The Carnegie Mellon Software Engineering Institute held the Sixth Department of Defense (DoD) Product Line Practice Workshop in September 2003. The workshop was a hands-on meeting to share DoD product line practices, experiences, and issues and to discuss ways in which specific product line practices are accomplished within the DoD. Participants reported encouraging progress on DoD software product lines. Additionally, participants addressed some important implementation questions. This report synthesizes the workshop presentations and discussions.

Data collected at LEP at centre-of-mass energies \sqrt(s) = 189 - 209 GeV are used to study correlations of the spin of W bosons using e+e- -> W+W- -> lnqq~ events. Spin correlations are favoured by data, and found to agree with the Standard Model predictions. In addition, correlations between the W-boson decay planes are studied in e+e- -> W+W- -> lnqq~ and e+e- -> W+W- -> qq~qq~ events. Decay-plane correlations, consistent with zero and with the Standard Model predictions, are measured. Proceedings Paper (for Acquisition Research Program) Many organizations are attracted to the well-documented benefits of a software product line approach. However, special challenges surround product line acquisition in the Department of Defense. We explain some basics of software product line practice, the challenges that make product line acquisition unique, and three basic acquisition strategies. We next describe the key contractual tasks a supplier must perform and map these to an enterprise view of product line acquisition. Using this context, we explain roles and responsibilities for the organizations involved, and describe important activities and deliverables. This provides a basis for building the necessary artifacts for a successful acquisition. Naval Postgraduate School Acquisition Research Program Approved for public release; distribution is unlimited.

The present status of the GAMMA facility consisting of an enlarged surface EAS array (116 of 1 m^2 scintillation detectors) and underground muon carpet (150 m^2 detectors) is described. The recent results on mass composition and energy spectrum at the energy region above the knee obtained on the basis of the GAMMA experimental data are presented. It is shown that the power law after the knee is not invariable like -3.1. The slope of the energy spectrum becomes more flat at E0>20 PeV. The strong irregularities of the energy spectrum at about 70-80 PeV are discussed in comparison with other experiments. The bump can be described by a two-component model of primary cosmic ray origin, where additional (pulsar) Fe components are included with a very flat power law energy spectrum., Invited talk presented at the XVI International Symposium on Very High Energy Cosmic Ray Interactions, ISVHECRI 2010, Batavia, IL, USA (28 June -- 2 July 2010). 4 pages, 5 figures

This book presents a history of the Midwestern Universities Research Association (MURA) during its lifetime from the early 1950s to the late 1960s. MURA was responsible for a number of important contributions to the science of particle accelerators, including the invention of fixed field alternating gradient accelerators (FFAG), as well as contributions to accelerator orbit theory, radio frequency acceleration techniques, colliding beams technology, orbit instabilities, computation methods, and designs of accelerator magnets and linear accelerator cavities. A number of students were trained by MURA in accelerator techniques, and went on to important posts where they made further contributions to the field. The authors were all members of the MURA staff and themselves made many contributions to the field. No other such history exists, and there are relatively few publications devoted to the history of particle accelerators.

Context. Primary cosmic rays experience multiple deflections in the non-uniform galactic and heliospheric magnetic fields which may generate anisotropies. Aims. A study of anisotropies in the energy range between 100 and 500 GeV is performed. This energy range is not yet well explored. Methods. The L3 detector at the CERN electron-positron collider, LEP, is used for a study of the angular distribution of atmospheric muons with energies above 20 GeV. This distribution is used to investigate the isotropy of the time-dependent intensity of the primary cosmic-ray flux with a Fourier analysis. Results. A small deviation from isotropy at energies around 200 GeV is observed for the second harmonics at the solar frequency. No sidereal anisotropy is found at a level above 10-4 . Sponsored Report (for Acquisition Research Program) This report serves three purposes. Our first purpose is to assess the future of the Planning, Programming, Budgeting and Execution System (PPBES) and related budget reforms and to suggest that it may take more that a marginal adjustment to the current PPBES process to plan and budget most effectively for national defense and weapons acquisition. In this regard, we recommend that the DOD, and the federal government as a whole, adopt a capital budgeting process. The second purpose is to review and assess previous acquisition reforms in DOD, many of which continue into the present. The third purpose is to assess modification of the current acquisition process to improve the business processes imbedded within this system, as well as to make the overall process operate more efficiently. Current trends in federal budgeting move us to conclude that the argument for implementing capital budgeting in the federal government should be revisited. It is clear that significant changes would have to occur in the present system if private sector capital budgeting methods were adopted by the DoD and other agencies of the federal government. However, there are examples of public organizations that have made this leap. The governments of New Zealand, Australia and the United Kingdom, as well as most of the states in the US, have adopted some private budgeting methods with varying degrees of success. This report explores how capital budgeting is practiced in the private sector, in other governments and how some of this could be applied in the federal government and Department of Defense. The report also provides a brief critique of DOD acquisition budgeting.--report documentation page. Approved for public release; distribution is unlimited.

Sponsored Report (for Acquisition Research Program) In this article we conduct a processual analysis (Barzelay, 2003; Barzelay &Gallego, 2005) to assess evidence and test the following hypothesis: the complicated architecture and processes of national defense planning, programming, budgeting and execution and the defense acquisition decision system lead to unintended and negative consequences for defense acquisition and procurement. The purpose of this article is to identify key points of linkage weakness or failure between DoD financial management and acquisition decision systems. We first describe the PPB system and decision process. We then provide an analysis of recent changes to PPB. Next, we describe the defense acquisition system (DAS) in detail. This leads us, by drawing on interview data, to identify systems linkages and areas of misalignment between the PPBES and the DAS. Finally, we provide conclusions with respect to our hypothesis, analysis of consequent key problems and issues, and areas that require further research. The following article is taken as an excerpt from the proceedings of the annual Acquisition Research Program. This annual event showcases the research projects funded through the Acquisition Research Program at the Graduate School of Business and Public Policy at the Naval Postgraduate School. Featuring keynote speakers, plenary panels, multiple panel sessions, a student research poster show and social events, the Annual Acquisition Research Symposium offers a candid environment where high-ranking Department of Defense (DoD) officials, industry officials, accomplished faculty and military students are encouraged to collaborate on finding applicable solutions to the challenges facing acquisition policies and processes within the DoD today. By jointly and publicly questioning the norms of industry and academia, the resulting research benefits from myriad perspectives and collaborations which can identify better solutions and practices in acquisition, contract, financial, logistics and program management. The purpose of this paper is to investigate the congruence between PPBES and Acquisition decision systems. We describe these systems, the fiscal and political environment in which they operate, and ongoing transformational efforts. This technical note addresses product line adoption in the context of an organization that is using the Capability Maturity Model Integration (CMMI) models to guide its process improvement effort. Details are provided to show how selected CMMI process areas provide a basis for certain important software product line practices.

The PPBE system is the policy development, resource planning, and budgeting process for national defense. This paper reviews and evaluates changes made from PPB to PPBE. The change to PPBE merged separate programming and budget reviews into a single review cycle, done simultaneously rather than sequentially. Second, it incorporated a biennial budget process matched to national electoral cycles. Major strategic changes would be made in the second and fourth year of a Presidential term and minimal updating change made in the first and third years. Third, it fixed timing of the process so that planning and budgeting were clearly derivative processes driven by the Quadrennial Defense Review and the National Military Strategy. Fourth, it changed the cycle for Office of the Secretary of Defense (OSD) provision of the top level planning information to the military departments and services from annual to biennial. The result of these changes was to create a two-year decision cycle with a complete review in year one followed by limited incremental review in year two. This was meant to decrease turbulence and reduce unnecessary re-making of decisions. The desired outcome was that decisions would be made more quickly and provide the right defense products faster, while the off-year would help improve the focus on budget execution. Software architecture is critical to the quality of a software-intensive system. For an acquisition organization, such as the Department of Defense (DoD), the ability to evaluate software architectures as early as possible in an acquisition can have a favorable impact on the delivered system. This technical note explains the role of software architecture evaluation in a source selection and describes the contractual elements that are needed to support its use. The note then briefly describes the Architecture Tradeoff Analysis Method (ATAM) and provides an example that shows how to apply this method in a source selection. The example includes sample contractual language that an acquirer can adapt to meet specific acquisition needs.

The software architecture of a software-intensive system greatly determines system quality. When used appropriately, software architecture evaluations can have a favorable effect on a delivered or modified government system. This technical note describes the application of the Architecture Tradeoff Analysis Method (ATAM) to a major wargaming simulation system. A government-contractor team is developing the Wargame 2000 system at the Joint National Integration Center (formerly known as the Joint National Test Facility [JNTF]), Colorado. In this technical note, we present the contextual background about the software architecture, the organization, and the system being evaluated. Next, we present a general overview of the ATAM process. Finally, we describe the application of the ATAM to the Wargame 2000 system and present important results and benefits. While architecture evaluation is valuable early in the development life cycle, this case study illustrates that such evaluations are also useful when a system is well into development.

A search for charginos nearly mass-degenerate with the lightest supersymmetric particle is performed using the 176 pby1 of data collected at 189 GeV in 1998 with the L3 detector. Mass differences between the chargino and the lightest supersymmetric particle below 4 GeV are considered. The presence of a high transverse momentum photon is required to single out the signal from the photon-photon interaction background. No evidence for charginos is found and upper limits on the cross section for chargino pair production are set. For the first time at LEP2, in the case of heavy scalar leptons, chargino mass limits are obtained for any χ̃±1−χ̃01 mass difference., Facultad de Ciencias Exactas

No signal is found in a data sample corresponding to an integrated luminosity of 176.4 pb$^{-1}$. Limits on the production cross sections, on the Minimal Supersymmetric Standard Model parameters and on the masses of the supersymmetric particles are derived. Smart grids can be exposed to relay attacks (or wormhole attacks) resulting from weaknesses in cryptographic operations such as authentication and key derivation associated with process automation protocols. Relay attacks refer to attacks in which authentication is evaded without needing to attack the smart grid itself. By using a universal composability model that provides a strong security notion for designing cryptographic operations, we formulate the necessary relay resilience settings for strengthening authentication and key derivation and enhancing relay security in process automation protocols in this paper. We introduce R-Chain, a universally composable relay resilience framework that prevents bypass of cryptographic operations. Our framework provides an ideal chaining functionality that integrates all cryptographic operations such that all outputs from a preceding operation are used as input to the subsequent operation to support relay resilience. We apply R-Chain to provide relay resilience in a practical smart grid process automation protocol, namely WirelessHART.

MBA Professional Report The purpose of this MBA Project is to analyze the procedures followed in the acquisition of the Mine Resistant Ambush Protected (MRAP) vehicle. The MRAP program, initiated in response to the improvised explosive device (IED) threat in Iraq and Afghanistan, is unprecedented in timeline and scale. As such, it provides a unique case study on the rapid acquisition of a major military system in response to an urgent operational need. The objective of this research is to provide a guide for future rapid acquisition programs by documenting the conduct of the MRAP program from the initial needs identification and program start in 2006 through production and fielding at the time of this writing. The major analysis will focus on the program as a rapid acquisition within the context of the Acquisition Management and Joint Capabilities Integration and Development System (JCIDS) framework. The goal for analysis is to answer the following question: What are the key factors and decisions that contributed to program success, with success defined as meeting program objectives and warfighter needs? With declining budgets and consolidation in the defense industry, should competition between prime and sub-prime contractors be fostered through innovative lease arrangements, similar to the Navy's TAKX (Maritime Prepositioning Force MPF) solution of the early 1980s? This thesis will attempt to answer the following questions - To what extent do current financial and managerial policies affect leasing and would changing these policies benefit both parties? Are there any benefits to leasing versus purchasing? Could leasing help the DoD control its budget? We will attempt to address the potential legislative action required to make long-term capital lease options palatable to both investors and DoD while allowing for continued congressional oversight of the procurement process. This research draws upon a multitude of papers, documents and other resources to deliver an acceptable answer to our question. The research presented will also attempt to identify where and why leasing can be a viable option to the acquisition process. The research will also review an example where leasing has proven its effectiveness and continues to be an effective alternative to full up-front procurement in the acquisition process. Recent Chairman of the Joint Chiefs of Staff Instructions (CJCSI) direct the development of new concepts to prioritize linking budgeting and programming for near- and mid-term resource allocation planning. For the Department of Defense (DoD), planning that falls within the Future Years Defense Plan (FYDP) or 0-7 years may be viewed as mid-term. This thesis raises the question of whether these new concepts will work best for the Department of the Navy (DON) or whether another methodology would better fit the Navy's near- and mid-term needs. Further, the thesis asks whether the implementation of the recently promulgated CJCSI instructions would be more disruptive to the DON instead of an alternative modification of what the DON is already using successfully. This thesis also explores the potential value of the newly formed capability planning initiative within the DON. The Navy initiative is compared to private-sector practices to define similarities and to develop additional potentially useful methods. The thesis also explores the potential usefulness of linear programming or mathematical decision modeling for the application of weights and values to relate input variables and relationships to desired outputs. This thesis provides an analysis of the co-production of the defense function as provided by the legislative branch, Department of Defense (DoD) and the defense industry at large. The aim of the study will be to examine the evolution of the procurement and contracting process since World War II with a qualitative and quantitative evaluation of the increasingly symbiotic relationship between DoD and corporate America. This relationship has evolved significantly over the last halfcentury. It is no longer merely transactional as each side has leveraged the wartime and peacetime interaction to yield upgrades in weapon systems and capabilities that may have been otherwise unattainable in the same time frame.
