Nos encontramos en una era post ecológica en que la naturaleza como arquetipo separado de lo humano ya no existe. Una era conocida como Antropoceno, en la cual el calentamiento global, comúnmente conocido como cambio climático, es para muchos su crisis más emblemática. Un momento, por lo tanto, de responsabilidad personal y global, en el que la acción se hace necesaria (Purdy, 2015). Un tiempo en el que idear respuestas estratégicas, que desde la combinación de la planificación y la acción posibiliten el desarrollo de la investigación y al mismo tiempo que catalicen procesos culturales y físicos encaminados a la resiliencia. En ese contexto global, la tesis cuestiona el tratamiento de las costas, su planificación, gestión y diseño. Defiende que su reformulación debe venir de la mano de un cambio radical del marco conceptual en el que se ha desarrollado su transformación a través de planes y proyectos, en los últimos siglos. Este primer cambio de la costa, se reclama en la tesis mediante la elaboración de un conjunto de proposiciones que confrontan los modelos actuales con otros nuevos, como respuesta al cambio de condiciones que esperamos, dentro del marco incierto del cambio climático. Pero el objetivo principal de la tesis no es la crítica, sino que su utilidad consiste en elaborar un conjunto de propuestas conceptuales y de diseño desde las que reformular la relación del desarrollo del hábitat humano con las dinámicas litorales y los peligros inherentes del cambio climático. Esto se lleva a cabo a través de un conjunto de casos de estudio representativos de lo que el sociólogo alemán Ulrich Beck denomina la metamorfosis del riesgo (Beck, 2015). Para él, no se trata de contemplar las consecuencias negativas que nos traen las nuevas condiciones económicas y ecológicas globales sino, por el contrario, aprovechar las consecuencias imprevistas, pero potencialmente positivas y emancipatorias de las catástrofes. El cambio climático es, sin duda alguna, la catástrofe emblemática de la condición antropocena. Pero esto significa también que vivimos un momento de alumbramiento de nuevos órdenes, estructuras y relaciones, que Beck nos alienta a analizar como si fueran el germen de futuras estructuras y tipologías. Para ello se estudia en profundidad la respuesta de las instituciones, los planificadores y los proyectistas a las inundaciones provocadas por el huracán Katrina a finales de agosto de 2005 en las costas de Luisiana, Mississippi y Alabama y por el huracán Sandy a finales de octubre de 2012 en la costa de Nueva York y Nueva Jersey. A partir de su comprensión, la tesis formula un abanico tipológico y tecnológico de herramientas con el que abordar una segunda metamorfosis de la costa. Una costa libre del concepto metafísico de una naturaleza estática a la que hay que proteger, abriendo de este modo la puerta a la ecología sintética del diseño de paisajes costeros resilientes. ----------ABSTRACT---------- We are in a post ecological era in which the nature as a distinct archetype of the human no longer exists. An era known as the Anthropocene, in which the global warming commonly known as climate change, is for many, its most emblematic crisis. A moment therefore, of personal and global responsibility, in which the action is necessary (Purdy, 2015). A time to devise strategic responses, which from the combination of the planning and action will enable the development of research, at the same time that catalyze cultural and physical processes aimed at resilience. In this global context, the thesis questions the global treatment of the coasts, its planning, management and design. This reformulation must come parallel to the radical change of the conceptual frame in which the transformation of the coast, through the planning and the projects, had been developed in the last centuries. This first transformation of the coast is reclaimed in the thesis by the elaboration of a set of proposals that confront what we have done until now with the answer to the change of conditions that we hoped, within the uncertain frame of the climate change. It is not the main objective of the thesis to exercised criticism, but it is useful to develop a set of conceptual and design responses from which to reformulate the relationship of the expansion of the human habitat with a dynamic coast and its inherent hazards related with the uncertain climate change context. This is carried out through a set of representative study cases of what the German sociologist Ulrich Beck denominates the metamorphosis of the risk (Beck, 2015). For him, is not only about contemplating the negative consequences brought by the new global economic and ecological conditions, on the contrary, to take advantage of the unexpected, but potentially positive and emancipatory consequences of the catastrophes. Climate change is without any doubt the emblematic catastrophe of the anthropocene condition. That means that we live a moment of enlightenment of new orders, structures and relations that Beck encourages us to analyze as if they were the origins of future structures and typologies. In this way, is proposed a deep analysis of the answer of the institutions, the planners and the designers to the floods brought by the Hurricane Katrina at the end of August of 2005 in the coasts of Louisiana, Mississippi and Alabama and by the hurricane Sandy at the end of October of 2012 in the coast of New York and New Jersey. From this understanding, the thesis formulates a typological and technological catalogue of strategies with which to approach one second metamorphosis of the free coast concerning the metaphysical concept of a static nature that must be protected, that opens the door to the synthetic ecology of the design of resilient coastal landscapes.
