We present a summary of recent progress and remaining challenges in applying the methods and ideas of quantum information theory to the study of quantum field theory and quantum gravity. Important topics and themes include: entanglement entropy in QFTs and what it reveals about RG flows, symmetries, and phases; scrambling, information spreading, and chaos; state preparation and complexity; classical and quantum simulation of QFTs; and the role of information in holographic dualities. Fundamental principles of local quantum field theory or of quantum gravity can enforce consistency requirements on the space of consistent low-energy effective field theories. We survey the various techniques that have been used to put UV constraints on IR physics, including those from causality considerations in the form of S-matrix positivity and bootstrap bounds, scattering time delays, conformal field theory and holographic methods, together with those that arise from landscape/swampland criteria such as the weak gravity conjecture. We review recent applications of these constraints to corrections to Standard Model physics, corrections to Einstein gravity, and cosmological theories and highlight promising future directions., Comment: Contribution to Snowmass 2021; 19 pages + references

The next generation of gravitational-wave observatories can explore a wide range of fundamental physics phenomena throughout the history of the universe. These phenomena include access to the universe's binary black hole population throughout cosmic time, to the universe's expansion history independent of the cosmic distance ladders, to stochastic gravitational-waves from early-universe phase transitions, to warped space-time in the strong-field and high-velocity limit, to the equation of state of nuclear matter at neutron star and post-merger densities, and to dark matter candidates through their interaction in extreme astrophysical environments or their interaction with the detector itself. We present the gravitational-wave detector concepts than can drive the future of gravitational-wave astrophysics. Using data collected from the AMS websites, and the internet in general, we compute the weight-enumerator of the set of 145 AMS fellows who passed away before Aug. 2022, according to the statistics [Age, Number of Publications, Number of Citations]. Using Maple and elementary calculus, we deduced from it the numbers stated in the title, as well as much more detailed and fascinating statistical information. For example, while the correlation coefficient between the number of publications and number of citations is, not surprisingly, positive, it is far lower than one would expect, being a mere 0.5797 . The current understanding of dark matter comes largely from measurements of the total matter content in the universe, from the distribution of gravitating matter on very large scales, and from rotation curves and velocity dispersions on sub-galactic scales. However, small-scale structure may well hold the key to unlocking the particle physics of the still-mysterious 85% of matter in the universe. Novel small-scale astrophysical probes of new particles and dark matter will become possible with a large data volume of high-precision measurements enabled by next-generation gravitational-wave detectors and advanced astrometry instruments. Cosmic microwave background and large-scale structure surveys will provide complementary constraints on dark matter models with unique small-scale signatures. The neutrino sector offers one of the most sensitive probes of new physics beyond the Standard Model of Particle Physics. The mechanism of neutrino mass generation is still unknown. The observed suppression of neutrino masses hints at a large scale, conceivably of the order of the scale of a Grand Unified Theory (GUT), a unique feature of neutrinos that is not shared by the charged fermions. The origin of neutrino masses and mixing is part of the outstanding puzzle of fermion masses and mixings, which is not explained in the SM. Flavor model building for both quark and lepton sectors is important in order to gain a better understanding of the origin of the structure of mass hierarchy and flavor mixing, which constitute the dominant fraction of the SM parameters. Recent activities in neutrino flavor model building based on non-Abelian discrete flavor symmetries and modular flavor symmetries have been shown to be a promising direction to explore. The emerging models provide a framework that has a significantly reduced number of undetermined parameters in the flavor sector. Model building based on non-Abelian discrete flavor symmetries and their modular variants enables the particle physics community to interpret the current and anticipated upcoming data from neutrino experiments. Pursuit of flavor model building based on such frameworks can also provide connections to possible UV completions, in particular to string theory. This study attempts to detect papers originating from the Russia-based paper mill International publisher LLC. A total of 1009 offers published during 2019-2021 on the 123mi.ru website were analysed. The study allowed us to identify at least 434 papers that are potentially linked to the paper mill including one preprint, a duplication paper and 15 republications of papers erroneously published in hijacked journals. Evidence of suspicious provenance from the paper mill is provided: matches in title, number of coauthorship slots, year of publication, country of the journal, country of a coauthorship slot and similarities of abstracts. These problematic papers are coauthored by scholars associated with at least 39 countries and submitted both to predatory and reputable journals. This study also demonstrates collaboration anomalies and the phenomenon of suspicious collaboration in questionable papers and examines the predictors of the Russia-based paper mill. The value of coauthorship slots offered by International Publisher LLC in 2019-2021 is estimated at $6.5 million. Since the study analysed a particular paper mill, it is likely that the number of papers with forged authorship is much higher.

The data paper is an emerging academic genre that focuses on the description of research data objects. However, there is a lack of empirical knowledge about this rising genre in quantitative science studies, particularly from the perspective of its linguistic features. To fill this gap, this research aims to offer a first quantitative examination of which rhetorical moves-rhetorical units performing a coherent narrative function-are used in data paper abstracts, as well as how these moves are used. To this end, we developed a new classification scheme for rhetorical moves in data paper abstracts by expanding a well-received system that focuses on English-language research article abstracts. We used this expanded scheme to classify and analyze rhetorical moves used in two flagship data journals, Scientific Data and Data in Brief. We found that data papers exhibit a combination of IMRaD- and data-oriented moves and that the usage differences between the journals can be largely explained by journal policies concerning abstract and paper structure. This research offers a novel examination of how the data paper, a novel data-oriented knowledge representation, is composed, which greatly contributes to a deeper understanding of data and data publication in the scholarly communication system.

Assessments are usually thought of as ways for instructors to get information from students. In this work, we flip this perspective and explore how assessments communicate information to students. Specifically, we consider how assessments may provide information about what faculty and/or researchers think it means to know and do physics, i.e., their epistemologies. Using data from students completing assessment questions during one-on-one think aloud interviews, we explore how assessment features did (or did not) impact student engagement with the assessment problems. We analyze video recordings and transcripts to infer the epistemological framings and resources students use while completing introductory-level physics problems. Students’ framings tended to be fairly stable, but when shifts occurred, they were triggered by a shift in epistemological resource, which can be activated by assessment feature. This work extends existing work on epistemological framing into the realm of assessment and allows us to consider the effects of assessments on our students’ understanding of physics teaching and learning.

Requirements Engineering is a multidisciplinary and a human-centered process, therefore, the artifacts produced from RE are always error-prone. The most significant of these errors are missing or misunderstanding requirements. Information loss in RE could result in omitted logic in the software, which will be onerous to correct at the later stages of development. In this paper, we demonstrate and investigate how interactive and Loud Paper Prototyping (LPP) can be integrated to collect stakeholders’ needs and expectations than interactive prototyping or face-to-face meetings alone. To this end, we conducted a case study of (1) 31 mobile application (App) development teams who applied either of interactive or loud prototyping and (2) 19 mobile App development teams who applied only the face-to-face meetings. From this study, we found that while using Silent Paper Prototyping (SPP) rather than No Paper Prototyping (NPP) is a more efficient technique to capture Non-Functional Requirements (NFRs), User Interface (UI) requirements, and existing requirements, LPP is more applicable to manage NFRs, UI requirements, as well as adding new requirements and removing/modifying the existing requirements. We also found that among LPP and SPP, LPP is more efficient to capture and influence Functional Requirements (FRs).

Coreference resolution is essential for automatic text understanding to facilitate high-level information retrieval tasks such as text summarisation or question answering. Previous work indicates that the performance of state-of-the-art approaches (e.g. based on BERT) noticeably declines when applied to scientific papers. In this paper, we investigate the task of coreference resolution in research papers and subsequent knowledge graph population. We present the following contributions: (1) We annotate a corpus for coreference resolution that comprises 10 different scientific disciplines from Science, Technology, and Medicine (STM); (2) We propose transfer learning for automatic coreference resolution in research papers; (3) We analyse the impact of coreference resolution on knowledge graph (KG) population; (4) We release a research KG that is automatically populated from 55,485 papers in 10 STM domains. Comprehensive experiments show the usefulness of the proposed approach. Our transfer learning approach considerably outperforms state-of-the-art baselines on our corpus with an F1 score of 61.4 (+11.0), while the evaluation against a gold standard KG shows that coreference resolution improves the quality of the populated KG significantly with an F1 score of 63.5 (+21.8)., Comment: Accepted for publication in 43rd European Conference on Information Retrieval (ECIR), 2021

Citation information in scholarly data is an important source of insight into the reception of publications and the scholarly discourse. Outcomes of citation analyses and the applicability of citation-based machine learning approaches heavily depend on the completeness of such data. One particular shortcoming of scholarly data nowadays is that non-English publications are often not included in data sets, or that language metadata is not available. Because of this, citations between publications of differing languages (cross-lingual citations) have only been studied to a very limited degree. In this paper, we present an analysis of cross-lingual citations based on over one million English papers, spanning three scientific disciplines and a time span of three decades. Our investigation covers differences between cited languages and disciplines, trends over time, and the usage characteristics as well as impact of cross-lingual citations. Among our findings are an increasing rate of citations to publications written in Chinese, citations being primarily to local non-English languages, and consistency in citation intent between cross- and monolingual citations. Many aspects of blockchain-based decentralized finance can be understood as an extension of classical distributed computing. In this paper, we trace the evolution of two interrelated notions: failure and fault-tolerance. In classical distributed computing, a failure to complete a multi-party protocol is typically attributed to hardware malfunctions. A fault-tolerant protocol is one that responds to such failures by rolling the system back to an earlier consistent state. In the presence of Byzantine failures, a failure may be the result of an attack, and a fault-tolerant protocol is one that ensures that attackers will be punished and victims compensated. In modern decentralized finance however, failure to complete a protocol can be considered a legitimate option, not a transgression. A fault-tolerant protocol is one that ensures that the party offering the option cannot renege, and the party purchasing the option provides fair compensation (in the form of a fee) to the offering party. In the last 15 years, the segmentation of vessels in retinal images has become an intensively researched problem in medical imaging, with hundreds of algorithms published. One of the de facto benchmarking data sets of vessel segmentation techniques is the DRIVE data set. Since DRIVE contains a predefined split of training and test images, the published performance results of the various segmentation techniques should provide a reliable ranking of the algorithms. Including more than 100 papers in the study, we performed a detailed numerical analysis of the coherence of the published performance scores. We found inconsistencies in the reported scores related to the use of the field of view (FoV), which has a significant impact on the performance scores. We attempted to eliminate the biases using numerical techniques to provide a more realistic picture of the state of the art. Based on the results, we have formulated several findings, most notably: despite the well-defined test set of DRIVE, most rankings in published papers are based on non-comparable figures; in contrast to the near-perfect accuracy scores reported in the literature, the highest accuracy score achieved to date is 0.9582 in the FoV region, which is 1% higher than that of human annotators. The methods we have developed for identifying and eliminating the evaluation biases can be easily applied to other domains where similar problems may arise.

We propose a protocol for verifiable remote voting with paper assurance. It is intended to augment existing postal voting procedures, allowing a ballot to be electronically constructed, printed on paper, then returned in the post. It allows each voter to verify that their vote has been correctly cast, recorded and tallied by the Electoral Commission. The system is not end-to-end verifiable, but does allow voters to detect manipulation by an adversary who controls either the voting device, or (the postal service and electoral commission) but not both. The protocol is not receipt-free, but if the client honestly follows the protocol (including possibly remembering everything), they cannot subsequently prove how they voted. The problem of poster generation for scientific papers is under-investigated. Posters often present the most important information of papers, and the task can be considered as a special form of document summarization. Previous studies focus mainly on poster layout and panel composition, while neglecting the importance of content extraction. Besides, their datasets are not publicly available, which hinders further research. In this paper, we construct a benchmark dataset from scratch for this task. Then we propose a three-step framework to tackle this task and focus on the content extraction step in this study. To get both textual and visual elements of a poster panel, a neural extractive model is proposed to extract text, figures and tables of a paper section simultaneously. We conduct experiments on the dataset and also perform ablation study. Results demonstrate the efficacy of our proposed model. The dataset and code will be released.

A popular measure for citation inequalities of individual scientists has been the Hirsch index ($h$). If for any scientist the number $n_c$ of citations is plotted against the serial number $n_p$ of the paper having those many citations (when the papers are ordered from highest cited to lowest) then $h$ corresponds to the nearest lower integer value of $n_p$ below the fixed point of the non-linear citation function (or given by $n_c = h = n_p$ if both $n_p$ and $n_c$ are dense set of integers near the $h$ value). The same index can be estimated (from $h=s=n_{s}$) for the avalanche or cluster of size ($s$) distributions ($n_s$) in elastic fiber bundle or percolation models. Another such inequality index, called the Kolkata index ($k$) says that $(1-k)$ fraction of papers attract $k$ fraction of citations ($k=0.80$ corresponds to the 80-20 law of Pareto). We find, for stress ($\sigma$), lattice occupation probability ($p$) or Kolkata index ($k$) near the bundle failure threshold ($\sigma_c$) or percolation threshold ($p_c$) or critical value of Kolkata index $k_c$, good fit to Widom-Stauffer like scaling $h/[\sqrt{N}/log N]$ = $f(\sqrt{N}[\sigma_c -\sigma]^\alpha)$, $h/[\sqrt{N}/log N]=f(\sqrt{N}|p_c -p|^\alpha)$ or $h/[\sqrt{N_c}/log N_c]=f(\sqrt{N_c}|k_c -k|^\alpha)$ respectively, with asymptotically defined scaling function $f$, for systems of size $N$ (total number of fibers or lattice sites) or $N_c$ (total number of citations), and $\alpha$ denoting the appropriate scaling exponent. Retracted papers often circulate widely on social media, digital news, and other websites before their official retraction. The spread of potentially inaccurate or misleading results from retracted papers can harm the scientific community and the public. Here, we quantify the amount and type of attention 3,851 retracted papers received over time in different online platforms. Comparing with a set of nonretracted control papers from the same journals with similar publication year, number of coauthors, and author impact, we show that retracted papers receive more attention after publication not only on social media but also, on heavily curated platforms, such as news outlets and knowledge repositories, amplifying the negative impact on the public. At the same time, we find that posts on Twitter tend to express more criticism about retracted than about control papers, suggesting that criticism-expressing tweets could contain factual information about problematic papers. Most importantly, around the time they are retracted, papers generate discussions that are primarily about the retraction incident rather than about research findings, showing that by this point, papers have exhausted attention to their results and highlighting the limited effect of retractions. Our findings reveal the extent to which retracted papers are discussed on different online platforms and identify at scale audience criticism toward them. In this context, we show that retraction is not an effective tool to reduce online attention to problematic papers.

We describe here the design and fabrication of a rewritable and reprintable paper as an alternative to conventional papers which are generally used for writing and printing purposes. This paper is prepared by casting a crosslinkable silicone on a porous template, leading to hierarchical random patterns having dimensions ranging from tens of nanometer to hundreds of micron. On the resultant rough surface, ink particles of wide ranging sizes and different surface chemical characteristics adhere via physical forces. Unlike conventional papers, in which particles get trapped inside the porous network of the cellulose fibers, here the ink particles remain accessible for cleaning via gentle shear with a rough and wet substrate. It is possible to write on this paper by different commercially available pens and to print using different printers. In almost all cases, the ink particles adhere to the paper surface strongly enough that they can not be dislodged by gentle shearing, yet adhesion can be decreased by inserting a liquid between the particles and the surface. Because of the resultant reversibility in adhesion, the paper remains usable over 200 cycles. In this paper, we present Demystify, a general tool for creating human-interpretable step-by-step explanations of how to solve a wide range of pen and paper puzzles from a high-level logical description. Demystify is based on Minimal Unsatisfiable Subsets (MUSes), which allow Demystify to solve puzzles as a series of logical deductions by identifying which parts of the puzzle are required to progress. This paper makes three contributions over previous work. First, we provide a generic input language, based on the Essence constraint language, which allows us to easily use MUSes to solve a much wider range of pen and paper puzzles. Second, we demonstrate that the explanations that Demystify produces match those provided by humans by comparing our results with those provided independently by puzzle experts on a range of puzzles. We compare Demystify to published guides for solving a range of different pen and paper puzzles and show that by using MUSes, Demystify produces solving strategies which closely match human-produced guides to solving those same puzzles (on average 89% of the time). Finally, we introduce a new randomised algorithm to find MUSes for more difficult puzzles. This algorithm is focused on optimised search for individual small MUSes.

This paper presents the first large-scale meta-evaluation of machine translation (MT). We annotated MT evaluations conducted in 769 research papers published from 2010 to 2020. Our study shows that practices for automatic MT evaluation have dramatically changed during the past decade and follow concerning trends. An increasing number of MT evaluations exclusively rely on differences between BLEU scores to draw conclusions, without performing any kind of statistical significance testing nor human evaluation, while at least 108 metrics claiming to be better than BLEU have been proposed. MT evaluations in recent papers tend to copy and compare automatic metric scores from previous work to claim the superiority of a method or an algorithm without confirming neither exactly the same training, validating, and testing data have been used nor the metric scores are comparable. Furthermore, tools for reporting standardized metric scores are still far from being widely adopted by the MT community. After showing how the accumulation of these pitfalls leads to dubious evaluation, we propose a guideline to encourage better automatic MT evaluation along with a simple meta-evaluation scoring method to assess its credibility., Comment: Camera-ready for ACL2021

Generating word (tag) clouds is a powerful data visualization technique that allows people to get easily acquainted with the content of a large collection of textual documents and identify their subject domains for a matter of seconds, without reading them at all. This paper suggests applying word clouds visualization to conference management systems (specialized document management and decision support systems) in order to support and facilitate decision making in at least two important processes - forming the Programme Committee by inviting suitable reviewers and manual (re)assignment of reviewers to papers. Word clouds proved to be very useful tool for fast identification of papers' subject domain and reviewers' competences.

In 1921 Mellin published a Comptes Rendu paper computing the principal root of the polynomial $Z^n + x_1Z^{n_1} + \cdots + x_pZ^{n_p} - 1$ using hypergeometric functions of its coefficients $x_1,...,x_p.$ He used an integral transform nowadays bearing his name. Slightly over three pages, the paper is written in French in a terse style befitting the language. Unable to find an elementary explanation on the web or in a texbook, we wrote this expository article to make Mellin's landmark result accessible to interested people who are not experts in hypergeometric functions and complex analysis.

The authors have uploaded their artifact to Zenodo, which ensures a long-term retention of the artifact. The artifact allows to re-run the experiments very smoothly, and the dependencies are well documented. The process to regenerate data for the figures and tables in the paper completes, and all results are reproducible. This paper can thus receive the Artifacts Available badge. The software in the artifact runs correctly with no trouble, and is relevant to the paper, thus deserving the Artifacts Evaluated -- Functional badge. I consider a setting where reviewers offer very noisy scores for several items for the selection of high-quality ones (e.g., peer review of large conference proceedings), whereas the owner of these items knows the true underlying scores but prefers not to provide this information. To address this withholding of information, in this paper, I introduce the Isotonic Mechanism, a simple and efficient approach to improving imprecise raw scores by leveraging certain information that the owner is incentivized to provide. This mechanism takes the ranking of the items from best to worst provided by the owner as input, in addition to the raw scores provided by the reviewers. It reports the adjusted scores for the items by solving a convex optimization problem. Under certain conditions, I show that the owner's optimal strategy is to honestly report the true ranking of the items to her best knowledge in order to maximize the expected utility. Moreover, I prove that the adjusted scores provided by this owner-assisted mechanism are significantly more accurate than the raw scores provided by the reviewers. The paper [Shi19] uses the Craig-Wayne-Bourgain method to construct solutions of an elliptic problem involving parameters. The results of [Shi19] include regularity assumptions on the perturbation and involve excluding parameters. The paper [Shi19] also constructs response solutions to a quasi-periodically perturbed (ill-posed evolution) problem. In this paper, we use several classical methods (freezing of coefficients, alternative methods for nonlinear elliptic equations) to extend the results of [Shi19]. We weaken the regularity assumptions on the perturbation and we describe the phenomena that happens for all parameters. In the ill-posed problem, we use a recently developed time-dependent center manifold theorem which allows to reduce the problem to a finite-dimensional ODE with quasi-periodic dependence on time. The bounded and sufficiently small solutions of these ODE give solutions of the ill-posed PDE., Comment: 34 pages

Supervised machine learning, in which models are automatically derived from labeled training data, is only as good as the quality of that data. This study builds on prior work that investigated to what extent “best practices” around labeling training data were followed in applied ML publications within a single domain (social media platforms). In this paper, we expand by studying publications that apply supervised ML in a far broader spectrum of disciplines, focusing on human-labeled data. We report to what extent a random sample of ML application papers across disciplines give specific details about whether best practices were followed, while acknowledging that a greater range of application fields necessarily produces greater diversity of labeling and annotation methods. Because much of machine learning research and education only focuses on what is done once a “ground truth” or “gold standard” of training data is available, it is especially relevant to discuss issues around the equally important aspect of whether such data is reliable in the first place. This determination becomes increasingly complex when applied to a variety of specialized fields, as labeling can range from a task requiring little-to-no background knowledge to one that must be performed by someone with career expertise.

An important problem in decision theory concerns the aggregation of individual rankings/ratings into a collective evaluation. We illustrate a new aggregation method in the context of the 2007 MSOM's student paper competition. The aggregation problem in this competition poses two challenges. Firstly, each paper was reviewed only by a very small fraction of the judges; thus the aggregate evaluation is highly sensitive to the subjective scales chosen by the judges. Secondly, the judges provided both cardinal and ordinal evaluations (ratings and rankings) of the papers they reviewed. The contribution here is a new robust methodology that jointly aggregates ordinal and cardinal evaluations into a collective evaluation. This methodology is particularly suitable in cases of incomplete evaluations -- i.e., when the individuals evaluate only a strict subset of the objects. This approach is potentially useful in managerial decision making problems by a committee selecting projects from a large set or capital budgeting involving multiple priorities.

Social media has become an important channel for publicizing academic research. Employing a dataset of about 10 million tweets of 584,264 scientific papers from 2012 to 2018, this study investigates the differential diffusion of influential and non-influential papers (divided by Average journal impact factor percentile). We find that non-influential papers shows a diffusion trend with multiple rounds, sparse, short-duration and small-scale bursts. In contrast, the bursts of influential journals are characterized by a small number of persistent, dense and large-scale bursts. Influential papers are generally disseminated to many loosely connected communities, while non-influential papers are diffused to several densely connected communities.

Since the beginning of COVID pandemic, there have been around 700000 scientific papers published on the subject. A human researcher cannot possibly get acquainted with such a huge text corpus -- and therefore developing AI-based tools to help navigating this corpus and deriving some useful insights from it is highly needed. Generating texts in scientific papers requires not only capturing the content contained within the given input but also frequently acquiring the external information called \textit{context}. We push forward the scientific text generation by proposing a new task, namely \textbf{context-aware text generation} in the scientific domain, aiming at exploiting the contributions of context in generated texts. To this end, we present a novel challenging large-scale \textbf{Sci}entific Paper Dataset for Conte\textbf{X}t-Aware Text \textbf{Gen}eration (SciXGen), consisting of well-annotated 205,304 papers with full references to widely-used objects (e.g., tables, figures, algorithms) in a paper. We comprehensively benchmark, using state-of-the-arts, the efficacy of our newly constructed SciXGen dataset in generating description and paragraph. Readers of academic research papers often read with the goal of answering specific questions. Question Answering systems that can answer those questions can make consumption of the content much more efficient. However, building such tools requires data that reflect the difficulty of the task arising from complex reasoning about claims made in multiple parts of a paper. In contrast, existing information-seeking question answering datasets usually contain questions about generic factoid-type information. We therefore present QASPER, a dataset of 5,049 questions over 1,585 Natural Language Processing papers. Each question is written by an NLP practitioner who read only the title and abstract of the corresponding paper, and the question seeks information present in the full text. The questions are then answered by a separate set of NLP practitioners who also provide supporting evidence to answers. We find that existing models that do well on other QA tasks do not perform well on answering these questions, underperforming humans by at least 27 F1 points when answering them from entire papers, motivating further research in document-grounded, information-seeking QA, which our dataset is designed to facilitate., Comment: Accepted at NAACL 2021; Project page: https://allenai.org/project/qasper

Most computer science conferences rely on paper bidding to assign reviewers to papers. Although paper bidding enables high-quality assignments in days of unprecedented submission numbers, it also opens the door for dishonest reviewers to adversarially influence paper reviewing assignments. Anecdotal evidence suggests that some reviewers bid on papers by "friends" or colluding authors, even though these papers are outside their area of expertise, and recommend them for acceptance without considering the merit of the work. In this paper, we study the efficacy of such bid manipulation attacks and find that, indeed, they can jeopardize the integrity of the review process. We develop a novel approach for paper bidding and assignment that is much more robust against such attacks. We show empirically that our approach provides robustness even when dishonest reviewers collude, have full knowledge of the assignment system's internal workings, and have access to the system's inputs. In addition to being more robust, the quality of our paper review assignments is comparable to that of current, non-robust assignment approaches.

This invited white paper, submitted to the National Science Foundation in January of 2020, discusses the current challenges faced by the United States astronomical instrumentation community in the era of extremely large telescopes. Some details may have changed since submission, but the basic tenets are still very much valid. The paper summarizes the technical, funding, and personnel challenges the US community faces, provides an informal census of current instrumentation groups in the US, and compares the state-of-affairs in the US with that of the European community, which builds astronomical instruments from consortia of large hard-money funded instrument centers in a coordinated fashion. With the recent release of the Decadal Survey on Astronomy and Astrophysics 2020 (Astro2020), it is clear that strong community support exists for this next generation of large telescopes in the US. Is the US ready? Is there sufficient talent, facilities, and resources in the community today to meet the challenge of developing the complex suite of instruments envisioned for two US ELTs? These questions are addressed, along with thoughts on how the National Science Foundation can help build a more viable and stable instrumentation program in the US. These thoughts are intended to serve as a starting point for a broader discussion, with the end goal being a plan that puts the US astronomical instrumentation community on solid footing and poised to take on the challenges presented by the ambitious goals we have set in the era of ELTs., Comment: 22 pages, 1 table, 0 figures. Tyshkovskiy and Panchin have recently published a commentary on our paper in which they outline several "points of disagreement with the Segreto/Deigin hypothesis". As our paper is titled "The genetic structure of SARS-CoV-2 does not rule out a laboratory origin", points of disagreement should provide evidence that rules out a laboratory origin. However, Tyshkovskiy and Panchin provide no such evidence and instead attempt to criticize our arguments that highlight aspects of SARS-CoV-2 that could be consistent with the lab leak hypothesis. Strikingly, Tyshkovskiy and Panchin's main point of criticism is based on a false premise that we have claimed RaTG13 to be a direct progenitor of SARS-CoV-2, and their other points of criticism are either incorrect or irrelevant to our hypotheses. Thus, the genetic structure of SARS-CoV-2 remains consistent with both natural or laboratory origin, which means that both the zoonotic and the lab leak hypothesis need to be investigated equally thoroughly., Comment: 9 pages, 2 figures

Personal data related to a user's activities, preferences and services, is considered to be a valuable commodity not only for a wide range of technology-oriented companies like Google, Amazon and Apple but also for more traditional companies like travel/transport, banking, entertainment and marketing industry. This has resulted in more targeted and to a great extend personalised services for individuals -- in most cases at a minimal financial cost to them. The operational reality upon which a user authorises companies to collect his/her personal data to receive, in return, more personalised/targeted/context-aware services and hassle-free activities (for users) is widely deployed. It becomes evident that the security, integrity and accessibility of the collected data are of paramount importance. These characteristics are becoming more entrenched in the era of Internet-of-Things (IoT), autonomous vehicles and seamless travel. In this position paper, we examine the challenges faced by both users and organisations in dealing with the Personal Identifiable Information (PII). Furthermore, we expand on the implications of the General Data Protection Regulation (GDPR) specifically for the management of the PII. Subsequently, we extend the discussion to future technologies, especially the IoT and integrated transport systems for better customer experience -- and their ramification on the data governance and PII management. Finally, we propose a framework that balances user's privacy and data control with an organisation's objective of delivering quality, targeted and efficient services to their customers using the "collected user data". Antipredator behavior is present in many biological systems where individuals collectively react to an imminent attack. The antipredator response may influence spatial pattern formation and ecosystem stability but requires an organism's cost to contribute to the collective effort. We investigate a nonhierarchical tritrophic system, whose predator-prey interactions are described by the rock-paper-scissors game rules. In our spatial stochastic simulations, the radius of antipredator response defines the maximum prey group size that disturbs the predator's action, determining the individual cost to participate in antipredator strategies. We consider that each organism contributes equally to the collective effort, having its mobility limited by the proportion of energy devoted to the antipredator reaction. Our outcomes show that the antipredator response leads to spiral patterns, with the segregation of organisms of the same species occupying departed spatial domains. We found that a less localized antipredator response increases the average size of the single-species patches, improving the protection of individuals against predation. Finally, our findings show that although the increase of the predation risk for a more localized antipredator response, the high mobility constraining benefits species coexistence. While neural networks have advanced the frontiers in many applications, they often come at a high computational cost. Reducing the power and latency of neural network inference is key if we want to integrate modern networks into edge devices with strict power and compute requirements. Neural network quantization is one of the most effective ways of achieving these savings but the additional noise it induces can lead to accuracy degradation. In this white paper, we introduce state-of-the-art algorithms for mitigating the impact of quantization noise on the network's performance while maintaining low-bit weights and activations. We start with a hardware motivated introduction to quantization and then consider two main classes of algorithms: Post-Training Quantization (PTQ) and Quantization-Aware-Training (QAT). PTQ requires no re-training or labelled data and is thus a lightweight push-button approach to quantization. In most cases, PTQ is sufficient for achieving 8-bit quantization with close to floating-point accuracy. QAT requires fine-tuning and access to labeled training data but enables lower bit quantization with competitive results. For both solutions, we provide tested pipelines based on existing literature and extensive experimentation that lead to state-of-the-art performance for common deep learning models and tasks.

Machine Learning (ML) seems to be one of the most promising solution to automate partially or completely some of the complex tasks currently realized by humans, such as driving vehicles, recognizing voice, etc. It is also an opportunity to implement and embed new capabilities out of the reach of classical implementation techniques. However, ML techniques introduce new potential risks. Therefore, they have only been applied in systems where their benefits are considered worth the increase of risk. In practice, ML techniques raise multiple challenges that could prevent their use in systems submitted to certification constraints. But what are the actual challenges? Can they be overcome by selecting appropriate ML techniques, or by adopting new engineering or certification practices? The Rapid ASKAP Continuum Survey (RACS) is the first large sky survey using the Australian Square Kilometre Array Pathfinder (ASKAP), covering the sky south of +41$^\circ$ declination. With ASKAP's large, instantaneous field of view, $\sim 31$ deg$^2$, RACS observed the entire sky at a central frequency of 887.5 MHz using 903 individual pointings with 15 minute observations. This has resulted in the deepest radio survey of the full Southern sky to date at these frequencies. In this paper, we present the first Stokes I catalogue derived from the RACS survey. This catalogue was assembled from 799 tiles that could be convolved to a common resolution of 25$^{\prime\prime}$, covering a large contiguous region in the declination range $\delta=-$80$^\circ$ to +30$^\circ$. The catalogue provides an important tool for both the preparation of future ASKAP surveys and for scientific research. Improper Input Validation (IIV) is a software vulnerability that occurs when a system does not safely handle input data. Even though IIV is easy to detect and fix, it still commonly happens in practice. In this paper, we study to what extent developers can detect IIV and investigate underlying reasons. This knowledge is essential to better understand how to support developers in creating secure software systems. We conduct an online experiment with 146 participants, of which 105 report at least three years of professional software development experience. Our results show that the existence of a visible attack scenario facilitates the detection of IIV vulnerabilities and that a significant portion of developers who did not find the vulnerability initially could identify it when warned about its existence. Yet, a total of 60 participants could not detect the vulnerability even after the warning. Machine learning datasets have elicited concerns about privacy, bias, and unethical applications, leading to the retraction of prominent datasets such as DukeMTMC, MS-Celeb-1M, and Tiny Images. In response, the machine learning community has called for higher ethical standards in dataset creation. To help inform these efforts, we studied three influential but ethically problematic face and person recognition datasets -- Labeled Faces in the Wild (LFW), MS-Celeb-1M, and DukeMTM -- by analyzing nearly 1000 papers that cite them. We found that the creation of derivative datasets and models, broader technological and social change, the lack of clarity of licenses, and dataset management practices can introduce a wide range of ethical concerns. We conclude by suggesting a distributed approach to harm mitigation that considers the entire life cycle of a dataset.

In this white paper we introduce Helix, an AI based solution for missense pathogenicity prediction. With recent advances in the sequencing of human genomes, massive amounts of genetic data have become available. This has shifted the burden of labor for genetic diagnostics and research from the gathering of data to its interpretation. Helix presents a state of the art platform for the prediction of pathogenicity in human missense variants. In addition to offering best-in-class predictive performance, Helix offers a platform that allows researchers to analyze and interpret variants in depth that can be accessed at helixlabs.ai.
