A growing number of natural hazard-triggered technological accidents (Natech) has been reported by several researchers, and this trend is expected to continue due to climate change. As a result, some governments have initiated direct efforts to manage Natech risks, particularly in the United States and Europe. However, two surveys conducted by the Organisation for Economic Co-operation and Development (OECD) in 2009 and 2017 found that there was a lack of proper risk management and risk governance for Natech among OECD member states, including Japan and South Korea. This study aimed to identify relevant regulations and practical considerations for chemical and Natech risk management from government perspectives in Japan and South Korea. The article provides a review of the current state of risk management, emergency response, and risk communication on chemical and Natech risk management in the two countries, and concludes with a discussion of some of the issues that require improvement of the current chemical risk management. Current practices for chemical risk management in Japan and South Korea point to the possibility of improvements in dealing with the Natech risks. These practical lessons will be valuable for improving the capacity for dealing with challenges in chemical and Natech risk management.

A U.S.-Japan expert workshop on mobile alert and warning was held online 8–10 September 2021. Funded by the Japan Foundation’s Center for Global Partnership (CGP) and responding to the Sendai Framework for Disaster Risk Reduction 2015–2030, the workshop compared U.S. and Japanese mobile alert and warning contexts, systems, policies, and messages to investigate possibilities for international harmonization of mobile device-based early warning. The workshop’s sessions revealed two interrelated issues that repeatedly surfaced among workshop participants: culture and policy. The workshop illuminated several possibilities and problems confronting U.S., Japanese, and global stakeholders as they develop, deploy, and seek to improve the effectiveness of mobile alert and warning systems and messages.

Over the past decade there have been increasing efforts to tackle the problem of hazardous-materials releases from industrial installations in the wake of natural disasters. However, increasing urbanization and industrialization coupled with climate change brought about by global warming highlights the need to address the remaining research and policy gaps related to Natech risk reduction. This chapter lists and discusses existing gaps that have contributed to hamper effective Natech risk reduction and makes recommendations for stakeholders from science, industry and policy on how these gaps can be closed.
