In the first step of Maslow's hierarchy of needs, he characterized the basic needs of human beings as nutrition, breathing, warmth, privacy, personal and environmental safety and shelter. Housing is the most necessary need for the individual to lead a healthy life, to provide education and employment, for the individual's self-realization, for the individual to participate in society and for the welfare of society. The need for shelter is also defined as a fundamental right in the universal legal system. Therefore, states and governments have a responsibility to fulfill this fundamental right. Accelerating population growth, rapid urbanization and supply-demand imbalance are the main causes of the housing crisis in cities. Economic dynamics, social factors, legal-administrative processes and decisions also have a direct impact on the housing crisis. For this reason, housing and economic policies of states, political decisions and forms of governance are the main determinants of the housing problem. This study aims to provide insight into the possible solutions to the housing crisis in Turkey by examining its causes from legal, economic, and demographic perspectives, particularly focusing on the last 20 years. The study historically analyzes the housing policies implemented post-Republic and relates the current socio-economic dynamics to the state and housing policies implemented in the last 20 years. It also examines the underlying causes of the housing and rent crisis, despite the substantial production of housing units across the country over the past 20-25 years, by evaluating data and statistics declared by official authorities.
