The initiation and implementation of the strategizing process in a country should be accompanied by a comprehensively developed, high-quality state mechanism of strategic management. The existence of an institutional mechanism, which provides for the creation of organization structures in the public authorities system, the division of their functions and responsibilities, clearly defined interaction of structures designed to achieve common strategic development goals, is a prerequisite for a successful strategic process in the country. Providing institutional support for strategizing in a complex socio-economic system, which is still developing, requires coordination and balance in the activities of all the strategic management entities, thus becoming relevant in the current conditions of Ukraine’s development. The article aims at studying the structure and functions of the executive authorities in the field of strategic management. Recommendations have been developed to improve the institutional support for the strategic process in the country by implementing the EU institutional organization principles, designed by the ESDN, and the PDCA Cycle in public administration. The author identifies Ukraine’s strategizing participants; develops recommendations for supplementing the public authorities’ functions in the strategizing field; suggests creating an organizational structure which would support strategizing; and creates a consistent institutional support scheme helping to implement strategizing at the national level.

The article shows that contrary to the fact that constructing the image of an “Enemy” for a long time has been remaining an inseparable element of the strategy of forming a national identity, yet it should be regarded as a rudiment of the national policy of the modern period, since then homogeneous national identity was the only way to gain political independence of a conscious proper cultural cutoff of the community. Meanwhile, in today’s conditions, the formation of a homogeneous national identity is a conflict strategy that can lead to a social split and fragmentation of the state borders. Given this, strategies that are aimed at ensuring a high level of citizens’ loyalty to the political state institutions on the basis of “constitutional”, “territorial”, “regional” and other patriotism seem more fruitful. Under conditions of implementing such a strategy and rational cultural policy aimed at developing a system of super-ethnic values that will be shared by the majority of the population of a certain state, it is possible to overcome the world-view split and save the national identity.

Based on the theoretical foundations of the statehood concept as a complex of political, economic, social and cultural institutions created by the people who defend their vital interests, the current theoretical, methodological and practical problems of Ukraine's further formation as a national statehood are clarified, the implementation of which will be essential for radical transformation of economic and other spheres of public life. The main tasks of nationhood at the new stage of Ukrainian society development include: practice usage of ethnic and political theory of the nation, which dialectically combines ethnic, cultural and political selforganization of society and will contribute to the formation of a modern Ukrainian nation; overcoming the communist-Soviet ideology inertial influence, which defined the nation-state as "nationalist" and "bourgeois", and affirming in the public consciousness the idea of national statehood as an important political value and a means of social transformation on the basis of the national idea; structuring the national idea according to the main objects of its reflection (national community, national state, national development strategy), which will contribute to the specification and actualization of the Ukrainian national idea; introduction of public policy and communicative rationality principles into the process of public and state administration, which will ensure the adoption of political decisions by the authorities with the active participation of other public creativity subjects; the Ukrainian national political culture formation, which highlights national traditions and accumulates world experience of democratic governance; reliable securing of Ukrainian statehood in the globalized world and achieving peace on the eastern borders of the state; overcoming corruption as the main internal threat to the Ukrainian nation secure existence. The analysis of problematic issues in the development of a national strategy for the development of the information sphere in a country with an economy in transition was proposed, and a "framework" method for justifying, monitoring and adjusting the national strategy for information development in a country with an economy in transition was developed. It includes: the identification of the specifics of the country’s current economic and information development; definition of priority directions for the state ICT policy; list of "available" priorities for the country, given its economic level; rationale for the variant of the national strategy of the chosen type - "economic", "political" or complex - according to the list of "priorities" available for the country.
