The study, therefore, suggests a joint or complementary approach through savings management to face the challenge of the economic growth in the Union. [ABSTRACT FROM AUTHOR]

The inherent tension between regional equality and economic growth (efficiency) is recently much debated in the context of place based development policy and agglomeration in the European Union. A general conclusion reached in the literature is that a policy targeted at regional equality may be harmful for economic growth. Such policy therefore should be transformed in such a way that it also promotes the mobility of both people and firms and hence facilitates the possibilities of increased agglomeration. Recent insights from economic theories suggest that agglomeration externalities are not taken into account in the migration decision of firms and people, causing the dynamic urbanisation processes to not necessarily result in a (social) welfare optimum. This is even more so if other welfare effects than GDP and product variety are taken into account. Regional economic development is not sustainable if the dynamic urbanisation processes stemming from agglomeration economies do not lead to a welfare optimum. In this paper we assess the possibility of a non-sustainable regional development path. We conclude that strong additional negative externalities of growing large agglomerations are harder to prove than negative externalities of small agglomerations becoming smaller. Moreover, the size of short run negative effects that will stimulate the migration of people has not been adequately assessed. Power has long been recognised as crucial to the sustainability of community development interventions; however, the way in which space affects power relations within such interventions has remained relatively under-theorised in the development literature. Many practitioners continue to regard power as located centrally and as embedded in particular institutions, networks, knowledge and resources. According to this logic, processes of empowerment involve the redistribution of these resources to marginalised groups through their participation in development interventions such as microfinance and sustainable livelihood initiatives. The danger inherent in such development approaches is that they can discourage the potential for participants to use their own agency by overemphasising an existing lack of resources locally and inadvertently feeding a sense of dependency on formal development interventions initiated by external agencies. This paper suggests that a post-structural conceptualisation of power as dynamic, multiple and mediated at the local level offers a more productive starting point for thinking about approaches to empowerment. Drawing on data from an action research project designed to initiate community enterprises in a small rural municipality in the Philippines, I suggest how a post-structural approach to power can be enacted by building on the existing local resources and practices of everyday life. There is a surprising gap in the economic literature on social capital. First, we lack studies addressing the effects of social capital on those facets of development that can contribute in making growth more sustainable in the long run, like, for example, human development and social cohesion. Second, it is still unclear what type of networks may exert a positive effect on the different dimensions of development. In particular, the literature has not yet provided a rigorous assessment of the role of strong family ties, that are generally referred to as a form of bonding social capital causing backwardness. This paper investigates the relationship between the three types of social capital so far identified by the literature (i.e. bonding, bridging and linking), and the “quality” of economic development, as expressed by human development and an index of social well-being summarizing the state of health of urban ecosystems, public services, gender equality, and labour markets. The empirical analysis is articulated in two stages carried out by means of a multivariate analysis and of a structural equations models analysis. The results suggest that the linking social capital shaped by voluntary organizations has significantly positive effect on human development, but is irrelevant for social well-being. The bonding social capital shaped by strong family ties negatively affects human development, but significantly fosters the quality of life, mainly through a reduction of workers' precariousness. The bridging social capital of weak ties connecting friends and acquaintances follows the pattern of bonding social capital: it is reinforced by strong family ties and has significantly negative effect on human development. Land tenure plays a primary role in sustainable development efforts. However armed conflict and its repercussions reconfigure the network of social relations upon which all land tenure systems depend. In post-conflict settings new laws have the opportunity to address tenure issues in the context of what people are already doing ‘on the ground’, with a view to moving from the fluidity of post-conflict situations to a more solidified and peaceful social and legal environment. However there exists a lack of tools to analyze postwar land tenure and the prospects for reconstituting tenure systems to support recovery and development. This paper uses the Sustainable Livelihoods framework to examine postwar land tenure issues in order to draw out latent opportunities within emergent informal smallholder tenure constructs which may have utility in the reconstitution of national tenure systems. Human domination of the Earth has resulted in dramatic changes to global and local patterns of biodiversity. Biodiversity is critical to human sustainability because it drives the ecosystem services that provide the core of our life-support system. As we, the human species, are the primary factor leading to the decline in biodiversity, we need detailed information about the biodiversity and species composition of specific locations in order to understand how different species contribute to ecosystem services and how humans can sustainably conserve and manage biodiversity. Taxonomy and ecology, two fundamental sciences that generate the knowledge about biodiversity, are associated with a number of limitations that prevent them from providing the information needed to fully understand the relevance of biodiversity in its entirety for human sustainability: (1) biodiversity conservation strategies that tend to be overly focused on research and policy on a global scale with little impact on local biodiversity; (2) the small knowledge base of extant global biodiversity; (3) a lack of much-needed site-specific data on the species composition of communities in human-dominated landscapes, which hinders ecosystem management and biodiversity conservation; (4) biodiversity studies with a lack of taxonomic precision; (5) a lack of taxonomic expertise and trained taxonomists; (6) a taxonomic bottleneck in biodiversity inventory and assessment; and (7) neglect of taxonomic resources and a lack of taxonomic service infrastructure for biodiversity science. These limitations are directly related to contemporary trends in research, conservation strategies, environmental stewardship, environmental education, sustainable development, and local site-specific conservation. Today’s biological knowledge is built on the known global biodiversity, which represents barely 20% of what is currently extant (commonly accepted estimate of 10 million species) on planet Earth. Much remains unexplored and unknown, particularly in hotspots regions of Africa, South Eastern Asia, and South and Central America, including many developing or underdeveloped countries, where localized biodiversity is scarcely studied or described. "Backyard biodiversity", defined as local biodiversity near human habitation, refers to the natural resources and capital for ecosystem services at the grassroots level, which urgently needs to be explored, documented, and conserved as it is the backbone of sustainable economic development in these countries. Beginning with early identification and documentation of local flora and fauna, taxonomy has documented global biodiversity and natural history based on the collection of "backyard biodiversity" specimens worldwide. However, this branch of science suffered a continuous decline in the latter half of the twentieth century, and has now reached a point of potential demise. At present there are very few professional taxonomists and trained local parataxonomists worldwide, while the need for, and demands on, taxonomic services by conservation and resource management communities are rapidly increasing. Systematic collections, the material basis of biodiversity information, have been neglected and abandoned, particularly at institutions of higher learning. Considering the rapid increase in the human population and urbanization, human sustainability requires new conceptual and practical approaches to refocusing and energizing the study of the biodiversity that is the core of natural resources for sustainable development and biotic capital for sustaining our life-support system. In this paper we aim to document and extrapolate the essence of biodiversity, discuss the state and nature of taxonomic demise, the trends of recent biodiversity studies, and suggest reasonable approaches to a biodiversity science to facilitate the expansion of global biodiversity knowledge and to create useful data on backyard biodiversity worldwide towards human sustainability. Under global conditions that threaten the viability of rural economies and the farm sector, Italian legislation supports both through agritourism, a form of rural tourism conceived to diversify and complement the economic activities of individual farms. In theory, agritourism is a sustainable strategy: in its stated objectives, it promotes the conservation of a broadly conceived rural environment through its socioeconomic development. Building upon recent calls for assessments of sustainability that are relative to local environments, this paper analyses the relationship between the assumptions of a political scheme that attempts to sustain the rural environment and the perceptions and practices of those who live in that environment. Data collected in two different sites of southern Tuscany through participant observation and in-depth interviews show that different structural conditions and differing cultural values make agritourism responsive to the wants and needs of just one segment of the local farming population. In advocating rural development strategies that take into account pre-existing socioeconomic inequalities and varieties in farmers' environmental worldviews, this case study challenges the efficacy of global paradigms and emphasizes the role of empirical research in devising sustainable policies. Research evidence and pleas that humans are undermining their own survival on a robust and unforgiving planet seem to be falling on deaf ears. The drive for economic and military security remains more powerful than the evidence that both of these objectives are being undermined by environmental damage, social disruption, unjust treatment and forced migration. Yet the signs are growing that environmentally and socially sound futures may be vital prerequisites for economic and military stability. So, at the heart of multi-nationalism, sustainable development is beginning to be recognized as a crucial element in reliable international agreements. The consequence of all this is that environmental science has become highly political, and geographers need to recognize and work within an expanding political process. Examples of new forms of governing via sustainability science for sustainable futures are offered in the latter part of the paper, especially at local government level. The antagonistic pressures of established power and economic hegemony are never far away. Indeed, the confirmation of these established patterns of power still pervades the politics of environmental science. But it is possible that these antagonistic political frameworks are beginning to be transcended by the more influential aspects of sustainability partnerships incorporating new arrangements between government, private capital and civil associations. These partnerships will not be easy to create, for they criss-cross boundaries of familiarity and rules of operation. The need to reconcile social and environmental goals for sustainable development still poses problems for policy makers in the richer parts of the world. Using the examples of domestic water and energy, this paper argues that the problems are reflected, and often magnified, in developing countries. They arise largely from conflicts between the short-term need to alleviate poverty and longer-term objectives for environmental sustainability. The dual nature of water and energy as both social and economic goods raises questions about the most appropriate forms of provision and allocation of the utilities. It is in no one's long-term interest for developing countries to repeat the environmentally damaging mistakes of the industrialized world. But an equitable distribution of the short-term costs attached to a more environmentally responsible use of resources demands new ways of thinking about global social justice. [ABSTRACT FROM AUTHOR]

The propositions implicit in the Washington Consensus can be stated as follows: development is assimilated to limitless economic growth; the goal of social progress is reduced to a mere "trickle-down" effect; the widest possible engagement in international trade is seen as the fundamental prerequisite for development; the role of the state is subordinate to that of the market; in short, there exists, or so it is maintained, one single model of rational development. This paper is devoted to a preliminary discussion of the first of the above principles. It seeks first to show the extent to which growth is indeed the centre-piece of development strategies, setting out the arguments traditionally advanced in favour of its pre-eminence, with its concomitant requirement for limitless expansion of commodity output. However, growth on this scale clearly seems not to be sustainable in the longer term -- hence the need to rethink where economic growth fits into long-term development aims and strategies and to take fuller account of the arguments, of an economic, social, and ecological nature, being put forward against this view of growth as limitless. Greece is witnessing a series of international developments which necessitate an adjustment process, but also offer a new perspective for development. CAP reform, the Uruguay Round Final Act, market liberalization and the prospect of European Union enlargement by Central and Eastern European countries (CEEC) imply new problems, but also new opportunities. In order for Greece to confront adjustment problems successfully, it is necessary that an integrated strategy for sustainable rural development be developed. National regional and inter-sectoral policies for rural sustainable development should be supplemented by increased, mutually beneficial economic co-operation in the CEEC and in the wider Black Sea region. This paper examines and identifies patterns of trade, production and investment that Greece should adopt, in order to establish fruitful and mutually beneficial economic co-operation with the CEEC.
