This Special Issue of the IEEE Journal of Solid-State Circuits highlights some of the best papers presented at the 32nd Symposium on VLSI Circuits, held on June 18–22, 2018, at the Hilton Hawaiian Village, Honolulu, HI, USA. This issue of the IEEE Transactions on Nuclear Science (TNS) is devoted to the 21st IEEE-NPSS Real Time Conference (RT2018) on Computing Applications in Nuclear and Plasma Sciences held in Williamsburg, VA, USA, in June 2018. The article reports on the International Conference on Software Engineering (ICSE) 2003 held in Portland, Oregon. The article discusses three papers that were selected for representing the best of ICSE 2003. The first paper "Scaling Step Wise Refinement," by D. Batory, J.N. Sarvela and A. Rauschmayer, is about development of computer software. The second paper is "Fragment Class Analysis for Testing of Polymorphism in Java Software" by A. Rountev, A. Milanova and B.C. Ryder, and the third paper is "Modular Verification of Software Components in C," by S. Chaki, F. Clarke, A. Groce, S. Jha and H. Veith. These two papers concern validation of software. The article also names some persons who devoted their time and energy in organizing ICSE 2003. The author suggests that managing the complexity of modern software systems is a grand challenge. Throughout the conference, there were exhibits, posters and informal research demonstrations as well as an onsite newsletter describing memorable moments, humor and fascinating facts.

This special collection of papers had its genesis at the IEEE Computer Society Workshop on Software Testing and Test Documentation held in Fort Lauderdale, Florida during December 18-20, 1978. This collection is devoted to selected papers on program testing that were presented at the Workshop. The thrust is towards approaches that can support the heuristic components of testing. There is increasing recognition that it is unlikely there will be a grand theory of testing which will lead to fully automated testing systems. Instead the tester will be called upon to use his intuition and problem-dependent knowledge in a discipline manner to test for a variety of specified error types. But it is crucial that this less ambitious, heuristic activity be nevertheless firmly embedded in an underlying framework which is logical, rigorous and well-understood.

The papers appearing in this special issue of the "IEEE Transactions on Software Engineering" periodical are based on papers that originally appeared in the proceedings of the First International Conference on Data Engineering which was held in Los Angeles, California, on April 25-27, 1984. The paper by Braegger, Dudler, Rebsamen and Zehnder was selected as the best paper at the conference by the awards committee, and concerns a database tool called Gambit. This design tool is based on an extended relational/entity relationship model and assists the designer with a wide variety of subtools. The paper by Farmer, King, and Myers is also about a design tool which is called the Semantic Database Constructor (Sedaco). It is based on a semantic data model which buffers the designer from most low level data structuring issues.

The Third International Conference on Data Engineering was held in Los Angeles, California on February 2 to 6, 1987. The conference was designed as an international forum for bringing together researchers, developers, managers, strategic planners and other users with an interest in the research, design and development of data engineering methodologies, strategies and systems. Its scope includes computer science, artificial intelligence, electrical engineering, and computer engineering. It featured papers from all major areas of data engineering, including database design and modeling, performance evaluation, algorithms, integrity, security, fault tolerance, query language, artificial intelligence approaches, knowledge bases, database machines, distributed databases and data engineering applications.

The article presents an introduction to the special section related to International Conference on Software Engineering (ICSE'97), published in the August 1998 issue of the journal "IEEE Transactions on Software Engineering." Authors say that ICSE was held in Boston Massachusetts, in the week of May 17-23, 1997. The main goal of the conference was to meet needs and expectations of a large variety of attendees. The program committee of the conference was involved in a comprehensive reviewing process of papers submitted. At the end of this process, three papers were selected for publication. In the first paper, "Evaluating Testing Methods by Delivered Reliability," researchers discuss a method for evaluating the effectiveness of testing, based on a measure of the program reliability after testing. The second paper "Analyzing Partially Implemented Real-Time System," presents a technique for analyzing partially-implemented real-time systems. The third paper "Communication Metrics for Software Development," discusses results of comprehensive experiment whose goal was to evaluate the effectiveness of a set of communication metrics.

The Symposium on Foundations in Software Engineering is an annual conference sponsored by Association for Computing Machinery, a computer portal and dedicated to the presentation of innovative research results contributing to an engineering discipline for software systems. This special section of the July 1998 issue of the journal IEEE Transactions on Software Engineering features three of the best papers from the fourth symposium, held in October 1996 in San Francisco, California. During its first half-decade, research results presented at this conference have covered engineering research topics. However, a number of distinguishing properties tend to characterize the best of the papers and have helped set the standards for high-quality software engineering research. The three papers in this special section illustrate these properties. One of the critical challenges for software engineering research is to find practical tools that help system builder restructure existing systems. Mark Moriconi was general chair for the symposium and deserves considerable credit for its success.

The article discusses the highlights of the Antennas and Propagation Society (AP-S) Administrative Committee (AdCom) of the Institute of Electrical and Electronics Engineers (IEEE) Summer Meeting held in Charleston, South Carolina on May 31, 2009. The financial performance of the IEEE in 2008 was tackled. Other issues addressed were the need to improve membership outside the U.S., the IEEE budget for 2009 and 2010 and future conferences.

The author reflects on the importance of promoting the Dielectrics & Electrical Insulation Society (DEIS) in the U.S. He noted that the success of several conferences sponsored or co-sponsored by the organization did not guarantee a successful move at attracting industry to these conferences. He believes that the initiative approved at the recent AdCom meeting to completely overhaul the DEIS website will help get more involvement from industry.

This paper describes radio frequency identification (RFID) projects, designed and implemented by students in the College of Engineering at the University of North Texas, as part of their senior-design project requirement. The paper also describes an RFID-based project implemented at Rice Middle School in Piano, TX, which went on to win multiple prizes both at the school and regional level. The goal of the RFID endeavor is to develop an RFID elective course that is current, industry-oriented, and methodically built to enable faculty to design, develop, and deliver the course to a diverse group of engineering students. The sequence of events through which the course evolved was as follows: 1) conduct an industry-supported workshop for students in the College of Engineering with funding received from the National Science Foundation (NSF); 2) assign an RFID-based design project for the senior students who attended the workshop; 3) use the first senior design project as a model to encourage subsequent senior students to create their own RFID projects or enable the students to contact companies seeking to accomplish RFID solutions to a problem; 4) involve middle school students in RFID-based projects by using the senior design projects as an enticement; 5) use the successful projects as the basis for practical laboratory experiences to be created in a new elective course on RFID. (IEEE) 12th International Conference in Denver, Colorado; the Asian Test Symposium 2009 in Taiwan; and the International Symposium on Multimedia 2009 in San Diego, California.

The conference is described as one the of the biggest that happened in the high technology sector. This article presents commentary on 2003 nuclear and space radiation effects conference. The 40th Annual Nuclear and Space Radiation Effects Conference was held from the July 21 to 25, 2003 at the DoubleTree Hotel, Monterey, California. The conference continued the tradition of being one of the premier international symposia on radiation effects in `electronic devices, circuits, systems, and materials. The conference was sponsored by the Institute of Electricals and Electronics Engineers Nuclear and Plasma Science Society Radiation Effects Committee.

The article reports that the American Association of Physics Teachers' Educational Technologies Committee has sponsored the poster session entitled "Computation in Undergraduate Physics Courses" at the summer meeting at the University of Syracuse in New York. The poster session has followed six invited papers which describe instructional uses of computational physics at the undergraduate level. These include papers from Charles Leming on the use of Matlab for computational applications in physics research.

The author comments on the increasing problem regarding authors who did not show up to present their papers and posters that was submitted for presentation at annual meetings of the organization in the U.S. He suspected that in most cases the author had submitted their papers without any intention of attending the event. To correct this issue, the organization committee formed a policy that any paper not presented will not be included in the Symposium Digest of the organization.

The article discusses the highlights of the 2004 Micro-37 conference in the United States. The main thing that any conference must get right is the paper selection process. The issue is addressed by organizing committees that are in charge of issuing the call for papers and receiving enough submissions to make the event worth holding. Furthermore, it is also recognized that the most important aspect of the conference is its finances for events after the formal presentations that needed the expertise of someone with retail experience to plan the markdowns. Overall, the Micro-37 had a favorable outcome and the organizing committee got many thanks and congratulations for the after-dinner entertainment and activities it provided.

The article presents information on the UbiComp 2003: The Fifth International Conference on Ubiquitous Computing from October 12-15, 2003 in Seattle, Washington. At the conference, the University of Washington showed their work on developing particle systems for location tracking. The key idea is that particle systems can model hypotheses about location simultaneously. The National Center for Supercomputing Applications demonstrated its IntelliBadge system, which identifies and locates people at a conference. Cambridge University in Cambridge, England, has extended the technique of having computers in a room communicate via an audio channel. The Cambridge researchers described schemes for secure transmission, overlaying data atop music. Intel created several displays in various places throughout the conference space. The displays came in three types, the first was augmented floor microphones, then, at one of the coffee tables, the images of attendees appeared on a nearby large display and lastly, Intel implemented a social connectedness display based on the RFID tags and profiles of attendees. The key trend at the conference seem to be the widespread adoption of RFID tags, the broadening incursion of data-transmitting devices in the field and the widespread attempts to build commonplace sensor networks that really can feed interesting data for analysis.

A calendar of congresses and conventions related to test technology in the U.S. for May to July 2009 is presented, including the 27th IEEE VLSI Test Symposium, the 8th IEEE North Atlantic Test Workshop and the 2nd IEEE International Workshop on Hardware-Oriented Security and Trust.

The article presents information on the 12th International Electromagnetic Launch Technology Symposium held in Snowbird, Utah, from May 25 to 28, 2004. This biennial Symposium is the primary forum for presentation and discussion of research on critical technologies for the acceleration of macroscopic objects using electromagnetic or electrothermochemical launchers. The 12th Symposium featured keynote speakers from the leadership of the U.S. Army, U.S. Navy, U.S. Congress and the German Office of Defense Technology and Procurement. In addition to 38 oral and 86 poster presentations, each technical session was opened by an invited national overview of research in major participating countries.

In January, 2004 Communications Society's first IEEE Consumer Communications and Networking Conference (CCNC '04), took place in Nevada. By all measures the venue was a complete success. CCNC '04 attracted over 340 registrants to hear 12 technical papers and 35 poster presentations, see 20 technical demos and experience eight panels including one Distinguished Expert Panel. And those presenting their work came from 31 countries. To help make the program possible, 17 volunteers served on the Organizing and Steering Committees, 64 on the Technical Program Committee, and 120 received submissions. By society norms, of the approximately 50 meetings and conferences sponsored by the society each year, CCNC is not the largest, and there are quite a few that are smaller, especially their more intimate workshops. If the CCNC statistics for volunteer support is to be considered and scaled to encompass all such conferences, the number become very impressive. Furthermore, like the proverbial iceberg where so much is not visible to the casual viewer, this count does not include the many volunteers who are busily engaged in facilitating the society's educational programs and noteworthy publications.
