However, culture can be defined through the lesson provided me with additional insights about how and why people behave so differently in different cultures like what I have experienced in Qatar for 14-years in a row that can’t be denied how progressive they are, and by providing a strict compliance in following the rule of law for the resident to follow. As a country with small size, however, Qatar can’t be denied as they are precious not only of what we have known with oil and gas but archaeological sites and ethnographical materials whereas of their country’s resonance varied with multifaceted cultural heritage and identity in the Arab peninsula. Moreover, Qatar today’s economic growth and country’s wealth are tremendously increasing, and with the rapid modernization technologically within the infrastructure and building-built environment can’t be denied of their active engagement in the globalization processes. In succeeding pages will discuss the matters as it is.

This Joint Staff Advisory Note focuses on the Poverty Reduction Strategy Paper for Rwanda. Rwanda’s second Economic Development and Poverty Reduction Strategy (EDPRS 2) covers FY2013/14–2017/18. It builds on the lessons learned in the implementation of the EDPRS 1. Among the positive lessons, the authorities point to the importance of ownership of the strategy including aid-financed programs, home-grown initiatives, community-based solutions, and an adequate institutional and legal framework. The overall objectives of the EDPRS 2 are to accelerate growth and further reduce poverty, including extreme poverty.

Following the study by Frenken et al. (2007) introducing the concept of related variety in regional economics, a number of studies have been undertaken to analyze the effect of related variety on economic development. The review of related variety research made clear that – although the evidence base is still rather small with about 15 studies – most studies find support for the initial hypothesis by Frenken et al. (2007) that related variety supports regional employment growth. We also reviewed the studies looking at branching, following the study by Hidalgo et al. (2007). That is, the process in which a region or countries develops comparative advantage in new industries. Also here it was found that if a region or countries already hosts industries that are related to a specific industry, it is much more likely to become specialized in that industry. We end with a number of further research questions regarding: i. methodology, ii. the role of unrelated variety in regional development, and iii. the need to analyze how related variety may spur innovation and entrepreneurship.

The Study starts by asking some fundamental qustions as to what role Islamic finance can play in socio-economic development, how similar or different it is from the conventional finance, and how its effectiveness can further be enhanced. The study analyzes the channels of impact of Islamic finance on real economic activities and, using Islamic finance in various sub-sectors of the economy. The study also covers aspects of resource mobilization and sound development of Islamic financial sector progress. The mission and objectives of the IDB group are noble. The study highlights the ways in which the IDB provides development assistance and sets out a framework to draw lessons in using Islamic finance for economic development.

The Columbia Center on Sustainable Investment (CCSI) and the Humboldt-Viadrina School of Governance (HSVG) have initiated a process to discuss the desirability and feasibility of mechanisms to provide negotiation support for developing host countries in their negotiations with major investors. For more on this initiative, visit the project page. At a first workshop held in October 2011, participants agreed on the need for an expansion of support for developing countries in their contract negotiations. A second workshop was held at Columbia University in July 2012 that undertook a gap analysis between the existing sources of support for developing countries in relation to complex contracts and the countries’ needs for such support. A background paper prepared by CCSI and HVSG for this workshop spelled out, for the purpose of guiding discussions the nature and scope of developing countries’ needs for support, the existing sources of support, the missing elements and challenges to address to fully meet these needs, and some possible options for delivering additional support.

CCSI strongly supports the transparency of contracts and tax flows. CCSI shares the belief of many stakeholders that transparency is essential to leverage extractive industries for sustainable development and is in the mutual interest of all stakeholders. However, some industry players continue to voice the concern that increased transparency would be harmful for their business. Therefore, CCSI is working to also establish the business case for transparency. In one such case, some industry players have been lobbying against the regulations developed by the Security and Exchange Commission to implement the mandatory disclosure provisions of the Dodd Frank Wall Street Reform and Consumer Protection Act; section 1504 of that act requires all US listed companies to report detailed payments to governments on a project-by-project basis in all countries of operation. To support the SEC’s mandate in implementing the regulations, and to respond to some of the concerns of industry, CCSI identified the publicly listed extractive industry companies that disclose tax payments on a country-by-country basis and showed the correlation of this reporting practice with both higher financial performance and fewer reported incidences of human and environmental rights violations in the communities where they operate. The Ministry of Economic Development ran a series of seminars about economic growth in 2004. One was an economic history of economic growth in New Zealand, three were on different and sometimes contradictory conceptual ways of thinking about economic growth – endogenous growth theory, Austrian economics, and structuralist-evolutionary theory of economic growth. The final seminar outlined the lessons from the previous four seminars and drew conclusions. The papers are non-technical and non-mathematical, and are designed for an audience with only limited knowledge of economics. This Occasional Paper brings the papers produced for the five seminars together as a resource for those interested in different ways of thinking about economic growth and development. It is intended as a companion to MED Occasional Paper 08/08.

This paper demonstrates how the combustion of fossil fuels for transport purpose might cause health implications. Based on an original case study [i.e. the Hubei province in China, the epicentre of the coronavirus disease-2019 (COVID-19) pandemic], we collected data on atmospheric pollutants (PM2.5, PM10and CO2) and economic growth (GDP), along with daily series on COVID-19 indicators (cases, resuscitations and deaths). Then, we adopted an innovative Machine Learning approach, applying a new image Neural Networks model to investigate the causal relationships among economic, atmospheric and COVID-19 indicators. Empirical findings emphasise that any change in economic activity is found to substantially affect the dynamic levels of PM2.5, PM10and CO2which, in turn, generates significant variations in the spread of the COVID-19 epidemic and its associated lethality. As a robustness check, the conduction of an optimisation algorithm further corroborates previous results.

This study exploits a natural experiment to investigate the impact of land reform on the fertility outcomes of households in rural Ethiopia. Public policies and customs created a situation where Ethiopian households could influence their usufruct rights to land via a demographic expansion of the family. The study evaluates the impact of the abolishment of these pronatal property rights on fertility outcomes. By matching aggregated census data before and after the reform with administrative data on the reform, a difference-in-differences approach between reform and non-reform districts is used to assess the impact of the reform on fertility outcomes. The impact appears to be large. The study estimates that women in rural areas reduced their life-time fertility by 1.2 children due to the reform. Robustness checks show that the impact estimates are not biased by spillovers or policy endogeneity.

This research determines the intertemporal relationships caused by the coal, oil, and natural gas consumption in the carbon dioxide emission by the G7 countries from 1965 to 2018. Auto-regressive and Distributed Lags models and Bound test were used to detect cointegration and understand the dynamic effect. Due to structural breaks occurred in the variables, two dummy variables for the periods of breaks, 1978 and 1990 were incorporated respectively. Positive causality was identified, in the sense that the consumption of fossil fuels provides an increase in carbon dioxide emissions. Short-term elasticities indicate that an increase of 1 percentage point in the consumption of oil, coal, and natural gas will cause, respectively, an increase of 0.4823%, 0.3140%, and 0.1717% in carbon dioxide emissions. In the long run, the increase of 1 percentage point in the consumption of oil, coal, and natural gas will cause, respectively, an increase of 0.4924%, 0.2692%, and 0.1829% in carbon dioxide emissions. The error correction model (ECM = −0.4739) indicates that 47.39% of a shock in the carbon dioxide emissions variable is resolved in one year and after 2 years, carbon dioxide emissions return to long term equilibrium.

This paper assesses the relation between access to markets and cultivated land in Sub-Saharan Africa. Making use of a geo-referenced panel over three decades (1970-2005) during which the road network was significantly improved, the analysis finds a modest but significant positive association between increased market accessibility and local cropland expansion. It also finds that cropland expansion, in turn, is associated with a small but significant increase in local gross domestic product. These results are suggestive of agricultural activities that develop at the extensive margin, which are mostly to serve local demand, but are not indicative of commercial agriculture that serves external markets.

The prevalence of women’s and men’s heterosexuality, bisexuality, and homosexuality was assessed in 28 nations using data from 191,088 participants from a 2005 BBC Internet survey. Sexual orientation was measured in terms of both self-reported sexual identity and self-reported degree of same-sex attraction. Multilevel modeling analyses revealed that nations’ degrees of gender equality, economic development, and individualism were not significantly associated with men’s or women’s sexual orientation rates across nations. These models controlled for individual-level covariates including age and education level, and nation-level covariates including religion and national sex ratios. Robustness checks included inspecting the confidence intervals for meaningful associations, and further analyses using complete-cases and summary scores of the national indices. These analyses produced the same non-significant results. The relatively stable rates of heterosexuality, bisexuality, and homosexuality observed across nations for both women and men suggest that non-social factors likely may underlie much variation in human sexual orientation. These results do not support frequently offered hypotheses that sexual orientation differences are related to gendered social norms across societies. This paper develops a conceptual framework that can explain why economic development goes along with increases in body weight and obesity rates. We first introduce the concept of novelty consumption, which refers to an increase in food availability due to trade or innovation. Then we study how novel food products alter the optimal consumption bundle and welfare, and possibly lead to changes in body weight. We test our model employing the German reunification as a fast motion natural experiment of economic development. Our data elicit detailed information on East Germans' food consumption, body mass, and diet-related health. After the fall of the Wall, East Germans permanently changed their diet by consuming novel western food products. A significant population share permanently gained weight. This is consistent with our theoretical framework where past affects current consumption, and where novel goods determine consumption changes over time with ambiguous effects on diet-related health.

How to significantly decrease carbon dioxide emissions has become one of the largest challenges faced by modern society. The standard recipe prescribed by most economists is to put a price on carbon, either through a tax or through emissions trading. Such measures can reduce emissions cost-effectively and create incentives for technological development. There is, however, a growing concern that the carbon prices generated through the European Union emission trading system (EU ETS) have been too low to create the incentives necessary to stimulate technological development. This paper empirically analyzes how the Swedish carbon dioxide tax and the EU ETS have affected productivity development in the Swedish pulp and paper industry 1998-2008. A Luenberger total factor productivity (TFP) indicator is computed using data envelopment analysis. How the policy measures affect TFP is assessed using a system generalized method of moments estimator. The results show that climate policy had a modest impact on technological development in the pulp and paper industry, and if significant it has been negative. The price on fossil fuels, on the contrary, seems to have created important incentives for technological development. Hence, results suggest that the carbon prices faced by the industry through EU ETS and the carbon dioxide tax have been too low.

ObjectiveWe investigated temporal trends in BMI, and assessed hypothesized predictors of trends including socio-economic position (SEP) and province-level economic development, in Argentina.DesignUsing multivariable linear regression, we evaluated cross-sectional patterning and temporal trends in BMI and examined heterogeneity in these associations by SEP and province-level economic development with nationally representative samples from Argentina in 2005 and 2009. We calculated mean annual changes in BMI for men and women to assess secular trends.ResultsWomen, but not men, exhibited a strong cross-sectional inverse association between SEP and BMI, with the lowest-SEP women having an average BMI 2·55 kg/m2greater than the highest-SEP women. Analysis of trends revealed a mean annual increase in BMI of 0·19 kg/m2and 0·15 kg/m2for women and men, respectively, with slightly greater increases occurring in provinces with greater economic growth. No significant heterogeneity in trends existed by individual SEP.ConclusionsBMI is increasing rapidly over time in Argentina irrespective of various sociodemographic characteristics. Higher BMI remains more common in women of lower SEP compared with those of higher SEP.

The present paper analyzes the forward linkages of a multinational’s investment in a resort which kicks off tourism activity in a LDC. We show that, under quite natural assumptions, overnight stays are increasing in the number of tourism related, differentiated goods and services supplied in equilibrium. These goods and services, if supplied by the local community, represent forward linkages of FDI in tourism. We investigate the multinational’s incentives to promote, reduce or eliminate these forward linkages and the effectiveness of some policy instruments available to a local government to leverage on the presence of FDI and to stimulate domestic entrepreneurship.

The development of a market economy involves the socialization of its economic entities, i.e. the direction of their activities to solve social problems. The purpose of this article is to consider the theoretical and practical aspects of social entrepreneurship as a modern trend of economic development. The authors note that the main features of social entrepreneurship are: innovative activities; its dual focus, which combines non-profit goals with the ability, necessity and ability to make a profit; public nature of social enterprises and complexity in the organization and development, the presence of significant risks. Studies of the functioning of social entrepreneurship in the world have identified the following trends in its development: due to the different participation of the state in its support; lack of a single “acceptable” or effective form of social entrepreneurship and a certain generally defined area of activity; the success of social entrepreneurship in the world and its significant contribution to the economy.In Ukraine, social entrepreneurship is a new form of business. The main trends in the functioning of social entrepreneurship in Ukraine are: a fairly wide geography of distribution of their activities, although the vast majority of them operate in large cities; the most common organizational form is individual small business; the main activities are: employment of vulnerable groups and generating income for social activities, etc. However, despite the rather rapid development of social entrepreneurship in Ukraine, the problems of its functioning are: lack of financial and institutional state support; lack of motivation to create social enterprises and low level of public awareness of their significant positive potential; its significant dependence on foreign support and investment. According to the authors, these problems do not allow social entrepreneurship in Ukraine to realize its potential and become a trend of economic development. Дослідження процесів функціонування соціального підприємництва у світі дали змогу виокремити такі тенденції його розвитку: обумовленість різною участю держави в його підтримці; відсутність єдиної «прийнятної» або ж ефективної форми функціонування соціального підприємництва та певної загальновизначеної сфери діяльності; успішність розвитку соціального підприємництва у світі та значний його внесок в економіку.Незважаючи на доволі швидкий розвиток соціального підприємництва в Україні, проблемами його функціонування залишаються недостатність фінансової та інституційної державної підтримки; нестача мотивації створення соціальних підприємств та низький рівень інформованості суспільства про їхній значний позитивний потенціал; значна залежність його від іноземної підтримки та інвестицій. На переконання авторів, зазначені проблеми не дозволяють соціальному підприємництву в Україні реалізувати свій потенціал та перетворитися на тренд економічного розвитку. Due to the successful holding of the Winter Olympics, China’s enthusiasm for ice and snow sports has soared, and its enthusiasm for ice and snow tourism has also been further stimulated. At present, most of China’s ice and snow tourism (IST) attractions are concentrated in the three eastern provinces. At the same time, due to the increasingly harsh environment, the natural landscape of IST is also shrinking. Therefore, this paper aims at studying the strategies of IST to optimize the ecological environment and economic growth from the perspective of sustainable development. First of all, this paper makes a certain introduction to the current situation of IST. After that, the current IST resources in China were analyzed, and the three northeastern provinces were taken as the research objects, and the distribution location, traffic conditions, and development trends of IST resources were studied in detail. Then, the autoregressive model is used to fit the tourism resources and tourist growth with the economic growth, and combined with the trend shown by the economic growth model, a strategy for the sustainable development of IST is proposed. The experimental results of this paper prove that the regional system attribute of IST resources and economic growth model is between 3 and 5, and the average is about 3.6, which shows that the growth of tourism resources has a positive correlation with economic growth. Therefore, from the perspective of sustainable development, the economic growth of the IST industry should also focus on the protection and humidity development of natural ice and snow landscapes.

With the development of the market economy, agricultural trade has become more and more significant for the development of the agricultural economy, which has triggered people’s further thinking and exploration on the impact of agricultural trade on agricultural carbon emissions. This paper takes the measurement of trade implied carbon as the carbon dioxide emission index under the impact of agricultural trade and analyzes the impact of trade implied carbon and implied carbon balance on carbon emission. Taking the impact of Sino-US agricultural trade as an empirical background, this paper measures the impact of environmental changes in agricultural trade opening on China’s agricultural development and its carbon emissions, so as to predict changes in China’s regional agricultural carbon emissions performance. After calculation, it is found that the scale of China’s exports has decreased by 0.089%, which is lower than the decline of 0.361% in the United States. The trade conflict has a significant impact on China’s import and export structure. Under the scenario of mutual tariffs on agricultural products, China’s exports to the United States are expected to decrease by 6.28%, while China’s imports from the United States decreased by 13.02%. The Sino-US agricultural trade dispute will reduce China’s carbon emissions by 0.013% and the United States’ carbon emissions by 0.024%, which is related to the negative impact on the economy. Improving the performance of agricultural carbon emissions is not only the need for the green and sustainable development of the agricultural economy but also conducive to improving the international competitiveness of agricultural products.

Purpose: Economies of migration have always been an important topic of research. Migration of labour has, undoubtedly, some impact on employment, labour market, rural development, social welfare, labour management, migrant networks etc. A good understanding of the labour force is imperative for framing appropriate labour market policies and inclusive economic growth policies. Analysing the extent, and trend of labour migration policies as they influence upon labour market and economic development of a country. Design/Methodology/Approach: Descriptive Research was used in this study, which is focused on secondary data sources. Secondary data is gathered through books, newspapers, journals, articles, and government websites. Findings: Migration has always been an important factor in population expansion and economic development, according to a thorough examination of the literature. People have moved across national and international borders in search of better lifestyles. Originality/Value: This paper considers the issues and impacts of labour migration on national development. Building a new development pattern based on the “double-cycle” is a major strategic plan of China. Under the background of the new development pattern of the “double-cycle” and the context of environmental constraints, this paper tries to explore the impact of marine economic development on marine cultural industry and marine innovation development, the extent of the impact of marine cultural industry on marine economic growth, and the internal relationship between them under the new development pattern of double circulation. In this paper, Fujian Province is taken as the research object to construct an indicator system of the marine culture development to reflect the living standard, employment level, and spiritual and cultural levels of people in the marine area, and the external influence of the marine economy and marine culture industry is taken as the indicator variable to measure the integrated development. The internal changes are regarded as the index to assess the integration level of the two, and the evaluation theoretical model of the dynamic evolution level of the marine economy and marine cultural industry is constructed. The vector autoregression model and impulse response function are used to study the interactive correlation between the growth of the marine economy and the development of the cultural industry. The results show the following: In the long run, there is a cointegration relationship between the marine culture industry and the gross ocean product (GOP), which is a long-term balanced and stable relationship. The development level of the marine economy and the development of marine culture industry are mutually influencing and promoting.

The use of clean energy can promote the coordinated development of the economy and the ecological environment. However, few studies have paid attention to the changes in the health status of residents in the process of economic development and energy use. To fill this gap, this paper uses health energy intensity, which refers to the amount of energy consumed per unit of health status (composed of population mortality, maternal mortality, and perinatal mortality), to explore the impact of clean energy (expressed by the share of clean energy consumption in total energy consumption) on economic development and healthy energy intensity. By using the panel data of 30 provinces and cities in China from 2005 to 2019, this paper constructs a simultaneous equation model for empirical analysis from the perspective of the whole country and areas with different income levels. The results show that from the national perspective, in the early stage of clean energy development, the level of economic development and healthy energy intensity increased; however, with the further development of clean energy, the sample period shows that the level of economic development and the healthy energy intensity decreased. Heterogeneity analysis shows that in both high-income and moderate-income areas, clean energy has a U-shaped effect on economic development; but in low-income areas, clean energy has an inverted U-shaped effect on economic development. In high-income and low-income areas, clean energy has an inverted U-shaped effect on healthy energy intensity; but in moderate-income areas, clean energy has a U-shaped effect on healthy energy intensity. China's clean energy market is still in its early stage, and the research conclusions of this paper provide a theoretical basis for the realization of China's clean energy development.

With economic growth, China's energy consumption and industrial agglomeration have increased significantly. This paper uses China's provincial-level energy-intensive industries from 2004 to 2017 as the research object and employs a multi-dimensional panel fixed effect model to investigate the impact of industrial agglomeration on energy efficiency and its mechanism. Results show the following: (1) In general, industrial agglomeration and energy efficiency have a significant "inverted U-shaped" relationship, with an inflection point of 3.309. As the degree of agglomeration increases, energy efficiency first increases and then decreases, but the degree of agglomeration does not cross the inflection point. (2) The impact of industrial agglomeration on energy efficiency has regional heterogeneity. In the eastern and central regions, there is no significant non-linear relationship between industrial agglomeration and energy efficiency but a monotonous positive correlation. In the western region, industrial agglomeration has a significant "inverted U-shaped" impact on energy efficiency, with an inflection point of 3.495, but the agglomeration degree is still on the left of the inflection point, suggesting that a moderate increase in agglomeration is conducive to the improvement of energy efficiency. (3) Industrial agglomeration improves energy efficiency by increasing human capital and promoting fixed asset investment. Therefore, this paper argues that the agglomeration of energy-intensive industries in various regions should be increased to improve energy efficiency. However, it is necessary to raise the industrial threshold in the western region to prevent industrial agglomeration from crossing the inflection point.

The digital economy is an important way to relieve current pressure on resources and the environment. Based on ecological modernization theory and global value chain theory, this paper adopts panel data of 17 manufacturing industries from 2000 to 2014, uses the non-radial directional distance function and the meta-frontier method to measure China's green total factor productivity (GTFP) and its sub-indices, and takes the embedding degree and embedding position as moderating variables and threshold variables to construct an econometric model to explore the relationship among the digital economy, global value chain, and GTFP. The results show that (1) the digital economy has a positive effect on GTFP in both time and space. And in terms of time, the digital economy mainly enhances GTFP by improving technical efficiency and narrowing the technology gap. (2) Global value chain embedding position positively moderates the relationship between the digital economy and GTFP; In terms of sub-samples, labor-intensive and capital-intensive industries show the same impact characteristics as the total sample. (3) Further, it is found that the digital economy and GTFP have nonlinear characteristics. There is a single threshold effect on the embedding position. When the embedding position is low, the digital economy is positively correlated with GTFP but not significant; when the threshold value is crossed, the digital economy can significantly promote GTFP. The conclusions of this paper are helpful to realize the digital economy to promote the green development of the manufacturing industry, and provide an effective reference for the realization mechanism of China's green economy transformation and ecological civilization construction in the post-pandemic era.

For interpretation of China’s economy, total factor productivity is considered as one of the crucial aspects which is generally dependent on innovation in technologies especially those driven by both scientific research and efficiency of the methodology or process which is dedicated for the allocation of numerous resources available, among enterprises. It is important to note that various factors, which are either directly or indirectly involved, to cause misallocation of the resources to the enterprises, are overly complex. Therefore, an affective mechanism is needed to be realized which is capable of resolving these issues with the available resources and infrastructures. In this paper, we have focused on the construction or development of an artificial neutral network (ANN) based evaluation model to study the impact of resource misallocation on total factor productivity. Likewise, we have conducted a counterfactual experiment, i.e., simulation only, to thoroughly examine the relationship between two very important factors, that is, (i) resource misallocation and (ii) total factor productivity. To do this, we are aiming at investigating the growth potential of total factor productivity when there is no resource misallocation. After comparing 8 industries in different regions, we conclude that the contribution of capital and labor distortion to total factor productivity is the highest in the eastern region of China with −0.036 and 0.065, respectively, followed by the northeast, central, and western regions. In the experiment, China’s total factor productivity growth potential could reach 1.1296, if there is no resource misallocation. The results in this paper would shed some lights on the paths to improve resource allocation efficiency and total factor productivity.

There are papers on association about natural resources, economic expansion, and their effect on the quality of the environment in Central Asia. However, no study has investigated the effect of human capital in this nexus concerning the Central Asian states. Thus this study investigates the link between natural resources, economic expansion, human capital, and CO2 in Central Asian states by employing Pooled Mean Group (PMG) and the Dumitrescu and Hurlin (DH) causality tests from 1995 to 2018. The outcomes from the PMG model showed that human capital has an opposite and significant association with CO2 in the short and long run. Therefore, it is stated that local human capital with higher environmental awareness through education and training makes a positive impact on environmental quality. With the growth of the natural resources index and expansion of the economy, Central Asian emissions will rise. With a positive and substantial coefficient of the natural resources, the finding suggests that, even though Central Asian states have plenty of natural resources, they are unable to exploit them efficiently to reap good rent advantages to reduce the emissions. The outcomes of the causality test stated that the index of natural resources, economic expansion, and human capital have one-way causality with emissions. The important policies and recommendations for maintaining the economic and environmental sustainability of this country are provided at the end of this paper.

Community Improvement Plans are an often used, but seldom studied economic development and planning tool used to spur economic growth within an economically depressed area. But are they effective? This paper answers two questions concerning Community Improvement Plans. First, “How are Community Improvement Plans used in the Province of Ontario?”; and second, “Is the execution of these plans resulting in greater economic prosperity for the communities that have enacted them?”. This work is undertaken by reviewing the content of 202 Community Improvement Plans across the Province of Ontario. Regression tests on municipal assessments from 2001-2018 to determine what effect the adoption of Community Improvement Plans has on assessment values. This paper highlights differences in Community Improvement Plan usage according to the regions they were written in, the size of municipality that has enacted them, and nature of their authorship. It also seeks to use changes in municipal assessment over time as a measure for the effectiveness of Community Improvement Plans. Although many of the outcomes are statistically significant, it is determined that changes in assessment are tied too closely to the size of a municipal population to be an effective tool to measure the effect of Community Improvement Plans

Improving green energy efficiency is crucial to promoting China's high-quality economic development and reducing the environmental pollution. In this paper, the Malmquist-Luenberger index measures the green energy efficiency of 30 provinces in China from 2004 to 2019. Based on the measurement results, the spatial Durbin model is used to empirically study the impact of environmental regulation on green energy efficiency and its spatial spillover effects. The results show that China's green energy efficiency is low, and its growth mainly comes from technological progress (TECH) rather than technological efficiency (EFFCH). The eastern region has the highest efficiency of green energy, followed by the West and the lowest in the Central region. The estimation results of the spatial Durbin model show that both environmental regulation and green energy efficiency have a significant spatial correlation. Environmental regulation can improve the green energy efficiency in the local province but inhibit green energy efficiency in the adjacent provinces. Finally, this paper puts forward relevant policy suggestions according to the research results.

Climate change currently observed and expected in the future is associated with risks to security and sustainable development as well as natural and irreversible consequences. To minimize these risks, it is necessary to adapt the public administration, economic sectors, and regional infrastructure to the changing climate conditions. This paper discovers the links between CO2 emission and their key determinants such as economic growth, energy consumption, population, trade openness, and financial development for the Russian Federation using data from 1990 through 2020. Findings reveal that energy consumption, and population have a positive impact on CO2 emissions, while economic growth, financial development, and trade openness has been found to decrease CO2 emissions in the long term. The results of the paper show that there is a "U" shaped relationship between CO2 emissions and economic growth in the Russian Federation. This shows that EKC is valid up to a certain income level in the Russian Federation and when this income level is exceeded, a positive relationship will begin between economic growth and environmental degradation.

Under the background of "the Belt and Road" and "the economic corridor of China, Mongolia and Russia" initiatives, it is of great significance to study the temporal and spatial evolution characteristics of urbanization in Russia. This paper studied the population urbanization level, economic urbanization level, social urbanization level, eco-environment urbanization level, and their coupling coordination development degree during 2005-2020 in Russia. First, combining with the Population-Economic-Sociology-Eco-environment model, the paper constructed the index systems to evaluate the urbanization development levels in Russia. Second, based on the comprehensive weighting method of entropy weight and variation coefficient, this paper calculated the population urbanization level, economic urbanization level, social urbanization level, and eco-environment urbanization level in Russia. Third, this paper used the coupling coordination model to measure the coupling coordination degree of the urbanization development levels in Russia. Finally, the spatial differentiation of the population urbanization level, economic urbanization level, social urbanization level, eco-environment urbanization level, and their coupling coupling-coordination degree was performed, respectively, by using ArcGIS. The results are as the following. First, from 2005 to 2020, the economic urbanization level and eco-urbanization level have shown the increasing trend in Russia. The population urbanization level and social urbanization level have shown the stable changing trend in Russia. The eco-environment urbanization and economic urbanization contribute larger share to the urbanization system compared with the population urbanization and social urbanization. The coupling coordination development degree of population urbanization level, economic urbanization level, social urbanization level, and eco-environment urbanization level has showed a slight increasing trend. However, the overall situation of the urbanization in Russia is still in the moderate uncoordinated recession stage. Second, the federal subjects with high urbanization development levels are mainly distributed in Moscow city, Moscow Region, Sverdlovsk Region, Tumen Region, Saint-Petersburg city, Republic of Tatarstan, Krasnoyarsk Territory, Republic of Bashkortostan, Chelyabinsk Region, Nizhny Novgorod Region, Krasnodar Territory, Rostov Region, and Khanty-Mansiysky Autonomous Area. The federal subjects with low ones are mainly located in Republic of Khakasia, Republic of Marii El, Republic of Kabardino-Balkaria, Republic of Tyva, Republic of Karachaevo-Cherkessia, Republic of Kalmykia, Republic of Altay, Jewish Autonomous Area, and Republic of Ingushetia. Third, spatially, from 2005 to 2020, the urbanization pattern of population, economy, society, eco-environment, and their coupling coordination degree in Russia all show unbalanced development characteristics. The population urbanization pattern and the social urbanization pattern have not changed significantly, showing the spatial characteristics of "high west, low east," and "high middle, low north, low south." The economic urbanization pattern has been increasing significantly, showing the spatial characteristics of "high core, low edge." The eco-environment urbanization pattern has not changed significantly, showing the spatial characteristics of "high north, low south." The coupling coordinated development degree of urbanization pattern has showed a slight increasing trend, showing the spatial characteristics of "high middle, low north, low south," "high west, low east". Finally, we suggest policies and strategies that can boost the growth and development of the urbanization in Russia.

Rapid urban expansion and energy transformation are two major challenges facing China. Many researchers have explored urban compactness and energy efficiency, but there is little literature on the coordinated development of the two. Therefore, this paper takes 35 cities in China as research object: The urban compactness evaluation index system is established, and the score is calculated using the entropy weight method; considering the bad output, SBM is used to calculate the green total factor energy efficiency (GTFEE); and the coupling coordination degree model is used to calculate their coordinated degree. The following conclusions can be inferred: (1) Although China's urban compactness has increased, it has not maintained a steady upward trend. Some more developed cities have the phenomenon of compactness rising first and then falling; (2) The overall GTFEE shows a continuous upward trend, but there is still much room for improvement, and regional disparities are significant; (3) The degree of coordination between the two maintains a steady upward trend, and the city's compactness lags behind GTFEE. Based on the findings of the study, this paper proposes policy recommendations that can serve as a reference for key decision-makers and are critical in promoting China's urbanization and energy transformation.

The paper examines the impact of macroeconomic variables on CO2 emissions, very few research studies are available to estimate the asymmetric impact and causality. Because of the significance of asymmetries, this paper examines the asymmetric impact of economic growth, crude oil use, and FDI inflows on CO2 emissions in the India wherein COP (Crude oil price) is comprised as the extra variable. The implicate aggressive growth of selected variables over the period 1990-2020 is also assessed. This study uses the methodology ARDL and NARDL model to determine the macroeconomics variable's effects on CO2 emission over the period 1990-2020. Additionally, also applied the EKC (Environmental Kuznets Curve) hypothesis with an application of ARDL and NARDL model. With help of the ARDL and NARDL model, the study shows the results that a rise in economic growth would reduce CO2 (carbon dioxide) emissions while a decrease in economic growth would raise CO2 emissions which indicates an inverted U-shaped Curved relationship between economic growth and CO2 emissions. The positive and negative shockwaves in COP (crude oil prices) have a satisfactory and substantial impact on CO2 emissions as well. Besides, the crude oil consumption with positive shockwave confirmations has a positive and substantial impact on CO2 emission. In addition, the results of FDI inflows support the pollution heaven hypothesis. In light of these outcomes, this paper also recommended policy implications and future research, the policy implications are where the descending flow of FDI allows limited space to India in FDI selection; however, the existence of emission merging and implementation of carbon pricing may facilitate India in achieving its environmental targets.

The impact of foreign direct investment (FDI) on environmental quality has been discussed in the environmental economics literature over the last decades. Within this scope, the pollution haven hypothesis (PHH) postulates that FDI inflows can cause environmental degradation in developing countries. Using data over the period 1993–2018 for 10 developing countries with current account deficits, this paper aims to test the validity of the PHH. Therefore, the paper examines whether or not developing countries face off a trade-off between financing current account deficits and environmental deterioration. The paper employs panel data methods that consider cross-sectional dependence. The empirical findings show that foreign direct investment inflows have no impact on environment, meaning the PHH does not dominate for these countries. Hence, the findings indicate that there is no trade-off between financing current account deficits and environmental deterioration. © 2022, The Author(s), under exclusive licence to Springer-Verlag GmbH Germany, part of Springer Nature.

Depletion of natural resources and population aging are the two most critical challenges for environmental sustainability. However, the research that integrates natural resources and population aging in the same environmental policy framework is still scant. Therefore, this study investigates the linkage between natural resources, population aging, green technologies, and ecological footprint (EF) of G7 countries. In addition, this study also explores the moderating effects of green technologies on the relationship between natural resources and EF. Drawing on the panel times series data from 1970 to 2017, we employ a cross-sectional autoregressive distributed lags (CS-ARDL) model for short- and long-run empirical estimation. Our empirical analysis indicates that natural resource use exacerbates ecological degradation by increasing EF. By contrast, population aging and green technologies present positive ameliorative effects on EF. Interestingly, the interaction effect of green technologies and natural resources indicates that the damage to ecological quality from natural resources can be effectively improved by means of green technologies, thus maintaining environmental sustainability. Furthermore, the results of panel quantile regression show that the effects of population aging and green technologies on the overall ecological footprint distribution in G7 countries are heterogeneous, while the effects of natural resources on the distribution of all conditions of the ecological footprint are positive. In addition, this paper verifies the causal relationship between the variables using the Dumitrescu and Hurlin test. The findings reveal that the relevant changes in all explanatory variables are bilaterally causally associated with EF. Based on these results, this paper provides some feasible policy recommendations.

Free-trade zones are highlands of regional development that have a radiating effect on surrounding cities. This paper uses Yangtze River Delta Urban Agglomeration (YRDUA) data from 2003 to 2018, to examine the impact of the China (Shanghai) pilot free-trade zone (SPFTZ) on green total factor productivity (GTFP) in the YRDUA. It uses the regression discontinuity (RD) method and analyzes the influence mechanism with the help of the mediating effect model. The paper presents the following major findings. The establishment of the SPFTZ significantly promoted GTFP in the YRDUA, with technological progress being the main driving force. An analysis using the mediating effect model found that financial efficiency and industrial structure upgrading play a complete mediating role in GTFP growth in the YRDUA. Therefore, the SPFTZ should make use of its policy advantages, take full advantage of the effect of the green growth pole, and promote green mutual development with the YRDUA.

With the introduction of national carbon neutrality targets, carbon emission reduction actions in developed countries have become a hot topic as part of the international community's drive to take action to mitigate climate change. Carbon emission efficiency is an important indicator that can be used to measure progress toward carbon emission reduction targets. The relationship between green technology innovation and carbon emission efficiency has not been adequately studied, and the transmission mechanism is not yet clear. Based on the above research gaps, taking 32 developed countries that have proposed carbon neutral targets as research samples, this paper used spatial econometric models to explore the impact of green technology innovation on carbon emission efficiency and adopted spatial mediation model and spatial moderation model to analyze the transmission effects of economic development, urbanization, and financial development on environment-related green technology and carbon emission efficiency. This paper aimed to provide a policy basis for developed countries to mitigate carbon emissions and achieve carbon neutrality goals as soon as possible. The following results were obtained: (1) Luxembourg, Norway, and Switzerland were found to be efficient in terms of carbon emissions, while most developed countries were in an inefficient state. (2) Environment-related green technology innovation significantly improved carbon emission efficiency. (3) Economic development and urbanization had a mediating role on green technology innovation and carbon emission efficiency. In other words, green technology innovation could have an indirect impact on carbon emission efficiency by influencing economic development and urbanization. (4) Financial development could positively moderate the sensitivity of carbon emission efficiency to green technology innovation. Improving the level of green technology innovation is one way to improve carbon emission efficiency, and the mediating effect of economic development and urbanization can be used as a focus point to improve carbon emission efficiency. The pressure of carbon emission reduction can be moderated by finance development. The results of this study provide theoretical support that will assist developed countries in achieving their carbon neutrality targets.

With China's economy entering the stage of high-quality development, manufacturing energy carbon emission efficiency has become the focus of academic attention. It is of great significance to study the convergence of manufacturing energy carbon emission efficiency for realizing high-quality development of manufacturing in China. Based on the panel data of China's manufacturing sub-sectors, this paper measures and analyzes the evolution trend of manufacturing energy carbon emission and its efficiency. On this basis, this paper uses the coefficient of variation and convergence model to test the convergence of manufacturing energy carbon emission efficiency. The results show that China's manufacturing energy carbon emissions and its efficiency demonstrate an increasing trend. Coal was the main source of manufacturing energy carbon emissions. The manufacturing energy carbon emission efficiency does not have σ convergence, but has [Formula: see text] convergence, and its convergence has industry heterogeneity. The manufacturing energy carbon emission efficiency exits scale effect and technology effect, but not the effect of opening to the outside world and institutional effect, and its effect exists industry heterogeneity. By reducing carbon emissions, adopting differentiated policies, adjusting the industry scale, and enhancing the industry technology intensity, China's manufacturing can improve the energy carbon emission efficiency and promote high-quality economic development.

It can be observed from the existing energy literature the previous papers investigating the influence of renewables consumption on GDP for the USA commonly ignore structural breaks in the US economy. Hence, the purpose of this paper is to examine the impact of renewable energy consumption on economic growth for the USA using quarterly data over the period 1977Q1-2019Q3 through unit root and cointegration methods based on different approaches in modelling structural breaks. Our empirical evidence confirms that all unit root tests give similar outputs and show all the variables become stationary at 1st differences. Besides, cointegration tests show highly different results in terms of the statistical significance of the coefficients. For instance, the cointegration test without structural breaks indicates that renewable energy consumption has no impact on economic growth. With sharp structural breaks in the cointegration approach, there is no cointegration between the variables. The empirical findings of the cointegration test with sharp and gradual breaks imply that renewable energy consumption has positive effects on economic growth. This paper discusses the implications of the empirical findings.

Emerging markets face severe ecological and environmental problems in periods of economic and political transition. The existing literature analyses the impact of technology on environmental benefits and the role of technology on the green innovation of enterprises, mostly from the perspective of technology spillover in enterprises in mature markets. Based on a sample of 229 Chinese cross-border mergers and acquisitions (MAs), this paper explores the role of technology-driven cross-border MAs (TDC MAs) in green innovation, finding that TDC MAs have a significant promoting effect on green innovation. A higher degree of ownership concentration positively promotes the relationship between TDC MAs and green innovation in the enterprise. This paper divides enterprises into state-owned enterprises (SOEs) and political connection enterprises, with the nature of SOEs negatively affecting the relationship between TDC MAs and green innovation, the nature of political connections significantly promoting the relationship. Similarly, formal institutional distance negatively interacts with TDC MAs to affect the green innovation of enterprises, while informal distance interacts positively with TDC MAs. This paper has important implications for emerging market enterprises in realising the transformation of the mode of economic growth and achieving harmonious development between enterprises and the environment.

Purpose: This paper aims to conceptualize intra-Africa immigrant entrepreneurship and provide evidence of its impact on intra-African trade and economic development. Immigrant entrepreneurship is often regarded as a key driver of international trade and economic development around the world; yet very little is known about intra-Africa immigrant entrepreneurship and its role in intra-African trade and economic development in Africa. Methodology: This paper applied a systematic review of literature methodology to provide insights into the role of intra-Africa immigrant entrepreneurship on trade and economic development of both host and home countries. Recommendations on how intra-Africa immigrant entrepreneurship can be used to promote intra-African trade and economic development are reviewed. Results: Policy guidelines that may increase the positive impact of immigrant entrepreneurs within the context of intra-African trade include immigration policies that attract high impact entrepreneurs, non-discriminatory support for high impact immigrant entrepreneurs as well as policies to strengthen the role of free trade agreements such as the African Continental Free Trade Area (AfCFTA). Conclusion: We conclude that African regional integration to promote intra-Africa immigrant entrepreneurship development is a conduit for Africa’s long-term and sustainable economic development. Evidence of the positive impact of intra-Africa immigrant entrepreneurship on intra-African trade and economic development is scant. At the same time, the notions of intra-Africa immigrant entrepreneurship are not well documented in the literature. This paper provides arguments for the promotion of intra-Africa immigrant entrepreneurship as a tool to increase intra-African trade and economic development.

Research background: Various methods for technological progress assessment and evaluation exist in the context of economic development. Each of the methods possesses distinct advantages and disadvantages in analysis of technological progress fluctuations. For most neoclassical growth theories, technological progress measures are included as exogenous variables, thus excluding evaluation of factors influencing technological progress variation throughout time. Purpose of the article: The aim of this article is to offer improvements on classical technological progress evaluation methodologies for manufacturing industries, separating effect of intersectoral technological progress spillover effect from internal factors influencing technological progress growth and perform analysis in the case of Lithuanian manufacturing industry. Methods: Earlier research papers used linear time series regression and vector autoregression methods to assess technological progress values and define equations explaining effect of different manufacturing level indicators on technological progress measure growth. This research paper uses results of previously mentioned methods and performs simulation analysis applying agent-based modelling framework. Findings & value added: The conducted vector autoregression analysis has showed that two variables which influence technological progress most significantly are labor productivity measure and gross profit value. Sensitivity analysis emphasizes that effect of these two variables on technological progress growth is substantially different. Increase in gross profit value affects technological progress growth for wider range of sectors from Lithuanian manufacturing industry (15 out of 18 analyzed sectors? technological progress measure values are affected by changes in gross profit, while changes in labor productivity influence technological progress values in the case of 9 sectors). Rising gross profit values also produce intersectoral technological progress spillover effect more significantly, while growth in labor productivity measure has stronger effect on technological progress fluctuations for sectors which are able to exploit this effect. Presented research suggests improved methodology for intersectoral technological progress spillover effect assessment in the context of manufacturing industries.

Foreign direct investments present one of the very important products of globalization, by establishing a new economic concept of free international movement of capital, people, goods and services. An analyses of the impact of this type of international movement of capital on economic growth and development is one of the modern tendencies of economic researchers. The subject of this paper is the analysis of the impact of the level and structure of foreign direct investment on the economic development of the Serbian economy, where the impact of foreign direct investment inflow on economic growth, current balance, manufacturing industry through the impact on total industry turnover, employment and productivity will be separately considered. The aim of this research is to prove the importance of FDI for developing countries, as well as to point out the need to improve and enhance the business environment in order to maximize FDI inflows. The main hypothesis of this research is that foreign direct investments significantly contribute to the economic growth and development of the Republic of Serbia. For the purposes of hypothesis analysis and testing, a simple linear regression model was used in this paper. The research was conducted for the period from 2010 to 2019. The obtained results present a positive relationship between the inflow of foreign direct investment and GDP growth, and show a positive relationship between growth of investments in manufacturing and growth in productivity, employment and total turnover, and show a positive relationship between FDI inflow and export value.

As an important factor of production, the use of energy will greatly improve production efficiency and is the material basis for China’s sustainable development. Environmental regulation plays an important role in energy efficiency (EE), while fiscal decentralization is an important institutional context for China’s economic development. In order to explore the role of environmental regulation and fiscal decentralization on EE, this paper measures the EE of 30 provincial regions in China from 2006 to 2020 by the super-efficient SBM method, and verifies the relationship between fiscal decentralization and environmental regulation on EE using a spatial econometric model, and conclusions as follows: (1) China’s overall energy efficiency averages 0.563, still at a low level, with the highest average efficiency value in the east and the lowest in the west. (2) An inverted U-shaped relationship exists between environmental regulation and EE, and its spatial spillover effect also shows an inverted U-shaped relationship. Fiscal decentralization promotes the regional EE, and its spatial effect also significantly positive. (3) When the level of environmental regulation increases, the EE level of the local and neighboring provinces will increase. The enhancement of fiscal decentralization system can promote local EE, but it has a negative effect on the energy efficiency level of neighboring provinces. Finally, based on the results of the empirical analysis, this paper proposes suggestions for improving regional EE, which are of great theoretical and practical value for improving climate change and achieving sustainable regional economic development in China.

Studying economic development in China is a very important topic recently because China's economy is moving toward high-quality development and local governments face the dilemma of environmental governance and economic development. To contribute to the literature in this area further, this paper assesses the impact of tax competition and environmental regulation on high-quality economic development through the spatial Durbin model and instrumental variable and by using the data from 278 prefecture-level and above cities from 2007 to 2017 in China. Our empirical analysis shows that tax competition inhibits high-quality economic development and a positive spatial spillover effect, environmental regulation has a significant direct promoting effect on high-quality economic development and a negative spatial spillover effect, and local government tax competition inhibits the promotion effect of environmental regulation on high-quality economic development. Further heterogeneity analysis conducted in our study shows that both the direct and spatial spillover effects of tax competition and environmental regulation on high-quality economic development in large and medium-sized cities are significantly lower than those in small cities. Our empirical analysis infers that since the 18th National Congress of the Communist Party of China, the promotion effect of environmental regulation on high-quality economic development and the synergistic effect with tax competition has become more and more significant. The findings in our paper are useful for both the central government and the local governments in making better decisions for economic development in China as well as in other countries.

Background: As human beings enter the digital age, the impact of the digital economy on environmental regulation and corporate green technology innovation (CGTI) is expanding. In order to effectively strengthen the efficacy of environmental regulation and improve the green technology innovation ability of corporate, this paper conducts in-depth research on the influence process of the digital economy and environmental regulation on the CGTI. Methods: Based on the mediating variable environmental regulation, this paper explores the influence process of the digital economy on CGTI. Combined with empirical analysis methods such as the fixed-effect model, mediating effect model, spatial model and regression analysis, the authors reveal the influence process of the digital economy on CGTI. Results: The digital economy can directly promote the improvement of the green technology innovation level of CGTI. The digital economy can indirectly affect the CGTI through the mediating variable of environmental regulation, marginal effect and spatial spillover effect. Conclusions: The digital economy and CGTI had a significant spatial correlation among different regions in China. In different regions of China, there are significant differences in the relationship between the digital economy, environmental regulation and CGTI.

This paper takes the second batch of low-carbon pilot cities in China as the research object and selects the Urban Health Ecological Index to measure the green development level of cities, aiming to explore and evaluate the theoretical mechanism and policy effect of low-carbon pilot projects to promote the coordinated development of urban economy, society and the environment. The research conclusions show that: ① The low-carbon city pilot project is conducive to support the pilot cities to build a low-carbon industrial system, advocate a low-carbon lifestyle, establish a low-carbon evaluation system, and then play a positive role in promoting the green development level of the city; ② By applying the Propensity Score Matching–Difference in Differences (PSM-DID) model, the empirical analysis finds that after the implementation of the pilot policy, the green development level of low-carbon pilot cities has been significantly improved, and this conclusion is still stable in the parallel trend test, counterfactual test and sample expansion test; ③ In terms of regional heterogeneity, the low-carbon pilot projects have a more significant policy effect on promoting the green development of provincial capitals and eastern cities. Strict administrative supervision in provincial capitals and good economic foundations in eastern cities have had a positive moderating effect on the policy effect of low-carbon pilot projects. Finally, this paper discusses how to realize the ecological effects of low-carbon city pilot projects and put forward some relevant policy suggestions.

Public health crises have become one of the greatest threats to sustainable global economic development. It is therefore important to explore the impact of public health events on green economic efficiency. However, few studies have specifically examined the relationship between public health security and green economic efficiency. Based on the relevant data of 30 Chinese provinces from 2011 to 2019, this paper explores the impact of public health on green economic efficiency by establishing a four-stage SBM-DEA model to construct green economic efficiency indicators and using a panel model. A moderating effect model is established to explore the moderating effect of environmental regulation on the impact of public health on green economic efficiency. In addition, this paper examines the heterogeneity of public health impact on green economic efficiency in terms of geographic location, carbon pilot, and transportation level. It is found that, first, public health events have a significant hindering effect on green economic efficiency. Second, environmental regulation has a significant moderating effect on the impact of public health events on green economic efficiency. Third, the impact of public health events on green economic efficiency changes from hindering to facilitating as the intensity of environmental regulation increases. Fourth, the impact of public health events on green economic efficiency is heterogeneous in terms of geographic location, carbon pilot, and transportation level. The above studies have implications for how to balance economic development and environmental protection in case of a public safety event.

Based on the panel data of 30 provinces in China from 2010 to 2019, this paper measured the coupling coordination development of energy-economy-carbon emissions and investigated its regional differences and spatial convergence. The research methods in this paper include entropy weight technique method for order preference by similarity to an ideal solution, coupling coordination degree model, Dagum Gini coefficient and decomposition method, Moran’s I index, σ convergence model and β convergence model. The study found that the coupling coordination degree of energy-economy-carbon emissions in China has been continuously improved and has obvious regional and stage characteristics, but it is still on the verge of imminent disorder; the overall difference in the coupling coordination degree of energy-economy-carbon emissions shows a decreasing and then increasing trend, the main source of which is inter-regional differences; the coupling coordination degree of energy-economy-carbon emissions has a positive spatial correlation; except for the Southern Coastal Economic Zone and the Middle Yangtze River Economic Zone, there is no significant σ-convergence and β-convergence in the coupling coordination degree of energy-economy-carbon emissions system in other economic zones; the coupling coordination degree of energy-economy-carbon emissions changes fastest in the Middle Yangtze River Economic Zone. The innovation of this paper is to measure the coupling coordination degree of energy-economy-carbon emissions and to analyse its regional differences and spatial effects. It is of great practical significance to promote the coupling coordination development and regional balanced development of energy-economy-carbon emissions in China under the background of "dual carbon".

In the face of achieving the overall goal of emission peak and carbon neutrality, strengthening green technology transfer and environmental regulation is the key to narrowing the green technology gap and green development chasm between regions. This paper integrates green technology transfer, environmental regulation, and the green development chasm into one model, and analyzes the mechanism by which green technology transfer and environmental regulation impact the green development chasm. An empirical test was conducted by employing green technology transfer patent and panel data of the Yangtze River Delta from 2005–2019. The results are as follows: (1) Although the green development chasm still exists in the Yangtze River Delta, green technology transfer and environmental regulation have a positive impact on narrowing the regional green development chasm. Especially, the superposition of green technology transfer and environmental regulation can effectively make up for the lack of government and market regulation, and significantly promote the narrowing of the green development chasm. (2) Regional heterogeneity exists and developed regions can achieve the goal of narrowing the green development chasm by relying on green technology transfer or environmental regulation, while less developed regions must rely on the synergy of two dimensions. Thus, the coordination of green technology transfer and environmental regulation must be strengthened. Based on the above research, the main contributions of this paper are to analyze the theoretical mechanism of green technology transfer, environmental regulation, and regional green development chasm, to provide a theoretical and empirical basis for realizing the overall goal of regional green development, and suggestions for optimizing China’s current policies.

From the time dimension, this paper analyzes the characteristics of the scale, industrial structure, employment flexibility, and comprehensive employment effects of regional tourism employment based on the three-level criteria of the scope of tourism employment based on the regional Internet of Things. From the spatial dimension, we take the regional city as the basic research unit, adopt multiple indicators, and conduct a comprehensive evaluation of the regional development of regional tourism employment through horizontal and vertical comparisons. This paper uses multiple linear regression analysis to establish the relationship between the development level of the county tourism economy and the influencing factors; in order of magnitude of influence, they are tourism resource endowment, location traffic conditions, and economic development. Using a combination of a single indicator and multiple indicators, the county tourism economy is evaluated and analyzed for differences in time and space. We select the total tourism revenue as an indicator and use methods such as range, standard deviation, coefficient of variation, and coefficient to analyze the time difference of the tourism economy in each county. We adopt the Granger causality test and other methods to analyze the factors affecting tourism employment in the area and the growth mode. Through the establishment of a structural model of the tourism employment growth dynamics system, causality test and other methods are adopted to analyze the regional tourism employment influencing factors and growth methods, and the results show that the regional tourism employment growth mode is an investment-driven tourism employment growth mode.
