Peacebuilding has become one of the dominant issues in current world politics. As we witness challenges in Iraq, Afghanistan, Sudan, the Democratic Republic of Congo, Haiti, Kosovo, East Timor, and Libya, there is no doubt that peacebuilding — whether it’s called post-conflict reconstruction, nation building, or by any other term — has been a critical agenda for multinational efforts in international security. As Doyle and Sambanis argue, “One of the most important challenges for the international community is how to rebuild state polities in the aftermath of civil war” (2000, p. 779).
