The concept of fiscal space has gained prominence in the literature since the early 2000s. Although it was originally perceived as a tool to create additional resources in only developing countries, the concept also became important in developed countries with the 2008 economic crisis and COVID-19 pandemic. This article reviews the literature on fiscal space, including various definitions and explains the efforts to create fiscal space in countries. The article analyzes revenue and expenditure policies of Türkiye by using the methodology of Peter Heller. In terms of revenue policy, tax revenues fluctuated around 24 percent. Between direct and indirect tax proceeds, there has been a swamp between direct and indirect taxes—direct tax revenues becoming less important. In terms of expenditure policy, the decline in interest payments due to the stabilization policies pursued by the government has created space to finance social service expenditures, such as education, healthcare, and social protection. The world is condemned to extinction by humanity persistently through more production, consumption and waste. The economic and social efforts to stop this extinction are called "sustainability" efforts. Sustainable development, as a common task of humanity, represents the will to meet the needs of today's humanity and transfer it to future generations by wisely managing the resources necessary for the survival of generations without wasting them. The target or approach specified in the definition is accepted from the aims that naturally exist in the principles of Islamic Economics and Finance. In this study, the contribution of Islamic economics and finance to sustainability efforts and the opportunities it can offer are investigated by emphasizing this understanding that is compatible with the Islamic finance perspective. As a result of the research, it has been understood that Islamic economics can make great contributions to sustainable development through Islamic banks, social finance tools such as as zakat, waqf, sadaqah, qard-al hasan, Islamic microfinance, Islamic crowdfunding, and the human model that will be revealed by Islamic finance education. In addition, it is claimed that sustainable development efforts are unsuccessful due to financial crises and environmental problems caused by capitalist understanding. [ABSTRACT FROM AUTHOR]

Sadece bugünün koşullarını veya imkanlarını dikkate alıp hareket etmektense, gelecek nesillerin ihtiyaçlarını da düşünerek yaptığımız tüm fiilleri bir bütün halinde ele almak şeklinde tanımlayabileceğimiz sürdürülebilirlik, herhangi bir şeyin sürdürülebilir olması için devamlılığının ve yenilenebilirliğinin olması anlamına da gelmektedir. Bu kavram içerisinde veya paralelinde göz önüne alabileceğimiz sosyal finans ise, sosyal ve çevresel ihtiyaç duyulan alanlarda oluşan zorlukları odak noktasına koyarak sosyal bir amaca ulaşmak için fon sağlanmasını amaçlayan finansal hizmetlerdir. Sürdürülebilirlik ve sosyal finans hem finansal hem de sosyal getirileri bir araya getirmektedir. Bu çerçevede, araştırmanın amacı, sürdürülebilirlik ve sosyal finans bağlamında sosyal etki tahvilleri üzerine kavramsal bir inceleme yapmak ve var olan durumu, sosyal etki tahvilleri özelinde, detaylı şekilde tespit ederek geleceğe yönelik atılacak adımlara bilgi seti oluşturmaktır. Yapılan incelemeler neticesinde, farklı uygulama alanları olan sosyal finans kavramının, son yıllarda giderek yaygınlaştığı görülmüştür. Özellikle, sosyal etki tahvil ihracının 2013 yılında bu yana sürekli bir artış gösteriyor olması tespitinin yanında, COVID-19 sürecinde, spesifik olarak 2021 yılında, sıçrama yapışı dikkat çekmektedir. Bu durumu, salgın sürecinin ihtiyaçları, tedarik alanında yaşanan sıkıntılar ve küresel ölçekli ekonomik sorunların yaşattığı etkilerin giderilmesi amacına hizmet etmek olarak ifade etmek mümkündür., Sustainability, which we could define as taking into account all of human activities collectively and the requirements of future generations rather than simply today's conditions or possibilities, also implies that for something to be sustainable, there must be continuity and renewability. By concentrating on the challenges that occur in the areas of social and environmental need, social finance, which we may consider inside or in conjunction with this idea, refers to financial services that endeavor to provide funds to accomplish a social purpose. Social and financial gains are integrated in sustainability and social finance. In this context, the research's goals are to conceptually analyze social impact bonds in the context of sustainability and social finance, to thoroughly assess the current situation, particularly with regard to social impact bonds, and to establish a data set for the future decisions that will have to be taken. Throughout the examinations, it was observed that the idea of social finance, which has several application areas, has gained prominence subsequently. Particularly noticeable are the steady increases in the issuing of social impact bonds since 2013 and the jump in the COVID-19 pandemic period, particularly in 2021. It is reasonable to describe this condition as striving toward the eradication of the requirements of the pandemic situation, the issues encountered in the area of supply, and the results of large-scale economic difficulties.

In this study, it is aimed to analyze the social and intellectual financing relationships and their degrees according to opinions of teachers who are one of the most important elements of the school organization. The sample of the research which is done with descriptive scanning model consists 444 teachers. The data of the research are evaluated in SPSS 19 package program. At the end of the factor analysis, 5 dimensions in social financing and 6 dimensions in intellectual financing occurred. In this study, T-Test, one-way variance analysis (Anova) and regression analysis are made. It is found that Alpha reliability rate of social financing and intellectual financing scale is 94 and its KMO rate is 96. Social financing dimensions explain %88 of intellectual financing. Intellectual financing dimensions explain %75 of social financing. As teachers' seniority gets higher and their working time in the same school gets longer, they give more importance to social and intellectual financing in schools. [ABSTRACT FROM AUTHOR]
