This paper explores the challenges and opportunities for green energy and environment transition in South Asia, a region that faces the dilemma of meeting its growing energy demand while reducing its greenhouse gas emissions and environmental vulnerability. The region has rich renewable energy sources and potential for energy efficiency improvement, but it also relies heavily on fossil fuels and suffers from various barriers and constraints that hinder its green energy development. The region needs policies that can achieve economic growth, social welfare, and environmental sustainability coherently and effectively. Utilizing the thematic literature review approach, this paper examines the literature on four main topics: (1) the estimation of green energy resources potential and scenarios in South Asia; (2) the comparison of green energy targets and policies in the South Asian Association for Regional Cooperation (SAARC) countries; (3) the evaluation of green energy deployment and performance in different sectors; and (4) the identification of green energy transition challenges and opportunities in South Asia. This paper fills some research gaps in the literature by providing a comprehensive, comparative, holistic, and integrated analysis of green energy and environment policies in South Asia, using various data sources, methods, frameworks, criteria, indicators, scenarios, impacts, trade-offs, drivers, barriers, best practices, lessons learned, and policy recommendations. This paper also develops a conceptual model for the green energy transition in South Asia, which consists of five key variables: green energy potential, green energy policies, green energy deployment, green energy performance, and green energy transition. The main findings and implications of this paper are that South Asia has a huge opportunity to pursue a green energy and environment transition that can address its multiple challenges and aspirations, but this requires overcoming various obstacles and constraints that hinder its progress. This paper suggests some policy options and strategies to enhance the green energy and environment policies in South Asia, such as developing a clear and consistent policy framework, enhancing regional cooperation and collaboration, leveraging information technology and data analytics, emphasizing sustainability and resilience, and engaging with other stakeholders and partners. Countries marshal enormous resources depending on the size of their economies and the availability of natural resources. A policy or strategy to manage the different resources is crucial to avoid improper use, mismanagement, and corruption. Resource management involves the planning, allocating, and monitoring or accounting of human and physical, movable and immovable, and tangible and intangible resources to optimise resource utilisation efficiency, effectiveness, and quality. In such a complex endeavour, technology becomes a valuable tool. Data-driven resource management is crucial and technological tools such as information and communication technology (ICT) systems, sensors, and analytical tools provide data useful for planning, decision-making, and accounting of resources. South Africa's national government manages varied resources. Among these resources, energy stands out as it impacts several Sustainable Development Goals (SDGs). Moreover, the energy sector has received much attention in the last five years due to the energy crisis the country is facing. Therefore, it is essential to interrogate the energy resources in the country as it is a complex environment with multiple energy sources and a multilevel energy management dynamic. The paper deals with the problems of maintaining Ukraine's grid reliability under high renewable electricity penetration and improving state policy measures to accelerate sustainable energy transition in the post-war period. Promoting renewable energy in Ukraine increased renewable electricity share in the country's electricity mix to 13.8% in 2021. However, such growth became critical for Ukraine's electric power system. Due to its inflexibility, the lack of balancing and energy storage capacities, adding significant amounts of renewable electricity to the grid created severe problems. Further renewable energy development required serious reforming policy measures, but the Russian invasion prevented introducing relevant legislative changes. At the same time, the war had an unprecedented impact on the Ukrainian energy sector, resulting in the damage of more than 50% of the energy infrastructure. Considering global trends towards decarbonisation and achieving climate neutrality, reconstructing Ukraine's electric power sector will be based on the large-scale involvement of renewable energy technologies. Given this, based on the study of the trends in renewable energy development in the pre-war and war-time periods and the analysis of the shortcomings of the state energy policy, the paper examines the required measures for fostering resilient reconstruction of Ukraine's electric power sector. 7. Enhancing Renewable Energy Integration in Developing Countries: A Policy-Oriented Analysis of Net Metering in Pakistan Amid Economic Challenges.

Net metering (NM) is among the potent regulatory tools used globally for supporting distributed generation and renewable energy sources. This paper examines the trajectory of NM in a developing country such as Pakistan, analyzing the impact of regulatory changes, confidence-building strategies, hindering factors, and technical/financial issues. The three-stage methodology involves three components, namely techno-economic analysis, stakeholder engagement surveys, and impact analysis of financing mechanisms. This study emphasizes the importance of clear regulatory and financial frameworks, grid upgrades, and public–private partnerships for technology distribution in the context of a developing country with weak grid utilities and an import–export energy ratio. It also explores the role of financial incentives, such as tax breaks and subsidies, to encourage investment in NM systems from the perspective of lucrative rates, impact on paybacks, and return on investments, and proposes concrete solutions to enhance financial inclusion for ambitious renewable energy goals. Until April 2023, over 56,000 NM/distributed generation facilities were commissioned, with an installed capacity of 950 MW. By May 2024, the number of NM consumers reached ~100,000, with a 1950 MW capacity, nearly doubling. However, the import and export ratio of IESCO changed most, with 61% exports and 39% imports, directly impacting the revenue stream. A total of 60% of banks have adopted actions linked with green banking criteria, aiming to limit their environmental impact. The change in tariff will result in reduced ROI for NM consumers to 20%, and increase the payback period from less than 4 years to 13 years. Government subsidies, tax breaks, and green financing frameworks are proposed to encourage investment, but have been abruptly halted, and were previously at a 6% interest rate. This research aims to provide insights into effective market evaluation methodologies for NM programs and offer policy recommendations to strengthen legislative and institutional frameworks governing NM. This paper is a review of research undertaken, and subsequent policy change enacted, in the years 2018 to 2022 regarding the integration of cooking loads and needs into modern energy planning. Building on an earlier paper which described how the dominant global approaches to tackling the enduring problem of biomass-fuelled cooking was failing, and how a new UK Aid programme (Oct 2018) would be seeking to intentionally change international energy policy towards cooking and enable a significant transition in energy use, in this paper we review whether this strategy is being adopted by researchers, governments, and the private sector across the world and whether it is likely to make a significant contribution to the fulfilment of Sustainable Development Goal 7. In particular, the call is for integrated planning of modern energy inclusive of cooking loads—the potential 'Mutual Support' that both can lend to each other. The review considers the international commitments made by donors and governments to this end, the research that positions the use of modern energy as a cost-effective proposition, the urbanisation and societal changes reinforcing such planning, and positions the review in the light of climate change and the need to reach net zero carbon by 2050. 9. Effects of Technology, Energy, Monetary, and Fiscal Policies on the Relationship between Renewable and Fossil Fuel Energies and Environmental Pollution: Novel NBARDL and Causality Analyses.

There is a body of research that focuses on the examination of long-run relations between energy–environment–economic growth, and there is also a new type of recent research that focuses on the effects of monetary and fiscal economic policies on the environment. There is a research gap that exists due to omitting the effects of technology and energy policies, and this paper addresses this gap, in addition to merging both fields mentioned above, by including the asymmetric effects of fiscal and monetary policies. To explore the relations between fossil fuel and renewable energies, environmental pollution, and economic growth, in addition to including the roles of energy, technology, monetary, and fiscal policies, this paper employs novel NBARDL and NBARDL Granger Causality methods for yearly data assessments in the USA. The empirical findings of the paper point to the asymmetric impacts of monetary and fiscal policies in the short- and long-run. Interestingly, both contractionary and expansionary fiscal policies lead to higher CO
2 emissions. Contractionary monetary policies exert a downward pressure on CO2 emissions, and if expansionary, the monetary policy causes environmental degradation. As an important policy, the energy policy emerges as a potent tool for reducing carbon emissions through not only renewable energy, but as a greater impact through energy efficiency and technology. Therefore, this paper highlights the importance of technology policies exhibiting varying relationships with environmental pollution, featuring unidirectional or bidirectional causality patterns. Renewable energy, energy efficiency combined with adequate technology, and energy policies are determined to have pivotal roles in CO2 emissions outcomes. Such policies should focus on cleaner energy sources accompanied by energy efficiency technologies in the USA to curtail environmental impacts; technology policies are vital in fostering innovations and encouraging cleaner technologies. The policy recommendations include an effective combination of monetary, fiscal, technology, and energy policies, backed by a strong commitment to achieving energy efficiency and renewable energy to mitigate environmental pollution and to contribute to sustainable development. To cope with global climate change and energy security, the realization of the low-carbon energy transition has become an inevitable choice for international carbon emission reduction requirements and energy structure adjustment. Vigorously developing renewable energy has become an essential part of energy policies in many countries. Under the incentive and guidance of renewable energy industry policy, China's renewable energy has developed rapidly, and energy structure has been optimized. However, many problems have been exposed. Can China's renewable energy industry policy effectively support low-carbon energy transition? This paper uses the method of theoretical analysis, combining literature analysis and data analysis. Based on the analysis of renewable energy policies in countries with relatively mature energy transitions, it analyzes the status quo, implementation effect, and problems of renewable energy policy in China and proposes policy suggestions. According to the research, the existing problems are as follows: (1) diminishing marginal effect of policies, (2) policy adjustment is not timely and lacks details and operability, (3) coordination conflicts between the old and new policies, (4) unreasonable policy supply structure, and (5) the negative impact of subsidy policy is increasing. This paper presents an in-depth analysis of decarbonizing the electricity sector in the Dominican Republic, pivotal for addressing climate change and fostering economic growth. Employing the robust-decision making methodology, we studied multiple scenarios via computational models, capturing inputs from stakeholders and evaluating each scenario across 1,000 futures to capture deep uncertainty. Four scenarios were examined: baseline, reference, natural gas, and renewable. The renewable scenario emerged as the most advantageous, proposing the replacement of coal-fired power generation with renewable sources, primarily solar and wind, coupled with batteries. A significant investment, averaging US$3.3 billion, is necessary for this shift toward renewable energy; however, these investments are overcompensated by savings in operational costs. Crucially, this transition promises substantial benefits by 2050: an estimated cumulative average net economic gain of US$2.7 billion, an 8% reduction in average generation costs in 2050, the creation of 160,000 direct jobs, and the avoidance of circa 140 million tons of C02. The findings underscore the feasibility and economic viability of transitioning to a 55% renewable energy generation by 2050. The study offers a critical roadmap for policymakers, highlighting renewable energy expansion, transmission grid strengthening, and strategic coal generation replacement, thus offering a comprehensive blueprint for the nation's energy transition. Sustainable development (SD) can indicate the direction of the development of modern organizations' transition and transformation strategies in the energy sector. Currently, in most countries, the main challenge for the energy sector's strategies is to deal with energy security. The implementation of SD induces changes both in strategy and technology. The strategies are based on the technological transition toward renewable energy sources (RES). The aim of this paper is to explore business management literature dedicated to the transformation and transition strategies in the energy sector. The adopted methods are a systematic literature review (SLR) accompanied by a classical literature review (CLR) in Scopus database exploration. A literature review is developed in VOSviewer software and keyword co-occurrences analysis allowed to identify the main changes of direction in energy sector transformation strategies. The literature was explored by the 26 queries which resulted with 11 bibliometric maps. The analysis of the bibliometric maps was a challenge due to the cross-disciplinary strategic directions of development presented in indexed publications in the Scopus database. The identification of the changes in energy sector strategies is important because of its reliance on depleting resources and natural environment degradation. As a result of this paper, there is a visible shift of the trend in explored scientific publication from not only technological-based solutions but also towards managerial and organizational practices to achieve sustainability in the energy sector. This paper, besides the results, presents the theoretical contribution and managerial recommendations for business practices and addresses future research avenues. This paper aims to explore the challenges and opportunities associated with the adoption of renewable energy for achieving competitive growth. The study examines the current state of renewable energy technologies, identifies the barriers to their widespread implementation, and highlights the potential benefits and opportunities for economic growth. The findings suggest that while there are challenges to overcome, renewable energy presents significant opportunities for sustainable development and a competitive advantage in the global market. The literature review was supplemented by an additional review on the criteria used by different policymakers and case studies. The final presentation of the results creates a taxonomy landscape of criteria for the social and political perspectives as well as success story in terms of CSR. 14. The Impact of Russia's Invasion of Ukraine on Germany's Energy Choice Attitudes among Residents in German States with Nuclear Power Plants in Commission or Decommissioned.

This paper examines the impact of Russia's invasion of Ukraine on the Germany public's energy choices. Along with much of Europe, Germany was hit by Russia reducing and then cutting its gas supplies. Although alternative sources have been found, this exposes the vulnerability of Germany's energy market to outside control. An online survey of 600 German consumers was conducted in August 2022. The results suggest that 70% of participants were concerned about the shortage of oil and natural gas supply after Russia's invasion of Ukraine, and 60% were concerned about the shortage of electricity supply. The invasion led many participants to support maximizing the use of existing power plants, including nuclear and coal-fired power plants, as an alternative to dependency on Russian supplies. There was an increase in people supporting the expanded use of renewable energy as a solution to the crisis. States with nuclear power plants were seen as needing to reduce and decarbonize their natural gas and coal-fired power generation while advancing their energy mix. The paper aims to identify how energy cooperatives and energy communities could affect the social innovation within the European Union as a whole and specifically in Bulgaria. It begins with an applicable legislation and energy policy analysis and provides a helicopter view of the regulatory framework connected with the energy communities and copperatives on both European and national level, as well as the opportunities for their future development. A systematic literature review was conducted to identify the gaps, which consists of a bibliometric and a content analysis and outlines a growing interest in those relatively new energy formations that promote renewable energy sources, enhance energy security and empower local communities. It highlights the current research gap and endorses the need for the conduction of some additional deeper researches and empirical studies. The SWOT analysis provides an in-depth assessment of the strengths, weaknesses, opportunities and threads of those energy formations in Bulgaria, with an emphasis on their advantages and the challenges in front of them. The results provide a clear understanding of the factors that can help the growth and sustainability of those energy organizations and how they can endorse the energy transition in the country and in the European Union as a whole. The article describes the world's experience in developing the solar industry. It discusses the mechanisms of state support for developing renewable energy sources in the cases of five countries that are the most successful in this area—China, the United States, Japan, India, and Germany. Furthermore, it contains a brief review of state policy in producing electricity by renewable energy facilities in Kazakhstan. This paper uses statistical information from the International Renewable Energy Agency (IRENA), the International Energy Agency (IEA), British Petroleum (BP), and the Renewable Energy Network (REN21), and peer-reviewed sources. The research methodology includes analytical research and evaluation methods to examine the current state of solar energy policy, its motivators and incentives, as well as the prospects for its development in Kazakhstan and in the world. Research shows that solar energy has a huge development potential worldwide and is sure to take its place in gross electricity production. This paper focuses on the selected economic policies of the top five countries and Kazakhstan, in what may be considered a specific research limitation. Future research suggestions for the expansion of Renewable Energy (RE) in Kazakhstan could include analysing the impact of introducing dedicated policies and incentives for solar systems and exploring the benefits and challenges of implementing large RE zones with government–business collaboration. The subject dealt with in this paper is a sensitive one due to the energy crisis whose presence is already felt and which will certainly deepen with the approach of the cold season. The current work represents only the first part of a study related to the analysis of the current state of the energy market and system services and will be continued with a second work that will propose a solution in cogeneration to counterbalance the system problems we are facing. Thus, the subject discussed is not that of energy production for domestic and industrial consumers, but that of the production necessary for the optimal functioning of the National Energy System (NES). Of course, from the point of view of the environmental protection all the electrical energy, even that required for system services, should be 100% produced from renewable energy. 18. Policy-relevant insights for regional renewable energy deployment.

Background: The paper explores how regional actors engage with energy systems, flows and infrastructures in order to meet particular goals and offers a fine-tuned analysis of how differences arise, highlighting the policy-relevant insights that emerge. Methods: Using a novel framework, the research performs a comparative case study analysis of three regions in Italy and two of the devolved territories of the UK, Wales and Scotland, drawing on interviews and documentary analysis. Results: The paper shows that acknowledging the socio-materialities of renewable energy allows a fine-tuned analysis of how institutions, governance and infrastructure can enable/constrain energy transitions and policy effectiveness at local and regional levels. The heuristic adopted highlights (i) the institutions that matter for renewable energy and their varied effects on regional renewable energy deployment; (ii) the range of agencies involved in strategically establishing, contesting and reproducing institutions, expectations, visions and infrastructure as renewable energy deployment unfolds at the regional level and (iii) the nature and extent of infrastructure requirements for and constraints on renewable energy delivery and how they affect the regional capacity to shape infrastructure networks and facilitate renewable energy deployment. The paper shows how the regions investigated developed their institutional and governance capacity and made use of targets, energy visions and spatial planning to promote renewable energy deployment. It shows that several mediating factors emerge from examining the interactions between regional physical resource endowments and energy infrastructure renewal and expansion. The analysis leads to policy-relevant insights into what makes for renewable energy deployment. Conclusion: The paper contributes to research that demonstrates the role of institutional variations and governance as foundations for geographical differences in the adoption of renewable energy, and carries significant implications for policy thinking and implementation. It shows why and how policy-makers need to be more effective in balancing the range of goals/interests for renewable energy deployment with the peculiarities and specificities of the regional contexts and their infrastructures. The insights presented help to explain how energy choices and outcomes are shaped in particular places, how differences arise and operate in practice, and how they need to be taken into account in policy design, policy-making and implementation. To provide clean energy at a lower cost to their citizens, all nations of the world are striving to increase their energy production in an environmentally friendly way. Benin has also joined this dynamic by considerably increasing its green energy production efforts in recent years. The country has a huge undeveloped renewable-energy (RE) potential that can contribute considerably to its national energy production capacity. This paper summarizes the current RE situation in Benin and examines its future prospects. The current energy situation of the country is discussed, followed by an examination of its electricity demand-and-supply situation. The country has been found to depend heavily on natural gas and petroleum products from neighbouring countries and has ~41% of national electricity access. However, the government is taking considerable steps to implement RE projects in the country. The study analyzes government targets in the energy sector with existing policies and institutional frameworks. India, as one of the world's largest energy consumers, has implemented a wide array of energy policies to meet the needs of its substantial population of 1.4 billion. This paper provides a comprehensive analysis of these policies, from the establishment of the National Electricity Board in 1950 to the introduction of the Pradhan Mantri Ujjwal Yojana in 2017. Covering a broad spectrum of energy forms, including electricity and LPG, it illuminates the evolution of India's energy policies and their effectiveness. Significant strides have been made since the 1950s when the government initiated rural and urban development programs. Landmark actions such as the establishment of nuclear power plants and the initiation of renewable energy source research and development have been critical in addressing the energy requirements of India's growing population and booming industries. Public domain data evaluation reveals a mixed performance of various schemes. While some have fallen short of their targets, others like the Saubhagya scheme have made impressive progress towards achieving universal electrification, with about 90% of households in India now having electricity access. However, concerns remain regarding the quality and reliability of this electricity provision. Furthermore, significant efforts are still required to adequately address the needs of institutional clients, small enterprises, and agricultural consumers. This paper deals with improving the feed-in tariff policy for green energy advancement in Ukraine's households based on assessing the economic efficiency of investment project implementation under the current state support mechanisms. This study was conducted for solar and wind power plants with different installed capacities. The Levelized Cost of Electricity and the payback period for such power plants were calculated considering the ongoing feed-in tariffs and discount rates determined by various equity and debt capital ratios. The results showed that the state support provides attractive payback periods for solar and wind power plants with an installed capacity of ≥30 kW. In comparison, 5 kW solar power plants and wind power plants with a capacity of up to 10 kW are not paid off during the power plants' lifecycle. It confirmed that the ongoing energy policy in Ukraine's residential sector is still designed to obtain profits by the owners of generating facilities by selling the excess electricity. In the meantime, its main goal—providing households energy independence—has been levelled. To resolve the issues caused by such a state support model, a methodical approach to improve the feed-in tariff calculation is proposed. Recently, challenge-oriented innovation policy has become increasingly popular in political and scientific discussions. However, the extent to which such a challenge-based thinking has entered regional policy making is relatively unclear. This paper examines the scope of the regional level in promoting challenge-based innovation, focusing on the recent renewable energy innovation policy in Schleswig-Holstein, Germany. The results show that while regional innovation policy in Schleswig-Holstein aims to address several structural and transformational systemic failures, many other problems and challenges remain, as they are beyond the capacity of a single region to address. Based on this analysis, we draw four conclusions. First, similar to many other structurally weak regions, policymakers in Schleswig-Holstein are struggling with some of the same key challenges that the policy was originally designed to address. Second, multi-scalar governance and inter-scalar coordination are essential for managing regional sustainability transitions. Third, challenge-driven innovation policy is an extension of, rather than a replacement for, conventional regional innovation policy. As a result, a process of evaluating alternative energy strategies and policies was required to be formulated carefully along with the country's longer-term decarbonisation aims. Although Turkey's considerable renewable energy potential exists, its dependency on foreign energy and its dramatically depreciating currency have been the main drivers of revisions to these renewable energy-related policies. This paper aims to demonstrate and evaluate all the strategies and challenges of Turkey's green steps toward a sustainable future. Sustainable developments of many developed countries have been examined and compared to assess Turkish strategies and significant policies that have been taken. As findings, it has been revealed that policy revisions regarding the use of domestic technology in green power plants decelerate investments for a short time. However, it has been found that renewable energy patent applications have declined, although domestic technology in green energy plants has been promoted through these policy revisions. As a result of this dilemma, the quality and effectiveness of green research and development (R&D) in Turkey have been investigated and then benchmarked with most leading countries. It has been observed that there is no correlation and relation between the patent application and the articles on renewable energy. Therefore, the paper has provided insight into new policies and strategies to enhance the productivity of R&D for both Turkey and developing similar countries. The use of renewable energy sources is one of the measures that have had a significant contribution in reducing greenhouse gas emissions while ensuring sustainable development. Hence, this necessitates the need to ensure a sustainable national socio-economic development pathway that supports low emissions through the development and use of renewable energy. This paper analyses data from a systematic review that was conducted to understand how research is approaching the state of public policies of renewable energy and climate change in Tanzania. The review screened more than 500 published papers and unpublished reports containing 120 unique studies related to renewable energy, climate change and sustainable development. Results indicate that renewable energy sources have the potential of contributing to the reduction of about two-thirds of the total global energy carbon dioxide emission. The results further indicate that renewable energy may save carbon dioxide for the range of global cumulative savings of about 220-560 GtCO
2 in the period 2010-2050. The results also show that Tanzania has targeted to reduce greenhouse gas emissions by between 30% and 35% by 2030. Thus, more appropriate renewable energy policies would enable the country to further efficiently contribute to the global goal of reducing greenhouse gas emissions, while achieving its sustainable development. This underscores the need for Tanzania to adopt appropriate policies for the utilisation of renewable energy sources such as solar, wind, hydro and geothermal energy for the reduction of greenhouse gas emissions, while achieving its sustainable development goals. The integration of Small Modular Reactors (SMRs) into energy systems requires a meticulous assessment of various factors, spanning renewable energy potential, legal frameworks, technical considerations, community engagement, and consumer preferences. This article synthesizes a multifaceted discussion on the subject, focusing on the need for comprehensive analyses before deciding to implement SMRs. Drawing insights from geographic information systems (GIS) and lessons from renewable energy development in Poland, this paper underscores the significance of aligning energy strategies with local needs, emphasizing stakeholder participation. This study examines the factors influencing location attractiveness for various energy technologies, including small modular nuclear reactors (SMRs), wind, solar, and hydroelectric power plants, within Poland. Employing 17 indicators sourced from Statistics Poland and URE, coupled with the application of the k-means algorithm, we outline four distinct clusters that delineate the zones of location attractiveness for SMRs and other renewable energy sources. While large and medium-sized cities exhibit optimal location attractiveness, coastal counties in northern Poland emerge as more suitable for renewable energy sources than for SMRs. The study outlines four distinct energy development strategies based on typologies of regions, each tailored to maximize the utility of available resources and minimize environmental impact. The strategies encompass renewable energy utilization, energy efficiency enhancement, energy diversification, and adaptation through innovation. Emphasizing the interplay between renewable energy potential, energy demand, and local conditions, the research suggests the strategic deployment of SMRs as part of an energy mix in areas where renewable energy resources are limited. Renewable energy (RE) is key to averting the climate crisis, and public support is central to its successful implementation. In this study, we examined the impact that knowledge of energy policy and energy issues has on public support for different energy types. This was achieved through the use of an online survey of residents of Kazakhstan. As a resource-rich developing country with a history of nuclear testing, Kazakhstan provides an interesting case study. In this paper, we statistically analyze the effect of individual knowledge of energy policy on the choice behavior for next-generation energy, including RE, in Kazakhstan. First, those who support fossil fuel power generation knew that Kazakhstan has abundant natural gas reserves, and those who support wind and solar power generation were aware that Kazakhstan has huge potential for such forms of power generation. It was clear that knowledge of the positive and negative aspects of fossil fuel, nuclear, wind and solar power generation had an impact on the preferences of the respondents. Second, the reasons given for supporting RE included: unlike fossil fuels, there was no danger of them being exhausted; the rise in adoption of RE technology globally; reduction in carbon dioxide emissions; and, addressing climate change. Third, although many women were aware of the advantages and disadvantages of RE, there were high levels of both support and opposition. Respondents with lower income and lower educational attainment tended to oppose RE. People living in East Kazakhstan, the site of nuclear tests, tended to support RE, but due to the high rates of subsidy to the price of electricity, many people preferred the status quo. Finally, preference for next-generation energy in Kazakhstan was associated with higher awareness of the need to protect the global environment. [ABSTRACT FROM AUTHOR]

The idea of exporting dispatchable solar electricity from the North African region to Europe is still the subject of several bilateral meetings, workshops, and conferences, despite doubts and previous failures with the Desertec concept. Given that each North African country has its own privacy policy, energy strategy, and distinct approach to the concept of renewable energy exports, while the potential of renewable energy sources varies from country to country, it would be very helpful to assess the potential and export opportunities of each country. In this respect, this paper focuses on the potential of Algeria. Several key factors that can make Algeria an attractive place to supply Europe with dispatchable solar electricity have been identified and discussed. The factors have been identified from the European perspective and can be used to analyze the potentials of neighboring countries. The barriers that could impede the export of dispatchable solar electricity from Algeria to Europe have also been identified. Based on certain given criteria, the paper provides some scenarios of possible solar electricity import corridors from Algeria to Europe. This work is timely as the Algerian government has expressed interest in exporting its surplus electricity to Europe and is studying an electricity interconnection project with Italy.

This article explores Danish renewable energy policy and policymaking, focusing on the development of nearshore wind energy and the role played by various actors, their competing ideas, the discursive processes in which they participate, and the institutional settings where exchanges occur. The research employs a case study design, concentrating on the Vesterhav Syd nearshore windfarm project. Drawing on semi‐structured interviews, the paper exploits Discursive Institutionalism and one of its recent refinements, labelled Ideational Power that highlights power over, through and in ideas. The data gathered provides compelling evidence of the ways in which actors struggle for dominance, each seeking to persuade others of their preferred policy problem definition and solutions: a process that oscillates between highly technical coordinative discourses among government agencies and business organisations and more politicised communicative discourses among a wider set of actors that includes community groups. Significantly, this case reveals the power of various policy stakeholders in Danish energy policy, suggesting that once decisions are taken at the national level of governance to construct a windfarm, only limited influence can be exerted by local groups on the outcomes. The aim of this paper is to review the whole energy system of Iran and it possible future and to offer some policies on solving current and future problems. First of all, this study investigates the growing trend of some parameters like GDP, electricity price, population, CO2 emission, and electricity consumption in eight years. After that, calculating the price of electricity generated in Iran under three different circumstances, this study can investigate the electricity and natural gas trade according to their prices. Studying the effects of renewable energy on CO2 emission reduction, subsidy reduction, and water saving prompted this study to prepare and offer relevant policies. This paper applies panel cointegration tests and autoregressive distributed lag (ARDL) techniques to investigate the interactions among energy policy, technological innovation, economic development, trade openness, and sustainable development using panel data from China from 1990 to 2020. Results explain that renewable energy policy and technology innovation are negatively associated with sustainable development. However, research shows that energy use significantly increases both short-term and long-term environmental damage. The findings show that economic growth has a lasting impact on the environment by distorting it. The findings recommend that politicians and government officials hold the key to attaining a green and clean environment by focusing on developing the proper energy policy mix, urban planning, and pollution prevention without compromising economic growth. Maintaining our standard of living and keeping the economy running smoothly is heavily reliant on a consistent supply of energy. Renewable energy systems create abundant energy by utilizing resources such as the sun, wind, earth, and plants. The demand for renewable energy is increasing, despite power scarcity, pollution, and climate change posing challenges to long-term development in the Association of Southeast Asian Nations (ASEAN), which has seen significant social and economic growth in recent years. To achieve its 23% renewable energy (RE) target, ASEAN can develop solar photovoltaic (PV) electricity. Members of the ASEAN have established regulations and incentives to encourage individuals and businesses to use renewable energy in the future. This paper explores Southeast Asian countries' comprehensive fossil-free energy options, the region's renewable energy potential, current capacity, goals, and energy needs. Through the ASEAN Plan of Action for Energy Cooperation (APAEC) 2016–2025 and the ASEAN Declaration on Renewable Energy, ASEAN is committed to reducing its greenhouse gas emissions and promoting sustainable development aligning with the Paris Agreement's aim to limit global warming to well below 2 degrees Celsius above pre-industrial levels. Results show that decarbonizing the region's energy system is possible, but current policies and actions must be altered to reach that target level. This paper tests for the presence of behavioral biases in household decisions to adopt solar photovoltaic installations using exogenous variation in weather. I find that residential technology uptake responds to exceptional weather, defined as deviations from the long-term mean, in line with the average time gap between decision-making and completion of the installation. In particular, a one standard deviation increase in sunshine hours during the purchase period leads to an approximate increase of 4.7% in weekly solar PV installations. Following the 2009 EU Renewable Energy Directive (RED), Norway has overachieved its national renewables target and taken the European lead in new wind power. This seems puzzling as Norway had a surplus of renewable energy and the government opposed the EU-induced national target. Employing a dynamic approach to implementation and its consequences, we examine three explanations. From an EU adaptation-pressure perspective, the RED enabled joint implementation, which Norway utilized through its flexible certificate system with Sweden. From a domestic politics perspective, internal pressures led to favourable depreciation rules that stimulated pro-windpower interests. Third, from a policy feedback perspective, protests from municipalities resulted in a reform of the licensing system. These explanations proved complementary, and more persuasive than the main alternative explanation of drastic cost reductions in windpower technology. Fossil fuel consumption has triggered worries about energy security and climate change; this has promoted hydrogen as a viable option to aid in decarbonizing global energy systems. Hydrogen could substitute for fossil fuels in the future due to the economic, political, and environmental concerns related to energy production using fossil fuels. However, currently, the majority of hydrogen is produced using fossil fuels, particularly natural gas, which is not a renewable source of energy. It is therefore crucial to increase the efforts to produce hydrogen from renewable sources, rather from the existing fossil-based approaches. Thus, this study investigates how renewable energy can accelerate the production of hydrogen fuel in the future under three hydrogen economy-related energy regimes, including nuclear restrictions, hydrogen, and city gas blending, and in the scenarios which consider the geographic distribution of carbon reduction targets. A random effects regression model has been utilized, employing panel data from a global energy system which optimizes for cost and carbon targets. The results of this study demonstrate that an increase in renewable energy sources has the potential to significantly accelerate the growth of future hydrogen production under all the considered policy regimes. The policy implications of this paper suggest that promoting renewable energy investments in line with a fairer allocation of carbon reduction efforts will help to ensure a future hydrogen economy which engenders a sustainable, low carbon society. The main objective of this paper is to demonstrate that the energy transition as part of prosumer capitalism is a socio-economic process whose complexity increases over time, which makes it an example of a super wicked problem. It comprises many new phenomena emerging spontaneously, and often unpredictably, in the energy markets. The main contemporary challenge involves such an energy sector transformation which will prevent climate change and will ensure the sustainable development of the global economy. However, this requires solving a large number of sub-problems in areas such as legislation, energy distribution, democracy, and cybersecurity. Therefore, this is a multidisciplinary issue. Moreover, the situation is complicated by the frequently omitted fact that energy transition is not part of the standard capitalism model, extensively described in handbooks and scientific literature, but it is conducted as part of a new economic system—prosumer capitalism, which has not been properly explored yet. However, a solution to this super wicked problem has to be found soon, as the energy system may be threatened with complexity catastrophe, which denotes exceeding the upper complexity limit associated with the breakdown of its adaptability. Therefore, developing effective techniques for alleviating the complexity catastrophe, including redefining the change management and complexity management methods to the global scale, becomes the top priority among the tasks faced by science. The need for improved energy security in Nigeria cannot be over-emphasized. Currently, energy security is rather poor, while access to energy is fundamental to socio-economic development and poverty alleviation. Renewable energy could potentially contribute to resolving this because renewable sources such as solar radiation are more available and sustainable, and can be set up in small generation units, meaning that it is suitable for community management and ownership. In theory, a community energy approach could well apply. In this paper, the main research question is: In what ways can community energy initiatives contribute to increasing the use of renewable energy sources and improving energy security in Nigeria according to selected stakeholders and households? A mixed methods research approach was used to answer this question, with stakeholder interviews and survey data from 124 residents in two case studies of selected housing estates in Lagos. The results show that 58% of the households and most of the stakeholders express support for community renewable energy as a viable approach for increasing energy access and greening energy supply. The present study shows that there is a need to raise awareness and support projects for effective and supportive renewable energy policy to encourage local renewable energy community formation. This paper investigates, analyzes, and concludes the status of renewable energy development along with related policy instruments in different renewable energy sources by literature and points out the problems of current policy instruments, and puts forward corresponding countermeasures. Moreover, from the perspective of energy consumption market transformation, the authors carried out an analysis of China's challenges of policy instruments, pointing out that China's renewable energy policy instruments have the potential to take one step further in the areas of the regulatory system, legal system and legal security system. Modern electricity networks may face inertia shortages based on increasing inverter-based renewable energy penetration, along with the (often concurrent) decommissioning of aging synchronous thermal generators. In the South African network, the market share of coal generation is projected to decrease significantly based on the country's energy policy, primarily to be replaced by wind and solar PV. In this paper the inertia adequacy on the future South African network is evaluated, and the viability of converting retired synchronous generators to synchronous condensers is assessed based on sufficiency of inertia support provided and economic viability. It is found that by 2030, the South African network will have insufficient inertia for a significant portion of the year. However, significant improvements in Rate of Change of Frequency and frequency nadir are observed when incorporating inertia from converted synchronous condensers during multiple-contingency trip events. Finally, the conversion of synchronous generators to synchronous condensers is found to be the least-cost solution when compared to the installation of new synchronous condensers or of large-scale battery systems. Climate change is taking place on a global scale and it is substantially affected by human activity, including increasing greenhouse gas emissions. One of the thematic objectives of EU's new financial objective is a more environmentally friendly low-emission Europe that promotes clean and fair energy transformation, green investments, and a circular economy, among others. The Polish economy is mainly based on energy production from conventional sources (fossil fuels). Considering that the demand for electricity in Poland is predicted to increase by as much as 50% until 2040, it is necessary to take action aimed at increasing the share of renewable energy sources. The subject of analysis is the Opolskie Voivodeship (a NUTS 2 type region), the capital of which features the biggest Polish coal power plant. In 2014–2019, it was expanded by two units with 1800 MW in total capacity, thereby indicating that investments in energy obtained from conventional sources are still implemented and to a large extent at that (the expansion has been the biggest infrastructural investment in Poland since 1989). The Opolskie region is characterised by substantial excess in acceptable environmental burden (dust pollution, among others). The aim of the paper is to evaluate the key environmental conditions for the Opolskie region's development in terms of the assumptions of the domestic and EU energy policies. The Opolskie region's developmental challenges in the environmental area were determined on the basis of selected indicator estimations up to 2030. The research hypothesis assumes that the environmental conditions for the Opolskie region's development are unfavourable. The methodological part features an analysis of the cause and effect dependencies in the "environment" area, which enabled an assessment of the Opolskie Voivodeship's current situation as well as an analysis of the dependencies relevant to the region's development. This was followed by an estimation of selected indicators in the "environment" area until 2030, which allowed for an assessment of their probable levels and thereby a specification of the region's development conditions. The estimation was conducted using the data available in public statistics, i.e., Statistics Poland's data. The indicators estimated for 2030 were presented using three forecasting methods: (a) the monotonic trend, (b) the yearly average change rate, and (c) the logarithmic trend. [ABSTRACT FROM AUTHOR]

The Indian renewable energy sector has grown at a compounded annual growth rate of 15.51% in the last five years, where wind growth is about 8%. The Indian government has been adopting changes to create a safe, cheap, and sustainable energy system to fuel vigorous economic growth. The government has made significant efforts in ensuring universal access to energy, giving power to its residents. It is implementing a large-scale deployment of renewable energy, particularly solar and wind. This paper examines the country's wind sector in-depth, including the government policy, financial incentives, and accomplishments. The study goes on to discuss the prospects and problems of the wind sector, as well as solutions to overcome them to reach the estimated target of 140–150 GW by 2030. Wind power growth in the country has weakened in the last few years which may hamper the country's ambitious renewable energy targets. Wind industry is facing several hindrances ranging from discontinuation of incentives, land acquisition, DISCOM's poor health, change in bidding scheme, old wind sites, etc. Certain steps, such as repowering outdated wind farms, giving generation-based incentives, tax concessions, reassessing the country's wind potential, and constructing competitive renewable energy zones could aid in reviving the wind energy sector. Kuwait's policy of achieving 15% renewable energy by 2030, announced in 2012, has been diverted from its original intent. Today, Kuwait's renewable energy goal is to meet 15% of its projected peak load by 2030. To examine the actual outcomes, a comparison is offered between the original policy: annual energy share, the current policy: peak capacity share, and two other policies: installed capacity share and peak load share. The results demonstrate how these policies lead to drastically different outcomes. The total installed renewable energy capacity ranges from 4 GW to 27 GW; the total produced energy from renewables ranges from 8 TWh to 44 TWh; and the flexibility requirements ranges from 1.6 GW to 20 GW per hour. Using panel data of 102 countries from 1990 to 2018, this research investigates the varying effect of renewable energy policies on renewable energy green innovation along with the distribution of green innovation. The panel quantile model with additive fixed effect is adopted in this paper, and the research conclusions are as follows. (1) Green innovation positively correlates with national renewable energy policy. (2) Renewable policy is more effective in countries with stronger green innovation capacity. (3) In five different areas of renewable energy, renewable policy is unable to promote green innovation in the lowest innovative countries. (4) Renewable policy exerts the smallest influence on green innovation of geothermal energy compared to other renewable energies. A successful and just energy transition is subject to policies that adhere to a multi-dimensional approach to renewable energy development. To achieve success in renewable energy development, well-thought-out and efficient policies must be implemented. This paper aims to address a major shortcoming in renewable energy development in terms of understanding and recognising the policy space that promotes or hampers renewable energy growth. The paper examines the relevant literature to identify major themes and factors in renewable energy development. A thematic analysis was conducted using a hybrid inductive and deductive approach and resulted in the identification of 5 major themes namely Institutional, Environmental, Financial, Socio-cultural, Technical and 144 factors. The identified themes and factors will assist to make a policy action decisive, just, and sustainable. Recommendations including comprehensive incentivisation, regulatory support for renewable energy technologies in developing nations, environment impact assessment programs, promotion of financial transparency and opting for a just transition to benefit local and vulnerable communities. To overcome the negative impacts of unsustainable exploitation of forest resources, the Mozambican government has been trying to regulate the supply and demand of biomass, the main source of energy for the majo rity of the population. This paper reviews pol icies implemented in Mozambique aimed at increasing domestic energy production while promoting a sustainable use of biomass. Despite the efforts to reduce the level of biomass energy use, it remains the most attractive to local populations and, therefore, still has great importance in the national energy mix. Thus, rather than looking at woodfuels as an environmental problem, regulations should also recognise the dependence of local communities on these resources. Firewood remains the main energy source in rural areas, and approximately 0.36% of the forest in Mozambique is lost every year. The replacement of firewood and charcoal by other renewable sources of energy is still far from reality. Charcoal production continues to be carried out in traditional low-yield ovens and the levels of forest degradation are still alarming. Energy microfinance is a promising asset for ensuring access to finance and electricity for the poor and women living in rural areas. Targeting vulnerable categories, renewable energy microfinance tools aim to promote sustainability and resilience policies to foster sustainable energy and ecological transitions. This research note explores the role of energy microfinance policies in facilitating virtuous loops for empowering the vulnerable, enhancing entrepreneurship, fighting poverty, and promoting social inclusion and environmental protection - as prescribed by the sustainable development mandate. Examining the microfinance-renewable energy-vulnerable nexus, the paper proposes a conceptual contribution and fungible development policy recommendations, sketching the main drivers of this linkage. To this end, a critical review of existing publications and successful world experiences is proposed. The analysis finds out a relevant potential for energy microfinance, whereby renewable energy expansion can be a strong player in shaping fresh microfinance strategies and prospects, providing ecological, social, economic and governance benefits and new research, policy, and practical agenda.
