- Abstract
In modern conditions, russian enterprises have faced serious difficulties related to the sanctions imposed against Russia and the response to them. Most of the economic entities, in order to maintain their positions in the market and the stability of their financial situation, are forced to change the current practice of managing their resources and, in this regard, implement various behavioral strategies. This work is devoted to identifying the main types of anti-crisis strategies of Russian enterprises for managing their resources. The results of the study can be used to further study the relationship between business strategies and specific anti-crisis management measures for various types of resources of an economic entities.

3. DEVELOPMENT OF EARLY PREVENTION METHODS AND RESPONSE TO CRISIS OF THE ENTERPRISE

- Abstract
Analysis of conceptual approaches to operational management of the enterprise in market competition and depending on the characteristics and stages of development determines that it is necessary to carefully perform all necessary management functions, attention to ensuring the achievements of forecasts, calculations using appropriate management technologies. The purpose of the study is to prove the need for the formation and implementation of early warning and response in the enterprise as one of the ways to manage change in the enterprise. The set tasks relate to determining the place and role of the early warning and response system in the enterprise; development of methodological approaches to the introduction of an early warning system to identify signs of crisis; creation of a system of preventive response at the enterprise. The methodology is determined by the applied system approach, methods analysis and synthesis; a schematic sequence of operational response measures and their information support has been developed. Results. Using the results of research by domestic and foreign scientists, the development of a rapid response mechanism was continued, as a basis for the formation of principles, methods and tools for managing "weak signals" on the danger or signs of crisis. It is noted that crises are eliminated both in the normal mode of neutralizing destabilizing factors, and in preventive, when preventing the emergence of negatively affecting processes. The study is based on the distinction between two approaches: the first is related to the identification of factors that cause the crisis; the second – with tracking changes, "weak signals", signs of uncertainty of future development. Consideration of existing and development of methodological approaches to building the concept of operational management "on weak signals" was based on the study of the characteristic symptoms of the crisis and the establishment of relationships between risks and crises. The innovative scientific and theoretical essence of operational management tools "on weak signals" of enterprises is stated. Conclusions. It all depends on timely and correct management decisions, and if the negative impact of external threats to the enterprise can not always be neutralized, then ensuring a crisis-free existence is entirely up to management and depends on timely response, ability to use methodological approaches, management technologies to prevent certain trends, to prevent signs and manifestations of the crisis in the enterprise.

Для сучасного суспільства важливими стають альтернативні способи виробництва теплової енергії та утилізація відходів діяльності. З’являється необхідність, отримання нових знань, технічних рішень та наукових ідей для вирішення цих проблем. Для одночасного вирішення цих двох важливих завдань, з метою оптимізації витрат та покращення стану довкілля запропоновано екологічне спалювання відходів за допомогою нового типу твердопаливних котлів без димарів - теплогенераторів, що мають зручні переваги в порівнянні із звичайними твердопаливними котлами. Характерною особливістю термогенераторів є можливість спалювання сировини вологістю до 50% та майже повне згоряння вторинних продуктів цього процесу завдяки наявності двох камер згоряння з температурою відповідно 700°С і 900°С, що на 200 С більше за максимальну температуру для звичайних твердопаливних котлів. Екологічна привабливість цих пристроїв саме в тому, що немає необхідності застосовувати висотні димарі. Для забезпечення тепловою енергією приміщень об’ємом від 2,5 до 250 тис. м. куб. пропонується застосовувати термогенератори різної потужності від 100 кВт до 10 МВт, але їхня вартість відносно висока. Тому завданням даної роботи було виконання розрахунків ефективності даного способу утилізації горючих відходів, оцінка кількості отримання теплової енергії, встановлення терміну окупності затрат та рівня інвестиційної привабливості запропонованого проекту. Для виконання розрахунків використано відомі значення параметрів, коефіцієнтів та цін для апаратури та сировини спалювання. Звертається увага, що в процесі такого спалювання відходів є можливим додаткове отримання вторинної енергетичної сировини – біогазу та мазуту. У статті проведено розрахунки економічної ефективності, терміну окупності та інвестиційної привабливості цього способу отримання теплової енергії та побічних енергоємних продуктів, в порівнянні з використанням газу в якості палива. Показано, що використання відходів в якості палива та теплогенераторів, у порівнянні з використанням газу, дає можливість зменшити витрати в 62 рази, а окупність технічної реалізації становить лише 1,1 роки. Також оцінено розмір додаткових доходів від паралельного отримання вторинної сировини – біогазу та мазуту. Зазначено доцільність проведення наступних досліджень для конкретних об’єктів тепло споживання та довільних об’ємів різного типу відходів.

In modern business conditions companies are more or less characterized by complexity and fluctuation. Special economic conditions, particularly in terms of intensive processes of globalization and the global financial crisis, have shown a constant decrease profit-making of the enterprises in the machinery industry, and thereby worsening financial position. It is a kind of crisis of business enterprises in the less adaptable business-system environment. Crisis management comes to the fore a crisis, enterprises, primarily associated with the development of the situation in which the company has reached a critical point with certain characteristics. However, it is a definition of all the hallmarks of the crisis the company. In the narrower sense, the crisis of the company is to be understood as a process in which, unplanned and unwanted, endanger the fundamental economic objectives of the company - the goal of preserving invested capital, profit goal (profitability), the goal of preserving the liquidity and solvency of the company. Therefore identify four main phases of the crisis of business enterprises: strategic crisis, the crisis of profitability, liquidity crisis, liquidity and borrowing.

Research carried out in Australia, the UK, USA, and Europe over the last decade or so has clearly shown that large numbers of academics are stressed, anxious, depressed, overloaded, and demoralised (Barcan 2013; Burrows 2012; Court & Kinman 2008; Ditton 2009; Gill 2010; Hil 2012; Lynch 2010; Sparkes 2007; Tytherleigh et al. 2007; Watson 2010). Many are suffering from insomnia, feelings of guilt, insecurity, anger, loss, failure and disorientation, have been diagnosed with mental health conditions such as anxiety and depression, and have experienced physical illnesses related to workplace stress. In a 2002 survey of 8,732 Australian university staff, Winefield, Gillsespie, Stough, Dua and Hapuarachchi found that approximately 50% of those interviewed were at risk of psychological illness, compared to 19% of the Australian population overall (2002a: 8). There is little doubt that in the decade since this study was published, the situation has worsened. A recent (2014) Guardian survey of academics with mentalhealth problems (from Vice Chancellors to PhD candidates) from the UK, Europe, Asia, North and South America, and Australasia, found that 80% of the more than 2,500 respondents suffer from anxiety and 75% from depression, and that 77% have been prescribed medication. Moreover, almost half (49%) of the respondents claim that they had not experienced mental health problems prior to working in academia. The principal aim of the present article is to characterise the phenomenon „crisis in the enterprise”. The present exposition summarizes the critical scientific and practical studies of the author on the essence of the notion of „crisis”, the possibilities for identification, classification and characterization of the factors of crisis development and the approaches for its study and management. The main emphasis in the article is laid on the differentiation of the crisis as a phase of the life cycle of the enterprise and the stages through which the cris is passes.

This study examines the influence of national institutions on multinational enterprise entry mode behavior during economic downturns. Drawing on institutional and transaction cost theories, the authors propose (1) alternative hypotheses for the effect of host-country government effectiveness (a spatial institution) and (2) hypotheses for a direct and an indirect effect of a global financial crisis (a temporal event affecting all countries) on firms’ internationalization strategy. With a sample comprising 624 foreign expansion investments conducted by Dutch multinational enterprises between 2004 and 2009 into 66 countries, this investigation confirms that majority control more likely occurs when host-country government effectiveness is high or when the investment is made during a global financial crisis. The authors also find support for a hypothesized moderating effect of a global financial crisis. Concluding remarks discuss the implications of these findings for scholars and practitioners.

The problem of occurrence of crisis phenomena is of systemic nature and is characterized by a number of factors and constituents. Systematizing the factors and constituents influencing the development of the national economy and its subjects, as well as the delineating the financial-economic variables used as analytical benchmarks for efficient managerial decisions, constitute the information basis for the application of anti-crisis management measures. The objectives of the article are considering the current financial-economic status of Ukraine’s national economy, macro- and micro-economic factors and the preconditions of crisis phenomena in enterprises; expansion of macro-economic indicators of crisis phenomena in terms of economic entities. The indicators of the volume of investments in both the material and the intangible assets and GDP, the financial results of Ukrainian enterprises, the profitability of enterprises divided into large, medium-sized, small ones are considered. It is argued that the financial-economic factors of the macro- and micro-environments of enterprises have a relationship and interdependence. The classification of external and internal factors of occurrence of crisis in enterprises is generalized. It is proposed to include into the important macro-economic indicators of crisis phenomena of economic entities, in addition to the analyzed, the following: incomes of the population, solvent demand, consumption volumes, costs structure, inflation rate, savings, population size and the level of unemployment. A relevant direction for further research is the analytical definition of the relationship and interdependence between incomes of the population, solvent demand, consumption volumes, costs structure, inflation rate, savings, population size and unemployment – as the important macro-economic indicators of crisis phenomena and prerequisites for the application of crisis management in enterprises.

The activity of enterprises in modern economic conditions is exposed to threats caused by the uncertainty of the market environment. One of the options for overcoming the crisis and reducing the level of economic risk for enterprises is to develop and implement effective anti-crisis measures, which should be implemented comprehensively and using the results of the continuous diagnostics. That is the reason why the purpose of the study is to develop the theoretical and methodological provisions for building a system for diagnosing crisis situations of enterprises. Unlike other approaches to building such a system, the authors focus on the calculation of an integrated indicator, partial indicators of which reflect the level of crisis situations in the enterprise by areas of origin, taking into account the provisions of the balanced scorecard (BSC). Systematizing the research of scientific sources, as well as taking into account the provisions of the balanced scorecard (BSC), the authors propose to distinguish depending on the scope of four components of the financial and economic crisis in enterprises: financial, operational (production), staffing and marketing crisis. It is proposed to diagnose the crisis of the enterprise by determining the integrated indicator using the analytic hierarchy process (T. Saaty method) and expert survey (to calculate the severity of crises and indicators), as well as the method of rationing (to bring indicators of crisis diagnostics, which are different by types, to a single information orientation and dimension). The system of indicators of diagnostics of financial, operational, staffing and marketing crisis at the enterprises is formed and for their further rationing, their characteristic values are defined. To generalize the level of crisis in the enterprise, the authors proposed to use the universal Harrington scale. According to this scale, the authors identified five levels of crisis in the enterprise and provided their characteristics. - Abstract
The article examines the theoretical-methodological and practical principles of crisis management of the enterprise in the conditions of war. It is emphasized that in the scientific literature, insufficient attention is paid to the issue of ensuring the functioning and overcoming crisis phenomena in the activities of enterprises in difficult economic and military conditions. The concept of war is considered and the main features of war are defined. It is noted that during the war, institutions, phenomena, systems and mechanisms change and adapt to wartime, and the mechanism of crisis management of the enterprise is no exception. The differences between a traditional crisis and a wartime crisis at the enterprise are determined. The crisis in an enterprise caused by war is not the traditional crisis that enterprises often face, because is long and "chronic". The main elements of the crisis management mechanism of the enterprise, which acquire the peculiarities of their functioning during the war period, are considered. In particular, the purpose, main tasks, principles, diagnostics, strategies, methods and measures of crisis management in conditions of war are indicated. First, the company must establish a permanent monitoring of its activities, which includes diagnostics of the main financial and economic indicators of the company. The importance of tactical methods of the crisis management mechanism of the enterprise, which are aimed at the rapid improvement of the financial and economic indicators of the enterprise and are effective in conditions of high uncertainty, is emphasized. The following methods are considered: downsizing, outsourcing, regularization, benchmarking, modernization, diversification, merger and reengineering. Four phases of the operation of the enterprise during the war are defined: shock (the beginning of the war), adaptation to the war, functioning during the war, and the post-war period. Each phase has its own characteristics of the application of crisis management. It is indicated how the effectiveness of the crisis management of the enterprise during the war is evaluated.

Introduction. Transformational changes in the national economy, its high level of dependence on the development trends of developed countries, and unstable financial situation require the search for effective tools for identifying and minimizing regulatory, financial, tax and reputational risks in business entities. The diagnosis of probability of crisis and bankruptcy is an effective tool for maintaining the financial stability of enterprises. Despite the large number of researchers and their achievements, the large number of methods and models for predicting the likelihood of bankruptcy, this problem is relevant, because no model can predict such external factors as political instability, natural disasters, worsening social- economic situation, or even the global economic crisis, as well as internal factors such as poor planning or inefficient management of the enterprise. Bankruptcy forecasting models (E. Altman model, model R and Tereshchenko model) have many disadvantages besides many advantages. The enterprise should choose a model that takes into account all the peculiarities of the economic development of the enterprise and trends in the markets in which it is presented. In addition, the assessment of bankruptcy should be performed not only in cases where the enterprise already has crisis phenomena, but also in order to prevent them from being diagnosed in a timely manner and preventing bankruptcy. Method (methodology). Methods of analysis of structure and series of dynamics were used in the research of the current state and tendencies of development of the business sector. Investigation of existing approaches to analyze the likelihood of a crisis in the enterprise and to identify the most effective of them was carried out using methods of synthesis, analysis and systematic approach. The study of the probability of bankruptcy at the enterprise is based on discriminant analysis (using the four-factor model R, five-factor Altman model, six factor Tereshchenko model). Results. Under the conditions of economic instability in Ukraine, there is a need to improve the financial stability and solvency of Ukrainian enterprises. This is possible by timely diagnosis of the likelihood of a crisis and, as a consequence, bankruptcy of enterprises. It is advisable to carry out the diagnostic process using the following stages: rapid analysis of early signs of crisis at the enterprise; economic evaluation and analysis of financial statements of the enterprise; analysis of the financial condition of the bustle of management; rating of enterprise activity; discriminant analysis of the probability of bankruptcy at the enterprise. Of the many existing models, the most effective models are proposed to be used: Altman model (in three modifications – for joint stock companies, for private companies that do not place shares in the stock market, for non-productive enterprises), model R and the Tereshchenko model. Bankruptcy forecasting models, in addition to their many advantages, also have their disadvantages. So the company should choose a model that takes into account all the peculiarities of the enterprise's economic development and trends in the markets in which it is presented. The research of the main theoretical aspects of crisis management as a subsystem of enterprise management, namely the definition of its essence, subject, object, subject and goals. Methodology of research.The study used methods of analysis and synthesis, the method of logical analysis. The information resources of the study are electronic informative resources and periodical materials. Results. The analysis of scientists’ researches allowed to establish the most widespread following views on issue of enterprise anti-crisis management: management with the purpose to avoid bankruptcy and to financial recovery of the enterprise; management in order to identify and eliminate signs of crisis in the enterprise, in order to provide of its stable operation; management, which prevents the occurrence or reduces the probability of crises in the enterprise; management that provides the development and effective using of resources in a crisis environment. Regarding to the fact of the crisis in the enterprise, anti-crisis management is defined as management in a general crisis, pre-crisis management as management in an enterprise crisis. Therefore, the actual definition of the concept of "crisis management of the enterprise" is the follow: it is preventive management, which prevents or minimizes the probability of crises in the enterprise with additional improving the efficiency of the enterprise and the using of available resources. According to the formed definition, the probability of crisis occurrence, the enterprise efficiency and efficiency of resources using should be added to existing subjects of anti-crisis management. The list of management entities should be limited by the owners and functional managers and specialists of the enterprise. In modern conditions it should be added to the existing list of crisis management objectives the next activities: providing the efficient of resources use, which is necessary by the owner’s opinion, increasing of the enterprise efficiency. Originality. The essence of the concept "crisis management of the enterprise" is specified. Objects and subjects of crisis management are specified. The list of subjects and goals of the enterprise anti-crisis management has been supplemented. Practical value. The proposed conclusions can be used by researchers, owners and managers of enterprises in determining of the effective directions of crisis management.

An article is devoted to theoretical and practical aspects of financial rehabilitation of enterprises. Different approaches of economists to the essence and meaning of the concept of “financial rehabilitation of the enterprise” are analyzed. In the form of a graphic interpretation, the main tasks included in the financial rehabilitation of the enterprise, as well as the algorithm of methods for its implementation, are presented. A number of problems that may arise in the process of financial rehabilitation of enterprises are identified and substantiated. Among them, the most important is the cost of this process, as well as the lack of effective methods and specialists for diagnosing the financial state of the enterprise. Considering the importance of diagnosing the state of the enterprise development in the process of financial rehabilitation, it is recommended to use the economic and mathematical model of O. A. Vinnytska. The model has been tested on “InterTrade” LLC, which is engaged in wholesale and retail trade of auto parts. According to the results of economic and mathematical modeling, a tendency of the general financial condition deterioration of “InterTrade” LLC is revealed, as well as the presence of a “profitability” crisis at the enterprise. Among the advantages inherent in the proposed economic and mathematical model, it is worth highlighting the following: ease of use; availability of data necessary for calculations; compliance with the conditions of domestic enterprises management; the ability not only to assess, but also to determine a specific type of financial condition (crisis, satisfactory, stable, excellent, courageous). The general algorithm for choosing the method of financial rehabilitation of the enterprise has been improved, which consists of three interrelated stages (identification and elimination of external factors of bankruptcy of the enterprise; development and implementation of measures for financial rehabilitation of local enterprises; stabilization of the financial condition of the enterprise). For each separate stage, a goal and specific implementation measures are defined. Practical application of the algorithm will allow to solve the existing problems of enterprises quickly and qualitatively and, thus, to avoid the procedure of bankruptcy or liquidation in the future.

The article considers the theoretical prerequisites for crisis management in business. The relevance this problem studying is outlined by the crisis manifestation permanence during all the years of Ukraine independence. Having analyzed the processes of emergence and passage of the crisis, their appearance was identified not because of socio-economic changes in society (they always humanity accompany), but because of inability to detect, control and respond to imbalances in the enterprise management system. Often, the “crisis” is a “turning point”, “negative process”, “exacerbation of contradictions in the system”, “evolutionary process of enterprise development”, “stage of the enterprise life cycle”, “potential for change”, “random factor”. It should be emphasized that to describe the crisis of the enterprise are often used as equal concepts “crisis phenomenon”, “crisis situation”, “crisis situation”, “crisis”. However, they all differ in time and consequences for the system. When forming anti-crisis policy in the enterprise, any problem in any business process, which is left without attention and analysis now, in the future has every chance to turn into a crisis. Crises in the company are different in nature, causes and consequences. Therefore, the success of crisis management depends on the timely recognition of symptoms. Understanding the causes of the crisis (disease) will help to invent a “cure” – counter-shock or anti-crisis measures. There should be a specific list of anti-crisis actions for each type of crisis and its stage. Therefore, in our opinion, crisis management is a set of timely point management measures to diagnose, neutralize, prevent and overcome crises at a particular stage of the crisis in the subordinate system in conditions of risk and uncertainty.

The purpose of this article is to determine the practical and theoretical aspects of the use of virtual enterprises in the training of students of economic and managerial specialties. The following general scientific research methods were used: abstract-logical method in the process of theoretical generalization of the experience of virtual enterprises; analysis and synthesis – in the formation of recommendations for the use of virtual enterprise in the educational process. The main results of the article characterize the most important issues of organizing the use of virtual enterprises. The authors identify the main opportunities and benefits that arise in the learning process of students when using virtual enterprises. The article identifies the main features of the use of virtual enterprises: the role of the teacher in the organization of the educational process with virtual enterprises; the need for the formation of productive relations in the student body, optimization of the psychological climate in the group; ability to work on the «result», time planning. It is proposed to use tasks that involve the choice of standard management decisions for the development of the enterprise, as well as tasks that characterize the state of crisis in the enterprise. The basic algorithm of use of the virtual enterprise is offered: definition of the educational purpose and tasks of creation of the virtual enterprise; establishment of the sphere of activity of the enterprise, the main types of products and services that the enterprise plans to produce (provide); determination of the necessary resources for the implementation of production processes in the virtual enterprise; development of possible strategies of enterprise development in the conditions of change of tasks, market situation.

- Abstract
The COVID-19 crisis posed an opportunity for entering new avenues and market segments for large and financially viable enterprises, whilst SMEs lacking resources for such maneuver required cost-effective and quick-fix solutions. In this literature review, we reflect on the drivers of sustainable development of SMEs compared to their larger counterparts during major disasters. We have analyzed prior studies drawing from the concept of “sustainability“ during COVID-19, published between 2020-2021, as well as relevant studies from the domains of crisis management, sustainability, enterprise sustainability, digitisation effects on sustainability, sustainable business practices. Each research was screened to check for the content relevance to the subject matter. The paper suggests that radical sustaining innovation in service delivery combined with diversification could be fostered to mitigate risks and ensure SMEs survival in times of economic downturn. The paper adds to the existing body of organizational knowledge on entrepreneurial sustainability deriving from multiple perspectives on the subject. The conceptual framework developed in this article was designed to provide pragmatic recommendations for SME owners, entrepreneurs, managers and academicians. We find that there are grounds for SMEs to concentrate on innovating in the context of products and services that are considered revenue-generating for same-industry large enterprises, considering this strategy allows SMEs to align their interests and engage in cooperation with competition.

Nowadays, the hotel management concept cannot keep pace with the times. Traditional concepts are often adopted to manage hotel financial personnel, for the hotel financial personnel cannot take timely and effective training. All these lead to the hotel financial staff designing the hotel’s related business without sufficient understanding of the hotel industry and judging and deciding if they do not master the hotel’s professional knowledge, which makes the participating projects unable to give correct and reasonable answers to the substantive problems of the hotel. This leads to the hotel management not going up; extensive management makes the hotel benefit not go up. Hotel intelligent technology can solve these problems and not only save manpower and material resources but also intelligently predict the financial crisis of hotels. In the context of the accelerated development of globalization and informatization, there are still many problems in the financial management process of my country’s hotel industry. Based on these questions, the article draws on foreign advanced experience, puts forward effective suggestions in financial management, and uses computational intelligence technology to design a centralized and intelligent financial management system. The research results show the following: (1) the financial crisis model is created by using the principle of support vector machine and logistic regression method, which greatly reduces the financial crisis of the enterprise. (2) The system can straightforwardly summarize the data for easy query. Taking three domestic hotels as an example, a comprehensive study has been carried out on the three aspects of pricing assessment risk, financial integration risk, and debt risk. In 2016, the financial leverage coefficient has been relatively high, the quick ratio has fluctuated greatly, and the interest protection coefficient has shown a downward trend. (3) The performance of the system is compared with traditional development mode, framework development mode, and intelligent optimization mode. The intelligent optimization system has the lowest response time and the highest success rate. The new system has reduced response time by about 57% compared with the original response time, and the access success rate has been greatly improved.

The importance of efficient work of construction enterprises for the economy as a whole was substantiated. It was emphasized that the search for mechanisms to improve the efficiency of the construction industry is complicated nowadays by processes of intensification of the political and financial crisis in Ukraine, which also are slowing down the development of integration processes into the European Economic Area. The decisive role of creating a favorable investment business climate, the consistent transition from domestic to European standards in construction, the reforming the legislative and regulatory framework in the industry have been defined. According to the official data of the State Statistics Service of Ukraine, the dynamic of the volume of construction products was analyzed and the trends and consequences of changes in the industry were substantiated. It was proved that the efficiency of construction enterprises depends on a number of factors that are specific to enterprises in this industry, the main of these factors are: the use of construction products is possible only at the place of its production and there is a significant dependence of the industry on natural factors that in case of the unplanned events have negative affect to the duration of the technological cycle and lead to additional loss of resources; features of temporary interaction between enterprises and organizations of different sectors of the national economy during the creation of construction products necessitates technical-economic and technical-technological intra-and inter-industry links. It was emphasized that the systematized characteristics of the industry are the prerequisites on which the anti-crisis strategy of enterprise development should be based, which determines the priority directions of development and the mechanism of their financing. The analysis of the structure of sources of financing of capital investments in Ukraine was carried out. The complexity of the conditions of operation of construction enterprises was proved, which increases the responsibility and independence in making management decisions to ensure the efficiency of their economic activities in the current conditions of integration into the EU. The guidelines for the development of construction enterprises were outlined, taking into account the current trends in the industry and the economy of Ukraine as a whole, which will further form an anti-crisis strategy for the development of the industry aimed at integrating the domestic economy into the European Economic Area.

Introduction. Modern market conditions over the past decades are characterized by fluctuations from a stable state to a crisis. All businesses, regardless of scale and type of activity, suffer from crises. The larger the enterprise, the more stable its position and the better its management system. However, manufacturing enterprises have their own characteristics that must be taken into account. They have high costs, a lot of staff, the strength of the market and competitors. The purpose of the paper is to identify the main signs and directions of diagnosing crisis phenomena at production enterprises for effective crisis management. Results. The main characteristic features of crisis management for manufacturing enterprises are proposed to highlight such as the dependence on time, mobility and dynamism of resource support, the efficiency and prudence of managerial decision-making and the use of the program-target method. Moreover, in the context of strategic management, it is important to diagnose factors of the internal state of the enterprise and the external environment, assess the formation of the value of products and how competitive it is in the market in a crisis. Without a clear statement of the problems that led to the crisis in the enterprise, it is impossible to start developing anti-crisis measures. These measures include making small changes to the strategy of the enterprise, or a complete revision of the strategy and the development of a new one. The value chain reflects the process of creating the value of a product and includes various activities and, as a result, profit. The manager controlling the entire process finds a weak link in the chain and can manage each individually without harming the overall result. Conclusion. The market economy is developing in waves from a stable state to a crisis, and managers always need to be prepared for such conditions. Management of a manufacturing enterprise is always special to management. Crisis management is no exception. Introduction. In today’s conditions, financial and economic activity is affected by a number of external and internal factors that lead to the emergence of crisis phenomena, respectively, affect the level of financial security and lead to the bankruptcy of the enterprise. Such circumstances actualize the issue of predicting, preventing and countering crisis phenomena and substantiate the need to implement anti-crisis management into practical activities, the methods and models of which make it possible to assess and analyze the probability of bankruptcy and take measures to prevent it and ensure financial security.Therefore, there is a need for early determination and analysis of the probability of bankruptcy of the enterprise and diagnosis of the causes that lead to its occurrence and the possibilities of prevention in order to ensure the financial security of agents of economic activity.The goal is to study the main approaches, methods and models for analyzing the probability of the occurrence of crisis phenomena that lead to bankruptcy and affect the level of financial security of food industry enterprises.Methods. Achieving the goal is possible when using general scientific, special, economic-mathematical methods and integral discriminant models of knowledge of the investigated processes and phenomena. Comparison, generalization, analysis, synthesis, systematization are used to understand crisis phenomena, bankruptcy, financial security. Structural-logical, tabular, graphic methods, economic-statistical, discriminant models are used to determine the probability of the occurrence of crisis phenomena in the financial security system of the enterprise.Results. In the course of the research, the understanding of the crisis as an unpredictable situation, which is a threat to the priority goals of the enterprise and its financial security, was clarified. In turn, crisis phenomena lead to the inability of a business entity to fulfill its financial obligations to ensure current production activities, that is, to a financial crisis, identified with insolvency, lack of profit and potential for effective functioning, that is, with bankruptcy.It was investigated that it is possible to determine the probability of bankruptcy using methods of financial analysis - horizontal, vertical, absolute differences, structural. In addition, the complication of the conditions of financial and economic activity requires the use of static models based on discriminant analysis, which involves the assessment of the ratio of financial coefficients when constructing a function using mathematical and statistical procedures and the calculation of the integral index Z.In order to identify, analyze and assess the occurrence of crisis phenomena that threaten financial security, the most common economic and mathematical methods of predicting the probability of bankruptcy of discriminant analysis are applied. An express analysis of the financial condition of the food industry of Zhytomyr Lasoshchi CJSC was carried out using the U. Beaver coefficient. E. Altman’s model was used to determine the probability of bankruptcy of the investigated enterprise: the adapted Z-score formula (Altman Z-score Plus) for manufacturing companies, a model for private enterprises that do not place shares on the stock market, a two-factor model. The model of K. Springate, R. Lees was also used to assess the onset of crisis phenomena.However, taking into account the advantages of the applied models (they reflect various aspects of the enterprise’s economic activity, are easy to calculate, simple and accurate in calculations, give the possibility of their application to external users), they are developed for Western countries with a developed market system and do not take into account the modern conditions of domestic market management. Therefore, along with foreign models, we tested domestic models for determining the probability of bankruptcy by such economists as O. Tereshchenko and A. Matviychuk.The application and calculation of indicators of discriminant models of analysis and assessment of crisis phenomena made it possible to identify the enterprise of the food industry - CJSC «Zhytomyrski lasoshchi» and draw appropriate conclusions. However, in order to determine the specific factors influencing the probability of bankruptcy and their quantitative measurement, it is necessary to carry out a more detailed analysis for each component of the company’s financial condition.Discussion. Management of financial and economic activities of food industry enterprises requires systemic changes, qualitatively new approaches to identifying crisis phenomena at the earliest possible time of their manifestation. Since, crisis phenomena are equated with the onset of bankruptcy of an enterprise with a high degree of risk in financial activity, the result of which is the impossibility of fulfilling obligations and demands to the budget and creditors within the specified time. It is important to detect signs of a crisis in an enterprise in advance, which is possible by performing an analysis using diagnostic research methods that make it possible to determine the probability of bankruptcy with a certain accuracy and predictability. We are talking about the importance and necessity of implementing effective anti-crisis, security-oriented management in order to anticipate, prevent the occurrence of threats and take measures to correct the situation in order to achieve a high level of financial security of the enterprise in the harsh, unpredictable conditions of the market economy.Prospects for further research. In order to carry out the analysis and assessment of crisis phenomena and the probability of bankruptcy in the context of their impact on the financial security of food industry enterprises, in addition to the proposed ones, it is advisable to use other discriminating economic and mathematical methods of clear and unclear methods and models for determining crisis phenomena, which would take into account industry specifics and be adapted in conditions of uncertainty and instability of the market space, which can become the subject of further research.

35. MANAGEMENT OF EFFICIENCY AND COMPETITIVENESS OF ENTERPRISES – DOMINANTS IN THE ANTI-CRISIS MANAGEMENT SYSTEM

The article is devoted to the issue of anti-crisis management in the context of determining the dominant elements of the anti-crisis management system, which would ensure the overcoming of the crisis by the enterprise and its further operation and maintenance of the appropriate level of efficiency and competitiveness, both on the domestic and foreign markets. The article reveals the essence of the definitions of "crisis" and "anti-crisis management", indicates the possible consequences of crises for the enterprise through the prism of positive and negative changes, and also emphasizes the antagonistic essence of the concept of "crisis". The role and significance of crises for the economic development of the enterprise is argued, the types of crises are defined, and the positive and negative significance of the crisis for the development of the enterprise in the future is revealed. An analysis of the interpretation of the category "anti-crisis management" by various scientists is carried out, on the basis of which the existing approaches to the interpretation of the concept of "anti-crisis management" were systematized and, accordingly, it was determined which of the approaches is the most representative, which in turn made it possible to define anti-crisis management as a complex and multifactorial concept, which I am management, which is aimed at avoiding and neutralizing signs of crisis in the activities of enterprises, as well as at adapting the management system to changes in the external and internal environment of the enterprise, which will contribute to its effective development and competitiveness in the future. The main directions of the enterprise's activity are summarized and possible types of crises at the enterprise are determined based on them. It was determined that the crisis of production is the most powerful and fatal for the enterprise and provokes the onset of the economic and financial crisis. Taking into account this factor, the dominant factors in the anti-crisis management system have been determined, which will help to mitigate the consequences of the crisis or even prevent the possible negative impact of the crisis on the company's activities.

- Abstract
The article considers the main components and methods of forming the principles of anti-crisis management efficiency in tourism. The analysis of indices of the anti-crisis management system is carried out in tourism. The key aspects of the anti-crisis management model are investigated in tourism. Taking into account the need for the anti-crisis management compliance with the established scientific principles, we propose a methodology for assessing the efficiency of an tourist enterprise anti-crisis management based on the definition of a summarizing indicator of the efficiency of anti-crisis management in the context of analytical and expert assessment. The methodology consists of several stages and allows to monitor the efficiency of management in dynamics, to identify weak links in the system of anti-crisis management in order to correct the management mechanism. As a result, it should be noted that the formation of the principles of anti-crisis management efficiency should be based on the use of the method of summarizing indicator of the efficiency, taking into account the analytical and expert indicators. The proposed methodology for assessing the anti-crisis management efficiency of the tourist enterprise will make it possible to assess the ability to stable functioning or development, depending on the efficient use of available resources. Applying the methodology described in this article will enable managers of the tourist enterprises to take effective anti-crisis solutions for enterprise development based on information on the management efficiency decline in accordance with the indicators of the anti-crisis management efficiency, which gives the opportunity to identify and implement the hidden reserves of anti-crisis management; as well as to determine the existing tools of anti-crisis management, the functioning and development of the tourism enterprise.

The article considers controlling as a tool of crisis management of an enterprise, the main task of which is to provide crisis response (management) with an up-to-date information and analytical base. It is defined that anti-crisis management of an enterprise is a complex of measures to analyse and assess potential crises, develop anti-crisis action plans, identify signs of crises, implement action plans to prevent and overcome crises, eliminate their consequences and prevent crises in the future. The goals and objectives of crisis management of an enterprise are defined as follows: foreseeing the crisis and adequate preparation for it; hindering dangerous factors of crisis; managing the dynamics of crisis development; ensuring the vitality of the enterprise in crisis state; mitigating the negative consequences of crisis; using factors and consequences of crisis for the enterprise development. The main elements of controlling (object, purpose, objectives and tools) in the short and long term are described. The general and special functions of controlling are given. It is proposed to distinguish such function of controlling as crisis response. As a controlling functionality, a list of procedures performed by the controlling system was formulated and justified, which made up the crisis response complex: communication, coordination, cooperation, completing, converting, complementing and cogeneration. It has been substantiated that according to the crisis response complex the main role is assigned to communication. It is determined that the crisis response complex should act according to the types of crises that exist and may arise in the activities of the enterprise. A list of classic controlling principles has been provided and supplemented by such ones as the business responsibility and the anti-crisis principle. The principle of business responsibility provides for that the controlling service, while collecting, processing, analysing data and providing the basis for making certain management decisions, must be responsible for the reliability and relevance of the information provided. The second proposed principle (anti-crisis) provides for the prediction and anticipation of turning points in the activities of the enterprise and crisis response.

Products of chemical industry along with oil and gas complex form the basis of Russian economy, therefore any instability in the economic situation of the country affects seriously the functioning of chemical industry enterprises. The crisis of chemical industry enterprises is one of the most important problems for Russian economy. In view of this fact we face the necessity of crisis management of enterprise activity in order to prevent and eliminate threats to their finance security and to obviate after-effects of the crisis needed to minimize adverse consequence for enterprises of chemical industry. Taking it into account we should choose a correct methodology and landmarks of strategic managerial accounting at enterprises of chemical industry in conditions of crisis, which could become effective tools of prevention and elimination of crisis phenomena and at the same time could raise efficiency of adopting and implementing strategic plans of crisis counteraction. The author proposes to use a well-balanced system of indicators, which in terms of a crisis could provide an opportunity to form a system of managerial decisions that are differentiated in regard to crisis stage and based on correctly developed strategy built within the frames of strategic management and strategic managerial accounting of the business entity.

The article defines the essence and features of financial rehabilitation of the enterprise. The main types of reorganization depending on the depth of the crisis of the enterprise and the conditions of providing it with external assistance are identified. The detailed characteristics of the reorganization procedure are considered, in particular the main purpose of the reorganization, participants of the reorganization process, the term and main stages of the debtor's reorganization procedure. Based on the study of the scientific literature, the characteristic features inherent in the concept of financial rehabilitation in various aspects have been identified. The general principles on which financial rehabilitation is based are analyzed. The economic efficiency of the implementation of the system of information and analytical support of financial and economic security of the enterprise is determined. The systemic nature of financial and economic security and the complexity of the relationships in the system necessitate the assessment of financial and economic security based on the use of a set of methods by which to achieve certain objectives of the assessment. The peculiarities of methods for assessing the probability of bankruptcy of enterprises in order to form more accurate and high-quality information on the financial potential of the enterprise are analyzed. It is proved that the models for estimating the probability of bankruptcy make it possible to determine the financial stability of the enterprise, which is the main factor in assessing the financial potential of the enterprise. The special features of financial rehabilitation in the system of financial and economic security of the enterprise are outlined. The directions of realization of financial rehabilitation in the system of ensuring financial and economic security of the enterprise in Ukraine are substantiated. A comparative analysis of financial, statistical and mathematical valuation methods used in the financial security management system. Forms of financial participation of creditors in the rehabilitation of debtors are considered, which are largely determined by the nature of their financial and economic relations with the debtor. Prospects for improving the tools for using financial rehabilitation in the system of financial and economic security of the enterprise are identified.

The purpose of this article is to determine the interrelation between the concepts and factors of crisis and the impact on the sustainable development of the enterprise. In addition to the main operating activity, modern enterprises must also carry out a significant list of other activities. The relevance of this study is due to the need to optimize the financial and labor resources of the enterprise for other activities. It is expected that the root causes of the crisis in the enterprise and the drivers of sustainable development may be similar or intersect. The article considers the key approaches to defining the concept of "enterprise crisis", which have already occurred in the Ukrainian scientific literature. The authors have developed their own three approaches to the interpretation of the concept of "sustainable development of the enterprise". A comparison of these terms is made and it is determined that by their essential characteristics they have nothing in common except that they contribute to changes in the enterprise (in the first case – negative, in the second – positive). Next, a review of the factors of crisis phenomena and factors influencing the sustainable development of the enterprise. It has been found that the factors of crisis phenomena are usually divided into internal and external. They have many levels of detail. Factors influencing the sustainable development of the enterprise are also detailed to conduct a better analysis of the achieved level of sustainable development. Within the above classifications, the authors of the article identified two groups of similar factors, numbering six subgroups in each. Then a detailed comparative analysis was performed. It is concluded that the same indicators, tools, measures, and methods of enterprise management in case of reduced efficiency or inefficient use are factors of crisis phenomena, and in case of increased efficiency and improvement – factors of positive impact on sustainable development of the enterprise. The results of this study also created a new hypothesis that companies that successfully implement sustainable development standards in their activities are more resilient to crises. Proving this hypothesis in practice will be the next stage of the study.

Именно по этой причине так важно совершенствовать методы и процедуры планирования аудита в ситуациях экономического кризиса предприятия,увеличения аудиторского риска. The problem of effective anti-crisis management is of crucial importance for ensuring the overall level of development of Ukraine, surmounting the financial and economic crisis, as well as creating an appropriate level of national security. In today's world with its unstable economic, political and legal dimension an entity is exposed to the external environment. The impact of the economic crisis in the world, including Ukraine, has led to the fact that most companies are close to financial crisis and some of them have already gone bankrupt. The article presents the data showing that companies are in crisis and need anti-crisis management. It is reasoned that anti-crisis management as a mechanism of adaptive regulation of business processes of enterprises is relevant and in demand both in science and in practice; the program of anti-crisis measures in case of its successful practical application can help the companies being on the brick of bankruptcy. Theoretical approaches to the formation of anti-crisis management of enterprises are considered, further research was given to the problems of developing a system of anti-crisis management of the enterprise and the development of anti-crisis financial policy. It is proved that crisis management is aimed at adapting the enterprises' activities to the constantly changing environmental conditions as well as to extract benefits from new opportunities. At the same time, the main thing in the implementation of such management is the rejection of unpromising areas of activity and the definition of the most promising ways of the organization activity ensuring its development. After analysing the latest research on ensuring the stable state and bringing the company out of the crisis, the main approaches to preventing and overcoming bankruptcy in enterprises have been identified. For effective management the measures that will clearly assess the threat and respond to management staff are proposed in the article. The causes and factors that accompany the emergence of a crisis at the enterprise are studied. The activity of Ukrainian enterprises in the conditions of crisis is analyses and a set of measures to improve crisis management for the financial security of the company is created.

Since the 21st century, human resources, as an important force to promote the healthy and rapid development of enterprises, has been attached great importance to by all walks of life, which has effectively promoted the rapid development of human resources in China’s enterprises in recent decades. However, with the increasingly fierce market competition and the penetration of highly developed information internet, the current enterprise human resource management has gradually produced many crises, which constitutes a serious constraint on the development of enterprises. A data mining method is designed, which can cluster and analyze the existing talents in the organization, so as to discover the types of talents in the organization and judge which type an employee belongs to. How to deal with the human resource crisis effectively and change the crisis into a turning point has become the most urgent problem for many enterprises. Combined with practice, taking effective early warning management is an important way to solve this problem. Based on the author’s many years of enterprise human resource management practice, this paper will first summarize the human resource crisis of the enterprise, and then discuss the current difficulties faced by the crisis early warning management, and on this basis explore some corresponding countermeasures.

This paper investigates the impending political determinants of banking crisis in advanced economies. In particular, we consider the impact of domestic credit growth on the likelihood of banking crisis and analyse possible constraints on the part of the governments in curbing the unsustainable credit growth. The endogeneity corrected results reveal that the household credit growth has greater impact on the likelihood of banking crisis than the enterprise credit growth. The political channel shows that if governments are concerned about domestic approval rates, then there is a higher chance of credit boom, which in turn increases the prospect of banking crisis. Interestingly, the findings reveal that the presence of an independent and well-functioning central bank mitigates the crisis probability and reduces the opportunistic behaviour of governments.

The global financial and economic crisis, which began in 2007, is difficult to overcome as it has numerous negative consequences. Ukraine, like the entire post-Soviet space, is burdened with problems of the transformation period, is experiencing difficult times. In recent years, the economic system in the country didn’t get signs of stable development. The crisis, as it is known, is able to break the balance in any sector of the country's economy and in a separate enterprise. The global financial and economic crisis, political instability, imperfection of legislation and insufficient level of state regulatory policy make a significant impact on the activity of domestic enterprises. In order to prevent the negative impact of risk factors on both the external and internal environment, it is necessary to review and improve special tools and approaches of crisis management that are used in the practice of economic activity. Taking into account these and other factors, the article considers the question of the essence and the objective necessity of using of crisis management approaches in the current conditions of agrarian sector enterprises activity. The necessity of forming of crisis management system, conducting of anti-crisis monitoring of the state of enterprises and diagnostics, as its specific function, determining of acceptability of various diagnostic models, need in developing of anti-crisis approaches and strategies for the development of agricultural enterprises have led to the relevance of the chosen topic. Despite the fact that a huge amount of theoretical and applied material has been developed in the world, the theme of crises, crisis management and diagnostics, as its providing component, remains in the sight of foreign and domestic scientists. This problem was particularly acute in agrarian enterprises of Ukraine, due to certain objective reasons. First of all, this is due to the lack of generalized methodological approaches, recommendations and criteria sufficiently adapted to the specific conditions of the domestic agrarian economy and good accounting and reporting system. The purpose of the article is to substantiate the necessity of carrying out diagnostics as the basic function of crisis management; approbation of the use of the most common foreign and domestic methods of diagnosing the crisis, assessing the possibility of their use in the conditions of agricultural enterprises. Ukraine has a strong agro-industrial potential and significant prospects for its future development. This is an essential component of the financial and food safety of the country, which guarantees the further economic development of the country as a whole. The results of agricultural enterprises activity do not correspond with the resource potential and opportunities of the industry. The current crisis, remaining difficult and tense, is a reflection of the accumulated internal economic and political problems reinforced by the effects of the global financial crisis. Opposition to crisis phenomenons and the revival of the normal course of business activity of entrepreneurs need to improve the practice of crisis management of enterprises, increased attention to issues of diagnosis of the level and causes of the crisis, the development of sufficiently adapted methods for its implementation. Diagnostics, being the category of crisis management, aims in-time recognition of the signs and nature of the crisis, the localization of its undesirable effects, is a meaning of obtaining reliable, high-quality information about the actual state and capabilities of the enterprise in the initial stage of the crisis, the basis for the introduction of special methods and mechanisms of crisis management. Bankruptcy diagnostics is a system of targeted financial analysis in order to find and identify the parameters of crisis development that can disbalance the system, reduce its risk-taking and pose a threat of the bankruptcy in the future. Individual features of agricultural enterprises, their condition, reasons and depth of crisis signs require different methods of getting out of a crisis state. There are no universal methods for dealing with the crisis. Therefore, each enterprise must independently develop its plan of anti-crisis actions that will ensure its survival. World experience and practice of crisis management at the enterprise level today offer a number of techniques for conducting bankruptcy diagnostics, both quantitative and qualitative; express and deep analysis of crisis signs. The most well-known and used multifactorial models for the diagnosis of the crisis situation and the prediction of bankruptcy, developed by foreign authors are: the models based on the Z-coefficients of Altman, Springate, Biver, Liss, the predicted models of Taffler and Tisshaw, the Fulmer model, Beerman model, the model of rating numbers of Sayfulin and Kadykov, the score method of Argenti and others. Despite the fact that these models are quite actively used in Ukraine, it is obvious that they are weak in their adaptation to national realities, peculiarities of management, the specifics of domestic practice, and sectoral operating conditions. This explains the possibility of obtaining wrong, biased conclusions, significant errors in evaluating and forecasts. Native theory and practice of crisis management also offer a number of methods for assessing the probability of bankruptcy. Among the most well-known are methods of Yershova N., Matviychuk A., Tereshchenko O., methodology for solvency assessment of Ligonenko L. and Kovalchuk G., Hayvoronskaya Y., and others. They are more adapted to domestic realities and reduce imperfections of foreign models. At the same time, due to individual characteristics and factors of each enterprise, there is no universal model of bankruptcy forecasting. The publication deals with the most common models for predicting of the crisis situation of enterprises, their special features of using and disadvantages. The possibility of using of some foreign and domestic models in the diagnosis of the crisis state of enterprises in order to prevent bankruptcy is explored. Checking of the possibility of using of different models and the objectivity of the obtained results is made on the basis of analytical data of one of the structural subdivisions of the Ukrainian Scientific and Educational Consortsium, the State Enterprise "Experimental Farm "Salyvonkivske" of the Institute of Bioenergetic Cultures and Sugar Beet of the National Academy of Agrarian Sciences of Ukraine. Calculations were carried out according to the models of Altman, Springate, Liss, Biver, which basically operate on indicators of operational, investment and financial activity of the enterprise, and considered with their different level of relaions and mutual influence. Among the national models the methodology of O.Tereschenko and the six-factor model approved by the Ministry of Economy of Ukraine have been used. The obtained results of calculations and their comparison with the limit values demostrate full capacity of the state enterprise "DG" Salyvonkivske" to continue its activity, show condition of financial well-being and the absence of bankruptcy risks. There were no discrepancies in the obtained results. Foreign models are suitable for using in Ukrainian conditions with certain conditions, as evidenced by numerous publications. All of them have their advantages and disadvantages, which are manifested in varying degrees, depending on the features and specifics of the object of analysis, its financial and economic state. It is recommended when using foreign models of diagnostics, to choose such approaches that would enable to obtain a more reliable and accurate assessment of the financial and economic condition, relying on the results of one model analysis is not worthwhile. Careful selection and integrated using of several models at the same time, including specially designed and recommended for domestic enterprises, will significantly increase the reliability and ensure maximum accuracy of forecasts. Conducting of anti-crisis monitoring will enable to detect unwanted deviations in a timely manner and prevent problems, ensuring a stable financial position, which is the main objective of crisis management.

The introduction of energy technologies in all spheres of public life is becoming increasingly large every year. Therefore, it is impossible to imagine a modern enterprise that in one way or another would not be involved in the processes of heat and energy saving. The article is devoted to the study of the economic effect of the use of energy-efficient cars in the enterprise activity. As the object of the study the three cars of KIA Motors were selected: KIA Sportage, KIA Niro, KIA Soul Ev. In the process of research, the method of induction and deduction, the monographic method, the method of theoretical generalization and comparison, the statistical method were used. The comparative analysis of the economic efficiency of power plants of cars with a gasoline engine, a hybrid and an electric motor was conducted. The average annual expenses for the purchase of fuel and the coefficient of the average annual total cost of operating a car for various types of power plants depending on mileage were calculated. It was determined that saving on energy carriers, which energy-efficient cars using, can release funds for the company. These financial resources can be used to ensure the financial sustainability of an enterprise, upgrade fixed assets, expand business (purchase new electric vehicles) or implement other energy-saving technologies. It was proposed to introduce the concept of "energy-efficient car". According to the authors the energy efficient car is a car, the power plant of which provides for the possibility of using alternative fuels or partially or fully driven by electric power, that can provide significant savings on energy carriers. The role of the use of energy-efficient cars in the anti-crisis strategy of enterprise development was grounded. The expediency of using such cars was analyzed depending on the specifics of the main activity of the enterprise.
