Bu tez çalışması kapsamında, stok politikalarından biri olan periyodik gözden geçirmeye dayalı opsiyonlu yenileme (R,s,S) stok politikası incelenmiştir. Çalışmada temel hedef bu politikaya ait yeniden sipariş noktası ve yenileme noktasının bulunmasıdır. Bu hedef doğrultusunda, süreç Markov karar süreci olarak modellenmiş ve sürecin maliyet yapısı detaylı olarak incelenmiştir. Ardından stok politikasına ait mümkün tüm sonuçları deneyerek optimum politikaya ulaşan basit ve hızlı bir bilgisayar kodlaması yazılmıştır. Uygulama bölümünde ise Türkiye'de faaliyet gösteren bir işletmenin ürününe ait gerçek veriler Markov karar süreci ile incelenmiştir. Ürüne ait talep yapısı poisson dağılımı özelliği göstermektedir, maliyet fonksiyonunda elde bulundurma, elde bulundurmama ve sipariş maliyetlerinin hepsi bulunmaktadır. Markov geçiş matrisi 31 durumdan oluşmaktadır, mevcut 465 politika bulunmaktadır. Böyle bir sürecin uzun dönemde birim zamanda beklenen ortalama maliyetleri hesaplanarak optimum politikaya ulaşılmıştır. Ayrıca aynı model Genetik Algoritma Yöntemi ve klasik yöntemle de çözülmüştür. Genetik algoritma ile bulunan politika, Markov karar süreci sonuçları ile aynı çıkmıştır. Çalışmanın sonunda bulunan tüm bu sonuçlar ile işletmenin mevcut politikası, son 24 aylık gerçek talep miktarları kullanılarak kıyaslanmışlardır. In the scope of this thesis study, periodic optional replenishment policy (R,s,S) which is a type of inventory policies is examined. The main aim of the study is to find out the reorder point and the replenishment point of this kind of policy. Towards this aim, the process is modeled as a Markov decision process, and the cost structure of the process is studied in a detailed manner. Thereafter, a simple and fast computer encoding is written which reaches the optimum policy by testing all possible results of this inventory policy. In the application part of the study, factual data belonging to a product of a firm operating in Turkey is examined with the help of Markov decision process. The demand structure of this product shows Poisson distribution. The cost function includes all types of holding cost, penalty cost, and set up cost. The Markov transition matrix has 31 cases, and there are 465 different policies. Expected average costs per unit time of such a process are calculated, and the optimum point is reached. In addition, the same model has been solved using genetic algorithms method and classical method. The optimum policy which is found out using genetic algorithm and the result of Markovian decision process are the same. At the end of the study, all these results and the current policy of the company are compared using the actual demand amounts of the last 24 months. 162

Tüketim harcamaları en önemli ekonomik değişkenlerden biridir. Tüketim harcamalarının fonksiyonel biçimine ilişkin makro ekonomi literatüründe pek çok görüş mevcuttur. İlk defa Keynes tüketimi harcanabilir kişisel gelirin bir fonksiyonu olarak açıklamıştır. Daha sonraki yıllarda devam eden çalışmalarda Modigliani'nin ?Hayat Boyu Gelir Hipotezi? ve Friedman'ın ?Sürekli Gelir Hipotezine?, Hall'ın ?Tesadüfü Yürüyüş Modelinin? yaptığı katkılar ile literatüre ?Rasyonel Beklentiler ? Yaşam Boyu Sürekli Gelir Hipotezi? girmiştir. Söz konusu bu çalışmaları Osborn, mevsimsellik kavramı ile birlikte tekrar incelemiş ve ?Mevsimsel Rasyonel Beklentiler ? Yaşam Boyu Sürekli Gelir Hipotezini? geliştirmiştir. Osborn'un geliştirdiği bu model, tüketim harcamalarındaki değişimin tamamen rassal olduğu iddiasını öne süren Hall modelinin mevsimsel karşılığı olarak görülmektedir. Bu çalışmada Osborn'un Mevsimsel Rasyonel Beklentiler ? Yaşam Boyu Sürekli Gelir hipotezi, özel nihai tüketim harcamalarının üç alt kalemini oluşturan gıda-içki, yarı dayanıklı ve dayanıksız tüketim malları ve hizmet harcamaları için test edilmiştir. Analizlerde, Franses ve Paap'ın çalışmalarında kullandığı ve periyodisite kavramını açıklamak için geliştirdikleri, ?periyodik modelleme? teknikleri kullanılmıştır. Çeşitli analiz konuları bulunan periyodik modelleme tekniklerinin, bu tez çalışması için ?otoregresif periyodik modelleme? kısmından yararlanılmıştır. Özel nihai tüketim harcamalarının ilgili üç alt kalemi için söz konusu yöntem uygulanmış ve test sonuçları neticesinde Mevsimsel Rasyonel Beklentiler ? Yaşam Boyu Sürekli Gelir Hipotezi Türkiye Ekonomisi için uygun bulunmayarak reddedilmiştir. Consumption is one of the most significant economic variables. There are too many hypothesis about form of consumption expenditures in the macroeconomics. Firstly, Keynes explained the consumption as a function of disposable personal income. After following years, in other tries, ?Rational Expectations-Life Cycle Permanent Income Hypothesis? was developed by the help of information of Modigliani?s ?Life Cycle Income Hypothesis?, Friedman?s ?Permanent Income Hypothesis? and Hall?s ?Random Walk Model?. Osborn analysised these studies with seasonality and developed ?Seasonal Rational Expectations-Life Cycle Permanent Income Hypothesis.? Osborn?s model is regarded seasonal analogue of Hall?s model which suggests that consumption expenditures follow random walk. In this study Osborn?s Seasonal Rational Expectations-Life Cycle Permanent Income Hypothesis is tested for food-drink, semi durable and nondurable consumption goods and service consumption which are the subitems of private final consumption. In the analysises, ?Autoregressive Periodic Modelling? was used. This method was used by Franses and Paap for their studies and developed for explaing periodic models. Test results do not support the seasonal rational expectations-life cycle permanent income hypothesis for Turkish Economy. 68
