Sabri Fehmi Ülgener and Ahmed Güner Sayar are two of the most eminent figures to be recognized through their economic and cultural studies in modern Turkish thought. They have generated remarkable ideas about relative economic underdevelopment in Ottoman-Turkish society, controversial economic policies within capitalism, and the existence of two principal veins in the methodology of economics. This paper aims to ascertain Ülgener and Sayar's approaches toward the different dimensions of economics and to review the points upon which they agree and disagree in this regard. On the problem of economic underdevelopment, they can be said to generally focus on cultural elements and to have asserted the essence of Sufism to be distorted. They can also be said to have not fallen into any sharp differences over capitalism's liberal or interventionist policies. On the methodology of economics, they agreed about the need to have an a posteriori character within the scope of the explanatory nature of economic theories. Additionally, they focused on the sociology of economics using the verstehen [German: to understand] method to comprehend human typology in economics through its various aspects. The research findings indicate these two men to have been the architects of an original line in Turkish economic thought by showing consensus on principles and method, despite disagreements on the details. 5. The Effect of the Expansionary Fiscal Policies on Economic Growth in OECD Countries

Although monetary and fiscal policies are discussed in different economic approaches, the main discussion is focused on fiscal policy. Because while the central bank leads the monetary policy independently with its own policy goals and tools, the government leads the fiscal policy via budget as a basic tool of the economic policy. In this study, we analyze the relationship between economic growth and fiscal impulse which is used to measure changes in public budget impacts by using the panel data analysis with fixed effects in 33 OECD countries. We use the International Monetary Fund and World Bank data. According to the results; the expansionary effect of fiscal policies has no effect on economic growth between the period of 2011 – 2017.

There are quite different views on the direction and magnitude of the causal relationship between public expenditures and economic growth. According to classical economics, expansionary fiscal policies negatively affect economic growth, but Keynesian economics adopts that public expenditures will increase income through the multiplier mechanism. On the other hand, the Ricardian Equivalence Hypothesis argues that the increase in public expenditures will not affect economic growth. The Wagner Hypothesis assumes a relationship from economic growth to public expenditures. The relationship between these variables are very important in terms of determining the macroeconomic policies. This study examines the causality relationship between public expenditures and economic growth with the Hatemi-J (2011;2012) asymmetric causality test for the G7 countries based on the data from the period of 1950-2011. According to the findings, while there is a causality relationship from public expenditures to economic growth in Germany, United Kingdom, Italy, Japan, and Canada. There is a causal relationship from economic growth to public expenditures in Japan and U.S. There is no causal relationship between these variables in France. [ABSTRACT FROM AUTHOR]

This study aimed to examine macroeconomic determinants of domestic private saving behavior in Turkey for the period 2004-2018. For this purpose as the econometric method, Johansen cointegration test and full modified ordinary least squares estimation methods along with the vector error correction model estimation Granger Causality test methods were used. Both the full modified ordinary least squares estimation results showed that the real gross domestic product (GDP), private consumption expenditures, inflation rate and real interest rate are macroeconomic determinants of domestic private saving behavior. The findings showed that the real gross domestic product (GSYİH), inflation rate and real interest rate positively affect domestic private saving behavior. Private consumption expenditures affect negatively. These results support both savings of the theory of classical economics and the theory of savings of Keynesian economics in Turkey. Inflation, which is an essential element of price stability, is an important research area in terms of macroeconomic studies. The concept of inflation persistence, which emerged as a result of the theoretical contributions of the New Keynesian economics, refers to how long it takes for the inflation rate to converge to the long-run equilibrium value after deviations in response to an economic shock, rather than maintaining inflation at a stable level. In this context, the concept also provides information about whether the economic shocks are permanent or not. Our study aims to empirically analyze the inflation persistence with a long memory model. In this context, by using the data between the periods 2006: 01 - 2018: 03 for the 6 countries surrounding the Black Sea, the degree of integration in the inflation series and whether these series have long memory properties or not are tested by using a semi-parametric GPH method. The findings indicate that inflation rates in these countries have long memory properties. In this context, it is concluded that the inflation series in these countries are highly persistent. In order to understand and explain the transformation of the 1980s and after in Turkey, it is necessary to understand the period before 1980. The emergence of liberalism, its meaning and interpretation at global and local scales, its economic and political differences, as well as the phase of transformation into neoliberalism and its reasons should be investigated and informed. Liberalism can be defined as one of the gateways to the modern world from a world ruled by kingdoms in general. The liberal system, which defended the social equality of individuals on the one hand and the free market economy on the other, began to enter into various setbacks and deadlocks with the Great Depression of 1929. Neoliberalism, which is based on the opposing view that Keynesian economics, in which the state plays a regulatory role in the free market economy, is an obstacle to the free market economy approach, started to settle in the 1980s with the attitude of the state to withdraw from the economy management. Neoliberalism, in a sense, stands out as a new concept, separating it from classical liberalism with its unique structural features, as an economic movement that aims to make the market suitable for the market, not the state. In this study, liberalism, keynesian economic management and neoliberalism are discussed; It has been tried to analyze how the transformation took place in the axis of neoliberalism in Turkey in the 1980s and after., Türkiye’de 12 Eylül 1980 darbesi ile birlikte 80’ler ve sonrası dönüşümü anlayabilmek ve anlatabilmek için 1980 yılının öncesinin anlaşılması gerekmektedir. Liberalizmin ortaya çıkışı, küresel ve yerel ölçeklerde taşıdığı anlamı ve yorumu, iktisadi ve siyasi farklılıkları ile neoliberalizme dönüşüm evresini ve sebeplerini araştırıp bilgi sahibi olmak gerekmektedir. Liberalizm, genel itibarı ile krallıklarla yönetilen bir dünyadan, modern dünyaya geçiş kapılarından biri olarak tanımlanabilir. Bir yandan bireylerin sosyal eşitliklerini, diğer yandan serbest piyasa ekonomisini savunan liberal sistem 1929 Büyük Buhran’ı ile birlikte çeşitli aksamalara ve açmazlara girmeye başlamıştır. Devletin serbest piyasa ekonomisinde regülatif rol üstlendiği keynezyen iktisatın, serbest piyasa ekonomisi yaklaşımının önünde engel olduğu karşıt görüşüne dayanan neoliberalizm, devletin ekonomi yönetiminde çekilmesi tavrıyla 1980’li yıllar ile birlikte yerleşmeye başlamıştır. Neoliberalizm bir anlamda piyasayı devlete değil, devleti piyasaya uygun hale getirmeyi amaçlayan iktisat akımı olarak kendisine has yapısal özellikleri ile klasik liberalizmden ayrılarak, yeni bir kavram olarak karşımıza çıkmaktadır. Bu çalışmada liberalizm, keynezyen iktisat yönetimi ve neoliberalizm ele alınarak; Türkiye’de 1980’ler ve sonrası dönüşümün neoliberalizm ekseninde nasıl gerçekleştiği analiz edilmeye çalışılmıştır.

Tanzi etkisi; enflasyonun vergi gelirlerini düşürmesiyle birlikte bütçe açığını arttırmasıyla ortaya çıkarken, Patinkin etkisi ise enflasyonun kamu harcamalarını düşürerek bütçe açığını etkilediğini ileri sürer. Bu çalışmada, enflasyon ve bütçe açıkları arasındaki ilişki, Türkiye ekonomisi için Tanzi ve Patinkin etkilerinin geçerliliği ile analiz edilmiştir. 2006:Q1 -2019:Q4 dönemi çeyreklik verilerinin kullanıldığı ekonometrik modelde SVAR analizi yardımıyla test edilmiştir. Çalışma sonucunda, ele alınan dönemler için Türkiye ekonomisinde Patinkin etkisinin geçerli olduğu görülürken, Tanzi etkisinin geçerli olmadığı sonucuna ulaşılmıştır., Tanzi effect; It occurs when inflation decreases tax revenues and increases budget deficit. The Patinkin effect suggests that inflation affects the budget deficit by reducing public spending.In this study, the relationship between inflation and budget deficits, Tanzi for Turkey's economy and analyzed the validity of Patinkin effect. 2006: Q1 -2019: Q4 period is tested with the help of SVAR analysis in econometric model using quarterly data. In conclusion, the effect Patinkin for the periods discussed in Turkey's economy is seen to be valid, it has been concluded that the effect does not valid Tanzi.

In terms of implementation and provision of success of economic policies, it is an important issue that the resulting shocks in macro variables caused from a variety of reasons are temporary or permanent. The comprehension that increases policy makers' credibility and also mediates the formation of expectations management on economic units causes a more stable economic process when this comprehension perceives the response rate given to the shocks in macro variables. This study searches the persistence of inflation for 11 EU countries and Turkey reaches the following evidence; for Germany, Italy and Portugal, an inflation existing after a shock converges fast to its own average value, the inflation series related to these countries is stationary and inflation persistence has remained at a low-level for these countries. When the Lucas criticism is considered, inflation returns to it's own average level rapidly and the inflation persistence is in a low level for Germany, Austria, Finland, France, Netherland and Italy. The effectiveness of fiscal policy has been the subject of a longstanding debate from both the academia and policy-makers. According to standard Keynesian models, fiscal policy should be countercyclical. This means, increase expenditures and cut taxes to boost economy during recessions. Likewise, during expanding cycles the government should be able to raise taxes and decrease public expenditure to reduce chances of overheating of the economy. However, these conventional views have been challenged by the observation of expansionary effects of contractionary fiscal policy, so called non-Keynesian effects. This paper reviews the theoretical and empirical literature on the effectiveness of fiscal policy especially expansionary effects of contractionary fiscal policies. The empirical evidence survey in this paper is found to provide clear support for the existence of expansionary fiscal consolidations. [ABSTRACT FROM AUTHOR]

With this study, the effects of any increase against the economic growth on the budget deficits in the period of 1994:Q1-2004:Q4 in Turkey, are investigated. In the research, in addition to the Traditional unit root test (Augmented Dickey Fuller), the Standard Granger causality test has been applied, and it has been concluded that there is no causality relationship between the budget deficits and the growth rate from the budget deficits toward the growth rate. (BAGSYH ⇒ BO) And this result has been found to be interesting from the viewpoint of supporting the opinion that the public spending, which is deemed to be an "external variable" in the Keynes Law, will cause a triggering affect in the economical growth. Since 1930s until the beginning of the 1970s Keynesian economics dominated both theoric and empirical economics. However, it has undergone criticisms both in theoretical and empirical perspectives due to the stagflation phenomenon dominates the world at the end of 1960s. The reason of empirical criticisms was due to declining importance of classic Phillips curve. For this reason, many economists have tried to analyze Keynesian macro-theory in terms of micro-foundations. The purpose of this study is to determine whether the inflation in Turkey is affected by the past inflation or expectations of future inflation in the new Keynesian view and test it by constructing hybrid form model. This model is tested by the method of TSOLS analyze the inflation phenomenon from a micro perspective. According to the results obtained, inflation in Turkey is determined by the expectations of future inflation rather than past inflation. [ABSTRACT FROM AUTHOR]

The effect of government expenditures (or investments) on private sector investments is a controversial issue. In this context, there are three different approach called Neoclassical, Keynesian and Ricardian Equivalence Theorem. In the literature, it is also discussed whether or not foreign direct investments (FDI) have same crowding out effect on private investments. In other words, the effects of FDI on domestic private investments are discussed. In this paper, effects of FDI on private sector investments of Turkey are investigated by using data of 1975-2006 period. The results support Keynesian approach. This means that FDI captured by Turkey has not crowding-out effect on domestic private investment, on the contrary it has crowding-in characteristic. But it has also obtained that this crowding-in effect is fairly weak. [ABSTRACT FROM AUTHOR]

Twin deficit hypothesis indicates the existence of a relationship between budget deficits and current account. The implications of Conventional Keynesian Theory, which asserts that budget deficits induces current account deficits, are different from the Ricardian Equivalance Theory , which claims that there is no causal relationship between budget deficits and current account deficits. In this study, the relationship between budget deficits and current account deficits in Turkey for 1950- 2005 period is examined with annual data by using recently developed time series econometric tecniques such as the cointegration analysis and Granger Causality Test. In cointegration analysis, it is found that there is a long run relationship between budget deficits and current account deficits. This conclusion supports the Conventional Keynesian Theory. Moreover, according to Granger causality tests results, the causality runs from budget deficits to current account deficit [ABSTRACT FROM AUTHOR]

Minsky’s financial instability hypothesis (FIH) has the main assumptions of the Post Keynesian macroeconomics. The main assumptions of the FIH and its Post Keynesian roots are discussed in this paper in a detailed way. Thus, it is seen that FIH is a business cycle analysis within Post Keynesian framework, the theoretical underpinnings of the Post Keynesian macroeconomic analysis are put in the forefront for understanding business cycles in Minsky’s analysis., Minsky’e ait Finansal İstikrarsızlık Hipotezi (FİH), metodolojik olarak Post Keynesyen makro iktisadın ana varsayımlarını taşımaktadır. FİH’in temelinde yatan ana varsayımlar ve FİH’in Post Keynesyen kökenleri bu çalışmada etraflıca tartışılmaktadır. Dolayısıyla FİH’in Post Keynesyen çerçevede bir iş çevrimi analizi olduğu görülürken, özellikle Post Keynesyen makro iktisadi analizin temelinde yer alan varsayımların Minsky’nin analizinde iş çevrimlerinin anlaşılması açısından ön plana çıktığı görülmektedir.

Tarihsel süreçte devlet ve ekonomi ilişkisi en çok tartışılan iktisadi konulardan biri olmuştur. Klasik yaklaşımlar devletin ekonomik faaliyetlerdeki etkinliğinin sınırlandırılmasını ve serbest piyasa ekonomisinin güçlendirilmesini savunurken, müdahaleci yaklaşımlar devletin ekonomiye müdahalesinin gerekli olduğunu ileri sürmüşlerdir. Türkiye Cumhuriyeti'nin kuruluş döneminde, sanayileşme politikaları belirlenirken hem ülke içi koşullar hem de dünyadaki iktisadi akımlar önemli rol oynamıştır. Bu çalışmada, 1923-1939 yılları arasında Türkiye'de uygulanan sanayileşme politikaları, müdahaleci akımlar bağlamında değerlendirilmiştir. Özel sektörün yetersizliğinden ötürü devlet eliyle sanayileşmenin gerçekleştirildiği söz konusu dönemde dünyadaki farklı uygulamaların etkisi görülmüştür. Sanayileşmeye yönelik ülkedeki uygulamalar, Keynesyen İktisat, Sosyalizm ve Milliyetçi yaklaşımlar çerçevesinde değerlendirilmiştir. Yapılan karşılaştırmalar sonucunda; Türkiye'nin kuruluş dönemlerinde uygulanan sanayileşme politikaları, devlet müdahalesini ön planda tutsa da herhangi bir sistemin olduğu gibi benimsenmediği, ülke içi koşullar nedeniyle her sistemin belirli taraflarının uyarlandığı sonucuna ulaşılmıştır., The relationship of state and economy is one of the most discussed issues in historical period. Classical approach support the market economy and economically restricted state, while interventionist approaches state that it is necessary the state intervention. In the period of foundation of Turkish Republic, both the circumstances in the country and the economic trends in the world were affected in determining the industrialization policies. In this study, Turkish industrialization policies in the period of 1923 and 1939 are evaluated on the basis of interventionist stream. The period that the industrialization process is realized by the state since the inefficiency of private sector, it is seen the effect of different policy implementation in the world. The implementations about industrialization in Turkey are interpreted on the basis of Keynesian Economic Model, Socialism and National approaches. As a result of the comparisons, it is seen that although the industrialization policies implemented in the period of foundation in Turkey keep at the forefront the state intervention, any system was not adopted as well. Because of the circumstances in the country, just the specific parts of the all systems were adopted in Turkey.

Bu çalışmada 1995:1 -2013:1 dönemlerinde Türkiye’nin bütçe açığı ve cari işlemler açığı arasındaki ilişkinin incelenmesi amaçlanmaktadır. Yapılan VAR analizi sonucu Türkiye’de bütçe açıklarının cari açıklara yol açmadığı dolayısıyla ikiz açıklar hipotezinin geçerli olmadığı sonucuna ulaşılmıştır., Twin deficit hypothesis is a phenomen came up with there is a relation between budget deficit and current account deficit. This study aim to the relationship between the budget deficit and the current account deficit by using the data period 1995: 1-2013: 1 in Turkey. The result of VAR analysis show that budget deficit in Turkey does not cause current account deficits so ıt was concluded that the twin deficits hypothesis is not valid.
