Staffing autonomy is a fundamental aspect in university autonomy, which represents an inherent characteristic of universities. Since the Doi Moi revolution, Vietnam has piloted to grant higher autonomy to universities, including staffing autonomy, to reform the higher education system. This study investigated four factors in staffing autonomy affecting the academic staff development in University of Education – Vietnam National University Hanoi (VNU Hanoi), which were autonomy in document development and submission for approval of and report to VNU, autonomy in implementing staff development strategies, autonomy in mechanism and organization, and authority of the Rector. A survey of 106 lecturers of University of Education shows that staffing autonomy has positive impacts on academic staff development. Based on the findings, the research shed light on the relationships between factors in staffing autonomy and academic staff development, which contributes to making plans and strategies for efficiency enhancement of the university.

Psychiatry and Mental health - Abstract
With an unprecedented challenge to combat COVID-19, the prediction of confirmed cases is very important to ensure medical aid and healthy living conditions. In order to predict confirmed cases, the current study uses a dataset prepared by the White House Office of Science and Technology Policy which brought together companies and research to address questions concerning COVID-19. The importance of this was to identify factors that seem to affect the transmission rate of COVID-19. The focus of the current research, however, is to predict global cases of COVID-19. There have been many papers written about the prediction of confirmed cases and fatalities, but they failed to show promising results. Our research applies machine learning for predicting fatalities in the world using the COVID-19 Forecasting dataset from Kaggle. After trying several algorithms, our findings reveal that Logistic Regression, Decision Tree, KNeighbors, GaussianNB, and Random Forest algorithms provide the best predictions. Thus, the results show Random Forest as having the highest accuracy followed by Logistic Regression and Decision Tree. The results are promising opening up the door for further research.

- Abstract
The present paper deals with the concept of antiresonance in multiple cracked beams and application for multi-crack identification. First, governing equations for antiresonant frequency are conducted and used for both computing antiresonant frequencies versus crack parameters and measuring-loading colocation and identifying cracks by measured antiresonant frequencies. Then, a procedure is proposed for crack identification in cantilever beam by antiresonant frequencies based on the so-called crack scanning method. Theoretical development is illustrated by numerical examples.

This study presents an investigation on the design of long reinforced concrete (RC) structures subjected to uniform temperature load by considering three RC frame building models with different lengths of 45 m, 135 m, and 270 m using Etabs. The uniform temperature load is considered being the change from the annual average highest to lowest air temperature at the construction site in the case of unavailable temperature data of concrete. The analysis results indicate that the uniform temperature load mainly influences on the internal forces of RC members at storey 1 and slightly effects on the internal forces of RC members at storey 2. For short-length RC structures, the effect of temperature load can be ignored in the design of RC elements, whereas it must be taken into account in design of slab, beams and some column positions at storey 1 of medium-length and long RC structures without expansion joints. For the present RC frame building models, the required slab reinforcement in long direction increases about 33.4% for medium-length RC structures (135 m) and about 48.2% for long RC structures (270 m) without expansion joints. The required reinforcement for positive moment at mid-span increases from 33.7 to 39.4%, whereas the total required reinforcement for negative moment at the supports of beams increases from 19.4 to 34.9% in long direction of 270 m long RC structures without expansion joints due to uniform temperature load. Column design of long RC structures without expansion joints under uniform temperature load must be concerned, especially for columns in the corners.

Background One of the generally accepted constructs of dengue pathogenesis is that clinical disease severity is at least partially dependent upon plasma viremia, yet data on plasma viremia in primary versus secondary infections and in relation to clinically relevant endpoints remain limited and contradictory. Methods Using a large database comprising detailed clinical and laboratory characterization of Vietnamese participants enrolled in a series of research studies executed over a 15-year period, we explored relationships between plasma viremia measured by reverse transcription–polymerase chain reaction and 3 clinically relevant endpoints—severe dengue, plasma leakage, and hospitalization—in the dengue-confirmed cases. All 4 dengue serotypes and both primary and secondary infections were well represented. In our logistic regression models we allowed for a nonlinear effect of viremia and for associations between viremia and outcome to differ by age, serotype, host immune status, and illness day at study enrollment. Results Among 5642 dengue-confirmed cases we identified 259 (4.6%) severe dengue cases, 701 (12.4%) patients with plasma leakage, and 1441 of 4008 (40.0%) patients recruited in outpatient settings who were subsequently hospitalized. From the early febrile phase onwards, higher viremia increased the risk of developing all 3 endpoints, but effect sizes were modest (ORs ranging from 1.12–1.27 per 1-log increase) compared with the effects of a secondary immune response (ORs, 1.67–7.76). The associations were consistent across age, serotype, and immune status groups, and in the various sensitivity and subgroup analyses we undertook. Conclusions Higher plasma viremia is associated with increased dengue severity, regardless of serotype or immune status., From the early febrile phase onwards, higher plasma viremia increases the risk of subsequent progression to adverse dengue outcomes, with little evidence for effect modification by potential confounders. However, the effect sizes are modest compared with a secondary immune response.

In this study, we focused on the role of elevated serum interleukin 6 (IL-6) concentration in predicting 5-year cardiovascular mortality in hemodialysis patients using low-flux dialyzer reuse. We measured serum IL-6 concentrations in 236 hemodialysis patients (138 males and 98 females) to predict 5-year cardiovascular mortality. We assessed the baseline demographics of all patients who had a mean age of 44 years and a median hemodialysis duration of 38.5 months. We divided all patients into two equal groups based on the serum IL-6 concentration: G1 (n = 118) with serum IL-6 concentration

General Engineering - Abstract
Background Single-incision laparoscopic appendectomy (SILA) has recently emerged as a promising alternative for the management of acute appendicitis. This study aimed to compare the surgical outcomes of the SILA with those of three laparoscopic appendectomies (TLA) procedures using the existing equipment, the 10-mm laparoscope, and the surgical-glove port method. Methodology Between February 2021 and February 2022, this single-center retrospective study examined 68 patients who underwent laparoscopic appendectomy by a single surgeon. The study excluded patients with severe appendicitis, grade IV-V, following the American Association for the Surgery of Trauma classification. Clinical outcomes were analyzed, including operation time, hospital stay, postoperative pain, and postoperative morbidity. Results There were no statistically significant differences between SILA and TLA patients, respectively, in operation time (37.5 minutes vs. 35 minutes, p = 0.261) and the median duration of hospitalization (three days vs. three days, p = 0.929). There was no difference in the mean visual analog scale score between the two groups on the first day (p = 0.852), second day (p = 0.540), and the day of discharge from the hospital (p = 0.686), as well as return to diet (two days vs. two days, p = 0.053). Two (10%) cases of short-term complications in the SILA group and one (2.1%) case in the TLA group were noted. Conclusions SILA performed through a handmade surgical-glove port is a safe and viable therapy option for mild-to-moderate appendicitis. When the hospital lacks a specialized laparoscopic single-incision surgical system, this technique should be used on patients.

The Rayleigh quotient is an attractive relationship between natural frequency and mode shape of structural vibration. However, it would be useful only for approximately calculating natural frequencies of a structure by using the properly chosen trial functions of the mode shapes in case when both the modal parameters are unknown. This is completely appropriate for the case of cracked structures when an explicit expression of natural frequencies is needed for some purpose such as structural health monitoring. The present report is devoted first to establish Rayleigh quotient for longitudinal vibration in multiple cracked bars and then to involve it for calculating natural frequencies of the cracked structure by using mode shapes of uncracked one. Numerical examples are accomplished for accessing usability of various approximate expressions of the obtained Rayleigh quotient.

Dengue is classified as an endemic infectious disease, which is transmitted by Aedes mosquitos. Kinetic studies, which monitor the viral load of the disease, have been the mainstay for several decades in humanity's quest to control this disease. Our study aims to systematically evaluate the usage of different timing systems in dengue kinetic studies. A search in nine electronic databases and manual search of reference and citation lists were conducted to find relevant studies. A quality assessment using the National Institute of Health tools for observational cohort and cross-sectional studies was performed. The protocol was registered in PROSPERO with number CRD42018086435. As results, among included 87 studies, 71 studies (81.6%) use a timing system which is based on the day of illness onset, of which, 11 studies designate the day of illness onset as "day 0″ (type 1A) while 60 studies designate it as "day 1″ (type 1B). Only ten articles (11.5%) designate the day of defervescence as "day 0″, the day before and after defervescence as "day -1″ and "day +1″, respectively. Four articles (4.6%) use a timing system based on the day of hospital admission. Lastly, two studies (2.3%) designate the day of hemorrhagic manifestation as "day 0″ and two studies (2.3%) designate the day of pharmacological treatment as "day 1″. Therefore, the timing system which designates the day of illness onset as "day 1″ (type 1B) was most commonly used. Inconsistent definitions of "day 0″ and "day 1″ may lead to disparities in results across the studies and may have a negative impact on treatment guidelines implementation.

Up to 80% of BRCA1 and BRCA2 genetic variants remain of uncertain clinical significance (VUSs). Only variants classified as pathogenic or likely pathogenic can guide breast and ovarian cancer prevention measures and treatment by PARP inhibitors. We report the first results of the ongoing French national COVAR (cosegregation variant) study, the aim of which is to classify BRCA1/2 VUSs. The classification method was a multifactorial model combining different associations between VUSs and cancer, including cosegregation data. At this time, among the 653 variants selected, 101 (15%) distinct variants shared by 1,624 families were classified as pathogenic/likely pathogenic or benign/likely benign by the COVAR study. Sixty-six of the 101 (65%) variants classified by COVAR would have remained VUSs without cosegregation data. Of note, among the 34 variants classified as pathogenic by COVAR, 16 remained VUSs or likely pathogenic when following the ACMG/AMP variant classification guidelines. Although the initiation and organization of cosegregation analyses require a considerable effort, the growing number of available genetic tests results in an increasing number of families sharing a particular variant, and thereby increases the power of such analyses. Here we demonstrate that variant cosegregation analyses are a powerful tool for the classification of variants in the BRCA1/2 breast-ovarian cancer predisposition genes.

Shockable rhythms, namely ventricular fibrillation and ventricular tachycardia, are the main cause of sudden cardiac arrests, which can be detected quickly by the automated external defibrillator (AED) devices. In this paper, a simple but effective algorithm is proposed as the shock advice algorithm applied in AED. The proposed algorithm consists of K-nearest neighbor classifier and an optimal set of 36 features, which are extracted from original ECG and shockable, non-shockable signals using modified variational mode decomposition technique. Cross-validation procedure and sequential forward feature selection are carefully applied to select an optimal set from entire feature space. The performance results show that the MVMD is the key element for SCA detection performance, and the proposed algorithm is simpler while remaining relatively high detection performance compared to previous publications., Comment: 5 pages, 5 figures, 3 tables, accepted version to IEEE ATC 2021

Heterogeneous populations of Purkinje cells (PCs), classified into zebrin-positive (Z+) and – negative (Z−) types, are arranged into separate longitudinal zones and are involved in different types of cerebellar learning. However, the electrophysiological phenotype that is brought about by the zebrin expression has not been much clarified in PCs. We compared electrophysiological characteristics in the soma and parallel fiber (PF)-PC synapse in Z+ and Z− PCs located in identified vermal and hemispheric zones in cerebellar slices in zebrin-reporter mice. Intrinsic excitability, intrinsic plasticity and PF-PC synaptic long term potentiation (LTP) occurred more strongly in Z− Purkinje cells than in Z+ PCs. The enhanced intrinsic plasticity was correlated with the reduction of medium-time-course after-hyperpolarization (mAHP) only in Z− PCs. These differences, which seem to be produced by the zebrin-linked expression of other functional molecules, may tune Z+ and Z− PCs to zone-specific cerebellar functions.

Anillin (ANLN), an actin-binding protein, reportedly plays a vital role in cell proliferation and migration, particularly in cytokinesis. Although there have been findings pointing to a contribution of ANLN to the development of cancer, the association of ANLN to cancer remains not fully understood. Here, we gather evidence to determine the applicability of ANLN as a prognostic tool for some types of cancer, and the impact that ANLN has on the hallmarks of cancer. We searched academic repositories including PubMed and Google Scholar to find and review studies related to cancer and ANLN. The conclusion is that ANLN could be a potent target for cancer treatment, but the roles ANLN, other than in cytokinesis and its influence on tumour microenvironment remodeling in cancer development, must be further elucidated, and specific ANLN inhibitors should be found.

In our search for novel small molecules targeting histone deacetylases, we have designed and synthesized several series of novel N-hydroxybenzamides/N-hydroxypropenamides incorporating quinazolin-4(3H)-ones (4a-h, 8a-d, 10a-d). Biological evaluation showed that these hydroxamic acids were generally cytotoxic against three human cancer cell lines (SW620, colon; PC-3, prostate; NCI-H23, lung cancer). It was found that the N-hydroxypropenamides (10a-d) were the most potent, both in term of HDAC inhibition and cytotoxicity. Several compounds, e.g. 4e, 8b-c, and 10a-c, displayed up to 4-fold more potent than SAHA (suberoylanilide hydroxamic acid, vorinostat) in term of cytotoxicity. These compounds also comparably inhibited HDACs with IC50 values in sub-micromolar range. Docking experiments on HDAC2 isozyme revealed some important features contributing to the inhibitory activity of synthesized compounds, especially for propenamide analogues. Importantly, the free binding energy computed was found to have high quantitative correlation (R2 ∼ 95%) with experimental results.

Hydroxyapatite (HAp) is an excellent biomaterial for bone repair and regeneration. The biological functions of HAp particles, such as biomineralization, cell adhesion, and cell proliferation, can be enhanced when their size is reduced to the nanoscale. In this work, HAp nanoparticles were synthesized by the hydrothermal technique with addition of cetyltrimethylammonium bromide (CTAB). These particles were also characterized, and their size controlled by modifying the CTAB concentration and hydrothermal duration. The results show that most HAp nanoparticles were rod-like in shape, exhibiting the most uniform and smallest size (mean diameter and length of 39 nm and 125 nm, respectively) at optimal conditions of 0.64 g CTAB and hydrothermal duration of 12 h. Moreover, good biomineralization capability of the HAp nanorods was confirmed through in␣vitro tests in simulated body fluid. A bone-like mineral layer of synthesized HAp nanorods formed rapidly after 7 days. This study shows that highly bioactive HAp nanorods can be easily prepared by the hydrothermal method, being a potential nanomaterial for bone regeneration.

In the paper, we proposed a coarse-to-fine scheme to automatically detect the regions of interest (ROIs) for digitized cadastral images in Taiwan. To consider some issues such as the skew effect, image quality, and noise in digitized cadastral images, the proposed scheme is composed of four parts: pre-processing, skew correction, noise reduction, and ROI localization. In the pre-processing, each cadastral image is normalized and the prior knowledge is used to find the candidate region of the ROI. To reduce the impact of noise and poor contrast on line detection, an adaptive thresholding is adopted. To decrease the skew effect, the detected horizontal and vertical lines are analyzed to estimate the skew angle. After skew correction, an adaptive noise reduction algorithm is devised to reduce the effect of marginal, artificial, and random noise. The coordinates of the candidate region in the de-skew image with high resolution can be found and then the ROI boundary can be located correctly in the fine detection. Experimental results demonstrate that the proposed scheme can effectively and correctly localize ROIs in digitized cadastral images.

Tumor necrosis factor alpha (TNF-α) is an inflammatory cytokine produced during acute inflammation. Few studies have evaluated the association between serum TNF-α and its receptors and their clinical outcomes in hemodialysis patients. However, a study assessing patients using a low-flux dialyzer reuse has not been conducted yet. The serum TNF-α concentrations of 319 prevalent hemodialysis patients (mean age, 45 ± 15 years; median duration of hemodialysis, 48 [interquartile range, 26-79] months; 185 males and 134 females) was examined to predict their 3-year mortality. The patients were divided into tertiles according to their serum TNF-α concentrations: T1 (n = 106; serum TNF-α concentration

Ensuring the integrity of the reactor pressure vessel (RPV) during the operating life of nuclear reactors is of paramount importance, and hence the harmful effects of irradiation on the steels of the RPVs have been extensively studied especially the irradiation embrittlement effects. However, improvements in the calculation methods are still necessary to further reduce the discrepancy between calculations and experiments. This study was performed to examine the neutron fluence and respective rate of displacement per atom (DPA), an important parameter describing the irradiation-induced damage, in the VVER-1000 RPV steel based on the criticality calculation, instead of the common fixed source approach, with the MCNP6 Monte Carlo code, and identify the most sensitive locations in the VVER-1000 RPV. The MCNP6 modeling of the VVER-1000 reactor was verified against the OpenMC calculations in addition to the confirmation of the convergence of the effective neutron multiplication factor and the Shannon entropy of the fission source distribution in the MCNP6 criticality calculations to ensure reliable tally results of the neutron fluence. Consequently, the maximum neutron fluence in the VVER-1000 RPV was found at the positions adjacent to the peripheral fuel assemblies, and the respective DPA rate was analyzed in correlation with the neutron fluence and energy spectrum.

The aim of the current study was to provide evidence that an abbreviated version of the Approaches and Study Skills Inventory for Students (ASSIST) was invariant across different languages and educational contexts in measuring university students’ learning approaches to statistics. Data were collected on samples of university students attending undergraduate introductory statistics courses in five countries (Argentina, Italy, Australia, Turkey, and Vietnam). Using factor analysis, we confirmed the three-factor (Deep, Surface, and Strategic approach) model holds across the five samples, and we provided evidence of configural and measurement invariance. The current version of the ASSIST for statistics learners is a suitable scale for researchers and teachers working in the field of statistics education and represents promising tool for multinational studies on approaches to learning statistics.

The main aim of this work is to consider integral equations of convolution type with the Toeplitz plus Hankel kernels firstly posed by Tsitsiklis and Levy (1981) [11] . By constructing eight new generalized convolutions for the finite Hartley transforms we obtain a necessary and sufficient condition for the solvability and unique explicit L 2 -solution of those equations. Thanks to this convolution approach the solvability condition obtained here is remarkably different from those in Tsitsiklis and Levy (1981) [11] and in other papers.

Dengue is a well-documented public-health burden in many developing countries [1, 2]. Any of the 4 serotypes of dengue virus (DENV)—DENV1-DENV4—can cause a spectrum of outcomes in humans, ranging from asymptomatic infection to clinically significant disease. Severe disease is called “dengue hemorrhagic fever” (DHF) and is characterized by systemic capillary leakage, thrombocytopenia, and, in severe cases, hypovolemic shock. Substantial epidemiological evidence indicates that DHF in children and adults is typically associated with secondary infection caused by a DENV serotype distinct from that present when an individual is first exposed to DENV [3-6]. In contrast, DHF also occurs in primary DENV infections in infants born to dengue-immune mothers [7, 8]. A unifying hypothesis that explains the age-related epidemiology of DHF is a process called “antibody-dependent enhancement” (ADE) of disease [9]. The ADE model postulates that cross-reactive but subneutralizing levels of DENV-reactive IgG, acquired either passively or because of a previous infection, enhance DENV’s infectivity of Fc receptor-bearing cells. ADE could conceptually result in higher viral burdens in vivo and thereby precipitate some of the clinical events in dengue. Consistent with this model, children with secondary infections and DHF have higher initial plasma viral loads [10-12]. DHF in secondary infections is also associated with both significantly greater plasma concentrations of inflammatory cytokines [13-15] and increased frequencies of activated lymphocytes, compared with those in patients with milder disease [16, 17], presumably in response to higher viral burdens in DHF. Although much less is known about the pathogenesis of dengue in infants, previous studies by our group have suggested that, at least at the time of study enrollment, viral parameters are not associated with disease severity [8]. A critical challenge in dengue pathogenesis and vaccinology is to determine whether the biological character of ADE when measured in vitro can be correlated with disease outcomes and/or epidemiology. Previous prospective studies of children that have attempted to link the ADE phenomenon with disease outcomes in secondary infection but that have employed different methodologies have yielded conflicting results [18, 19]. Kliks et al. have described, in primary infections, a correlation between ADE activity in diluted maternal serum and the age at DHF onset in 13 Thai infants [20]. Against this backdrop, the aim of the present study was to correlate ADE with disease epidemiology in infants and to determine whether innate or acquired immune responses in infants with dengue, responses possibly triggered by ADE-mediated DENV infection, would correlate with disease severity. Our findings are consistent with the notion that infection-enhancing antibody plays a role in the pathogenesis of DHF in infants. Furthermore, we identified aspects of the infant innate and acquired immune response that are associated with disease severity.
