The saturation of the locomotive park of railways with various series of locomotives does not always correspond to their effective use given their inherent special characteristics. Modern conditions require all participants in design, construction, operation and repair to make correct and well-founded decisions. The variety of series of locomotives, which provide different requirements of economic activity, is not always the basis of their effective operation. This especially applies to locomotives that are purchased abroad. As the experience of their operation has shown, they are not always adapted to the real conditions of operation in our country. This is, first of all, their intensive exploitation and the lack of adaptability of the repair base to maintenance and repair of rolling stock. On the other hand, the capacity range, for example, of the freight locomotives that were purchased, does not correspond to the traditional ones, which take into account both the length of the warehouse and the length of the receiving-departing routes, etc. In our country, sufficient experience has been accumulated and there were appropriate conditions for a comprehensive coverage of the tasks of both design and construction of locomotives for the provision of industrial enterprises in freight transportation, as well as the population in intercity and suburban transportation. Unfortunately, there are many factors that currently make even the minimal needs for updating both the locomotive fleet and the modernization of the operational and repair activities of railway enterprises impossible. In these conditions, perhaps the most important task is the correct, justified choice of locomotive characteristics, taking into account its technical condition. The article deals with the procedure of forming requirements for the characteristics of locomotives based on the efficiency criterion. Based on the verification of the conditions of the corresponding substitutions for the dimensionless scales of the pure indicators of the locomotives, an effective set of some solutions is determined, on the basis of which the optimal solution is formed for the selection of locomotive characteristics for specific conditions of use. У статті розглянуто процедуру формування вимог до характеристик локомотивів на основі критерію ефективності. При перевірці умов відповідних заміщень для безрозмірних шкал часткових показників локомотивів визначено ефективну множину деяких рішень, на підставі якої формується оптимальне рішення з вибору характеристик локомотивів для конкретних умов використання. На підставі конкретних даних показана процедура з прийняття рішень щодо деяких характеристик локомотивів.

The metrological principles of the economic measurements implementation using the comparative methodical approach are considered in the article. According to the proposed approach using the substitution method, the set of compared objects is treated as a group measurement standard, which with a certain accuracy reproduces the single indicator of value, which is appropriate to the selection objects. Every individual object of comparison representing this set in that case is treated as an unambiguous measurement of the single indicator of value. It is shown that in the case if for the set of compared objects, including evaluation object, homogeneity condition for this parameter is satisfied, it may be replaced by this group measurement in order to determine cost indicators of the evaluation object. The basic proportions to determine the influence of systematic and random errors in this case are formulated and analyzed. The obtained analytical equations describing the errors of the substitution method using the group measurement standard give an opportunity to analyze the share of the systematic component in the overall measurement error of estimating value of the evaluation object. The possibilities of reducing the influence of systematic component of measurement error, introduced by the compared objects, are obtained and mathematically proved. Practical recommendations for increasing accuracy and reliability of evaluation results are formulated., В статье рассмотрены метрологические основы выполнения экономических измерений с применением сравнительного методического подхода. В соответствии с предлагаемым подходом, с использованием метода замещения, совокупность объектов сравнения трактуется как групповая мера, которая с определенной точностью воспроизводит значение единичного показателя стоимости, присущее объектам совокупности. Отдельные объекты сравнения, составляющие эту совокупность, в таком случае рассматриваются как однозначные меры единичного показателя стоимости. Показано, что при выполнении условия однородности совокупности по этому параметру, включая и объект оценки, последний может быть с целью определения его стоимостных показателей замещен такой групповой мерой. Сформулированы и проанализированы основные соотношения для определения влияния систематических и случайных погрешностей в рассматриваемом случае. Полученные аналитические выражения для описания погрешностей метода замещения с использованием групповой меры дают возможность проанализировать долю систематической составляющей погрешности измерения в общей погрешности определения стоимости объекта оценки. Получены и математически обоснованы возможности снижения влияния систематической составляющей погрешности измерения, привнесенной объектами сравнения. Сформулированы практические рекомендации по увеличению точности и достоверности результатов оценочных работ, У статті розглянуто метрологічні засади виконання економічних вимірювань із застосуванням порівняльного методичного підходу. Згідно з пропонованим підходом, за методом заміщення сукупність об’єктів порівняння трактується як групова міра, що з певною точністю відтворює значення одиничного показника вартості, властиве об’єктам сукупності. Окремі об’єкти порівняння, що складають цю сукупність, у такому випадку розглядаються як однозначні міри одиничного показника вартості. Показано, що за виконання умови однорідності сукупності за цим параметром, включно із об’єктом оцінки, він може бути з метою визначення його вартісних показників заміщений груповою мірою. Встановлено та проаналізовано основні співвідношення для визначення впливу систематичних та випадкових похибок у цьому випадку. Отримані аналітичні вирази для опису похибок методу заміщення з використанням групової міри дають можливість проаналізувати частку систематичної складової похибки вимірювання у загальній похибці визначення вартості об’єкта оцінки. Отримано та математично обґрунтовано можливості зниження впливу систематичної складової похибки вимірювання, привнесеної об’єктами порівняння. Сформульовано практичні рекомендації щодо збільшення точності та достовірності результатів оціночних робіт
