Abstract

The results of a measurement of the proton structure function F_2(x,Q^2)and the virtual photon-proton cross section are reported for momentum transfers squared Q^2 between 0.35 GeV^2 and 3.5 GeV^2 and for Bjorken-x values down to 6 10^{-6} using data collected by the HERA experiment H1 in 1995. The data represent an increase in kinematic reach to lower x and Q^2 values of about a factor of 5 compared to previous H1 measurements. Including measurements from fixed target experiments the rise of F_2 with decreasing x is found to be less steep for the lowest Q^2 values measured. Abstract

In response to the introduction of ethnic monitoring within the U.K. hospital inpatient data set, this study investigates the variations in secondary healthcare utilization by Black and minority ethnic communities whose cause of admission is related to asthma. The study examines all residents of the West Midlands: over 5 million people, of whom 8·5% are from Black and minority ethnic groups.A retrospective study of 15 921 asthma-related hospital admissions, from 1 April 1995 to 31 March 1996, was carried out.Age-standardized admission rates were higher in all Black and minority ethnic groups studied than in the White group. There were elevated rates in Black children aged 5–14 years, and particular differences were observed for Indian and Bangladeshi men and women aged 65 years or over. Emergency admissions to hospital for asthma were strongly associated with patients' socioeconomic background but this was largely observed for Black and minority ethnic groups that also generally experience high levels of deprivation.The findings support previous studies which suggest that hospital utilization rates for asthma among people from Black and minority ethnic groups are high compared with the White group, despite little evidence in measured prevalence. This study suggests that ethnic background is more important in asthma admissions than deprivation, which raises serious concerns on the appropriateness and quality of asthma care for these patient groups within our society. Future studies need to examine pathways to care, that is the health-seeking behaviour of Black and minority ethnic groups, the type of treatment received at the primary care level and referral patterns to secondary care.

Abstract

A measurement of the inclusive cross section for the deep-inelastic scattering of positrons off protons at HERA is presented at momentum transfers $8.5 \leq Q^2 \leq 35 GeV^2$ and large inelasticity $y = 0.7$, i.e. for the Bjorken-x range $0.00013 \leq x \leq 0.00055$. Using a next-to-leading order QCD fit to the structure function F_2 at lower y values, the contribution of F_2 to the measured cross section at high y is calculated and, by subtraction, the longitudinal structure function F_{L} is determined for the first time with an average value of $F_L=0.52 \pm 0.03 (stat)$^ {+0.25}_{-0.22}$ (syst) at $Q^2=15.4 GeV^2$ and $x=0.000243$., 17 pages, latex, 4 Figures

Abstract

At the electron-proton collider HERA the inclusive D-*+/- meson photoproduction cross section has been measured with the H1 detector in two different, but partly overlapping, kinematical regions. For the first, where [W-gamma p] approximate to 200 GeV and Q(2) < 0.01 GeV2, the result is sigma(gamma p --> c(c) over barX$) = (13.2 +/- 2.2(-1.7-4.8)(+2.1+9.9)) mu b. The second measurement for Q(2) < 4 GeV2 yields sigma(gamma p) --> c(c) over barX$) = (9.3 +/- 2.1(-1.8-3.2)(+1.9+6.9)) mu b at [W-gamma p] approximate to 142 GeV and sigma(gamma p --> c(c) over barX$) = (20.6 +/- 5.5(-3.9-7.2)(+4.3+15.4)) mu b at [W-gamma p] approximate to 230 GeV, respectively. The third error accounts for an additional uncertainty due to the proton and photon parton density parametrizations. Differential cross sections are presented as a function of the D-*+/- transverse momentum and rapidity. The results compare reasonably well with next-to-leading order QCD calculations. Evidence for diffractive photoproduction of charm quarks is presented.

Abstract

We present a new measurement of the total photoproduction cross section performed with the H1 detector at HERA. For an average centre of mass energy of 200 GeV a value of σtotλp=165±2±11µb has been obtained. A detailed analysis of the data in adequate kinematic regions enabled a decomposition of the total cross section in its elastic, single diffractive dissociation and remaining non-diffractive parts, based on safe assumptions on the double diffractive dissociation contribution.

6. Day surgery—How much is possible? A Delphi consensus among surgeons

Abstract

Although day surgery (DS) has been performed for many years, it has only relatively recently become a popular and acceptable method of treating many common surgical conditions. With considerable pressure to maximise resource usage DS has been seized upon as a way of stretching scarce resources further. A review of the amount of DS undertaken within the West Midlands region revealed that the current workload showed considerable variation both between districts and between consultants. In an effort to gain clinical commitment to increasing generally the amount of DS undertaken, and obtaining more uniform coverage of DS across the region, a consensus conference was held. The two aims of the conference were to set targets as to the amount of DS considered feasible at a procedural level, and to seek clinicians' views as to the obstacles to developing the service. Targets for 43 procedures at one and/or five years were obtained by the use of a modified Delphi consensus. The groups showed a high level of consensus in the targets reached. A variety of obstacles were discussed. We have shown that it is possible to involve a large number of doctors in the decision-making/target-setting process by using a modified Delphi technique. It remains to be seen whether those targets are met in clinical practice. Surprisingly, obstacles to development were mainly concerned with management and personnel issues rather than capital investment.

Abstract

Family Health Service Authorities (FHSAs), since 1st April 1991, have been both 'managed', by the Regional Health Authority, and 'managing', their contractor services. Both situations are relatively new to them, their Region and the contractors. We examine the opportunities and potential problems of this major strategic change. These relate to: (1) the establishment of effective coordination between providers of primary care services; (2) the establishment of minimum basic standards of care and administration for GPs (based on those set for training practices by the Regional Advisors in General Practice); (3) the development and validation of a data collection system from General Practice which could be used to establish a morbidity database from general practice as a means of health needs assessment as well as for performance review.

Abstract

Photon-proton ($\gamma p$) interactions with~$Q^25$~GeV$^2$ are studied at the high energy electron-proton collider HERA. The transverse energy flow and relative rates of large rapidity gap events are compared in the two event samples. The observed similarity between $\gamma p$ and $\gamma^* p$ interactions can be understood in a picture where the photon develops as a hadronic object. The transverse energy density measured in the central region of the collision, at $\eta^*=0$ in the $\gamma^* p$ centre of mass frame, is compared with data from hadron-hadron interactions as function of the CMS energy of the collision., Comment: 15 pages, latex, 4 figures appended as uuencoded file

Abstract

AN analysis of the number of and type of calls received by an Aids advice line over a seven month period is presented. Variations in the number of calls received and differences in the types of questions asked by different sections of the population are examined. The results indicate that the number of calls received is strongly related to television pub licity, and that different age and sex groups ask dif ferent questions about Aids. There are also differences in the types of questions asked by homo sexual and heterosexual callers. The results of the analysis have important implications for health edu cation about Aids.

Abstract

The scale dependence of the evolution of photoproduction cross sections with the photon-proton centre of mass energy W is studied using low Q^2 < 0.01 GeV^2 e^+p interactions collected by the H1 experiment at HERA. The value of the largest transverse momentum of a charged particle in the photon fragmentation region is used to define the hard scale. The slope of the $W$ dependence of the cross section is observed to increase steeply with increasing transverse momentum. The result is compared to measurements of the Q^2 evolution of the W dependence of the virtual photon-proton cross section. Interpretations in terms of QCD and in terms of Regge phenomenology are discussed., 13 pages, latex, 3 Figures

Abstract

The first observation of open b production in ep collisions is reported. An event sample containing muons and jets has been selected which is enriched in semileptonic b quark decays. The visible cross section \sigma(ep -> b \bar{b}X -> \mu X') for Q^2 < 1 GeV^2, 0.1 < y < 0.8 is measured to be 0.176+-0.016(stat.)+0.026-0.017(syst.) nb for the muons to be detected in the range 35 deg < \theta^\mu < 130 deg and \pt^\mu > 2.0 GeV in the laboratory frame. The expected visible cross section based on a NLO QCD calculation is 0.104+-0.017 nb. The cross sections for electroproduction with Q^2 e b\bar{b}X) = 7.1+-0.6(stat.)+1.5-1.3(syst.) nb and \sigma(\gamma p-> b\bar{b} X) = 111+-10(stat.)+23-20(syst.) at an average \sim 180 GeV, respectively., Comment: 11 pages, 4 figures, 0 tables, submitted to Physics Letters B
