Background: More than 20 million children in the United States lack access to primary health care. Practice Learning: Research shows that students with regular access to physical and mental health services have fewer absences, are more social, less likely to participate in risky behaviors, have improved focus and higher test scores. Implication For School Health Policy, Practice, And Equity: School‐based health centers (SBHCs) can be an important, valuable and viable health care delivery option to meet the full‐range of primary health care needs of students where they spend the majority of their wake hours, ie, in school. Children in rural and other underserved communities, as well as those underinsured, non‐insured, economically challenged, underserved, and the most vulnerable among us are especially at risk. Conclusions: This paper discusses the history, value, and importance of SBHCs from myriad perspectives, including physical and emotional wellbeing, academic and social success, and the promotion of a positive transition to adulthood. In addition, the authors' experiences that resulted in building the first SBHC in the Mid‐Hudson Valley Region of New York State are shared. Objectives: In 2019 the United States experienced the largest outbreak of measles in 27 years, 19 years after the United States declared measles eliminated. The purpose of this paper was to present a population study of a measles outbreak within Orthodox Jewish communities in New York that led to the elimination of religious exemption for school mandated vaccines. Methods: Peer reviewed articles, news media, health department, and government resources were used to investigate environmental factors that led to this outbreak. State, county, and city immunization records were accessed to explore measles compliance rates before and after policy change. Results: Rockland County had low compliance rates compared to the rest of the state, and the elimination of religious exemptions raised compliance rate almost to state level. In all but one affected New York City zip codes, compliance following policy change rose to 97.95%–99.15%. Conclusions: Overall, changes in measles compliance rates reflect policy goals, but localized differences imply a need for more customized interventions for each unique community. Public health planning to promote vaccination should be sensitive to the concerns and perceptions of each community in order for health interventions to have a positive effect. Over 50,000 defendants are referred for competency to stand trial evaluations each year in the United States (Psychological evaluations for the courts: A handbook for mental health professionals and lawyers, New York, NY: The Guildford Press; 2018). Approximately 20% of those individuals are found by courts to be incompetent and are referred for "restoration" or remediation (Psychological evaluations for the courts: A handbook for mental health professionals and lawyers, 4th edn. New York, NY: The Guildford Press; 2018; Bull Am Acad Psychiatry Law. 1991;19:63–9). The majority of those incompetent defendants meet criteria for psychotic illnesses (J Am Acad Psychiatry Law. 2007;35:34–43). Forensic mental health professionals frequently have such patients/defendants decline recommended treatment with psychotropic medication. For a significant minority of defendants diagnosed with psychotic disorders, treatment with medication is thought to be necessary to restore their competency to stand trial. Without psychiatric intervention to restore competency, defendants may be held for lengthy and costly hospitalizations while criminal proceedings are suspended. In these situations, clinicians are guided by the Supreme Court decision, Sell v. United States (2003). The Sell opinion describes several clinical issues courts must consider when determining whether a defendant can be treated involuntarily solely for the purpose of restoring his/her competency. This paper offers some guidance to clinicians and evaluators who are faced with making recommendations or decisions about involuntary treatment. Using a question and answer format, the authors discuss data that support a decision to request, or not request, court authorization for involuntary treatment. Specifically, eight questions are posed for forensic evaluators to consider in determining the prognosis or viability of successful treatment and restoration. This paper, based on dissertation fieldwork among Mexican migrant organizations in New York, examines differing modes of mobilization in two Bronx parish-based voluntary associations. Even though the Mexican community in New York is consistently described as “new”, “young” and its migration as “recent”, there are some migrants who arrived decades ago, in the early 1980s, whose children and grandchildren have been born in the United States and whose experiences are quite different than those of newer migrants. Nonetheless, the network of fraternal societies founded on Guadalupan devotion which together comprises the largest and most visible Mexican organization in the city assumes commonalty of experiences, identity, faith and needs, based on the premise, “We are all undocumented”. In this paper I will unpack that “we” using ethnographic data from two Bronx parish Guadalupan committees to examine how a collective we is produced, contested, and complicated through time. What are the implications for the organizational strategies of the city-wide association if some of the most established activists are no longer undocumented? What kinds of tensions exist within a community imagined to be unified but constantly faced with class and ethnic differences? These organizations posit a “citizenship” premised on all human beings sharing the same mother, the Virgin of Guadalupe, and ensuring the dignity and rights of all, irrespective of migratory status or nationality. What does it mean when some involved in the production of this discourse “regularize” their migratory status and are no longer in need of an alternative mode of citizenship? How effective will assertions of Mexican national identity linked to Guadalupan devotion be among second-generation youths who are US citizens and have possibly never seen Mexico? Some complex geographic events are associated with multiple point locations. Such events include, but are not limited to, those describing linkages between and among places. The term multi-location event is used in the paper to refer to these geographical phenomena. Through formalization of the multi-location event problem, this paper situates the analysis of multi-location events within the broad context of point pattern analysis techniques. Two alternative approaches (vector autocorrelation analysis and cluster correspondence analysis) to the spatial dependence of paired-location events (i.e., two-location events) are explored, with a discussion of their appropriateness to general multi-location event problems. The research proposes a framework of cluster correspondence analysis for the detection of local non-stationarities in the spatial process generating multi-location events. A new algorithm for local analysis of cluster correspondence is proposed. It is implemented on a large-scale dataset of vehicle theft and recovery location pairs in Buffalo, New York. This paper examines how certain cultural arguments gain the authority necessary to explain the social problem of domestic violence. I begin by demonstrating the existence of competing explanations for the question of why abusive relationships continue. I find that a certain kind of explanation, multiple victimization arguments that emphasize the numerous ways battered women are victimized, are most common. Through an analysis of social science citations, news papers, and legislative and judicial decisions, I conclude that one multiple victimization argument in particular, Lenore Walker's battered woman syndrome (Walker, 1979, The Battered Woman. New York: Harper & Row; Walker, 1984, The Battered Woman Syndrome. New York: Springer), has become the most recognized explanation for why abusive relationships continue. The syndrome was best able to meet the criteria necessary for gaining cultural authority put forth by Schudson (1989, Theory and Society 18:153–180): retrievability, rhetorical force, resonance, resolution, and institutional retention. In recent years, however, this authority has been threatened as social and cultural conditions have changed, leaving competing understandings of the domestic violence issue to challenge Walker's claims. This paper examines one aspect of child-care arrangements that has been largely ignored by previous research: that most day care is relatively temporary, changing often over the course of a few years. The data come from a four-year longitudinal study of a representative sample of New York City mothers of preschool children. The findings indicate that most mothers change care arrangements frequently. Substitution of group day care and multiple care arrangements for care by relatives was the most common pattern found. Two papers have appeared in the literature recently reporting the use of the Severity of Opiate Dependence Questionnaire (SODQ) with American and British samples of opiate addicts. This paper presents the findings of a third study. The SODQ was completed by a further 126 subjects attending the original New York Clinic and the results largely confirmed our earlier findings: first the four main sections of the SODQ each give a strong first factor and secondly when these are combined a strong overall factor emerges. This paper analyzes an urban space that functions, it is argued, as the commons in the neoliberal city. The space of community gardens in New York City is 'unpacked' according to three Lefebvrian moments of space: the material space, representations of space, and the lived space. Engaging alternative conceptualizations of social relations in the urban space, it complicates and explicates the notion of the commons and its actually existing manifestations. Aims and objectives. To describe and analyse the nurses’ role in responding to the influenza epidemic in New York City in 1918. Background. Today the world is facing the threat of pandemic avian influenza and there is renewed interest in lessons learned from the influenza pandemic of 1918, one of the deadliest disease outbreaks recorded in history. Much of the published history has been written from a medical or military perspective. No comprehensive account of nursing’s role has been written. Design. A social history framework was used. Methods. Traditional historical methods were used for data collection, data immersion, the development of a chronology and themes. Critical analysis of social, political and economic context was also done. Primary sources included the Lillian D. Wald papers at the New York Public Library, newspapers, journal articles and other archival data. Results. In 1918, New York City nurses provided care to thousands of patients. They did so with minimal federal support, relying on local community agencies to establish makeshift hospitals and provide soup kitchens. The Henry Street Visiting Nurses, assisted by numerous social agencies and Red Cross volunteers, visited patients in their homes and provided them with the only treatment there was: nursing care. Conclusions. In 1918, immediate cooperation among a previously established network of nursing and other social organisations and prompt cooperation with the American Red Cross and the United States Public Health Service was essential to New York City’s response to the crisis. Relevance to clinical practice. Should an influenza pandemic occur today, as many as a billion people could fall ill. Shortages of antiviral drugs, the speed with which the pandemic could occur and its widespread effects are such that nursing, public health and medical professionals will need to rely on local personnel and supplies. This paper investigates the translation styles of court interpreters in New York City and the styles' social and pragmatic implications for multilingual interactions in court. Interpreters are found to vary between using first or third person to represent the voice of a translated source speaker, thereby varying between adherence to explicit institutional norms that require first person and accommodation to non-professional interpreting practices that favor the use of reported speech. In a quantitative and qualitative analysis, this variation is shown to be influenced by several pragmatic and social factors, and to index the interpreters' stances towards source speakers and towards the immigrant court users who are the recipients of translations from English. It is argued that translation styles have profound consequences for limited English speakers, as the insistence on institutional norms in translating to them is viewed as a gatekeeping behavior that may impede their full participation in the proceedings. This paper reports on findings from a qualitative study that focused on the quality and adequacy of preparation of youth in congregate care for independent living. This study, conducted in New York, NY, USA, explored the extent to which youth feel prepared to leave care and the opportunities they are given to participate in planning and decision-making regarding issues that personally affect their future. Interviews were conducted with professionals and young adults who had exited foster care after placements in congregate care settings. Both professionals and young adults stated concerns about the quality of independent living preparation. Many young adults stated that they were not ready to live independently and expressed concerns about failure of staff to begin preparing youth sufficiently in advance of their discharge dates. Young adults also reported limited opportunities to participate in the planning and decision-making processes affecting them. Human capital models assume residential mobility is both voluntary and opportunity-driven. Residential mobility of low income households, however, often does not fit these assumptions. Often characterized by short-distance, high frequency movement, poverty-related mobility may only deepen the social and economic instability that precipitated the movement in the first place. Children may be particularly affected because of disrupted social and academic environments. Among community institutions, schools often experience significant student turnover as a consequence. This paper presents a case study of student transiency and residential instability within an impoverished rural New York school district, examining both enrollment change data and residential histories collected from economically disadvantaged parents of mobile students. It finds that poverty-related mobility is frequently not voluntary but the consequence of precipitating social and economic crises at the household level in combination with the inability to obtain adequate and affordable housing. Hence, poverty-related hypermobility may be interpreted as both a consequence and determinant of rural community disadvantage. [ABSTRACT FROM AUTHOR]

The horrific terrorist attacks on the United States on September 11, 2001, left an indelible mark on perceptions of security and threat across the world. This paper uses Schwartz's (1992) value circumplex model to examine value change across matched high school and university student samples in Finland, questioned before and after the World Trade Center (WTC) and associated attacks. In Study 1 ( N=419), security values of adolescents were higher the day following the WTC attacks than before, but fell back toward pre-attack levels in the subsequent two samples. In contrast, levels of stimulation were lower following the terrorist incidents. In Study 2 ( N=222), security levels of students were also higher following the WTC attacks, but again were closer to pre-attack levels in a subsequent cohort. [ABSTRACT FROM AUTHOR]

Ice storms cause periodic disturbance to temperate forests of eastern North America. They are the primary agents of disturbance in some eastern forests. In this paper, a forest gap model is employed to explore consequences of ice storms for the long-term dynamics of Tsuga canadensis -northern hardwoods forests. The gap model LINKAGES was modified to simulate periodic ice storm disturbance in the Adirondack Mountains of New York. To adapt the gap model for this purpose, field data on ice storm disturbance are used to develop a polytomous logistic regression model of tree damage. The logistic regression model was then incorporated into the modified forest gap model, LINKADIR, to determine the type of damage sustained by each simulated tree. The logistic regression model predicts high probabilities of bent boles or severe bole damage (leaning, snapping, or uprooting) in small-diameter trees, and increasing probability of canopy damage as tree size increases. Canopy damage is most likely on gentle slopes; the probability of severe bole damage increases with increasing slope angle. In the LINKADIR simulations, tree damage type determines the probability of mortality; trees with severe bole damage are assigned the highest mortality rate. LINKADIR predicts Tsuga canadensis dominance in mesophytic old-growth forests not disturbed by ice storms. When ice storms are simulated, the model predicts Acer saccharum -dominated forests with higher species richness. These results suggest that ice storms may function as intermediate disturbances that enhance species richness in forested Adirondack landscapes. [ABSTRACT FROM AUTHOR]

New York, Los Angeles, and Miami are primate immigrant centers within the U.S. metropolitan system, attracting new immigrant arrivals as well as serving as focal points for internal migrants. Using the segmented assimilation framework as a foundation, this paper emphasizes the role of geography and migration within the assimilation process. Focusing upon selected origin groups, migrant selectivity and the determinants of migration are evaluated and compared, highlighting the differential role of primate centers. While the New York and Miami metropolitan centers clearly dominate Dominican and Cuban migration systems respectively, the role of primate centers is less clear among other national origin groups. This paper seeks an account of why young teens initiate consensual sexual activity. It does so by constructing statistical models aimed at distinguishing those who report having initiated sexual activity from those who have not in four samples of eighth graders from an Upstate New York county. Theoretical selection of the model variables is guidel by insights from "problem syndrome," control and differential association theories. From our findings we conclude the following: (1) Risk behaviors foreseen by the "problem sysdrome" approach, including having used marijuana and having been drunk, are significant, powerful predictors of early-teen sexual activity: (2) The social setting of consensual sexual activity differs by sex at the eighth grade level. For example, having a boyfriend is a more consistent, powerful predictor variable for girls than is having a girlfriend for boys and there is evidence to support the hypothesis that boys initiate sexual activity in the context of status-seeking while girls are more likely to do so as a way of attaining approval. (3) Our findings do not give clear primacy to parents or peers as an influence on early-teen consensual sexual activity. Both control theory, usually associated with "parental-influence" variables. And differential association theory, usually associated with " Per-influence" variables, receive support. (4) The results of the research spanning a 2-year period of intensive community antiteen-pregnancy efforts by a Zero Adolescent Pregnancy (ZAP) campaign are consistent with the conclusion that such a multifaceted approach might help lower early-teen initiation of sexual activity [ABSTRACT FROM AUTHOR]

Gentrification has changed in ways that are related to larger economic and political restructuring. Among these changes is the return of heavy state intervention in the process. This paper explores heightened state involvement in gentrification by examining the process in three New York City neighbourhoods: Clinton, Long Island City, and DUMBO (Down Under the Manhattan Bridge Overpass). We argue that state intervention has returned for three key reasons. First, continued devolution of federal states has placed even more pressure on local states to actively pursue redevelopment and gentrification as ways of generating tax revenue. Second, the diffusion of gentrification into more remote portions of the urban landscape poses profit risks that are beyond the capacity of individual capitalists to manage. Third, the larger shift towards post–Keynesian governance has unhinged the state from the project of social reproduction and as such, measures to protect the working class are more easily contested. This paper examines the medicine-literature relationship through the general medical journals published in New York and Philadelphia, Pennsylvania between 1901 and 1906. One of the most common ways that literary interest manifested itself in these medical journals is through the presence of poetry and fiction on medical themes. Physicians' literary interests also manifested themselves on the pages of Philadelphia- and New York-based medical journals' book review columns, many of which reviewed poetry, short stories, drama and novels relating in some way to medicine. In addition to book reviews, in these medical journals physicians' interest in literature also manifested itself in criticism and commentary on various literary works that portrayed doctors and their activities. While some contended that doctors who read literature would become better doctors, others claimed that doctors who write literature would not only live better lives but also help to elevate the human spirit. During the early years of the 20th century, the primary exponent of the literarily-inclined physician was William Osler, who lectured throughout the mid-Atlantic states in 1905 and 1906.

This study expands the growing literature in comparative public policy that examines welfare services. By now, it is accepted that a combination of economic, social, and political factors are influential in the delivery of these services by the 50 states. This paper finds that similar factors are also operating at the county level in New York state. Most notably, political factors affect the distribution of welfare benefits--despite federal and state mandates that require distribution to be based solely on need. This raises a number of issues. concerning the nature of political influence and the autonomy of local bureaucracies, which require further exploration.

Using information gathered during fieldwork on New York lesbian and gay film festival organizations, this paper argues that scholarship on identity has not paid sufficient attention to the organizational mediation of collective identity. The shape of collective identity-how internal instabilities and diversities are accommodated, in this case-depends not only on the emergent characteristics of the "collective," but also on the resolution of challenges particular to organizational fields. Two very differently conceived lesbian and gay festival organizations, sites at which decision making about collective identity is ongoing and self-conscious, are examined. The analysis traces how each responds to two related tasks: maintaining community legitimacy, which requires racial diversification, and surviving within an altered institutional environment. Rather than imposition from "above" or construction from "below," the adaptive responses by organizations (to changes in both community expectations and the resource environment) transform the collective identity formulations reaching public visibility. Widespread spontaneous evacuation, the tendency for people to evacuate even when not advised to do so, has been highlighted as one of the likely behavioral responses to a nuclear power plant emergency. Utility company representatives contend that protective action advisories can be structured so as to stifle the magnitude and geographic extent of spontaneous evacuation. Data from a utility-company-sponsored telephone survey of households on Long Island, New York, where the Shoreham Nuclear Power Station is located, are used in this paper to test this proposition. Analyses of responses given to three sets of increasingly serious reactor accident scenarios, with and without information instructing people what protective actions to take, raise serious questions about the ability of emergency notification messages to affect human behavior in a radiological emergency. The results suggest firstly, that even if people are specifically advised not to evacuate, most would be inclined to do so; and secondly, that attempts to stifle the propensity to evacuate among those who are not at risk are likely to increase the propensity to stay behind among those who are at risk and should evacuate. In this specially commissioned BJA series experienced clinicians will be giving their personal and frontline views as to how the practical business of treating people with substance problems is best handled. In 1984, outreach to injecting drug users and their female sexual partners was initiated as part of HIV behavioral research projects, HIV, health, drug treatment and family planning information and services were provided in addition to recruiting subjects to the research program. Such outreach also poses certain problems--especially potential disruption of neighborhood day-to-day life and clashes with police. This paper discusses an outreach program to injecting drug users and their female sexual partners that was initiated in New York City w provide HIV-related information and services. We examine the successes of the program and problems that were involved in conducting outreach to persons who are typically not accessible through formal institutional channels. This note examines the role of academic-industry linkages in the innovation performance of New York State manufacturers of medical devices. Evidence from a pilot survey of 63 specialised producers suggests that innovation rates are higher among firms that exploit university resources. The contribution of the academic sector to industrial innovation is quantified via a series of OLS regressions. These models suggest that geographic proximity to academic resources is less important to the innovation process than the extent of academic-industry interaction (though the two are positively correlated). While the empirical results confirm that close proximity to academic research units is a helpful factor in product development, the data reveal that non-geographic factors play a stronger role overall. Factors of notable significance include in-house R&D effort, investment in academic interaction and the extent of collaborative research with other manufacturing firms. [ABSTRACT FROM AUTHOR]

The first Luigi Provasoli Award was announced at the 40th Anniversary Meeting of the Phycological Society of America held at the University of Rhode Island, Kingston in New York, as of September 1, 1986. The Provasoli Award is offered biennially in recognition of an outstanding research paper in the "Journal of Phycology" and published during the preceding two-year period. Recipients of the 1986 Award were Lynda J. Goff of the University of California, Santa Cruz and Annette W. Coleman of Brown University in Rhode Island, who were honored for their 1985 paper on "The Role of Secondary Pit Connections in Red Algal Parasitism," professor Luigi Provasoli, the first Editor of the journal, was present to make the Award along with Johan A Hellebust, the current Editor.

This article presents information on fifth annual meeting of Society for Neuroscience from November 2, 1975 to November 6, 1975 at New York Hilton Hotel, New York City. The program will include symposia, volunteer papers, guest lectures and demonstration on research in the interdisciplinary areas encompassed by the neuroscience's.

This article presents an announcement related to optometry conference as of January 1997. Biennial conferences on clinical optometry of College of Optometrist in London, England, will be held in New York in March 1998. The conference will provide a comprehensive update on the development, use and restoration of vision with keynote addresses, papers on recent advances in clinical vision science and an integrated programme of continuing professional education. The format and content of the conference will appeal to all sectors of the optometric community especially the general optometric practitioner who wishes to extend his or her level of expertise in the delivery of primary health care.

This article is a note from the new editor of the journal "Sociological Forum," for the first issue processed in the Albany office in New York. The issue is similar to the issues from offices in Ithaca and Stony Brook. Two reasons for this continuity are that the papers in editorial process at Stony Brook were sent to Albany in the editorial office transition and that editors are at the mercy of the authors who submit manuscripts. The plea made to authors by editor Stephen Cole was that if one had a manuscript ready for submission, one should first think of the "Sociological Forum."

Abstract. In this article, we use annual (1980-90) county-level manufacturing plant location data for New York State to examine the effects of the 1977 Clean Air Act Amendments on the location decisions of new pollution-intensive manufacturing plants in the "neo-regulatory" (1980-84) and "mature-regulatory" (1985-90) phases of the Act's implementation. Our results suggest that the temporal effects of regulation vary. Whereas the location decisions of pollution intensive manufacturing firms were unaffected by the Act's regulatory restrictions in the "neo-regulatory" period, the restrictions appear to have had a significant negative impact on the location decisions of these types of firms in the Act's "mature-regulatory" phase. The diversion of new pollution intensive plants to counties with less stringent environmental regulations suggests that current US environmental regulations may be leading to a "browning process" whereby counties historically free of pollution become havens for polluters.
