Kerala, a southern state in India has consistently outdone other states with regards to human development indicators, with greater welfare and development standards than in the rest of India. Much of this development is fuelled from remittances sent home from Gulf countries. This paper looks into the Kerala Model which shows economic development without economic growth, by alligning migration and development theories to ground-level statistics and critically analyzing both. This paper evaluates the unique development record of Kerala, India. Despite slow economic growth, the state has experienced unprecedented social growth: increased literacy rates, reduced infant mortality rates, higher life expectancy, and improvements in various other social indicators. The aim of this paper is to examine whether the social expenditures of Kerala are economically sustainable. Summary: Public participation is generally assumed to be a necessary if not fundamental condition for development. Most studies do not, however, question the kind and level of collective action that would be desirable. This paper provides a novel empirical analysis of the impact of collective action on economic development using data for South India. The paper models collective action as endogenous to economic development and distinguishes between its static and dynamic properties. The results show that while excessive activism may harm state income, collective action in the context of responsible bargaining systems may contribute toward increased economic development. The exemplary Kerala Model of development is characterized by "the paradox of high human development with low growth syndrome." The paper discusses how that it is due to the simultaneous co-existence of various growth propelling and their concomitant and overpowering retarding features. Even the policy reversals in the nineties did not positively impact the dismal features of the growth aspects of the economy. All this has raised doubts about the sustainability of Kerala's high human development. The study draws suitable lessons for developing economies and emphasizes the need for feasible "policy packages ", that lead to the simultaneous and sustainable enhancement of "development together with growth" rather than "development without growth" or "growth without development."
