Purpose: This paper aims to analyse the Financial Intelligence Units (FIUs) of Canada, Australia, The Netherlands and India, focussing on key internal and external processes, such as the exchange of information, operations and compliance with Financial Action Task Force (FATF) recommendations. Yet, when it comes to compliance with FATF's recommendations, shared concerns emerge, hinting at the complex interplay between country-specific operations and global compliance standards. The paper recommends enhancements to the FIUs' operational efficiency and overall effectiveness in combating financial crimes. Research limitations/implications: The paper's findings are limited to openly available data (such as annual reports and internet sources) for the respective countries. The paper relies on the transparency of FIUs through public media, focusing on comparing and analysing the FIUs of only four specific countries, which limits the generalisations of the findings. Purpose: The purpose of this paper is to explore the factors influencing office occupancy and the broader implications for workplace dynamics in Australia in the post-pandemic era. Design/methodology/approach: The authors draw on industry insights, research data and expert opinions on remote work and office attendance to explain post-pandemic trends. Findings: The paper finds that average office occupancy reached 71% of pre-pandemic levels in Q3 2023, indicating a significant rebound from earlier downturns. This can be explained by factors such as improved vaccination rates, clearer return-to-office policies by large corporations and a greater understanding of the virus. Purpose: This paper examines gender diversity in the Australian valuation industry from the perspective of valuers in senior management and leadership roles and discusses gender diversity policies and practices in their organisations. Then, it explores the initiatives that can be implemented to improve gender diversity in the Australian valuation industry. Design/methodology/approach: A focus group discussion was conducted with valuers in senior management and leadership roles from selected large valuation firms and government valuation agencies in Melbourne, Australia. Data collected through the focus group discussion was combined with secondary data sourced from journals, online articles and archival materials. Findings: The findings reveal that whilst gender diversity in the Australian valuation industry has improved over the years, females remain underrepresented. Nonetheless, whilst some valuation companies have recognised the need to address the underrepresentation of women and introduced specific gender-focussed human resource policies and practices, these initiatives are not streamlined and implemented across the industry. Research limitations/implications: The study highlights the need for closer collaboration between key stakeholders such as universities, professional associations, valuation companies and government agencies in devising strategies to attract female talents into the valuation industry. Purpose: Steiner schools represent a natural experiment in the provision of schooling. With a history dating back more than 100 years, leadership, leaders and the principal do not sit easily with Steiner educators. The contemporary regulatory environment requires a "principal" or legal authority at the school-building level, creating a tension for Steiner schools. This makes Steiner schools an ideal case study for understanding the contemporary role of the principal. Design/methodology/approach: This paper is based on an interview-based study with 24 heads of Australian Steiner schools. Conducted on Microsoft Teams, all by the principal investigator, the interviews generated a 171,742-word corpus subjected to an inductive analytical approach. Data reduction led to four themes, and this paper focuses on one (principles not prescription) and its implications for the principalship and school governance. Findings: Embedding the principalship in a philosophy (or theory) of education re-couples school administration with schooling and bases decision-making in principles rather than individuals. It also alters the role of data and evidence from accountability to justifying principles. Research limitations/implications: Rather than a focus on individuals or roles, this paper argues that the underlying principles of organisational decision-making should be the central focus of research. Practical implications: Ensuring organisational coherence, by balancing the diversity of positions on core principles is the core task of the contemporary principal. Purpose: This paper aims to: first, it studies expert opinions about the future of clean, decentralized energy technology in Australia; second, develop an interpretive and participatory foresighting methodology for a forthcoming study. Design/methodology/approach: This paper reports a forecasting study about the future of clean energy. Driven mostly by economics and changing carbon policies, the energy sector is currently moving from fossil fuels to a variety of cleaner technologies. Energy experts have several incommensurate interpretations of how this change will happen. This paper describes the first phase of an ongoing study that foresight clean energy futures in Australia. By building on a participatory method in a scientific expert community, it describes the path from technological presumptions into four parallel yet interconnected scenarios. The paper also explores the social drivers behind these scenarios. Findings: First, energy experts in Australia classify futures into four main scenarios: abundant, where energy will be mostly produced by solar cells; traded, where the future of energy lies in virtual power plants and microgrids; circular, which targets Australia's NetZero goals through biomaterials, carbon capture and new powerful; secure, which secures the country's energy supply through coal and nuclear energy. Second, they locate policy as the most important form of wildcards. The policy is multilayered from local to US politics and falls outside the scope of forecasting. Research limitations/implications: The most important limitations of the study are: first, its reliance on scientific and technological experts, which guarantees its scientific validity but may underrepresent the social drivers of energy; second, this study is a methodological pilot of a larger study that will target industrial, commercial and local drivers; third, its focus on Australia, where politics, the size of the country and climate shape the uptake of clean energy in specific ways, most notably in the case of rapid uptake of solar energy. Practical implications: The main practical implications of the paper are its broad focus on clean energy futures and its participatory foresighting approach, which can be repeated in other studies. Social implications: The main social implication of the study is that it clearly shows that a technological perspective is necessary but not sufficient in understanding the future of clean energy. The paper also shows that local drivers importantly mold the future and should be taken into account in future studies and policy. Originality/value: This paper makes two contributions. First, it organizes several technologies into four scenarios that clarify Australia's clean energy futures better than a piecemeal study would do. Second, it developed and piloted an interpretive participatory methodology for studying futures by building on references from design research. This methodology will be used in subsequent studies. Purpose: The purpose of this paper is to explore the reform of initial teacher education (ITE) policy in Australia over a 25-year period from 1998 to 2023. It examines policy shifts and movements over this timeframe and aims to better understand the ongoing reforms in the changing contexts of their times. Design/methodology/approach: The paper engages a critical policy historiography approach, focusing on four "policy moments" each linked to a review commissioned by the Commonwealth government of the day. It draws upon the reports and government responses themselves, along with media reports, extracts from Hansard, and ministerial speeches, press releases and interviews related to each of the four policy moments, asking critical questions about the "public issues" and "private troubles" (Gale, 2001) of each moment and aiming to shed light on the complexities of these accounts of policy and the trajectory they represent. Findings: The paper charts the construction of the problem of ITE in Australia over time, highlighting the discursive continuities and shifts since 1998. It traces the constitution of both policy problems and solutions to explain the current policy settlement using a historical lens. Originality/value: Its value lies in offering a reading of the current policy settlement, based on a close and systematic historical analysis. Where previous research has focused either on particular moments or concepts in ITE reform, this analysis seeks to understand the current policy settlement by taking a longer, contextualised view. Purpose: The research investigates valuers' understanding of the value of sustainability in property and its' consideration in valuation practice in Australia. This paper explores valuers' perceptions of the relationships between sustainability and market values, sustainability and valuation variables, and the value influence of industry sustainability certification schemes. Further, this paper tracks prevalence of certified buildings in Australian commercial markets and the evolution of valuers' knowledge of sustainability certifications used in Australia. Design/methodology/approach: This paper reports on the next rendition of a longitudinal study examining valuers' practice in Australia. This research explores the evolution of Australian valuers' perception and knowledge of sustainability in valuation practice. The survey data has been periodically collected from practising valuers from 2007 to 2021. The survey questions investigate valuers' knowledge development, understanding, reporting and consideration of the relationship between sustainability and market value. Findings: The results have identified the evolution of the influence of normative research on valuers' perceptions of the relationship between sustainability and value; with a clearer understanding emerging over time of where the value relationships are identified in valuation variables. Greater alignment between empirical Australian studies and valuers' perceptions of the influence of sustainability ratings on value, demonstrate the value connection for higher rated buildings under NABERS (energy rating) and Green Star. Whilst only 41% of the study's participants are including sustainability in their valuation reports, they include a higher level of commentary on building descriptions and initiatives, building ratings, and reporting of owner and tenant objectives, than in previous studies. Knowledge development relating to sustainability certification tool, NABERS was identified. This is likely linked to the introduction of mandatory disclosure legislation. This has also led to increased awareness and valuers' knowledge of the differences between the two key rating tools used in Australia. Research limitations/implications: The research has several limitations: firstly, recruitment of valuers and the number of valuers' responses has varied over time; secondly, due to collection methods respondents have a greater likelihood of having an interest in and knowledge of sustainability creating potential for positive bias; thirdly, respondents may have responded to the survey in different years, but due to anonymity there has been no ability to track this. The results provide insights into the Australian valuation profession but may not be fully representative of the profession overall in Australia. Practical implications: The broader agenda of net zero, climate change, mitigation and carbon requirements, whether driven by market forces or government legislation, are generating changes in property markets as investors' reconsider their positions and model the implications of carbon emissions on their bottom lines. Introductions of policy and legislation over time in the Australian context have led to changes in valuation practice and increasing consideration of energy efficiency and ratings in the valuation of assets. However, further guidance and research still is required in Australia to assist in the knowledge development of valuers, and their ability to consider the emerging effects of sustainability, net zero and other market driven objectives including legislation, and how these may affect or influence their evaluation of market evidence and thus property values. Originality/value: The research has tracked valuers' understanding, knowledge, and consideration of sustainability and energy efficiency in valuation practice since 2007. In that time the research has found that, as the market has evolved and more rated buildings are built (or retrofitted), so too has valuers' knowledge and consideration in valuation practices evolved. Valuers are more engaged with industry rating tools such as NABERS. This suggests that the Australian mandatory disclosure policies have contributed to changes in the market, which are then interpreted by valuers and reflected in their perceptions and consideration of energy ratings in valuation practice. Purpose: This study aims to compare the impact of Australian onshore and offshore immigration detention centres (IDCs) on detainees' health and health-care events. Design/methodology/approach: It uses data extracted from the Australian Government's quarterly health reports from 2014 to 2017. These reports contain a range of data about the health and well-being of detainees, including complaints/presenting symptoms and number of appointments and hospitalisations. To compare onshore and offshore data sets, the authors calculated the rate of health events per quarter against the estimated quarterly onshore and offshore detention population. They ran a series of two-proportion z-tests for each matched quarter to calculate median z- and p-values for all quarters. These were used as an indicator as to whether the observed differences between onshore and offshore events were statistically significant. Findings: The results suggest that adults detained onshore and offshore have substantial health needs, however, almost all rates were far higher in offshore detention, with people more likely to raise a health-related complaint, access health services and be prescribed medications, often at two to three times the rate of those onshore. Originality/value: This paper adds to a modest body of literature that explains the health of people detained in Australian IDCs. To the best of the authors' knowledge, this is the first paper to explore health service utilisation and a range of other variables found in the Australian Government's quarterly health reports. Purpose – In 2012, Pacific Accounting Review (PAR) completed its 25th year of existence. This paper aims to review all articles published in PAR as a report on the "stewardship" of the journal. Design/methodology/approach – Research papers published in PAR are analysed by topic, research methodology, author and institutional affiliation. This approach follows prior reviews in PAR. A comparison is also made with PAR over the period 1988-1996 and Accounting and Finance over the period 1973-1999 and the "top accounting journals" over the period 1990-2007. Findings – The analysis indicates that PAR publishes papers across a wide range of topics, but uses research methodologies that are consistent with mainstream accounting research (as undertaken by the "top accounting journals"). The authors of PAR are concentrated in New Zealand and Australia, as is the source data. No strong trends were perceived in the data. In conclusion, PAR can be characterised as a broadly based accounting and finance journal that is primarily competing in an Australasian context. Practical implications – This review provides some insight as to how the journal has evolved and how the mission statement has been put into effect. The journal has maintained much of its original mission. The anticipated "dialogue between researchers and practitioners" has not developed, probably due to lack of sponsorship by the profession. Purpose: With the increased demand for the application of technology in property activities, there is a growing need for property professionals adept in using digital technology. Hence, it is important to assess the competence of academia in equipping property professionals with digital technology skills. This study, therefore, assesses property academics in Australian universities to identify their level of knowledge and use of digital technology applicable to the property industry. Design/methodology/approach: Online questionnaire surveys were administered to 22 out of 110 property academics contacted through the Australia Property Institute (API) database to achieve this aim. The collected data were analysed using mean score ranking and ANOVA. Findings: The study found that apart from databases and analytics platforms such as Corelogic RP data, price finder and industry-based software such as the Microsoft Office suite and ARGUS software, the academics were not knowledgeable in most identified and sampled proptech tools. Similarly, most proptech tools were not used or taught to the students. It was also found that early career academics (below five years in academia) were the most knowledgeable group about the proptech tools. Research limitations/implications: Relying on the API database to contact property academics potentially excludes the position of property academics who may not be affiliated or have contacts with API, hence, the findings of this study should be generalised with caution. Practical implications: The study bears huge implications for the property education sector and industry in Australia; a low knowledge and use of nascent tools such as artificial intelligence, machine learning, blockchain, drones, fintech, which have received intense interest, reveals some level of skill gap of students who pass through that system and may need to be upskilled by employers to meet the current day demand. Originality/value: In response to the clamour for technology-inclined property professionals, this paper presents itself as the first to assess the knowledge levels and application of digital technology by property academics. Purpose: The purpose of this paper is to first explore whether Australia and the main metropolitan areas demonstrate significant differences in tenure and property type between generational groups. Second, whether the millennial generation is more likely to rent rather than own. Third, if such variation in tenure and property type by millennials is one of individual choice and lifestyle or the impact of housing market inefficiencies. Design/methodology/approach: This paper employs a comparative research approach using secondary data from the Australian Bureau of Statistics (ABS) to consider housing tenure and type distributions across generations as well as through cross-city analysis. Findings: The results show that home ownership is still the dominant tenure in Australia, but private rental is of increasing significance, becoming the tenure of choice for Millennials. Owner occupation is shown to remain and high and stable levels for older generations and while lower in percentage terms for Generation X; this generation exhibits the highest growth rate for ownership. Significant differences are shown in tenure patterns across Australia. Originality/value: The significance of this paper is the focus on the analysis of generational differences in housing tenure and type, initially for Australia and subsequently by major metropolitan areas over three inter-census periods (2006, 2011 and 2016). It enhances the understanding of how policies favouring ageing in place can contradict other policies on housing affordability with specific impact on Millennials as different generations are respectively unequally locked-out and locked-in to housing wealth. Purpose: The COVID-19 outbreak has brought serious disruptions worldwide and higher education has been at the forefront of this global pandemic. To adapt to the "new normal", new technology-backed teaching mode emerges in universities as valued option to integrate face-to-face and remote teaching-learning activities. Blended synchronous learning (BSL) forms part of this new trial. This paper investigates the relevance and implications of BSL for university teaching and learning in the field of property and built environments in and beyond the transitional period of COVID disruptions and a time of global uncertainty. Design/methodology/approach: This paper adopts case study approach to the understanding of BSL and its initial planning and design for property course delivery at the University of Melbourne. A review of literature helps formulate an analytical lens for the delivery mode and its significance and challenge in enhancing student learning experience. It also brings insights from the experience of participant observation. Findings: This paper envisions new possibilities and challenges projecting the BSL as innovative and useful teaching-learning mode for property and built environments education in and beyond the pandemic. The analysis demonstrates the pedagogical values of BSL in facilitating supportive and equitable learning environment to achieve quality learning outcomes for property education. It identifies opportunities and challenges corresponding the underlying logic and practice of BSL. Purpose: The paper is motivated by the paucity of empirical research on the determinants of capitalisation rates/yield in the commercial property market. Compared to property price determinants, the capitalisation rate has received significantly less attention. This is somewhat surprising given that the capitalisation rate is a more insightful indicator for investors on commercial property market performance than merely price changes or trends. The capitalisation rate, measured as the ratio of net operating income to the property's capital value, captures the asset's overall ability to generate income which is crucial for investors who typically invest in property for their income-generating capacity. The purpose of this paper is to address these issues. Design/methodology/approach: To evaluate the determinants of capitalisation rates, time series analysis was used. The data capture performance in the Australian commercial property market between 2005 and 2018. All macroeconomic and financial data are freely available from official sources such as the Australian Bureau of Statistics and the nation's central bank. Methodology wise, given the problematic nature of the data such as a mixed order of integration and the possibility of cointegration amongst some of the I (1) variables, the autoregressive distributed lag model was selected given its flexibility and relative lack of assumptions. Findings: Bond rates, market risk premiums, stock market excess returns and other macroeconomic variables were found to drive capitalisation rates of Australian commercial properties. A 1% increase in the bond rate results in approximately 0.3–2.4% increase in capitalisation rates depending on the sub-market. Further, a 1% increase in excess market returns results in a 0.01–0.02% increase in capitalisation rates. Regarding risk premiums, a 100 basis point increase in the BBB spread results in approximately 0.92–1.27% reduction in cap rates in certain markets. Practical implications: Asset managers will find these results useful in asset allocation strategies. Commercial properties offer attractive investment qualities such as yield stability in periods of economic uncertainty while allowing for the possibility of capital growth through appreciation of the underlying asset. By understanding the factors that affect the capitalisation rate, practitioners may predict emerging trends and identify threats to portfolio return and stability. This allows better integration of commercial property in the construction of portfolios that remain robust in a variety of market conditions. Originality/value: The contribution to literature is significant given the lack of similar studies in the Australian market. The performance of real estate assets using cap rates as a comparative measure to equities and bonds influences decisions in asset allocation strategies. It provides crucial information for investors to estimate the performance of commercial property. This research supports the notion that both space and capital market indicators jointly affect capitalisation rates. The findings expand the knowledge base relating to commercial properties and validate the assessments of investors, developers and valuers who utilise yield as a performance benchmark for asset allocation strategies. Purpose: This paper aims to explore the two main viewpoints on Australia's relationship with Asia; first, the highly visible informed pro-Asia protagonists, and second, pervasive public opinion as informed by history and the Australian self-image. The purpose is to present the polemic internal to Asian Studies and Business Schools currently. This paper postulates that only an (uncomfortable) whole-of-sector introspection would result in an authentic national narrative to drive mutual respect and business between Asia and Australia. Design/methodology/approach: The current dismembering of Asian Studies degrees and Asian Business specialisations at Australian universities indicates a waning national support to the production of Asian specialists able to link the Australian economy into the advancing Asian commercial dominance. But such an assessment would not be completely accurate. The authors argue that as an important component of Asian business and economics, understanding the current situation is vital to breathing life back into the Asian Studies and Asian Business Studies disciplines at Australian national universities. Findings: This paper concludes that the responsibility for creating specialists should fall to the university sector but is currently defaulting to the business sector. This paper proposes that business schools need to be more active participants in Asian engagement strategies. Thus, Australian universities and disciplines such as Asian Studies and Asian Business must have the academic will and the business support to take up a major role in positive evolution of the Eurocentric elements that currently hold back meaningful engagement. Purpose: This paper aims to comprehensively analyse the sustainability reporting practices of Australian electricity retailers in comparison with global sustainability reporting indicators outlined in the Global Reporting Initiative (GRI) framework. Design/methodology/approach: Based on the GRI G4 sector-specific guidelines, the paper investigated Australian electricity retailers' reporting in three broad areas of sustainability, namely, economic, environmental and social. The 2018/2019 annual reports along with websites, corporate social responsibility reports and standalone sustainability reports of the major electricity retailers listed on the Australian Energy Regulator were analysed and coded using a content-based technique. Findings: The findings inform that electricity retailers' disclosures are substantially varied between and within the three categories of sustainability reporting, and the majority of the retailers have failed to address over two-third of the GRI indicators. This study also shows that positive information is the dominant form of the disclosures, and reporting with declarative information without providing any quantifiable data is a common practice of the retailers who fail to address an indicator that requires information in numerical terms. Originality/value: Electric utilities provide essential services to society and have a significant influence on sustainable development. This study contributes to the social disclosure literature, in particular in a developed countries energy sector context, and captures insights about the sustainability reporting and accountability behaviour of the major electricity retailers operating in Australia. Purpose This paper aims to respond to recent calls by Jones (2014) and Jones and Solomon (Accounting, Auditing & Accountability Journal, 2013) for more studies on biodiversity accounting and reporting. In particular, this paper explores biodiversity reporting of the Murray-Darling Basin Authority (MDBA), an Australian public sector enterprise.Design/methodology/approach The paper uses content analysis of MDBA’s published annual reports over the period of 15 years (1998-2012). Archival data (from different government departments) are also used to prepare natural inventory model.Findings The paper finds that although specific species, such as flora and fauna, and habitats-related disclosures have increased over the time, such information still allows only a partial construction of an inventory of natural assets, using Jones’ (1996, 2003) model. However, unlike prior studies that find lack of data availability to be the main impediment for operationalising biodiversity accounting, the abundance of biodiversity data in Australia makes it comparatively easier to produce such a statement.Research limitations/implications Informed by the environmental stewardship framework, the results of this paper suggest that the disclosures made by MDBA are constrained potentially due to its use of traditional accounting mechanisms of reporting that only allow tradable items to be reported to stakeholders. An alternative reporting format would be more relevant to stakeholder groups who are more interested in information regarding quality and availability of water, and loss of biodiversity in the basin area rather than the financial performance of the MDBA.Originality/value Although there are a growing number of studies exploring biodiversity reporting in Australia, this paper is one of the earlier attempts to operationalise biodiversity (particularly habitats, flora and fauna) within the context of an Australian public sector enterprise. Purpose: Despite a significant evidence base illustrating the issue of housing insecurity and homelessness experienced by women over the age of 55 in Australia [Pawson et al., 2018; Australian Institute of Health and Welfare (AIHW), 2021b; Mission Australia 2022; Per Capita 2022], there continues to be a knowledge gap in the representation of older women in current Federal and New South Wales (NSW) State Government housing and homelessness policies and initiatives. This paper aims to identify the extent and ways in which older women were represented (or not represented) in the Federal and NSW State housing and homelessness policies in 2022. Design/methodology/approach: Of the total primary and supplementary Federal and NSW State policy and strategy documents, 16 were collected through a systematic review and then analysed using a Critical Discourse Analysis (CDA) framework and feminist lens to explore quotes, phrases, keywords and language choices which suggested prevalent themes, rhetorical devices and dominant discourses. Findings: Three significant themes were identified by the analysis (1) "relinquished responsibility", (2) "inconsistent rhetoric" and (3) "homogenising and ideological cherry picking". Purpose: This paper aims to explore how and why the Australian records and archives professions are in decline by examining job advertisements. The hypothesis was that competencies, developed as standards to communicate a professional identity to recruiters, would show in job advertisements. Design/methodology/approach: Searches were set up to capture job advertisements for records and archives positions advertised on Australia's largest job seeking website: Seek.com.au. Criteria developed to identify relevant advertisements were based on existing competencies and standards outlining records professionals' skills, knowledge and attributes. Statistical analysis was used to assess the data. Findings: Employers and recruiters are looking for generalist skills rather than specialist knowledge. Additionally, the requirement of having experience outweighs qualifications. Most job advertisements did not demonstrate awareness of records professionals' specialist skills, knowledge and attributes. Originality/value: There is a dearth of research into the Australian records workforce. There has been only one other research project into job advertisements in Australia, which focussed only on Western Australia. This research collected data over a three-month period for jobs advertised all over Australia. Purpose: School consolidation reforms are underway in regional New South Wales (NSW), Australia. The purpose of this paper is to establish an evidence base of research literature on school consolidation in regional, rural and remote locations. Design/methodology/approach: A scoping study of empirical literature on school consolidation, with a particular focus on regional, rural and remote education, since the year 2000 was undertaken. A corpus of 35 papers were identified and subjected to analysis based on: year of publication, country of origin, unit of analysis, data sources, timeframe and theoretical model. Findings: There remains a limited evidence base for the success of school consolidation reforms for turning around student outcomes. In addition, a number of social implications are experienced by communities losing their local school. These issues are amplified in regional, rural and remote locations. Practical implications: School consolidation reforms are used by governments/systems wanting to reduce costs and address issues of student disengagement and under-achievement. Despite a lengthy history internationally, there is at best mixed evidence regarding these reforms. With a consider disparity gap between urban and regional, rural and remote school outcomes, robust evidence on the success of reforms has major policy implications for government, systems, educators and communities. Originality/value: With reforms already underway in NSW (and elsewhere), the need for a rigorous and robust evidence base, such as this scoping study, is timely and significant. Purpose: The purpose of this paper is to examine the ways that history curriculum has worked to legitimise dispossession through narratives that elide questions of Indigenous sovereignty, and which construct and consolidate white settler identity and possession. Design/methodology/approach: The paper uses two case studies to compare history education documentation and materials at key moments where dominant narratives of settler legitimacy were challenged in public discourse: (1) the post-war humanitarian agenda of fostering "international understanding" and; (2) the release and educational recommendations of the 1997 Bringing them Home Report. Findings: The paper shows that in two moments where narratives of settler legitimacy were challenged in public discourse, the legitimacy of settler possession was reiterated in history curricula in various ways. Practical implications: This research suggests that the prevailing constructivist framework for history education has not sufficiently challenged criticisms of the representation of Aboriginal history and the history of settler-colonialism in the history syllabus. Originality/value: The paper introduces two case studies of history curriculum and shows how, in different but resonant ways, curricular reforms worked to bolster the liberal credentials of the settler state. Purpose: This study aims to examine the role of Australian casinos in facilitating money laundering and Chinese capital flight. Design/methodology/approach: The reports and transcripts of evidence from government inquiries into money laundering in Australian casinos are integrated with analyses of Asian transnational crime. Findings: Money laundering in Australian casinos is linked to transnational crime and Chinese capital flight. A central finding is that junket operators play a key role in facilitating money laundering. The casinos are particularly exposed to criminal influences in the Chinese very important person gambling market, since they have used junket operators and underground banks, many of whom are closely linked to major Chinese criminal groups from Hong Kong and Macau. Research limitations/implications: Very little information is available on money laundering in Australian casinos and this research has relied on the government inquiries that have been conducted over the past two years on the subject. Practical implications: The author's focus on money laundering in Australian casinos in the context of Asia-Pacific transnational crime is important for Federal and state government regulators grappling with the rapidly changing money laundering issues. The government inquiries recognised that the money laundering was related to transnational crime, but did not have the time and resources to explore the topic. The paper provides state government casino regulators and financial crime regulators with a broader international perspective to anticipate future money laundering and crime pressures facing Australia's casinos. Social implications: Money laundering in Australian casinos has had devastating social implications on the community. My research helps to focus attention on the problems of transnational crime and money laundering. Originality/value: Little research has examined the linkages between casinos and transnational crime. This study has found that Australian casinos were used to launder the proceeds of illegal drug trafficking and to facilitate Chinese capital flight. While casinos have been forced by damming government inquiries to tighten anti-money laundering controls, it is likely that there will be pressure to relax these controls in the future because of competitive pressure from other casinos in the Asia-Pacific region. Purpose: The increasing number of corporate scandals and averseness to employee commitment have brought the concept of responsible leadership (RL) to the forefront of organisational studies. Many studies have found that leadership practice is an antecedent of employees' organisational commitment. However, little attention has been devoted to exploring the newly evolved RL for its impact on employee commitment. This study examines the influence of RL on the three-component model of organisational commitment. Design/methodology/approach: Applying the Social Identity Theory of Leadership (SITL), this study investigates the relationships between RL and the three-component model of organisational commitment. In particular, this study is framed to apply RL as a value-based leadership approach to examine its relationship on employees' three types of organisational commitment such as affective, continuance and normative commitment. A web-based self-administered survey was applied to collect data targeting a sample of 200 full-time Australian employees. Findings: The study results show that RL significantly effects all three components of organisational commitment. Both affective and normative commitments were significantly associated by RL compared to employees' continuance commitment. Originality/value: The paper extends the knowledge regarding newly evolved concept of RL which explains the significance of employee commitment and, further it provides empirical evidence from the perspective of SITL. Purpose: The purpose of this study is to identify correlates of tobacco smoking behaviour across various socio-demographic segments of the Australian population. Design/methodology/approach: Data from two nationally representative, probability samples of persons 18 and over, surveyed by the Australian Bureau of Statistics in 2001 and 2017–2018 were analysed using multinomial logistic regression. Findings: Overall, the prevalence of current smokers declined from 24.3 to 15%. More than half of the population had never smoked. The prevalence of ex-smokers increased slightly to 30%. Prevalence of current smoking was higher among older age groups and among those with lower educational achievement, lower income, living in a disadvantaged area and experiencing increasing stress. Females were more likely than males to be never-smokers. Males were more likely than females to be current smokers. Research limitations/implications: The findings are based on two cross-sectional surveys conducted 17 years apart. It is not possible to draw any conclusions about the actual trajectories of the changes in the values reported or any correlations between those trajectories. Nor is it possible to make any meaningful forecasts about likely future trends in smoking status in these various segments based on these data sets. The classifications used in the surveys generate some heterogeneous groups, which can obscure important differences among respondents within groups. Data are all self-reported, and there is no validation of the self-reported smoking status. This might lead to under-reporting, especially in a community where tobacco smoking is no longer a majority or even a popular habit. Because the surveys are so large, virtually, all the findings are statistically significant. However, the increasing preponderance of never-smokers in many categories might mean that never-smokers could come to dominate the data. Practical implications: The findings from this paper will help tobacco-control policy-makers to augment whole-of-community initiatives with individual campaigns designed to be more effective with particular socio-demographic segments. They will also assist in ensuring better alignment between initiatives addressing mental health and tobacco smoking problems facing the community. Originality/value: The examination of smoking behaviour among individual population sub-groups, chosen by the authors, is commonplace in the literature. Purpose: This paper aims to explore how the Australian Government represented issues of sustainability in Australian international higher education (IHE) policies and how it framed efforts to foster enhanced strategies for sustainable development of IHE. This research calls for a change from one-dimensional economic sustainability to a more multi-dimensional conception of sustainability, including emphasizing the role of the political sphere in issues of sustainability. Design/methodology/approach: This paper uses discourse analysis of policy documents, specifically Bacchi's (2009) "what is the problem represented to be" approach, to explore the problematization behind selected government policies related to IHE in Australia. Findings: This research identified existing challenges and factors that have affected the sustainability of Australian IHE and examined how the Australian Government constructed this issue. In light of this approach, a theoretical model is proposed from internal resource analysis and external industry and foreign market structure analysis to help foster more sustainable development of IHE. Research limitations/implications: This study is based on policy document analysis. Consequently, future empirical research is needed to examine the impact of these policies and further substantiate the findings of this study. Practical implications: This paper proposes a theoretical model for strategy making that helps gain and maintain sustainable competitive advantage in IHE from a more integrated perspective; such an approach enables more systemic thinking on strategy proposals and offers a reference for future practice. This research will contribute to policy design for the sustainability of the Australian IHE industry and promote change from a one-dimensional economic sustainability to a more multi-dimensional sustainability approach, thereby offering a point of reference for other countries that face similar issues. Social implications: This study points out the need to broaden the business focus, expand the value created from shareholder value to the common good and change "inside-out" economic perspectives to "outside-in" integrated perspectives for business, including the IHE industry. Purpose: The purpose of this paper is to examine Anzac Day commemoration in schools during World War 1. Design/methodology/approach: Empirical research from newspapers and education department publications is used to illustrate key themes in these commemorations. Findings: Despite claims made at the time that school commemorations did not promote militarism, the available evidence proves the fallacy of these assertions. Moreover, schools became very significant sites for the institutionalising of Anzac Day and shaping it in quite specific ways. Originality/value: While other authors have examined the militarisation of schools in Australia in the early decades of the 20th century, no study has focussed on schools specifically in relation to Anzac Day. Purpose: There is a growing concern over the need for greater transparency of quality information by companies about modern slavery to contribute toward elimination of the practice. Hence, this paper aims to examine factors behind the quality of voluntary modern slavery disclosures and major sources of pressure on Australian company disclosures in a premodern slavery legislated environment. Design/methodology/approach: Content analysis and cross- sectional regression modeling are conducted to analyze factors determining the quality of voluntary modern slavery disclosures of the top 100 firms listed on the Australian Stock Exchange and their implications for institutional pressures. Findings: Results indicate that size, assurance by Big-4 firms and publication of stand-alone modern slavery statements are significant drivers of disclosure quality in the sample. Profitability, listing status and the degree of internationalization are found to be unrelated to the quality of voluntary modern slavery disclosures. Industry classification is significant but only partly supports the prediction, and further investigation is recommended. Practical implications: This paper provides a foundation for regulators and companies toward improving the quality of their modern slavery risk disclosures with a particular focus on prior experience, assurance and size. In practice, contrary to suggestions in the literature, results indicate that monetary penalties are unlikely to be an effective means for improving the quality of modern slavery disclosure. Results of the study provide evidence of poor quality of disclosures and the need for improvement, prior to introduction of modern slavery legislation in Australia in 2018. It also confirms that regulation to improve transparency, through the required publication of a modern slavery statement, is significant but not enough on its own to increase disclosure quality. Originality/value: To the best of the authors' knowledge, this is the first research examining company level factors with an impact on voluntary modern slavery disclosure quality and the links to institutional pressures, prior to the introduction of the Commonwealth Modern Slavery Act 2018. Purpose: Management history has long acknowledged the existence of unproductive labour. Despite becoming unfashionable in modern times, the growth of unproductive labour within the economic composition of Australia's labour force, witnessed since the late 1980s, brings to the fore old debates with a modern resonance, debates as to how and when labour contributes to economic growth. Using Australia as a case study, this paper aims to explore the economic cost increasing rates of unproductive labour, typically associated with government-imposed regulation, may have upon an organisation, and more broadly society. Design/methodology/approach: This paper explores the theoretical frameworks developed by classical and neoclassical economists on the subject of productive and unproductive labour and uses key elements to explain the economic consequences of the current labour economy and regulatory environment that exists within modern Australia. Findings: It is the growth of unproductive roles within the Australian economy since the late 1980s that contributes not only to the rising cost of employing domestically and the rising cost of living, but furthermore, to the fragility of Australia's long-term economic security. Originality/value: Australia's economy is bound by chains of regulation. No longer does productivity fuel a growing economy, but rather, economies are powered by the rein of unproductive labour – labour that does not produce value but rather, consumes it. Unproductive labour is not a "dusty museum piece". Purpose - The purpose of this paper is to investigate the potential impact of the approved Australian carbon emissions reduction plan on the cost of capital and the association between companies' carbon emission intensity and the cost of capital. Design/methodology/approach - A sample of Australian Stock Exchange 200 (ASX 200)-indexed companies from 2006 to 2010 is used. Hypotheses are tested based on Heckman's two-stage approach. Three regression models are developed to examine the association between carbon emissions and the cost of capital. Findings - Using a sample of ASX 200-indexed listed companies, the paper finds that the cost of capital, including the cost of debt and the cost of equity, will increase for emissions-liable companies. Results also show that the cost of debt is positively correlated with a company's emission intensity. However, little evidence supports that the emission intensity affects the cost of equity. Originality/value - As it is evident that the emissions reduction plan will adversely affect corporate entities' cost of capital, this study suggests that companies, investors and lenders need to include carbon emission in risk analysis. An emissions-liable company should establish strategies to combat the impact of the Plan on rising cost that comes with the enforcement of the Plan. Purpose: Recent trends in Western civics education have attempted to secure democratic institutions from perceived threats. This paper investigates how political securitisation historically operated within civics textbooks in Australia and Aotearoa, New Zealand. It further evaluates how Māori, Aboriginal and other Indigenous peoples were variably incorporated or marginalised in these educational discourses. Design/methodology/approach: This discourse analysis evaluates a sample of civics textbooks circulated in Australia and New Zealand between 1880 and 1920. These historical sources are interpreted through theories of decoloniality and securitisation. Findings: The sample of textbooks asserted to students that their self-governing colonies required the military protection of the British Empire against undemocratic "threats". They argued that self-governing colonies strengthened the empire by raising subjects who were loyal to British military interests and ideological values. The authors pedagogically encouraged a governmentality within students that was complementary to military, imperial and democratic service. The hypocritical denial of self-government for many Indigenous peoples was rationalised as a measure of "security" against "native rule" and imperial rivals. Originality/value: Under a lens of securitisation, the discursive links between imperialism, military service and democratic diligence have not yet been examined in civics textbooks from the historical contexts of Australia and New Zealand. Purpose: This paper aims to promote corporate culture (CC) of compliance to ensure responsible business by motivating self-felt and self-imposed strategies by corporations in Australia. It argues that the way "legal compliance" is pursued in Australia may develop undesirable features within corporate internal affairs ranging from adverse reactions to resentment rationalising or concealing of misconduct. This study showcases that the integration of corporation and ethical values in the compliance governance is inevitable to sustain productive CC and public trust in businesses. Design/methodology/approach: This research is based on existing primary and secondary legal resources and different reports, including the Royal Commission's Report 2019 and public submissions. It attempts to establish a claim that a self-felt and self-motivated approach to legal compliance contemplated by commitment and devotion to the company, and its consumers instead of external control can achieve consistent and positive outcomes that benefit both the company and its stakeholders. Findings: While the sanction-deterrence based legal directives provide a strong and sophisticated foundation for detecting and punishing inappropriate culture and have traditionally been effective in fostering compliance, the inclusion of ethical values in the regulatory approach and self-led corporate strategies are required to stimulate sustained compliance, accountability and public trust. Practical implications: There has been a dearth of intellectual inquiries (to the best of the author's knowledge) about the role of CC and self-imposed corporate strategies in ensuring legal compliance. This paper will contribute to filling this gap in the legal literature and the wider academic deliberation on the standard and effectiveness of CC. Purpose: This paper aims to critically analyse the Criminal Code Amendment (Bribery of Foreign Public Officials) Act 1999 and Crimes Legislation Amendment (Combating Corporate Crime) Bill 2017 with special focus on the facilitation payment (FP) defence by referring to the UK Bribery Act 2010. The study will showcase how FP promotes disrespect for a good corporate culture inevitable for responsible and sustained business and as to why FP must be abolished to make the Australian regulation consistent with the international standards. Purpose: Credit unions offer an alternative to traditional banking given their distinctive ownership structure and their goal of maximising members' benefits. Motivated by the increased expectations regarding more ethical behaviour in the financial industry, this paper aims to provide a better understanding of the relevant features and values that facilitated the emergence of the credit union movement in Australia. Design/methodology/approach: Using social movement theory, this study analyses 23 interviews conducted in the early 1990s with the supporters of the credit union movement in Australia, in which the characteristics and values of the credit union movement are identified. Findings: Findings demonstrate that the credit union ethos is rooted in family and religious influences, and that these organisations were keen on promoting their distinctiveness on "fairness" and "caring for their members". Credit unions, however, have rarely tackled the movement's most neglected value "cooperation between cooperatives". Originality/value: This research contributes to the discussion of ethics in business history as it elaborates on how values and ethos crafted the identity and ensured the survival of the credit union movement in Australia. Purpose – The paper aims to introduce this special issue on LEAD, the research management system under which the papers collected in this issue were produced. The paper explains the background that led to the establishment of the system, presents a short history of LEAD, describes how it is managed, and details the various stages of a typical LEAD "cycle". It concludes with a brief description of the papers to follow. Design/methodology/approach – Reflective description. Findings – LEAD is a successful collaborative system for organising "action research" in learning and teaching within a business faculty. The papers in this issue serve to demonstrate the system's outcomes. Research limitations/implications – The paper is essentially descriptive. The described system illustrates one way of organising collaborative research in a university faculty, in this instance focused on research into learning and teaching in a business faculty. Practical implications – LEAD provides a model for managing collaborative university research, one that could be applied in any university faculty and across different research areas. Apart from illustrating the potential of the system, each of the papers collected in this issue is of interest in its own right, as a study of learning and teaching in a particular disciplinary context. Purpose - By describing some of the often-ignored aspects of repository advocacy, such as disciplinary differences and how these might affect the adoption of a particular institutional repository, this paper aims to offer practical guidance to repository managers and those responsible for open access and repository policy. Design/methodology/approach - The argument uses examples from an empirical study of 43 in-depth interviews of academic staff in three disciplines, Chemistry, Computer Science and Sociology, at two Australian universities. The interviewees discussed their interaction with the literature as an author, a reader and a reviewer. Findings - The study finds that disciplines are markedly different from one another, in terms of their subject matter, the speed of publication, information-seeking behaviour and social norms. These all have bearing on the likelihood a given group will adopt deposit into an institutional repository as part of their regular work practice. Practical implications - It is important to decide the purpose of the institutional repository before embarking on an advocacy program. By mapping empirical findings against both diffusion of innovations theory and writings on disciplinary differences, this paper shows that repository advocacy addressing the university academic population as a single unit is unlikely to be successful. Rather, advocacy and implementation of a repository must consider the information seeking behaviour and social norms of each discipline in question. Purpose: The purpose of this paper is to examine the perspectives of human resource professionals (HRPs) and employee representatives (ERs) on the role of HRPs in managing workplace bullying. Design/methodology/approach: Individual interviews were conducted with 12 HRPs and five ERs from a wide range of industries. Interview questions were open-ended and sought to gain insight on the views of the individual interviewees. Findings: The findings address the role of HRPs in bullying scenarios and in the prevention of bullying. Regarding the role of HRPs in bullying, the responses of the participants suggest confusion and ambiguity, with a variety of roles being described ranging from a support-based role through to a protector of management. The participants also noted the importance of the HRP task of policy development, while a distrust of HRPs in bullying scenarios was mentioned. Regarding the effective management and prevention of bullying, the findings demonstrate that HRPs are viewed as having a central role through their particular responsibilities of creating and nurturing a positive organisational culture, as well as through engaging employees in the development of anti-bullying policies. Practical implications: HRPs believe that they can contribute significantly to reducing workplace bullying through organisational culture (including educating staff and as role models of behaviour) and by engaging staff in the design of anti-bullying policies. Originality/value: This paper contributes to the literature on workplace bullying by examining within the Australian context the perspectives of HRPs and ERs on how HRPs can prevent and manage workplace bullying. Purpose: Self-determination policies and the expansion of bilingual schooling across Australia's Northern Territory (NT) in the 1970s and 1980s provided opportunities for Aboriginal educators and communities to take control over schooling. This paper demonstrates how this occurred at Shepherdson College, a mission school turned government bilingual school, at Galiwin'ku on Elcho Island in North East, Arnhem Land, in the early years of the policies between 1972 and 1983. Yolŋu staff developed a syncretic vision for a Yolŋu-controlled space of education that prioritised Yolŋu knowledges and aimed to sustain Yolŋu existence. Design/methodology/approach: This paper uses archival data as well as oral histories, focusing on those with a close involvement with Shepherdson College, to elucidate the development of a Yolŋu vision for schooling. Findings: Many Yolŋu school staff and their supporters, encouraged by promises of the era, pushed for greater Yolŋu control over staffing, curriculum, school spaces and governance. The budgetary and administrative control of the NT and federal governments acted to hinder possibilities. Yet despite these bureaucratic challenges, by the time of the shift towards neoliberal constraints in the early 1980s, Yolŋu educators and their supporters had envisioned and achieved, in a nascent way, a Yolŋu schooling system. Originality/value: Previous scholarship on bilingual schooling has not closely examined the potent link between self-determination and bilingual schooling, largely focusing on pedagogical debates. Purpose: The purpose of this paper is to examine the educational impulses and effects of Indigenous dialogue with the settler colonial state. Taking the Uluru Statement from the Heart, devised in May 2017 by a convention of Aboriginal and Torres Strait Islander peoples, as a starting point, and contrasting this with the 1967 Referendum campaign for constitutional reform, the paper explores the role of multiple forms and contexts of education during these processes of First Nations dialogue with the settler state. Design/methodology/approach: This paper draws on historical accounts of the 1967 Referendum and the 2017 Uluru Statement from the Heart. Findings: The paper demonstrates how education provided by the state has been used by First Nations peoples to challenge education systems and to dialogue with the settler state for Indigenous recognition and rights. It also illuminates the range of views on what education is and should be, therefore, contesting the neat and settled conceptions of education that can dominate policy discourse. Finally the historical cases show the deficiencies of settler state education through its failure to truthfully represent Australian history and its failure to acknowledge and confront the entirety of the consequences of settler colonial practices. Purpose The purpose of this paper is to review the use of various construction procurement systems in the past and present, specifically within the Australian construction industry and to overview the historical development of procurement both globally and in the Australian context through the existing literature.Design/methodology/approach The paper is an in-depth literature review of various construction procurement systems used in the past and present, both in general and within the context of Australian construction industry.Findings The findings suggest that even though relationship-based procurement (RBP) systems offer significant benefits to all project participants, they are unproved by many decision makers because of lack of robust theoretical concept and inability in demonstrating value for money (VfM) for public projects, which would be one of the factors causing move away from RBP in the future.Originality/value This review is one of its kind. Purpose: This paper argues for the benefits to international business (IB) of taking a much longer view at the engagement by multinational enterprises (MNEs) with host locations. Design/methodology/approach: The authors showcase a project tracking the engagement by MNEs with Australia over the past two centuries. Extensive archival work has been undertaken to identify and document modes of entry, home countries, industries, operational modes and company types among the MNEs operating in Australia. The authors also describe the shifting nature of Australia as a host location. Findings: The authors demonstrate the historical and ongoing diversity of ways in which MNEs interact with a host. They show that different organisational forms have prevailed over time, and that considerable operational mode changes can best be observed when a long lens is adopted. The authors show how these mode changes interact with host country dynamics, and also the broader context of the MNE and its altering strategies. Research limitations/implications: The authors urge IB scholars to embrace longer timeframes to capture the complexity of MNEs' growth and adaptation more meaningfully. Originality/value: By taking such a long-run perspective, the authors shed new light on the importance of moving beyond simple snapshots to analyse key IB constructs and phenomenon. Purpose: There are many pragmatic challenges and complex interactions in the reduction of systemic disaster risk. No single agency has the mandate, authority, legitimacy or resources to fully address the deeper socio-economic, cultural, regulatory or political forces that often drive the creation and transfer of risk. National leadership and co-ordination are key enablers. This paper shares Australia's progress in building an enabling environment for systemic disaster risk reduction, and specifically how a change in thinking and resolve to work differently is beginning to shape nation-wide reforms and national programs of work. Design/methodology/approach: The project and program of work adopted an inclusive, collaborative, co-design and co-production approach, working with diverse groups to create new knowledge, build trust, ongoing learning and collective ownership and action. Values- and systems-based approaches, and ethical leadership were core aspects of the approach. Findings: Co-creating a more comprehensive and shared understanding of systemic disaster risk, particularly the values at risk and tensions and trade-offs associated with the choices about how people prevent or respond, has contributed to a growing shift in the way disasters are conceptualised. New narratives about disasters as "unnatural" and the need for shared responsibilities are shaping dialogue spaces and policy frameworks. The authors' experience and ongoing learning acknowledge pragmatic challenges while also providing evidence-based ideas and guidance for more systems and transformative styles and competencies of leadership that are needed for convening in contested and complex environments. Practical implications: This work built networks, competencies and generated ongoing momentum and learning. The lessons, evidence and reports from the work continue to be accessed and influential in research, emergency management and disaster mitigation practices (e.g. engagement, communications, training) and policy. Most significantly, the National Disaster Risk Reduction Framework provides the basis, justification and guidance for the nation's policy reform agenda around disaster risk reduction and is catalysing national efforts in developing a national action plan and systemic measurement, evaluation and learning to ensure the realisation of disaster risk reduction priorities. Originality/value: A practical example is offered of a nation actively learning to navigate the governance challenges and implement strategies to address the reduction of complex, systemic risks. Purpose: This paper aims to investigate whether digital connectedness between family members, attained through social media, increases the intention to travel overseas to visit family or relatives. In the context of the education sector, this paper specifically investigates the likelihood of a family member traveling to see a family member who is currently studying in Australia, despite their regular interactions on digital social platforms. Design/methodology/approach: This paper draws on the perspectives of earlier conceptual papers by Chacko et al. (2012) and Solnet and Hood (2008) in an effort to identify root causes and a possible solution. The context of Singapore and the international literature are also reviewed to establish theoretical and practical gaps that need to be filled. Findings: The study finds that both "perceived media richness" of social media and communication applications and the "perceived connectedness" gained through social media and communication applications have a positive effect on the "intention to travel to the study destination." Of the two variables measured in the study, perceived connectedness provides the strongest influence with nearly double the path coefficient as compared to the perceived media richness. Overall, an explanation of 32 per cent in one's intention to travel provides a substantial discovery of travel intentions. Originality/value: The role that digital social media like Facebook plays in human connectivity is not a foregone conclusion, when one could argue that digital connectivity especially enhanced by the richness of social media has the potential to replace or minimize physical relationships. Purpose – This paper highlights the potential value of "return on investment" analysis for leadership development investment methods to better providing research informed decision regarding improving organisational outcomes. Design/methodology/approach – Working with published research on leadership dimensions with greatest impact on student outcomes, return on leadership development formula, and empirical research on Australian university-based educational leadership programmes, this paper demonstrates an illustrative example of estimating the return on leadership investment. Findings – Using an illustrative example of Australian university-based educational leadership programmes, this paper argues that methodologies for estimating the return on leadership development offers a powerful tool for making research informed decisions at the individual, organisational and systemic levels. Research limitations/implications – This paper provides the basis for substantial further work on the measures of impact of leadership preparation and development such as matters of duration of effect, instrumentations of quality, costing and causal models of effect. Practical implications – The methodology demonstrated in this paper provides a basis for individuals, organisations and school systems to make decisions regarding the resourcing, or not, of school leadership preparation and development. Purpose: This paper aims to investigate whether audit committee ownership (consisting of both equity holdings and option holdings) is associated with the cost of equity capital. Design/methodology/approach: This paper uses regression analysis to examine the association between audit committee ownership and the cost of equity capital. The data set consists of 2,825 firm-year observations for companies listed on the ASX between 2001 and 2015. This paper also conducts tests to explore the mediating effects of financial reporting quality, firm performance and the risk of reporting problems, on the relation between audit committee ownership and cost of equity capital. Findings: The analyses reveal that audit committee ownership reduces the firm's cost of equity and, thereby, support the incentive alignment view. However, the association is driven primarily by audit committee equity ownership, with option holdings having an insignificant effect. This paper also finds that firm performance mediates the association between audit committee ownership and the cost of equity capital. Practical implications: Findings of the existing corporate governance research relating to the cost of equity capital and audit committee ownership remain sparse in the context of "comply-or-explain" types of regulatory environment, like that of Australia. The findings indicate that principle-based discretionary governance arrangements, e.g. compensating audit committee members with company equity, may bring benefits to firms in terms of cheaper financing. Regulators, scholars and practitioners are invited to consider further the comprehensive implications of the structure and transparency of audit committee incentives on the effective functioning of security markets. Originality/value: The effects of audit committee ownership on the cost of equity capital are an issue of direct economic consequence for equity investors. The main finding of this study, namely, that a firm with higher audit committee share ownership is likely to benefit from a lower cost of equity capital, therefore adds value to the limited extant literature. Purpose: Drawing on Wendt's (1995, 1999) thin constructivist approach to international relations this paper aims to critically examine how the measures taken by the Australian Government to protect the country from coronavirus (COVID-19) have prompted politicians and opinion-makers to mobilize globalizing and de-globalizing discourses towards divergent conceptualizations of national resilience. Design/methodology/approach: The paper examines 172 Australian political and media articles, which focus on both COVID-19 and globalization/de-globalization published between February and June 2020. The data were imported to NVivo to enable in-depth thematic analysis. Findings: The paper develops the concept of crisis protectionism to explain how COVID-19 has been mobilized in discourses aimed at accelerating selective de-globalization in Australia. Selective de-globalization is inductively theorized as involving material structures (i.e. border closures), ideational structures (i.e. national identity) and intersubjectivities (i.e. pre-existing inter-country antagonisms). Research limitations/implications: The paper relies upon publicly available data about Australian discourses that relate to a unique globally disrupting extreme event. Practical implications: Crisis protectionism and selective de-globalization are important to multinational enterprises (MNE) that operate in essential industry sectors (e.g. medical supply firms), rely upon open borders (e.g. the university sector) and for MNEs entering/operating in a host country experiencing antagonistic relationships with their home country. Originality/value: The paper extends Witt's (2019) political theorization of de-globalization towards a socialized theory of de-globalization. By rejecting liberal and realist explanations of the relationship between COVID-19 and de-globalization, this study highlights the importance and endogeneity of non-market risks and non-economic logic to international business and MNE strategy. Purpose – Graduate attributes are about to be policed by the Tertiary Education Quality and Standards Agency (TEQSA) in Australia. All universities proclaim them on their public web sites. The aim of this paper is to determine whether distinct patterns or clusters are apparent in the declared graduate attributes declared by Australian universities on their web sites. Design/methodology/approach – Work by scholars in the field of graduate attribute building is discussed, with particular reference to the tension between disciplinarity and attribute building and the relative failure of techniques so far espoused to demonstrate student attainment of graduate attributes. Some promising approaches to the serious problems of building and demonstrating graduate attributes are captured, and some recommendations for addressing the urgent and serious issues confronting the sector are put forward. Findings – Graduate attributes of each university are publicly available and these can be related to discussions of employer satisfaction and university value systems. An inspection of the top five attributes for each cluster of universities reveals significant cross cluster variation. Research limitations/implications – Content analysis of web sites is a crude instrument for gauging the real importance universities attach to their graduate attributes, even at the level of their discourse. Further research is needed on the isomorphism and decoupling going on with graduate attributes and employer expectations of universities. Social implications – There are grounds for hope that universities have not completely forgotten their role in society in favour of their competitive market gameplays. Originality/value – This is the first paper to display graduate attributes as ranked by clusters of Australian universities and by the whole sector; it is the first paper to link the accreditation risk from TEQSA with the relative vacuity of GA embedding processes to date. Purpose – The purpose of this paper is to examine the likely economy-wide impacts of the complete shutdown of the motor vehicle industry on output and employment in Australia using the latest input-output (IO) table (2009-2010). Design/methodology/approach – Both supply- and demand-driven IO models are employed to determine the extent, and pattern, of the resulting output and job losses in upstream and downstream industries. An analysis of the first-order field of influence is also conducted to observe how output multipliers in other sectors respond to changes in the self-use-input-requirement of the professional, scientific and technical services (PSTS) industry. Findings – The PSTS industry (with a significant research and development (R & D) component and the highest forward linkage index) would be hardest hit with the collapse of the motor vehicle industry. Research limitations/implications – This paper identifies a number of industries that are more likely to be heavily influenced by the resulting lack of R & D in the PSTS industry in the near future. Unless more funding is allocated to other research and technology-intensive industries, the extinction of the motor vehicle industry, coupled with the recent budgetary cuts for strategic organisations such as the Commonwealth Scientific and Industrial Research Organisation, can reduce the positive spillover effects of R & D activities on the Australian economy. Originality/value – This is the first study to examine the effects of the shutdown of the motor vehicle industry on employment in Australia. The results also have broader implications for other developed countries that have declining motor vehicle industries. The findings suggest that the global decline in the motor vehicle industry can adversely affect investment in R & D in upstream and downstream industries. More generally, the results suggest that the shift in motor vehicle production to developing countries, will contribute to increased R & D intensity in them at the expense of developed countries. Purpose – Teaching and unit evaluations surveys are used to assess the quality of teaching and the quality of the unit of study. An analysis of teaching and unit evaluation survey practices in Australian universities suggests significant changes. One key change discussed in the paper is the shift from voluntary to mandatory use of surveys with the results used to assess and reward academic staff performance. The change in the direction is largely driven by the introduction of performance-based funding as part of quality assurance arrangements. The paper aims to outline the current trends and changes and the implications in the future such as increased scrutiny of teaching and intrusion to academic autonomy. Design/methodology/approach – The paper is based on the analysis of current teaching and unit evaluation practices across the Australian university sector. The paper presents the case of an Australian university that has introduced performance-based reward using various measures to assess and reward academic staff such as the outcome of student satisfaction surveys. The analysis of external quality audit findings related to teacher and unit evaluations is also presented. Findings – The findings suggest a shift in trend from the use of voluntary to mandatory tools to assess and reward quality teaching. The case of an Australian university outlined in the paper and the approach taken by seven other universities is largely driven by performance-based funding. One of the key concerns for many in higher education is the intrusion of academic autonomy with increased focus on outcomes and less emphasis on resources needed to produce excellence in learning and teaching and research. The increased reliance on student happiness as a measure of educational quality raises the questions on whether high student satisfaction would strengthen academic rigour and student attainment of learning outcomes and generic skills which are seen as key factors in graduate exit standards. Practical implications – The renewal of quality assurance and performance-based funding using student satisfaction as a measure of educational quality will result in increased use of student voice to assess learning and teaching outcomes. Such direction will increase the accountability on academics to improve student experience and the measures will be used to assess academic staff performance. Originality/value – The paper outlines the trends and changes in the teacher and unit evaluations in Australian universities and its implications in the future. The paper also provides a case of an Australian university that has recently made teacher and unit evaluations compulsory with the results used in academic staff annual performance review and linking reward with performance outcomes. Purpose – This paper aims to investigate the role of an under-graduate educational leadership in introducing students to the complexity of school leadership practice. Design/methodology/approach – Theoretically informed by Bourdieuian social theory and drawing on a questionnaire with a cohort of students, the paper evaluates a course in relation to achieving its outcomes. Findings – An analysis of student responses indicates that the course did introduce students to school leadership practice and assist in the construction of a school leadership disposition. Research limitations/implications – The theoretical resources used in the paper have significant implications for how researchers conceive of school leadership practice. Therefore, this paper may be the basis of further work. Practical implications – The findings of this work have implications for teacher educators and specifically universities. From this paper, the inclusion of an educational leadership course in under-graduate programs should become more the norm rather than the exception. Originality/value – This paper has value in two unique ways. First, there has been very little work undertaken on the role of educational leadership courses in under-graduate programs and in the context of increased political attention and no formal pre-requisites for the principalship in Australia, this work is both timely and significant. Second, this paper works with a sophisticated notion of school leadership practice and its location using social theory, a perspective that is uncommon in much of the literature on educational leadership. Purpose – The purpose of this paper is to explore behavioural factors which are perceived to influence corrupt action in the Australian construction industry. Design/methodology/approach – The paper draw on Rabl and Kühlmann’s Model of a corrupt action and the results of face-to-face interviews with 23 people working in the Australian construction industry. Findings – The results suggest that corruption is ambiguously defined yet perceived to be very common and primarily associated with personal gain rather than breaking the law. The main forms of corruption were identified as kickbacks, fraud and bribery and this behaviour is perceived to be driven by high goal feasibility, by conducive attitudes and supportive subjective norms and by high perceived behavioural control over being caught. Research limitations/implications – The research is based on a relatively small sample of 23 respondents and the use of snowball sampling may have meant that the respondents would tend to present a particular view of the industry. It is also important to point out that this research took place within a highly politicised environment coinciding the with launch of the third Royal Commission into corruption in the construction industry and is based on the respondent’s perceptions of corruption rather than incontrovertible evidence of corruption in practice. Nevertheless, given the care the authors took to avoid these biases, it does provide a useful window in the incidence and types of corruption in construction and the behavioural factors that might influence it. Practical implications – In terms of tackling corruption, it is recommended that greater attention be given to exploring the culture of the industry which appears to normalise corrupt behaviour and to the hidden informal “institutions” which appear to be undermining the many formal policies and procedures which have been put in place to tackle corruption in the construction industry. Social implications – The global construction industry has been identified by Transparency International as the most bribery-prone of 19 industries it rated. The cost is huge with scarce resources being diverted from much needed urban regeneration, community concerns about development being ignored, individual human rights being abused, productivity and efficiency being compromised and important environments, cultures and heritage being destroyed. In Australia, concerns about corruption in the construction industry have led to an unprecedented three Royal Commissions which have argued that there is a culture which encourages, accepts and rewards this behaviour. Originality/value – By using Rabl and Kühlmann’s Theory of a corrupt action this paper throws new light on how corruption is defined by members of the construction industry. The findings suggest that while formal technical and procedural solutions to corruption are important in addressing corruption they are likely to be undermined by strong cultures and informal institutions which dictate the “rules of the game” on the ground.
