This article describes the recent production of a five-year plan for social welfare development in Hong Kong. The fact that the Government accepts the main responsibility for social welfare services does not mean that there is no longer such a need for a voluntary sector. On the contrary, it seems clear that there will continue to be an important role for vigorous and progressive voluntary sector in the provision of social welfare services in Hong Kong. The very fact of planning jointly with the voluntary sectors meant that there was a second opinion as to the needs of social welfare and their relative urgency.
