2. Smart Governance Through Bigdata Digital Transformation of Public Agencies

Bigdata is a potential instrument to transform traditional governance into smart governance. There are a long debate and discussion on the application of big data for the transformation of traditional public administration to modern and smart public administration in the academician, researchers, and policymakers. This study aims to explore the suitability and applicability of big data for smart governance of public agencies. A systematic review of literature and metaanalysis method is employed with various levels of scales and indicators. Literature survey shows that a number of models have been developed to explain smart governance but systematic research on the suitability and applicability of big data for smart governance of public agencies is still lacking. This article argues that the application of big data for smart governance in the public sector can increase the efficiency of the public agencies fastest public service delivery, enhancing transparency, reducing public hassle and helping to the become a smart agency. This paper further argues that implementation of big data for smart governance has a significant role in timely, error-free, appropriate and costeffective service delivery to citizens which leads to the sustainable economic development of a country. The findings suggest that every public-sector agency should be brought under smart governance which should be a fully promoted under big data technologies for easy access, transparent and accountable, and hassle-free public agencies

A photonic crystal based MOEMS pressure sensor design is presented in this work. The key design element is a circular diaphragm made of silicon (Si), integrated with a hexagonal ring resonator in the middle. The novelty of the work is the arrangement of the holes in the Si diaphragm in triangular orientation and optimization of sensitivity for pressure sensing. The pressure is applied at the center of the diaphragm which resulted in deformation, stress, and strain. The minimum observable deformation is 1.0073 nm and is at 6.3 µPa. The corresponding change in the refractive index is calculated for the stress applied. The resonant wavelength obtained for without load is 1.598 µm. The shift in the resonant wavelength for different loads are observed and tabulated. The modeling tool used to extract the mechanical parameters is ANSYS multiphysics. For 2D modeling and simulation of the ring resonator structure, MEEP is used for the implementation of FDTD. The Q-factor observed is 12,245 and sensitivity reported as 316.15 nm/RIU respectively.

We propose an ensemble approach to predict the labels in linear programming word problems. The entity identification and the meaning representation are two types of tasks to be solved in the NL4Opt competition. We propose the ensembleCRF method to identify the named entities for the first task. We found that single models didn't improve for the given task in our analysis. A set of prediction models predict the entities. The generated results are combined to form a consensus result in the ensembleCRF method. We present an ensemble text generator to produce the representation sentences for the second task. We thought of dividing the problem into multiple small tasks due to the overflow in the output. A single model generates different representations based on the prompt. All the generated text is combined to form an ensemble and produce a mathematical meaning of a linear programming problem., Comment: 10 pages, 4 figures

Fake news has been a problem ever since the internet boomed. The very network that allows us to know what is happening globally is the perfect breeding ground for malicious and fake news. Combating this fake news is important because the world's view is shaped by information. People not only make important decisions based on information but also form their own opinions. If this information is false it can have devastating consequences. Verifying each news one by one by a human being is completely unfeasible. This paper attempts to expedite the process of identification of fake news by proposing a system that can reliably classify fake news. Machine Learning algorithms such as Naive Bayes, Passive Aggressive Classifier and Deep Neural Networks have being used on eight different datasets acquired from various sources. The paper also includes the analysis and results of each model. The arduous task of detection of fake news can be made trivial with the usage of the right models with the right tools.

Media access is one of the most significant aspects of the media scenario due to the rapidly changing nature of the today's media. Digital inequality as a concept defines the unequal distribution of ICT and the increasing gap in the knowledge that is produced by the information that is spread through internet.But,the lack of access to traditional media such as newspapers and television is studied less due to the accepted fact of everyone having access to it. During the course of data collection for the research,it was noted by the researcher that many people did not want to participate in the survey stating the lack of access to newspaper or lack of interest in newspapers.In order to validate the information received; this research was conducted to understand the access and the use of different media in Sikkim, a total of 150 respondents were asked about their media access and habits.The results show that most people do read newspapers but only occasionally and that people prefer social media and internet more compared to traditional media.

As an outcome of these requirements, a prospect arose to design a highly efficient patient care and monitoring system which can handle patients and multiple parametric measurements from every single patient in real time. Patient care and monitoring embedded systems are proposed in this work to acquire, store, display physiological information obtained from multi patients and are vital in operating rooms, emergency rooms, intensive care units, ambulances as well as at homes. The design exploits development of Novel, Fast Algorithms, Design of Architectures using labVIEW implementations.

A field experiment was conducted during Kharif 2006 on a vertisol to study the effect of potassium and sulphur on yield and yield parameters of onion and chilli intercrops grown with four levels of potassium (0, 50, 75 and 100 kg K2O ha-1) and three levels of sulphur (0, 15 and 30 kg S ha-1). Yield and yield attributes of onion and chilli increased with the individual application of 100 kg K2O ha-1 and 30 kg S ha-1. The combined application of 100 K2O and 30 kg S ha-1 recorded the maximum yield of both onion (19.52 t ha-1) and chilli (3.90 q ha-1) and also onion equivalent yield (23.42 t ha-1) of the intercropping system

An attempt is made in this paper is to analyse the tribal children education for sustainable development. The theme of the education and training of disadvantaged groups is high on the agenda in many countries, because it is related to a much wider phenomenon: growing deprivation and social exclusion. This situation is not only disturbing, it is also a paradox in that the increase of poverty and exclusion often goes hand in hand with economic growth. This worrying observation implies that an increase in wealth is not a sufficient remedy, but must be accompanied by job creation and the redistribution of revenues. It is evident that a scarcity of jobs or employment opportunities is often at the heart of the problem of deprivation and social exclusion. However, non-access to educational and training programmes is also a critical factor. In fact, low levels of schooling, or even the total absence of schooling, often contribute to a precarious integration into the job market.

Universal interconnection networks are prime performance tailback for high performance SoCs (Systems-on-Chip). Since shrinking the size of the ICs (Integrated Circuits) is the main aim, NoC (Network-on-Chip), being a segmental and mountable design tactic is a propitious substitute to outmoded bus-mode architectures. NoC combined with 3D-Routers and label switching technique can guarantee low power consumption, QoS along with less latency. Quality parameters of both onion and chilli increased with the individual application of 100 kg K 2 O ha ?1 and 30 kg S ha ?1 . The quality parameters of onion like pyruvic acid content, total soluble solids and keeping quality and the quality parameters of chilli like total extractable colour and ascorbic acid content were recorded maximum with the combined application of 100 kg K 2 O plus 30 kg S ha ?1 .

From the past decade the expansion of highways are slow when compared to the growth of transportation, traffic blockage becoming a central transportation issue in a metropolitan cities. Modeling of growth trend and improvement in forecasting techniques for transport population has always been and will continue to be of first importance for any major infrastructure development initiatives in the transportation engineering sector. Although many traditional, as well as some advanced methods, are in vogue for this process of estimation, there has been a continuous quest for improving the accuracy of different methods. A citywide traffic pattern is used in transportation and metropolitan planning. Traditional approaches for the estimation of traffic flow may heavily depend on the road-based sensor, and nowadays the traffic forecasting is done by using data mining techniques, machine learning, artificial intelligence, neural networks, cloud computing. Even social networks also play the vital role in predicting the traffic. Big-data-driven traffic flow prediction systems are accessible when the big data concept emerged into the field. In this area, the robustness of prediction performance depends on accuracy and timeliness. In this paper, we have studied various research works, and we are analyzed the different methods and techniques which are used to forecasting the traffic flow estimation.

Aquaponics refers to the integration of hydroponics with aquaculture. The growth performance of comet goldfish against a plant of coriander, types of leafy vegetable and water plant were evaluated in recirculation of this aquaponics system towards temperature, light and fish waste effectively. The fish were feed with commercial pelleted feeds containing 30% crude protein which can provide almost all nutrients required for the plant growth. Auto feeder place major role in this system used to maintain the growth and survival rates. Filter systems used to remove the amount of waste materials and breakdown products from the water. The set point will be the desired water level, the monitored temperature in fish tank, the monitored temperature at plant area and the desired amount of food. While Arduino function as a brain that used to receive the information from the sensor and come out with an instruction in term of response as the feedback. Then the action will be based on the actuator that was reacted towards the act received.

This paper presents the Nano cavity Implementation of the biosensors in the detection of melanoma cancer tissue. The key challenge in the work is to provide the accuracy for the biosensors and the results are obtained. The developed design shows a path advancing field of medical aspects with the development of Nano plasmon technologies. The Surface Plasmon Resonance (SPR) technology is used, the concept depends on the refractive index of the selected slab layer. The refractive index material of the normal cancer by comparing it with the refractive index of the melanoma cancer tissue in order to know the tissue is cancerous are non-cancerous. Sensitivity for different sensor design is investigated. The overall highest sensitivity obtained is 300 nm/RIU for 1550 nm of wavelength.

Information retrieval in the form of documents, images is playing a key role in day-to-day life of humans. Real world applications scenario is changing daily, so as the improvement is also becomes a necessary. Various approaches were proposed for retrieval, but all the input images were considered under proper illumination conditions. If the images suffered with illumination angle color and viewing angle changes then it’s very difficult to retrieve similar images. We propose a system which can deal with illumination angle and color variations. Experiments were conducted on ALOI (Amsterdam Library of Object Images) dataset, which is a collection of one thousand objects each with hundred similar images. These images were recorded under changing the illumination angle, color and viewing angle. Cotton is still the principal commercial crop touching the country’s economy at several points. It is also an important commercial crop of Karnataka and cultivated on an area of 4.78 lakh ha with a production of 6.77 lakh bales (Anonymous, 2003). With the introduction of high yielding and fertilizer responsive varieties, the practices of using large amounts of high analysis macronutrient fertilizers with much decreased use of organic manures and little recycling of crop residues led to micronutrient hunger in many crops. Generally the need of the micronutrients has been essentially and entirely met through its native reserve in the soil (Singh, 1999), Inspite of liberal application of N, P and K fertilizers, normal growth of high yielding varieties of crop could not be achieved due to little appreciation of the use of secondary and micronutrients. High fertilizer responsive varieties can express their full yield potential only when limiting trace elements fertilizers are also applied along with NPK fertilizers. Since, information on economic aspects of production of cotton (RAHB-87) is lacking in northern transitional zone (Zone-8) of Karnataka, the present study was carried out to know the optimum dose of nutrients, required to produce maximum yield which economically viable. A field experiment was conducted on medium black soil having initial organic carbon content of 0.58 per cent, pH 7.30, available nitrogen phosphorus and potassium content of soil were 315, 22.0, 390 kg/ha, respectively. The experiment was laid out in randomized block design in 3 replications with nine treatment combinations. Results revealed that treatment (T 9 ) receiving combined application of sulphur, iron, zinc each at 50 kg per ha recoded highest seed cotton yield (25.12 q/ha) which was on par with treatment (T 8 ) receiving combined application of sulphur, iron and zinc each at 25 kg per ha. These two treatments were significantly superior over control. Economic analysis of the system revealed that, Economics analysis on yield of cotton as influenced by sulphur and micronutrients

Designing a highly efficient patient care and monitoring system which can handle multiple patients and multiple parametric measurements from every single patient in real time will lead in improvising the data handling capability at Central Nurse Stations (CNS) and Decentralized Nurse Stations (DCNS). The Bio signal Data Acquisition Systems have been designed to suit patients located at CNS and DCNS in a hospital. The RTL design of Bio signal Data Acquisition System was successfully simulated using Model sim. The design was placed and routed using Xilinx ISE 8.2i tool and the bit stream generated is used for downloading into the targeted FPGA. The FPGA used is XC3S400-5ft256, common for both schemes shown. At 50 MHz operation, the system is capable of wireless communication of 32 numbers of Bio signals up to 400,000 bits/s although the maximum frequency of operation of this design is 89 MHz reported by Xilinx ISE tool. This system is truly upgradeable, be it in extending the capabilities to more number of patients or in improving throughput.

Background: The objective of the study was to evaluate the knowledge and attitude towards pharmacovigilance and adverse drug reaction (ADR) reporting among the undergraduates, interns and postgraduate students.Methods: This was a cross sectional study done among the undergraduates, interns and post graduate medical students at Karnataka Institute of Medical Sciences, Hubballi using a pre-validated questionnaire that included 20 questions to evaluate the participants knowledge and perception of ADR and pharmacovigilance. The questionnaire was distributed to the participants (n=606) after taking their informed consent. The data was compiled and evaluated as percentages.Results: About 52% of the participants were aware of pharmacovigilance and 38.7% knew about the purpose of pharmacovigilance programme of India. 51% of the participants have experienced ADRs during their professional practice out of which 23% have reported to the pharmacovigilance centre. The most common barrier for under-reporting was lack of time to report ADR among 34% of the participants. 31% of the participants felt that managing patient was more important than reporting ADRs. 29% of the participants gave the reason as lack of access to ADR reporting forms. 25% of the participants had difficulty to decide whether ADR has occurred or not.Conclusions: Our study strongly suggests a greater need to create an awareness among undergraduate medical students, interns and postgraduate students to improve the reporting of ADRs.

There has been a focus on developing image indexing techniques which have the capability to retrieve image based on their contents. The main feature extraction methods are content Based Image Retrieval (CBIR) also known as query by Image content (QBIC). This paper presents a technique to derive the colors, shapes, textures, or any other information that can be derived from a satellite image Using Texture filters and realizing it with artificial neural networks. This image processing technique are been utilized to identify important urban features such as buildings and gardens and rural features such as natural vegetation, water bodies, and fields. Textures are represented by Texel, which are then placed into a number of sets, depending on how many textures are detected in the image.

Communication for physically challenged people is indispensable for their day to day activities. This paper presents the hardware design of smart sensors for brain machine interface which is used for acquiring the bio potential signals from three different sensors such as EEG, Eyeball and the Eye blink signals. The design was analyzed and validated using Lab View. Bio-signals from the forehead, scalp and eye movements are acquired and the artifacts generated by spurious signals are filtered out using band pass filters. Transmission and reception of these signals over wireless media assists the partially paralytic patients by taking these signals as commands and, to be independent in doing their daily chores The paper aims in exploiting the qualities of MULTISIM functionality, design complexity, and hence the design time of these signal circuits are significantly reduced and a comparative analysis is done to prove the design of the hardware developed is accurate to an extent of 90%.

Vision and speech are the two natural ways of human communication. The major challenge is to create reliable perceptual technologies that allow applications of communication with multiple modalities. There are many options for restoring this function and, human machine interface is one of its kinds, which is the focus of the present work. This paper presents the design and development of a human-computer interaction hardware using TE765 and TE763 biosensors to acquire EEG and eyeball movements. The work also involves the design of communication channel for transmission and reception of signals so as to control the interfaced devices. The salient features of these devices are voice annunciation for prompting proper action by persons assisting the patient and alarm activation for fear, stress and emotions detected in the paralyzed or semi paralyzed subjects. The designed system is capable of handling EEG signals ranging from 0 to 200 μV with a band width of 2 Hz to 1 KHz. The accuracy of the system is 0.3 μV RMS.
