У статті висвітлено особливості експертних досліджень парфумерних товарів. Визначено основні методи досліджень відповідно до національних стандартів та міжнародних нормативних документів. Проаналізовано основні положення щодо оцінки якості, маркування та пакування парфумерних товарів з метою оновлення методики проведення їх експертизи відповідно до сучасних вимог нормативної документації. Наведена порівняльна характеристика технічних вимог міжнародних стандартів до якості парфумерних товарів та технічних вимог національних стандартів. За результатами порівняння асортименту імпортних та вітчизняних парфумерних товарів, встановлено, що основна різниця між ними полягає у вмісті парфумерної композиції та визначенні стійкості запаху парфумерії. Встановлено, що основними чинниками формування якості парфумерних товарів є вихідна сировина, кількісний і якісний склад виробу, особливості його виробництва (консистенція, характер упаковки, вид споживчої тари, місткість одиниці виробу). Проведено оцінку якості парфумерних товарів для виявлення їх відповідності сучасним нормативним документам за основними органолептичними та фізико-хімічними показниками якості, а також оцінку відповідності тари, в яку фасуються парфумерні рідини, маркування та пакування за методиками, які наведені в європейських нормативних документах. Авторами запропоновано алгоритм проведення основного етапу товарознавчої експертизи якості парфумерних товарів на відповідність сучасним вимогам міжнародних стандартів, регламентів, директив та нормативно-технічних вимог національних стандартів, що в подальших розробках може стати основою для сучасної методики експертизи парфумерних товарів., The article highlights the expert researches features of perfumery products. The main research methods in accordance with national standards and international normative documents are determined. The main provisions of the quality assessment, marking and packaging of perfumery products are analyzed with the purpose of their expertise methodology updating in accordance with modern requirements of regulatory documentation. The comparative characteristic of technical requirements of international standards to the quality of perfumery products and technical requirements of national standards is given. According to the results of imported and domestic perfumery products range comparing, it has been established that the main difference between them lies in the perfumery composition content and the qualification of perfume smell’s stability. It has been established that the main factors in the perfumery goods quality formation are raw materials, the quantitative and qualitative product’s composition, the specifics of its production (consistency, packaging nature, type of consumer packaging, capacity of product unit). An assessment of perfumery products quality was conducted for determine their conformity with a modern regulatory documents on the main sensory, physical and chemical quality indicators, and also assessment of packaging conformity in which the perfume liquors are packed, marking and packaging according to the methods, which are given in the European regulatory documents. The authors proposed an algorithm for carrying out the main stage of commodity examination of perfumery products quality for compliance the current requirements of international standards, regulations and directives and regulatory and technical requirements of national standards, which in further developments can be the basis for a modern method of perfumery products expertise., В статье освещены особенности экспертных исследований парфюмерных товаров. Определены основные методы исследований в соответствии с национальными стандартами и международными нормативными документами. Проанализированы основные положения по оценке качества, маркировки и упаковки парфюмерных товаров с целью обновления методики проведения их экспертизы в соответствии с современными требованиями нормативной документации. Приведена сравнительная характеристика технических требований международных стандартов к качеству парфюмерных товаров и технических требований национальных стандартов. По результатам сравнения ассортимента импортных и отечественных парфюмерных товаров установлено, что основная разница между ними заключается в содержании парфюмерной композиции и определении стойкости запаха парфюмерии. Установлено, что основными факторами формирования качества парфюмерных товаров является исходное сырье, количественный и качественный состав изделия, особенности его производства (консистенция, характер упаковки, вид потребительской тары, емкость единицы изделия). Проведена оценка качества парфюмерных товаров для выявления их соответствия современным нормативным документам по основным органолептическим и физико-химическим показателям качества, а так же оценка соответствия тары, в которую фасуются парфюмерные жидкости, маркировки и упаковки по методикам, приведенным в европейских нормативных документах. Авторами предложен алгоритм проведения основного этапа товароведческой экспертизы качества парфюмерных товаров на соответствие современным требованиям международных стандартов, регламентов, директив и нормативно-технических требований национальных стандартов, что в дальнейших разработках может стать основой для современной методики экспертизы парфюмерных товаров.

Дана характеристика минерала вермикулита, а также продукта его переработки – вспученного вермикулита (ВВ). Проведены иссле-дования по получению и испытаниям битумно-вермикулитовых композиций с использованием битумов нефтяных дорожных марок БНД 90/130 и БНД 60/90 и вспученного вермикулитового песка фракции 0,6–1,0 мм. Определены оптимальные соотношения «битум – ВВ» в композициях. Разработаны и испытаны в дорожных условиях битумно-вермикулитовые мастики (БВМ), показана их эффективность при ремонте асфальтобетонных покрытий в реальных условиях эксплуатации. Определена область применения БВМ: ремонт трещин и выбоин в асфальтобетонном покрытии, заделка температурных швов, гидроизоляция инженерных коммуникаций и мостовых сооружений. The article shows the possibility of applying vermiculite in bitumen compositions and mastics for road construction. The characteristics of the vermiculite mineralhas been given, as well as of the product of its processing – expanded vermiculite (EV). The research on extracting and testing of bitumen-vermiculite compositions using petroleum road bitumen BND 90/130 and BND 60/90 and expanded vermiculite sand with a fraction of 0.6–1.0 mm have been conducted. The optimal “bitumen – expanded vermiculite” ratios in the compositions have been determined. Bituminous-vermiculite mastics (BVM) have been developed and tested in road conditions, their effectiveness in the repair of asphalt concrete pavements under real operating conditions has been shown. The fields of application of bitu-minous-vermiculite mastics include: repairing cracks and potholes in asphalt concrete pavement, sealing expansion joints, and waterproofing engineering communications and bridge structures.

In the last few years, LIBS has become an established technique for the assessment of elemental concentrations in various sample types. However, for many applications knowledge about the overall elemental composition is not sufficient. In addition, detailed information about the elemental distribution within a heterogeneous sample is needed. LIBS has become of great interest in elemental imaging studies, since this technique allows to associate the obtained elemental composition information with the spatial coordinates of the investigated sample. The possibility of simultaneous multi-elemental analysis of major, minor, and trace constituents in almost all types of solid materials with no or negligible sample preparation combined with a high speed of analysis are benefits which make LIBS especially attractive when compared to other elemental imaging techniques. The first part of this review is aimed at providing information about the instrumental requirements necessary for successful LIBS imaging measurements and points out and discusses state-of-the-art LIBS instrumentation and upcoming developments. The second part is dedicated to data processing and evaluation of LIBS imaging data. This chapter is focused on different approaches of multivariate data evaluation and chemometrics which can be used e.g. for classification but also for the quantification of obtained LIBS imaging data. In the final part, current literature of different LIBS imaging applications ranging from bioimaging, geoscientific and cultural heritage studies to the field of materials science is summarized and reviewed. 2020 The Authors. Recently there has been an increasing tendency towards bottom-up travel surveys when stakeholders initiate data collection campaigns in citizen observatories. This way, citizens can observe our environment by collecting data using smartphones. However, deploying new citizen observatories remains technically difficult and labor-intensive. The Flanders Mobile Enacted Citizen Observatories project (FLAMENCO) has developed an open, reusable and reconfigurable citizen observatory platform which allows ICT-agnostic stakeholders to initiate new citizen observatories. Recently, a first campaign has been created through the platform with the aim of motivating students to cycle. In this paper we validate a technical framework under real life conditions, we examine the guidance needed when creating a citizen observatory and we evaluate whether the citizen observatory gives the desired results in terms of accuracy and user experience. The results of creating and evaluating the use case serves as a basis for a comprehensive manual that will later be developed.

Background Implementing the health information system (HIS) is more complex and costly than implementing other information systems. The present study was conducted to design and evaluate technical requirements for the HIS. Methods The present study was conducted in 2016 by determining technical requirements for the HIS using the Delphi technique and then evaluating this system using a checklist based on the approved requirements. Results The first part of the study designed a 73-item final list of technical requirements for the HIS in four domains, i.e. communication service, system architecture, security service and system response time. The evaluation results obtained in the second part showed that communication service was met in 63.8% of the HIS programs, system architecture in 65.5%, security service in 72.4% and system response time in 76.3%. Conclusions A technical evaluation tool was designed and used to select and evaluate the HIS. The evaluation results suggested the study HIS was poorer in terms of communication service and system architecture than in the other two dimensions.

Специфика толкования обусловлена двойственной, социально-технической природой этих норм. Социальная сторона выражается в том, что данные нормы применяются для регулирования общественных отношений, оказывают воздействие на поведение людей. Она имеет юридический характер, так как данные нормы закрепляются в официальных источниках права, являются общеобязательными и обеспечены возможностью государственного принуждения. Техническая же сторона связана с внешними объективными факторами, определяющими среду жизнедеятельности человека, которая не поддается регулятивному воздействию посредством социальных норм, и норм права в частности. Одним из важнейших факторов, который необходимо учитывать, является выявление целевой направленности данных норм, которая может отражать как объективно необходимые потребности, так и субъективные интересы, в том числе экономического характера, участников общественных отношений. Социальная сторона рассматриваемых норм предполагает нормативное закрепление целей технико-правового регулирования, а техническая – закрепление конкретных требований к продукции, процессам, системам и иным объектам. Рассмотрен вопрос о субъектах толкования технико-юридических норм: субъектах правотворческой или правореализационной деятельности, специалистах в области науки и техники. Обозначена проблема необходимости обеспечения согласованности, взаимодействия между данными субъектами. Особенности способов толкования технико-юридических норм также обусловлены их социально-технической природой. Понимание исследованных аспектов поможет лучше понять взаимосвязь нормативного закрепления техникоюридических норм и их реализации. The peculiarities of the interpretation of technical and legal norms, taking into account their differences: their nature, content and presentation, intended purpose, have been investigated. The specificity of interpretation is due to the dual, socio-technical nature of these norms. The social side is expressed in the fact that these norms are applied to regulate social relations, affect the behavior of people. It has a legal character, since these norms are enshrined in official sources of law, are generally binding and provided with the possibility of state coercion. The technical side is associated with external objective factors that determine the human life environment, which does not lend itself to regulatory influence through social norms, and the rule of law in particular. One of the most important factors that must be taken into account is the identification of the target orientation of these norms, which can reflect both objectively necessary needs and subjective interests, including the ones of an economic nature, of participants in publicrelations. The social side of the norms under consideration presupposes the normative consolidation of the goals of technical and legal regulation, and the technical side - the consolidation of specific requirements for products, processes, systems and other objects. The question of the subjects of interpretation of technical and legal norms is considered: subjects of law-making or law-enforcement activities, specialists in the field of science and technology. The problem of the need to ensure consistency, interaction between these subjects is identified. The features of the methods of interpretation of technical and legal norms are also due to their socio-technical nature. Understanding the studied aspects will help to better understand the relationship between the normative consolidation of technical and legal norms and their implementation.

Tenders or technical terms contain a large quantity of both technical, legal, managerial information mixed in a nested and complex net of relationships. Extracting technical and design information from a document whose aim is both legal and technical, and that is written using several specific jargons, is not a trivial task: the purpose of the research is to try to detect, extract, split and assign information from the text of a tender in an automatic way. It means being able to understand technical and legal terms and organize them in multiple ways: according to product structure, internal organisational structure, etc. The focus is in providing a handy tool that could speed up and facilitate human analysis and allow tackling also the process of transforming customer’s requirements into design specifications. The approach chosen to overcome the various issues is to support state-of-the-art Computational Linguistic tools with a wide Knowledge Base. The latter has been constructed both manually and automatically and comprises not only keywords but also concepts, relationships and regular expressions. The implementation of the methodology has been carried out during a project for AnsaldoBreda S.p.A. (now Hitachi Rail Europe). A case study about the tender for a high-speed train has been included to show the functioning and output of the entire software system.

Large-scale industrial loads, sensitive loads, and electrical power distribution systems suffer from power quality issues such as voltage interruptions, flickering, and sags which can cause a significant financial loss. The semiconductor based solid-state transfer switch (SSTS) can utilize the dual power feeders to protect the loads against these power disturbance issues. Conventional SSTS often requires more than quarter cycles to complete the transfer process because of load dependent commutation. Numerous researchers proposed the improved SSTS with impulse commutated circuit, which can reduce the transfer time and provide better ride-through capability against voltage sags. However, the SSTS specification depends on the application types and design procedure. Recently, hybrid SSTS has been introduced by the researchers to overcome all these issues. It has been investigated that not much papers are available in literature so far to aggregate all these issues. Therefore, towards the novel contribution of research, this review critically described the requirements, standards, and specifications of SSTS; control and switching mechanisms; and application of SSTS as single or hybrid topology, to give a comprehensive idea to the future researchers about the design of SSTS for a specific application. This paper also contributes to analyzing the key issues related to the SSTS applications, which can provide an easy control strategy and reduce the transfer time significantly. Overall, this research will strengthen the efforts of the researchers and industrialists to select, develop, and design the appropriate SSTS for a particular application.

10. Power Quality Assessment of Grid-Connected PV System in Compliance with the Recent Integration Requirements

The generation and integration of photovoltaic power plants (PVPPs) into the utility grid have increased dramatically over the past two decades. In this sense, and to ensure a high quality of the PVPPs generated power as well as a contribution on the power system security and stability, some of the new power quality requirements imposed by different grid codes and standards in order to regulate the installation of PVPPs and ensure the grid stability. This study aims to investigate the recent integration requirements including voltage sag, voltage flicker, harmonics, voltage unbalance, and frequency variation. Additionally, compliance controls and methods to fulfill these requirements are developed. In line with this, a large-scale three-phase grid-connected PVPP is designed. A modified inverter controller without the use of any extra device is designed to mitigate the sage incidence and achieve the low-voltage ride-through requirement. It can efficiently operate at normal conditions and once sag or faults are detected, it can change the mode of operation and inject a reactive current based on the sag depth. A dynamic voltage regulator and its controller are also designed to control the voltage flicker, fluctuation, and unbalance at the point of common coupling between the PVPP and the grid. The voltage and current harmonics are reduced below the specified limits using proper design and a RLC filter. The obtained results show that the proposed controller fulfilled the recent standard requirements in mitigating power quality (PQ) events. Thus, this study can increase the effort towards the development of smooth PVPP integration by optimizing the design, operation and control strategies towards high PQ and green electricity.

Conformity Assessment of construction products is in accordance with EU concepts enabling free movement of goods within member states. The construction products (i.e. also construction product based on wood) which are liable to conformity assessment are listed in the Governmental Decree No. 312/2005 Coll. and Governmental Decree No. 190/2002 Coll. (technical requirements for construction products with CE marking). The European harmonised standards (both issued and prepared) have immediate influence on methodologies of Conformity Assessment. Methodologies and requirements on products during this process implicate also requirements on Notified Bodies and producers. The aim of the first stage of the research was to analyse the present state in this field and relations taking place during preparation and implementations of harmonised standards.

Определены возможные потребители разрабатываемой продукции и конкуренты, предлагающие аналогичную продукцию. Проведен анализ показателей качества, установленных для аналогичной продукции в технических документах российских и зарубежных организаций. Установлен достигнутый уровень свойств данного вида проката в России и за рубежом. The paper presents an analysis of technical requirements for ultra-low temperature resistant steels, which are used in high-tech industry areas. The potential consumers of the developed products are determined and alternative manufacturers are described. Metal quality characteristics that are demanded by technical documents of Russian and foreign organizations for similar products are analyzed. Currently achieved level of properties of this kind of rolled products is also described. This document aims to identify the main technical and end-user requirements for the reception, presentation and personalised consumption of broadcast object-based content. Its purpose is to serve as guidelines for the design, implementation and assessment of technical solutions that will be developed during the project. Usability specifications are exemplified through various mock-ups and user scenarios. Several hardware and software solutions are considered for the end-user device in order to cover different audio content consumption situations (e.g. domestic use vs mobility). Personalisation and interactivity features are also listed and will require the design and development of user interfaces handling various input devices (e.g. touch screen, GPS sensors, microphone…).

Показана необходимость актуализации межгосударственного стандарта ГОСТ 17421-82 «Свёкла сахарная. Технические условия». Представлено содержание разделов разработанного стандарта с акцентированием на внесённых новациях. Рассмотрены новые термины, введённые в текст стандарта, с подробным описанием отдельных характеристик. Приведены характеристики органолептических показателей, впервые выделенных в качестве самостоятельных; детализованы нормативы физико-химических показателей с дифференцированием по странам и федеральным округам Российской Федерации. Обобщены требования к транспортированию сахарной свёклы и сопроводительным документам транспортных единиц. Представлен новый подход к приёмке сахарной свёклы с изменением понятия партии; описаны виды контроля сахарной свёклы, требования к документу, удостоверяющему её качество; приведены правила отбора проб сахарной свёклы для определения регламентируемых показателей с отсылкой к нормативным документам на методы контроля.The necessity of updating the interstate standard GOST 17421-82 «Beet sugar. Technical conditions» was shown. Sections content of standard developed with emphasis on the innovations introduced was submitted. We considered new terms introduced in the standard text with a detailed description of the certain characteristics. The characteristics of the organoleptic indexes, for the first time separated as independent, were shown; standards of physico-chemical indexes were specified, distinguished by countries and federal regions of the Russian Federation. The requirements for the transportation of sugar beet and for the accompanying documents of transport units were generalized. A new approach to the acceptance of the sugar beet with a change in the concept of batch was introduced; types of inspection of sugar beet, requirements to document, certifying the quality of sugar beet were described; sampling rules of sugar beet for the determination of regulated indexes with reference to theregulations on the methods of control were given.

Исследованы схемы, конструкции, технические решения плоских солнечных термальных коллекторов, в том числе проведена классификация технических решений в конструкции солнечных термальных коллекторов, проведен их анализ. Предложены технические решения, повышающие эффективность плоского солнечного термального коллектора. Разработаны технические требования к ним для систем автономного теплообеспечения. The schemes, constructions, technical decisions of plane solar termal collectors are researched, including, classification of technical decisions in constructions of solar thermal collectors are realized, construction decisions of solar thermal collectors are researched. The technical decisions, increasing the efficiency of plane solar thermal collector are introduced. The technical requirements to plane solar thermal collectors for autonomous heat-supplying systems are developed. Self-organisation (self-optimisation, self-configuration, and self-healing) methods are a promising concept to automate wireless access network planning, deployment and optimisation. This paper contains a mind setting exercise. First the mechanisms for which self-organisation is anticipated to be effective and feasible are identified. Then technical and non-technical requirements that need to be taken into account for the successful development of self-organisation functionalities are discussed. Furthermore, a set of metrics and appropriate reference cases (benchmarks) are presented, which allow to do on one hand a quantitative comparison of the different algorithms developed for a given use case, and on the other hand to evaluate the gains from self-organisation by comparing self-organisation solutions with the case of manual network operations. © 2008 Springer Berlin Heidelberg.
