A mid-century net zero target creates a challenge for reducing the emissions of emissions-intensive, trade-exposed sectors with high cost mitigation options. These sectors include aluminium, cement, chemicals, iron and steel, lime, pulp and paper and petroleum refining. Available studies agree that decarbonization of these sectors is possible by mid-century if more ambitious policies are implemented soon. Existing carbon pricing policies have had limited impact on the emissions of these sectors because their marginal abatement costs almost always exceed the tax rate or allowance price. But emissions trading systems with free allowance allocations to emissions-intensive, trade-exposed sectors have minimized the adverse economic impacts and associated leakage. Internationally coordinated policies are unlikely, so implementing more ambitious policies creates a risk of leakage. This paper presents policy packages a country can implement to accelerate emission reduction by these sectors with minimal risk of leakage. To comply with international trade law the policy packages differ for producers whose goods compete with imports in the domestic market and producers whose goods are exported. Carbon pricing is a critical component of each package due its ability to minimize the risk of adverse economic impacts on domestic industry, support innovation and generate revenue. The revenue can be used to assist groups adversely impacted by the domestic price and production changes due to carbon pricing and to build public support for the policies.

This data article relates to the paper "Review of the cost-optimal methodology implementation in Member States in compliance with the Energy Performance of Buildings Directive". Datasets linked with this article refer to the analysis of the latest national cost-optimal reports, providing an assessment of the implementation of the cost-optimal methodology, as established by the Energy Performance of Building Directive (EPBD). Based on latest national reports, the data provided a comprehensive update to the cost-optimal methodology implementation throughout Europe, which is currently lacking harmonization. Datasets allow an overall overview of the status of the cost-optimal methodology implementation in Europe with details on the calculations carried out (e.g., multi-stage, dynamic, macroeconomic, and financial perspectives, included energy uses, and full-cost approach). Data relate to the implemented methodology, reference buildings, assessed cost-optimal levels, energy performance, costs, and sensitivity analysis. Data also provide insight into energy consumption, efficiency measures for residential and non-residential buildings, nearly zero energy buildings (NZEBs) levels, and global costs. The reported data can be useful to quantify the cost-optimal levels for different building types, both residential (average cost-optimal level 80 kWh/m2y for new, 130 kWh/m2y for existing buildings) and non-residential buildings (140 kWh/m2y for new, 180 kWh/m2y for existing buildings). Data outline weak and strong points of the methodology, as well as future developments in the light of the methodology revision foreseen in 2026. Assessing the world's collective progress towards the Paris Agreement's long-term goals is a global priority. Local authorities (LAs), in particular, play an important role in a just transition. This paper evaluates the real achievements of local climate action plans developed in Europe from 2008 to 2020 under the Covenant of Mayors initiative. On average, 85.6% of the GHG reduction targets were achieved way before the year 2020; however, our assessment shows different reduction patterns, with several leading LAs exceeding by 2–4 times their targets and 12% of LAs increasing their baseline emissions. This paper weighs the factors which have a determinant impact on these patterns, investigating the key drivers and barriers towards a clean energy transition under a new population-driven approach. While, for large LAs, the climate experience and the engagement of stakeholders is an asset for increasing their achievements, small LAs are much more conditioned by the political mandate and support from regional governments or external actors. The building sector has a central role in achieving the European goals of a zero-emission and fully decarbonized stock by 2050. Among the provisions of the Energy Performance of Buildings Directive (EPBD) recast, the implementation of the cost-optimal methodology marked a novel approach in the establishment of minimum energy performance requirements for new and existing buildings. Member States must develop cost-optimal calculations every 5 years to verify and accordingly update the national requirements in force. This paper analyses the latest national cost-optimal reports, providing an updated assessment of the implementation of the cost-optimal methodology throughout Europe. It quantifies the progress in reaching cost-optimal levels in comparison with the previous assessment. It focuses on the conformity and plausibility of calculations in compliance with the policy framework. Furthermore, it evaluates the gap with national requirements, showing that the gap is higher than 15% only in a few Member States. The results provide a comprehensive review of the European progress towards cost-optimality in both the residential sector (average cost-optimal level 80 kWh/m2y for new, 130 kWh/m2y for existing buildings) and the non-residential sector (140 kWh/m2y for new, 180 kWh/m2y for existing buildings). An overall positive development can be inferred from the analysis of the Member States' progress in the methodology's implementation. The review also gives inputs for the cost-optimal methodology update foreseen for 2026 (e.g., cost-optimality for districts and historical buildings). Climate neutrality is one of the greatest challenges of our century, and a decarbonised energy system is a key step towards this goal. To this end, the electricity system is expected to become more interconnected, digitalised, and flexible by engaging consumers both through microgeneration and through demand side flexibility. A successful use of these flexibility tools depends widely on the evaluation of their effects, hence the definition of methods to assess and evaluate them is essential for their implementation. In order to enable a reliable assessment of the benefits from participating in demand response, it is necessary to define a reference value ("baseline") to allow for a fair comparison. Different methodologies have been investigated, developed, and adopted for estimating the customer baseline load. The article presents a structured overview of methods for the estimating the customer baseline load, based on a review of academic literature, existing standardisation efforts, and lessons from use cases. In particular, the article describes and focuses on the different baseline methods applied in some European H2020 projects, showing the results achieved in terms of measurement accuracy and costs in real test cases. The most suitable methodology choice among the several available depends on many factors. Some of them can be the function of the Demand Response (DR) service in the system, the broader regulatory framework for DR participation in wholesale markets, or the DR providers characteristics, and this list is not exclusive. The Paris Agreement has underlined the role of cities in combating climate change. The Global Covenant of Mayors for Climate & Energy (GCoM) is the largest international initiative dedicated to promoting climate action at a city level, covering globally over 10 000 cities and almost half the population of the European Union (EU) by end of March 2020. The fifth Intergovernmental Panel on Climate Change (IPCC) report notes that there is a lack of comprehensive, consistent datasets of cities' greenhouse gas (GHG) emission inventories. In order to partly address this gap, we present a harmonised, complete and verified dataset of GHG inventories for 6200 cities in European and Southern Mediterranean countries, signatories of the GCoM initiative. To complement the reported emission data, a set of ancillary data that have a direct or indirect potential impact on cities' climate action plans were collected from other datasets, supporting further research on local climate action and monitoring the EU 27 (the 27 member states of the EU) progress on Sustainable Development Goal (SDG) 13 on climate action. Cities representing more than one third of the EU population have already developed their mitigation action plans with the support of the Covenant of Mayors initiative. This study digs into the drivers leading European cities in setting ambitious GHG reduction targets by 2030. A total number of 246 local action plans, accepted in the Covenant of Mayors initiative, were evaluated, and ambitious municipalities (with reduction targets over 50%) were compared against those committing to regular targets (40–50%). Results show that the key factor enabling a higher climate ambition in cities is to develop local mitigation actions in line with the results of the baseline emission inventory, focusing on implementing actions in the most emitting sectors of activity. Furthermore, the study reveals the abilities of specific cities to set highly ambitious mitigation targets: to municipalise energy facilities increasing renewable energy production, and to be able of developing mitigation actions even tackling highly emitting sectors (e.g., transport) that traditionally are not under the competence of local governments.
