In dem vorliegenden Beitrag fokussieren die Autoren die Wahrnehmung der schulischen Implementation digitaler Technologien, ihre unterrichtliche Anwendung und damit verbundene Fragen des Wandels unter besonderer Berücksichtigung der Schüler*innenperspektive. Sie argumentieren, dass auch digitale Medien Gegenstand generationsspezifischer Deutungen sind; peerspezifisch resultiert daraus eine Differenz von schulischen und außerschulischen medialen Erfahrungsräumen, die auf jeweilige implizite Wissensbestände verweisen. Schüler*innenseitige Aneignungsprozesse des Wandels durch die Nutzung digitaler Medien im Unterricht sind demnach davon geprägt, welche grundlegenden Haltungen gegenüber dem Schulischen, nicht dem Medialen, bestehen. Die Verfasser wollen dies zeigen, indem sie folgend den Fragen nachgehen, wie jugendliche Schüler*innen die Integration digitaler Technologien in den Unterricht erfahren und deuten, wie in den kollektiven Orientierungen ein Wandel von Unterricht (überhaupt) sichtbar wird und in welchem Verhältnis unterrichtliche und außerschulische Erfahrungsräume der Mediennutzung zueinanderstehen. Um die Orientierungen der Schüler*innen und ihre Perspektiven zur Integration digitaler Medien in den Unterricht zu rekonstruieren, stützen sie sich auf Gruppendiskussionen von Schüler*innen des 8. Jahrgangs einer Integrierten Gesamtschule, die sie mithilfe der dokumentarischen Methode analysieren. Nach einer Darstellung von Untersuchungen zum schüler*innenseitigen Medienhandeln werden die Autoren auf der Grundlage der Analyse der impliziten Wissensbestände zum digitalisierten Unterricht eine Typologie zu medienbezogenen Orientierungen und bisherige Ergebnisse ausdifferenzieren. Im Folgenden verorten die Autorinnen zunächst die Ausrichtung ihres Forschungsansatzes im Unterschied zu bestehenden Thematisierungsweisen von ‚Suche‘ (1), um dann methodologische Weichenstellungen des ethnographischen Forschungsprojekts Lernkultur im digitalen Wandel (LernDiWa) zu skizzieren (2). Im dritten Schritt entwickeln wir an ausgewählten Szenen detaillierte Beobachtungen dazu, wie und als was sich ‚Suche‘ im Schul- und Unterrichtsalltag ereignet (3). Die Verfasserinnen interessiert, wie sich ‚Suche‘ im Detail zeigt und als was beobachtbar wird, mit welchen Praktiken sich ‚Suche‘ verbindet und als welche Art von Wissenspraktik ihr Auftauchen zu verstehen ist. Im vierten Schritt (4) ziehen sie die Fäden zusammen, um zu reflektieren, wie sich Unterricht und Schule wandeln, wenn ‚Suche‘ in der Form, in der sie in den ausgewählten Szenen vorwiegend erscheint, (als ‚googeln‘) in unterschiedlichen Settings der Schule zur Selbstverständlichkeit wird. Die "Heliosschule - Inklusive Universitätsschule der Stadt Köln" wurde 2015 in Betrieb genommen. Diese öffentliche Schule umfasst die Klassenstufen 1 bis 13 für etwa 1.100 Schüler*innen. Die Schule soll ein Modell für eine demokratische Schule auf dem Weg in die Inklusion in der Gegenwart sein, wobei Prinzipien der Beteiligung und Diversität wesentlich für das Modell sind. Der Text besteht aus drei Teilen: Erstens werden zentrale Elemente und Prinzipien der Schulgründung in kurzer Form dargestellt. Zweitens wird eine Zusammenfassung des inklusiven Vorgehens anhand der 10 Bausteine der inklusiven Didaktik gegeben. Abschließend werden einige Hindernisse auf dem Weg dieser inklusiven Schule genannt. (DIPF/Orig.), The "Heliosschool - Inclusive University School of Cologne" was established in 2015. This public school provides classes 1 to 13 for about 1,100 students. The school intends to be a contemporary model of democratic school in the way to inclusion, based on principles of participation and diversity, under the complex life conditions of today. The text contains three components: First, I will reconstruct some elements and principles that are fundamental for the foundation of this school. Second, I will give a comprehensive account of the inclusive concept of the Cologne school and the ways it works out in practice. I will elaborate on the pedagogical program of the school formulated in ten components of inclusive learning and teaching. Das 4. Ranking Politische Bildung 2020 misst erstmals auch den Stellenwert der politischen Bildung in der Berufsschule. Zugleich führt es den Ländervergleich für die allgemeinbildenden Schulen der Sekundarstufe I aus den Jahren 2017, 2018 und 2019 fort. Meist sinkt der Anteil politischer Bildung im schulstufenübergreifenden Vergleich in der Berufsschule. Elf Bundesländer gewähren hier weniger Lernzeit für Politik als in der Sekundarstufe I. In beruflichen und in allgemeinbildenden Schulen ist das Recht auf politische Bildung sehr unterschiedlich realisiert. Die Arbeits- und Lebenswelten der Auszubildenden, ihre Erfahrungen und Probleme bieten der politischen Bildung Chancen, die ihr in allgemeinbildenden Schulen fehlen. Die Bildungspolitik lässt sie aber weitgehend ungenutzt. Von einer Gleichwertigkeit der politischen Bildung über die Schulstufen, in Schulformen und Bundesländern kann keine Rede sein. Die Bundesländer schneiden im Ranking Politische Bildung in der Sekundarstufe I wie in der Berufsschule sehr unterschiedlich ab. Die Demokratie behandelt die jungen Bürgerinnen und Bürger bei der politischen Bildung sehr ungleich. Chancengleichheit beim Erwerb von Politik- und Demokratiekompetenz in der Schule steht nicht auf der Agenda der Bildungspolitik, dazu variieren die Lernzeiten für die politische Bildung zwischen den Bundesländern viel zu stark. Auch findet man in den Daten keine Anzeichen dafür, dass die Bundesländer auf den hinteren Plätzen im Ranking wenigstens zum Mittelfeld aufschließen wollen. Das betrifft vor allem Bayern, Thüringen und Rheinland-Pfalz. Das 4. Ranking Politische Bildung enthält erstmals eine Fallstudie zum Fachlichkeitsniveau des Politikunterrichts in der Sekundarstufe I von Nordrhein-Westfalen. Man muss dem Fach Politik als Alleinstellungsmerkmal attestieren, dass sein Fachlichkeitsniveau überall, immer und mit Abstand am schlechtesten ist. (DIPF/Orig.), The 4th Ranking Civic Education 2020 measures the importance of civic education in vocational schools for the first time and it continues the state comparison for general lower secondary schools from 2017, 2018 and 2019. In most cases, the proportion of civic education in the cross-school comparison decreases in vocational schools. Eleven Länder allow less learning time for politics here than at lower secondary level. The right to political education is realised very differently in vocational and general education schools. The working and living environments of trainees, their experiences and problems offer opportunities for political education that are lacking in general education schools. However, education policy leaves them largely unused. There is no question of an equivalence of civic education across school levels, school types and federal states. In the ranking of civic education in lower secondary schools as well as in vocational schools, the federal states perform very differently. Democracy treats young citizens very unequally in civic education. Equality of opportunity in the acquisition of political and democratic competence at school is not on the agenda of education policy; learning times for political education vary far too much between the federal states for that. Nor does the data show any indication that the states at the bottom of the rankings want to at least catch up with the middle of the field. This applies above all to Bavaria, Thuringia and Rhineland-Palatinate. For the first time, the 4th ranking of civic education contains a case study on the level of professionalism of political education in lower secondary schools in North Rhine-Westphalia. It must be said that the subject of politics has the unique selling point of being everywhere, always and by far the worst. (Authors)

Mit der Umstellung auf Inklusion wird Schulen eine weitgehende Teilhabe aller Schüler_innen vorgegeben. Im Unterricht inklusiver Klassen entstehen Variationen von Teilhabe, die sämtlich auf eine temporäre Reduktion von Anforderungen für bestimmte Schüler_innen verweisen. Reduzierte Anforderungen zeigen sich sowohl in unterrichtlichen als auch in organisationalen Praktiken sowie in diskursiven Verständigungen der Pädagog_innen. Trotz der verbrieften Mitgliedschaft wird Teilhabe paradoxerweise durch partielle Nicht-Teilhabe sichergestellt. Die damit einhergehende Ambivalenz von Schonung und Ausschluss deutet auf ein im Unterricht inklusiver Klassen hervorgebrachtes institutionalisiertes Adressierungsmuster hin, das Mitgliedschaft aller Schüler_innen unter Bedingungen reduzierter Teilhabe gewährleistet. So far, forms of participation refer to a temporary reduction of requirements for certain pupils. Reduced requirements are reflected in teaching and in organizational practices as well as in discursive understandings of the teachers. Despite the given membership, paradoxically, participation for certain pupils is ensured through partial non-participation. Inklusionserfahrung? Die Vision schulischer Inklusion steht auf drei Säulen: der Säule der personellen, strukturellen und sächlichen Rahmenbedingungen, der Säule der Professionalität und der Säule der individuellen Voraussetzungen sowie der passgenauen Schulauswahl zum Wohle des Kindes. Die Basis für die Säulen bildet die Inklusion auf gesellschaftlicher Ebene. Alle drei Säulen weisen derzeit zu viele Mängel auf, als dass sie das Dach „Inklusion“ tragen könnten. Unter anderem wurden für das Buch Eltern von Kindern mit einer Behinderung interviewt, die vor rund 25 Jahren eine Integrationsklasse besucht haben. Die Schullaufbahn ihrer Kinder zeigt, dass Integration in die Grundschule und die Gesamtschule möglich und erfolgreich ist, wenn die erforderlichen Rahmenbedingungen gegeben sind. Interviews über die gegenwärtigen Erfahrungen mit Schulleitungen, Lehrenden und Eltern bezüglich inklusiver Beschulung zeigen jedoch, wie komplex und widersprüchlich Inklusion von Betroffenen und Akteuren heute wahrgenommen wird und woran Inklusion derzeit zu scheitern droht. Zahlreiche Praxisbeispiele zur Umsetzung einer inklusiven Didaktik und inklusiver Strukturen in Regelschulen sowie der zum Buch gehörende Film über Gelingensbedingungen inklusiven Arbeitens in einer Grundschule sollen Mut machen, den Weg zur Inklusion trotz aller Widrigkeiten weiterzugehen. Motivation: There may be a significant correlation between the number of pupils in a school and their learning performance. Some studies point to the negative impact of schools with a large number of pupils on the educational results achieved. At the same time, the demographic crisis that has been deepening steadily for several years now represents an important motivation for rationalising the existing network of schools.Aim: The aim of the study was to determine the optimum size of schools based on the criterion of examination results expressed through educational value added.Results: The analyses conducted in this study showed that the comprehensive secondary schools with over 600 pupils had the highest learning outcomes as expressed through educational value added. The lowest educational effectiveness was found in schools with less than 150 pupils. A dependency was discovered whereby the effectiveness of education increases as the number of pupils grows. Due to the lack of data concerning examination results in schools with more than 1,000 pupils (value indicated in American studies as the threshold value for positive learning outcomes), it was not possible to determine the maximum number of pupils that guarantees satisfactory learning outcomes.

Journal of education policy 8 (1993) 4, S. 307-320, Pluralism, decentralization, deregulation, school autonomy, greater diversity and parent empowerment in education are among the new guiding principles in educational policy in numerous industrial countries. Whereas this paradigm shift reflects the advance of the market ideology into the education sector in other (particularly English-speaking) countries, the driving force behind this movement in Germany is rather the political system's loss of legitimation and the conflict-ridden state of educational policy. The first part of the article takes a retrospective view which links up to the analyses of Weiler. It shows that the former strategies for securing legitimation and regulating conflicts -involving science in the educational reform process, legalization and judicialization -have only been effective temporarily. Using the new Education Act of Hesse as example, the hypothesis is developed that the strategy of increasing parent empowerment and partially transferring regulatory powers and decision-making competence to individual schools will also not bring about the expected effects since this will not solve the structural problems of the German school system. In the second part of the article this thesis is elaborated within the framework of a differentiated analysis of the consequences of the structural problems as manifested in individual school types on local educational markets. Während aber dieser Paradigmenwechsel in anderen Ländern das Eindringen der Marktideologie in den Bildungssektor widerspiegelt, ist in Deutschland die treibende Kraft hinter dieser Bewegung eher der Legitimationsverlust des politischen Systems und der konfliktbeladene Zustand der Bildungspolitik. Der erste Teil des Aufsatzes zeigt retrospektiv, dass die früheren Strategien der Legitimitätssicherung und Konfliktregulierung - nämlich die Wissenschaft in den Prozess der Bildungsreform einzubeziehen sowie die Verrechtlichung - nur zeitweise wirksam waren. Am Beispiel des neuen hessischen Schulgesetzes wird die Hypothese entwickelt, dass die Strategie der Stärkung der Elternrechte und die Strategie, Regelungsbefugnisse und Entscheidungskompetenzen teilweise auf die einzelne Schule zu verlagern, ebenfalls nicht die erwarteten Wirkungen zeigen wird, weil dies nicht die strukturellen Probleme des deutschen Schulsystems lösen wird. Im zweiten Teil des Aufsatzes wird diese These im Rahmen einer differenzierten Analyse der Folgen der Strukturprobleme ausgebreitet, wie sie sich in einzelnen Schularten auf den lokalen Bildungsmärkten manifestieren. Seitdem in Deutschland internationale Vergleichsstudien zu Schulerleistungen Lernruckstande deutscher Schulerinnen und Schuler in der Offentlichkeit bekannt gemacht haben, ist eine intensive Diskussion um eine Reform von Schule und Unterricht entbrannt. Einen zentralen Problempunkt bildet dabei die Frage, ob und wie die heute in Deutschland vorherrschende Halbtags- oder Vormittagsschule in eine ganztagig gefuhrte Institution umgewandelt werden kann und soll. Zusatzliche Impulse erhalt diese Diskussion durch den wachsenden Betreuungsbedarf vieler berufstatiger Eltern fur ihre Kinder am Nachmittag. Dies hat in vielen Bundeslandern zu entsprechenden bildungspolitischen Masnahmen gefuhrt. Zumindest soll das Angebot an Ganztagsschulen erheblich ausgeweitet werden. Nach wie vor wenig bewusst ist dabei die Tatsache, dass die Bemuhungen um die Einrichtung moderner Ganztagsschulen auch in Deutschland nicht neu sind, sondern auf eine mehr als 100jahrige Geschichte zuruckblicken konnen. Dieser historischen Verankerung soll in diesem Beitrag vor allem im Hinblick auf die Wurzeln ganztagiger Schulerziehung in der klassischen Reformpadagogik zwischen 1890 und 1940 nachgegangen werden, um dadurch den Betrachtungshorizont fur die heutige Diskussion zu erweitern und zu bereichern.1
