This paper makes an economic assessment of Jair Bolsonaro's presidency. It analyzes the triangle of incompatibilities: high income inequality-reprimarization of the economy-high economic growth; and if one adds the environment, one could say the impossible squaring of the circle. The result of this impossibility is economic stagnation, persistent high inequality, deterioration of the standard of living, especially of the poorest, and serious damage to the environment through deforestation. The pandemic and the war in Ukraine have shaken an already "sick" economy and reveal the structural crisis in Brazil, as well as the turning points in the functioning of the labor market. The present ruptures suggest the political exhaustion of the current presidency and that the country is at a crossroads. [ABSTRACT FROM AUTHOR]

The increasing dispute between the United States of America and China finds a main area of competition around 5G, which will enable a substantial improvement in the capacity for vehicle auto-guidance, remote operations, robotics, artificial intelligence and other dual-use applications. While 5G is still emerging, the global shaping of the network infrastructure, regulations, patents and standards involves the Global South. It is an eminently global dispute for markets, but also for national security, which has gained a central place on the foreign policy agenda of most of the countries around the globe. In this context, the objective of this text is to analyze the emergent conditions of 5G in two of the main countries of the Global South, India and Brazil, within the dispute between the US and China. Through the contextualization of this dispute and its implications in India and Brazil, we seek to extract a series of preliminary reflections for other countries of the Global South. Thus, this paper contributes to a key area understanding the emergent conditions of a new phase of the mobile telecommunications paradigm developing two main cases still unexplored systematically by the literature in Spanish. The objective of the paper is to analyze the extent to which the decolonial perspective is reflected in the teaching and the research in the area of International Relations (IR) in Brazil. The first part is conceptual and discusses the meanings of Decoloniality and its interfaces with the area of IR. Then, the empirical analysis is presented. Documents, data and studies were used to analyze Brazilian undergraduate and graduate courses in this area. We found some initial advances with the inclusion of debates on Ethnic-Racial Relations in undergraduate courses, the constitution of research groups and the existence of some (few) doctoral theses on the subject. However, several significant challenges were found for Decoloniality to assert itself as a relevant axis in Brazilian IR studies. Among them, the small insertion of these contents on the (undergraduate) curriculum, the centrality of the state-centered theories, racism and institutional resistance. [ABSTRACT FROM AUTHOR]

In a few years of implementation, the Bolsa Familia Program, which covers more than 12 million families, has become the largest program of income transfer in the world and confirmed the distribution of money as the predominant form of social policy in Brazil. Despite the evidence of the effectiveness of such intervention in the economic sphere, when we look at the relationship between the beneficiaries and the agents responsible for the policy, other research questions emerge. When analyzing the trajectory of this policy from the federal sphere to the beneficiary, one can recognize the diverse paths the implementation of this program takes. This paper inquires about the impacts of this program on citizenship, through the organization and participation (or absence) of the beneficiaries in politics. [ABSTRACT FROM AUTHOR]

Sustainable economic management of protected areas constitutes a new research agenda in Brazil. Gaps are related to lack of systematized and updated data on the budgetary situation of the National System of Conservation Units. More than identifying or quantifying alternatives to the reduced budgetary or financial resources, more visibility concerning its institutional components is in order. This issue involves the effectiveness of the national project of territorial enlargement of the Brazilian protected areas, in the sense that each new hectaire protected 'in paper', represents an increased demand for resources-financial, material, and human-required for efficient management. Our analysis emphazises emphazises the institutional and operational gaps occurring as a result of receiving and applying such resources. As well, we provide analytical elements to improve our understanding of frequent institutional impasses in this process. Given our institutional perspective, the expansion of protected areas is seen as facing weak techno-bureaucratic structures unable to operate and consolidate effective financial alternatives. We hope this article contributes to ongoing research on the institutional requirements of sustainability in the national context of Latin America and the Caribbean. [ABSTRACT FROM AUTHOR]

In the presence of positive transaction costs, institutions and the architecture of organizations take on fundamental importance. This paper measures costs of opening firms in the Brazilian garment industry. The measure of costs to start up a new business in the garment industry in Brazil shows a large variation between regions in the same city and between different areas of the country. Nine different procedures were found along with a time span of 64 days and an average cost of 11,3% of the GDP per capita. Also 39% of the firms declared that they operated informally for some time.
