Mauritania’s third poverty reduction strategy paper provides a framework for an ambitious growth and poverty reduction agenda. The updated development perspective and principal objectives reflect the new economic and political realities to sustainably reduce poverty. Successful program implementation hinges on the government’s ownership and commitment. It will only succeed if the institutional framework remains stable, and the civil society is engaged on a permanent basis. Ensuring a broad social consensus for the strategy will make it easier to mobilize donor resources, thus easing financing constraints.

The report describes the participatory process and its impact, and analyzes its shortcomings. Mauritania's progress report provides a candid review and analysis of the implementation of the Poverty Reduction Strategy Paper (PRSP). Becasue poverty remains primarily a rural phenomenon in Mauritania, more emphasis should have been placed on growth in the rural areas. Numerous actions have been taken in the context of the implementation of the ongoing reform of the semi-urban and rural water sector. Actions in the area of urban development are also welcomed.

The Poverty Reduction Strategy Paper, whose implementation has now reached the second year, has been the key instrument in Mauritania's economic, social, and institutional development policy. The pursuit of policies to accelerate growth, maintain macroeconomic stability, and enhance the competitiveness of the economy have thus made it possible to attain an economic growth rate of about 3.3 percent notwithstanding an unfavorable international economic climate. Annual inflation has been contained at 4 percent.

Despite a relatively high GDP growth rate over the past decade (2000–10), economic growth in Mauritania has not been able to make a significant dent in poverty. Rapid and sustained poverty reduction requires inclusive growth that allows people to contribute to and benefit from expanding economic activity. Mauritania needs to make greater progress toward inclusive growth by enhancing the distributional impact of public spending and by improving the quality of pro-poor spending. The Executive Board recommends effective monetary policies to meet the challenges.

Summary In order to collect epidemiological data about the Rift Valley fever epidemic in Mauritania, we decided to use the filter paper method. The mean recovery level of specific antibodies from filter paper, tested using an immunoenzymatic method, is around one fourth. Taking the mean h˦matocrit into account, we estimated the extract square with a 1/300 dilution. This method was very useful for epidemiological studies, we observed few patient refusals, but it is necessary to know the exact specificity of the antibodies.

SUMMARYRift Valley fever virus (RVFV) is an emerging pathogen of major concern throughout Africa and the Arabian Peninsula, affecting both livestock and humans. In the past recurrent epidemics were reported in Mauritania and studies focused on the analysis of samples from affected populations during acute outbreaks. To verify characteristics and presence of RVFV during non-epidemic periods we implemented a multi-stage serological and molecular analysis. Serum samples of small ruminants, cattle and camels were obtained from Mauritania during an inter-epidemic period in 2012–2013. This paper presents a comparative analysis of potential variations and shifts of antibody presence and the capability of inter-epidemic infections in Mauritanian livestock. We observed distinct serological differences between tested species (seroprevalence: small ruminants 3·8%, cattle 15·4%, camels 32·0%). In one single bovine from Nouakchott, a recent RVF infection could be identified by the simultaneous detection of IgM antibodies and viral RNA. This study indicates the occurrence of a low-level enzootic RVFV circulation in livestock in Mauritania. Moreover, results indicate that small ruminants can preferably act as sentinels for RVF surveillance.

BackgroundSince the novel coronavirus emerged in late 2019, the scientific and public health community around the world have sought to better understand, surveil, treat, and prevent the disease, COVID-19. In sub-Saharan Africa (SSA), many countries responded aggressively and decisively with lockdown measures and border closures. Such actions may have helped prevent large outbreaks throughout much of the region, though there is substantial variation in caseloads and mortality between nations. Additionally, the health system infrastructure remains a concern throughout much of SSA, and the lockdown measures threaten to increase poverty and food insecurity for the subcontinent’s poorest residents. The lack of sufficient testing, asymptomatic infections, and poor reporting practices in many countries limit our understanding of the virus’s impact, creating a need for better and more accurate surveillance metrics that account for underreporting and data contamination.ObjectiveThe goal of this study is to improve infectious disease surveillance by complementing standardized metrics with new and decomposable surveillance metrics of COVID-19 that overcome data limitations and contamination inherent in public health surveillance systems. In addition to prevalence of observed daily and cumulative testing, testing positivity rates, morbidity, and mortality, we derived COVID-19 transmission in terms of speed, acceleration or deceleration, change in acceleration or deceleration (jerk), and 7-day transmission rate persistence, which explains where and how rapidly COVID-19 is transmitting and quantifies shifts in the rate of acceleration or deceleration to inform policies to mitigate and prevent COVID-19 and food insecurity in SSA.MethodsWe extracted 60 days of COVID-19 data from public health registries and employed an empirical difference equation to measure daily case numbers in 47 sub-Saharan countries as a function of the prior number of cases, the level of testing, and weekly shift variables based on a dynamic panel model that was estimated using the generalized method of moments approach by implementing the Arellano-Bond estimator in R.ResultsKenya, Ghana, Nigeria, Ethiopia, and South Africa have the most observed cases of COVID-19, and the Seychelles, Eritrea, Mauritius, Comoros, and Burundi have the fewest. In contrast, the speed, acceleration, jerk, and 7-day persistence indicate rates of COVID-19 transmissions differ from observed cases. In September 2020, Cape Verde, Namibia, Eswatini, and South Africa had the highest speed of COVID-19 transmissions at 13.1, 7.1, 3.6, and 3 infections per 100,0000, respectively; Zimbabwe had an acceleration rate of transmission, while Zambia had the largest rate of deceleration this week compared to last week, referred to as a jerk. Finally, the 7-day persistence rate indicates the number of cases on September 15, 2020, which are a function of new infections from September 8, 2020, decreased in South Africa from 216.7 to 173.2 and Ethiopia from 136.7 to 106.3 per 100,000. The statistical approach was validated based on the regression results; they determined recent changes in the pattern of infection, and during the weeks of September 1-8 and September 9-15, there were substantial country differences in the evolution of the SSA pandemic. This change represents a decrease in the transmission model R value for that week and is consistent with a de-escalation in the pandemic for the sub-Saharan African continent in general.ConclusionsStandard surveillance metrics such as daily observed new COVID-19 cases or deaths are necessary but insufficient to mitigate and prevent COVID-19 transmission. Public health leaders also need to know where COVID-19 transmission rates are accelerating or decelerating, whether those rates increase or decrease over short time frames because the pandemic can quickly escalate, and how many cases today are a function of new infections 7 days ago. C'est d'abord sur cette arabisation dialectale que je m'interroge, en montrant qu'on ne peut pas la couper complètement du mouvement d'islamisation qui l'a précédée et qui semble avoir influé fortement sur l'image que ces populations pouvaient se faire d'elles-mêmes. Si, à partir du 18ᵉ siècle, l'arabité culturelle de cette région prend des contours plus nets, il faut prêter attention au fait que, derrière l'unité apparente du terme « arabe », se cache une dualité mouvante — ce qu'on appelle la diglossie arabe littéraire/dialecte —, à laquelle correspondent deux formes culturelles distinctes. Je propose ici de caractériser la culture savante des zwâye comme « aurale » (par delà la dichotomie écrit/oral) par opposition à l'oralité de la culture populaire en dialecte, telle qu'elle s'incarne notamment chez les musiciens-chanteurs. Dans la dernière partie, j'étudie l'évolution récente de la diglossie et les tentatives faites pour échapper aux difficultés posées par cette opposition, qu'elles restent à l'intérieur du domaine arabe ou qu'elles choisissent d'en sortir. Là encore le poids de l'idéologie se fait sentir et les représentations des locuteurs influent sur leurs productions langagières.

Drawing on empirical ethnographic research conducted in three resettled areas in Nouakchott (Mauritania), our paper aims to enrich the debate on land formalization, attempting to understand the effects of slum upgrading programs and the titling process. In a context of securing land tenure as upheld by international institutions, the paper questions the implementation of these titling programs, which aim to deliver secure tenure and, more broadly, achieve economic development. It appeals for an analysis of how poor people react to titling policies in a context of highly complex relationships between formal and informal land status. Our case studies show that formal deeds do not necessarily lead to secure tenure. For the impoverished households who have withstood resettlements, these titling practices can be seen as a way to improve their livelihoods or, on the contrary, as breeding grounds for new forms of vulnerability. Moreover, these elements can also be perceived as triggers for encroachments between the State and the law and, at times, a reason to claim new rights.

Using manufacturing and services firm-level data for 30 sub-Saharan African (SSA) countries, this paper shows that taxation is not a significant driver for the location of foreign firms in SSA, while other investment climate factors, such as infrastructure, human capital, and insitutions, are. By analyzing disaggregate FDI data, the paper establishes that, while there is considerable contrast in behavior between vertical FDI (foreign firms producing for export) and horizontal FDI (foreign firms producing for local markets), taxation is not a key determinant for either type of FDI. Horizontal FDI is attracted to areas with higher trade regulations, highlighting interest in protected markets. Furthermore, horizontal FDI is affected more by financing and human capital constraints, and less by infrastructure and institutional constraints, than is vertical FDI.

Although the Buprestid fauna of the Sahel is relatively well-known many new species have been discovered in this region in the course of the last decades. Also many new species of the tribe Anthaxiini, whose life cycle is connected with the plant genus Acacia (Fabaceae), have been described since the last (and first) comprehensive study by Mateu (1972). This exhaustive paper deals with all insects developing in (or living on) Acacia spp. During the project dealing with the pests of the genus Acacia in Mauritania and Benin run by J. F. Vayssieres (IITA), a new species of Anthaxia Eschscholtz, 1829 was discovered; the description of this new species is given in this paper.

International audience; Maritime governance stakes are important in West Africa, if only due to the dominant role of fisheries, which coastal populations mainly depend on. In this context, with reference to the fishery sector mostly studied in two countries (Guinea and Mauritania), this paper aims to identify and synthesize the challenges to be met towards developing the governance of marine spaces. To this end, the analysis is based on field knowledge, which provides input into a grid set according to the various integration levels of the concept of ICZM. This paper thus reports the major methodological obstacles to be overcome, commensurate to the stakes insofar as marine policies can and must contribute to the economic and social development of this region.

High natural resource prices in recent years have resulted in sizeable increases in fiscal revenue for many resource-exporting countries in sub-Saharan Africa. However, this revenue source is volatile, and arguably these countries should also rely on other forms of taxation to help fund public expenditure. This paper asks whether the availability of higher resource revenue in these countries has led to lower taxation effort of other revenue categories. The question is analyzed both in terms of the relationship between non-resource tax revenue and resource revenue, and between non-resource tax revenue and statutory tax rates. The paper finds evidence suggesting that nonresource revenue is negatively influenced by a higher resource revenue-to-GDP ratio. The lower take up of nonresource taxes in resource-rich countries is correlated with higher levels of corruption in these countries, suggesting weaker institutions affect nonresource revenue through incentives for tax evasion and/or large tax exemptions as argued in the literature.

This paper discusses the Islamic Republic of Mauritania’s Sixth Review under the Three-Year Extended Credit Facility Arrangement and Request of Nonobservance of Performance Criterion. Mauritania’s current account deficit has been significantly widened due to higher infrastructure and mining-related imports. Planned projects are concentrated in agriculture, energy, and infrastructure—all three sectors with large investment needs and in line with Poverty Reduction Strategy Paper priorities. Nonrenewable resources are playing an important role in the economy, but the fiscal policy formulation does not incorporate the challenges associated with resource revenue exhaustibility and volatility and, therefore, does not prevent pro-cyclical fiscal policy.

The Middle East and Central Asia’s economic growth potential is slowing faster than in other emerging and developing regions, dampening hopes for reducing persistent unemployment and improving the region’s generally low living standards. Why? And is it possible to alter this course? This paper addresses these questions by estimating potential growth, examining its supply-side drivers, and assessing which of them could be most effective in raising potential growth. The analysis reveals that the region’s potential growth is expected to slow by ¾ of a percentage point more than the EMDC average over the next five years. The reasons behind this slowdown differ across the region. Lower productivity growth drives the slowdown in the Caucasus and Central Asia and is also weighing on growth across the Middle East (MENAP); while a lower labor contribution to potential growth is the main driver in MENAP. Moving forward, given some natural constraints on labor, total factor productivity growth is key to unlocking the region’s higher growth potential. For oil importers, raising physical capital accumulation through greater investment will also play an important role.

This Selected Issues paper covers three topics of particular relevance to Mauritania: export competitiveness and exchange rate policy, the monetary policy framework, and the transfer of government deposits from commercial banks to the central bank. The paper reports on the recent economic developments over 1999–2001. It describes a stable macroeconomic environment with robust growth, low inflation, manageable current account deficits, and a comfortable level of gross foreign reserves. The paper also looks at the issue of export competitiveness and exchange rate policy.

Today, Bilād-Shinqīṭ or Mauritania is often portrayed as an unparalleled center of classical Islamic tradition supposedly untouched by modernity. While previous scholarship has concerned itself mostly with Mauritania’s local intellectual history on one hand and its recent global fame on the other, in this paper, I document instead how, in less than two centuries, Mauritania has become not only a point of scholarly reference and symbolic/representational space of excellence in Islamic knowledge, but also one with an astonishing amount of global reach. Thus, I explore the ways in which Mauritania has continued to asserts its relevance and scholarly authority on a global scale. Drawing on a variety of historical, literary, and anthropological sources, I historicize the rise and mythologization of Mauritania as a peerless center of traditional sacred scholarship. I specifically examine how a number of widely different Muslim actors under changing circumstances continue to invoke, perform and re-invent Shinqīṭ/Mauritania. In documenting what I call Global Shinqīt over the longue durée, rather than simply illustrate how the so-called Muslim peripheries shape central traits of transnational normative Islamic authority, I argue instead that mobility, historical circumstances, and scholarly performance combined are at least as instrumental in the credible articulation of authoritative Islamic knowledge as normative discourses issued by supposedly central institutions, personalities, and religious bodies located in the so-called “heartland of Islam.” In so doing, I destabilize the center/periphery framework altogether in order to explore how Islamic religious authority is actually construed and operates under shifting cultural and political conditions.

Ethnopharmacological relevance Mauritania is a country in which few ethnobotanical studies have been conducted and consequently the ethnomedical data is scarce. Since the geographical region reflects the transition between tropical and Northern Africa, influenced by the Mediterranean floristic region, the traditional knowledge was influenced by several cultures from tropical Africa as well as Arab, Berber and Islamic societies. Aim of the study This paper aims to explore and compile the diversity of ethnomedical knowledge in one of the regions of Mauritania and to compare the data with similar studies from surrounding territories. Materials and methods Surveys and interviews were carried out in 11 villages of Adrar province in northern Mauritania. Data were collected through open, semi-structured interviews (with individuals and focus groups). A sample of 120 people aged between 20 and 70 years, including 24 herbalists and 28 traditional healers was included. Results Ethnomedical data for 68 plant species belonging to 27 families were obtained. They are used to treat 50 health conditions grouped in 14 pathological groups. Remedies for digestive system disorders, skin problems and respiratory ailments were among the most frequent indications. Leaves were the most frequently used plant part and remedies generally used as a powder for the various applications and a total of 2’317 use reports were gathered. About 55% of the reported species were not cited previously in the literature focusing on Mauritania and neighbouring countries. Moreover, only 6 species are also cited by Ibn al-Baytar (13th century CE). Conclusions This work shows a promising perspective for future studies, shedding light on the richness and the risk for conservation of traditional knowledge of herbal medicine in Mauritania.

The rapid growth in China’s domestic investment in recent decades has generated a large appetite for global goods, including from sub-Saharan Africa (SSA). This paper estimates the impact of changes in China’s investment growth on SSA’s exports. Although rising trading links with China have allowed African countries to diversify their export base across countries away from advanced economies, they have also led SSA countries to become more susceptible to spillovers from China. Based on panel data analysis, a one percentage point increase (decline) in China’s domestic investment growth is associated with an average 0.6 percentage point increase (decline) in SSA countries’ export growth. This impact is larger for resource-rich countries, especially oil exporters. These effects could be mitigated, however, to the extent that countries can reorient their exports.

This paper outlines the contrast between Revival and Tradition in contemporary African Islam through the intellectual biography of Muhammad al-Mishry, one of the leaders of the Tijāniyya Sufi Path. Th is organization witnessed the process of independency and modernization of many traditional african countries. Because of its open attitude to renewal, salafism (literalism) and islamism (reformism) criticized the Tijāniyya. For thousands Mishry represented a role model for the conciliation of modernity and tradition. We found very interesting in this research the way in which he solved the problems of the colonial and post-colonial cultural clashes using sufism. The objective of this paper is to evaluate why small-scale farmers do not persist with irrigation along the Senegal River Valley of Mauritania. Surveys of all households of 12 villages that combine traditional agriculture with irrigated rice production collected information on workload, inputs and productivity of cropping systems together with food requirement and costs in local markets. Analyses revealed that, at the scale of farming attempted, there is no shortage of labor within most households when irrigated rice is combined with traditional rain fall cropping in the wet season and flood-recession crops in the cold, dry season. There is, however, a major limitation to successful combination in the generally negative return of rice production to labor and inputs. While input costs for traditional systems are very small, real costs of rice production (4000. kg paddy/ha) exceed returns in most cases. Farmers only persist with irrigation for as long as the infrastructure functions with minimum maintenance. This explains the observed gradual abandonment of many irrigation schemes unless additional investment is available to repay initial loans and renew infrastructure. While operational, the schemes do add significantly to food security in the villages and offer paid labor to landless residents. Greater yields of rice, greater irrigation water-use efficiency through improved irrigation management, crops that demand less water and more intensive use of irrigated land are options to increase return to inputs. To date, most analyses of the Al Qaeda in the Islamic Maghreb (AQIM) network have focused on qualitative analysis to determine trends and patterns in the group's evolution over time. Seldom has a combination of quantitative tools been used to derive inferences about the nature of the organization and its changing strategy. In this paper, the author draws on a combination of geospatial analysis and social network analysis in order to explore how the network has changed over time in response to efforts from local and international security forces to disrupt it. The analysis enables the community of interest to draw conclusions with regard to the resiliency of the network and its long-term goals in the Sahel region. Evidence indicates that AQIM is evolving into a less dense but more ethnically diverse organization that is rapidly restoring the operational capacity it lost during the 2013 French intervention in Mali. Despite major Western military efforts to suppress it, AQIM is increasingly able to conduct spectacular attacks across west Africa, further destabilizing an already precarious security environment. Over the centuries, slavery has become embedded into the social fabric of Mauritania with generations of abid and bizan (Mauritanian slaves and slave masters, respectively) born and raised knowing nothing but the institution of chattel slavery. Abid fleeing their station in Mauritania come to the USA with unique psychological needs that will affect all of their interactions with the medical community. This paper aims to assist health professionals and others concerned with the welfare of former chattel slaves in competently serving this vulnerable population. Discussion includes an overview of Mauritanian chattel slavery, deduced sequelae of chattel slavery, preliminary recommendations for mental health and medical treatment protocols, and suggestions for future research. A confidential Institutional Review Board (IRB)-approved case report will be used to illustrate these objectives.

This paper investigates the channels through which remittances affect macroeconomic volatility in African countries using a dynamic stochastic general equilibrium (DSGE) model augmented with financial frictions. Empirical results indicate that remittances—as a share of GDP—have a significant smoothing impact on output volatility but their impact on consumption volatility is somewhat small. Furthermore, remittances are found to absorb a substantial amount of GDP shocks in these countries. An investigation of the theoretical channels shows that the stabilization impact of remittances essentially hinges on two channels: (i) the size of the negative wealth effect on labor supply induced by remittances and, (ii) the strength of financial frictions and the ability of remittances to alleviate these frictions.

This paper reviews the evidence on how households in Sub-Saharan Africa segment along consumption, income and earning dimensions relevant for quantitative macroeconomic policy models which incorporate heterogeneity. Key findings include the importance of home-grown food in the income and consumption of house-holds well up the income distribution, the lack of formal financial inclusion for all but the richest households, and the importance of non-wage income. These stylized facts suggest that an externally-generated macroeconomic shock and the short-term policy response would mainly affect the behavior and welfare of these richer urban households, who are also more likely to have the means to cope. Middle class and poor households, especially in rural areas, should be insulated from these external shocks but vulnerable to a wide range of structural factors in the economy as well as idiosyncratic shocks.

This paper reviews trends in taxation and revenue in MENA countries over 1990-2012, with a focus on non-resource taxes. On average, non-resource revenues declined slightly, while resource revenues soared. Country experiences vary: rates of main taxes and their revenues tend to be higher in the Magreb than in the Mashreq, except for the value-added tax, where lower rates are associated with equal or higher revenue; most oil producers raise little tax revenues—generally less than 5 percent of GDP—and most have reduced them since the late 1990s. But there are similarities: unlike common experience around the world, income taxes (not indirect taxes) have partially compensated for lost revenue from trade liberalization; revenues from indirect taxes have remained stable; personal income taxes have played an unimportant role as a revenue tool; and fees and stamp duties are significant revenue sources. Looking forward, tax reform challenges will also vary across countries: the Maghreb needs to focus on efficiency-enhancing reforms, especially in capital income and consumption taxes; the Mashreq have some room to increase revenue; and, there are ample opportunities to improve equity and reduce complexity of tax systems in all countries. Finally, the recent decline in oil prices and revenues is a reminder that even resource-rich GCC countries need to lay the basis of a tax system for the future.

Islamic finance is a fast growing activity in world markets. This paper provides a survey on Islamic Finance in SSA. Ongoing activities include Islamic banking, sukuk issuances (to finance infrastructure projects), Takaful (insurance), and microfinance. While not yet significant in most Sub-Saharan countries, several features make Islamic finance instruments relevant to the region, in particular the ability to foster SMEs and micro-credit activtities. As a first step, policy makers could introduce Islamic financing windows within the conventional system and facilitate sukuk issuance to tap foreign investors. The entrance of full-fleged Islamic banks require addressing systemic issues, and adapting the crisis management and resolution frameworks. The IMF can play a role by sharing international experiences and providing advice on supervisory and regulatory frameworks as needed.

This paper is the result of the study of a squat lobsters collection obtained along the Mauritanian coast, between 91 and 1867 m depth, during the 'MAURIT' surveys carried out in the period from 2007 to 2010. Eumunida bella de Saint LaurentMacpherson, 1990 (Chirostyloidea) and six species of Munida and Munidopsis (Galatheoidea) are reported in the present work.A new species, Munidopsis anaramosae n. sp. collected off northwestern Banc d'Arguin at 1000-1012 m depth, is described and illustrated. The presence of an eyespine that arises distally from the middle end of the cornea, walking legs merus spinose on dorsal and ventral margins and cheliped merus ventrally unarmed distinguish it from related species. Munida chunii Balss, 1913 is redescribed here and the new records of Munida guineae MiyakeBaba, 1970, M. speciosa von Martens, 1878 and Munidopsis chunii Balss, 1913 extend their geographical distribution northwards, and in the case of the last species, increase its bathymetric range.

This paper assesses the extent to which Sub-Saharan Africa (SSA)’s business cycle is synchronized with that of the rest of the world (RoW). Findings suggest that SSA’s business cycle has not only moved in the same direction as that of the RoW, but has also gradually drifted away from the G7 in favour of the BRICs. Trade with the BRICs turns out to be the strongest driver of this shift. Much of this impact unfolds through aggregate demand impulse from trade. As fiscal policy stances in SSA and the BRICs are not synchronized, they have not caused cyclical output correlation between these two groups of countries. Also, financial openness, which is at a very early stage across most SSA countries, has acted as a neutral force.

This paper analyzes the links between financial and trade openness and financial development in Sub-Saharan African (SSA) countries. It is based on a panel dataset using methods that tackle slope heterogeneity, cross-sectional dependence and non-stationarity, important econometric problems that are often ignored in the literature. The results do not point to a general direct robust link between trade and capital account openness and financial development in SSA, once we control for other factors such as GDP per capita and inflation. But there is some indication that trade openness is more important for financial development in countries with better institutional quality. The findings might be due to a number of factors including distortions in domestic financial markets, relatively weak institutions and/or poor financial sector supervision. Thus, African policy makers should be cautious about expectations regarding immediate gains for financial development from greater international integration. Such gains are more likely to occur through indirect channels.

Changes in the quantitative composition of mass fish species at early stages of ontogenesis in different areas of the Central-Eastern Atlantic (CEA) in warm and cold seasons in 1994-2008 were analyzed in the paper. The most widespread representatives of ichthyocenosis of CEA were: European pilchard (Sardina pilchardus), common scad (Trachurus trachurus), round sardinella (Sardinella aurita), and West-African scad (Trachrus trecae). The data obtained indicate that, within the economic zone of Morocco, fluctuations of numbers at early stages of development in European pilchard and common scad are close over the entire water area under consideration (36 degrees-21 degrees N). The regularities of fluctuations of the numbers of ichthyoplankton are similar to the interannual changes in the biomass of fish in the area of Morocco. In the area of Mauritania (21 degrees-16 degrees N), fluctuations of numbers of the early stages of development of commercial fish cannot be unambiguously correlated with changes in the biomass of adult fish. It is known that, in the economic zone of Mauritania, there are Senegal-Mauritanian populations of round sardinella and West-African scad that inhabit waters of different states and are not completely assessed by our surveys. Therefore, no obvious relation was observed between the considered data.

Background Malaria is one of the main motives for outpatient consultation and hospitalization in Mauritania. However, its incidence remains unclear because of diagnostic problems and insufficient epidemiological data. Methods Between April and August 2007, a study on malaria incidence was carried out in Nouakchott city. A total of 237 febrile outpatients, from all Nouakchott districts, attending the two main hospitals of the city were investigated. Finger prick and blood dried filter paper samples were performed to prepare thick and thin films and nested-PCR for malaria parasite species identification and density. The accuracy of diagnosis of 'presumptive malaria', assigned by clinicians and based on fever and other malaria suggestive symptoms, was assessed. Entomological investigations based on morphological and molecular characterization of Anopheline species were conducted in Dar Naïm district. Results Malaria prevalence rate was 25.7% (61/237), the majority of positive blood slides as well as nested-PCR products were due to Plasmodium vivax 70.5% (43/61) and Plasmodium ovale 24.6% (15/61). Two malaria patients, both with P. vivax, have never travelled out of Nouakchott and seem likely to have been autochthonous (3.3%). Of the 237 individuals included in the survey, 231(97.5%) were clinically diagnosed and treated as malaria cases. 26.4% of clinically diagnosed cases were positive for Plasmodium using microscopic examination and PCR. Thus, false positive cases constituted 73.6% (170/231) of the clinically diagnosed malaria cases. The search for mosquito vectors in Dar Naïm district allowed morphological and molecular identification of Anopheles arabiensis and Anopheles pharoensis. Conclusion This study demonstrates that, during the hot and dry season, Plasmodium species responsible of recurrent malaria (P. vivax and P. ovale) are the dominant species in Nouakchott city and autochthonous malaria cases exist but are rare. Clinical diagnosis of malaria has a very low positive predicted value. The systematic use of microscopy-based diagnosis and/or rapid diagnostic tests should be considered to appropriately manage malaria and non-malaria cases.

I also discuss the the zuaia (maraboutic) identitary rhetoric, and the form it was renegotiated in the course of the electoral campaign. This paper discusses key findings of the Second Review Under the Staff Monitored Program (SMP) for Mauritania. Mauritania’s performance since the beginning of 2006 has been fully satisfactory. All quantitative targets and structural benchmarks under the SMP that covered the first six months of 2006 were observed. Sound macroeconomic policies reined in inflation and contributed to the elimination of the parallel foreign exchange market premium. The proposed Poverty Reduction and Growth Facility (PRGF)-supported program will consolidate the progress achieved during the SMP toward macroeconomic stabilization.

Statistical data and issues are discussed in this paper. Mauritania reached the completion point under the enhanced Initiative for Heavily Indebted Poor Countries. In July 2004, a new economic team took actions to tighten fiscal and monetary policies. The authorities intend to adopt sound principles for oil revenue management and tracking (various frameworks, such as the one proposed in the Extractive Industry Transparency Initiative, are under consideration). Executive Directors welcomed the authorities’ willingness to prepare for the transition to a more flexible exchange rate.

From 1992 to 2001, by-catch that was landed from the Spanish deepwater trawl fishery for black hake off Mauritania was closely monitored. This is a highly specialised fishery, with two species of black hake (Merluccius senegalensis and Merluccius polli) constituting between 77–99% of total landings, which have annually averaged 9 300 tons over the past two decades. Landings of Sparidae were highest among by-catch species of commercial value, with the large-eye dentex, Dentex macrophthalmus being the most important until 1996, after which the family Lophiidae and others predominated. Next were the Elasmobranchii, including large demersal squalids and several species of rays, although their annual landings fell from 182 tons in 1992 to only 4 tons in 1999, rising to 37 tons in 2001. The present paper analyses these changes using by-catches retained in the black hake fishery. We believe that the decline could be due to a set of different factors: a change in depths fished, economic reasons and probable over-exploitation of both targeted species and by-catch. Elasmobranchs constituted only 0.1% of total landings in 1999, compared to 1.9% in 1992, although their contribution to total commercial by-catch was constant. Seasonality was clearly evident, with an absolute and proportional rise in elasmobranch by-catch during warm periods, reaching 75% of by-catch landings in some months, coinciding with a drop in total by-catch. These seasonal variations could be related to the migratory habits of the fishery's target species, black hake.

Mauritania successfully completed its previous poverty reduction growth facility arrangement in December 2002. The focus of this report is on the effectiveness of policies adopted in the last few years and the medium-term strategy. Macroeconomic stability under the IMF-supported program and the above structural reforms underpinned progress in reducing poverty and improving social indicators, and the development of the Poverty Reduction Strategy Paper (PRSP) was a major achievement. The banking system has remained highly concentrated with inadequate financial intermediation, and difficulties have persisted in the operations of the foreign exchange market.

This paper focuses on the Islamic Republic of Mauritania’s Sixth Review Under the Poverty Reduction and Growth Facility (PRGF) and a Request for Waiver of Performance Criterion. Performance under the PRGF-supported program remained strong in 2002. All the quantitative and structural performance criteria and benchmarks were met except for the publication of the audit of the central bank accounts, which was delayed for technical reasons. The IMF staff commends the authorities for bringing to a successful conclusion the current PRGF Arrangement and for their impressive record on macroeconomic stability and structural reforms.

This paper focuses on the Islamic Republic of Mauritania’s 2002 Article IV Consultation, Fifth Review Under the Poverty Reduction and Growth Facility (PRGF), and a Request for Waiver of Performance Criteria. Performance under the PRGF-supported program was solid in 2001, reflecting sound economic policies and greater ownership. Two of three structural performance criteria were met. The IMF staff supports the authorities’ macroeconomic policies for 2002 with emphasis on improved macroeconomic policy coordination, particularly monetary and exchange rate policies.

This paper reviews economic developments in Mauritania during 1996–99. Mauritania continued its ambitious program of economic reforms in 1995–97. The government exercised firm control over public expenditures and ran a fiscal surplus in both 1996 and 1997. The decline in broad money in 1995–96 was reversed in 1997, reflecting increased confidence in ouguiya-denominated assets, in part owing to the implementation of financial market reforms. These policies and reforms resulted in sustained GDP growth, which averaged 4.6 percent annually over 1995–97, that is, 1.8 percent in real per capita income growth.

Die 1995/96 durchgeführte Fallstudie untersucht die Konfigurationen von Hierarchie und Abhängigkeiten im ländlichen Mauretanien wie sie in den vergangenen Jahrzehnten durch den Übergang von der Sklaverei zur "freien" lohnabhängigen Arbeit entstanden sind. Im Zuge dieser Transformation ist eine Form der Herrschaft entstanden, die eine spezifische Konstellation von Sklaven, befreiten Sklaven und ihren ehemaligen Herren umfaßt. Der Autor vergleicht diese Interdependenzen mit den Figuren und Abläufen eines Tanzes, in dem jede Bewegung und Veränderung in einem Gesamtensemble synchronisiert ist. Mit jeder Reallokation in diesem Ensemble wird auch das symbolische Kapital (Status, Prestige) der Spieler neu definiert und verteilt. Autonomie, Freiheit und Emanzipation sind in diesem "Spiel" daher eine streng relative Größe. (pre)

Donax rugosus, a common bivalve mollusc in the coastal waters of Mauritania, has been studied for trace metal concentrations as a function of sampling site (from South of Mauritania to the North of this country) and of season. In this paper, the uptake of cadmium was experimentally studied in the different organs of D. rugosus. Since metals such as cadmium, copper and mercury may alter calcium homeostasis, calcium uptake was also studied in the animals treated with cadmium. Since calcium is taken up through specific channels, it appears that metals inhibit Ca uptake by interacting with these channels in the plasma membrane. Cadmium and calcium have very similar atomic radii, thus cadmium may be taken up through the calcium channels, particularly through voltage-dependent channels. The uptake of cadmium and calcium by D. Rugosus was therefore also studied in the presence of the calcium channel blocker verapamil. 13 refs., 3 figs., 1 tab.

I propose a new approach to identifying exogenous monetary policy shocks in low-income countries with capital account restrictions. In the case of Mauritania, a domestic repatriation requirement is the key institutional characteristic that allows me to establish exogeneity. Unlike in advanced countries, I find no evidence for a statistically significant impact of exogenous monetary policy shocks on bank lending. Using a unique bank-level dataset on monthly balance sheets of six Mauritanian banks over the period 2006–11, I estimate structural vector autoregressions and two-stage least square panel models to demonstrate the ineffectiveness of monetary policy. Finally, I discuss how a reduction in banks’ loan concentration ratios and improvements in the liquidity management framework could make monetary stimuli more effective.

This paper presents the sensitivity specificity and positive value predictive of 2 variants of a chart assessing nutritional status compared with results obtained using conventional weight and height measurements. From September to November 1983 the US Agency for International Development assisted the Government of the Islamic Republic of Mauritania in conducting random surveys of nutritional status in several drought-affected regions of Mauritania. In comparison to conventional height and weight measurements the weight-for-height chart used without a headboard and footboard does not produce acceptable levels of accuracy. When attached to a measuring board with fixed footboard and moveable headboard however results are more comparable to those obtained using conventional measurements. The weight-for-height chart attached to a height board may be useful in screening children for inclusion in supplementary feeding programs and following an individual childs progress or as an adjunct to more careful measuring procedures. Any field surveys on which policy decisions and major expenditures are to be based should also include exact weight and height data to provide greater flexibility in data analysis and in the development and evaluation of interventions. In general the unisex tables were more accurate than the weight-for-height chart using both the indices of % of the total population in a given nutritional category and the ability to correctly identify the nutritional category for a specific child. The use of the chart alone in population-based field surveys appears to be limited. The levels of accuracy may not be adequate; field surveys are often expensive time-consuming and not easily repeatable; much of the expense is cost of personnel and transport to rural areas; and the usefulness of the weight-for-height chart as the only field measure is the categorical rather than continuous nature of the information it collects.

La situación de Mauretania tras la muerte de Boco II es uno de los temas más interesantes de la época final de la República en el norte de África. En el presente trabajo intentamos efectuar un acercamiento a esta interesante cuestión. The situation in Mauretania after the death of Bocchus II is one of the most interesting themes of the final period of the republic in northern Africa. In this paper we attempt to make an approach to this interesting question.
