As climate migration has garnered the interest of research and policy communities over the last two decades, the focus has been on whether, how and where climate stresses might precipitate out‐migration, and how to assist and protect those affected. Less attention has gone to the places that receive climate migrants, and how their arrival might affect adaptation at destination. Against the backdrop of increasingly severe climate disruptions, this paper examines the likelihood of climate‐related movements going into urban areas, and the challenges that this may entail for those who move and for urban governance. With much of climate migration projected to feed into existing urbanization trends, we see the need for data and research to help bolster the agency of communities and cities to plan and act locally, and across geographies, for inclusion and resilience, and to advocate collectively for enabling policy frameworks and increased national and international support. Cities are increasingly advancing multiple societal goals related to environmental sustainability, health, well‐being, and equity. However, there are few comprehensive data sets that address social inequality and equity across multiple infrastructure sectors, determinants, and outcomes, particularly at fine intra‐urban spatial scales. This paper: (1) Offers an overarching conceptualization of inequality and equity in multi‐sector urban systems; (2) Introduces a broad data framework to assess inequality and equity across social (S), ecological (E), infrastructural (I), and urban (U) form determinants (SEIU) and environment (E), health (H), well‐being (W), and economy and security (E) outcomes (EHWE), identifying a universe of >110 SEIU–EHWE data layers (variables) of interest; (3) Provides an illustrative data case study of a US city that synthesizes publicly available sources of the associated SEIU–EHWE data attributes, noting their availability/gaps at fine spatial scales, important to inform social inequality; (4) Discusses analytic methods to quantify inequality and spatial correlates across SEIU determinants and EHWE outcomes; and, (5) Demonstrates several use‐cases of the data framework and companion analytic methods through real‐world applied case studies that inform equity planning in applications ranging from energy sector investments to air pollution and health. The US data case study reveals data availability (covering 41 of the 113 data layers) as well as major gaps associated with EHWE outcomes at fine spatial scales, while the application examples demonstrate practical use. Overall, the SEIU–EHWE data framework provides an anchor for systematically gathering, analyzing, and informing multiple dimensions of inequality and equity in sustainable urban systems. In the early part of the twentieth century, South African cities were segregated in accordance with British city planning concepts that embodied the belief that social order can be manipulated through the urban form. This paper surveys the history of South African planning practices to understand the spread of segregation policies and practices. Whereas scholars tend to agree that the apartheid city (post−1948) is a more highly organized and structured version of the colonial city (pre−1910), the literature lacks consensus on the development of the segregated city (1910−1948) within South Africa. How did concepts of segregation circulate and why was it implemented with such consistency? Accordingly, this paper employs concepts of policy mobilities to trace historical configurations in South Africa to international influences. The focus on the circuits of knowledge explains how concepts and designs transplanted from elsewhere helped create the form of South African cities today. Understanding the movement of planning ideas through policy mobilities furthers geographical understandings of historical circulation processes, the role of the local actors, and policy mobilities failure. This history of learning also challenges the assumption that South African cities are unique and in so doing opens the doors for knowledge sharing between postcolonial cities. [ABSTRACT FROM AUTHOR]

This paper is an earnest effort to develop a coherent theoretical migration model by embedding the dynamics of urban economics, ignored by the celebrated migration models such as Harris–Todaro model of migration. The principal motivation behind the composition is the eruption of the COVID‐19 global pandemics, which has forced migrant labours (the engine of a globalized economic system) to shift from the urban areas to their origin. This migration crisis has put a serious challenge for the revitalization of the city economy in the post lockdown period. Further, this raises the question can the city provides the migrants better opportunities and benefits to get them to return? In contrast to standard migration models that attempted to limit the migration into the cities, our new theoretical perspective highlights the importance of agglomeration economies, urban informal sector and the development of core urban infrastructure to catalyse agglomeration externalities in the process of urban development and accommodating rural–urban migrants. The presentation of urban political economy into the theoretical account of migration leads to the importance of policies to augment agglomeration economies. These include the provision of infrastructure and affordable housing and mitigate congestion diseconomies in the form of sprawl, slums, poverty, traffic bottlenecks and so forth. Stopping migration or wage subsidy to the urban producer is not only unrealistic but also a myopic solution. On the contrary, cities should be prepared with planning, financing and governance mechanism to create the infrastructure needed by employment‐generating activities, catalysing agglomeration‐led and knowledge‐powered growth. In the end, our model suggests any approach to deal with urbanization issues in India must bring into account the critical part played by migrants‐urban poor and address their needs while benefitting rural areas. The migrants‐urban poor do not need charity. They need to be recognised as partners in the wealth creation process of cities and deserve 'right to the city' on their merit. While markets have failed them in the past, governments have also not catered to their needs. Abstract: Whereas many studies exist regarding urban subcentre identification, systematic analyses of these methods' characteristics are scarce. This paper addresses and reflects these issues for one selected method, the locally weighted regression (LWR) approach. Methodologically the study concludes that no ‘one size fits all’ method exists, but that the LWR is a sensitive means to identify urban subcentres. Content‐wise the study finds that German city regions are fairly monocentric, as all identified subcentres are of local relevance only. Comparisons to the urban spatial structure in US metro areas, to which the same LWR is applied, however, prove to be fairly complicated. [ABSTRACT FROM AUTHOR]

With this paper, we analyse an ordinary urban process, which has received little attention so far, and propose a new concept to take account of it: plotting urbanism. It is usually subsumed under terms like "urban informality" or "incremental urbanism" and not studied as a distinct process. In comparing Lagos, Istanbul and Shenzhen we captured four defining features of plotting urbanism: first, it unfolds in a piecemeal fashion with limited comprehensive planning. Second, it emerges from specific territorial compromises often resulting from conflicts between overlapping modes of territorial regulation, land tenure and property rights. Third, plotting is based on commodification of housing and land, which might accentuate socio‐economic differentiations between property‐owners, who often live in the same area, and their tenants. In this paper I seek to explore the role of biodiversity offsetting in the evolution of public debates over controversial urban development projects and the way it may influence the outcome of social‐environmental conflicts. By drawing on empirical data obtained through 25 interviews with key stakeholders involved in a conflict around executive housing in North East England, 48 interviews with several stakeholders involved in offsetting across England, and an extensive document analysis, I explore the depoliticising effects of offsetting as an indicative example of actually existing neoliberal conservation. I also pay attention to the way offsetting relates to the fast policy complex to trace the links between neoliberalisation and depoliticisation particularly in the era following the 2008 financial crash. Understanding social‐environmental conflicts through the lens of the post‐political hypothesis can shed light on the way both participatory planning and neoliberal conservation, by favouring technocratic management and consensual policy‐making, attempt to remove contestation and agonistic engagement from the public terrain. On the other hand, seeing conflicts only through the post‐political hypothesis has important limits, primarily because it implies a catholic hegemony of post‐politics that can be both disorienting and paralysing. I conclude by showing through five key propositions the necessity for contextualised readings of historically and geographically specific political practices and for analysing depoliticisation by means of a theory of hegemony. Is urbanization good for the environment? This paper establishes a simple core–periphery model with monocentric cities, which comprises key forces that shape the structure and interrelation of cities to study the impact of the urban evolution on the environment. We focus on global warming and the potential of unfettered market forces to economize on emissions. The model parameters are chosen to match the dichotomy between average "large" and "small" cities in the urban geography of the United States, and the sectoral greenhouse gas emissions recorded for the United States. Based on numerical analyzes we find that a forced switch to a system with equally sized cities reduces total emissions. Second, any city driver which pronounces the asymmetry between the core and the periphery drives up emissions in the total city system, too, and the endogenous adjustment of the urban system accounts for the bulk of the change in emissions. Third, none of the city drivers gives rise to an urban environmental Kuznets curve according to our numerical simulations. Finally, the welfare‐maximizing allocation tends to involve dispersion of cities and the more so the higher is the marginal damage from pollution. [ABSTRACT FROM AUTHOR]

This paper took Ulaanbaatar as a case study and selected data from 2002 to 2016 to understand the complex relationship between urbanization and the livelihood levels of urban residents. The results showed that the urbanization of Ulaanbaatar was fast unfolding, while the livelihood levels of urban residents were not simultaneously improved but were in a state of constant fluctuation. A distributed lag model was conducted to investigate the impact of urbanization on the livelihood levels of urban residents. The results confirmed that urbanization has an obvious lag effect on livelihood levels, and with the urbanization development, it could improve public services and labor wages at a lag of 3 years, better healthcare at a lag of 2, 3, and 4 years, increase healthcare and cultural services at a lag of 2 years, and gradually improve the residents' livelihood levels in the long run. While suburban areas have been typically related with urban sprawl, low density, cheap land price and low‐end manufacturing industries, relatively little attention has been paid to the spatial organization of innovation in suburban areas. In some Chinese cities, development zones (kai fa qu) in their suburban areas which are generally regarded as major spaces for traditional manufacturing industries have been transforming into spaces for innovation. This paper provides a case study of Nanjing, the capital of Jiangsu province in Eastern China by investigating and explaining the learning and innovation processes in suburban development zones. Drawing upon a unique database on 733 state‐certified high‐tech firms in Nanjing from 2008 to 2012 which contains detailed information on their addresses and number of patents, we observe strong spatial disparity in the distribution of innovation. Suburban districts of Nanjing where its three national‐level development zones and many provincial‐level development zones are located have become major spaces for innovation of the city. The planning of industrial clusters in development zones, the place‐based investment in the suburbs, and the suburbanization of universities are three major mechanisms behind the learning and innovation processes in Nanjing's suburban development zones. The smart city as a “digital turn” in critical urban geography has gone largely unnoticed in postcolonial urbanism. This paper seeks to address this gap by examining the emergence of new forms of postcolonial citizenship at the intersection of digital and urban publics. In particular, I investigate the production of a “smart citizen” in India's 100 smart cities challenge – a state‐run inter‐urban competition that seeks to transform 100 existing cities through ICT‐driven urbanism. By examining the publicly available documents and online citizen consultations as well as observations of stakeholder workshops in four of the proposed smart cities, I illustrate how a global technocratic imaginary of “smart citizenship” exists alongside its vernacular translation of a “chatur citizen” – a politically engaged citizen rooted in multiple publics and spatialities. This takes place through three key processes – enumerations, performances and breaches. Enumerations are coercions by the state of an urban population that has so far been largely hidden from analogue technologies of governance and governmentality. Articulations are the performances of smart citizenship across digital and material domains that ironically extend historic social inequalities from the urban to the digital realm. Finally, breaches are the ruptures of the impenetrable technocratic walls around the global smart city, which provides a window into alternative and possible futures of postcolonial citizenship in India. Through these three processes, I argue that subaltern citizenship in the postcolony exists not in opposition, but across urban and digital citizenships. I conclude by offering the potential of a future postcolonial citizen who opens up entangled performances of compliance and connivance, authority and insecurity, visibility and indiscernibility across political, social, urban and digital publics. Abstract: Oregon is known for its strict Urban Growth Boundary (UGB) policies. While UGBs are designed to accommodate land supply for 20 years of growth, land within UGBs must be annexed into city limits before it can be developed at urban densities and serviced. In Oregon, cities use a variety of municipal annexation and voter‐approved annexation policies (VAAPs), providing an opportunity to study how different annexation policies affect land and housing markets, and affect urban density. Previous research on annexation has not considered how annexation policy influences housing values. This paper examines how VAAPs impact land growth, housing development, and density at the city level. It also examines how VAAPs impact housing values. Based on city‐level and tax‐lot‐level statistical analyses from 107 cities outside Portland Metro area, the results suggest that VAAPs negatively impact the availability of developable land within city limits. VAAPs also positively impact residential density and housing value. Lastly, VAAPs inequitably affect housing value between relatively high‐value housing and relatively low‐value housing, posing economic equity impacts for lower value housing. These findings provide important lessons for Oregon and other states. While VAAPs may increase residential density in cities, the policies may exacerbate affordability problems. ABSTRACT Heritage has become a major theme in Dutch spatial planning. A number of recent Dutch urban extension projects offer interesting case studies on the integration of heritage into planning. The projects were part of a large housing programme, known as the Vinex programme, which was initiated by the Dutch national government but executed by local authorities. They therefore provide interesting cases for comparison. This paper presents a number of these projects, focusing on the use of heritage, which allows us to classify different ways of incorporating heritage into plans: integration, embeddedness and isolation. Another classification involves different views and interpretations about heritage, and describes diminishing degrees of authenticity entailed in preservation, transformation and inspiration. Combining both types of classification may offer a framework for further research on the relationship between heritage and planning. [ABSTRACT FROM AUTHOR]

Attention to self-organisation and spontaneous order in urban development is growing both in academia and in planning practice. One of the current academic discussions centres around the desirability of self-organisation. This paper evaluates the case of self-organisation in Oosterwold Almere in the Netherlands - an atypical case as it is a large-scale experimental project of organic urban development. We analysed how this case deals with traditional welfare-economic justifications for urban planning by the government. Several challenges of self-governing communities in dealing with public goods and negative externalities are identified. The case of Oosterwold highlights the continued importance of collective action, both in the provision and management of public goods and services, and in the prevention of free-rider behaviour and inefficient use of space. In Oosterwold, collective solutions are being established to deal with challenges concerning institutions, common costs, and the liability of replacing the urban planning by the government. In this paper I consider 'normalisation' as a response to urban informal livelihoods in urban southern Africa. I demonstrate that urban planning systems have been mobilised to correct or eliminate 'spatial pathologies'. Using illustrative cases from southern Africa, I argue that the authorities' obsession with 'normalising' urban spaces they have designated as 'pathologies' is misplaced because it glaringly defies the reality on the ground. Interrogated in the paper is the reasoning behind, and effectiveness of, 'corrective' measures that exclude and marginalise informality through technicalisation, 'expertisation' and depoliticisation. I evaluate the basis, workings and deleterious outcomes of normalising technologies and question the relevance and efficacy of normalisation at a time when it is increasingly becoming clear that African urbanisation is - and will possibly continue to be - simultaneously driven and cushioned by informalisation. In scholarly and popular texts, Mumbai is invoked as an iconic example of the problem of urban informal settlements in the twenty-first century. While such representations oscillate between tropes of accommodation and marginalization, they often obfuscate the compromised and historical successes of settler politics in the city. In this paper, the authors use an international urbanization conference as a starting point for exploring Mumbai settlers' housing practices. They examine the processes through which emergent forms of inclusion have been conceptually unhinged from longstanding struggles against inequality. By examining the complex interplay of housing politics, social mobilization, and municipal policy in Mumbai, the paper argues for more careful attention to new regimes of governing that accompany aspirations for 'inclusion' in the cities of the urban age. This paper explores the viability of using proportional hazard models to study spatial point patterns generated by urbanisation. The analysis demonstrates that the ‘spatial hazard’ framework is not only viable for studying urban form, but is extremely promising: the models do an excellent job of characterizing very different patterns of development, and they lend themselves directly to the kind of probative analysis needed to guide urban and regional policy. Compared to more traditional approaches to characterizing urban form – namely, density gradients – hazard models rest on a probabilistic worldview, and, so, they portray the built environment as a froth of stochastic transitions through which urban form unfolds in an irregular fashion until it at last comes undone. The general urban model is viewed in brief retrospectively, mainly emphasizing the transition for the monocentric ‘classical’ elements of such a model to the multicentric. The emphasis of the paper, however, is on future prospects. It is argued that it could be developed as the basis of a model-based ‘big picture’ of urban development through five layers of disaggregation – from the global to the local. There are many opportunities for submodel development but the main future challenge is the modelling of urban and regional evolution. Progress in modelling urban and regional systems as complex nonlinear systems with particular reference to path dependence and phase transitions is reviewed. The management of carbon emissions holds some prospect for challenging sustainable development as the organising principle of socio-environmental regulation. This paper explores the rise of a distinctive low-carbon polity as an ideological state project, and examines its potential ramifications for the regulation of economy–environment relations at the urban and regional scale. Carbon control would seem to introduce a new set of values into state regulation and this might open up possibilities for challenging mainstream modes of urban and regional development in a manner not possible under sustainable development. But low-carbon restructuring also portends intensified uneven development, new forms of state control and a socially uneven reworking of state–society relations. In order to explore these issues we start by setting out a framework for conceptualising environmental regulation based around the idea of eco-state restructuring. This idea is introduced to capture the conflicts, power struggles and strategic selectivities involved as governments seek to reconcile environmental protection with multiple other pressures and demands. Sowohl der Schutz kritischer Infrastruktur als auch Verwundbarkeitsanalysen von städtischen Gebieten gewinnen immer mehr an Bedeutung. Gründe dafür sind eine wachsende Urbanisierung und die steigende Zahl neuer Bedrohungsszenarien. Immer mehr Menschen leben in Städten und in Zukunft wird dieser Trend noch zunehmen. Angesichts der wachsenden Bedrohung, wie beispielsweise globalem Terrorismus oder Naturkatastrophen, ist es essenziell, diese außergewöhnlichen Belastungsszenarien im Rahmen der Sicherheitsforschung zu berücksichtigen. Ziel ist hierbei, dass eine Schutzauslegung fester Bestandteil in der Gebäude- und Städteplanung wird. Um urbane Gebiete oder einzelne Gebäude auszulegen, müssen in einem ersten Schritt maßgebende Szenarien als Bemessungsgrundlage definiert werden, um eine schematische Gefährdungs- und Risikoanalyse durchzuführen. In diesem Beitrag werden die Resultate einer empirischen Ereignisanalyse vorgestellt. Im Rahmen dieser Analyse wurden sicherheitskritische Ereignisse in städtischen Gebieten mithilfe der 'Terrorist Event Database' ermittelt. Die Ergebnisse liefern die Grundlage der empirischen Auswertung und weiterführender quantitativer Risikoanalysen für sicherheitskritische Ereignisse. Empirical analysis of security critical events in urban areas Security for critical infrastructure and the vulnerability analysis of urban areas is a topic of growing interest. Reasons for this are a growing urbanization and an increasing number of new hazard scenarios. More and more people are living in urban areas and this trend is set to continue. When faced with the increasing hazards, like global terrorism or natural disasters for example, it is essential to consider these exceptional scenarios in the context of safety and security research. Therefore, it is the aim to integrate protection design as an inherent part of building development and urban planning. In a first step, a decisive scenario as assessment basis has to be defined to evaluate urban areas or single buildings. This is essential to build a basis for a schematic hazard and risk analysis. In this paper, the results of an empirical event analysis are presented. Within this work security critical events are evaluated using the 'Terrorist Event Database". The Augustan Roman temple at Barcino has been a key element during the last 60 years in the research of the colony's urban development. Its peculiar elongated and narrow plan, first proposed in 1835, and its location at the highest point of the ancient city have dictated our understanding of the urban layout of Barcino by conditioning the shape of the city's forum and affecting the interpretation of the archaeological excavations carried out in the area since then. This paper proposes an alternative plan of the temple, based on data drawn from recent archaeological excavations, topographical analysis, typological comparisons, and the study of written sources. Our alternative hypothesis for the temple permits an in-depth reinterpretation of the plan of the forum and the evolution of the urban plan. [ABSTRACT FROM AUTHOR]

In this short paper I question the validity of aligning new public spaces with the idea of a public sphere of democratic determination. I suggest that the current emphasis on public spaces in urban development schemes is nostalgic, repeats the ungrounded advocacy associated with culturally-led urban redevelopment, and masks a widening democratic deficit. Looking to geographical writing on space as a realm of boundaries and exclusions, I ask whether insights from this can be applied to the problem of what constitutes a democratic public sphere (if one exists). Richard Florida's creative class theory has recently been adopted by many municipal governments as a key urban economic development policy. This trend, as others have noted, has significant implications for social justice in the creative city, particularly by continuing and even deepening class inequality. This paper shares in the spirit of these class-based critiques, but goes beyond them to argue that gender and racial equality is also at stake in the creative city. We point in particular to three particular geographies of the creative city - (1) the conceptual spaces of the creative class idea, (2) the workplaces of the cultural and creative industries and (3) the amenity and public landscapes of the creative city - as sites where class, gender and racial inequalities are maintained and exacerbated as a result of creativity-led urban economic development policies. This paper discusses and illustrates the ‘knowledge turn’ in urban policy across Europe. We identify four manifestations of it: 1) widespread efforts to lure knowledge workers; 2) a growing involvement of knowledge institutes in urban development and planning processes, 3) an explicit ‘knowledge based’ approach to planning and the design of public space, and 4) efforts to underline a ‘knowledge city’ identity using all kinds of marketing and branding techniques. With the increase of global integration, the peri-urban area (PUA) of megacities in Asia has become a favourite destination for foreign direct investment (FDI). This paper uses the PUA of Shanghai as a case study to investigate the impact of global forces on the urban expansion of the city, and the link between urban growth and sustainable development in this mega-urban context. Shanghai has grown impressively during the past two decades in terms of economic and physical transformation. Much of this transformation has rested on the unbridled exploitation of land and other environmental resources in its peri-urban area. This is characterised by the designation of development zones and the concentration of manufacturing FDI, resulting in dispersed growth and environmental degradation. The disruption of the physical environment, combined with the concentration of the urban poor in these areas (in particular ‘temporary migrants’), has turned the PUA into a potential crisis point threatening the social and economic development of the city. Enhancing local democracy is a major aim within European Urban Development Programmes dealing with ‘disadvantaged’ neighbourhoods. But local democracy is extremely difficult to reach in practice and this paper analyses the obstacles and the strategies for overcoming these barriers. Questions of citizenship and social class are essential. Empowerment of residents is a key issue. The analytical distinction between ‘top down’ and ‘bottom up’ participation processes is essential in the implementation of democratic planning, together with professional commitment in the form of mediation and translation. The conclusion addresses Habermas’ conceptualisation of democracy. We argue that he is correct in legitimating citizens’ intervention within the deliberative process but that he pays insufficient attention to conflict between actors. [ABSTRACT FROM AUTHOR]

Abstract: We analyse the zoning of a metropolitan area comprising two municipal districts. Each municipal district has a residential area and spare land. The residential areas are connected and form a linear city. We find that for some values of the zoning costs two equilibria exist simultaneously: both local regulators zone or both decline to zone. From the viewpoint of a metropolitan authority with jurisdiction over the municipal districts there is an excess in local zoning regulations, so that authority should veto regulations that reduce the social welfare of the metropolitan area.
