- Abstract
After the proclamation of the Second Constitutionalism on 23-24 July 1908, significant changes were happened in matters such as organization and association The existence of newspapers and magazines in Albanian language in the organizations of Albanian clubs opened in places such as Istanbul, Thessaloniki, Manastır, Görice, Elbasan and Shkodra was an important step for the development of the Albanian language. However, a dilemma arose regarding the Albanian language. This dilemma brought up the issue of whether the Albanian language should be written in Latin or Arabic letters. In this process, there were various discussions among Albanian intellectuals in Istanbul on the subject. Newspapers published by Albanians were seen as a field of discussion on the issue of letters. These newspapers represent an important process among the development stages of the Albanian language. Some of the newspapers were written in Ottoman Turkish and some of them were written based on the Albanian language with Latin or Arabic letters. One of the most important of these newspapers was published by Derviş Hima (İbrahim Mehmet Naci) under the name "Arnavud/Shqipetari" in Istanbul Beyoğlu. The 74th and last issue of the newspaper, which started its publication life on January 13, 1910, was published on October 25, 1912. The weekly newspaper was published for almost three years and brought up important issues about Albanians. In this study, the newspaper Arnavud/Shqipetari from the Istanbul press of the second sonstitutional period was analyzed and some important articles about the Albanian language, culture and history were conveyed.
