In order to optimise the process of prepress engineer work, it is necessary to provide a high-quality display of the line image, which ensures the most accurate transfer of the geometric dimensions of individual elements. The purpose of the article was to determine the degree of influence of the binarization threshold on the resolution value of raster line images. The experiments were based on the use of general scientific methods of analysis, generalisation, classification, deduction. To assess the quality of line image reproduction in this paper, photoforms were employed using a line test object which was designed as an accurate photograph with the use of an optical density distribution profile. The paper examines the influence of various parameters of raster structures on the playback quality of reproductions. The specifics of using a photo output device as the main link, which ensures the reproduction quality of image details, have been determined. The geometry of the raster structure when using rotation angles with rational tangents has been analysed. Features of the Accurate Screening technology have been systematised. The difference between “rational” and “irrational” rasterization methods has been considered. The main aspects of the use of line details in the reproduction process have been considered. The proposed method for assessing the quality of a line image reproduction with an uneven edge has been called the “signal-to-noise ratio” method, and it has been concluded that the scanning stage affects the quality of image reproduction to a greater extent than the photo output. The practical result of the work is the development of recommendations that can find practical application in reproduction processes. The developed binarization algorithms allow processing of images with significant zonal brightness unevenness, with monotonous brightness areas, and highly noisy images

Estimation of export potential is a basis for development and adoption of managerial decisions in the management of an enterprise export activity development, which is one of the perspective direc¬tions of foreign policy of Ukraine. Due to this the purpose of the paper is to justify the methodology of evaluating the export potential of an enterprise based on the key indicators of its export activity development, taking into account the results obtained, to formulate general directions of intensifi¬cation of exports of machine-building enterprises. The object is to assess the export potential of an enterprise and make managerial decisions to enhance its export activity. In order to determine the indicators that should be used in evaluating the export potential of an enterprise, the method of ex¬pert evaluation of T. Saati, based on the system of pairwise comparisons of certain characteristics by the levels of the hierarchy, is used. The list of indicators that were evaluated by experts was formed on the basis of the theoretical synthesis of the scientific papers. These include indicators of produc¬tion, financial, investment, innovation and direct export business. The indicators obtained through export analysis were used to calculate the integral indicator of export potential development for the enterprises of the machine-building industry. As a result, the level of export potential of the studied machine-building enterprises is determined, the general directions of activation of their export activ¬ity are offered.

In the conditions of growing requirements for methods and means of combating negative phenomena of society, prevention and deterrence of corrupt actions of officials by creating new and editing old normative legal acts can significantly limit the development of such offenses and have a positive effect on the economic state of the country. The urgent task is to develop simple and effective methods of modelling and assessing the level of corruption orientation of normative legal acts. The paper examines the problem of quantitative assessment of the negative phenomenon of corrupt activity of officials, which can be stimulated by regulatory and legal acts. The purpose of the article was to improve the methods and techniques of analysis of the process of assessing the quality of normative legal acts by modelling their corruption orientation. The methods of fuzzy set theory and fuzzy logical inference, as well as the methods of probability theory are used in the process of modelling the quantitative assessment of the level of corruption oriented legal acts. The proposed approach makes it possible to simultaneously take into account separate criteria that are based on subjective assessments and have uncertainties of various natures, and are also characterized by a large number of them with their inequality and antagonism. At the same time, the modelling process provides the possibility of using both a clear and unclear representation of the initial data, reduces the influence of subjectivity of expert evaluation factors of a heuristic nature. There is no need to determine the weight of each individual factor when forming a global criterion for deciding on the level of corruption orientation of a normative legal act. On the basis of the obtained values of the global criterion, a decision is made to choose one or another variant of the normative legal act. The paper examines the stages of implementation of the proposed approach to assessing the level of corruption orientation of the normative legal act on the reclamation of forestry lands disturbed as a result of amber mining. The results of the work can be useful in the development of drafts of new legislation, as well as for researchers of methods of control and management of complex technical and economic systems

Socially responsible activities of enterprises are difficult to measure and, as a consequence, to diagnose. The most common method of evaluating socially responsible activities of an enterprise is expert evaluation. The disadvantage of this method is the high level of subjectivity and intuitiveness. The specified problem determined the purpose of the research – to develop an approach to evaluate the results of enterprises’ activities in the aspect of social responsibility, which would allow to involve experts only at the stage of formalising social responsibility norms, and the actual level of fulfilment of these norms should be calculated not by expert means, but on the basis of objective data on the enterprise’s activities. To fulfil the set aim, the work developed an approach to evaluate socially responsible activities of enterprises based on the application of the goal tree method. The paper proposes a procedure for building and quantitative analysis of a goal tree in the aspect of social responsibility, which involves taking into account: 1) expert assessments of social responsibility norms; 2) objective data on compliance with the norms of social responsibility at the analysed enterprise; 3) expert evaluations of the enterprise’s capabilities to comply with these norms; 4) values of parameters of the external environment that affect these capabilities. The procedure for building and quantitative analysis of a goal tree in the aspect of social responsibility is demonstrated on the example of the printing industry. The proposed approach allows: to evaluate social results of the company’s activity; to analyse problems and external limitations in the aspect of social responsibility; to formulate tasks of reducing external limitations on the enterprise’s capability to fulfil the norms of social responsibility. This will contribute to increasing the efficiency of the decisionmaking process for managing results of the enterprise’s socially responsible activities

The rapid development of innovative activity in Ukraine and the instability of the economic and political environment determine the relevance of studying the problems of innovative development in close connection with global and local factors of economic growth. The purpose of the research is to study the budgetary policy factors that have a dominant influence on the level of national innovative development, and their impact on the level of economic growth in order to form directions for innovation policy development based on instrumental analysis methods. The paper uses methods of econometric modeling and adaptive methods of forecasting. The constructed conceptual model includes three aggregated stages of research. The study addressed the problem of assessing the level of a country’s economic innovativeness and determining the factors affecting it; it was found that this level grows with an increase in the share of private investment, a decrease in the rate of GDP growth, an increase in the share of taxes in the budget structure, a decrease in the money supply, an increase in education and public security expenditures. The impact of the state budgetary policy was analyzed and the value of the indicator of economic growth and the level of the country’s economic innovativeness was forecasted. The practical significance of the results is that a gradual reduction in the level of the country’s economic innovativeness is possible in periods of long-term economic growth. To avoid such negative consequences, European governments should pay more attention to internal problems and external trends of innovation activity

The Workflow system is an effective solution to the task of optimizing information flow in the electronic publishing system, which can reduce the number of errors and optimize the process of publishing articles. The purpose of this article was to create a methodology for developing an information site for web publishing. To achieve the goal of the research, scientific methods of generalization, classification, deduction and analysis were used. A problem-solving tree has also been created. The ultimate goal of overcoming this problem is the development of an information site with Workflow support. The study outlines the general structure of sections and subdivisions of the information site. In the context of this article, a methodology was developed to support the process of publishing articles on an information site based on the use of a modern content management system. For this purpose, the key criteria for a basic decision-making model for choosing a content management system were proposed and a rating of free content management systems was given. As a result of the analysis of the proposed criteria, it was concluded that the Joomla tool environment should be used to support web publishing processes. The paper compares the components of the Workflow organization on the information site. An algorithm for selecting a component for organizing the Workflow has been created. In order to create a site with Workflow support for publishing articles, the stages of development were planned, a list of criteria, based on which the development should be carried out, was proposed and a structural diagram for creating such site was given. The limitations of the created methodology for the development of an information site, which may arise in the process of practical implementation and adoption of relevant management decisions, are considered. The practical result of the work is recommendations for web developers to create an information site with Workflow support for publishing articles

Ensuring a decent standard of living for citizens, especially vulnerable groups, requires qualitative changes in society. Social projects are a modern tool for making change. In this regard, it becomes relevant to study the applied aspect of their implementation – technology for the development and implementation of social projects. This study aims at exploring the nature and classification of social projects, as well as improving and further developing the technology for the development and implementation with justification of the project proposal and documentation using the Let’s Start Together project as an example. The object of research is the process of using technologies for the development and implementation of social projects in solving social problems of society. The subject is theoretical and practical recommendations on the technology for the development and implementation of social projects, based on the justification of the project proposal and documentation. The following methods were used: logical analysis – to clarify the essence of the concept of a social project; analysis and synthesis – to improve the classification of social projects; network planning – to formulate a technology implementation plan for the development and implementation of social projects. The paper explores the essence of a social project, proposes the classification of social projects and defines criteria for their evaluation. The sources of financing a social project are characterized; co-financing by various donors. A technology for the development and implementation of social projects is proposed. Considerable attention is paid to the first stage, namely the development of the project proposal and the documentation of a social project. High failure rates among youth-owneds mall retail businesses has prompted the need for strengthening sustainability in the sector. The current paper sought to establish a framework for use in determining youth-owned small retail business sustainability. An exploratory mixed study approach was followed (qualitative and quantitative methods). Snowball and cluster sampling procedures were utilised to select respondents. Data were collected using semi-structured interview guides and close ended questionnaires. Qualitative data was analysed using the Atlas.ti version 7 software network techniques, while the IBM SPSS version 25 techniques were utilised to generate quantitative results. Principal component analysis outcomes reflected that the framework for measuring youth-owned small retail business sustainability comprises 6 major components. The components included security measures (18.01%), outsourcing abilities (13.70%), marketing strategies (10.07%), risk management (8.54%), financial management (8.43%) and innovation (7.89%). The six pillars of the criteria were utilised to further develop time specific indices that were expressed in the following formula: R1= ƒ (SM1, OA1, MS1, RM1, FM1, I1, S1) + e. Based on this formula, the sustainability of youth-owned small retail businesses can be assessed based on the six pillars on the right side of the equation and other subjective attributes at a particular time. The current study provided a framework that can be used by managers and practitioners to determine key sustainability building blocks of youth-owned small retail business at a particular time and track how they change over time
