Citizens' assemblies on climate change are increasingly popular to support democratic decision-making. Such Climate Assemblies (CAs) convene representative groups of citizens formulating policy proposals after hearing experts and deliberating intensely. CAs may help addressing climate policy issues more effectively partly because their members need not worry about re-election. CAs' effectiveness depends on their design such as the issues chosen (or not chosen) for deliberation. Agenda-setters exert substantial power by selecting certain issues and by choosing framings that benefit some solutions over others. In this paper I ask: What characterizes agendas that are suitable and legitimate for deliberation in CAs? The aim is to support practitioners in making informed agenda choices for CAs by providing a list of ten widely accepted guiding principles based on expert interviews, policy documents, and information gathered from the Knowledge Network on Climate Assemblies (KNOCA). The paper systematically discusses trade-offs of various agenda choices in the light of different CA rationales. Results show that those with system-supporting rationales tend to favour narrower agendas tailored to political demands aiming to increase immediate policy impact; those with system-disrupting rationales prefer more open agendas allowing citizens to challenge existing political practices and worldviews. Results support earlier arguments that distinctions of entire deliberative processes in either top-down or bottom-up are too simplistic and that a tool-box approach is more useful. Insights appear relevant for debates of deliberative minipublics more generally. Future research should investigate whom to involve in setting CA agendas and with how much power. Effective agenda design hinges on rationales on how to achieve assembly objectives which depend on authorities' ambition for climate action. Given high ambition, system-supportive rationales aiming for policy impact favour narrower agendas tailored to demands of the policy process but risk low transformativeness. Given low ambition, system-disruptive rationales aiming to challenge established practices and worldviews favour more open agendas but risk low impact if assemblies are not politically embedded or able to mobilize opposition groups. Assembly designs are seldom purely supportive or disruptive but often hybrid. Addressing climate change demands a varied policy toolkit, ranging from supportive measures to more assertive interventions. However, the latter, especially when impacting consumers' daily lives, often face public opposition. Current research mainly investigates personal or country-level characteristics and personal perceptions that are beyond the direct influence of policymakers, offering limited insight into enhancing the acceptability of specific policy instruments within a given societal context. Acceptability factors that policy-makers can directly influence have received less attention and mostly in single-case or single-factor studies. This perspective article critiques the current state of knowledge and calls for a surge in research on 'governable acceptability factors'. It introduces them as a key category for future research, proposes a definition, and outlines research needs and questions concerning four sub-categories of such factors: policy instrument characteristics, temporal aspects, actor involvement, and communication. Stringent climate policy measures can gain wider public support through a carefully designed policy bundle, combining highly intervening with supportive measures and consumption- with production-related measures. Inclusive participation in the policy-making process and carefully considered communication can also enhance public support. Strategic timing and coalition building as well as temporally limited policy trials or a phased policy implementation with increasing stringency also have potential for positive acceptability effects – but more research is needed on these factors. More comparative and mixed-methods research is necessary to investigate the context dependence and the interaction between acceptability factors. The use of deliberative mini-publics (DMPs), such as citizens' assemblies, is becoming more common in climate policy-making across many countries. The upsurge of these methods reflects an acknowledgement of the need to engage the publics in policy choices that significantly impact their lives. Many DMPs to date have focused on the general challenge of decarbonization, across a range of policy areas. In this article, we first situate DMPs within the wider field of public engagement methods. We then draw from deliberative democratic theory and practice to argue that the next step for climate DMPs is to focus them on specific climate policy challenges and to embed and routinize their use in existing policy-making institutions. We present a case study of the targeted use of a climate DMP, which we designed and ran in partnership with the UK Climate Change Committee, focused on home energy decarbonization. We use this case study to explore barriers and challenges to embedding such an approach in climate policy-making institutions. Finally, we suggest ways that such challenges can be overcome and identify a number of tensions that must be navigated as DMPs become embedded in climate policy-making. Deliberative mini-publics (DMPs) can facilitate two-way dialogue between the publics and policy-makers, overcoming weaknesses in existing forms of communication between these two groups of actors. The decision to use DMPs in climate policy and the design of such DMPs, should be informed by an analysis of the type of policy challenge being faced. Existing climate policy institutions, such as advisory bodies, provide potential venues where the use of DMPs can become routinized as a way of gathering insights on public policy preferences. Future targeted climate DMPs will need to find ways to overcome limitations to participants' familiarity with different technologies and capacities, in order to better predict the impacts of different policy options. In recent decades, there has been increasing research interest in individuals' support of and resistance to climate and environmental policy instruments. However, there is an empirical bias in the literature, as few studies have been conducted in low-income countries. Based on a survey with 4,766 respondents we identify the level of public acceptability for climate policy instruments and their determinants in East Africa (Ethiopia, Kenya, Rwanda, Tanzania and Uganda). While our sample is not fully representative of the East-African population, we capture highly educated individuals in urban areas, who are likely to have a large influence on policy processes. In line with previous studies in other contexts, we find that higher education and climate change concern are linked to the acceptability of policies aimed at reducing fossil fuel consumption. Specifying how the revenue from a climate tax or subsidy removal would be used, almost doubled the support for these policy instruments. In contrast to earlier studies, we find that investments in social programmes, not environmental programmes, was the revenue specification that increased the acceptability the most. One possible explanation would be that in a context where poverty is more prevalent, social issues are more salient to people. We also find weak associations between trust in government and the acceptability of climate policy instruments in East Africa and large heterogeneity across the five focal East African countries. Besides establishing an empirical foundation for future research on climate policy support in East Africa, the study provides essential policy insights: Investing in education and improved information, contributing to increased awareness and understanding of climate concerns, can potentially increase support for climate policy proposals also in the East African context. Earmarking revenues from climate policy instruments for social programmes may also significantly boost support. However, as our study is not fully representative of the population in the five countries and relies on stated preferences, which may be subject to different biases, the results should be interpreted with caution. In a sample skewed towards more urban and educated East-Africans, specifying how the tax revenue would be used more than doubled the acceptability for climate taxes. Investments in social programmes was the revenue specification that increased the acceptability for climate taxes the most. Earmarking revenue use may be a way to increase carbon tax acceptability in East Africa. Investing in education and improved information contributing to increased awareness and understanding of climate concerns, can potentially increase support for climate policy proposals. The acceptability of a climate tax on fuel is lower than the acceptability of a quantity-based regulation on fossil fuel across the urban, well-educated and potentially politically influential population in East Africa. The passage of the Inflation Reduction Act has been perceived as a substantial shift away from the history of more contentious climate politics in the US. We apply social network methods to interrogate an updated dataset that assesses the degree to which recent policy outcomes are a shift away from earlier policies and positions. We empirically test for homophily, a building block of polarisation, analysing four waves of survey data collected over 12 years from the community of political elites engaged in the issue of climate politics. Using Exponential Random Graph (ERG) modeling, we provide clear evidence that the stances of the top policy actors working on climate change have not shifted substantially. Instead, we document how the policy was successful due to its ability to combine the Administration's desire to support clean energy along with fossil fuel interests' aims of expanding extraction and profiting from a transition away from fossil fuels. Today's ecological crises are entwined with inequality dynamics, yet prevailing techno-economic approaches in climate research and policy fall short in addressing the ecological crisis as distributional crisis. Recognising the limitations of techno-economism, focused on markets (price adjustments) and technology (efficiency gains), this contribution introduces sufficiency corridors as a concept, research field, and policy approach. Sufficiency corridors represent the space between a floor of meeting needs and a ceiling of ungeneralisable excess, i.e. within the sufficiency corridor everyone has enough (to satisfy needs) while no one has too much (to endanger planetary boundaries and need satisfaction). Establishing such corridors entails a process over time that continuously narrows the gap between floors and ceilings, lifting the former and pushing down the latter by strengthening forms of consumption and production that contribute to need satisfaction while shrinking those that do not. The article discusses the profound implications of this approach for how societal reality is reproduced and/or changed, highlighting the need for decisions that eliminate options between and within sectors and in the realms of consumption and production. After addressing questions of decision-making and the potential to realise corridors, the contribution concludes that the growing scientific consensus to complement techno-economic approaches with sufficiency measures remains inadequate. Climate change, originating from greenhouse gas emissions, yields profound implications such as escalated temperatures, severe storms, disruptions in food supply chains, and amplified seismic activity, particularly impacting arid regions. As the world's largest economy and the second-largest CO2 emitter, the United States actively leads initiatives aimed at addressing environmental challenges and aligning with the United Nations' Sustainable Development Goals (SDGs) 7 and 13. This study delves into the determinants shaping renewable energy consumption and CO2 emissions within the United States, aiming to elucidate their pivotal role in advancing carbon neutrality efforts. Using quarterly data spanning from 1990 to 2020, this investigation employs the time-varying TVP-SV-VAR model to dissect the dynamic interplay among these variables. The findings reveal intricate connections across short, medium, and long-term periods: renewable energy adoption, eco-innovations, and uncertainties in climate policy were observed to mitigate CO2 emissions. Conversely, financial development exhibited a consistent association with increased CO2 emissions across all timeframes. Additionally, the progression of renewable energy sources showcased responsiveness to climate policy uncertainties, eco-innovations, and financial development across each timeframe. The 2015 Paris Agreement on climate change introduced Intended Nationally Determined Contributions (INDCs) into the process. INDCs share many features of pledges, i.e. public statements by parties in which they announce how they will behave in the social dilemma in the future. Prior evidence on how pledges enhance cooperation is inconclusive, however. We explore how differences in the information about pledgers' trustworthiness affect outcomes in a social dilemma that parallels climate change. In an online experiment, two participants interact with a randomly matched third player in a repeat maintenance game with a pledge stage. Treatments manipulate whether the third player is more or less trustworthy; and whether trustworthiness is observable. Disentangling composition and information effects, we find that only trustworthy pledgers can leverage the pledge stage for cooperation. Empirical research that offers nuanced insights into the antecedents of green creativity in the hospitality industry is scant. Therefore, this research focuses on the antecedents of employee-level green creativity, which have received limited attention. Based on Social exchange theory and Social information processing theory, this study proposes a conceptual model that includes inclusive leadership, organizational citizenship behavior towards the environment, climate for a green initiative, and green creativity. Data were obtained from 386 hotel employees to test the proposed model. The obtained data were analyzed with AMOS 21 and SPSS 24 programs. The findings show that green inclusive leadership has a positive effect on green creativity and organizational citizenship behavior towards the environment plays a mediating role in this relationship. Additionally, the findings indicate that the climate for the green initiative has a moderated mediation effect. Scholars have noted the compatibility of right-wing populism—centering on belief in an antagonistic relationship between 'the people' and 'the elite' – with climate change skepticism. In this paper, we examine process skepticism, a type of criticism that we argue is especially well-aligned with populism. Process skepticism focuses not on denying evidence of climate change (evidence skepticism) nor on critiquing policy responses (response skepticism), but on directly attacking the scientific and political processes underlying climate science and policy decision-making. We examine the prevalence of populist ideas in climate skeptical frames disseminated in U.S. media between 2008 and 2020. As expected, we find robust evidence of populist skepticism, particularly in far-right outlets. More importantly, the majority of populist messages were process skeptical in nature. The emergence of process skeptical populist frames may critically impede climate policy efforts by promoting distrust that is especially resistant to increasing scientific evidence or policy advancements. The UN climate summits represent decisive moments for climate change policy. Under significant media coverage, world leaders gather for intense negotiations over policies to address global warming. Given the enormous political, economic, and environmental issues at stake, news media typically frame these summits in terms of success or failure. Still, we know surprisingly little about how these mediated mega events influence public perceptions both during and beyond the specific summit. Focusing on the 2021 Glasgow summit (COP26), this study combines a media content analysis and a two-wave panel survey with a rolling cross-section component, to determine how news framing influenced both summit-specific and more generic climate change beliefs among citizens in Sweden. Findings show (1) that beliefs about the success/failure of the summit took shape immediately following the summit, (2) that news framing effects were particularly pronounced when the final agreement was settled, and (3) that these instantaneous framing effects on summit-specific beliefs left small but lasting imprints on citizens' generic climate change beliefs several weeks after the summit. New and enhanced processes will not be the only drivers toward a sustainable chemical industry. Implementing climate policies will impact all components of the chemical supply chain over the following decades, making improvements in energy generation, material extraction, or transportation contribute to reducing the overall impacts of chemical technologies. Including this synergistic effect when comparing technologies offers a clearer vision of their future potential and may allow researchers to support their sustainability propositions more strongly. Ammonia and methanol production account for more than fifty percent of the CO2 emissions in this industry and are, therefore, excellent case studies. This work performs a prospective life cycle assessment until 2050 for fossil, blue, wind, and solar-based technologies under climate policies aiming to limit the global temperature rise to 1.5 °C, 2 °C, or 3.5 °C. The first finding is the inability of fossil-based routes to reduce their CO2 emissions beyond 10% by 2050 without tailored decarbonisation strategies, regardless of the chemical and climate policy considered. In contrast, green routes may produce chemicals with around 90% fewer emissions than today and even with net negative emissions (on a cradle-to-gate basis), as in the case of methanol (up to −1.4 kg CO2-eq per kg), mainly due to the contributions of technology development and increasing penetration of renewable energies. Overall, the combined production of these chemicals could be net-zero by 2050 despite their predicted two to fivefold increase in demand. Lastly, we propose a roadmap for progressive implementation by 2050 of green routes in 26 regions worldwide, applying the criterion of at least 80% reduction in climate change impacts when compared to their fossil alternatives. Furthermore, an exploratory prospective techno-economic assessment showed that by 2050, green routes could become more economically attractive. The fossil industry has greatly contributed to the increase of the concentration of greenhouse gases in the atmosphere. This evidence and five morally relevant facts establish its moral responsibility for climate harm. This responsibility imposes on fossil fuel companies a duty of reparation for the climate crisis which requires them to redress their wrongful actions that have led to climate harm by disgorging funds. The article justifies and develops such duty of reparation in terms of financial rectification of climate-related harm. This duty provides a framework for an informed dialogue with civil society and between political representatives on the accountability of fossil fuel companies in the climate crisis and on their role in rectifying the harm they have concurred to create. In every Intergovernmental Panel on Climate Change (IPCC) Assessment cycle, a multitude of scenarios are assessed, with different scope and emphasis throughout the various Working Group reports and special reports, as well as their respective chapters. Within the reports, the ambition is to integrate knowledge on possible climate futures across the Working Groups and scientific research domains based on a small set of "framing pathways" such as the so-called representative concentration pathways (RCPs) in the Fifth IPCC Assessment Report (AR5) and the shared socioeconomic pathway (SSP) scenarios in the Sixth Assessment Report (AR6). This perspective, initiated by discussions at the IPCC Bangkok workshop in April 2023 on the "Use of Scenarios in AR6 and Subsequent Assessments", is intended to serve as one of the community contributions to highlight the needs for the next generation of framing pathways that is being advanced under the Coupled Model Intercomparison Project (CMIP) umbrella, which will influence or even predicate the IPCC AR7 consideration of framing pathways. Here we suggest several policy research objectives that such a set of framing pathways should ideally fulfil, including mitigation needs for meeting the Paris Agreement objectives, the risks associated with carbon removal strategies, the consequences of delay in enacting that mitigation, guidance for adaptation needs, loss and damage, and for achieving mitigation in the wider context of societal development goals. Based on this context, we suggest that the next generation of climate scenarios for Earth system models should evolve towards representative emission pathways (REPs) and suggest key categories for such pathways. These framing pathways should address the most critical mitigation policy and adaptation plans that need to be implemented over the next 10 years. In our view, the most important categories are those relevant in the context of the Paris Agreement long-term goal, specifically an immediate action (low overshoot) 1.5 °C pathway and a delayed action (high overshoot) 1.5 °C pathway. Two other key categories are a pathway category approximately in line with current (as expressed by 2023) near- and long-term policy objectives, as well as a higher-emission category that is approximately in line with "current policies" (as expressed by 2023). We also argue for the scientific and policy relevance in exploring two "worlds that could have been". One of these categories has high-emission trajectories well above what is implied by current policies and the other has very-low-emission trajectories which assume that global mitigation action in line with limiting warming to 1.5 °C without overshoot had begun in 2015. Finally, we note that the timely provision of new scientific information on pathways is critical to inform the development and implementation of climate policy. Under the Paris Agreement, for the second global stocktake, which will occur in 2028, and to inform subsequent development of nationally determined contributions (NDCs) up to 2040, scientific inputs are required by 2027. Although population growth plays a vital role in driving anthropogenic climate change, fertility impact on achieving mitigation target is usually overlooked in literature. This paper attempts to narrow the research gap by employing a Computable General Equilibrium (CGE) model to analyze the interrelations among fertility rate, fertility policy, and climate policy in China. The model results show that fertility rate negatively correlates with GDP and emissions because higher fertility induces more labor for childcare and thus crowds out labor for work. The three-child policy raises fertility intention; it does not unidirectionally influence the effects of the emission trading scheme (ETS) on employment and GDP, but it increases ETS emission abatement. Technological progress increases GDP and decreases emissions; the three-child policy strengthens technological impact on GDP but weakens technological impact on emissions. Can virtual reality (VR) lead to more desirable persuasion effects than videos in communicating the science of contentious issues like climate change? And, will these effects differ between messages that offer hope versus fear? We addressed these questions with a 2 (Modality: Desktop VR vs. Unidirectional video) × 2 (framing: Gain vs. Loss) between-subjects experiment (N = 130), and found that VR triggered more fearful responses, which in turn led to more persuasive outcomes. It also increased individuals' attitudes toward climate change mitigation policy when the experience was loss-framed, but backfired when the experience was gain-framed. A 2 (jargon vs. no jargon) × 3 (motive: control vs. accuracy vs. impression) between-subjects experiment examined the impact of jargon and processing motive in correcting climate change misinformation and promoting policy support. The results revealed a positive effect of jargon use when participants were asked to focus on accuracy during information processing. This effect was mediated by reduced anger, increased systematic processing, and enhanced perceptions of message credibility. However, jargon had a negative effect when no specific motive was induced, and it did not make a difference in correction outcomes when participants were asked to focus on making positive social impressions. Nation states need to strengthen domestic climate policies to address global climate change. As more ambitious climate policy shapes the material interests of different societal groups, distributional conflict about who wins and loses will likely intensify over the coming years. I use the recent complete revision of the Swiss CO2 law as an example of a change towards more ambitious climate policy and experimentally test whether distributional implications resulting from this policy change affect both people's policy support and redistributive preferences. I establish that learning about negative impacts on some societal groups significantly decreases support, while information about groups profiting also increases support. Moreover, being informed about the negative consequences of ambitious climate policy makes people more likely to support redistributive schemes, even if they are not personally affected. Forest carbon sinks are important to Australia's climate policy, and recent government and business net zero commitments will likely increase demand for forest carbon offsets. At the same time, forests in parts of the country have suffered from prolonged drought and bushfires, and a growing body of research suggests that future climate change could have significant implications for forest carbon sinks' permanence. This article draws on expert views to explore how incorporating knowledge on the physical risks from climate change can strengthen the environmental integrity of Australia's forest sinks policy. It finds challenges to and opportunities for strengthening the science, policy, and practice interfaces for forest carbon in a changing climate, and proposes reforms to strengthen the capacity of forests to be a long-term contributor to Australia's emission targets and climate adaptation policy. India experienced several unprecedented floods in the recent decades. The increase in the extreme rainfall events (EREs) is the primary cause for these floods, manifesting its societal impacts. The daily downscaled and bias corrected (DBC) Coupled Model Intercomparison Project Phase 6 (CMIP6) rainfall and sea surface temperature (SST) are prepared for the Indian region and are utilized to examine the characteristics of EREs. The DBC products capture the characteristic features of EREs for the baseline period, which inspired us to assess the EREs over India in CMIP6 future projections. Consistent with the observations, DBC product shows ~ 8% of Indian land found to experienced extremely heavy rainfall associated with the long duration EREs in the baseline period. However, area and extreme rainfall thresholds are projected to increase by about 18(13)% and 58(50)%, respectively in the far future under SSP5-8.5 (SSP2-4.5) emission scenario relative to the baseline period. A two-fold-65(62)% increase in long-duration EREs compared to the short-duration EREs and substantial warming ~ 2.4(2.9) oC of Indian Ocean SSTs in the far future under SSP5-8.5 (SSP2-4.5) emission scenario compared to baseline period are reported. Political polarization of Americans' support for climate policies often impedes the adoption of new, urgently needed climate solutions. However, recent polls suggest that younger conservatives favor adopting pro-climate policies to a greater degree than older conservatives, resulting in less political polarization among younger Americans relative to older Americans. To better understand these patterns, we analyzed Americans' support for various climate policies from 1982–2020, across 16 waves of historical, nationally representative survey data from the American National Election Studies (total N = 29,467). Regression models consistently show that, since 2012, younger Americans have been less politically polarized than older Americans on support for climate policies. Before 2012 and on non-climate policy topics, we did not find consistent statistical evidence for political polarization varying with age. These findings can inform policy debates about climate change and offer hope to environmentalists and policymakers who seek to build broad consensus for climate action at the policy level. This paper presents a thorough examination of methane capture from Polish coal mines, contextualized within the framework of the European Union's (EU) climate policy objectives. Through a strategic analysis encompassing the interior of coal mines, the surrounding environment, and the macro environment, this study elucidates the complex dynamics involved in methane emissions and capture initiatives. The key findings include a declining trend in absolute methane emissions since 2008, despite fluctuations in coal extraction volumes, and a relatively stable level of methane capture exceeding 300 million m3/year since 2014. The analysis underscores the critical role of government support, both in terms of financial incentives and streamlined regulatory processes, to facilitate the integration of methane capture technologies into coal mining operations. Collaboration through partnerships and stakeholder engagement emerges as essential for overcoming resource competition and ensuring the long-term success of methane capture projects. This paper also highlights the economic and environmental opportunities presented by methane reserves, emphasizing the importance of investment in efficient extraction technologies. Despite these advancements, challenges persist, particularly regarding the low efficiency of current de-methanation technologies. Background: Carbon (C) sink and stock are among the most important ecosystem services provided by forests in climate change mitigation policies. In this context, old-growth forests constitute an essential reference point for the development of close-to-nature silviculture, including C management techniques. Despite their small extent in Europe, temperate old-growth forests are assumed to be among the most prominent in terms of biomass and C stored. However, monitoring and reporting of C stocks is still poorly understood. To better understand the C stock amount and distribution in temperate old-growth forests, we estimated the C stock of two old-growth stands in the Dinaric Alps applying different assessment methods, including direct and indirect approaches (e.g., field measurements and allometric equations vs. IPCC standard methods). This paper presents the quantification and the distribution of C across the five main forest C pools (i.e., aboveground, belowground, deadwood, litter and soil) in the study areas and the differences between the applied methods. Results: We report a very prominent C stock in both study areas (507 Mg C ha− 1), concentrated in a few large trees (36% of C in 5% of trees). Moreover, we found significant differences in C stock estimation between direct and indirect methods. Indeed, the latter tended to underestimate or overestimate depending on the pool considered. Conclusions: Comparison of our results with previous studies and data collected in European forests highlights the prominence of temperate forests, among which the Dinaric Alps old-growth forests are the largest. These findings provide an important benchmark for the development of future approaches to the management of the European temperate forests. However, further and deeper research on C stock and fluxes in old-growth stands is of prime importance to understand the potential and limits of the climate mitigation role of forests. Local climate change impacts hit hard at smallholder farmers in developing countries due to their overreliance on rain-fed farming. Whilst ecosystem-based adaptation (EbA) to climate change holds an answer to smallholder farmers' adaptation needs, there are inadequate empirical results from the field to support formulation of effective adaptation strategies. Hence, this paper aimed at investigating EbA practices adopted by farmers, in North-Western Ghana to ameliorate local climate change impacts, with emphasis on benefits and associated challenges. The study methods were cross-sectional survey, mixed methods, and case study approach, with all data collected in the Wa West District of Ghana. Data were gathered using questionnaire, focus group discussion (FGD) and interviews. Data from the questionnaire were entered into SPSS version 20 to analyze associations between the variables using cross-tabulation. Descriptive statistics, in the form of percentages and frequencies, were then generated from the survey data and integrated with the qualitative information in the presentation of results. Also, statistical significance of the relationships was analyzed using chi-square test. Chi-squared tests were done to determine associations between socio-economic and environmental factors, and challenges and benefits associated with the adoption of EbA practices. This was necessary to give further insights to inform policy-related decisions aimed at addressing EbA adoption challenges. The results revealed that farmers use a combination of practices rather than single practice. Farmers integrated crops and trees and keep local breed of farm animals. Benefits of EbA included improvements in soil fertility leading to high crop yield and availability of food and income. Challenges of adopting EbA were the long timespan for benefits of most EbA practices to begin to accrue, lack of extension information and increasing cost of hired labour. It is recommended that tree integration should emphasis trees with multiple benefits and compatible with food crops. For the achievement of food security policy objectives, agroforestry promotion should focus on the integration of fruit tree crops and food crops to address hunger and increase farmers' incomes. Mobile extension technology should be exploited by government for the provision of EbA-specific information to farmers to bridge the extension services gap. Climate change policy of government should include the planting of non-fruit trees as windbreaks to provide multi-purpose benefits including provision of stakes for yam farmers, live-fencing and firewood for women. We investigate the power system and climate policy implications of the anticipated expansion in electricity demand from datacentres. We perform a joint optimization of Generation and Transmission Expansion Planning for the island of Ireland considering uncertainty in future datacentre growth under various climate policies. Datacentre expansion imposes significant extra costs on the power system. A renewable energy target is more costly than a technology-neutral carbon reduction policy due to the restriction to invest solely in renewable energy, and the divergence in costs increases non-linearly in electricity demand. A carbon reduction policy is more robust to uncertainties in projected demand than a renewable policy. The increased demand from datacentres, which is relatively constant, is best matched by a power supply with constant output, generally fossil-fuelled power plants, potentially in combination with carbon capture and sequestration technology, than variable supply. Datacentre demand increases power system costs by 6% under a carbon reduction policy, and by 9% to 15% under renewable energy targets. However, the abatement cost of carbon under renewable targets decreases at higher levels of demand, while the opposite is true for the abatement cost under technology-neutral targets. High renewable targets crowd out other low-carbon options, namely CCS, leading to a higher cost solution for the same reduction in emissions, although this result is sensitive to increases in fossil fuel prices. The results suggest that climate-related energy policy should focus on technology-neutral carbon reduction policies. The climate impacts of datacentres on energy demand and thus supply requirements should also feature in climate and energy policy discussions. Social media is an important arena for policy contestation. Although online social media debates can yield notable power over political processes offline, little research has examined the relationship between policy actors' influence in offline policymaking and social media policy arenas. We explore the relationship between four types of influence: reputational and formal‐institutional influence offline, and broadcasting and boosting influence online. We ask (1) are influential policy actors better able than others to broadcast their own messages on social media? and (2) are they better able than others to boost the broadcasting influence of other policy actors in social media? Using exponential random graph models on survey and Twitter data from the Finnish climate policy domain, we find that actors with high reputational influence in offline policymaking are also influential online, when measuring influence as the ability to broadcast one's own message. The pattern does not hold for those with formal‐institutional influence offline. Additionally, offline influence does not translate to the ability to further shape online influence by making boosting other actors' visibility. The public‐elite policy feedback mechanism of the Social Construction Framework (SCF) postulates that the public rewards policymakers for the appropriate distribution of benefits and burdens to target populations. In this article we test a key part of this dynamic by examining public receptivity to policy design features as a function of target population choice. We conduct a national survey experiment of approximately 3350 Americans. Our instrument asks respondents to indicate support or opposition to a range of policy tools in a suite of six climate change policies, but varies who would be responsible for options based upon Schneider and Ingram's idealized types. Our research design tests the independent effects of deservingness and power foundational to the construction of target populations in the SCF. We find, in general, deservingness to be a stronger predictor of support for policy tools than notions of power. We also identify situations where deservingness acts independently of power in ways not anticipated by the SCF—notably public favor for burdens on powerful groups. Our findings offer implications for theoretical and empirical development of the SCF regarding the influence of policymakers' perceptions of public acceptance of policy design in crafting public policies. Agricultural production across the African continent is subjected to various effects of climate variability. One of the main staple foods in Sub-Saharan Africa is maize. However, limited scientific research has recently focused on understanding the possible effects of hydro-climatic variability on maize production. The aim of the present work was to contribute to policy and climate adaptation, thus reducing the vulnerability of maize production to climate change over Equatorial Africa. This study firstly examined long-term trends of precipitation (PRE), soil moisture (SM), actual evapotranspiration (E), and potential evapotranspiration (Ep), as well as surface air temperatures, including the minimum (TMIN) and maximum (TMAX). Secondly, the relationship between maize production and these climate variables was quantified for 18 Equatorial African countries (EQCs) over 1980−2021. To assess the linear trends, Mann–Kendall and Sen's slope tests were used to quantify the magnitude of the hydro-climatic variable trends at the 5% significance level, and Pearson's correlation coefficient was used to evaluate the relation of these climate parameters with the maize production. The annual mean PRE declined at 0.03 mm day−110a−1. Other climate variables increased at different rates: SM at 0.02 mmday−110a−1, E at 0.03 mm day−110a−1, Ep at 0.02 mm day−1 10a−1, TMIN and TMAX at 0.01 °C day−110a−1. A regional analysis revealed heterogeneous significant wet–dry and warm–cool trends over the EQCs. While, spatially, dry and warm climates were observed in the central to eastern areas, wet and warm conditions dominated the western regions. Generally, the correlations of maize production with the E, Ep, TMAX, and TMIN were strong (r > 0.7) and positive, while moderate (r > 0.45) correlations of maize production with PRE and SM were obvious. These country-wide analyses highlight the significance of climate change policies and offer a scientific basis for designing tailored adaptation strategies in rainfed agricultural regions. The European Union is committed to a 55% reduction in greenhouse gas emissions by 2030, as outlined in the Green Deal and Climate Law initiatives. In response to geopolitical events, the RePowerEU initiative aims to enhance energy self-sufficiency, reduce reliance on Russian natural gas, and promote hydrogen utilization. Hydrogen valleys, localized ecosystems integrating various hydrogen supply chain elements, play a key role in this transition, particularly benefiting isolated regions like islands. This manuscript focuses on optimizing a Centralized Green Hydrogen Production Facility (CGHPF) on the island of Crete. A mixed-integer linear programming framework is proposed to optimize the CGHPF, considering factors such as land area, wind and solar potential, costs, and efficiency. Additionally, an in-depth sensitivity analysis is conducted to explore the impact of key factors on the economic feasibility of hydrogen investments. The findings suggest that hydrogen can be sold in Crete at prices as low as 3.5 EUR/kg. Specifically, it was found in the base scenario that, selling hydrogen at 3.5 EUR/kg, the net profit of the investment could be as high as EUR 6.19 million, while the capacity of the solar and wind installation supplying the grid hydrogen facility would be 23.51 MW and 52.97 MW, respectively. It is noted that the high profitability is justified by the extraordinary renewable potential of Crete. Finally, based on our study, a policy recommendation to allow a maximum of 20% direct penetration of renewable sources of green hydrogen facilities into the grid is suggested to encourage and accelerate green hydrogen expansion. The development of long-term scenarios to outline pathways for achieving carbon neutrality by 2050 has become a standard practice in climate change policy planning. In Argentina, a modelling process was initiated in 2019 in the agriculture, forestry and other land use (AFOLU) sector utilizing three tools: FABLE calculator, Dinamica EGO and Nature Map. In order to generate technical inputs for the modelling exercise a stakeholder dialogue was launched. A 2050 Carbon Neutrality scenario was developed, alongside several intermediate scenarios based on stakeholders´ visions of the future. The modelling results demonstrated the biophysical feasibility of achieving carbon neutrality in the Argentinean AFOLU sector by 2050. However, alignment with current sectoral priorities was identified as a challenge, leading stakeholders to propose less ambitious scenarios as more attainable targets. This experience underscored the significance of constructing multiple policy scenarios, facilitating the evaluation of diverse potential future trajectories for policymaking. These different pathways provided contrasting perspectives between political objectives, such as achieving carbon neutrality, and the practical feasibility of local implementation. Moreover, the process highlighted the vital role of integrating the private sector and environmental non-governmental organizations (NGOs) in long-term climate planning, emphasizing the need for inclusive collaboration to address climate challenges effectively. Stakeholder-based modelling approaches serve as valuable discussion tools to initiate and accompany political discussions concerning the efforts required to achieve carbon neutrality. Modelling outputs provide quantitative demonstrations of the challenges involved, while stakeholder dialogues facilitate the identification of barriers and enabling conditions required to promote a successful transition. It is necessary to enhance institutionalized public-private dialogue spaces that extend beyond specific projects and government changes, given their importance in facilitating participatory long-term thinking. We use a state-of-the-art global general equilibrium model to quantify the effects of an International Carbon Price Floor (ICPF) proposal for the coordination of global climate policy. With the ICPF proposal, countries would implement a carbon price floor that is differentiated according to their level of development. The price floor could be implemented by an actual carbon price or other policies with equivalent stringency. Implementing such a joint effort would be a big step towards aligning global emissions with the Paris Agreement. The study highlights three main findings. First, the ICPF is progressive in terms of emission reductions and demands considerably more effort from high-income countries (HICs). Unlike proposals based on equity principles, however, it requires neither extremely high emission reductions from HICs nor massive financial transfers. Second, the differentiated carbon prices cost only an additional 0.3 percent of global GDP compared to a global uniform carbon price. Third, the ICPF can be as effective as border carbon adjustment (BCA) mechanisms at preserving competitiveness of HICs despite the differentiation in carbon price floors. This means, there would be no need for BCA with an ICPF. Compared to a BCA, HICs can avoid the administrative burden and low-income countries (LICs) will not face the cost of BCA. As a first step to global climate policy, a sectoral ICPF for the EITE sector could be introduced. It would address competitiveness concerns almost as well as the full ICPF. An International Carbon Price Floor (ICPF), with carbon price floors differentiated by development level, would incur only small economic costs compared to baseline economic growth. The ICPF would allow for international burden sharing, with HICs incurring higher cost than middle – and low-income countries. The ICPF reduces distortions to competitiveness as much as BCA, so that no BCA would be necessary. A 'sectoral ICPF' in energy-intensive and trade-exposed sectors would be effective against leakage and loss in competitiveness and would thus be an attractive alternative to border carbon adjustment. Climate change is a key socioeconomic and environmental concern in South Africa. The South African government introduced several climate change initiatives to address the impacts of climate change, resulting in the proliferation of climate adaptation policies across spheres of government. This paper studies different climate change adaptation policies and climate policy paradigms (CPP) to understand the adaptation landscape; it explains and compares the changes in CPP in South Africa over time. We mapped 40 policy documents from 2004 to 2022, which shows 12 national policies, 12 provincial (sub-national) policy documents and 14 metropolitan city policy documents. We then used 12 national policy documents to illustrate and understand the CPP. The research shows that different stakeholders have shaped climate change adaptation policy, both private and public firms advised on climate change policy and there are a number of different funding partners supporting the adaptation policy like GEF, C40 and GIZ. The changing policy environment has introduced new frameworks, objectives and processes. Therefore, more efforts will be needed going forward to guide adaptation policy across national, provincial and local governments. We find that several CPPs have emerged, that is different paradigms encompassing a range of policy goals, framings and instruments. The present National CC Adaptation Strategy (NCCAS) mandates adaptation across all levels of government and allows all important stakeholders to address climate change consequences. This NCCAS increases the number and ambition of adaptation policy, encourages integrated approaches, policy coherence and clear direction on how to handle climate risks and impacts in varied South Africa and its global commitment. Changes in policy paradigm enable the use of new policy instruments, including funding and budget mechanisms. Finally, climate adaptation policy has become more ambitious and stringent, requiring all levels of government to plan for climate change. The climate change policy landscape in South Africa has grown over the past 18 years, with policy development across different spheres of government (national, sectoral, provincial and metros), New CPPs have emerged, supported by new policy frames, goals and instruments. The NCCAS provides a clear policy goal, which also provides new policy instruments to implement climate actions and acts to enhance integrated approaches, The lack of domestic budget allocation remains a challenge for national government, but external partnerships have begun to provide support for policy development. Constructing climate resilient cities is an important measure to enhance urban resilience, improve urban livability, and promote sustainable development. Based on this, this study conducted a quantitative assessment using panel data from 268 Chinese cities at or above prefecture level from 2010 to 2020, utilized the 2017 pilot policy for constructing climate resilient cities as a quasi experiment, and employed a difference-in-differences (DID) model to examine its impact on urban resilience. Furthermore, the study conducted quantitative evaluations from different perspectives, including heterogeneity analysis, mechanism analysis, and spatial effect analysis. The results indicated that: 1 The pilot policy could effectively promote urban resilience, and this conclusion still held after conducting a series of robustness tests, including winsorized regression, propensity score matching, time placebo, and individual placebo. 2 Based on the analysis of economic development heterogeneity and water resource heterogeneity, the effects of the pilot policy were more significant in economically developed regions and regions with moderate water resources endowment. 3 The cultivation of human capital and investment in resilient infrastructure were important channels through which the pilot policy promoted urban resilience. 4 In geographically neighboring cities, a city's resilience could be promoted by the policy, indicating the existence of a positive spatial spillover effect. Therefore, the government should continue its efforts to build climate resilient cities, increase institutional support, summarize the experience from the pilot program, and release the second round of pilot projects at the right time. Also, it is important to select the best strategy to construct climate resilient cities based on the characteristics of each region. Next, a multi-pronged approach should be adopted to further strengthen the effects that human capital, green innovation, and climate resilient infrastructure have as a link. At last, the government should amplify the policy effects of pilot cities, establish a regionally coordinated development mechanism for climate resilient policy, and continue to promote the construction of climate resilient cities towards high-quality development. Purpose: Libraries are currently undergoing a significant transformation, emerging as dynamic advocates for environmental sustainability, surpassing their conventional roles as mere repositories of knowledge. In today's world, dominated by the growing climate crisis, these evolving institutions are poised to play a pivotal role in addressing climate change. However, they confront a range of challenges, including the need to establish sustainable operations, provide accessible climate information, engage diverse audiences and uphold ethical standards. Design/methodology/approach: The research methodology used for this study involves an extensive review of literature. The authors analyze existing studies concerning green libraries and their role as catalysts for climate change action globally. This analysis draws from a variety of scholarly sources, encompassing articles, books and reports, to provide a comprehensive overview of the subject. Findings: The findings indicate that despite the aforementioned challenges, libraries in developed countries worldwide have demonstrated noteworthy success through initiatives such as green building projects, community engagement programs, collaborative partnerships, expansion of digital resources, innovative climate literacy initiatives and a commitment to ethical stewardship. These achievements serve as a source of inspiration, fostering hope and spurring action as libraries empower communities to embrace environmental stewardship. They showcase the potential of libraries as catalysts for positive environmental change. Originality/value: The originality and value of this research lie in its insights into the potential of green libraries initiative as a catalyst for climate change action. Ultimately, this study opens the door to untold literary exploration, revolutionizing the art of green library capacity in the ever-evolving technological landscape. GNSS Reflectometry (GNSS-R) is an emerging technique for the remote sensing of the environment. Traditional GNSS-R bio-geophysical parameter retrieval algorithms and deep learning models utilize observables derived from only the peak power of the delay-Doppler maps (DDMs), discarding the rest. This reduces the data available, which potentially hinders estimation accuracy. In addition, reflections from water bodies dominate the signal amplitude, and using only the peak power in those areas is challenging. Motivated by all the above, we propose a novel deep learning retrieval model for biomass estimation that uses the full DDM of surface reflectivity. Experiments using CYGNSS data have illustrated the improvements achieved when using the full DDM of surface reflectivity. Our proposed model was able to estimate biomass, trained using the ESA Climate Change Initiative (CCI) biomass map, outperforming the model that used peak reflectivity. Global and regional analysis is provided along with an illustration of how biomass estimation is achieved when using the full DDM around water bodies. GNSS-R could become an efficient method for biomass monitoring with fast revisit times. However, an elaborate calibration is necessary for the retrieval models, to associate GNSS-R data with bio-geophysical parameters on the ground. To achieve this, further developments with improved training data are required, as well as work using in situ validation data. Nevertheless, using GNSS-R and deep learning retrieval models has the potential to enable fast and persistent biomass monitoring and help us better understand our changing climate. In this study, we examine the influential role of non-governmental organizations (NGOs) in shaping climate policy in Tunisia. Tunisia is a critical front in the global green transition. Our findings highlight how improved working conditions significantly increase NGO participation in climate initiatives, underscoring the value of a supportive operating environment. Growing professionalism within NGOs is particularly influencing strategic development in areas such as the Resilience 2050 and Low Carbon Economy 2050 programs. The interplay between NGOs and government agencies emerges as a transformative factor; exclusion from policymaking processes can lead some NGOs to intensify their climate action, while collaboration with governments and access to international funding generally strengthen NGOs' commitment to broader climate agendas. We also explore the influence of resource constraints on NGOs' ability to multitask, and the link between financial stability and political engagement. Our study highlights the importance of fostering robust NGO-government partnerships that balance local insights with global perspectives for effective climate action, and points to the need for such collaborations to support Tunisia's green transition within the broader context of global climate governance. This study presents a novel investigation of the reciprocal relationship between financial instability and climate risks, focusing on the influence of climate policy uncertainty within the US financial system from a macroeconomic perspective. By adopting the bootstrap rolling-window causality method, the analysis captures structural changes over an extended period between January 2000 and March 2021. Importantly, this method provides a robust data-driven approach, avoiding ad hoc assumptions about temporal breakpoints. The results support the climate fragility hypothesis, highlighting the amplifying effect of financial instability on climate risks. The study reveals that periods of economic and political turbulence exacerbate these effects by generating substantial financial turbulence, which, in turn, influences climate policy. The results also indicate that climate policy uncertainty contributes to worsening financial instability during critical events such as sudden changes in interest rates and major financial crises. The implications of this research extend to policymakers and investors, encouraging them to integrate climate factors into decision-making processes and adopt sustainable practices to promote financial stability and mitigate climate-related risks. We investigate the effects of three events with major importance for climate policy on energy sector stocks: the Paris Agreement, the Trump election and presidency, and the Biden election. By combining event studies with impulse‐indicator saturation methods, we show that the Paris Agreement and the election of Mr. Biden benefited renewable industries, while the election of Mr. Trump had negative effects. For fossil fuel industries, the effects were largely the opposite. Despite Trump's efforts to eliminate environmental regulations, his presidency did however witness a decrease in both US coal production and consumption, while natural gas and oil consumption increased. The aim of this policy paper is to characterize the current situation of Tunisian municipalities in matters of climate change policies and actions and to understand the barriers and best practices. By surveying municipalities in Tunisia, we were able to provide an overview of the Tunisian municipalities in matters of climate change actions and strategies, as well as finding the main barriers and best practices. First, we found that most Tunisian municipalities are facing different effects of climate change. Due to turbulence in environmental issues such as weather shocks, climate change and basic infrastructure and industrial planning, many countries are changing their approach and taking green steps. Within structurally polarized and dynamic contexts, such as the U.S. 2020 presidential elections, the moralization of individuals' attitudes on a specific topic (e.g., climate policy) can dangerously escalate disagreements between groups into zero-sum conflict. However, limited knowledge exists regarding the factors that influence individuals' tendency to moralize their attitudes over time, and what the role of structural polarization is in this psychological process. Our objective is to test a theoretically integrative model of when and how perceived polarization is related to attitude moralization over time within the polarized context of the U.S. 2020 presidential elections and explore reciprocal feedback loops to understand the dynamic relationship between polarization and moralization over time. Our model predicts that, when repeatedly faced with outgroup expressions in the news, individuals' perceptions of polarization will predict within-person attitude moralization over time via strengthening their value-protective responses to these expressions (i.e., perceiving dyadic harm and experiencing negative moral emotions toward the outgroup). To test our model, we conducted a four-wave, 4-month longitudinal study among Biden supporters (N = 1,236) and Trump supporters (N = 617). The results of the within-person analyses generally supported the model's hypotheses across both samples and various attitude topics. Furthermore, cross-lagged structural equation models explored reciprocal influences, revealing positive feedback loops between structural polarization and attitude moralization over time. Our findings thus indicate that perceived polarization strengthens attitude moralization (and vice versa) over time—a dynamic process that helps to explain how nonmoralized conflict between groups can evolve into zero-sum conflict during periods of intense polarization. To align with climate initiatives, multiple reporting programs are transitioning from generic activity-based emission factors to site-specific measured emissions data to estimate greenhouse gas emissions at oil and gas facilities. This study contemporaneously deployed two top-down (TD) aerial methods across 14 midstream facilities, building upon previous research in the field. The methods produced multiple whole-facility estimates at each facility, resulting in 773 individual paired estimates (same facility, same day), and robust mean estimates for each facility. Mean estimates for each facility, aggregated across all facilities, differed by nearly 2:1 (49% [32% to 69%]). At 6 of 14 facilities, the methods produced mean estimates that differed by more than a factor of two. These data suggest that one or both methods did not produce accurate facility-level estimates at a majority of facilities and in aggregate across all facilities. The overall results are augmented with two case studies where TD estimates at two pre-selected facilities were coupled with comprehensive onsite measurements to understand the factors driving the divergence between TD and bottom-up (BU) emissions estimates. In 3 of 4 paired comparisons between the intensive onsite estimates and one of the TD methods, the intensive onsite surveys did not conclusively diagnose the difference in estimates. In these cases, our work suggests that the TD methods mis-estimate emissions an unknown fraction of the time, for unknown reasons. While two methods were selected for this study, it is unlikely that the issues identified here are confined to these two methods; similar issues may exist for other similar whole-facility methods on midstream and/or other facility types. These findings have important implications for the construction of voluntary and regulatory reporting programs that rely on emission estimates for reporting fees or penalties, or for studies using whole-facility estimates to aggregate TD emissions to basin or regional estimates. The utilization of remote sensing soil moisture products in agricultural and hydrological studies is on the rise. Conducting a regional applicability analysis of these soil moisture products is essential as a preliminary step for their effective utilization. The triple collocation (TC) method enables the estimation of the standard deviation of errors in products when true soil moisture values are unavailable. It assesses data uncertainty and mitigates the influence of product errors on fusion, thereby enhancing product accuracy significantly. In this study, the TC uncertainty error analysis was employed to integrate Soil Moisture Active Passive (SMAP), the Advanced Microwave Scanning Radiometer 2 (AMSR-2), and the European Space Agency Climate Change Initiative (ESA CCI) active (ESA CCI A) and passive (ESA CCI P) products, with ground-based measurements serving as a reference. Traditional evaluation metrics, such as the correlation coefficient (R), bias, root mean square error (RMSE), and unin situed root mean square error (ubRMSE), were employed to evaluate the accuracy of the product. The findings indicate that SMAP and ESA CCI P products demonstrate strong spatiotemporal continuity within the research area and exhibit low uncertainty across various land types. The products derived from the Advanced Microwave Scanning Radiometer 2 (AMSR-2) exhibit a high level of temporal and spatial continuity; however, there is a requirement for enhancing their accuracy. The products of ESA CCI A exhibit notable spatiotemporal disjunction, contributing significantly to their elevated level of uncertainty. After fusion with TC analysis, the correlation coefficient (R = 0.7) of the TC-2 product derived from the fusion of SMAP, AMSR-2, and ESA CCI P products is significantly higher than the correlation coefficient of the TC-1 product (R = 0.65) obtained from the fusion of SMAP, AMSR-2, and ESA CCI A products at a 95% confidence level. The integration of data can efficiently mitigate the challenges associated with spatiotemporal gaps and inaccuracies in products, offering a dependable foundation for the subsequent utilization of remote sensing products. The objective of this study was to propose an index based on the IPAT model to quantify the performance of countries concerning their emissions, also taking into account the level of climate technology and the level of inequality. In this study, two quantitative techniques were applied to a sample of 100 countries and 21 indicators. The main results were: (a) a 1% increase in social inequality contributes to an increase in emissions levels by 0.105; (b) the 1% increase in climate techs contributes to reducing emissions levels by 0.141; (c) The proposed IPA index shows that only Estonia and Slovenia are the best performers, mainly in overcoming the inequality barrier, while South Africa and Nigeria are the worst performers in reducing their emissions. The results provide evidence that climate policies should contain social targets to improve country performance and should use a representative value to identify their effectiveness. Methane emissions from solid waste may represent a substantial fraction of the global anthropogenic budget, but few comprehensive studies exist to assess inventory assumptions. We quantified emissions at hundreds of large landfills across 18 states in the United States between 2016 and 2022 using airborne imaging spectrometers. Spanning 20% of open United States landfills, this represents the most systematic measurement-based study of methane point sources of the waste sector. We detected significant point source emissions at a majority (52%) of these sites, many with emissions persisting over multiple revisits (weeks to years). We compared these against independent contemporaneous in situ airborne observations at 15 landfills and established good agreement. Conventional economic growth models treat production/consumption as abstractions linked only by money flows, disregarding their connection to the physical world. Nevertheless, the existing literature suggests that energy flows can influence production and links useful exergy prices with economic growth. Useful exergy is energy measured at the stage where it produces an end-use (and is a measurement of energy quality). Not all approaches in the literature use this metric and they often consider energy as a primary input (despite it being an intermediate input). We explore the relationship between energy flows and economic growth for the US through a framework where useful exergy, the output of an "extended energy sector" (where all effects of increasing primary-to-final-to-useful exergy efficiency are located), is an intermediate input for a "non-energy sector". Together, they encompass the entire economy. We conclude that the share of investment in the extended energy sector grew with the overall economic growth throughout 1960–2020, while the labour share decreased. The non-energy sector contributed the largest share of consumption, exports, imports and labour. In recent years, the energy sector has overtaken it in terms of investment. Our two-sector model has important implications for current climate policy, namely regarding the Integrated Assessment Models on which it is based. [ABSTRACT FROM AUTHOR]

Scott Morrison's government was consistently accused of taking inadequate climate change action, despite facing sustained domestic and international criticism. However, there has not yet been sustained scholarly attention paid to the relationship between Morrison's championship of the coal industry, the specific masculinity of Morrison's leadership style, and the ways in which climate change was narratively constructed by Scott Morrison as Prime Minister. This research argues that gendered and racialised logics underpinned the climate change policy and rhetoric of the Morrison Government. This is demonstrated through an analysis of three narratives that were consistently articulated by Morrison, demonstrating Morrison's unwavering defence of fossil fuel industries and the specific Australian exceptionalism of his climate inaction. Objectives: This paper investigates Thailand and Malaysia climate governance policy in practice within their multi-level governance structures. Thailand presents a unique case of a unitary state with a degree of deconcentration and decentralization, while Malaysia showcases a federal state with a high degree of centralization. Methodology: The paper collected and analyzed both primary and secondary data. Indepth interviews with government officials, NGOs, and international organizations were conducted online and onsite in Thailand and Malaysia from May 2022 to September 2023. Interview data was triangulated with secondary data from key national policy documents on climate change and related issues. This paper examines the contributions and hindrances of multi-level governance on climate governance and highlights some lessons learned from both countries. Results: It concludes that multi-level government systems provide opportunities for various stakeholders to engage in decision-making and create policy innovation. However, the administration of decision-making in these systems can be constrained by tensions within these systems, between tendencies towards the centralization of decision-making, and little engagement between subnational governments and local-level stakeholders. Conclusions: Overall, we assert that clear direction and guidance at the national level complemented by mechanisms that engage local stakeholders in administration and civil society is essential to achieve overarching climate action goals regardless of the administrative system.
