In the light of the outcome of the 23rd June 2016 UK referendum to leave the European Union and the May government’s consequent approach to Brexit, this paper explores the likely changes that these will bring to a key EU-UK relationship, the competition policy relationship. It is suggested that changes are likely not only in public enforcement and private actions but also in the need for a new competition cooperation architecture between the EU and the UK. In order to appreciate how the competition relationship is likely to change after Brexit, an understanding of the current architecture in respect of the said areas is necessary and thus outlined early in the paper. Thereafter, it is argued that, post the implementation period, as the UK will no longer come under the direct jurisdiction of the European Court of Justice or indeed be a member of the Single European Market, a considerable loosening or separation of the strands that shape the current EU-UK competition relationship will occur. This unwinding of the currently intertwined EU and UK competition regimes will affect both public enforcement and private actions, thereby opening up the possibility of further regulatory divergence, unless consciously checked. Moreover, as the separation will see the Commission’s jurisdictional remit no longer include the UK, the domain will become the sole regulatory concern of UK institutions, particularly the Competition and Markets Authority. This will lead to dual regulatory capture, often of significant and complex antitrust and merger cases, given the overlapping nature of EU and UK markets. Clearly, this necessitates the UK regulator having the appropriate staffing to vet such cases, as it moves from essentially a regional player to one on a par with the Commission and regulators in the USA and China. In fact, the dual capture of such cases reinforces the importance of effective cooperation between the EU and UK regulators. However, given that the current competition cooperation relationship will end at the conclusion of the implementation period, the paper articulates a likely new EU-UK competition cooperation architecture, reflecting the fact that the UK would be outside the EU, but still enabling close, effective cooperation. Of course, and echoing the EU, it is also in the UK’s interest to agree similar competition cooperation bilaterals with key non-EU regulators. Yet, because this will take time, and because cooperation can indeed fail, the UK, like the EU, must ensure its competition instruments have the necessary extra-territorial reach. The need for information about new and existing drugs used in children was recognized in the European Union (EU) with the implementation of the Paediatric Regulation in 2007. In 2017, the 10-year review of the Paediatric Regulation identified barriers to the conduct of clinical trials, including delays in setting up and completing paediatric trials. Across Europe, the difficulties with clinical research are compounded by variation within countries and between countries. Ethics and regulatory review have national specificities. This paper describes the Collaborative Network for European Clinical Trials for Children (conect4children, c4c), which addresses selected difficulties in the design and conduct of paediatric clinical trials. c4c is a time-limited public–private consortium funded by the Innovative Medicines Initiative (IMI2). The elements of c4c are as follows: expert advice providing input on study design and/or paediatric development programmes (including patient involvement activities); a network of sites following harmonised procedures coordinated by National Hubs and a single point of contact for Europe; a facility for education and training for sites and trial teams; and support for managing data used by the network and a common paediatric data dictionary. c4c does not sponsor trials. c4c is taking a phased approach with careful piloting through industry and non-industry studies intended to demonstrate the viability of the network (proof-of-viability studies). c4c uses a co-design approach involving industry and academics within a clearly defined scope. Purpose: A fully electrified transport chain offers considerable potential for CO2 savings. In this paper, we examine the conditions necessary to introduce a fully electrified, large-scale, high-speed rail freight transport system in Europe in addition to high-speed passenger trains, aiming to shift goods transport from road to rail. We compare a novel high-speed rail freight concept with road-based lorry transport for low-density high value goods to estimate the potential for a modal shift from road to rail in 2030. Methods: To characterize the impacts of different framework conditions, a simulation tool was designed as a discrete choice model, based on random utility theory, with integrated performance calculation assessing the full multimodal transport chain regarding costs, emissions and time. It was applied to a European reference scenario based on forecast data for freight traffic in 2030. Results: We show that high-speed rail freight is about 70% more expensive than the conventional lorry but emits 80% less CO2 emissions for the baseline parameter setting. The expected mode share largely depends on the cargo's value of time, while the implementation of a CO2-tax of 100 EUR/tCO2eq has an insignificant impact. The costs of handling goods and the infrastructure charges are highly influential variables. Conclusion: High-speed rail track access charges are a suitable political instrument to create a level playing field between the transport modes and internalize external costs of freight transport. With the given access charge structure, a reduction of the maximum operating speed to 160 km/h has a positive impact on the expected mode share of rail transport while it still reacts positively to a wide range of the cargo's time sensitivity (compared to a maximum operating speed of 350 km/h). The flexibility of rail freight's operating speed is important for an effective implementation. Further research should concentrate on time- and cost-efficient transhipment terminals as they have a significant impact on transport performance. [ABSTRACT FROM AUTHOR]

This study examines the relationship between attitudes toward migrants and social integration. Specifically, we consider two types of migration flow: migration flow from EU countries and migration flow from non-EU countries. The aims of this paper are twofold: (1) we want to understand whether an inclusive attitude towards migrants can contribute to their efforts to integrate with the receiving society (2) we want to understand whether the potential impact is the same across different migrant groups (EU vs. non-EU). Using data from 33 mainly European countries over the period 2003–2016 and controlling for common integration determinants such as inflation, foreign direct investment and educational attainment, our results indicate that there is a significant positive relationship between inclusive and good attitude toward migrants and social integration. We also in the robustness sections, identify that the size of this impact differs across different subcomponents of attitudes and integration, these results are robust to alternative estimation techniques that take cares of endogeneity (System GMM, 2SLS, and Lewbel 2SLS). Benchmarking the analysis of countries' performance in terms of sustainable development helps to understand the success factors of countries that over perform and to target priority issues of others with lower performance. However, assessing sustainable development comes with methodological challenges, including indicator standardization, aggregation and weighting. Our study significantly contributes to the measure of sustainable development by providing a new approach based on an extended Hellwig method. After describing the main limitations of existing methodologies, this paper's aim is twofold. First, we show that the proposed analytical framework allows for comparing the sustainable performance of EU countries on the national level. The extended Hellwig method takes into consideration EU targets and/or national targets in building patterns of development. Second, this framework is tested as a part of the evaluation of the implementation of the Europe 2020 strategy in the education area. The results obtained using the extended Hellwig method were compared with those obtained by means of the Education Index, TOPSIS and Ward technique. In 2013, the new European Basic Safety Standards Directive 2013/59/Euratom (BSS Directive), which defines the new legal framework for the use of ionising radiation in medical imaging and radiotherapy, was published. In 2014, the ESR EuroSafe Imaging Initiative was founded with a goal in mind "to support and strengthen medical radiation protection across Europe following a holistic, inclusive approach". To support radiology departments in developing a programme of clinical audit, the ESR developed a Guide to Clinical Audit and an accompanying audit tool in 2017, with an expanded second edition released in 2019 and published under the name of Esperanto – ESR Guide to Clinical Audit in Radiology and the ESR Clinical Audit Tool, 2019. Audits represent specific aspects at a certain point in time, usually with retrospective evaluation of data. Key performance indicators (KPIs), on the other hand, are intended to enable continuous monitoring of relevant parameters, for example to provide warnings or a dashboard. KPIs, which can, for example, be recorded automatically and visualised in dashboards, are suitable for this purpose. The school-based mental health promotion and suicide prevention universal program Youth Aware of Mental Health (YAM) significantly reduces incident suicide attempts and severe suicidal ideation. This paper aims at elucidating psychological mechanisms underlying YAM's efficacy. Our hypothesis is that YAM operates through interactions with coping strategies (CS) on the reduction of suicidal ideation (SI). In the Saving and Empowering Young Lives in Europe (SEYLE) study, five coping strategies were assessed at baseline (T0) and 12-month follow-up (T12): "learning", "help-seeking", "arts", "sports" and "fight". We analyzed interactions between the YAM intervention, coping strategies and SI in the YAM group (N = 1693) and the minimal intervention group (N = 1909), after excluding prevalent cases with SI and previous suicide attempts from our total sample (N = 5654). General Linear Mixed Model regressions were performed. The present study confirms that coping strategies play an influential role on suicidal ideation. Our results showed that YAM acts whatever the prevailing coping strategies used. It is particularly efficient for pupils insufficiently using adaptive coping strategies such as LEARN and HELP-SEEKING or using maladaptive coping strategies, such as ARTS and FIGHT. This paper explores the stylistic variability of fifth- and sixth-century brooches in Europe using network visualisations, suggesting an alternative means of study, which for more than a century has been dominated by typology. It is suggested that network methods and related theories offer alternative conceptual models that encourage original ways of exploring material that has otherwise become canonical. Foremost is the proposal that objects of personal adornment like brooches were a means of competitive display through which individuals mediated social relationships within and beyond their immediate communities, and in so doing formed surprisingly far-flung networks. The potential sizes of these networks varied according to their location in Europe, with particularly large distances of up to 1000 km achieved in Scandinavia and continental Europe. In addition, an overall tendency toward the serial reproduction of particular forms in the mid-sixth century has broader consequences for how we understand the changing nature of social networks in post-Roman Europe. Tax and benefit systems play an important role in determining work incentives at both the extensive and the intensive margin of labour supply. The aim of this paper is to provide a comprehensive comparative analysis of work incentives in Europe. Our analysis makes use of microsimulation techniques and representative household surveys from all 27 EU countries and the UK to compare the distribution of short- and long-term participation tax rates and marginal effective tax rates across population subgroups. We focus on people currently in work and characterise the population facing low work incentives in each country. Our results highlight the large variation in the distribution of work incentives across European countries, explained not only by differences in the design of tax-benefit systems, but also by the characteristics of the labour force across countries. Unemployment insurance benefits contribute substantially to short-term participation tax rates and explain on average a 20 percentage point difference between work incentives of short- versus long-term unemployment. Our analysis further highlights the need to use microdata to study differences across countries in terms of the population subgroups facing low incentives to work with the aim to inform the policy debate on potential reforms to make work pay. Lake Balaton, the largest lake in Central Europe, underwent severe eutrophication from the 1960s to the 1990s, due to phosphorus loadings from external anthropogenic sources. The subsequent and complex eutrophication control and lake restoration program resulted in a significant decrease in the external phosphorus loading to the lake. Consequently, Lake Balaton has been returning to its former meso-eutrophic character. In this paper, we explore the long-term dynamics of chlorophyll a (Chl a) concentration, a proxy for phytoplankton biomass, and zooplankton biomass in Lake Balaton during its re-oligotrophication period from 2001 to 2017, and attempt to draw some conclusions on the subsequent changes in the fish stock. We found a proportional decrease in zooplankton and phytoplankton biomasses at moderate phytoplankton levels. However, below a certain phytoplankton concentration (< 10 μg l−1 Chl a), the decrease in phytoplankton biomass was not coupled with a further decline in zooplankton biomass because the fraction of small phytoplankton, edible for zooplankton, showed a much smaller decrease in biomass compared with large non-edible phytoplankton. Thus, improvements in water quality (i.e., reduced nutrient loading), partly via concomitant changes in the phytoplankton size distribution, did not cause a large difference in the fish stock in this shallow lake. The Transatlantic Trade and Investment Partnership (TTIP) was intended to create jobs and boost the economies on both sides of the Atlantic. However, constituency support was difficult to garnish, and negotiations were frozen in late 2016, leaving their conclusion in doubt. What led to this stage? Why has an agreement been elusive? Using an array of indicators this paper argues that a major reason was the extensive and professionally structured public mobilisation campaign conducted by European civil society organisations. This shifted public opinion across Europe, which in turn impacted policy. Our research contributes to the literatures on trade, lobbying, and transatlantic relations, with relevance beyond TTIP. The paper discusses how generalised and diffused interests and public opinion are impacting an area of public policy (trade) traditionally influenced predominantly by lobbying from narrowly focused interests. In various fields of research self-perceived health has been defined and analysed as a significant measure of the health-related quality of life, and also as a predictor of health status. This paper examines the determinants of self-perceived health in the EU-27 area in order to find whether a common set of governmental policies could improve the self-perceived health and whether this positive effect would remain positive and significant on other measures of the quality of life as well as across the quintiles of income distribution. A number of panel regression models using the first-difference GMM estimator are applied to comparatively examine self-perceived health together with other measures of health status and quality of life, based on Eurostat data from 2003 to 2012. The paper presents the residential sector building typology, thermal energy balance, and scenarios prepared at several levels of sector segmentation to assist the design of low-carbon development policies for Albania, Serbia, and Montenegro. The research is breakthrough for developing Europe and could be replicated in its countries. The paper describes methodological steps and selected results. First, representative building types were identified; their energy performances by end-use, retrofit packages, as well as associated costs were assessed. Second, this information was inserted into a bottom-up simulation model prepared in the Long-range Energy Alternatives Planning System (LEAP) software. Using it, sector energy balances, the reference scenario, as well as moderate and advanced low-carbon high-thermal-comfort scenarios were prepared. The low-carbon scenarios assumed ambitious regulatory and financial policies. It was found that due to fuel poverty partial and intermittent heating is a typical situation; therefore, the thermal demand as predicted by the models applied to the different segments of the dwelling stock is much higher than its actual consumption. Also, actual consumption by energy source was found not fitting official energy balances because households use more wood and more heating systems than officially reported. In 2030, the moderate and ambitious scenarios lead to a reduction of CO2 emissions by 23-73% and 16-73% respectively versus the reference, offering however at the same time higher thermal comfort. The priority is to retrofit small buildings constructed after 1991 in Albania and those built in 1971-1990 in Montenegro and Serbia. Assuming the discount rate of 4% and counting saved energy costs as benefits, almost all scenarios are cost-effective as a whole on the country level, however not for many building categories. Access to information resources has become a modern necessity that needs to be met to share equitably the wealth of the European society. The sustainable management of aquatic ecosystems requires better coordination between policies span-ning freshwater, coastal and marine environments. Ecosystem-based management (EBM) has been promoted as a holistic and integrative approach for the safekeeping and protection of aquatic biodiversity. The paper assesses the degree to which key European environmental policies for the aquatic environment, namely the Birds and Habitats Directives, Water Framework Directive and Marine Strategy Framework Directive, individually support EBM and can work synergistically to implement EBM. This assessment is based on a review of legal texts, EU guidance and implementation documents. The paper concludes that EBM can be made operational by implementing these key environmental directives. The EU Bank Recovery and Resolution Directive (BRRD) shifts the focus from reacting in the face of a crisis, to planning and preparing to avoid uncoordinated, ad hoc measures and aims to ensure banks resolvability; it strengthens and harmonizes early intervention measures and gives supervisors new tools and powers for managing failing banks while continuing part of their business, i.e. critical functions. The BRRD was conceived out of a need to reduce public funds being used to bail out banks considered 'too big to fail' and strengthen cooperation and coordination between Member States. The first part of this paper sets out how key resolution decisions, including during recovery and resolution planning, are taken for cross-border banking groups within the EU, and within the Single Resolution Mechanism (SRM) of the euro area. It also considers the impact of the BRRD on cooperation with third countries (small host countries). The second part of the paper offers a legal analysis of why no autonomous centralized decision-making powers were delegated to the Single Resolution Board (SRB). It considers whether legal judgements made in 1956 and enshrined as the ' Meroni doctrine' actually prohibit delegation of fully autonomous resolution powers to the SRB and more broadly prevent the creation of a centralized resolution agency for the whole EU. An increase in the area under soybean and other legume crops in Europe is one of the assumptions of the European Soya Declaration. A study was undertaken to evaluate the influence of cropping system and tillage system on yield, some quality characteristics of soybean seeds and economic evaluation. Therefore, this paper is of interdisciplinary nature. On average over a four-year study period, the soybean seed yield was significantly higher in monoculture compared to the yield obtained in crop rotation. A decreasing trend in yield of monocultured soybean was only observed in the 4th year of the experiment. Seeds grown in monoculture were characterized by a significantly higher percentage protein content and a lower fat content compared to obtained in crop rotation. Plough tillage affected more beneficially soybean yield. Under no-tillage conditions, soybean seeds were shown to have a higher percentage protein content and a lower fat content. The average income per ha of soybean grown under plough tillage system was higher by EUR 64.6 than that under no-tillage. In comparing production profitability depending on the cropping system, it can be noted that it was more beneficial to grow soybean in monoculture. In monoculture, both plough tillage and no-tillage generated a higher income per ha than in the case of soybean grown in crop rotation. [ABSTRACT FROM AUTHOR]

This special brings together innovative and multidisciplinary research (sociology, economics, and social work) using data from across Europe and the US to examine the potential flexible working has on the gender division of labour and workers' work–life balance. Despite numerous studies on the gendered outcomes of flexible working, it is limited in that the majority is based on qualitative studies based in the US. The papers of this special issue overcome some of the limitations by examining the importance of context, namely, family, organisational and country context, examining the intersection between gender and class, and finally examining the outcomes for different types of flexible working arrangements. The introduction to this special issue provides a review of the existing literature on the gendered outcomes of flexible working on work life balance and other work and family outcomes, before presenting the key findings of the articles of this special issue. The results of the studies show that gender matters in understanding the outcomes of flexible working, but also it matters differently in different contexts. Purpose: Coronavirus disease-19 (COVID-19) pandemic is challenging the availability of hospital resources worldwide. The Young Group of the Italian Association of Nuclear Medicine (AIMN) developed the first international survey to evaluate the impact of COVID-19 in nuclear medicine (NM). The aim of this study was to perform a preliminary report of the ongoing survey. Methods: A questionnaire of thirty questions was prepared for all NM professionals addressing three main issues: (1) new scheduling praxes for NM diagnostic and therapeutic procedures, (2) assistance of patients with diagnosed or suspected COVID-19, and (3) prevention of COVID-19 spreading in the departments. An invitation to the survey was sent to the corresponding authors of NM scientific papers indexed in SCOPUS in 2019. Personal data were analysed per individual responder. Organisation data were evaluated per single department. Results: Two-hundred and ninety-six individual responders from 220 departments were evaluated. Most of the responders were from Europe (199/296, 67%). Approximately, all departments already changed their scheduling praxes due to the pandemic (213/220, 97%). In most departments, scheduled diagnostic and therapeutic procedures were allowed but quantitatively reduced (112/220, 51%). A significant reduction of diagnostic and therapeutic procedures (more than 20%) affected 198/220 (90%) and 158/220 (72%) departments, respectively. Incidental COVID-19 signs in NM exams occurred in 106/220 departments (48%). Few departments were closed or shifted to assist patients with COVID-19 (36/220, 16%). Most of the responders thought that pandemic would not permanently change the work of NM departments in the future (189/296, 64%). Conclusions: According to this preliminary report of the first international survey, COVID-19 heavily impacted NM departments and professionals. Although black (Rattus rattus) and brown (Rattus norvegicus) rats are among the most widespread synanthropic wild rodents, there is a surprising scarcity of knowledge about their ecology in the urban ecosystem. In particular, relatively few studies have investigated their helminth species diversity in such habitat. We followed the PRISMA (Preferred Reporting Items for Systematic Reviews and Meta-Analysis) guideline to synthesize the existing published literature regarding the helminth fauna of urban rats in developed countries (North America, Europe, Australia, New Zealand and Japan). We aimed at describing the species diversity and richness of urban rat helminths, the species prevalence and associations, the methods of investigation, the pathological changes observed in the hosts, the risk factors of infection and the public health significance of rat-borne helminthiases. Twenty-three scientific papers published between 1946 and 2019 were reviewed, half of them were conducted in Europe. Twenty-five helminth species and eight genera were described from the liver, digestive tract, lungs and muscles of urban rats. The most commonly reported parasite was Calodium hepaticum. Prevalence and risk factors of helminth infection in urban rats varied greatly between studies. Observed pathological findings in the rat host were generally minor, except for C. hepaticum. Several rat helminths can parasitize humans and are therefore of public health significance. The lack of references to identification keys and the rare use of molecular tools for species confirmation represent the main limitation of these studies. Tropospheric humidity inversions are an important component of the Earth's climate system as well as a significant factor affecting the global radiation budget and cloud formation. Their occurrence enlarges the amount of downward longwave radiation trapped near the Earth's surface and provides moisture to maintain the top of clouds from evaporation. The aim of this paper is to examine the spatiotemporal variability of the humidity inversions over Europe. For the first time, we provide also a comprehensive analysis of relations between the humidity inversions and temperature inversions over the domain considered. The study is based on data derived from the ERA-Interim reanalysis for the period 1981–2015. We have confirmed that the temporal and spatial variability of the humidity inversions is strongly related to inversion type. The mean seasonal frequency of surface-based humidity inversions (SBHI) usually does not exceed 20%, while the mean seasonal frequency of elevated humidity inversions (EHI) ranges from 5 to 60% depending on the region and season. On average, EHI are substantially deeper and stronger than SBHI. We found also that the low-tropospheric humidity inversions often occur simultaneously with the temperature inversions. Moderate positive correlations exist, however, only among the parameters (depth and strength) of the same inversion type, but not between the humidity inversions and the temperature inversions. Considering the links between EHI and ETI (elevated temperature inversions) parameters, slightly higher values of the Spearman's rank correlation coefficient (ρs > 0.50) are found between EHI base height and ETI base height. This paper projects European households' stock of dishwashers and explores possible measures to accelerate adoption of more energy-efficient products. Europe is experiencing an increase in the sales of household dishwashers and this trend is expected to become more relevant in the coming years. The consequent rise in energy consumption and greenhouse gas (GHG) emissions can be reduced if consumers are motivated by environmental awareness and options on the market to buy more choice of energy-efficient household dishwashers. In 2010, Europe introduced Ecodesign and Energy Label requirements aiming at regulating this sector and now the time has come for their revision. Additionally, the newly released Energy Label Framework Regulation ((EU) 2017/1369) mandates a rescaling of the current level to return to an A to G scale. The stock of dishwashers is projected using the data for EU-28 and estimated savings in households' electricity and water consumption, GHG emissions and consumer expenditure have been calculated for four different scenarios. Using a stock model, this study shows the effectiveness of revising both the Ecodesign and Energy Label Regulations for dishwashers and proposes several options within the newly released Energy Label Framework Regulation ((EU) 2017/1369). At the EU-28 level, estimated savings in households' electricity consumption of 2.0 TWh/year (corresponding to a reduction of 0.67 Mt CO2eq) and 15 million m3 of water per year in 2030 could be expected if the Ecodesign and Energy Label Regulations for household dishwashers are revised and implemented accordingly. Network programming and virtualization are technological trends being incrementally introduced in operational networks. This creates an environment where new innovations can be incorporated, facilitating also the evolution of the way in which existing services are delivered. These changes, however, are not only motivated by technical reasons. External factors, such as regulation, can trigger the evolution of existing services. Roaming services are an example of this two-sided situation. From the technical perspective, roaming users typically experiment worst performance than local users on the same network, since their traffic is usually routed through the home network. Besides that, due to recent regulation changes introduced in Europe for roaming services, known as Roam Like at Home (RLAH), roaming is charged at domestic prices. Both aspects are severely challenging the current mode of operation of roaming services as delivered nowadays by mobile operators. Recently, many roof fires have occured in Europe due to the presence of a chimney. Since also certified chimneys were involved in the fires, chimneys producers have attempted to propose some solutions. However, these latter may sometimes not be effective, especially if the chimney operating conditions are more severe than those in the chimney certification procedure. Consequently, given the relevance of the problem, the scientific community was asked to identify the causes of the fires, and many studies presented in the literature have shown some points to be taken into account when designing and testing a chimney. Since heat transfer at chimney-roof penetration depends on many variables, recently, it was proposed to limit the temperature at this point by means of a device. The device should limit the temperature in very thick and insulated roofs, and in any chimney operating condition, that is, in normal chimney operating conditions and during soot fire events. Such a device is called CEIL and its features were identified in a numerical study presented in the literature. Differently from the device in the market, the CEIL device is made of conductive elements and insulating materials. The function of the insulating layer is the limitation of the heat flux from the chimney to the roof, whereas the function of the conductive elements is the facilitation of the heat transfer from the device to the surrounding. In other words, the conductive elements act like fins that dissipate heat to the ambient. Given that no experimental test was performed, this paper presents the results of an experimental campaign performed to assess the efficacy of the CEIL device and to investigate aspects not taken into account in the preliminary numerical investigation. The experimental campaign has taken into account the most critical chimney operating conditions identified in the literature and it has consisted into three phases. Firstly, it has been investigated whether a device of fixed dimension can effectively be installed in any roof. In the second phase it has been investigated whether a conductive element installed in the clearance can actually limit the roof temperature in very critical operating conditions represented by high exhaust gas temperature in the chimney and small air infiltration in the materials at the chimney-roof penetration. Finally, the effectiveness of a device 200 mm thick in height and 100 mm thick in width has been assessed in different operating conditions. Results show that the coupling of an appropriate number of conductive elements and insulating layers can limit the roof temperature effectively. For example, the presence of a conductive element reduces the roof temperature from 140°C to 70 ∘ C with a device 5 cm thick when the exhaust gas temperature is 500 ∘ C . A device made of an insulating layer 100 mm width and two conductive elements keeps the roof temperature at 61 ∘ C when the exhaust gas temperature is maintained at 650 ∘ C until the achievement of the steady condition and it is risen at 970 ∘ C for 30 min. The economic crisis has undoubtedly impacted welfare states through the austerity policies prioritised to purportedly lead economies back to a growth path. In this paper, we assess the effects of the crisis in those welfare states, focusing on income benefits and analysing cases of welfare state change before the crisis via gross replacement rates available through the OECD tax/benefits database. We begin with a literature review on impacts of the crisis on welfare states, then focus on our hypothesis that retrenchment trends were already in motion before the crisis. From our point of view, this is relevant to understanding the evolution of welfare states since 2001, particularly those effects attributable to the crisis (versus those that are not); this may also be of help in the prediction of future trends. Objective: To provide guidance and recommendations for the planning or renovation of intensive care units (ICUs) with respect to the specific characteristics relevant to organizational and structural aspects of intensive care medicine. Methodology: The Working Group on Quality Improvement (WGQI) of the European Society of Intensive Care Medicine (ESICM) identified the basic requirements for ICUs by a comprehensive literature search and an iterative process with several rounds of consensus finding with the participation of 47 intensive care physicians from 23 countries. The starting point of this process was an ESICM recommendation published in 1997 with the need for an updated version. Results: The document consists of operational guidelines and design recommendations for ICUs. In the first part it covers the definition and objectives of an ICU, functional criteria, activity criteria, and the management of equipment. The second part deals with recommendations with respect to the planning process, floorplan and connections, accommodation, fire safety, central services, and the necessary communication systems. In this paper, we analyse the main determinants of the propensity to NEET status in a selection of European countries. The NEET rate is the share of young people, aged between 19 and 30 years, not in Employment, Education or Training. In treating the 19–24 and 25–30 cohorts separately, our hypothesis is that for the younger cohort NEET status is mainly influenced by the school-to-work transition while for the older cohort this status is primarily due to labour market functioning and institutional factors. We apply different specifications of multilevel models with binary outcomes accounting for both personal and macro-economic factors which afford advantages over simple logit models. Estimates refer to 2007 and 2016 in order to verify how the economic crisis changed NEET status. The results confirm our hypothesis, highlighting the crucial role on the NEET propensity of the school-to-work transition in the first approach to the labour market, but also the strong influence of long-term unemployment, confirming the structural nature of the NEET phenomenon especially in countries where NEET levels remain high even during times of economic recovery. Recently, much attention has been devoted to better understand the internal modes of variability of the climate system. This is particularly important in mid-latitude regions like the North-Atlantic, which is characterized by a large natural variability and is intrinsically difficult to predict. A suitable framework for studying the modes of variability of the atmospheric circulation is to look for recurrent patterns, commonly referred to as Weather Regimes. Each regime is characterized by a specific large-scale atmospheric circulation pattern, thus influencing regional weather and extremes over Europe. The focus of the present paper is the study of the Euro-Atlantic wintertime Weather Regimes in the climate models participating to the PRIMAVERA project. We analyse here the set of coupled historical simulations (hist-1950), which have been performed both at standard and increased resolution, following the HighresMIP protocol. The models' performance in reproducing the observed Weather Regimes is assessed in terms of different metrics, focussing on systematic biases and on the impact of resolution. We also analyse the connection of the Weather Regimes with the Jet Stream latitude and blocking frequency over the North-Atlantic sector. We find that—for most models—the regime patterns are better represented in the higher resolution version, for all regimes but the NAO-. On the other side, no clear impact of resolution is seen on the regime frequency of occurrence and persistence. Also, for most models, the regimes tend to be more tightly clustered in the increased resolution simulations, more closely resembling the observed ones. However, the horizontal resolution is not the only factor determining the model performance, and we find some evidence that biases in the SSTs and mean geopotential field might also play a role. While the relation between inequality and levels of political trust has been intensely investigated, there is no consensus yet on the mechanism behind this relation. In this paper, we use multilevel models to analyse the diverging impact of economic inequality on political trust for different social groups within European countries. We observe that changes in inequality are associated with lower levels of political trust across all social strata, as operationalised through income level, education and employment status. In more unequal societies, differences in political trust between social strata are also smaller. In equal countries, on the other hand, well-off citizens are clearly more trusting than their less well-off counterparts. Altogether, the study contributes to discussions about the determinants of political support and how citizens are connected to their political system in an era of rising inequality, by suggesting the presence of a social justice frame. Precision agricultural technologies (PA) such as global positioning system tools have been commercially available since the early 1990s and they are widely thought to have environmental and economic benefit; however, adoption studies show uneven adoption among farmers in the U.S. and Europe. This study aims to tackle a lingering puzzle regarding why some farmers adopt precision agriculture as an approach to food production and why others do not. The specific objective of this study is to examine the social and biophysical determinants of farmers' adoption of PA. This paper fills a research gap by including measurements of farmer identity—specifically their own conceptions of their role in the food system—as well as their perceptions of biophysical risks as these relate to the adoption of PA among a large sample of Midwestern U.S. farmers. The study has identified that farmer identity and perceptions of environmental risk do indeed influence PA adoption and that these considerations ought to be incorporated into further studies of PA adoption in other jurisdictions. The findings also appear to highlight the social force of policy and industry efforts to frame PA as not only good for productivity and efficiency but also as an ecologically beneficial technology. Taking the individual data from the European Social Survey of 2004 and 2010, the authors of this paper investigate how employment type (permanent, temporary or informal employment) affects subjective well-being in respect to employment protection legislation across European countries. Our study outcomes are in line with previous research disclosing the negative impact of being temporally or informally employed on subjective well-being. The additional contribution of this study is the rigorous analysis of how employment protection legislation (EPL) moderates this effect by applying the multilevel modeling approach for 27 countries. In countries with strict EPL temporary and informal workers are significantly less satisfied with their lives than permanent employees. Purpose: Over the last few years, the share of public spending for orphan drugs (ODs) has increased in several western countries, raising concern on the exemptions granted to this sector with respect to the implementation of health technology assessment (HTA) principles. The aim of this paper is to shed light on both the HTA criteria adopted and the international agreements implemented in the OD regulation, given the new challenges imposed on western countries by a growing number of therapies for rare diseases. Methods: We carried out a literature review to analyse the development of the international debate on the adaptability of HTA criteria for the OD assessment and regulation. The time span lies between January 1990 and May 2018, and the policies considered relate to both market authorization and reimbursement decisions within western countries. We focus specifically on HTA criteria in some of the dimensions included in the Core Model of the European net for HTA (EUnetHTA). Results: OD high prices, the absence of clarity on the possible high revenues realized by the distribution of a new OD outside the national borders, the risk that – once marketed – a new OD can be used to treat common diseases, are all issues that raise concern on OD regulation and have to be carefully monitored by policymakers in the next future. Conclusions: Across western countries, the preferential track granted to ODs in the implementation of HTA principles is not homogeneous, but fragmented and differentiated. The need for common rules at an international level is underlined, with a view to assessing the sustainability of a sector which, due to this regulatory void, can lend itself to producers' strategic and opportunistic behaviours. During the later Bronze Age in Europe (c. 1500–800 BC), the archaeological visibility of the production and consumption of bronze increases substantially. Yet there remains a significant imbalance between the vast number of finished artefacts that survive and the evidence for where, how, and by whom they were produced. At the centre of these questions is the metal smith, who has been variously regarded in scholarship as nomadic, a reviled outsider, elite in status, a mediator of wealth, a shaman or a proto-scientist. In most cases, however, the social role of the smith is seen as central to the functioning of Bronze Age societies This paper provides a new cross-regional study that evaluates current theoretical paradigms in the light of empirical evidence. It does this through contextual analyses of metalworking traces, focussing on case studies primarily from Atlantic, Nordic, Urnfield and Balkan regions of Europe. Our work breaks down the production cycle into various practical steps, and the material evidence for each step is evaluated. This enables similarities and differences on the broader European scale to be identified and discussed. Through this, our aim is to better characterise the modes of participation in smithing and the identities of those involved, and consequently to improve our understanding of the material patterns related to smithing activities that occur archaeologically. These patterns range from discard or deposition at settlements, the construction of identity in mortuary practice, technological choices in alloy design and treatment, and the quality of finished metalwork objects. Concerning the question of the single smith, it is argued that the material evidence in many regions indicates that metalworking was more broadly embedded in society; this might be through cross-craft interaction, the location of metalworking activities, and the reuse of casting debris and moulds. We argue that crafting metal was a commonplace and socially visible activity, which was in many regions a venue for enhancing social integration and stability. [ABSTRACT FROM AUTHOR]

This article contributes to the understanding of how different actors in the academic field perceive the challenges that Brexit poses for European higher education. Based on a narrative analysis of 28 interviews, this paper highlights how actors' narratives convene discursive elements stemming from competing discourses on cooperation and competition. In doing so, the exploratory study focuses on two countries, Portugal and Germany, which correspond to distinct cases regarding their performance in the European research and higher education landscape. The analysis highlights that there are national differences between the perceptions of Brexit and allows identifying commonalities in the narratives in both countries. In addition, we identify the presence of a pragmatic managerial attitude in response to Brexit. The three overarching narratives are the narrative of concerns, the narrative of hopes, and the narrative of beliefs. These narratives reflect the struggle of the cooperation and the competition discourses in ascribing meaning to Brexit. The competition discourse has assumed a dominant role in the perceptions of Brexit and cooperation is mainly fueled through the academics and their professional ethos. [ABSTRACT FROM AUTHOR]

The income inequality hypothesis claims that in rich societies inequality causes a range of health and social problems (henceforth: social ills), e.g. because economic inequality induces feelings of status anxiety and corrodes social cohesion. This paper provides an encompassing test of the income inequality hypothesis by exploring levels and breeding conditions of social ills in 40 affluent countries worldwide, as well as pathways for a subsample of wealthy European countries. Our aggregate-level research is based on a revised and updated Index of Social Ills inspired by Wilkinson and Pickett's book The Spirit Level, which we compile for both more countries (40) and more years (2000–2015) and combine with survey information about experienced quality-of-life as potential mediators. We get three major results: First, cross-sectionally income inequality is indeed strongly and consistently related to social ills, but so is economic prosperity. Second, while longitudinally changes in inequality do not result in changing levels of social ills, rising prosperity effectively reduces the amount of social ills, at least in Europe. Finally, whereas the cross-sectional analysis indicates that aspects of social cohesion most consistently mediate between economic conditions and social ills, the longitudinal mediation analyses could not ultimately clarify through which pathway rising prosperity reduces social ills. Overall we conclude that the income inequality hypothesis is, at best, too narrow to fully understand health and social problems in rich countries. [ABSTRACT FROM AUTHOR]

This paper offers elaborate analyses regarding the effects of social- as well as institutional trust as parts of social capital on subjective well-being (SWB) by using data from the European Social Survey, including 36 countries and eight time-points between 2002 and 2016. We analyze (1) The development of trust and SWB on the aggregate level; (2) The effect of trust on SWB on the individual cross-sectional level; and (3) The longitudinal and cross-sectional effect of trust on SWB on the aggregate level while considering control variables based on previous research. We observe a weak positive trend regarding social trust as well as SWB over time, but no significant change in institutional trust. However, trends are far from homogeneous across countries. In accordance to previous studies, we find a positive effect of social trust on SWB. This effect holds on the individual cross-sectional level for every participating country, but also on the longitudinal level. In view of institutional trust, we see a positive effect on SWB on the individual and aggregate cross-sectional level, but not over time. Thus, this study particularly sheds new light on this relation, indicating that it´s cross-sectional relation is due to confounding variables. Moreover, we observe no relation between economic growth and SWB after controlling for unemployment, but a positive effect of decreasing unemployment and inflation on SWB. What are the profiles of both users and non-users of car sharing in European cities regarding their travel patterns and psychological aspects? Two subsamples (1519 users and 3695 non-users of car sharing) participated in a survey, translated into seven languages, with 36 questions regarding attitudes towards car sharing, the environment, political orientation, personal norms, frequency of use of different transport modes and transport mode choice for different travel purposes. Through a hierarchical cluster analysis, five distinct mobility styles were identified, with no a priori restriction of the number of clusters. The mobility styles were further characterised by sociodemographic variables and by the motives for making use of car sharing. In the last decade, adverse outcome pathways have been introduced in the fields of toxicology and risk assessment of chemicals as pragmatic tools with broad application potential. While their use in the pharmaceutical and cosmetics sectors has been well documented, their application in the food area remains largely unexplored. In this respect, an expert group of the International Life Sciences Institute Europe has recently explored the use of adverse outcome pathways in the safety evaluation of food additives. A key activity was the organization of a workshop, gathering delegates from the regulatory, industrial and academic areas, to discuss the potentials and challenges related to the application of adverse outcome pathways in the safety assessment of food additives. The present paper describes the outcome of this workshop followed by a number of critical considerations and perspectives defined by the International Life Sciences Institute Europe expert group. Wind direction kept in ships' logbooks is a consolidated but underexploited observational source of relevant climatic information. In this paper, we present four indices of the monthly frequency of wind direction, one for each cardinal direction: Northerly (NI), Easterly (EI), Southerly (SI) and Westerly (WI), based on daily wind direction observations taken aboard ships over the English Channel. These Directional Indices (DIs) are the longest observational record of atmospheric circulation to date at the daily scale, covering the 1685–2014 period. DIs anomalies are associated with near-surface climatic signals over large areas of Europe in all seasons, with zonal indices (WI and EI) and meridional indices (NI and SI) often affecting different regions. Statistical models including all DIs are able to explain a considerable amount of European climate variability, in most cases higher than that accounted for by the North Atlantic Oscillation. As such, the DIs are able to reproduce the known European climatic history and provide new insights of certain episodes from monthly to multi-decadal time scales such as the warm winter decade of 1730–1739 or the extremely cold 1902 summer. The DIs show the potential to better constrain the atmospheric circulation response to external forcings and its associated anomalies. In particular, we provide first observational evidences of all year-round atmospheric circulation signals following the strongest tropical volcanic eruptions of the last three centuries. These signatures are more complex than previously thought and suggest that the well-reported winter warming and summer cooling cannot be simply interpreted in terms of changes in zonality. Retention forestry implies that biological legacies like dead and living trees are deliberately selected and retained beyond harvesting cycles to benefit biodiversity and ecosystem functioning. This model has been applied for several decades in even-aged, clearcutting (CC) systems but less so in uneven-aged, continuous-cover forestry (CCF). We provide an overview of retention in CCF in temperate regions of Europe, currently largely focused on habitat trees and dead wood. The relevance of current meta-analyses and many other studies on retention in CC is limited since they emphasize larger patches in open surroundings. Therefore, we reflect here on the ecological foundations and socio-economic frameworks of retention approaches in CCF, and highlight several areas with development potential for the future. Conclusions from this perspective paper, based on both research and current practice on several continents, although highlighting Europe, are also relevant to other temperate regions of the world using continuous-cover forest management approaches. The reduction of energy consumption by household appliances is a global concern. In Europe, energy efficiency of clothe washing has increased significantly largely because of lower water wash temperatures, more efficient detergents, and the adoption of electronic control techniques. This paper addresses the problem of limestone formation on domestic appliances, in particular on the heating element of washing machines. An experimental study was conducted with the aim to assess the impact of an encrusted heating element in terms of energy consumption. The experiments were performed by following the instructions given by the regulation IEC 60456, which defines the main performance characteristics of electric household washing machines and describes the test methods for their measurement. Analysis of experimental data shows that limestone incrustation of the heating element causes a longer duration of the heating phase and a significant increase of energy consumption. The objective of the paper was the determination of the circulation conditions of occurrence of strong and very strong frost in Central Europe. A frost day was defined as a day with the minimum temperature lower than 0 °C and maximum temperature higher than 0 °C. Moreover, a division of frost was performed in terms of value of minimum temperature, resulting in the designation of mild frost (up to − 2.0 °C), moderate frost (from − 2.1 to − 4 °C), strong frost (from − 4.1 to − 6 °C) and very strong frost (< − 6 °C). The study was based on data from the years 1966–2015 from the Institute of Meteorology and Water Management—National Research Institute, Deutscher Wetterdienst and National Center for Environmental Prediction/National Center for Atmospheric Research (NCEP/NCAR). The analysis of baric conditions employed values of pressure at sea level, height of isobaric surface of 500 hPa and air temperature at a level of 850 hPa, as well as their anomalies. The spatial analysis showed that the number of frost days in spring and autumn increased from the west to the east of Central Europe. A decrease in the number of frost days, however, is observed over the prevailing area. Average conditions favouring the occurrence of strong and very strong frost both in spring and autumn were related to higher than average pressure at sea level over the prevailing area of the Euro-Atlantic sector. The paper assessed the predictability of the seismic energy rate and large earthquakes in southern Europe and the Mediterranean according to the data from the United States Geological Survey catalog for 1900–2016. A nonlinear second-order differential equation is used as a mathematical model, and optimization and predictability estimation algorithms are this author's. The estimates show a high predictability of energy rate trends. For 84 out of 217 large earthquakes in the region, we have found foreshock predictability, and aftershock predictability for 200 earthquakes. The predictability of large earthquakes begins to be seen at small (1.5–7.5 km) radii of hypocenter samples, increases rapidly at medium (15 and 30 km) radii, then more smoothly increases at a radius of 60 km and decreases slightly at a radius of 150 km. The predicted distance in time averages tens of days for foreshock predictability and thousands of days for aftershocks. The results demonstrate good prospects for the approximation–extrapolation approach to the prediction of both earthquakes themselves and the subsequent aftershock decay of seismic activity. Technology has changed the nature of gambling practices over the last decade and is continuing to do so. The online sports betting industry has become a rapidly growing sector of the global economy, with online sports betting contributing 37% of the annual online gambling market in Europe. There has been an integration of social and technological processes that has enabled the cultural saliency of contemporary online betting. One of the more newly introduced forms of online sports betting is in-play sports betting behaviour (the betting on events within a sporting event such as football and cricket). In-play sports betting features (such as 'cash out') are increasing in popularity amongst online gambling operators. A scoping study was carried out examining the evolution of this new form of gambling practice which included both a systematic literature review and the examination of 338 online gambling websites that offered sports betting. The present study identified a comprehensive list of what in-play betting features are currently being offered on online gambling websites as well as other information concerning in-play sports betting. A total of 16 academic papers and two 'grey literature' reports and were identified in the systematic review. Out of 338 online gambling websites that were visited, 26% of these offered at least on in-play betting feature. Results from the systematic review suggest that in-play sports betting has the potential to be more harmful than other ways of gambling because of the inherent structural characteristics. How climate change will unfold in the years to come is a central topic in today's environmental debate, in particular at the regional level. While projections using large ensembles of global climate models consistently indicate a future decrease in summer precipitation over southern Europe and an increase over northern Europe, individual models substantially modulate these distinct signals of change in precipitation. So far model improvements and higher resolution from regional downscaling have not been seen as able to resolve these disagreements. In this paper we assess whether 2 decades of investments in large ensembles of downscaling experiments with regional climate model simulations for Europe have contributed to a more robust model assessment of the future climate at a range of geographical scales. We study climate change projections of European seasonal temperature and precipitation using an ensemble-suite comprised by all readily available pan-European regional model projections for the twenty-first-century, representing increasing model resolution from ~ 50 to ~ 12 km grid distance, as well as lateral boundary and sea surface temperature conditions from a variety of global model simulations. The aim of this paper is threefold. Firstly, to present a representative set of large-scale weather regimes for each month of the year over the Euro-Atlantic region and compare them amongst three commonly employed global reanalyses. Secondly, to measure the impact of the weather regimes on near-surface wind speed variability. Lastly, to validate the regime's ability to reconstruct monthly wind speed anomalies. Wind speed reconstruction provides critical information on the role of weather regimes as source of predictability of wind speed, by identifying areas where wind is poorly or highly influenced by weather regimes as a whole.
