Security issue decision is one of the most effective actions of joint stock companies. These decisions, which are an important financing alternative for joint stock companies, effect shareholders, company workers, creditors, existing and possible investors and the State along with the company. In this study, conceptual framework on securities and issue of them will be mentioned besides the functions of securities issue. The authorized organ to take the issue decision and quorum will be discussed shares and debt instruments oriented.
