Traditional analysis of China's policy experimentation has focused on the role of central–local relations and rotating leaders in shaping the local agenda-setting process. Less is known about the role of less mobile mid-level local bureaucrats who serve as bridges in the implementation process. This paper examines why some cities have performed better than others at implementing and maintaining low-carbon policy experiments. Drawing on a comparison of four case cities and over 100 expert interviews, I argue that the availability of bureaucratic entrepreneurs and their resource mobilization capacity determine the level of local engagement in climate policy experimentation. This study shows that the institutionalization of local policy experiments is not only driven by the central government or rotating top local leaders but also by bureaucratic entrepreneurs who help policy experiments survive periodic changes in the bureaucracy. This paper analyses Chinese sub-national governments' implementation strategies to meet national energy efficiency targets in the 11th Five-Year Plan (2006-2010). Previous research has focused on the ways governance practices and decision-making structures shape implementation outcomes, yet very little attention has been given to what strategies local leaders actually employ to bridge national priorities with local interests. To illustrate how local leaders work politically, this paper highlights specific implementation methods officials use to strengthen formal incentives and create effective informal incentives to comply with energy efficiency mandates. The analysis is drawn from 53 interviews conducted in June and July of 2010 in Shanxi, a major coal-producing and energy-intensive province. Findings suggest that local government leaders conform to national directives by "bundling" the energy efficiency policy with policies of more pressing local importance or by "bundling" their energy efficiency objectives with the interests of groups with significant political influence. The contradiction between the astonishing dynamic of China's domestic climate policy agenda and its seemingly tenacious position in international climate negotiations presents a puzzle that, on closer inspection, reveals much about a nation at the crossroads, undecided which way to turn. The alterations in China's political interests connected to the issue of climate change are clearly evident in the domestic policy changes China introduced during previous years. However, China's leadership thus far has remained hesitant to translate this new set of interests fully into a coherent position in the international arena. China's mounting difficulties in reconciling its rapidly changing role on the international stage with its altered domestic situation, as well as its traditional foreign policy interests and principles, undermine its ability to pursue a consistent and effective strategy in international climate negotiations. China's reluctance to redefine its role in the international arena has led to a number of inconsistencies that particularly plagued its position during the Copenhagen conference, adding to the overall non-constructive dynamic of the proceedings that ultimately left China, as everyone else, with empty hands. The Copenhagen negotiations demonstrated that China's leadership will have to address these inconsistencies resolutely if it wants to realize the benefits that international climate cooperation offers.
