- Abstract
Work-life balance means establishing balance in working, personal, and family life, which constitute the combination of life for a working individual. Balance is a state of well-being, and individuals who can achieve this state of well-being can make positive contributions to their personal life, family life, and working life because balance is an essential factor in health, happiness, and general quality of life. However, today, technological developments, changes in working life, and transformations in individuals' lifestyles make it difficult for the working individual to establish this balance. In parallel with this, the working and private lives of individuals who struggle to maintain work-life balance are negatively affected. In this context, it is a necessity for working individuals to maintain a work-life balance for their well-being, and it is also essential that these individuals are supported by legal regulations and policies developed by the state to ensure their work-life balance. Work-life balance, which has a critical place in today's working life, has been investigated in this study from the perspective of permission policies in Turkey. As a result of the study, it has been determined that the policies aimed at providing work-life balance are unequal regarding permission periods recognized as legal rights between workers and civil servants. In addition, policies for work-life balance are aimed explicitly at providing family-life balance. However, weekly and annual permission periods are genderless and include all employees. ÖZ: Bu çalışmada, Osmanlı İmparatorluğu’nda memurluk vazifesini üstlenmiş devlet adamlarının biyografilerini içeren Sicill-i Ahvâl Defterlerinden tespit edilen Sürmene doğumlu devlet adamlarının hayat hikayeleri ele alınmıştır. Bu bağlamda, Sürmene kâza merkezi ile kâzanın idari yapısı içerisinde bulunan köylerde doğmuş yirmi beş memur tespit edilmiştir. Çalışmada bu memurların doğum yılları ve yerleri, şöhretleri, isimleri, lakapları, unvanları, eğitim durumları, vazifelendirildikleri görevler, aldıkları maaşlar, başarılarından dolayı almış oldukları ödül ile usulsüz girişimler neticesinde haklarında verilen cezalara dair bilgiler aktarılmıştır. Ayrıca babalarının isim, şöhret, unvan ve icra etmiş oldukları son görevlerine dair bilgilere yer verilmiştir. Kayıtlarda geçen bu tür bilgiler imkanlar dahilinde değerlendirmeye tabi tutulmuştur. Bu çerçevede yürütülen çalışmada, Sürmene doğumlu memurların sosyal kökenleri, eğitim durumları, istihdam sahaları, başarı ile yasadışı girişimleri ortaya çıkarılmaya çalışılmıştır. Bu doğrultuda Osmanlı Arşivinde yer alan Dâhiliye Nezareti Sicill-i Ahvâl Defterleri, Memur Sicil Zarfları ve Şûrâ-yı Devlet Sicillerinden istifade edilmiştir. Ayrıca araştırmada inceleme eserlerden de yararlanılarak bu alanda literatüre katkı sağlanması hedeflenmiştir. This study addressed the life stories of Sürmene-born statesmen identified in Sicilli Ahvâl Defterleri (Ottoman Employment Record Books) containing the biographies of state officials who occupied the civil servant position in the Ottoman Empire. In this respect, 25 civil servants who were born in downtown Sürmene and villages located within the administrative domain of Sürmene town were identified. The study presented information about these civil servants' birth dates, birthplaces, reputations, names, nicknames, titles, and education levels as well as duties assigned to them, salaries earned by them, rewards granted to them due to their achievements, and penalties imposed on them because of their wrongful initiatives. Besides, information about their fathers' names, reputations, and titles as well as the last duties conducted by their fathers was given. One of the main sources used in the writing of the biographies of the civil servants in the Ottoman State organization is the Sicill-i Ahval. Registering the status of the civil servants, which are subject to state translations during their duties, is called Sicill-i ahval, and the registers resulting from the registration are called Sicill-i Ahval. Sicill-i Ahvâl is the archive source where the biographies of the civil servants are recorded and kept by the Sicill-i Ahvâl commission, which has been carrying out the registry procedures of the Ottoman civil servants since 1879. It is aimed to monitor the developmental stages of civil servants who served in the state organization during the reign of Abdülhamid. With the development of the bureaucracy in the Tanzimat Period, the number of civil servants also increased. Registry records have been started to be kept for the selection, appointment and promotion of civil servants. In the documents prepared, the name, nickname, place and date of birth, father’s name, if his father is a civil servant, his rank, education level, date of initiation, dismissal, appointment and proceedings, if any, and nationality if he is non-Muslim. This study has been prepared on the basis of the afore mentioned source. The life and professional career of 25 identifiable civil servants born in Develi District are discussed. Thus, information such as the civil servants’ father’s names, their father's occupation, family name, birth dates, the schools they attended, the languages they knew and the level of their knowledge of these languages, the fields they worked in, the age at which they started their civil service, their duties, and their salaries were determined. The aim of this study was to determine whether civil servants’ career satisfaction has an impact on their job satisfaction or not. For this purpose, depression tendency effects depending on certain variables were examined through survey research. Descriptive statistics such as arithmetic mean, frequency, standard deviation, and percentage values were used in the analysis of the research data. In order to determine whether parametric analysis would be performed for this study or not, it was examined whether the distribution of the scale data was normal. According to the mean scores derived from the civil servants’ responses to the career satisfaction and job satisfaction scales, standard deviation values, and average mean scores of career satisfaction scales, career satisfaction levels of the civil servants who participated in the study were at a moderate level. Job satisfaction levels of the civil servants were also found to be at a moderate level. Close values and a moderate level of job satisfaction were observed in all sub-dimensions of the job satisfaction scale. Regarding job satisfaction of civil servants, female employees’ job satisfaction levels were significantly higher than male employees. It was determined that in terms of wages and other rights sub-dimension, levels of female employees were higher than male employees, in the management sub-dimension, levels of female employees were higher than their male counterparts, levels of female employees were higher than male employees in recognition and awards sub-dimension, and levels of female employees were higher than male employees in the colleagues sub-dimension. According to the results of the One-Way ANOVA analysis, in which career and job satisfaction levels of civil servants were evaluated according to educational background variable, for the colleagues sub-dimension of the job satisfaction scale, civil servants with a graduate degree had significantly higher levels of job satisfaction than those with high school level education or lower. Records of all officials working in the Ottoman bureaucracy began to be kept with the Registry Commission established during the reign of Abdulhamit II. The Sicill-i Ahval Notebooks prepared by this commission provide information about the biographies of the officers. The biography of thirteen civil servants who were found to be born in Gediz was examined in this study, which was based on the Registry of Records in the Ottoman Archive. In the study, firstly, very brief and general information about the Registry-i Ahval Office where the civil servants' registry records are kept and the Registry-i Ahval Books where these records are written were included. In the main part of the study, on the basis of their book records, a prosopography study was conducted about the civil servants born in Gediz, which is thought to help us understand the Ottoman central and provincial bureaucracy and contribute to local history. Information about the date of birth, father's name and profession, nicknames, languages they know, education status, diploma, first appointment age, internship status, awards and penalties they received during their employment and all duties they were assigned. This study, according to Sicill-i Ahvâl Registers which has been kept by effort of II. Abdulhamid explore biographies of the Ottoman officers based on the most important source for the biography of the Ottoman officers in the Sanjak of Hakkâri. Within this framework, the records of 27 officers who were born in the administrative structure of Hakkâri Sanjak, such as their born dates, father names and professions, the school, working age, their professional status, the languages they know and the extent of their knowledge of these languages and their salaries are assessed. It has been diccussed to extensive evaluation within the bounds of possibility. II. Abdülhamit döneminde kurulan Sicill-i Ahvâl Komisyonu ile Osmanlı bürokrasisinde görev yapan bütün memurların kayıtları tutulmaya başlanmıştır. Bu komisyonun hazırladığı Sicill-i Ahvâl Defterleri, memurlarının biyografileri hakkında bilgiler vermektedir. Osmanlı Arşivi’nde yer alan Sicill-i Ahvâl defterleri esas alınarak yapılan bu çalışmada, Gediz doğumlu olduğu tespit edilen on üç memurun biyografisi incelenmiştir. Çalışmada ilk olarak memurların sicil kayıtlarının tutulduğu Sicill-i Ahvâl Dairesi ve bu kayıtların yazılı olduğu Sicill-i Ahvâl Defterleri hakkında çok kısa ve genel bilgilere yer verilmiştir. Çalışmanın asıl bölümünde ise defter kayıtları esas alınarak Gediz doğumlu memurlar hakkında, -Osmanlı merkez ve taşra bürokrasisini anlamamıza yardımcı olacağı ve yerel tarihe de bir miktar katkı sağlayacağı düşünülen- bir prosopografi çalışması yapılmıştır. In the main part of the study, on the basis of their book records, a prosopography study was conducted about the civil servants born in Gediz, which is thought to help us understand the Ottoman central and provincial bureaucracy and contribute to local history. Information about the date of birth, father's name and profession, nicknames, languages they know, education status, diploma, first appointment age, internship status, awards and penalties they received during their employment and all duties they were assigned.

Doktora Tezi, Toplumsal yaşam ekonomik, sosyal ya da siyasal pek çok örgütsel ağın kuşatması altındadır. Her birimiz doğmak için değilse de varlığımızı sürdürebilmek, ölmek için değilse de defnedilmek sebebiyle dahi bürokratik örgütlerle ilişki içindeyiz. Yolumuzun bürokrasiden geçmemiş olması oldukça zayıf bir ihtimaldir. Ancak bürokrasi ile arası iyi olan kişi sayısı da pek azdır. Esasen bireylerin bürokrasi ile ilişkileri memurla olan müşahhas ilişkileri ile yakından ilgilidir. Öte yandan memurlarla olan ilişkimiz devlete olan takdirimiz, yermemiz ya da küskünlüklerimizi etkileme kabiliyetine sahiptir. Osmanlı’dan bu yana bürokrasi, çökmekte olan devleti kurtarmak, yeni bir devlet kurmak, modernleşmenin yükünü omuzlarına almak, darbe yapmak ya da bir darağacı kurmak gibi çok çeşitli etkinliklerin müsebbibi olmuştur. Memurların da bürokrasinin mevzi değişimi ile beraber toplumsal konumlarının değişim gösterdiğini söylemek mümkündür. Memur vatandaş etkileşimine üç kuşak üzerinden bakmak sureti ile toplumsal değişim adına bir dekupaj kesmeyi amaçlayan bu çalışma, teorik ve uygulamalı olmak üzere iki bölümden oluşmaktadır. Birinci bölümde yönetim düşüncesinden yola çıkılarak bürokrasinin teorik zemini tartışılmış, ardından Türkiye’de bürokrasinin inkişaf seyrine yer verilmiştir. Çalışmanın uygulamalı bölümü ise 17 memur ve 16 vatandaştan derinlemesine mülakat yolu ile elde edilen verilere ayrılmıştır. Çalışmada fenomenolojik yaklaşım benimsenmişse de araştırmacının on dört yıllık devlet memuru olması nedeniyle pek çok etnografik kodu içerdiğini ifade etmemiz gerekir. Görüşme verileri betimleyici analizle yorumlanarak memur vatandaş ilişkilerine etki eden temalar ortaya konmuştur. Araştırmada üç kuşak bağlamında memur vatandaş ilişkilerinin oldukça köklü değişim gösterdiğini ortaya koyan bulgular elde edilmiştir., Social life is under the siege of many economic, social or political organizational networks. Each of us is in contact with bureaucratic organizations, even if not to be born, to survive, if not to die, to be buried. It is highly unlikely that our path has not passed through bureaucracy. However, the number of people who are good with bureaucracy is also very few. In fact, the relations of individuals with the bureaucracy are closely related to their personal relations with the civil servant. On the other hand, our relationship with civil servants has the ability to influence our appreciation, resentment or resentment towards the state. Since the Ottoman times, the bureaucracy has been responsible for various activities such as saving the collapsing state, establishing a new state, taking the burden of modernization on its shoulders, making a coup or setting up a gallows. It is possible to say that the social position of the civil servants has changed with the change in the position of the bureaucracy. This study, which aims to cut a jigsaw for social change by looking at civil servant-citizen interaction through three generations, consists of two parts, theoretical and practical. In the first part, the theoretical basis of bureaucracy is discussed, starting from the idea of management, and then the developmental course of bureaucracy in Turkey is given. The applied part of the study is divided into data obtained through in-depth interviews from 17 civil servants and 16 citizens. Although the femonelological approach was adopted in the study, we should state that the researcher has been a civil servant for fourteen years and therefore includes many ethnographic codes. Interview data were interpreted with descriptive analysis and themes affecting civil servant-citizen relations were revealed. In the study, findings were obtained that reveal that civil servant-citizen relations in the context of three generations show a radical change.

Objectives: In this study, the relationship between levels of workaholism and obsession was investigated in a group that was composed of independent accountant-financial advisers and civil servants. Materials and methods: Two different scales were used in order to determine the workaholism and obsession levels. These two scales and a form to collect demographical variables were administered to 260 workers. Among them the data obtained from 170 workers were evaluated. Parametric tests and correlation analysis were used to analyze the data. The level of statistical significance was accepted as p<0.05. Results: The work enjoyment (WE) scores of independent accountant-financial advisers were higher than those of both civil servants and their employee. WE scores of participants who have graduated from university degree were higher than those of students who were high school graduates. There were positive correlations between WE score of workaholism scale and control and just-right scores. Additionally, work driven score of workaholism scale was found to be positively correlated with cleaning, ruminations, and control and just-right scores. Conclusion: It can be said that there is a positive correlation between workaholism sub components and obsessions. [ABSTRACT FROM AUTHOR]

Bu tezde, toplumsal tip bağlamında memur tipinin ortaya çıkarılması hedeflenmiştir. Çalışmada, devletin inşa sürecinde, kurumsallaşmasında etkin rol oynayan memurların günümüzde nasıl bir yaşam dünyası olduğu, bürokratik işleyişe bakışları, memurluk zihniyeti ele alınmaktadır. Memurun kim olduğu, kendisini nasıl tanımladığı, gündelik hayatını nasıl inşa ettiği gibi sorular etrafında ilerleyen çalışma, bir memur tipolojisi ortaya çıkarmayı amaçlamıştır. Bu doğrultuda çalışma üç bölümden oluşmaktadır. Birinci bölümde bürokrasinin ve memurluğun tarihsel gelişimine dair bilgiler ortaya konulmuştur. İkinci bölümde, tipleştirmenin kuramsal zemini çizilerek toplumsal tip kavramına ve çalışmanın metodolojisine yer verilmiştir. Nitel araştırma deseni dâhilinde saha çalışmasıyla şekillenen üçüncü bölüm ise, memurlarla yapılan derinlemesine görüşmelere ayrılmıştır. Teorik çerçeve ve sahadan elde edilen verilerden hareketle bir memur tipolojisi çizilmeye çalışılmıştır., In this thesis, it is aimed to reveal the type of civil servant in the context of social type. In the process of construction of the state, civil servants who play an active role in the institutionalization of the state, what kind of a life world is today, the view of bureaucratic operation, the mentality of civil servants are discussed. The study, which proceeds around questions such as who the officer is, how he defines himself, and how he builds his daily life, aims to uncover an civil servant typology. In this direction, the study consists of three parts. In the first chapter, information on the historical development of the bureaucracy and the civil servant was revealed. In the second chapter, the concept of social type and the methodology of the study are given by drawing the theoretical background of typization. The third section, which is shaped by fieldwork within the qualitative research design, is reserved for in-depth interviews with civil servants. Based on the theoretical framework and data obtained from the field, an civil servant typology was tried to be drawn.

Bu çalışma, Kamu Personeli olarak görev yapan memurların Bilişsel Esneklik Düzeylerinin Psikolojik Sözleşme Rolleri açısından incelenmesini amaçlamaktadır. Araştırma, T.C Adalet Bakanlığına bağlı Bakırköy Adliyesinde 2016 -2017 yıllarında 657 sayılı Devlet memurları kanununa bağlı olarak mahkeme, savcılık ve icra dairelerinde görev yapan yazı işleri müdürü, zabıt katibi, mübaşir, hizmetli ve icra memuru unvanlı, 299 kamu personeli ile gerçekleştirilmiştir. Bu amaçla, çalışmada “Kişisel Bilgi Formu”, “Bilişsel Esneklik Envanteri” ve “Psikolojik Sözleşme Ölçeği” kullanılmıştır. Bulgular, kamu personelinin psikolojik sözleşme rollerinin, bilişsel esneklik düzeyleri üzerinde pozitif yönde etkisi olduğunu göstermiştir. Bulgular ayrıca araştırmaya katılan kamu personelinin, kurumda çıkabilecek problemleri çözmek için olası alternatifleri algılama becerilerinin yüksek olduğunu göstermiştir. Psikolojik Sözleşme değişkeninin alt boyutlarından biri olan ilişkisel sözleşmeye olan algı düzeylerinin, işi benimsememe ve işlemsel sözleşmeye olan algı düzeylerinden daha yüksek olduğu tespit edilmiştir., The present paper aims to investigate the Cognitive Flexibility Level of the civil servants working in the public sector, in terms of their Psychological Contract Roles. The research was carried out at the Bakırköy Courthouse under the Republic of Turkey Ministry of Justice with the participation of 299 public servants who are subjected to the Public Servants law no. 657, comprising chief clerks, court clerks, janitors, court criers, debt enforcement clerks employed at courts, prosecution offices and debt enforcement offices between 2016 and 2017. For this purpose “Demographic Questionnaire”, “Cognitive Flexibility Inventory” and “Psychological Contract Scale” have been drawn upon. Findings have shown that, the psychological contract roles of the civil servants have positive impact on their Cognitive Flexibility levels. Findings have also shown that the civil servants who have participated in the research can display high alternative solutions perception skills which enable them to solve the problems which may arise in the organization. Furthermore, it has found that the participants’ Relational Contract perception level which is a sub dimension of Psychological Contract, is higher than those of Job Dissatisfaction and Transactional Contract.

Dünyada kamu yönetiminin örgütlenme şeklinde görülen değişimin arkasında kamu hizmetlerinin dağıtılmasında verimlilik ve etkinlik arayışının yattığı bilinmektedir. Bunun için devletin küçültülmesi gerektiği görüşü yaygın olarak kabul görmüş ve gelişmiş kabul edilen ülkeler tarafından gelişmekte olan ülkelere çeşitli yöntemlerle dayatılmıştır. Bu çerçevede, Türkiye’de de kamu yönetimi alanında büyük bir yeniden yapılanma sürecine girilmiş, söz konusu bu süreçte kamu personel rejiminde de önemli değişiklikler gerçekleşmiştir. Bu çalışmada Türkiye’deki kamugörevlilerinin tabi oldukları kamu personel rejiminin genel yapısı ve ülkemizde kamu görevlisi kavramına kimlerin dahil olduğu değerlendirilerek, Türkiye’de kamu yönetiminin yeniden yapılandırılması sürecinde kamu görevlilerinin durumu araştırılmıştır. Kamu görevlilerinin sendikalaşma deneyimi ve 2001 yılında 4688 Sayılı Kanun’un çıkarılmasından sonraki sendikal faaliyetler toplu pazarlık, toplu sözleşme, grev haklarının uygulanması çerçevesinde tartışma konusu edilmiştir. abstract It is known that public administration structures around the world have gone under major reforms in search of an efficient public service delivery. The notion that this can be achieved through downsizing the state is widely accepted in most of the developed countries and adopted by developing countries through various means. Turkish public administration is not exempt from this process; there have been major changes in public administration and public personnel regime in Turkey. This study focuses on the general structure of public personnel regime in Turkey. Within this context, a theoretical framework for defining public personnel in Turkey is tried to be drawn. The unionization experience of Turkish public personnel and the efficiency of public personnel unions in terms of collective bargaining, collective contract and strike rights after the enforcement of Law No. 4688 in 2001 are discussed.

3 Haziran 2011 tarih ve 643 sayılı Kanun Hükmünde Kararname ile 3046 sayılı Kanuna eklenen 21/A maddesiyle hukukumuzda şimdiye kadar görülmemiş “bakan yardımcısı” adı altında yepyeni bir makam ihdas edilmiştir. Bu makam, idarî teşkilatımıza hâkim olan hiyerarşi ilkesi açısından gelecekte ciddi birtakım hukuksal sorunlara yol açabilir. Zira bakan yardımcılarının hukuksal statüsü belirsizdir ve özellikle bakan yardımcılarının bakanlık hiyerarşisine dâhil olup olmadığı hususu tartışmalıdır. The post of “deputy minister” has been introduced in the Turkish legal system by Article 21/A of the Law No 3046, which was inserted by Decree-Law No 643, dated 3 June 2011. This new post may create serious problems in the future with regard to the principle of hierarchy governing the Turkish administrative system since the legal status of the deputy ministers are vague and especially the issue of whether the deputy ministers are included in the ministerial hierarchy is controversial.

It is important to discriminate the activities of civil cervants and other public officers as crimes processed by public official?s miscondunt and criminal neglect of duty. Besides, in Turkish legal system, judgement of civil cervants and other public officers are performed according to special judging procedures, different than general judging procedures. The importance of the topic becomes heavier due to the following reasons: Crimes processed by public official?s micconduct and criminal neglect of dut yare arranged by both old and new Turkısh Penal Codes; concepts of the crimes are changed in the new arrangement; becoming reality of new and different arrangements, by the change of ?Memurin Muhakematı Hakkındaki Kanunu Muvakkat? in dated 1913, with No. 4483 Trial of Civil Servants and other Public Officers Law in 1999 in the topic of civil servant judgement. Consequently, the following results are concluded: The crimes subject to investigation are changed from danger crime to harm crime; permission system is aceepted for the crimes that are releated with civil servants and other public officers, where the case is transferred to legal authorities according to the results of initial analysis of the administation; the investigation is required to be performed by professional, independent, permanent staff; legal status, authority and responsibilites of the investigation staff has to be determined; judgement of civil servants and public officers is mainly arranged by No. 4483 Trial Of Civil Servants And Other Public Officers Law; however, in pre-determined crimes and for pre-determined civil servants and public officers, different and special procedures other than this law have been carried out. İnceleme konusu yapılan suçların tehlike suçu? yerine ?zarar suçu? haline getirilmiş olduğu, memurlar ve diğer kamu görevlilerinin görevlerini ilgilendiren suçlardan dolayı idarenin bir ön inceleme yaparak bu ön incelemenin sonucuna göre olayın yargı mercilerine intikal ettirilmesini öngören sistemlerden biri olan izin sistemini benimsendiği, yürütülen soruşturmaların profesyonel, bağımsız, kadrolu soruşturmacılar tarafından gerçekleştirilmesinin sağlanması, soruşturmacıların hukuki konumu, yetki ve sorumluluklarının belirlenmesi gerektiği, memurlar ve diğer kamu görevlilerinin yargılanması usulü konusunda temel düzenlemenin 4483 sayılı Kanun olmakla birlikte bu Kanunun belirli suçlar hakkında ve belirli memurlar ve kamu görevlileri hakkında uygulanmadığı, bu alanlarda yargılama usullerinin daha farklı ve daha özel birtakım usullere göre yapıldığı gibi temel sonuçlara ulaşılmıştır. It is important to discriminate the activities of civil cervants and other public officers as crimes processed by public official?s miscondunt and criminal neglect of duty. Besides, in Turkish legal system, judgement of civil cervants and other public officers are performed according to special judging procedures, different than general judging procedures. The importance of the topic becomes heavier due to the following reasons: Crimes processed by public official?s micconduct and criminal neglect of dut yare arranged by both old and new Turkısh Penal Codes; concepts of the crimes are changed in the new arrangement; becoming reality of new and different arrangements, by the change of ?Memurin Muhakematı Hakkındaki Kanunu Muvakkat? in dated 1913, with No. 4483 Trial of Civil Servants and other Public Officers Law in 1999 in the topic of civil servant judgement. Consequently, the following results are concluded: The crimes subject to investigation are changed from danger crime to harm crime; permission system is aceepted for the crimes that are releated with civil servants and other public officers, where the case is transferred to legal authorities according to the results of initial analysis of the administation; the investigation is required to be performed by professional, independent, permanent staff; legal status, authority and responsibilites of the investigation staff has to be determined; judgement of civil servants and public officers is mainly arranged by No. 4483 Trial Of Civil Servants And Other Public Officers Law; however, in pre-determined crimes and for pre-determined civil servants and public officers, different and special procedures other than this law have been carried out. Bu çalısmada, sosyal hayatı etkileyen önemli kurumlardan bürokrasinin ve toplumun bir parçası olan memurların, 1872-1950 yılları arasında yazılmıs Türk romanlarında nasıl ele alındıgı incelenmistir. Giris kısmında bürokrasi ve memuriyet hakkında genel bilgi verildikten sonra, romanları dogru bir sekilde ve tarihî gerçeklikler ısıgında degerlendirebilmek için Osmanlı'dan Cumhuriyet'e bürokrasinin gelisimine, niteliklerine ve sorunlarına temas edilmistir. ki bölümden olusan tezin birinci bölümünde, Türk romancılarının bürokrasi ve memuriyetle olan iliskileri üzerinde durulmus, bu çalısmada eserleri degerlendirilen yazarlardan tamamına yakınının devlet memuriyetinde bulunduklarına isaret edilmistir. Ardından romanlardaki bürokrasi ve memurlugun incelenmesine geçilmistir. Yedi baslık altında toplanan tasnifte romancıların resmî hayata, memurlara ve memuriyete nasıl baktıkları, bürokrasi hakkındaki elestirileri, tasrada çalısan memurlar hakkındaki izlenimleri, II. Mesrutiyet ve Cumhuriyet bürokrasilerine yaklasımları, askerî bürokrasiyi ele alısları ve memurların sosyal hayatıyla ilgili hangi konulardan bahsettikleri gösterilmeye çalısılmıstır. Tezin ikinci bölümünde, romanlardaki memur tiplerinin tasnifine gidilmistir. ki baslıktan olusan bu tasnifte, memurlar önce mesleki sorumluluklarına, sonra da hayat tarzlarına göre incelenmistir ve memurların çogunlukla olumsuz nitelikler tasıdıgı, bu konuda romanlardan elde edilen verilerle tarihî gerçeklerin büyük ölçüde uyustugu, genel itibarıyla Türk romancılarının kendi çaglarını yansıttıkları görülmüstür In this study, how the bureaucracy which is one of important institutions of social life and the civil servants as a part society had been taken up in Turkish novels written between 1872 and 1950 was examined. After giving general information about the bureaucracy and the civil service in the introduction, the problems, the qualifications and the development of bureaucracy from Ottoman Empire to the Turkish Republic were touched on to evaluate the novels properly in the light of historical facts. In the first part of the study, the relations of Turkish novelists with the bureaucracy and civil service were dwelled upon and it was indicated that almost all novelists had served as civil servant. Then the bureaucracy and the civil service were studied in the novels. This part was classified as seven headings consist of the novelists? view about the official life, civil service and the civil servants and their criticism about the bureaucracy and their impressions about the civil servants living in the provinces and their approaches to the bureaucracy of the Second Constitutional Period and The Republic and their evaluations about military bureaucracy and the subjects related to the civil servants? life mentioned in the novels. In the second part, types of civil servant in the novels were classified. In this classification the civil servants were classified and examined according to professional responsibilities at first and then their life styles. It was concluded that the qualifications of civil servants were negative. The historical facts were confirmed by the data collected from the novels and it was seen that the novelists reflected their own terms in the novels.
