To ensure the life of society, it becomes necessary to create systems for monitoring processes or objects using a network of sensors that can control part of the space (territory). Monitoring is understood as a systematic observation of the parameters of an object to obtain information on their compliance with the initial assumptions. Simultaneously, a physical model is constructed that links the characteristics of the object and information about the observation, which making it possible to identify the properties of the object. Such information is based on the processing of signals received using special control sensors. These signals are digitized to provide data on the coverage areas of the sensors. Thus, the physical model is associated with measuring the ability and quality of perception of control sensors, fixing the geometric relationship between them and points in space. The specified physical model corresponds to the geometric statement of the problem of covering the monitoring area with a set of geometric objects, the shape and size of which is determined by the coverage areas of the sensors. With a limited number of sensors, the problem arises of the maximum possible coverage of the area. In this article, we digress from the type of monitoring object and consider the geometric features of coverage problems that arise when designing systems for monitoring a space of various purposes. The current article presents constructive means of mathematical modeling for solving geometric problems of maximum coverage. To formalize the coverage conditions, the concept of constructing the configuration space of geometric objects and a special class of functions are used to establish the dependence of the measure (area, volume) of the coverage configuration on the placement parameters of the covering objects. Since it is extremely difficult to obtain an analytical form of these functions, an algorithmic approach to their calculation is proposed. The approach was implemented on the Pyton algorithm using the Shapely library. A computational experiment was planned and carried out to establish the dependence of the computation time on the number of geometric objects that make up the coverage configuration. To find the maximum coverage, the BFGS local optimization method of the Scipy.optimize package is used. Numerous examples of the implemenation of the proposed approach are given. Conclusions. The article substantiates the use of a software-algorithmic approach for formalization, calculation and optimization of maximum coverage configurations, which makes it possible to effectively solve complex problems of monitoring space and territories.

Objective ‒ to assess the possibility of increasing the time of surgical restoration of blood flow in the acute period of ischemic stroke due to occlusive lesion of the internal carotid artery (ICA). Materials and methods. Among the patients who were admitted for treatmentat in the Regional Odessa Hospital with acute ischemic stroke in the carotid region a group of 6 patients was identified in whom the cause of stroke was occlusion of the ICA by an atherosclerotic plaque. Age of patients ‒ from 54 to 71 years. Patients were hospitalized later 6 hours from the onset of stroke. The survey was carried out according to the established protocol. Neurological deficits are mild to moderate. In order to eliminate the occlusion of the ICA, all patients underwent endarterectomy. Results. Carotidendarterectomy was performed from 2 to 11 days after onset of stroke. Retrograde blood flow through the ICA was obtained in three (50 %) patients in whom surgical interventions were performed up to 4 days after the disease. In the postoperativeperiod a typical therapy was carried out. In cases with the obtained retrograde blood flowon control carotid angiograms demonstrated revascularization of the ICA basin according to mTICI-3. On the control CT of the brain in postoperative period in one case the point subarachnoid hemorrhages was determined. In the other two cases there was no evidence hemorrhagic transformation. Operated patients showed positive dynamics: a decrease hemiparesis by 1 poin and regression of mental disorders. The patients were discharged withm RS 1‒2. During the follow-up examination 90 days the neurological condition of the patients improved to mRS 1‒0. Conclusions. Results obtained in increasing the “therapeutic window” for revascularization of the occluded ICA allow to continue research in the indicated direction and improve the quality of surgical care for patients with acute stroke.

Abstract. Nowadays, the crisis in Ukraine leads to deterioration of socio-economic conditions. Therefore, the formation of socio-economic security of the regions should be the priority. An effective tool for this is public administration, which promotes the participation of civil society in the process of regulating the development of regions. Therefore, there is an urgent task to study the prerequisites for its implementation, the ability of public administration to achieve appropriate results. The purpose of the article is to study the peculiarities, pace and effectiveness of public administration for the formation of an appropriate level of security of socio-economic development of regions. The methodology is based on a systematic approach to the application of public administration and its impact on the formation of an appropriate level of security of regional development; formalization of levels, goals, consequences of application of regulatory instruments, algorithms of involvement in the regulation of civil society: a comparative analysis of the level of subsidies of territorial communities. Prerequisites for the formation of socio-economic security of the regions are established. The structural scheme of application of regulatory tools of development of the region for formation of an appropriate level of safety is developed. To this end, regulatory instruments are segmented in accordance with the political, economic, social, environmental, spatial levels, which detail the relevant areas of development and their results. In addition, the structural and functional scheme of algorithm of introduction of public management of development of regions is developed. It is established that the extension of public administration to perform certain tasks should correspond to the level of social responsibility. A high level of subsidies to the budgets of territorial communities was revealed, which leads to an increase in the level of socio-economic danger. Therefore, it is stated that the balanced development of territorial communities should be the main goal of public administration. It is offered to estimate efficiency of management according to the author’s analytical representation based on the rates of budget balancing and as the degree of achievement of the purposes on the condition of an effective parity of the achieved result and expenses. При решении актуальной задачи обнаружения по собственному акустическому излучению (АИ) беспилотных летательных аппаратов (БПЛА), представляющих потенциальную угрозу для различных областей деятельности человека, возникает необходимость выделения его сигнала среди всех других акустических шумов. Применение для этой цели широко распространенной на практике модели авторегрессии затруднено необходимостью использовать значительные порядки модели, поскольку отличительные признаки акустического сигнала БПЛА, отличающие его от других сигналов, расположены в низкочастотной области спектра. В статье предложено использование составной модели авторегрессии, которая адекватно описывает корреляционные свойства сигнала на значительных временных интервалах, и обеспечивает повышение спектрального разрешения в области низких частот. Проведены экспериментальные исследования с использованием предложенной математической модели, которые показали существенные отличия спектральной плотности мощности (СПМ) АИ БПЛА от СПМ шумов различных источников, что позволило повысить качественные характеристики решения задачи обнаружения-распознавания БПЛА. Предложена упрощенная процедура определения частот пиков СПМ долговременной модели авторегрессии без вычисления спектра, которую целесообразно использовать при работе в реальном масштабе времени.

The results of noise immunity analysis for digital communication systems using methods of nonlinear filtering are given. Nonlinear filtration is based on stochastic resonance effect. The stochastic resonance is given to a phenomenon that is manifest in nonlinear systems where by generally feeble input information (such as a weak signal) can be amplified and optimized by the assistance of noise. The stochastic resonance has been observed in a large variety of systems, including bistable ring lasers, semiconductor devices, chemical reactions, and mechanoreceptor cells in the tail fan of a crayfish. Numeral simulation of response at affecting input of the system on additive mixture of harmonic signal and white Gaussian noise are given. Amplitude spectrum of this output signal has been investigated. Results of the output signal-to-noise ratio calculation of the stochastic filter for the additive sum of a harmonic signal and white Gaussian noise for different values of the input noise dispersion are given. It is shown that the output signal-to-noise ratio of the system will peak at a certain value of noise intensity under a action of the input signal and noise. It is shown that the stochastic resonance effect provides separation of a digital signal from the white Gaussian noise. The comparative analysis of noise immunity of the matched filter and nonlinear stochastic filter for input square pulses are given. The effects of signal distortions in nonlinear processing with a stochastic filter are considered. Calculations of the coefficient of nonlinear distortions of a rectangular pulse are performed. It is shown that nonlinear distortions lead to a decrease in the signal-to-noise ratio at the output of the filter.

Since the end of the last century an upward trend regarding hormone-dependent tumours of the reproductive system, including endometrial cancer (EC) has been observed, with one of the trend reasons being increased number of mutations, in particular, microsatellite instability (MSI) – the consequence of unpaired nucleotides repair system gene inactivation (MSH2, MSH3, MSH6, MLH1,PMS2, EXO1). This molecular genetic phenomenon may also be characteristic of certain colon cancer forms, while being detectable not only in the tumour but also in blood, which may be of clinical interest as regards either determining risk groups in terms of other localization malignant tumours development, especially colon cancer, or early diagnostics of the said diseases. However, relationship between clinical, phenotypic and molecular risk factors for EC and colon cancer needs further studying. The aim of research – to estimate MSI frequency in blood serum and colonic mucosal lining in patients with EC. Materials and methods. 342 patients with I – IV stage EC aged between 30 and 80 underwent MSI determining in tumour tissue, blood serum and colonic mucosa by means of polymerase chain reaction method using primers for microsatellite sequence (ВАТ-25, ВАТ-26). Colonic mucosal lining samples were obtained by colonoscopy prior to surgical intervention. Genomic DNA purification from blood serum was performed using DNA purification kit produced by Silex M Scientific and Production Company (Russia), in accordance with manufacturer's instructions. PCR was performed by the standard procedure using Tertsik-2 programmable thermal cycler produced by DNA – Technology LTD, Russia. The studies were carried out at Virola laboratory at Kharkiv Medical Academy of Postgraduate Education. Ethics and Bioethics Committee permit (minutes No.4 of 18.04.2013, Kharkiv Medical Academy of Postgraduate Education). The obtained digital study results were processed by means of conventional variation statistics methods using the χ2 criterion. Results. Propionic acid bacteria, including Propionibacterium acidipropionici, are widely used in the chemical industry to produce propionic acid and also for food and feed preservation. However, the efficiency of the industrial production of these bacteria is limited by their sensitivity to high concentrations of propionic acid excreted into the cultivation medium. Therefore, the development of new biotechnological processes and strains able to overcome this limitation and to improve the profitability of the microbiological production remains a relevant problem. A new P. acidipropionici FL-48 strain characterized by an increased resistance to 10 g/L of propionic acid (the number of viable cells after 24-h cultivation reached 1.05 × 106) was developed by a two-step induced mutagenesis using UV and diethyl sulphate from the P. acidipropionici VKPM B-5723 strain. The mutant strain exceeded the parental strain in the biomass accumulation rate and the amount of produced propionic and acetic acids by 35%, 20%, and 16%, respectively. The stability of such important characteristics as the biomass accumulation rate and the viability on media containing heightened concentrations of propionic acid was confirmed by three sequential monoclonal subculturings on a medium supplemented with 10 g/L of propionic acid. The optimization of the cultivation technology made it possible to determine the optimum seed inoculum dose (10% of the fermentation medium volume) and the best pH level for the active growth stage (6.1 ± 0.1). The scaling up of the fermentation to a 100-L bioreactor under observance of optimum cultivation conditions demonstrated a high biomass growth rate with a sufficient reproducability; after 20 h of fermentation, the number of viable cells in the culture broth exceeded 1 × 1010 CFU/mL. The new strain could be interesting as the component of silage and haylage biopreservatives and also could be used as an efficient producer of propionic acid.
