In 2018, Costa Rica demonstrated its commitment to the Paris Agreement and published its Decarbonization Plan for achieving zero net emissions by the year 2050. We evaluate the impacts of the country's strategy for decarbonizing its Agriculture, Forestry and Other Land Uses (AFOLU) sectors by coupling the Integrated Economic-Environmental Modeling framework with high-resolution spatial land use-land cover change and ecosystem services modeling (IEEM+ESM). Our results show that decarbonization of AFOLU would simultaneously enhance carbon storage, water purification, water regulation and erosion mitigation ecosystem services. Moreover, the positive cumulative wealth impact of decarbonization would be approximately US$7.27 billion by 2050 while lifting an additional 3810 individuals out of poverty. From a public investment perspective, decarbonization would have a fiscally neutral impact with the economic benefits sufficient in magnitude to off-set policy implementation costs and generate economic returns of over US$852 million when changes in natural capital stocks and environmental quality are considered. This application to Costa Rica is the first integrated economy-wide analysis of a growing number of decarbonization plans globally. The IEEM+ESM approach provides an integrated framework for analyzing decarbonization plans and can be used to refine AFOLU mitigation strategies to capitalize on synergies and minimize negative trade-offs across the three dimensions of wealth and sustainable economic development, namely economy, society and the environment. • Decarbonization of Costa Rica's AFOLU will generate US$7.3 billion in wealth. • AFOLU decarbonization will be fiscally neutral and generate returns of US$852 million. • The methods can be applied to integrated analysis of decarbonization globally. The concept of “pathways” has increasingly come to frame the challenge of transitioning to low-carbon societies. It also shows promise as a bridging concept, encouraging constructive dialogue among the diverse perspectives and constituencies evoking its use. However, its interpretations and attributes are rarely explicit and have yet to be subject to serious scrutiny. This raises important questions for both theory and governance as the way in which a problem is framed shapes how it is understood and addressed, structuring the possibilities considered and privileging certain responses. Therefore, this study explores the concept of pathways in the context of low-carbon transitions, exposing its conceptions, maturation, and implications. Based on a survey of the relevant climate change mitigation literature, this analysis uncovers three core conceptions of pathways in the context of low-carbon transitions: (1) biophysical, (2) techno-economic, and (3) socio-technical. Constituted by diverse perspectives and approaches, each of these three core conceptions emphasize different yet interconnected dimensions of the decarbonization challenge. This analysis also points to several key attributes and functions of the concept of pathways. Yet, while the concept may possess a variety of features that recommend its use as a critical problem frame for low-carbon transitions, it also raises issues that suggest a need for further reflexivity. If the concept is cast too strongly in terms of individual core conceptions, there may be a tendency to emphasize certain dynamics while paying somewhat less attention to others, inadvertently diminishing the complexity of the decarbonization challenge. Beyond this, there are other facets of the concept that have to date received more limited attention, including the implications of choices at critical junctures and the evolving character of social practices. Decarbonization is a process that transforms economies to lower greenhouse gas (GHG) emissions per unit of economic output, aiming towards net-zero GHG emissions. This process could also reduce short-lived climate pollutant (SLCP) emissions, including black carbon and methane. They have relatively short atmospheric lifetimes but have large radiative forcing and impact human health. Therefore, reducing SLCPs can improve air pollution and help mitigate climate change. Costa Rica was one of the first countries to have a decarbonization plan, and many others have stated their goal to reach net-zero emissions by around mid-century. However, reducing SLCP emissions as an economy decarbonizes is not guaranteed, and few examples in the literature have assessed how decarbonization impacts SLCPs. This paper estimates the SLCP emission reductions from Costa Rica's decarbonization plan. Through a value chain analysis and the identification of implementation barriers, the paper also evaluates which policy instruments can advance SLCP mitigation in multiple sectors, creating implementation synergy. We find that mitigation measures, by 2050, in the transport, agricultural, solid waste, and industrial sectors avoid 25.2 kt of black carbon emissions (23 times the 2018 emissions) and 2167 kt of methane (15 times the 2018 emissions). However, the country faces financial and governance challenges in each sector that will need overcoming to implement the intended mitigation measures. We identify a comprehensive environmental tax reform, the overhauling of urban regulatory plans, the strengthening of institutional capabilities, and low-carbon investment with favorable financing as crucial cross-sectoral policy synergies that will advance the implementation of SLCP mitigation. • Decarbonizing can reduce and avoid short-lived climate pollutant (SLCP) emissions. • Black carbon and methane (two SLCPs) cause global warming and poor air quality. • Some policy instruments can reduce SLCPs in multiple sectors, causing synergy. • Improved urban planning can favor the mitigation in transport and waste sectors. • Institutional strength and favorable financing are needed to advance mitigation. • Power to heat is an effective option to decarbonize endothermic chemical processes. • Induction heating, Joule heating, Microwave heating and RDR reactor reviewed. • Open challenges and perspectives for scale-up and implementation of these systems are analyzed. The rising environmental problems and demanding actions aimed at mitigation of climate change are calling for a radical transformation of different industrial sectors. In this perspective, chemical process industry is called to play a major role towards this transition, on one hand by transforming its existing carbon-intensive processes and, on the other hand, providing clean alternatives for hard-to-decarbonize applications. Among the possible options for the transformation of catalytic processes, power-to-heat is considered in view of large available quantities of green electricity. This approach is considered industrially-mature and can be applied at a large scale for a wide number of existing processes, providing substantial advantages in terms of intensification. The aim of this work is to provide a detailed analysis of the status quo of these technologies and critically discuss them towards their possible use for a generic process of interest by the identification of several key indicators. The main technologies proposed i.e microwave heating, joule heating, induction heating and roto-dynamic reactor are reviewed alongside with some of the applications already reported in open-literature. Afterwards, a critical analysis about material needs, energy efficiency of the proposed methodologies, the possibilities of scale-up and retrofitting and the impact on the overall process design and performances are reported. A rapid decarbonization of the electricity system is urgently required for the Paris Agreement objectives to stand a reasonable chance of being met. While state-owned power companies (SPCs) are the dominant firm type in the global electricity sector, representing nearly two thirds of global electric power generation capacity, most climate policy literature focuses on private sector companies when analyzing decarbonization interventions. SPCs' distinct corporate governance structures, objectives, relationships with government, and sources of finance, however, can be markedly different from those of private companies. Here, we develop a framework for analyzing the extent to which common and divergent features of SPCs, and the markets in which they operate, affect their relationship to government interventions on decarbonization. We also consider the implications of these relationships for the effective implementation of sector-wide decarbonization strategies. We then apply this framework using a comparative case study analysis of six major SPCs, and highlight how differences in their agency, motivation, capacity, and market exposure may result in different potential responsiveness to government regulatory, policy and market interventions on decarbonization. We generalize these findings by developing four SPC archetypes and illustrate how they might respond differently to government interventions targeting decarbonization. Our analysis posits that SPCs can, under the guidance of governments pursuing ambitious climate policy, be more effective vehicles for decarbonization relative to private sector companies, particularly when they operate with a high degree of operational independence, are insulated from competitive pressures, and have the financial and technical capacity to invest in the decarbonization of their asset base. Similarly, market-wide policy interventions, such as carbon pricing mechanisms, could in practice be less effective interventions with respect to SPCs than their private counterparts when the SPC is ill-equipped to translate these incentives into decarbonization action because it is mandated to pursue supplementary objectives other than profit maximization alone. Ultimately, governments will need to step up their climate action to achieve carbon neutrality. SPCs can, and where they are major market players, must be key actors in driving decarbonization when the appropriate interventions are utilized and therefore deserve significantly more attention in the climate policy debate. • State-owned enterprises are central to power sector decarbonization. • Comparative case studies yield useful state-owned power company archetypes. • Market-based climate policies are not always effective in state-led power markets. • Policy targeting state-owned enterprises can accelerate power sector mitigation. The world needs to rapidly reduce emissions of carbon dioxide (CO 2) emission to stave off the risks of disastrous climate change. In particular, decarbonizing U.S. manufacturing industries is particularly challenging due to the specific process requirements. This study estimates the potential for future CO 2 emission reductions in this important sector. The analysis is a detailed accounting exercise that relies on estimates of emission-reduction potential from other studies and applies those potentials to the manufacturing sector using a bottom-up approach. The actions are grouped into four "pillars" that support deep decarbonization of manufacturing (DDM): Energy Efficiency, Material Efficiency, Industry-Specific, and Power Grid. Based on this bottom-up approach, the analysis shows that an 86% reduction in carbon dioxide emissions from the Reference Case is feasible. No single pillar dominates DDM, although opportunities vary widely by sub-sector. The analysis shows that a strategy incorporating a broad set of elements from each pillar can be effective instead of relying on any single pillar. Some pillars, such as Energy Efficiency and Material Efficiency, have wide applicability; others have key niche roles that are Industry-Specific; the Power Grid pillar requires interaction between grid decarbonization and industry action to switch from fossil fuels to zero-carbon electricity where appropriate.
